PARKSVILLE’S BUDGET
A taxing debate It’s early days, but one councillor wants a freeze JOHN HARDING editor@pqbnews.com
If this week’s initial meeting to debate the City of Parksville’s 2015 budget is any indication, colourful and detailed discussions are ahead. Four of the seven councillors haven’t been through this process for years or never. And one of the veterans has already drawn his line in the sand. As he promised on election night in November, Coun. Al Greir has put council on notice that he will put forward a motion calling for a property tax freeze. The provisional budget in front of council now, which doesn’t have to be sent to to Victoria for approval until May, calls for a 2.5 per cent increase. Each percentage point of taxation equals about $110,000 in revenue in the city’s $17 million budget and about $30/year for an average home in Parksville. “I would hope council would see the benefits of giving taxpayers a break,” Greir said Wednesday night at the end of a 2.5-hour budget session, adding that 30-plus stores and offices in the city sit empty. “You don’t have growth with higher taxes.” Mayor Marc Lefebvre didn’t seem to agree with Greir’s plan. The mayor said experience shows tax freezes “always ended in higher costs down the road.” “One thing I will say about you councillor Greir is you are consistent,” quipped Lefebvre. Much of the proposed tax increase would go to increasing staff in two areas: the hiring of a health and safety officer and a bylaw enforcement officer. See BYLAW OFFICERS, page A9

NATIONAL POLL SUGGESTS . . .
Parksville is one sexy city CANDACE WU
news@pqbnews.com
Parksville is one of the sexiest cities in Canada. According to an annual poll conducted by PinkCherry, Parksville is the 22nd ranking city in the entire country, measured by the sales of sex toys, adult novelties and lingerie. Our quaint, little city is ninth in B.C. and second on Vancouver Island next to Victoria. The study measures sales per capita for the 2014 year. The results come as no surprise for
Sexessories owner Sheila Abbott, who is expanding her store this summer due to an increasingly high demand for sex toys. “We’re thriving,” she said about business, noting the expansion plans will double the store’s size. Sexessories is the only sex shop in Parksville Qualicum Beach, often deemed the oldest community in Canada. But the elderly population might have a direct correlation with our high volume of sex-related paraphernalia sales. “There’s a new kind of retirement
here,” said Abbott. “And these retirees aren’t looking to play bingo or the accordion … these people are a generation from the 60s — peace, sex and love.” Abbott said her clientele ranges in age from 18 to 90 years old. In the decade Abbott has owned the store, she said she’s noticed a major shift in society’s acceptance of sex. “In the past some physicians attitude (towards getting older and sex) used to be ‘well, you’ve had a good run,’” she explains. STARTING POINT
One man still missing; another found ‘safe’
After a three-day search, RCMP and Arrowsmith Search and Rescue (ASAR) personnel stood down Sunday night and are hoping for more clues that will help them locate a missing 58-year-old Errington man. Richard Norman was last seen by family on Friday morning at his home near the Englishman River Provincial Park. ASAR volunteers searched the area Friday night, all day Saturday and all day Sunday. About 30 people were involved in the search each day, said Yelland. “There was no sign of him at all,” ASAR search manager Gord Yelland told The NEWS at noon on Monday. “And we weren’t able to find any RICHARD NORMAN clues. The search has been stood down until we get more information.” Norman described as a Caucasian male, 6-foot-3 with a heavy build. He has very short, buzz-cut white hair, hazel eyes and severe scarring on the left side of his forehead Police said Norman is believed to be on foot and could be anywhere in the wilderness or park land. Police also said he suffers from a brain injury as a result of trauma from a past motor vehicle collision. If you see Norman or have any information, police are asking you to call the Oceanside RCMP detachment immediately at 250-248-6111. • Paul DenHann, 32, was located near Cook Creek Road in Bowser Saturday morning at approximately 10.30 a.m., according to regional district director Bill Veenhof. DenHann, missing since Thursday night, is now recovering in Nanaimo General Hospital but Veenhof said he is “safe” and “physically well.” He said around 50 people helped with search efforts, including community members, Deep Bay Volunteer fire fighters and search and rescue members. — NEWS Staff

The second annual Wounded Warrior run is coming through the area this weekend with stops at all three Legions. “The whole point is to raise awareness about PTSD and its prevalence in first-response work,” co-founder Allan Kobayashi, a member of the Canadian Armed Forces told The NEWS last year, admitting he battles post-traumatic stress disorder. Kobayashi said he nearly lost his family due to the debilitating mental illness, and he is thankful for the help of PTSD-related programs, pointing out that it can be very lonely and crippling. While they are raising money for PTSD and other programs to help those injured, organiz-
ers say it is just as important to get the message out that there is help available. Co-founder Dan Bodden has said talking about PTSD it is an important and long overdue issue. Six people will run 600 km down Vancouver Island from Port Hardy to Victoria over six days to raise awareness and funds for the national Wounded Warriors non-profit organization which helps Canadian Forces members who have been wounded in service. Starting Feb. 14, the public is invited to meet the runners at stops in each community down the Island, including stops next Wednesday, Feb. 18 at the Bowser Legion (9 a.m.), Qualicum Beach Legion (1 p.m.) and Parksville Legion (2 p.m.) with snacks and a chance to talk. The event is open to everyone and the public is encouraged to come out and support participants. For more information or to donate visit: http://woundedwarriorrunbc.com

