After some discussion and confusion, the new council agreed on a resolution to silence themselves in regards to water meters until staff can receive legal advice. The motion was voted on by a 5-2 margin with Mayor Frank Konrad and Coun. Julia Butler voting in the negative.
“This morning I made a motion to defer discussion and direct staff to obtain legal advice in order to protect the municipality from potential legal action with regards to the water meter issue.” said Hammett. Coun. Butler attempted to add an amendment to allow the mayor to speak to legal staff but it didn’t go anywhere. Coun. Krog initially spoke against the vote stating that lawyers will not tell you ‘yes or no’

A fire at a house on 16th Street had emergency crews working hard at around 8 a.m. on Jan. 23. Crews blocked off much of the street as they battled the blaze. Deputy fire chief Kevin MacKinnon said the fire crews were on the scene quickly. “We got the call around quarter to eight,” he said. “Our first truck was on scene probably six or seven minutes later. The cause of the fire is still under investigation. We’re thinking probably electric. We’ll now more later on with some further investigation. We’ve got some suspicion that it was possibly electric in nature.” McKinnon said the fire was contained to the attic space and that structurally the house is in

City supports changing cannabis laws

Council for the City of Grand Forks will send a letter to the federal government asking them to consider changing the law to allow the legal sale and use of medical cannabis derivatives. The motion, which was proposed by Coun. Neil Krog, reads: “Whereas the Council for the City of Grand Forks on behalf of its citizens believe that everyone has a right to access the best medical treatment available and further that marijuana derivatives such as cannabinoid oils have been shown to have great benefit to patients that cannot use the approved smokeable product; • See CANNABIS LAWS page A8

good shape. “There’ll be some water damage in the main floor but the fire itself did not spread to the main floor. It was contained to the attic,” he said. McKinnon did say the family will be displaced until the owners can fix the smoke and water damage. He added the crews were able to evacuate the house quickly. “There was someone with mobility challenges and we were prepared for that but the good news is the residents got him out themselves,” he said. “So we had no problem there.” In all, 17 firefighters were on scene. “Considering that time of day—right at the start of the work day—I was happy for that,” said McKinnon. “I’m quite appreciative of those employers that let the guys show up late for work because of the fire.”

Hammett clarified that the motion is to obtain legal advice to protect the municipality from legal action. “I supported what Mr. Krog said about the cost it takes to seek a lawyer for this kind of advice and that they wouldn’t come back with any clear information for us on it,” said Butler to the Gazette after the meeting. “I didn’t think it would be a good investment of taxpayer money.” The legal advice question originally came up at the Committee of the Whole meeting earlier in the day. Mayor Konrad voted against the motion after voting for it the first time, moments before. He then said he didn’t understand the reference of the question and called a re-vote in which he voted against the motion. Coun. Krog originally thought legal advice was regarding a potential conflict of interest with the water meter project and Mayor Konrad, whose company originally expressed an interest in the project but was rejected by the city. “When Coun. Hammett read out her (motion) that it was about council not talking about water meters until we get a legal opinion (than I understood),” he said. “It is tied into the whole conflict thing, but to get a legal opinion to protect the city against a lawsuit.” “I believe there is no conflict of interest,” Konrad told the Gazette afterwards. “It’s a witch hunt and I’ll stand by that statement. We’re wasting taxpayer’s dollars going after legal advice over a witch hunt. As mayor, I will stand solid on that.”

Carty came to us through SCARS, a rescue agency in Alberta. She had lived in the city and was released to SCARS because of a medical condition. This worked out great for Carty (and us) as she was never meant to be a city dog. She loves to chill by the lake, swim when the thought hits her and after a tough day by the water you can find her relaxing on the top of the couch. In the winter she loves to play frisbee with her siblings in the snow. Carty is a chocolate lab that comes from a long line of dogs with championship qualities.

Legal referral service now available for men The Boundary Women’s Coalition is partnering with the Legal Services Society of British Columbia in providing legal aid referral services for men in the Boundary. This partnership is also supported by School District 51, Boundary Family and Individual Services Society, and Community Futures Boundary. The service will be delivered by Barry Pratt (pictured), who has a long history of providing and advocating for services for men. Office hours will be from 10 a.m. to 4 p.m. the first and third Wednesdays of the month in Grand Forks at the Women’s Resource Centre and the fourth Wednesday of the month in Midway at the former school district office above Public Health. At the regular council meeting of Grand Forks City Council on Jan. 26, all council members voted in favour of Coun. Colleen Ross’ motion to have Grand Forks opt out of the Comprehensive Economic Trade Agreement (CETA). Council also agreed to send the motion to Union of British Columbia Municipalities (UBCM) and Association of Kootenay Boundary Local Governments (AKBLG). Deer committee
After a short discussion that included former councillor and former deer committee chair Gary Smith from the gallery, council voted in favour of having the deer committee become an ad hoc committee. Formerly the deer committee was a committee of council. Coun. Chris Hammett was appointed council liaison with the deer committee. WildsafeBC program approved
After a brief discussion, council approved $8,000 for the WildsafeBC program for 2015. Council heard from Sasha Bird, manager of development and engineering, who stated that
the minimum cost for council for the program was $2,500 and that they would need to decide before the program deadline on Feb. 6. Coun. Julia Butler originally spoke against the expense, stating that the city is spending enough money already. Coun. Thompson said the cost was money well spent. Butler changed her mind and voted in favour. Mitchell letter addressed
Mayor Konrad responded to a letter from resident Ian Mitchell. In the letter, which also ran in part in the Gazette, Mitchell stated that the mayor had “let down the citizens of Grand Forks” by speaking to Wayne Kopan, the city building inspector, in a belittling manner about the water meter installation and the use of certified installers instead of licensed plumbers. Mayor Konrad told Mitchell, who was in the gallery, that he was acting on behalf of the citizens of Grand Forks and that that was his duty. “When statements are put out to the public as mayor I feel if they’re not totally accurate than I must as an elected official act on behalf of the people who elected,” said Konrad. “It is not only my obligation—it is my duty.” Coun. Despite the decision to send a letter asking for the federal government to approve medical cannabis derivatives, council
was less than hospitable about a potential pro-medical cannabis music concert. Sarah Winton, acting corporate officer, read the request from Chuck Varabioff to host a music festival for Grand Forks called Cannafest. The event would be put on by the B.C. Pain Society, a promedicinal marijuana group. Winton said she was told there would be no recreational drugs or alcohol at the event. Playing at Cannafest would be popular ’80s rock bands Trooper, Prism, Foreigner and more. Council agreed to table the motion until more information could be procured as they had just learned about it at dinner. Committee appointments

