HAPPY NEW YEAR!

2015 should be a be good year Hospitality industry looks to grow from the ‘rebound year’ of 2014 JOHN HARDING

editor@pqbnews.com

There are good reasons to be optimistic about this region’s economy in 2015, says a key business leader. Robynne Shaw has worked in management positions in the hospitality industry of Parksville Qualicum Beach since 1986. She’s currently the general manager of Sunrise Ridge Waterfront Resort. She is the chair of the Parksville Qualicum Beach Tourism Association’s (PQBTA) board of directors and the president of the Parksville and District Chamber of Commerce. “I’m optimistic about 2015, in both capacities (chamber and PQBTA),” Shaw said this week. From the chamber perspective, Shaw said the city is likely to see some tangible results from a project that aims to bring investment and jobs to the region. “The Oceanside Initiatives projWe’re hoping to see some ect is going to really take flight,” said fruit from all this work Shaw. “We are just getting it to the stage where we can make things hapROBYNNE SHAW pen with it. We’re hoping to see some fruit from all this work.” From her unique position as both a resort manager and chair of the PQBTA, Shaw said 2014 was a “rebound year” for the hospitality industry in this region. “It sounds like it was a successful year for everybody compared to the last two or three years,” said Shaw. And she said all indicators are pointing toward a strong 2015 too. Reservations at Sunrise, for example, are ahead of last year’s pace, said Shaw. “Booking velocities are really good,” she said. Shaw wasn’t able to shed any more light on what impact to the local economy could come from a medical marijuana operation opening shop in Parksville’s industrial area. The city and Wildflower Marijuana Inc. are currently in negotiations, and Shaw said the chamber hasn’t been part of those talks. She also couldn’t comment on the recurring rumour about a casino coming to the area. “People have been talking about that for a while,” said Shaw. “I think it’s just one of those things people talk about.”

STARTING POINT

Looking for Second World War veterans

This year, to mark the 75th anniversary of Canada’s engagement in the Second World War, living Canadian veterans of the Second World War can receive a special commemorative lapel pin and certificate of recognition as a special memento, according to a news release from the Qualicum Beach Legion Branch 76. Canadians who served at least one day with Canadian forces or any other Allied force, including the Canadian or British Merchant Navy, either at home or abroad, during the Second World War and were living on Sept. 10, 2014, are eligible to receive this special tribute lapel pin and certificate. Most tribute lapel pins and certificates will be mailed to Veterans with a covering letter from the Minister of Veterans Affairs. In cases where certificates are requested by a Member of Parliament, or other third party organization on behalf of Veterans in their community, presentations will be organized. If you know of any Veterans who should receive this tribute label pin and certificate, please do one of the following: • apply online or download an application form at www.veterans. gc.ca; • contact Veterans Affairs Canada (VAC) at 1-866-522-2122 to have a form sent by mail; • visit a local Legion where the Service Officer can print out a form. There are veterans in the area who are not members of a Legion branch, and the Legion is hopeful those who read this notice will get the word out to the larger community. — NEWS Staff/Submitted by Qualicum Beach Legion

KSS shop teacher Devin Burroughs, left, and Grade 8 student Rocco Pomponio travelled to the mainland Nov. 30-Dec. 1 for the B.C. Lions Skills for Life Summit. The event introduced trade career options, leadership and anti-bullying skills to Grade 6-8 students from across B.C. Fellow Grade 8 student Zachary Mosher (not pictured) also went with them.

Two students from Kwalikum Secondary School had an opportunity to hang out with the B.C. Lions last month. Rocco Pomponio and Zachary Mosher, both in Grade 8, and their shop teacher Devin Bourroughs went to the trades- and leadership-based B.C. Lions Skills for Life Summit Nov. 30-Dec.1. “It was really fun,” said Pomponio. “It was a lot to take in.” According to a news release from the Ministry of Education, they boys were two of 122 Grade 6-8 students to attend the event hosted by the ministry, the B.C. Lions and Pacific NorthWest LNG. They toured WorkBC’s “Find Your Fit” skills and trades stations at the Richmond Oval, where they were also introduced professions like welding, carpentry, heavy equipment operating, truck driving and accounting. Students were also introduced to fast track and early entry programs. “I’m really pleased to see partnerships like the B.C. Lions and Ministry of Education tak-