RIGHT-TO-DIE DECISION FROM THE SUPREME COURT OF CANADA
MP Lunney calls it ‘a dark day for Canada’ Court finds the current law deprives Canadians of their right to life, liberty and security CANDACE WU news@pqbnews.com
In a landmark decision, the country’s top court unanimously ruled Friday that Canadians have the right to die. The Supreme Court of Canada struck down the current legislation banning medically-assisted death, directing Parliament to give more control to patients over how they end their own lives. Specifically, the Court found that the current law deprived Canadians of their right to life, liberty and security. It’s welcome news for Parksville resident Bill Martin, a longtime advocate for the right to die. “I’m pleased,” he told The NEWS Friday morning after the decision was announced.
“I’m quite happy with it (the Supreme a result of a grievous and irremediable Court ruling) and I’m sure, if need be, medical condition.” sometime in the future I might be usIt concluded the ban “infringes the ing some of these services — you never right to life, liberty and security of the know.” person in a manner that is not in accorMartin, 86, suffers from spinal de- dance with the principles of fundamengeneration after a long tal justice.” I’m pleased. Admitting it’s an “emotional and divisive issue,” Lunney said the government will “carefully review the ruling and consult widely before responding to the ruling.” In 2010, Lunney voted alongside the majority of parliamentarians opposing change to the present laws. “My own position is informed by a lifetime of study of the wonders of the human body, its function and a career helping people overcome their challenges … My role and raison d’être has always been to help people live well until they die.”
IN THE REGION’S HIGH SCHOOLS
Teachers to pass d-fib training to students JESSICA SKELTON
reporter@pqbnews.com
Eight secondary school teachers in School District 69 (Qualicum) now have the know-how and equipment to train their students how to use an automated external defibrillator (AED), thanks to a course provided by the Advanced Coronary Treatment (ACT) Foundation last Thursday. Three representatives from Ballenas Secondary School and five from Kwalikum Secondary School were there. “The goal is to ensure each young person graduated with the knowledge to save a life,” said ACT’s executive director Sandra Clark. “I think it’s important for everyone to have training,” said Ballenas vice principal Kevin McKee. “You never know when it’s going to come in handy.” The new AED training will supplement a similar CPR program implemented in all B.C. secondary schools by the organization a couple years ago. Clark said the addition is in-line with the trend of AEDs being put in more and more public spaces. “It’s a huge step,” she said. According to a news release from ACT, eight in 10 out-of-hospital cardiac arrests occur at home or in public. The release also said that the Heart and Stroke Foundation has found that early CPR, combined with early defibrillation, can
increase survival rates for cardiac arrest victims by up to 75 per cent. Larry Stefanek, one of the Ballenas PE and Health teachers who took both ACT training courses, also said that the students will learn more than just how to run an AED and perform CPR; they’ll also learn how to recognize the symptoms of a heart attack and stroke, control an emergency situation without panicking and find help. Clark said the schools have committed to training every pupil in CPR and AED once, meaning around 300 students are trained each year. The training will be targeted at Grade 10s through their PE class. “They’re at the age where they’re ready to learn,” she said. “They see it as a life skill.” KSS vice principle Don Bold also said that is a “perfect time to get this training” as PE 10 is a mandatory course. In order to provide the program, ACT fundraises through community-specific sponsors, said Clark. For SD 69 (Qualicum), those funding partners are Telus and Children’s Health Foundation of Vancouver Island. “Having those two sponsors is huge for us,” said KSS vice principal Bold said. “It’s not an inexpensive program.” Aside from teacher training, each secondary school received four AED training units — which look and act like the

real thing — and four AED training mannequins each, as well as curriculum materials. KSS will also receive an AED. Ballenas already has an AED on site. AstraZeneca Canada, Pfizer Canada and Sanofi Canada provide funding on a national level. the teacher training. For SD 69, paramedics Sheree and Jesse Hunt came up from Duncan. While ACT only provides equipment and initial training, each school is responsible for updating their teachers training through outside programs approximately every three years. Budget Deliberations
Water Main Flushing - February 16 to March 27
Public input is an important part of the financial planning process and Council is interested in receiving your comments. The first budget meeting held on February 4 may now be viewed from the City’s website.
The City will implement its annual water main flushing program from February 16 to March 27, an important part of our ongoing maintenance program to ensure the integrity of the water supply system. Flushing will take place mainly between 7 am and 3:30 pm, Monday to Friday.
The next budget deliberation meeting is set for February 23; here’s how you can contribute to the budget discussion: ◆ Send comments by email to info@parksville.ca by February 18. ◆ Comment through the City’s Facebook page and on Twitter (#pvbudget2015) by February 18. ◆ Attend the second budget meeting on February 23 at 6 pm in the Forum and comment in person. Budget information, the draft 2015-2019 Provisional Financial Plan and other documents may be viewed on the website [Quicklinks/Reports/Financial Plans].
Preauthorized Withdrawal Service (PAWS) The City recently changed the format of the program which allows taxpayers to contribute a fixed monthly payment towards their taxes and/or utilities based on an estimate of future invoice amounts. Referred to as PAWS, the program is used to prepay future tax and/or utility charges and is available to taxpayers when taxes are not being paid through a bank or mortgage company and when there is no outstanding balance. For existing participants making pre-payments to utility accounts, the program now takes payments in April so utility account pre-payments will be spread over 11 months of the year with no payment in June which makes the utility program the same as the property tax payment months. Participants making utility pre-payments will be advised on the next utility notice of their new payment amount to take effect April 15.
During these times, residents can expect some discolouration of water and intermittent drops in water pressure and should keep a fresh supply of drinking water in your refrigerator, check for discolouration of water before doing laundry and should water be discoloured, run an outside tap (after 3:30 pm) until the water runs clear. Please direct questions to 250 248-5412.

