A Mission man says the house he bought as an investment property more than eight years ago is now bankrupting him. Dale Scott invested in a home on Topper Street with his mom in 2006, but neither of them ever lived in it. Instead, they rented it out and received some income from it annually.
But the rent Scott is receiving now is not enough to pay for engineers to help fix the property and pay lawyers to conduct a court challenge to those who he alleges were responsible for the damages done to his house and land. Scott and two of his neighbours allege a retaining wall built just below his property for Heritage Marketplace in 2010 was not properly designed, inspected and con-
structed. None of the allegations have been proven in court The defendants in the case are the District of Mission, the builders of the shopping mall on Stave Lake Street and 11 Avenue, and the engineers of the project. According to the civil claim, the slope has slipped, which has caused the three properties above it to settle.
Scott and his neighbour Finn Nielsen claim the settlement of the slope has caused structural damage to their homes. “Inside, the walls have cracked and the foundation has cracked in the back (of the house),” said Scott. “We’ve had sewer lines breaking because the ground is still settling,” Nielsen said, adding the deck at the back is tearing away from the house as the property continues to sink.
Nielsen’s father, Frede, owned the property and is listed as a plaintiff in the court documents, but he passed away last year and now Nielsen is looking after his father’s affairs. Frede had lived in the house for 10 years before any problems surfaced. “Everything was fine until they did that development,” added Scott,

Mission’s economic development office will be actively promoting and attracting businesses to the downtown core. Economic development officer Stacey Crawford will be working with Mission’s Downtown Business Association (DBA) to discuss which businesses will complement the downtown core, and prepare a marketing campaign to solicit those merchants. Crawford, who finished moving his office into Welton Common, the former Buy Low Foods property the district acquired about a year ago, said there is already an interest in
downtown redevelopment stemming from the aggressive incentive package introduced by the district about 16 months ago. Major projects have come through the door, including an $8- to $10-million development near the library. “That would be a huge benefit to the core,” said Crawford, noting the investors are determining if the project is feasible, and there are similar interests in other projects, but he was not at liberty to discuss those details. Crawford noted the tax reductions, fee redemptions and the relaxed restrictions on parking and building height are attracting interest.
On a smaller scale, local merchants and property owners are also taking advantage of incentives to improve the facade of their buildings. “We’ve had three or four last year,” said Crawford, who expects a similar number this year. The efforts of the economic development office will support the incentive package and downtown action plan. “We’ll likely be talking to independent business owners looking to relocate to reduce costs or for a second location,” Crawford explained. “It doesn’t preclude us from talking to franchises.” Mission DBA president Carlo Billinger said the association is taking
the incentive package to downtown property owners to spur more interest in improving buildings. And, he says he is looking forward to meeting with the economic development officer to look at what types of services and businesses will work well downtown. “We’re open to anything,” said Billinger, noting even homebased business are all being considered. “If we can convince them this is a good spot to be, we will connect them with the landlord and try to make it work.” Billinger pointed out when the DBA reaches out to potential businesses, they are advo-

Abbotsford-Mission’s rate of domestic violence may be in line with other urban areas in Canada, but those numbers only tell part of the story, according to those who regularly work with victims in the community. Newly released numbers by Statistics Canada put the Abbotsford-Mission Census Metropolitan Area’s domestic violence rate at 205 cases per 100,000 people in 2013, slightly above the average for Canadian census metropolitan areas, but below the national average when smaller cities and rural areas are factored in. A total of 361 cases were reported in 2013. Those figures, though, only reflect those cases reported to police, noted Betty Johnston, the interim executive director of the Women’s Resource Society of the Fraser Valley (WRSFV), which is based in Mission and provides support services to Mission and Abbotsford families dealing with domestic violence. “I think there is an awful lot of domestic violence that is going unreported still,” Johnston said. “The incidence of domestic violence is still a challenge in our community and one that we don’t see any decrease in.” At the same time, there have been positive signs. Asked if women have become more likely to report domestic violence over the past decade, Johnston said: “I would say yes. I think there’s more awareness for the kinds of services that you
can expect to find in the community.” Those services are based out of transition houses that can be accessed by women in violent relationships simply by calling the police, or at the WRSFV’s website at www.wrsfv.ca, which includes informa-
tion on other services the organization provides. Ian MacDonald of the Abbotsford police agreed that domestic violence continues to be under-reported. At the same time, he said police have become better educated, and the public has become more com-