Butler read a letter from Zachary May (compliance advisor-energy, senior codes administration, building and safety standards branch, office of housing and construction standards). “I cannot tell you that allowing persons not listed in the code as qualified to perform plumbing work complies with the code because it does not. The approach of using ‘certified’ installers may be acceptable or considered reasonable in other parts of the country but it does not comply with the BC Plumbing Code,” she reiterated.

Necessary expense
Several councillors and the mayor himself spoke of having stronger communication with the residents of Grand Forks and more accountability during the election. The idea was ostensibly that the previous council did not listen to the people and were unapproachable. Of course, the major issue that came up before the election was the water meter installations. It is said that it is never a good idea to partake in any large, expensive project right before an election. Whether that cost the old council and mayor their jobs, who knows—but it sure didn’t help. Of course, at what point will this council give up on stopping the water meters? While, it looks like this new council won’t be able to talk about it, at least not on the record. At last night’s council meeting, council voted to restrict themselves from speaking about water meters until legal advice could be sought. After Mayor Konrad admonished Wayne Kopan, city building inspector, over the city using certified installers instead of plumbers and what the mayor said is, ‘null and void; it’s illegal’, council thought it best to seek legal advice against any potential lawsuits against the city. There is also a potential perceived conflict of interest for the mayor whose company, Konrad Mechanical, submitted a nine-page expression of interest for the water meter installation project as a pre-qualification of proponents, although it was not selected. Some people in the community will be relieved to have the water meter discussion brought to a halt, at least in council. But considering how this council spoke about the importance of saving taxpayers money it is about to spend a lot of money on legal advice. It’s a necessary expense now, but an expense that could’ve been avoided with a little more caution.

Silence is not always golden Second Opinion JIM HOLTZ My American second cousin, Marvin Applethorpe, and Stephen Harper have something in common: they both use silence (in Marvin’s case, used silence) to bolster their political clout. Politicians have known for ages that silence is in the long run the best policy. If the politician makes no statements, he/she cannot be accused of lying, misspeaking, uttering falsehoods or anything else. That is why all politicians long for the highest political office because only the guy at the very top can imperiously maintain silence while directing all his underlings to face the media. The prime minis-
ter’s apparent reluctance to consult with provincial premiers and his avoidance of the media is a good example. Why face ugly accusations about downloading programs onto the provinces when you don’t have to? That is what cabinet ministers are for. Cabinet ministers are the PM’s first line of defence. If there is a controversial policy or action, the appropriate cabinet member is thrust into the front line to take the heat, while the PM jets off to an international conference. If the minister bungles an interview, behaves badly, appears incompetent, the PM can shuffle him/her off to another less important portfolio. Case in point, the former Minister of Veteran Affairs, Julian Fantino, who was replaced by Erin O’Toole following a series of gaffs in which
he offended veterans and, following the government’s decision to close eight regional Veterans Affairs offices, attempted to blame the Public Service Alliance of Canada for “stirring up” the veterans’ anger. My cousin Marvin held the top job in Applethorpe, Minnesota. He ran unopposed in the 2004 mayoral campaign. Everyone assumed he was a descendent of beloved founder, Wilbur Applethorpe, when in fact he was no relation. His running was the idea of his mother who was tired of seeing her unemployed 30-year-old son playing video games and eating corn chips on the couch. Marvin’s silence was partly on his mother’s advice and partly because, with a low IQ no understanding of local affairs, he had nothing to say. When he absolutely had to

comment he said either, “My staff are working on it and hope to solve the problem soon,” or “Police Chief Anderson assures me the situation is under control.” This worked for two terms in office until he used the stock responses when a local reporter asked him what he thought of the election of Barak Obama as president and if he would be attending the opening of the L’il Rascals Playschool. The PM is too smart to answer such frivolous questions. He feels no need to speak about the effects of falling oil prices on the economy, or defence spending or the military’s role in Syria and Iraq. He has an endless supply of ministers to answer those questions, and should they falter or misspeak, he has a bus with four wheel drive to throw them under.

Editor, The Gazette: At the first regular meeting of our new council, held on Jan. 5, our new mayor graciously thanked his good friend Gene Koch for helping him to become mayor. Almost immediately there were two fairly technical letters to the editor and council from Mr. Koch with regard to water meters. Mr. Koch then presented this letter to council at the next meeting. This opened the floor to a long discussion, for an open meeting, during which the mayor harangued a member of his staff; as described in a subsequent letter to the editor by another citizen. On Wednesday, Jan. 21, Mr. Koch had another letter to his friend the mayor asking him to “keep his promise to the people” to deal with the water meters. This reeks of manipulation, and is an
insult to the intelligence of our population. I don’t like it. Less than a month into this administration and the atmosphere is becoming almost toxic. Divide and conquer may be good practice in a war, but it’s not good for harmonious citizens. The time for politicking is over. It’s time for everyone, whatever they may think about the water meters to “settle down” so that this council can get on with the business of the city without all this unpleasantness. It’s a civic duty to support this council when possible, but it’s also the duty of the council to respect all citizens, not just those with a special interest. Look at cup as half full Editor, The Gazette: In my humble opinion, one of the main reasons we’re not moving forward (very quickly) can be illustrated by a (slightly modified) story I once heard: A boy went out clam digging. He dug for hours, putting each clam carefully in his pail. Oh his arm ached from all the clams that he had found and dropped into the bucket. He decided he must have enough and so he hurried home to give them to his grandfather. “Look grandpa,” he said. “Look at all the clams I found. I must have a thousand of them.” Grandpa leaned way over and looked into the pail and saw that the bottom was barely covered; there might have been only a half dozen instead of the anticipated thousands. “Oh no!” grandpa replied, “You were picking up Grand Forks clams.” His grandson asked, “What do you mean, Grandpa?” as he looked horrified into the almost empty pail. Grandpa said, “Son, come here and sit down. You see, Grand Forks clams don’t
like to see anyone get ahead. They continually pull down the ones that are on the top so they all stay at the bottom.” It seems every time someone in Grand Forks comes up with an “idea”—be it good or not—our “vocal” community shows up at council with the intention to pull that idea down. Historically some of these ideas have included purchasing Golden Heights, air boats, new garbage system, an artisan faire, medical marijuana, fall fair grounds, the lights on the alternative “transit” system (trail) and of course today... the water meters. I would like to see members of our “vocal” community get behind something and show support for it instead of always put it down. For once can we all decide to look at the cup as half full instead of half empty. I challenge everyone, next time you hear of something happening, instead of looking for the negatives, find the positives in the idea. Let’s get something done! Lorraine H. Dick, Grand Forks