However, these days Abbott gets many referrals from pharmacists and naturopaths who want to help people continue to have sex as they age. And seniors may be in the best position to have sex. “The kids are out of the house, you have time and you’re still really in love,” said Abbott. She said the store’s best sellers include lubricants and love rings. Moreover, many of Sexessories’ products are made in Canada — the store even carries a line of locally made leather whips and collars. Abbott said they’re made by a “fetish spe-
cialist” in north Qualicum Beach, whose product line, Bound2Please, is one of the leading manufacturers in Western Canada. She said novels like 50 Shades of Grey and shows like Sex and the City have certainly driven up sales and created a dialog around sex. “I think it’s great,” she said. Work continues on Temple Street The City of Parksville says the contractor for the Temple Street upgrades will begin road reconstruction shortly. The city said through a news release the work includes, but is not limited to: removal of the asphalt roadway surface, excavation and placement of new roadway materials, concrete curb and sidewalk preparation, pouring of concrete, asphalt surface paving and traffic line painting. For safety reasons, the contractor has requested temporary road closures and detours around areas of reconstruction. However, local traffic access will be permitted on Temple
Street for the duration of these works. Anticipated construction dates and road closure/local traffic only dates are: • February 10 to April 3 — Chinook Avenue to Sanderson Road. • February 23 to April 30 — Sanderson Road to Pym Street. • March 10 to May 15 — Foster Drive to Pym. If residents have questions or concerns, the city asks them to contact the engineering department (250-248-5412 or e-mail: PublicWorks@Parksville.ca). — NEWS Staff/City of Parksville

Director of Administrative Service Debbie Comis made a case for both positions on Wednesday night. Comis and Chief Administrative Officer Fred Manson explained that downloading from senior levels of government has placed a strain on the city’s health and safety committee, basically a group of union and non-union city employees who are doing this work off the corner of their desks. Increased attention — along with more requirements for certification, training and documentation — for issues related to safety and harassment, for example, have increased the work of the committee to the point where the need has been demonstrated for a full-time position, Comis

Feeling his Oates
T
his could be an interesting, quote-laden four years at Parksville city council. If rookie Coun. Kirk Oates was trying to elicit a reaction, trying to make headlines, he succeeded last week on a couple of fronts. City council has the power to pass a bylaw that would outlaw future woodstove installations, said Oates, but his colleagues lack the political will. People who want to have woodstoves “can perhaps move to the regional district,” he said. Perfect. Keep it coming, Coun. Oates, the notebook is filling up as fast as the e-mail folder with letters to the editor from people angry that a rookie councillor is telling them how they should heat their homes. And where to go if they don’t like it. Not done there? By all means, carry on. The city should write a letter to the federal Minister responsible for Canada Post in support of its workers and decrying the Conservatives’ axing of a Crown corporation that’s “part of the fabric of the country,” said Oates, loud and proud. Many municipalities have written a similar letter. Not sure how many of the councillors who brought the motion forward in those communities are national representatives for the Canadian Union of Public Employees, which is what Oates does in his day job. Far be it for us to quell the theatre, but perhaps Oates could have had a fellow councillor bring that Canada Post motion to the table in Parksville last week. What’s next from Oates? If the early budget discussions are any indication, he might be calling for a tax increase of more than the 2.5-3 per cent currently being considered. At the other side of the table is Coun. Al Greir, who wants a tax freeze this year, as in zero per cent. As with most things in life, the middle ground is usually the most palatable. And often reached through compromise after debate. Oh, and every homeowner you want to chase out of town, Coun. Oates, represents about $2,500 in tax revenue. If 20 of those flee to the regional district, the city may have to lay off a union employee. — Editorial by John Harding

WHY LEGALIZE THE GATEWAY DRUG?
Perhaps I would agree with legalizing marijuana use if I really believed that it is wholly for the treatment of medical issues. Some people claim that pot controls pain and makes living more comfortable. As a cure for anything, marijuana use is not proven and is therefore speculative. As a medium for creativity in the arts, pot may help that minority of the “gifted” in society, but legalization is unnecessary. The turn-off for me is the attitude dis-