For example, Billinger explained, the DBA worked to bring COBS Bakery and the Shoe Warehouse to Mission. “After going through the process, they decided downtown was not the place for them, but they liked what we had to say about Mission,” said Billinger. “We’re happy to get businesses into town, not just downtown.” Crawford and Billinger agree the vacancy rate in the downtown core is high. “The vacancy rate is

Plaintiffs allege retaining wall caused land to slide FROM 1

The land started to slide “as soon as they dug away the bank that supported the houses.” The Topper Drive property owners at 7938, 7942, and 7944 are seeking compensation for the damages. All the defendants in the case deny the allegations. In responses filed in court, the district claims it relied on the engineers to “evaluate the condition of the slope, to design the EKS Shoring System to retain the slope, and to oversee the construction of the EKS Shoring System so that there would be no subsidence or slippage of
the slope.” The district also relied on the professional certification of the engineers when a building permit was issued. The engineers named in the suit, EKS Engineering Services Ltd. and Edwin Shu, stated in court documents, “there were and are no defects in the EKS Shoring System,” and any slippage or subsidence of the slope was not a result of services they provided. Their response alleges the slope is comprised of soil fill material that was put there during the construction and development of the Topper Drive properties and that the material was not properly compacted. The Topper homeowners filed the civil claim in court in 2012, but will

A text book case in business
Last week, the 17,000 Target employees working for the company in Canada found out they will be losing their jobs. Target’s U.S. parent announced it planned to close all 133 stores, including the one in Abbotsford. The closure comes just two years after Target opened to great fanfare in Canada, after taking over most Zellers stores. In years to come, Target’s advance and retreat in Canada will likely be used as a textbook case study in business schools. It decided to take over an existing chain that had a loyal core of shoppers, close down those stores and lay off all employees. It then renovated the stores, and opened all across the country, all at once. This is something that no other U.S. retailer who has made the trek north has done. Building supply stores Home Depot and Lowe’s both entered the Canadian market more gradually, even though they were (and

remain) large U.S. chains. Costco also came into Canada more gradually as well. They learned the challenges of doing business in Canada, including the higher costs of distributing to a smaller number of stores that are widely geographically separated. Target got off to a bad start when its stores opened here. There were persistent reports of empty shelves. Prices were considerably higher than at U.S. stores, which may have been understandable, but was a cause of resentment. The Target stores will likely close over the next few months. It isn’t good news for the employees. At the same time, it shows that, in business, it is vital to have products that meet consumers’ needs, and to be able to execute a proven growth strategy. Companies who forget those fundamental lessons simply cannot stay in business. – Black Press

Mission school district is considering moving the French Immersion (FI) program into one school. School district staff will consult with parents and other partner groups over the feasibility of a standalone school, which could be in place as early as September 2015. Parents of FI students packed the library at Fraserview Learning Centre on Seventh Avenue at the board meeting Tuesday night. The original motion on the agenda recommended the implementation of a single track (one
school only) FI program. The motion was amended twice to include the words “feasibility” and “parent input” before it was unanimously passed. Currently, FI is being offered at two schools, Christine Morrison and Mission Central elementary schools. There are no school closures being planned in Mission in the next two to three years. Mission Public School trustees approved the motion at the last board meeting in order put rumours to rest and alleviate concerns in the community. “It’s important to the board to bring some
level of comfort to parents, families, and staff at some of the rumour mill schools,” said trustee Tracy Loffler. Trustee Randy Cairns noted while the intention locally is to not close any schools, the provincial minister of education can force the changes. Trustee Jim Taylor suggested a stronger and clearer motion
stating the board will not close any schools, but didn’t receive support from the majority. Cairns agreed with Taylor’s intent, but didn’t want to vote for something he couldn’t guarantee. “The wording means there’s no wriggle room, and I’m not comfortable with that,” said Cairns. “I know the board has the abil-
ity to change anything at anytime, but I don’t want to be put in a position of going back on my word.” Board chair Rick McKamey noted the original motion already indicates there is a strong commitment to keep schools open. “There’s no way any of us would consider closing a school,” said McKamey.