ing an interest in kids’ education,” said vice principle of KSS Don Bold, who is particularly happy that the event focused on younger students. “We want to help prepare them younger.” “We put effort into finding the best fit,” said KSS shop teacher Devin Burroughs of selecting which students to attend the event. In particular, they looked for those with a background in football and who were interested in trades as a career. Pomponio, who played for the Oceanside Titans alongside Mosher last year, said he was especially interested in looking at carpentry at the Summit. Burroughs, who accompanied Pomponio and Mosher on the trip, said the Summit also included leadership, team-building and anti-bullying workshops with BC Lions players. “There was a lot of good info,” he said, noting that “hearing it from someone other than your parent or teacher can help.” The BC Lions also hosted the students at the Grey Cup game. This was the first time an opportunity like this has been presented to KSS students. Burroughs said it was “worthwhile” and that he’d “definitely like to see it again.”

No predictions for 2015

I

t is a time-honoured practice for columnists, politicians and scientists to stick their big toes in the waters of time and blithely predict what will happen in the next 12 months. So, as another new year is upon us, I got to thinking, why not me? After all, how hard could it be to pontificate about the future? Just to be sure I wasn’t biting off more than I could chew, I decided to investigate how prognosticators have fared in the past. The first prediction I can remember was written in the Toronto Star in the early autumn of 1967. I was just a kid but enthralled by the reporter’s By Ray Smit confident assurance that my beloved Maple Leafs were a sure bet to win the Stanley Cup the following spring and continue as one the league’s elite teams. It didn’t quite work out that way. Not only did the Leafs not win the cup in 1968, they finished well out of the playoffs. Moreover, they haven’t been a serious threat since. So, not only was the prediction wrong but it’s been wrong 47 years in a row! That was a sobering mistake, but then sporting events are famously unpredictable. How about show business? Certainly the best and the brightest know what they’re talking about even if sportswriters don’t. Take Daryl Zanuch, the genius who ran 20th Century Fox movie studios. Asked about the future of television, Zanuch said, “People will soon get tired of staring at a plywood box every night.” Seventy years later it seems plywood has lost little of its veneer. Educators fared no better. At the beginning of the electrical age, one wag suggested that children would be taught and disciplined using electrocution by the year 2000. Luckily that idea never passed muster although I imagine it would have seriously reduced the pupil-teacher ratio. But what about politicians? Surely they, more than anyone, know the currents of popular opinion. How have they fared over the years? Take Grover Cleveland. One day in 1905 he predicted that “sensible and responsible women (would) not want to vote.” I wish I could have been there to predict his wife Frances’ reaction when he got home. Of

PQ

course, the most famous inerrant prediction ever made belongs to Neville Chamberlain who after a cordial 1938 meeting with Germany’s dictator said, “I believe it is peace for our time.” Hitler had other ideas. Sometimes the lines between politics and media blur. When casting the part of the president in The Best Man, Henry Fonda won the part hands down. A vice-president of United Artists pictures predicted the movie wouldn’t succeed with the other actor. As he so assuredly noted, “Ronald Reagan doesn’t have that presidential look.” I wonder what ever happened to old Ronnie. I guess nobody gets it right all the time. Still, one modern day prophet set a standard of incompetence that may never be topped. He was William Thomson, aka Lord Kelvin, a man of such preeminent genius in the areas of math, physics and engineering, that he was named the president of the prestigious British Royal Society. Despite his awesome intellectual gifts, Thomson made the following predictions: “Heavier-thanair flying machines are impossible. X-rays will prove to be a hoax. (And) radio has no future.” Uh-huh. If a man of Kelvin’s intellectual prowess can be so embarrassingly wrong, who am I to offer up my two cents worth? As the ancient book of Ecclesiastes says, “No one really knows what is going to happen; no one can predict the future.” So I’m not even going to try. Besides, I don’t want to be the next Phillip Franklin. Franklin was the vice president of White Star Line, a company that dealt in ocean liners. What was his famous prediction? “There is no danger that the Titanic will sink. The boat is unsinkable and nothing but inconvenience will be suffered by the passengers.” People don’t remember when you’re right. They only remember when you’re wrong. And that’s why you’ll get no New Year’s predictions from me. — Ray Smit is the author of The Trouble With Tapioca available at Amazon.com or the Vancouver Island Regional Library. 2014 — YEAR IN REVIEW