THE GOVERNMENT’S FAILED DRUG POLICY
While it is convenient to brand the Liberals as pot-smoking supporters of medical marijuana, that position is only a smokescreen by Prime Minister Stephen Harper’s government to replace reality with fiction. The Conservative’s approach to marijuana is not serving anyone least of all, our children. The prime minister’s approach has failed to keep marijuana out of the hands of Canadian youth. This not only has harmful health ramifications, but there are obvious safety issues when kids engage with criminals.
We need to replace this failed drug policy with one that makes sense medically, socially and economically. We need to enact laws that strictly regulate and tax the marijuana industry. Protecting our kids and removing the criminal element — that’s the Liberal stand. CARRIE POWELL-DAVIDSON LIBERAL CANDIDATE COURTENAY-ALBERNI RIDING Parksville
THE RAVEN PROJECT AND COAL PRICES
RE: ‘Raven re-submits application for coal mine near Buckley Bay,’ The NEWS, Feb. 3. It’s interesting to note in the article that the Compliance Coal website and Compliance COO Stephen Ellis are continuing to extol the virtues of the Raven Coal Mine and its employment possibilities. Even if you take these Compliance Coal job projections at face value, which I don’t, there are several big hurdles to clear before these job predictions could become a reality. Compliance Coal has to navigate their project through the current environmental assessment process and get the green light from both the federal and provincial governments. Given the considerable headwind of public opposition, an approval certainly isn’t a slam dunk. Since the last Raven Project financial analysis from 2011, world coal prices have plummeted significantly. In some cases these prices reflect nearly a 50 per cent decrease in what was estimated in 2011. One would assume these dramatically decreasing coal prices would significantly affect the Raven Project bottom line as well. Assuming Compliance Coal got the green light from the feds and province, what kind of business case is there to proceed further given the current coal price and it’s price going forward? As the Raven Coal Project is debated it’s important to closely examine the financial viability of the project and to take the employment projections with a grain of salt. JOHN SNYDER Fanny Bay

Guests who wear a hat to the Valentine’s tea have a chance to win a door prize. Potters at the Train Station Pottery Shop are sharing the love of art with a Sweetheart sale offering 10% off for the month of February. The Arrowsmith Potters Guild has also teamed up with Bradley’s Bistro in Parksville to promote the love of art. Each week day this month, Bradley’s will draw the name of a customer to win a pottery mug created by members of the Guild. Winners can bring their voucher to the Train Station Pottery Shop and choose from a selection of mugs. Bradley’s is located at Suite 102-191 Jensen Ave. Drop by Longevity Medical Aesthetics at 208 First Avenue West in Qualicum Beach with a food bank donation this week and be entered into a draw taking place February 13 for a Jane Iredale lip stick. Dr. Andy Biro and his team will be relocating to Parksville in May. The new location at 155 Jensen Avenue, across from the Parksville Community and Conference Centre is under renovation and in a few weeks the beautiful interior will house pampering rooms for Longevity’s state of the art skin treatments. The team at Longevity will be among the vendors at this year’s What Women Want show March 20 at the PCCC. Dr. Biro will be doing live demos on the stage including Botox injections and cosmetic fillers. An exciting makeover showing the transforming effects of skin rejuvenation will also be revealed at the event. Also moving this year is the Parksville and District Rock and Gem Club. The group meets on the first Tuesday of the month at the Arrowsmith Hall on the Coombs Fair grounds. This summer they hope to be in their permanent home on the property in the old 4-H building. The rockhounds have been getting together since the 1970’s and throughout the year members participate in field trips, shows, workshops, picnics, potlucks, tailgate sales and social events. Veteran member Linda Strand says it is a dream come true to have a permanent home for their hobby which promotes and encourages the study, collecting, cutting, polishing and engraving of gemstones, minerals, rocks and other geological materials. If you are interested in collecting rocks and meeting people who are skilled in lapidary you can join the club for $20 a year.
Richard Botham (left) and Sigrid Kellas (right) co-leaders of the Parksville branch of Taoist Tai Chi presented a cheque to Major Norman Hamelin (middle) of the Salvation Army on January 28. The $1012 will go towards purchasing items for the food bank. Botham says they collect tea money from their members throughout the year and make donations to worthy causes including the local food bank and Oceanside Hospice.

The fashion show and tea at the Qualicum Beach Civic Centre is being held to raise funds for the Vancouver Island Compassion Dog Society. Tickets for the 2 p.m. show are $20.
There is nothing like drinking a hot beverage from your favourite mug. Lori Bradley owner of Bradley’s Bistro in Parksville is spreading some love through the month of February by giving away 19 unique mugs. The works of art were created by members of the Arrowsmith Potters Guild and on each week day of the month, Bradley’s customers will have a chance to win a pottery mug created by members of the Guild.
Love is in the air at Longevity Medical Aesthetics in Qualicum Beach. In the spirit of Valentine’s Day, the business wants to share some affection. Anyone who comes in to the clinic with a donation for the Salvation Army Food bank will be entered to win a Jane Iredale lipstick. Skin technician Katie Britz says anyone can have beautiful kissable lips and they have all kinds of lip plumpers and lip stains to make your pucker perfect.
2015 should be a rocking year for the Parksville and District Rock and Gem Club now that they are getting a permanent home. The Arrowsmith Agriculture Association has provided the group the old 4-H building on the Coombs fairgrounds and they hope to move in this summer. In the meantime President Sharie Aumair says they are preparing for their show on April 18 and 19 in Courtenay where this jar of gems will be raffled off.
(left to right) FCpl. Michaela Muelleder, Cpl Matthew Matajic and LAC Maggie Kuhn are members of the 893 Beaufort Squadron Air Cadets. WHALEBONE THEATRE PRESENTS GREASE!