Good hearing, poor comprehension? The number of people who can hear well, but can’t understand what’s being said, is increasing. This is most evident in conversations and watching television. A newlydeveloped hearing chip is designed to restore speech comprehension without being noticeable in the ear. A lot of people have poor comprehension, though they actually still hear well. It becomes noticeable in conversation, watching television and asking family to repeat what’s been said. A potential cause can be undetected loss in the high-frequency range. This means the sensory cells in the cochlea that hear high-range sounds are damaged as a result of circulatory disorders, diabetes, sudden hearing loss or workplace noise. Hearing loss in the highfrequency range makes speech sound muffled and unclear. The person with hearing loss mixes up, or can no longer hear, consonants like s, f, t, k, h and g. Speech comprehension is particularly impaired when there is background noise or when television programs have background music. The dilemma is that people with hearing loss in the high-frequency range do not

A new hearing chip has been developed.

The musical theatre department at Robert Bateman Secondary is presenting its most ambitious project since forming in 2012. The school presents the full-length Broadway production of Beauty and the Beast on Feb. 6 and 7 at the Clarke Theatre (33700 Prentis Ave. in Mission). Director Ray Dencer said the school’s previous two productions – Seussical in 2013 and The Little Mermaid last year – were both “junior” versions of the fulllength shows, running about 75 minutes each. At two and a half hours, Beauty and the Beast is twice as long and more challenging, with more lines to memorize, more songs to learn and more rehearsal time required. “The students wanted to a do a full-length production … What they have found is it’s a lot

The cast, composed of about 30 students in Grades 9 to 12, has been regularly rehearsing four days a week, with extra practices at lunch hours. A 14-member pit band has also been busy rehearsing more than 20 musical pieces – including familiar Beauty and the Beast numbers such as Be My Guest and the title song – under the
direction of Kris Werner. It’s all presented on a huge two-storey set that Dencer said “fills the stage.” Beauty and the Beast transports the audience to the heart of provincial life in a lovely French town. When Maurice becomes lost in the woods on the way to the fair, he seeks shelter in an old castle, but the master of the castle is a horrible beast that takes
him captive. Maurice’s daughter, Belle, must then give up her freedom to save his life. Belle’s taming of the unfortunate Beast and his ultimate transformation back into a handsome prince has enthralled Broadway audiences for more 13 years. Committee forming to brand Mission Carol Aun MISSION RECORD
Leaders of Mission’s branding exercise are now forming a committee to look at opportunities and identify projects and improvement initiatives to market Mission. “Brand identity is often associated with logos and tag lines, but it’s more than that,” said Allan Main, executive director of Community Futures North Fraser. Main, who presented Mission council with an update on the project Monday, explained informational signage promotes the area and activities available. “It does create a vision and develops
part of a community,” said Main, noting a vision can help attract businesses and develop tourism. A partial committee has been formed, but
some point, there will be ideas and a request for funds may be brought forward, added Main. Coun. Jenny Stevens said she was