Strong support deserved In a column published in the Gazette in May 2014 under the headline “Association members are shirking responsibility,” members of the Grand Forks Public Library Association (GFPLA) were admonished for their lack of interest in the work of the small group of people who oversee the operation of the Grand Forks and District Public Library (GFDPL). The issue that prompted the comments was the lack of GFPLA representation at the annual general meeting on April 9, 2013. The annual general meeting (AGM) of the association has been set for March 5 (Gazette ad, Jan. 14) and the nominations procedure for board members is underway. The constitution of the GFPLA states that nominations for the board of trustees should occur “no less than four weeks prior to the annual general meeting. Nominations will close at a special meeting held for that purpose which will take place no later than 14 days prior to the AGM. Elections will be held in the week before the AGM. Successful candidates will be announced at the AGM.” (Constitution and Bylaws, p. 8, Section 2) The nomination process will end on Feb. 18 at noon. Elections will take place during the week following the closure. Voting will only take place if there are more candidates than vacancies. If too few people are nominated they will be declared elected by acclamation. What is the significance of the GFPLA in the operation of the library service? The library operates according to the Library Act (RSBC), Part 4, Section 34 (2) states, “The library board is responsible for managing the library of the public library association and for exercising and performing on behalf of the association the powers and duties given in this Part.” During 2014 the board of trustees had responsibility for providing oversight of the expenditure of $422,356 to Dec. 31. According to the financial report provided at the Jan. 21 board meeting, a grant of $346,000 was received from the Regional District of Kootenay Boundary (RDKB). The provincial government provided $28,755 and the remaining $47,601 came from a number of sources including funds raised by the Friends of the Library. The library board must submit an annual budget request to the RDKB in the fall of each year and ensure that an annual financial statement is prepared in accordance with generally accepted accounting procedures. The financial report for 2014 will be presented to association members at the AGM. It is also sent to the RDKB and the Ministry of Education. GFPLA members are responsible for the provision of the library service. Under the Library Act they must elect board members to oversee the operation of the service and it is reasonable to assume that the membership is obligated to show some interest in how the board carries out its duties. Board meetings are held monthly and are open to the public. The GFDPL is one of 243 libraries serving more than 350 communities in the province. In total they received $9.7 million in funding in 201l/2013. In 2012, a Ministry of Education report stated that library boards contributed to the B.C. economy in the amount of $220 million in annual spending. Public libraries are no longer just book depositories and places to read newspapers and magazines and the GFDPL is no exception. It provides a community service for the region through a model that staff calls “The Community’s Living Room.” Its programs and services fill a community need that cannot be filled otherwise and should not be taken for granted. It’s not required of any association member that they attend the AGM or regular board meetings, but showing support for the board and its work would doubtless be appreciated. Make the board’s day on March 5 by attending the AGM. The meeting will start at 7 p.m. and likely not run for more than an hour.