BSS acting alumna returns to help choreograph show JESSICA SKELON reporter@pqbnews.com
High school never changes. That is what the drama department at Ballenas Secondary School has discovered while rehearsing GREASE!, the next play to be featured at the Whalebone Theatre. “The stuff that teenagers care about is still the same,” said director and teacher Doug Campbell, listing looks, being cool and staying true to your friends as a few of those things. “Your friends are your world in high school.” According to lead actors Alexandra McCoy and Alexandre Howard, both in Grade 12, that level of friendship definitely exists within the cast “We hang out all the time,” said McCoy, who has taken on the role of Sandy. “We already have such a strong relationship that we don’t have to act that out.” Howard, who plays Danny, added that the chemistry between the students is making the play “pop.” “Knowing I have my friends behind me helps me be more confident in my character,” he said. “It makes it much easier,” agreed McCoy. “We don’t feel like we’re being judged.” JESSICA SKELTON PHOTO Campbell said that it’s in part due to this timeless feel- The T-Birds, the Pink Ladies and all their familiar friends are coming back to Ballenas Secondary School’s ing that the play is so popular and why the Whalebone Whalebone Theatre. Menu will make you blush and laugh CONTINUED FROM PAGE A25
C View Restaurant at the Qualicum Beach Inn has come up with a menu that is sure to send cupid into overdrive. It was hard not to blush when restaurant manager Scott De Freitas-Graff described their Lovers’ (of food) aphrodisiac menu. He explained that Executive Chef Shaun Spooner had a few chuckles when he presented his ideas. “Chef was creative with his food choices. He was giggling when he told me what he wanted to do and then I started laughing and I said lets roll with it,” explained De Freitas-Graff who thoroughly did his homework related to foods that are allegedly a turn-on. He said while most of aphrodisiac mythology stems from foods with symbolic colours or shapes, certain foods do contain properties that stimulate pleasure centres in the brain and these types of foods have been incorporated into their Valentine’s menu. Some of the sexy items in the four-course dinner include the Oyster Two Way and a Wasabi Pea Chicken Lollipop with red curry aioli. “Oysters have long been touted as an aphrodisiac and wasabi will get you fired up,” he claimed. Qualicum Beach Inn Manager Jim Gardiner
agreed their Valentine’s bill of fare is not your traditional prixe fix V-day dinner. “We have never done a menu like this before and we all had input into it. We are trying to put a new spin on Valentines,” said Gardiner. If you are curious about the other erotic dishes, you can check out the menu on-line at qualicumbeachinn.com. The aphrodisiac edibles cost $129 per couple, which also includes a bottle of Prosecco, and if you feel like spending the night staff will prepare your room with a rose petal turn down service. Other resorts in the area have also set the love metre high for a romantic Valentine’s Day. Tigh-Na-Mara Seaside Resort is celebrating love all month long with a rediscover romance package at The Grotto Spa and a Valentine’s Lovers Feast menu at Cedar’s Restaurant. Visit tighna-mara.com for more details. The Beach Club Resort’s Pacific Prime Restaurant has an amazing three-course dinner with optional wine pairing for Valentine’s Day. Overnight packages include petal turndown service with sparkling wine and chocolate covered strawberries. Visit beachclubbc. com to find out more.

BUSINESS PROFILE
New Save-On-Foods opens Feb.14 Store officials thank customers for their support, understanding during construction CANDACE WU news@pqbnews.com
It didn’t move far, but Save-OnFoods’ shiny new building feels like a different world. Store manager Bruce Brown said it will be the company’s flagship store in B.C., toting all the “latest and greatest innovations” in the grocery store industry, from energy-efficient refrigeration systems to oven roasted pizza, made on site, of course. Brown gave The NEWS a tour of the new store, where dozens of people were busily setting up displays, stocking shelves and learning the ropes of a new building. “I’ve personally been waiting six years to see this,” Brown said, looking around at the bright new store, neatly lined with aisles perfectly arranged with new products. The store will open to the public on Valentine’s Day. He said the new building, at 42,000 square feet, is 5,000 square feet bigger than the former store. He said it will create more than 50 additional jobs. The space, he said, will help expand their fresh food market. Brown said he’s most excited about the store’s in-house kitchen, which is the first on Vancouver Island for the company. It will offer a specialty salad bar, handcrafted sushi and decadent homemade cakes, among the many other tasty treats the on-site chefs come up with. Meanwhile, the new store has more of a focus on local products — something Brown said is increasingly important to shoppers in this day and age. The new Save-On-Foods even has a rack specifically designated to local products, boasting things like Fireweed honey and Catie’s pickled garlic. And the refrigeration technology is as green as can be. Brown said the fridge system includes motion sensors that light up when people walk towards them, which saves en-