While in high school and college, it is quite common to attend a sports pep rally prior to a big game or event in order to show support and build up confidence for our favorite team. Also, many athletes today often confidently proclaim that they will win some special event, or at the risk of sounding egotistical, still others may even declare that they are the greatest at what they do. These athletes are giving themselves a pep talk and are actually building up self-confidence in their own ability. God wants us all to be the best in whatever we do, and having confidence and believing in ourselves is an important factor in being content and happy in our lives. Giving ourselves a pep talk on a regular basis and remembering that we can do all things through God who strengthens us, can be very beneficial. Being positive and optimistic about our daily lives, and having an “I can handle it” attitude is always better than reflecting negativism. And although we should keep in mind that no one always has everything their own way, people who try to do their best and what is right, seem to be better able to handle life’s daily challenges. A fourth gas station in Silverdale is being considered despite objections from residents who attended an information meeting on the project almost a year ago. Mission council passed first reading of an application to redesignate two properties at the corner of Lougheed Highway and St. Anthony’s Way from suburban to commercial to accommodate a new service station, drivethru restaurant and potential retail units. The proposal does not conform to the current Official Community Plan and was not supported by district staff because of lack of water and

The increase was strongest in Abbotsford, where the VRCA said construction employment in December 2014 was up 34.1 per cent compared to the previous December, although employment had dropped slightly from November. Year-to-date construction employment was up by 14.3 per cent over 2013. The entire Lower Mainland–Southwest Region saw construction employment increase 2.5 per cent in 2014 over 2013, while year-over-year employment for December 2014 also rose 0.8 per cent. The increase stood in contrast to a seasonal decline of 2.3 per cent in December 2014 from November 2014. “The trend we’ve seen in November and December is that construction employment is flat across most of the region,” said Fiona Famulak, president of the VRCA. “This is typical given the seasonal nature of construction employment.” “I don’t see this as marking the beginning of a new downward trend,” she said. “Building permit activity, typically an indicator of future construction, remains active. This means we can expect construction employment to hold up in 2015, after a typical slower spring.”

The lower Canadian dollar, however, has made real estate here more affordable relative to the rising prices of U.S. homes, the report notes. Central 1 expects no increase in mortgage rates until early 2016 but expects five-year rates will average 6.5 per cent in 2018. “Record-low mortgage rates will not last indefinitely, but will remain low enough to underpin housing market demand this year and next.”

2016 Lexus NXB Concept Bike
See what’s cool amidst the industry’s top cars in the front row awaiting its presence. While pricing hasn’t been released yet, it’ll likely be north of $150,000. But, for that price, you get a vehicle that not only delivers gargantuan power, but one that is hybridized thanks to an all-new power unit. That unit is a twin-turbocharged, 75-degree DOHC V6 engine with a 9-speed dual clutch transmission (DCT) and three-electric motor Sport Hybrid system. Not to mention Acura’s Super-Handling All-Wheel Drive (SH-AWD), so it’s a perfect supercar for all seasons. Chevrolet Volt Speaking of electric motors, Chevrolet gave us a preview of the 2016 Volt. With a longer EV range and a lighter body, not to mention a new design, this plug-in hybrid is sure to win even more hearts over. Highlights include an EV range of up to 80 km, a new two-motor drive unit, which is now up to 12 per cent more efficient and 45 kg (100 lb) lighter than the first-generation drive unit, and a new 1.5L range extender, designed to use regular unleaded fuel, offering a GM-estimated combined fuel consumption rating of 5.7L/100km. Lexus NXB Concept Bike Completely changing gears, Lexus’ new concept bike also caught my eye. Not only because it was totally out of place at an auto show, but also because it looks so cool. NXB stands for Neo Xtreme Bike and comes with a Lexus original carbon frame, carbon wheels and a KYB inverted suspension up front. Even if it never is ridden, I still like the idea of a zero-emissions commute on something as interesting as this concept. Chevrolet Bolt EV Concept For a zero emissions commute that doesn’t require muscles but rather a motor, the Chevrolet Bolt EV Concept is another step in the brand’s commitment to the electrification of automobiles. It’s still a concept, but it embodies the philosophy of giving drivers over 300 kilometres of range out
of one charge, without charging a premium for it. The concept’s technological prowess can be linked with an App in which you can control various vehic-
ular functions like starting the car from your smartphone. Additionally, it even incorporates the concept of automatic park-and-re-
trieval technology, which enables the driver to exit the vehicle and tell the Bolt EV concept to park itself – and when errands are completed, the Bolt EV