Editor, The Gazette: An open letter to mayor and council: With the utmost respect for newly elected officials delivering governance and continuing to highlight a positive and respectful climate in our community, please be advised that I support keeping the residential water meters installed by Neptune since the summer of 2014 and implementing the use of these meters for measuring the flow of water to our residences. I am concerned that this ongoing issue over the water meters is presenting a negative and detrimental image of our community to the outside world. Since 2006, I have been involved with the Boundary Air Quality Committee (BAQC), subsequently renamed the Grand Forks Environment Committee in 2012—a standing committee of council. My participation began initially when I was invited to sit at the BAQC table in my role as the manager of the Grand Forks Chamber of Commerce from 2006 to 2009 along with approximately 25 committed local/regional
businesses, industry, special interest groups/individuals and a number of provincial government ministries. My two terms on city council allowed me to eventually chair the environment committee and chair the water sustainability sub-committee. I struggle to recall, that at no time during this period from 2006 to 2014, did I see any of the recent verbally visible anti-water meter lobbyists attending the open environment committee meetings to participate in discussions around environmental protection and how we can make good change with our voice. With all due respect, water conservation and environmental protection of our aquifer has been ongoing by the City of Grand Forks since 1999 including many environment committee initiatives, workshops, educational events such as B.C. Drinking Water Week back in 2011 when the Columbia Basin Trust supported a FREE workshop on the pros and cons of water meters presented by Kelowna’s “water guy”
Neil Klassen. What a disappointment; less than 25 residents attended to learn more and ask questions. Since moving to Grand Forks in 1997, I have participated in the city’s summer water sprinkling restrictions. Unfortunately, over the 18 years and with no population growth, we are consuming more and more water every year. Remember, industry, commercial and institutional users were already water metered back in 1999 and 2000. It is my personal commitment to see that the City of Grand Forks continues to demonstrate its commitment to environmental protection and, to this end, I will continue lobbying to ensure that the water meter program in Grand Forks remains on track. Please exercise your voice today and send a letter to Mayor Frank Konrad and the City of Grand Forks at PO Box 220, V0H 1H0 in support of water meters. Bring water meter project to conclusion Editor, The Gazette: An open letter to Mayor Konrad: Your assertion that the water meter project is “null and void” is mischievous. The issue is alive and well and close to the completion that will better protect the water resource from the likely ravages of climate warming, blatant abuse of a precious commodity and bring fairness to paying for it. Of the 1,651 residences in the program, 1,184 have been installed, 115 are registered for installation and a further 146 (that will have pit installations) will be completed when ground conditions allow.
None of these was coerced as far as I know. This total of 1,445 represents 87.5 per cent of willing citizens; citizens unafraid of the codswallop of invalidated home insurance policies, unqualified installers, home invasions, meters playing havoc with cardiac implants, meters disguised as spying devices and all the other spurious tactics employed to avoid taking personal responsibility. The recent point in these pages that you were elected by a minority is well taken; I suspect this minority is to be found among the 12.5 per cent of metering hold-outs. And I have a sneaking suspicion that all the can-rattling about
running the place by referenda will also be found in this minority. Those of us with meters installed and waiting on fair water billing, are an indication that the project must be brought to a universal conclusion so that this community can move on. We have much to do to revitalize our farm lands, our downtown core, our broader economy. We cannot afford to be bogged down by a recalcitrant minority. You have the overwhelming mandate you need to get the job finished. I suggest you either get the job done or step down. Dave Milton, Grand Forks
Leaky infrastructure and rate hikes await
Editor, The Gazette: We have ourselves a problem. For a bit of perspective and an idea of how others have approached this matter of water conservation, here’s how the Town of Sparwood did things: Their slate of mayor and council were elected without any fuss on the platform of installing meters. Everyone got the option of whether to install or not and they got 100 per cent compliance. Naturally. The option was otherwise pay a flat rate of $450 per month. This was based using the metered cost of running a 3/4” line full out 24 hours a day.
And when you think about it, it makes sense. Can you imagine the uproar if the option was to remain at present flat rates with some 60 per cent or more of residents being metered? It would be impossible to monitor those without meters. Now, also, after three years of monitoring metered water usage, surprise, surprise, the consumption has dropped! Wasn’t that the idea? To conserve the use of water and to curb wastage? The problem is that consumption has declined to the point at which the town will now have to raise its rates since they
are experiencing a revenue shortage. That’s right. Ratepayer taxes, whether by a gas tax grant or otherwise, has paid millions for water meter installations and those ratepayers will now find their rates increased! At least the Town of Sparwood did not have infrastructure replacement problems like we do. We’re going to end up with metered water usage, increased rates and the same leaky infrastructure that will eventually need repairing. I can’t see any other viable alternatives. Petition urges fixing conservation rate Editor, The Gazette: As your rural readers experience another winter of exorbitant electricity bills, they should be aware that the main reason they are suffering is that the British Columbia Utilities Commission (BCUC), in 2012, approved a two-tier pricing system that was incorrectly designed. A correct two-tier pricing system would encourage all customers to conserve electricity and only raise the bills of those who failed to act. The one approved by the BCUC for FortisBC only encourages eight per cent
of customers to conserve (i.e. primarily rural residents who use electricity for space and water heating because they have no access to natural gas) by raising their electricity rates by 42 per cent. Most of the resulting revenue is then transferred to urban residents (i.e. those who use natural gas for space and water heating) in the form of lower electricity rates. As a result, the so-called “conservation rate” is actually encouraging the majority of Fortis’ customers (i.e 68.5 per cent) to consume more electricity. There is a petition requiring that the
BCUC immediately fix the design of their so-called conservation rate. If they refuse, once again, the Government of B.C. is petitioned to instruct them to make the necessary changes so that it no longer discriminates against rural customers and actually encourages all customers to conserve electricity as required by the BC Energy Plan. After securing a strong election win for RDKB director for Area D (rural Grand Forks), Roly Russell has been hard at work getting things ready for his first full term. Russell had been the Area D director for about two years after filling in for Irene Perepolkin after she had a stroke about a year into her term. Russell had been appointed as alternate director by Perepolkin but wasn’t fully expecting to have to take over. “It feels great to be moving forward with a mandate from the electorate to make decisions on their behalf,” he said. “It went better than I even expected to move forward into the proactive decision-making range instead of relying on the reactive end of the spectrum, which is what I have been doing for awhile because I haven’t had that mandate from the voters. So that feels good.” Since Russell was appointed to the position and not elected, he said it was real challenge to determine what the mandate of the people was. “Not only that but there was also no certainly that I would remain in the position for any length of time. Therefore, engaging in any long-
term planning was a challenge because it wasn’t clear how long I would still be making decisions on behalf of rural Grand Forks.” Taylor appointed alternate
Russell has appointed former Grand Forks mayor Brian Taylor as his alternate director. “He knows the processes of the regional district very well,” said Russell. “That’s very helpful. He also has a mind for the well-being of the community. I appreciate that.” Taylor would only step in if Russell was unable to attend for whatever reason. “Typically, alternates would only be called in to a very small portion of annual meetings such as if for whatever reason the acting director can’t attend for illness or other conflicts,” he said. “I admire Brian’s ability to remove his personal agenda from his decisionmaking in local government,” said Russell. “He and I don’t always agree on how best to address some problems but I’m convinced he will represent rural Grand Forks efficiently and wisely.” Advisory planning committee Russell said his primary consultation for issues in Area D comes from his advisory planning committee. “They are an appointed group that

meets once a month to make recommendations to myself and the regional district board on behalf of rural Grand Forks,” said Russell. Every electoral area in the RDKB (not the municipalities) have advisory planning groups which are appointed by the director. “They primarily advise on land use applications,” said Russell. “In a somewhat informal way I also rely on them to advise me on whatever other issues I’m curious for a broader perspective.” Russell said that although he is not bound to do as the advisory planning committee wishes, their comments appear on official documents. Grant in Aid One of the most important processes for the regional district directors is deciding which groups and organizations receive grant-in-aid funding. “I have developed an informal process for grant-in-aid requests in rural Grand Forks,” said Russell. “That process gives me some degree of due diligence and appropriate use of those funds. That process includes things such as a list of criteria for what dictates whether I’m going to recommend to the board that we issue those grant-in-aid funds.” All grant-in-aid requests are voted on by the RDKB board electoral area directors for approval.