Brown said the wait has been long, but he’s excited to be part of opening a “fantastic” new store. “We’re excited to open, to serve the community and to continue giving back to the community,” said Brown. Save-On-Foods is located at 826 Island Highway West in Parksville in the Wembley Mall complex. The new store will continue to operate the same hours — 8 a.m. to 10 p.m. every day of the week. Its aim is to let people of the region know a little more about the Qualiucm Beach Seniors’ Centre and just what happens there. Our thanks to Roy Jones and the centre’s president Judy Southern for their efforts.) The Qualicum Beach Seniors’ Centre, which had its beginnings in 1996, last year celebrated 10 years in its present premises on Memorial Avenue below the Qualicum Foods store. This ideal location was made possible by the cooperation of the town council and the Quality Foods management. For our membership of close to 1,000, we offer a drop-in just for coffee, snacks, and lunch as well as a variety of more than 20 activities including bridge, whist, darts, yoga, line dancing and tai chi. are simply content to drop in and enjoy the atmosphere which happens when you share a cup of coffee and a chat — and perhaps, a bit of kidding around. The option to just “dropin” is so important for members who are living alone and may be lonely or even depressed. To sum up: it is felt that the coming together of people from all walks of life bringing their ideas, energy and talents helps us face the many challenges in these ever-changing times. The centre, at the corner of Memorial and Fern, is open Monday to Friday from 9 a.m.-3:30 p.m. Parking is readily available. Our annual membership fee is a modest $15. So why not come along and join us for some fun and companionship? — Roy Jones is a member of the Qualicum Beach Seniors’ Centre. Elizabeth Louise (Daoust) Cooney November 16, 1924 – January 30, 2015 Our mother, who lived a long and glorious life, has decided to spread her wings and go on her own journey with the angels. She left us peacefully, on her own terms, leaving us sad for ourselves, but happy for her. She had eight children, but she was everyone’s Mom. They felt it and she owned it. To the grandchildren, she was their Bubba, and she was everyone’s Bubba. She was the glue in our family and was the reason, no matter how far flung we were, we would gather for hugging and laughing on a regular basis. Mom always had hands of steel and a secret glint in her eyes. She was a gifted artist and a whiz at word games and card games, with a poker face that no one could read. Just ask the “Poker Girls. Her magic was legendary. You could go to her with a request for any nonmonetary thing you wanted or needed and she would go to work on “creating whatever that was. You had to be specific, though. If you wanted snow so that you could go sledding, it could possibly snow until you couldn’t get to the hill. To the staff at Eagle Park, Liz says “Thanks for sharing your hearts with me. To Yates Funeral Home, your care and concern for us and the way you eased us along this path we needed to travel is deeply appreciated. This amazing woman leaves behind her wit, wisdom and warmth as well as her two sisters in Ontario, her kids, her kids’ kids and her kids’ kids’ kids and also the many, many honorary kids she collected over the years. She loved us all so much and was deeply loved and respected in return. You left us so much, you’ll be with us always.
Samantha Ann Marie Calder May 21, 1996 – February 1, 2015 It is with deepest sorrow we announce the passing of our beautiful daughter, Samantha “Sam Ann Marie Calder. Born on May 21, 1996 in Victoria BC, Sam was killed in a car accident on Sunday, February 1, 2015 in Parksville BC. She is survived by her parents David and Carol Calder of Parksville; siblings, Eva-Marie and William; grandparents, Paul and Georgette Brosseau of Parksville, Bill Calder of Victoria, Doreen Morris of Victoria; as well as many aunts, uncles, cousins and grand cousins. She was predeceased by her step grandfather Doug Morris. Sam has so many friends, there are too many to list, but her parents wish to note that Makayla Seltenrich was thought of as a sister by Sam. Sam graduated from John Barsby School in Nanaimo after attending Ballenas in Parksville for grades nine to eleven. She was a member of NLCC Admiral Yanow Corp (Navy League Cadets) and continued to RCSCC Esquimalt (Sea Cadets) until her education and goal to be an nanny pulled her away just last month. Samantha was always one to help others less fortunate than herself. If you needed help and she knew about it, she would show up on your door with some of the things that you needed. Sam has a heart of gold and will be very sorely missed by everyone she knew and all who knew her. Rest in peace our darling daughter. A Celebration of Life will be held on Saturday, May 23, 2015. In lieu of flowers, please consider honouring Sam’s memory by making a donation to the Canadian Diabetes Association, 255 – 2000 Island Highway, Brooks Landing, Nanaimo, BC V9S 5W3.

