When asked to compare open air skating to an indoor arena, Greenwood rink volunteer Christopher Yates said the outdoor ice is faster, the puck runs better, and you can hear the sounds of the blades cutting into the ice differently. “It’s an interesting experience.” Several volunteers came forward to make the opening of the Greenwood rink happen this season. In late November, Ray Harrison, John Hunt and Don Edmundson wrote to council asking for permission to flood the rink. Mike Goddard, Christopher Yates and many others came forward as well to help. As well as flooding the rink, they painted over some of the graffiti—a project that had to be left incomplete because the weather turned too cold and the paint wouldn’t set up. “So we painted over all the graffiti in the one room and set up benches inside,” Yates said. The energy of the group seemed to infect the community as they soon had 45 pairs of skates donated in anticipation of the opening. Updates on social media kept the community informed. For a while the weather wasn’t cooperating— it was just too warm to make good ice. But the last week of 2014 turned perfect and they celebrated with a New Year’s Eve candlelight skate with hot dogs and hot chocolate. Yates said there was a bonfire for the kids. “We had about 50 people in attendance from across the Boundary,” Yates told the Times. “On New Year’s Day the Grand Forks Border Bruins came and played a game of shinny. Two members of the Midway RCMP showed up and we had over 100 people come throughout the day.” People from across the Boundary showed up to try the ice, many who hadn’t been on open ice since they were kids. “It was roast your own hot dogs and we served the hot chocolate,” said

Yates. “It was a really nice family day.” Bob Bugeaud of Border Country Realty sponsored the hot dogs, hot chocolate and pop. Clearing the snow from an outdoor rink with boards isn’t a simple task. All of the snow has to come out of one of the two ends of the rink. But with the assistance of many people, the job was done. Guys like Barry Noll and Mayor Ed Smith brought out their ATVs to help get the job done. Yates said that John Hunt was instrumental at watching the thermometer like a hawk. “When it’s time to flood he’d give us all a call and we would go to work. Leo Jacob, who used to flood a rink every year at Jewel Lake, came to lend his experience too.” Harrison said many of older guys, such as Art Mudrie, pitched in even though he doesn’t have grandkids living locally. Perhaps they felt it important to pass on the experience of skating outdoors to the youngsters of the Boundary. In the end it was “the community helping the community get our rink back,” Yates said. “It is the Greenwood outdoor rink volunteers. Thanks to Mike Goddard, the lights were rewired.” Goddard lent his generator, and between that and a line run from My Udder Store, all 11 lights

were working for the New Year’s Eve skate. The organizers have plans for the future. They’d like to be able to host a KIJHL Winter Classic game, perhaps this year. Their main goal for this year is to keep the rink open as much as they can. To help in that, City Hall has confirmed they will provide a portapotty for the rink for the balance of this season. In the spring, volunteers are looking forward to repainting all of the boards and replacing them as needed. There is even talk of getting local businesses to put signage on the boards to generate some revenue, perhaps holding an outdoor spring fling dance with a local band and putting the skate park equipment that was donated by Unity this summer for the kids to use. One potential roadblock to these plans exists in a council motion passed in April 2013 to demolish the boards at the rink. Yates said the volunteer group is planning to come to the Greenwood council meeting on Jan. 12 to ask council to rescind that motion. “Lots of people want to skate,” said Yates. “That was shown on New Year’s Day.” He said watching a dad teach their threeyear-old how to go to the puck and shoot was heartwarming.

Winter has arrived!

It was a while getting here but winter definitely arrived in the Boundary over the weekend. The big dump had Environment Canada issuing storm warnings and urging people to delay all non-essential travel. The skiers were very happy to see the snow, though. As was announced just before Christmas, Mt. Baldy is planning to reopen this season, after being closed last year and going through bankruptcy proceedings. At press time the date of opening was not yet posted on their website but rumours in the skiing community were suggesting it might be as early as this weekend. According to operators, the resort will be open Fridays through Sundays with the Sugarlump Quad Chair and the Magic Carpet. Phoenix Mountain is very busy with the Phoenix Mountain Racers and All Mountain Ski Program beginning this Saturday, Jan. 10 for those ages 4-13. Phoenix is planning two free night skiing events for January—on the 17th courtesy of the Grand Forks Gazette and Boundary Park