Two vehicle collision
On Jan. 20 at 4:50 p.m. Grand Forks RCMP responded to a two vehicle collision on Central Avenue and Fourth Street in Grand Forks. “The vehicles weren’t blocking traffic and there were no injuries,” said Staff Sgt. Chamber announces board
The Boundary Country Regional Chamber of Commerce announced their new board of directors at their annual general meeting before Christmas. Alan Cooper was named new board chair while Ken Anderson has joined the board. Also serving on the board are: Jim Nathorst, Greenwood Board of Trade; Sylvia Burch, treasurer; Shannon Profili, vice-chair: Becky Clements, Grand Forks Credit Union; Chuck Bennett, West Boundary; and Wendy Darbyshire. “BCRCC had another great year and we are looking forward to working with the businesses in the Boundary in 2015,” said James Wilson, executive director. Some of the highlights from last year include: eight Christmas trees decorated by the Grand Forks businesses and displayed at the light-up in Gyro Park; winning the B.C. Chamber award for under 200 members; held six Biz After Biz events; and partnered with the Greenwood Board of Trade. New board chair Cooper is excited to work with the board as well as with executive director James Wilson. “The Boundary Country Regional Chamber of Commerce has worked hard to be ‘The Voice of Business in the Boundary Region’, and we will continue with those efforts in the year ahead,” said Cooper. “We have ambitious plans: solidifying a number of partnerships, increasing membership, supporting and publicizing business in the Boundary and becoming more financially solid. Small and large businesses will be engaged in networking and discussions on how best to promote business. For 2015, the decline of the Canadian dollar may actually have some positive effects on this region and it would be great to see an increase in American tourists this summer.“
Only two days to deadline The deadline for submitting applications to Canada Summer Jobs 2015 (CSJ) is Jan. 30, 2015. The CSJ initiative helps to create job opportunities for students aged 15 to 30 years in their communities. Funding is provided to not-for-profit organizations, public sector employers and small businesses to assist with hiring students who will be returning to full-time studies in the next school year. Assessment of the BC Southern Interior applications are guided by local priorities, employment factors within the constituency, on the job mentoring and career related experience provided, provision of sufficient salary and other criteria. This year Canada Summer Jobs application forms were available online as of Dec. 1, 2014 and must be submitted by Jan. 30, 2015. On Jan. 22 at 9:33 a.m., RCMP received a call from a complainant stating that he hit a car on Fourth Street and 72nd Avenue. “He advised us he was travelling west on 72nd Avenue when he began to turn left on Fourth Street,” said Harrison. “The other vehicle was travelling straight on 72nd Avenue—he never saw the car until the last minute, hit the brakes and slid into the car.” Harrison said there was moderate damage to the front end of the car and the radiator of the complainant’s car. The other vehicle sustained minor damage on the driver’s front side. The complainant was a 52-year-old female from Grand Forks driving a 2015 Honda Accord four door, while the other driver was a 32-yearold male from Christina Lake driving a 2000 Mazda RX8. Mischief
On Jan. 23 RCMP received a report of mischief to the front window at 2nd Street Antiques that occurred on Jan. 22. “Unknown suspect(s) shot BBs through the glass window some time during the night,” said Harrison. “There was no damage to surrounding businesses.” At this point, the police have no suspects, witnesses or further information. Anyone who has any information or knows who was out with their BB gun during the night is urged to call Grand Forks RCMP at 250-442-8288. Crime spree ends in Osoyoos
At approximately 8:30 a.m. on Jan. 23, RCMP received a complaint of theft a 2003 gold Dodge Dakota pick-up truck. “The vehicle was stolen from the driveway of a residence on Darcy Road,” said Harrison. “The theft occurred some time between 11 p.m. the evening before and 7 a.m. on the morning of the 23rd.” Harrison said the keys were in the vehicle and there was a quarter tank of fuel. The vehicle is valued at approximately $7,000. At around 9 a.m., the vehicle was used in a break and enter and a short police pursuit in Midway. “The operator of the vehicle had broken into a residence in Midway and stolen a gun safe with two long guns in it,” said Harrison. “He then was leaving Midway when he was spotted by one of our constables on patrol who recognized the vehicle as being stolen. He gave very short pursuit. Once things became too dangerous, he shut the pursuit down immediately.” Harrison said the RCMP passed on the information about the stolen vehicle and robbery to neighbouring detachments. “The vehicle was later recovered in Osoyoos,” he said. “Again, another pursuit occurred in Osoyoos area and there was some damage to the rear bumper of the bumper of the truck when it was recovered.” The person was charged with possession of stolen property and several other charges including theft of the truck, break and enter and possession of stolen property from the house in Midway, and causing two police pursuits. “The person still remains in custody in Osoyoos pending an appearance in court early this year,” said Harrison. Harrison added that footprints at the scene of the crime appeared to suggest two people were involved; however, when the suspect was arrested he was found to be wearing two different types of shoes.

Hired Equipment Registration West Kootenay District
The West Kootenay District of the Ministry of Transportation and Infrastructure is now completing Hired Equipment lists for the upcoming fiscal year.
All individuals or companies who are currently registered through the ministry’s offices in Nelson or Grand Forks will be mailed invitations by the end of January to re-register their equipment for the coming fiscal year. Individuals or companies who were not registered in 2014, but who wish to have their equipment listed, are invited to visit or phone the Nelson or Grand Forks office to obtain the appropriate registration forms. You will be required to have Commercial (Comprehensive) General Liability Insurance with minimum $2 million third party liability and a WorkSafe BC clearance letter prior to starting work on any ministry projects. Dump trucks must provide a current weigh slip, front tire size, and manufacturer’s front axle rating. Equipment can only be registered in one area in any given year and must be owned or leased-to-own in order to be eligible for registration. Seniority is not transferable from area to area. The deadline for new registrations for the 2015/2016 fiscal year is March 20, 2015. Late registrations will be accepted, but may appear at the bottom of the open list. Note that there is no charge for registering new equipment or for changing or deleting equipment information already listed.