February 28, 1919 – October 26, 2014
It was a heartbreaking day for the Castle family when our wonderful loving mother died on October 26, 2014 after a very brief illness. Mom passed away in the Nanaimo General Hospital at the age of 95 years young after just a three day illness. Mom spent the last three years of her life in Qualicum Beach, BC, residing in Long Term care at The Gardens, a wonderful retirement home on Vancouver Island. She lived every day with a positive attitude and was happy living there. She was always so thankful for her care and the great entertainment that was there. Happy Hour on Friday was her favorite where she could have some snacks and a Rye and Coke and listen to live music. Prior to her time in Qualicum Beach, she spent 49 years in Dawson Creek, BC working as a film editor and doing books in her later years. Mom’s earlier years as a child and then married were spent in various cities and towns in Manitoba. She was born in MacGregor, Manitoba. She was predeceased by her parents, Winifred and James Merrick, her husband Malcolm Eric Castle in 1977, her daughter-in-law Susan and her son-in-law, Mel. Mom was an only child but has left a legacy to be proud of. Our mother is survived by her seven children, Sharon (Blair) Domoney, Jim (Laurell) Castle, Carol Modien, Mike Castle, Sheila (Owen) Scheck, John (Lori) Castle, Chris (Jeannette) Castle. She was blessed to have 16 grandchildren and 27 great grandchildren, and one great great grandson. Our mother was a wonderful caring person who listened without ever judging and was a friend to all who knew her. She was a happy person with nerves of steel and a calm demeanor. We were so lucky to have had her as a mother and grandmother and to have had a remarkable number of years to enjoy and love her and always feel secure in her love for us. In her lifetime, she maintained a very healthy and happy life. She was always surrounded by the love of her family and friends. “All that I am, or hope to be, I owe to my angel mother Heaven gained another angel October 26, 2014. Those who knew her will always miss her. A Celebration of Life/Family gathering will be held on Saturday, May 16, 2015 at the home of her daughter, at 612 Hirst Ave, Parksville BC beginning at 2:30 pm. Mom would be so honored to have as many friends and family attend as possible.
April 29th, 1943 – February 2nd, 2015 With broken hearts we said goodbye to Bob, a beloved husband and father, who passed away peacefully at Nanaimo Hospital. He leaves behind his loving wife of 49 years, Ellie; sons, Mike (Andrea), Larry (Evelyn); grandchildren, Tyrone and Lucas (Chelsea); great-grandchild Leigha; brother, Tom (Marie) and their children Scott and Jaeson. Bob is also survived by his brother-in-laws, Reg Ross (Louise) and Ed Braun (Petra); nieces, Kathy (Vince) Cenerini, Melissa (Tom) Bond; nephews, Mark (Selina) Ross, Kristoffer (Kristiana) Braun and Trevor (Mali) Braun; grandnieces, Danya and Charlize; grandnephew, Wakely; as well as many relatives in Saskatchewan. Bob was born to Jack and Ethel Hoare in Kelvington, Saskatchewan, where he spent his early years growing up on the farm. In his early 20’s, he migrated to the lower mainland with his best friend, Reg Ross. Bob and Reg met Ellie and her sister,Louise and the two couples were married and bonded for life. Both couples then moved to Cranbrook where they bought a business together. Bob went on to own and manage a real estate company as well as other businesses. He always said he loved every minute of it. As Bob’s health started to decline, he and Ellie moved back to the mainland, where he worked as a resident manager. They retired to Qualicum Beach in 2006, joining Reg and Louise and always felt so lucky to be here even though he called it “The Rock. Heartfelt thanks to all the staff in ICU at NRGH for their compassionate care. Special thanks to Mike Massey who has a special place in our hearts. As you said, we will meet again at Heaven’s Door. He was a fighter. He fought so bravely. We didn’t want to lose you. But we had to let you go. Cremation has taken place at Yates Funeral Services & Crematorium. Cecil G. Morrison
January 6, 1956 - January 28, 2015 Cec passed away peacefully in the arms of his loving wife Kathryn after a courageous battle with cancer. Predeceased by his sister, Linda; mother, Fern Gorrell; father, Cliff Morrison and stepmother, Dorothy. Cec’s career spanned many years and millions of miles on the open road. He was proud of the time he spent driving a bus for Greyhound and BC Transit in Victoria. His real joy came when he started working at Totran Transportation of Calgary travelling down the highway doing over-size heavy haul. He met some wonderful people at Totran and on the road and he was over the moon when his wife  Kat joined him for some of the trips. (someone to keep his truck organized and clean!). Cec had a love of model trains and his neighbours in Cobble Hill were entertained by the model railway he spent many hours building around his yard. He was a great cook who loved to entertain. Everyone will miss his great sense of humour. He will be sadly missed by his loving wife, Kathryn; step-sons, Colin O’Connor of Calgary; Cass O’Connor of Duncan; father-in-law, Bill Dunham of Parksville; Blair and Carol Polden of Victoria; nephew, Justin Smith of Halifax, nieces, Cheryl and Tammy of Thunder Bay; cousin, Carol (Brian) Wilford; good friends, LindyLee (Brooks) Matthews-Randle, and many other very good friends. Cremation has taken place. A Celebration of Cec’s Life will be held at a later date.Â