Mall, and the 31st courtesy of the Roxul Employees Association. They are also running a youth snow safety and avalanche awareness course on Friday, Jan. 23 for those aged 10-14. Over at Big White they enjoyed their biggest snow day in the resort’s history with 56 cm falling in 36 hours. There was so much snow at the beginning of the week that the school district, while running all but the late busses on Monday, issued an alert to parents in the afternoon to be prepared in case they cancelled school on Tuesday morning due to poor road conditions. An email to parents from BCSS principal Bo Macfarlane said a school closure like this was something that no one at the school could ever recall happening before. Larry Bowan, coordinator of the West Boundary Highway Rescue, told the Times that they were busier towards the beginning of the month of December than at the end of the month. “The roads have been kept up really well considering what we ran into in past years,” Bowen said.

Dog sled races cancelled

The second annual Boundary Dog Sled Classics Sprint Races that had been scheduled for Jan. 17 and 18 at Jewel Lake have been cancelled because of unsafe trail conditions. Ruth Sims, president of the Boundary Dog Sled Association, posted to the group’s Facebook page on Jan. 1 that the day had been spent working on the trail. She reported that while there was a good snow cover, it had unfortunately created surface melting on the lake ice causing a few inches of slush to build up in a lot of places. “The lake is not holding up well for us at this time so we are looking at putting in alternate trail at this time,” read the New Year’s Day post. “Keep

safe travel. “In whole the general public were thankful to see two members from the Kootenay traffic section and two Midway members, keeping the roads safe during the holiday season,” said Mayes. Files from earlier in the holiday season included a two-vehicle collision on Highway 3 west of the weigh scales and east of Ingham Bridge on Tuesday, Dec. 22 at about 7 p.m. The female driver of one of the vehicles received minor head injuries. According to RCMP, extreme foggy conditions were the main cause to the collision. Motorists are to be mindful to slow down during such winter weather conditions, and drive with caution.

Road checks net impaired driver

Midway RCMP report that on New Year’s Eve they conducted multiple check stops. “Several infractions were investigated,” said Cpl. Judson Mayes in an email to the Times. A male driver was given a 90-day Immediate Roadside Prohibition (IRP) for impaired driving over the legal limit, a ticket was issued under the Motor Vehicle Act for a defective vehicle infraction and a young male driver was found in violation of the Motor Vehicle Act restrictions for having more than one passenger in his vehicle. RCMP Denny Viktora, the newest member of the Midway detachment, accompanied Cpl. Judson Mayes to Monday night’s council meeting for introductions. Viktora and his wife and two children have recently moved from Chilliwack. He has seven years experience with the RCMP and according to Mayor Randy Kappes, “Makes a fine addition to the men’s hockey team.” *** Council continues to be concerned about the possibility that the current review of the regional district waste man-

It was very rewarding to see so many people from Greenwood, Kettle Valley, Rock Creek and even from communities outside the area that were in attendance on that night. Don’t forget HIV In the tragic saga of Ebola, there have been, thus far, more than fifteen thousand cases and more than five thousand deaths. It’s a death rate approximating 35 per cent.
 
 The death rate from HIV and AIDS is 50 per cent.

 In the most recent period for which HIV data is available - in 2013, UNAIDS reports that there were 2.1 million new infections and 1.5 million deaths.
 
 Under no circumstances can one depreciate Ebola. It is a terrifying, hideous infectious disease that causes death and panic in equal measure. The health infrastructure in West Africa fundamentally doesn’t exist; health workers are in desperately short supply, the international community is painfully slow to respond, the World Health Organization is fatally flawed in both capacity and leadership, and if it wasn’t for an NGO like Doctors Without Borders the death toll would be exponential.
 
 What marginal international funding there is for humanitarian intervention has gone/is going overwhelmingly to Ebola. As a result, funding for HIV and AIDS has fallen. You see, the overall amount of money available is still largely the same… it’s just being channeled in a different direction. What should happen is a dramatic enlargement of the financial foreign aid pie. But it’s not happening.
 
 More’s the pity, because the work being done on HIV at grass-roots level is exactly the kind of community-based model that helps a country fight a scourge. Health systems are strengthened and with them, the capacity to intervene and hold things together.
 