Students across the Boundary and West Kootenays are asked to put on their creative thinking caps and join a one-of-a-kind junior business competition. The Junior Dragons Den is launching for a second year through Community Futures of Greater Trail and includes a Grade 8-10 category and a Grade 11-12 se-
nior group. This year, the wit-andbrain challenge has opened up to include college, university and trades school students who might have a trick or two up their sleeves. “There is really no limit for what can be submitted, and can include absolutely everything from hair extensions to cell phone apps,” said John Reed, entrepreneurial services coordinator for Community Futures.
“It’s super fun and we are looking for people to come out and view the show,” he added. “It’s live electronic voting so when you vote for your favourite, that accounts for 20 per cent of the mark the junior dragons will get for their presentations.” The Feb. 28 deadline for entries is coming up fast for the big night, which is slated for May 1 in downtown Trail’s Charles Bailey • See DRAGON’S DEN page A14

It’s almost time once again for Christina Lake’s annual Winterfest. This year the organizers are bringing both the fire and the ice. That’s right, the latest edition of Winterfest will have a “Fire and Ice” theme and feature everything from ice sculpting to fire dancing and a whole lot in between. “Winterfest (Jan. 29 – Feb. 1) has been a long-standing tradition to help get us through the winter months,” said Cindy Alblas, who is coordinating the event along with Lisa Smith. “We’re gearing up for a bigger event this year with some new events including the pasta dinner hosted by the Christina Lake Auxiliary to the Community Hall and the dance with a live band (Blue Crush). We’ve never had a dinner and dance before, so that’s new. We’re trying to keep the event going all day.” Alblas said the event is aimed at all ages with some events geared towards adults and others geared to kids and families.
“We’re including the youth in a lot of our contests,” she said. “There will be a youth category for the chili cook-off and for the pie-making contest. We’re also including adults in some of our traditional kids games like minute-towin-it. The children’s minute-to-win-it has always been exciting so now we’re going to have adult minute-to-win-it.” Winterfest actually kicks off on Thursday (Jan. 29) with a youth talent show and open mic night at Lisa’s Bistro at the Christina Lake Welcome Centre. On Friday, the always popular snopitch tournament begins. There is also youth and family ball hockey as well as movie and game night at the community hall that evening from 6-10 p.m. Saturday festivities start at 8 a.m. with the pancake breakfast. Events go all day on Saturday with more snopitch, a ball hockey tournament for kids, chili cook-off, pie contest, longest icicle contest, minute-to-win-it and more. The pasta dinner goes from 5-7 p.m. at the community hall. The Luminosity
fire dancers perform after dinner followed by the Sno Ball adult dance from 7:30 - 12 midnight at the hall with live band Blue Crush. Sunday starts with the traditional polar bear dip at the nature park at 12:30 p.m. After the dip, there will be sno-athlon with cross country skiing and snowshoeing, cribbage for prizes, and human dog sled races. “We’re also having Owl Mountain Ranch come out Sunday with their miniature horses,” said Alblas. “We’ve also got fire and ice sculpting there. We’re actually going to have ice blocks there and artist Jim Harris. We’ll have handheld torches for the kids. There actually going to be using torches to sculpt the ice. That’s going to be lots of fun.” The event wraps up with a Super Bowl party at the Crow and Bear Pub for the adult crowd kicking off at 3:30 p.m. Tickets for the Sno Ball are for sale at Thistle Pot Gifts in Grand Forks and at the Christina Lake Welcome Centre. Theatre. There’s already a business education class at J.L. Crowe Secondary burrowing down to come up with ideas that range from low tech innovations to more complex and high-tech notions. “Right now we are in the concept stage and students are sharing their ideas in class,” explained Grade 10 teacher Deborah Dovgala. Once the students narrow down ideas and choose which ones to proceed with, they are required to submit a two-page business concept along with a 90-second video describing their enterprise plan. A junior dragon selection committee then reviews all submissions and shortlists the most promising applications—last year there were 24 for the final show. That’s just the beginning. Those chosen to move onto the actual event, are then paired up with a mentor in the business community who will help the student evolve the idea into a formal business plan and shoot an updated video clip. “There is a lot of learning going on,” Dovgala noted. “Students have emailed supplies, investigated pricing, and contacted marketing directors. It’s great to watch the students get excited about it.” Cash prizes (last year totaling $10,000) will be awarded to the top junior dragons. Tourney win for Atom B team
Grand Forks Minor Hockey’s Atom B team won the tournament in Osoyoos recently by defeating teams from Kelowna, Vernon, West Kelowna, Princeton, and then Castlegar in the finals (in a double overtime and then shootout). The team has 9 wins, 1 tie and 0 losses in league play and has 12 wins and 2 losses in exhibition/tournament play for an overall record of 21 wins, 2 losses, and 1 tie.