She was born as Mary Martha Martens on September 30, 1929 in Gem, Alberta. She was predeceased by her husband, Peter Siebert in 2001. Rejoicing in her homegoing are her children, Elsie (Al) Stanko, Frieda (Art) Isaak, Devra (Alfred) Funk, Norma (Ian) Cornies, Dorothy (Brad) Lister, Robert (Connie) Siebert, Ruth (Bob) Parker, James (Anita) Siebert and many grandchildren and great grandchildren. Art passed away peacefully on January 12, 2015 in Marjorie Willoughby Snowden Hospice Home in Kamloops with family at his side. He was 86 years old. He will be sadly missed and always remembered by Blanche, his loving wife of 63 years; his son Steve (Jacquie), his daughter Pat (Tom), 5 grandchildren; Tracy (Craig), Tammy, Sandy (Alisha), Chris (Karyn), Mitchell and 7 great grandchildren; Kaitlyn, Hailee, Preston, Britnee, Kendall, Tristen and Kali. Art was born in Mission, BC. He moved to the Chase area where he and his brother had a logging operation, which he and his son Steve continued for many years. They were in the logging and trucking industry. Art loved his camping trips, whether it was across Canada or just a few days. He also enjoyed fishing as well as barbecues on the deck and Happy Hour with good friends. There will be no formal service. The family will get together in the summer to celebrate his life. A special thanks to all the staff at Ponderosa Lodge for their excellent care. And very special thanks to Dr. Rallheiser and all the doctors and nurses in 6 South and in the E.R. at Royal Inland Hospital. An extra special thank you to Dr. Baker and all the staff at the hospice for the compassionate, excellent care he received. RESPECTED CENTENARIAN PASSES
Paul Singh Dhaliwal A respected community member and pioneer of the Sikh community, peacefully passed away at his residence in Abbotsford surrounded by his family at the great age of 100 on Tuesday, January 20, 2015. Paul arrived in Canada from Chananwal, Punjab in 1932. He initially worked in lumber camps in B.C. In 1942, he established Mission Fuel Ltd., his own business to deliver sawdust and later hauled lumber and logs. On his initial journey to Canada at the age of 18 and in the steps of his father, Paul studied wrestling at the Gamma School of Wrestling in Hong Kong and while managing his business, he continued to participate in amateur wrestling until 1945 when a promoter invited him to the professional arena. From 1945 to 1947, he enjoyed his professional status both in Canada and the United States. In 1947, due to his mother’s illness he returned to India where he remained for three years and married Mohinder Kaur, whom he shared his life with. As a well-respected citizen, Paul was the recipient of the Order of Abbotsford, named the citizen of the year, recognized by the National Historic Gur Sikh Temple, and the Khalsa Diwan Society. Predeceased by Mohinder Kaur, his wife of 62 years, Paul is survived by his six children, Vicky (Chris), Baljeet, Surindar, Kamala (Jack), Paul Jr., and Robin (Jim), and seven grandchildren, Erin, Dustin, Charissa, Jenna, Michelle, Nathan, and Bradley. Paul will be remembered for his love and dedication to his family and friends, his warm and generous nature, and for a fantastic sense of humour. One of his passions was to share life experiences by sitting at the kitchen table while having dinner and talking about his novel experiences. Funeral services will be held at Fraser River Funeral Home at 2061 Riverside Road, Abbotsford, B.C. at 2:30 pm on Sunday, January 25, 2015 followed by prayer services at the Mission Gur Sikh Temple at 32086 Lougheed Highway, Mission B.C. at 5:00 pm.