 No one — I repeat, no one — should reduce his or her contribution to Ebola. It’s the life and death struggle of the moment.

Assessments increasing Residential property values in Midway and Greenwood rose by just over two per cent, while in Grand Forks they fell by the same amount according to assessment notices sent to homeowners last week. Of the 25 communities in the South, Central and North Okanagan only values in Enderby (at 3.26 per cent) fell by more than those in Grand Forks. Prices increased the most in the North and Central Okanagan, as much as 7 per cent in the communities of Peachland, Kelowna and Vernon. “Most homes in the Okanagan are worth more in value compared to last year’s assessment roll,” said Jason Sowinski, Deputy Assessor. The three Boundary communities are included in the South Okanagan’s Assessment Roll, which increased from $19,516,491,502 last year to $19,773,585,279 this year. Of note, a total of almost $235,000,000 was added through subdivisions, rezoning and new construction. Midway and Greenwood performed better than the average in the South

Okanagan Assessment Roll. Only homes in Lumby, Enderby and Grand Forks lost value. According to BC Assessment, these figures demonstrate local market trends for residential properties by a geographic area; trends that are affected by many variables. Numbers in Grand Forks fell from $199,000 to $195,000. In Greenwood they increased from $125,000 to $128,000 and in Midway they went up from $178,000 to $182,000. In addition, according to BC Assessment owners of commercial and industrial properties in the South Okanagan will see changes ranging from -5 per cent to +10 per cent. “Property owners who feel that their property assessment does not reflect market value as of July 1, 2014 or see incorrect information on their notice should contact BC Assessment as indicated on their notice as soon as possible in January,” said Sowinski. “If a property owner is still concerned about their assessment after speaking to one of our appraisers, they may submit

a Notice of Complaint (Appeal) by February 2, for an independent review by a Property Assessment Review Panel,” added Sowinski. The Property Assessment Review Panels, independent of BC Assessment, are appointed annually by the Ministry of Community, Sport and Cultural Development, and typically meet between February 1 and March 15 to hear formal complaints. The Okanagan Region assessment office is located in Kelowna. During the month of January, office hours are 8:30 a.m. to 5:00 p.m., Monday to Friday. Property owners can contact BC Assessment toll-free at 1-866-825-8322 or online by clicking “CONNECT” at www. bcassessment.ca. Of note, BC Assessment has launched a newly-enhanced version of its free evalueBC service that allows the general public to search, check and compare properties online from across the province. Hibberson says that Nana’s Naughty Knickers needs two younger cast members, one male and one female between the ages 18 - 30. We also need some female cast in the late 60’s – 70’s and several males between 4055. “Our aim is to give Old Man Winter a poke in the belly with the sound of laughter,” Hibberson wrote in the theatre group’s latest newsletter. “Sure, rehearsing entails hours of hard work. And there’s plenty of effort needed to memorize one’s lines. But the end result is you find you’ve made it through these tough, dark days with spring around the corner, you’ve had a great time as part of a creative team and most important you’ve made yourself and our audience laugh so loud the very heaven’s ring with the sound of it.” Hibberson said casting parts for young adult males is especially difficult. “They are an almost extinct species in many rural areas other than the far north of Alberta,” he laughed. Christmas hampers help WOLFGANG SCHMIDT Submitted

The Santa this year was very generous to all the food hamper recipients. From Westbridge to Bridesville, Rock Creek, Midway to Greenwood the hampers were delivered to be in time before the Christmas dinner. Greenwood was not left out since the Board of Trade members volunteered to help with the delivery. Cathy Straume as well helped with some of

the parcels. Kettle River Lions members looked after all other areas. The Lions Club is looking for new members in the Greenwood area as they feel that it is the club’s responsibility to hand out the hampers. Every year it seems to be more and more needy people move into the Boundary. This year a big truck was used to get the food at wholesale prices from Extra Foods in Kelowna. Additional Parcels were picked up

from the Kelowna Food Bank and the Okanagan Tree Fruit Cooperative (Osoyoos Branch). Some of the hampers were over $200 worth for a family. The money for the hamper program, this year approximately $10,000, is collected through the efforts of the Lions. All the money, collected in the Boundary, is spent in the Boundary country with few exceptions.