The Grand Forks Bruins peewee team faced hard challenges in a tournament in Trail this weekend, but came away winning their first two games. The team tied its third game, against the Trail Wolverines—having the points, the team advanced into the semi-finals in their division at 8 p.m. They faced the Castlegar Giants, tying the game and going into sudden death, but losing 4-3. That put the Bruins into third place. The other Grand Forks peewee team, the Grizzlies, had their own struggles. The team went into its first game Friday night without a goalie, putting a regular player in goal. It turned out to be a fantastic game, beating the West Kelowna Bears 8-4. The next morning, with the team’s regular goalie still out with the flu, coach Kevin Sawyer called in an Atom AP Kitch Leslie; the team claimed the win against the Castlegar Giants 7-3. The goalie, feeling better in the afternoon, came in to play at 3 p.m. and AP finished up winning the game against the Trail Ducks 11-1. The put the Grizzlies into first place in the A division to play Sunday morning against the Trail Wolverines. The Grizzlies claimed another win (10-2) and headed into the final game in the afternoon against the Castlegar giants once again. The two teams worked hard to get to the finals to win first

The Grand Forks Border Bruins missed out on a chance to end their losing streak on Jan. 22 against Castlegar. The Rebels built a 6-1 lead on the way to an 8-3 win at the Jack Goddard Memorial Arena. Ed Lindsey opened scoring for Castlegar at the 17:17 mark of the first period. Matt Lucero tied the game up at 10:17 with a power play goal assisted by Bryson Yee and Joey Guzzo. Cal Owens put the Rebels up 2-1 at 8:11 of the first period with the first of
five unanswered Castlegar goals. Brandon Savaia and Reid Robertson scored the other Bruin goals, both in the second period. Mark Pearson picked up the loss in net for GF, stopping 36 of 44 shots. The Bruins have lost their last five games by a combined score of 46-12 for an average of 9.2 goals to 2.4 goals. Grand Forks hosts Castlegar for the second straight game on Friday at Goddard Arena. The Bruins then hit the road the following day for a game against the Nelson Leafs. The Bruins’ record this year is 7 wins, 32 losses, one tie and three over-
Junior girls claim fourth in ‘Battle’ Gazette Staff
Despite having only six players, and later seven, the Grand Forks junior girls basketball team finished fourth at a nine-team tournament at Midway this past weekend. The Wolves opened up play in the Battle of the Boundary against South Okanagan (Oliver) and despite having only six players, won handily 24-14 led by eight points from Elizabeth Henne and six points from Victoria Henne. “It was disappointing to have a few kids drop out of the tournament right before,” said coach Craig Lindsay. “But the six that showed up showed a lot of heart and really played well together. They were able to learn as they went and use the skills they’d been practicing.” Lindsay said the juniors have played senior ball all season which is a big benefit. The juniors and seniors merged at the beginning of the season because of a lack of numbers but the coaches wanted the younger kids to have a chance to play kids their own age. The Wolves next played late Friday against a Mount Sentinel (South Slocan) team that had beaten them by 20 two weeks earlier. GFSS proceeded to use pressure defence and aggressive rebounding to build up an 18-0 lead in the first quarter en route to a 38-18 win. Alyssa Makortoff led GFSS with 16 points while Alexandra Henne added 12. “The girls have showed so much improvement over this month,” said Lind-

On the weekend of Jan. 16-18, more than 100 cadets from the Southern Interior of British Columbia participated in a fitness weekend at Selkirk College in Castlegar. The cadets were from Royal Canadian Air Cadets squadrons in Castlegar, Nelson, Grand Forks, Trail, Cranbrook and Sparwood, along with Royal Canadian Sea Cadets from Trail. One of the aims of the Canadian Cadet Organization is to promote physical fitness and this weekend provided the cadets with a practical fitness experi-
ence. The cadets were broken into teams led by senior cadets, and the cadets did fitness testing and participated in team sports. Achieving appropriate levels of fitness is part of the promotion criteria for the cadets. The Department of National Defence, in partnership with the Air Cadet League of Canada and the Navy League of Canada, train over 50,000 cadets across Canada. The Canadian Cadet Program accepts youth between the ages of 12-18 who have a desire to learn more about the Ca-
nadian Forces, wish to develop the attributes of leadership and good citizenship and who wish to promote physical fitness. While the program is military based, there is no obligation for a cadet to join the Canadian Armed Forces when he or she finishes their cadet career. Locally, there are Air Cadet squadrons in Trail, Nelson, Castlegar and Grand Forks and a Sea Cadet Corps in Nelson and Trail. Sports GFSS curlers off to B.C. School Sports championships The Grand Forks Secondary School boys curling team was successful in winning the Kootenay zone. They will represent the school at the B.C. School Sports Provincial Curling Championships, which will be held in Creston Feb. 19-21. The team played off on home ice this past weekend against the East Kootenay team represented by David Thompson Secondary School. It was a good competition between the teams—it came down to the last shot in the last game.