PARKSVILLE BASEBALL
Returning Royals ready for action Local B.C. Premier Baseball League team is going strong heading into pre-season work T YSON TAYLOR sports@pqbnews.com
It might not look like it, but baseball season is right around the corner — and the Quality Foods Parksville Royals will have a lot of returning players. Having these veterans, according to head coach Dave Wallace, is great on two counts. The first, giving his players the advantage of having a season in the B.C. Premier Baseball League under their belt; and two, the fact that they’re able to consistently recruit and attract players locally. “It’s been really great to see these last few years,” Wallace said. “The numbers we’ve had out at our winter ball has been excellent. There’s about 35-40 kids out there between the bantam and midget levels. So that speaks volumes to the minor leagues around here, Oceanside Baseball here in town and over in Port Alberni, up in Comox and Courtenay and even in Campbell River.” Wallace, who will be entering his 21st season with the Royals, is looking forward to getting

back out there and enjoying another season of baseball. The Royals are in their third week of winter ball and will run until March 1 at Arbutus Meadows in Nanoose Bay. Once the weather is favourable, the Royals will head outside and will start their
season in April. “It’s always exciting,” Wallace said. “It’s been the same for me every year, because each year it’s a new group of kids and each year they’re just as excited to come out and have some fun on the diamond. For me, that’s
what it’s all about, seeing the excitement they have for the game and they get from playing. It makes it that much more enjoyable for myself as a coach to see that and be a part of it all.” The Royals season didn’t go according to plan but Wallace
is optimistic, especially with the amount of returning players from last season’s team. “I think it’ll be a better season overall for us,” Wallace said. “Last year we had a bit of a tough time, but I think that the experience, along with another good off-season of training for these kids, will go a long way for them this year. I’m expecting to see a lot of them coming back stronger, faster and smarter this season and I think we’re going to be challenging for a playoff spot this year.” It’s an exciting outlook for the Royals, as the number of local players hoping to play in the BCPBL is growing to the point that there have been players who’ve gone to Nanaimo in hopes of catching on there. “It just speaks volumes of what’s going on with the leagues around here,” Wallace said. “When you have good numbers of kids coming out and playing, good things happen. It’s just great to see that number of kids and we’re very happy that we’ve got a lot of kids interested in playing at this level.”
KWALIKUM SPORTS
Kondors basketball team goes for league title T YSON TAYLOR sports@pqbnews.com
With the end of the season in sight, the Kwalikum Kondors senior boys basketball team took care of the Wellington Wildcats last Wednesday night in a tune– up for their final league game against the Barsby Bulldogs this Thursday. Taking on the AAA Wildcats (Nanaimo) in an exhibition game, the Kondors were able to hold their own against the
number three-ranked AAA team on Vancouver Island, jumping out to a 12-2 lead early in the first quarter and never looking back. The Kondors would go on to win by a score of 53-44. “It was a good game for us against a good team,” head coach Butch Gayton said. “It’s nice to see that we were able to force them to get out of playing man to man defense against us and move to a zone defense, that means we’re doing a

At this time the City will consider applications for new members for the term (2015 - 2016). The City invites applications for a two-year term on the APC. Commission members are appointed pursuant to Section 898 of the Local Government Act and serve without remuneration. The function of the seven member APC is to advise Council on matters respecting land use and community planning referred to the Commission by Council. Applicants with experience in land use planning, architectural design or related fields would be an asset, although this is not a prerequisite. Anyone interested in serving on the Commission should send their application to Blaine Russell, Director of Community Planning, City of Parksville, PO Box 1390, 100 Jensen Avenue East, Parksville V9P 2H3 (phone 250 954-4673). Applications will be accepted until February 27, 2015 and will then be referred to Council for consideration.
lot of good things when that has to happen for a team and that’s what we want to see.” The Kondors have two league games this week, tonight (Tuesday) at Woodlands (Nanaimo) and then on Thursday against the Barsby Bulldogs at home. It’s been a good year for the Kondors overall and they will be looking to close in and win their second straight league title on Thursday night.
“It’s been a good year for us all together,” Gayton said. “We’ve found a few things that we could improve and being able to work on that has helped us out greatly. The nice thing about it all is that we feel we haven’t quite reached our full potential just yet as a team. Heading in to the playoffs, we’re hoping to be at that point and firing on all cylinders at the most important time of the season.” See CONFIDENCE, page A35

KWALIKUM SECONDARY SCHOOL SPORTS
Confidence will help CONTINUED FROM PAGE A34
Having been ranked in the top 10 in the province at one point in the season, the Kwalikum Secondary Kondors have been knocking on the door of those rankings all season long at the AA level. “These guys have been working hard all season,” Gayton said. “They’ve come a long way from last year, with our group of Grade 12’s having been in Grade 11 last year and learning what they did.” “It’s the same for our Grade 11’s this year, they get to see what senior basketball is all about and they get to learn a few things from the Grade 12’s. We’re a team that’s worked hard and played consistent for the majority of our season and we’re confident that we can keep that up.” The confidence will play a big part in being able to get past the North Islands for the Kondors, who have played well against their league this season and will look for more of the same come playoff time. “We’re starting to feel a lot more confident in what we’re doing,” Gayton said. “These guys weren’t feeling that way earlier on in the season, having to go through some tough times as a team. But they’ve come a long way and now they feel like they can really make some noise come playoff time.”