Junior men narrowly miss playoffs Our Junior Men’s curling team (represented by Zane Bartlett and Jordan Field of Grand Forks and Sam Gaspar and Logan Powell of Invermere) played well against a very talented field of junior curlers at the B.C. Junior Men’s Provincial Curling Championship in Parksville held Dec. 28 to Jan. 3. In the round robin, the team finished with three wins and four losses, missing the playoffs in a disappointing extra-end loss to the Love rink from Vernon. The team kept the crowd on the edge of their seats with a brilliant come-from-behind, extra-end win against the only undefeated team—Tanaka—which finished with only one loss. Sportsnet described this as a “real barn burner 12-10 victory.” Dave Bartlett, the team’s head coach, was awarded Most Sportsmanlike Coach by his fellow coaches. Consider joining library board Our public library is governed by a board of directors—they approve policy, budgets and plan strategically for the future of library service in our community. Our annual general meeting is coming up soon (March 4 at 7 p.m)., and the board has put out a call for nominations for people who would like to join the board. Library board members need to be actively interested in the improvement of library services. They should be available to attend monthly meetings, and be willing to take the time to remain informed about library issues. To be eligible to be nominated to run for the board of trustees you must be over the age of 18, a member of the Grand Forks and District Public Library in good standing, and live in Area C, Area D, or the City of Grand Forks. Margaret Catherine (Rita) Robertson, born December 31, 1926, passed away January 21, 2015. Rita lived a full and active life and she lived it “her way”. Unfortunately, the quality of her final years was taken from her when she was afflicted with dementia/Alzheimer disease. Rita was predeceased by her father, Malcolmn Finlayson (1961); mother, Margaret (Peggy) Finlayson (nee Blair) (1966); and by her husband John (1995). In keeping with Rita’s wishes, she was cremated. There will be a graveside service at the Evergreen Cemetery in Grand Forks later in the spring at which time Rita’s creations will be laid to rest next to her husband John. The date and time of the service will be announced.
Vera Makaeff It is with great sadness that our beloved aunt, Vera Makaeff, passed away January 18, 2015 in Grand Forks. Vera was born in Mikado Sask. and moved to B.C. in the early 1940s. Vera was active in the U.S.C.C. choir. She was also a writer and artist. She will be missed for her humor, her free spirit and her extreme kindness. She is survived by her nieces; Anna Konken, Judi Pritchard, June Whachell, Mary Horkoff, Florence Padmeroff, Barbra Bunt and many great nieces and nephews. A funeral service was held Thursday January 22, 2015 in the Chapel of the Grand Forks Funeral Home with burial in the Sion Cemetery Grand Forks. As little children we choose Psalm 23 - to live by forever -Juanita did. After a brutal beating several years ago her life changed sadly, he got 5 yrs. Nita asked me to do this for her. Hanni Otterbein Peterson July 28, 1947 - January 12, 2015
Born in Steyr, Austria to parents Lore and Karl Otterbein. Hanni moved with her parents to Grand Forks, B.C. in 1951 later joined by her paternal Oma Katharina and Opa Jacob in 1952. Sister Arlene Leni was born in 1952. Hanni lived in Grand Forks until leaving to attend UBC in Vancouver where she obtained her degree in education. There she met Dennis (Denny) Peterson while he was attending law school. They were married in 1969. Hanni and Denny made their home in Vancouver where they raised their two sons, Erik and Kevin. Hanni taught in the Coquitlam School District until her retirement in 2006. Hanni was a dedicated mother, teacher, mentor, cook and hostess. She was a consummate traveler and organizer who set up numerous European trips for groups of friends. She was an avid bridge player. Tennis was a main theme throughout her life. She was active in the ladies city tennis league, volunteered at national events and served several terms as chair of the Arbutus Club tennis committee. Most of all, Hanni was a dedicated wife, companion, mother and dear friend. She filled the lives of all who knew her with joy and unbound experience. She is survived by her husband Denny, sons Erik (Nikki) and Kevin of Vancouver. Also by her sister, Arlene Leni (Michael) McMillin of Nelson B.C. Benjamin John Buisson Jan. 12, 1924 – Jan. 24, 2015 Aged 91 years It is with much sadness we announce the passing of Ben. A gentle giving spirit now at peace. Ben was born in New Zealand. He married Patsy in 1946 after returning from Trieste, Italy, where he was on the front lines during WWII. They had two children, Donna and David. Ben and Patsy immigrated to Canada and settled in Grand Forks in 1980. Ben was employed at the former Broadacres. He had a special place in his heart for those he took care of. He was an avid golfer, playing since the age of 16, he so enjoyed the regular players at the Christina Lake Golf Course. Over the past 10 years, his joy has been ballroom dancing, making new an wonderful friends who added so much quality to his last years. He was predeceased by Patsy in 2003. He is survived by daughter Donna (Chernoff) and husband Jack; son David of New Zealand; his beloved grandchildren, Manya (Brent), Larissa (Ammon), Samaan (Saski) and Rama of New Zealand; great-grandchildren Hailee, Brayden, Ellie, Maddy, Kaitlyn, Ashlyn, and Baladev. Special thanks to the attending doctors and nurses, and heartfelt gratitude to his family physician. The world has lost a bright star. We will miss you so much, love you always. Funeral services will be held Feb. 28 at 11 a.m. at Holy Trinity Anglican Church.

Consequently, APEGBC made an application to a panel of the discipline committee, pursuant to section 34 of the Engineers and Geoscientists Act, for a declaration that Mr. Lund had not fully complied with the conditions set out in the Consent Order and for an order that Mr. Lund’s membership in APEGBC be cancelled. In an Order dated January 2, 2015, the panel cancelled Mr. Lund’s membership in APEGBC. This is your opportunity to make it clear to elected officials you are not supportive of the recently announced changes to Wildlife Allocations. Each person attending is requested to bring and hand deliver a letter to Christy Clark’s office at 2429 Dobbin Road, West Kelowna as part of the march. For letter writing suggestions visit Oceola.ca If you want bring a sign that represents you and your family please do so, but do not bring partisan or politically charged signs. Signs such as, “Resident Hunters First”, “BC Families First”, “BC Wildlife belongs to British Columbians” and “Hunting for Health” are appropriate. Dress as you would if you were going to work. It’s an important message: hunters come from all walks of life. Why are we taking this action? On December 14, 2014 government gave foreign hunters, who are represented by guide-outfitters, 20-40% of allocated wildlife. This decision is unprecedented in North America and is not good for British Columbians, resident hunters or wildlife. In most jurisdictions in North America, foreign hunters are allocated 5-10% of harvestable wildlife. This means fewer opportunities for resident hunters. Justification for this policy appears to be centered around subsidizing the Guide Outfitting industry in British Columbia at the expense of British Columbians. In the last 10 years, the number of resident hunters in BC has grown from 84,000 to 102,000 – an increase of roughly 20%. During the same time, the number of foreign hunters has dropped 30%, from 6,500 to 4,500. There are currently about 230 Guide / Outfitters in British Columbia. At a time where the number of resident hunters is increasing while the number of foreign
hunters are decreasing, why would government decide to allocate more wildlife to foreigners? Resident hunters contribute more than $230 million annually to the British Columbia economy. Resident hunters donate more than 300,000 hours of their time toward conservation projects. Government collects more than $9 million per year in the form of license fees and habitat surcharges for conservation from resident hunters. These numbers are extremely important to wildlife and the economy. Government has decided to subsidize a small group of business people against the will of voters and taxpayers. This policy must be revisited and changed. Wildlife is a public resource which is being privatized. We have had great support from non-hunting British Columbians in this battle. Policies such as this could soon effect anglers, berry pickers, beachcombers and parks users. It’s time for residents to stand up and make their voices heard.