Oct-Dec: war on weed and the campaign trail Editor’s note: our staff has spent some time looking back at 2014 and we are pleased to present highlights from The NEWS in this 2014—Year in Review special. Today, we look at October through December. Thank-you for all your support this year and best wishes to all for a happy and healthy 2015. Oct. 2 River’s Edge residents have the RDN’s support, despite Wildflower Marijuana’s best efforts. The Regional District of Nanaimo’s board of directors voted unanimously Tuesday to send a letter to Health Canada backing River’s Edge residents who are rallying against Wildflower Marijuana’s proposal to set up a medical marijuana operation in the heart of their neighbourhood. • Recognizing there is investment opportunity, Qualicum Beach will develop a South Qualicum Beach Area Plan, though there was a lot of debate about how to proceed. Development of the town’s only roundabout, the fire hall and, most recently, proposals by the owners of Pheasant Glen Golf Resort, have pushed this issue to the agenda of recent council meetings. Oct. 7 An ambiguous OCP, barking dogs, loud motorcycles, view-blocking RVs, unclear political process and development concerns were amongst the hot issues at Saturday’s annual general meeting of the Qualicum Beach Residents’ Association. The QBRA hosted its AGM with the municipal election just six weeks away and politicians were in the spotlight. Emotions flew high at the town-hall style meeting, where more than 100 people showed up to voice their frustrations with the town. Spotted in the audience were many members of town council as well as those vying for their jobs. • The war on weed continues to burn. William MacLean told The NEWS last week he was “disappointed” in the regional district’s decision to send a letter to Health Canada opposing his company’s medical marijuana

facility. He called the RDN’s actions “biased” and “unfair.” Oct. 9 With the hope of wished-for funding from senior governments fading, the proposed $37 million Englishman River Water Service project has to re-organize into phases, local politicians said this week. The provincial ministry of health has mandated that all surface water collected by municipal water systems destined for homes and businesses must be treated by 2016. That has forced communities like Nanoose Bay and Parksville to upgrade their systems. The Englishman River Water Service (ERWS) board, along with Regional District of Nanaimo staff, had developed a plan for a $37 million system, but was expecting what used to be a traditional funding split of one-third each between the municipalities, the province and the federal government. • Fairwinds is for sale. A notice on the Nanoose Bay development’s website Wednesday morning indicated the property — which has 700 homes, a championship golf course, private fitness centre, trails and a full-service marina — is for sale, about three months after receiving the zoning-bylaw go-ahead to build up to 2,000 more homes. Oct. 14 The fall legislative session started last Monday with a throne speech largely leaning on liquified natural gas (LNG) — leaving Alberni-Pacific Rim MLA Scott Fraser less than impressed. “It was an 18-minute throne speech,” said Fraser. “Underwhelming would be an understatement.” The speech described B.C. following the same path to Asia for LNG as it did in expanding lumber trade when the U.S. housing market declined. • Parksville Beach is getting back in the swing of things. After a three-month hiatus, the wheelchair accessible swing located in Parksville’s community park has been re-opened to the public — pending a few conditions, of course. And the news has one Parksville mother “ecstatic.” Oct. 16 Island Valley Farms has per-

mission and permits to burn the slash that filled parts of this region with smoke over the long weekend. That seems to be little consolation to residents of the Morningstar and French Creek areas who are talking about respiratory problems and finding ash all over their cars and patio furniture. “My house was full of smoke,” said French Creek resident Tom Reddick, one of many residents who called or e-mailed The NEWS over the weekend about the slash pile burning on land near Church Road. Oct. 21 Stephen Ellis said he’s “confident” his company will re-submit another application by the end of 2014 to open a coal mine. Ellis is the CEO of Compliance Energy, a company looking to open Raven Coal mine near Buckley Bay, less than 50 kilometres from downtown Qualicum Beach. In May of 2013, the B.C. Environmental Assessment Office (EAO) rejected the company’s application for the proposed mine saying “the application does not contain the

required information and (the EAO) has decided not to accept the application for detailed review.” • An all-candidates debate in Bowser might be a one-man show. Incumbent Bill Veenhof said he will not attend an all-candidates debate hosted by an organization he’s calling “non-neutral.” Oct. 23 In what director Bill Veenhof is calling “a step in the right direction,” the government has granted a long-awaited research contract to study Deep Bay’s controversial seaweed harvest. The Ministry of Agriculture made the announcement Tuesday morning, vowing to work with Vancouver Island University Deep Bay Marine Field Station, who is slated to present their final report by March 25, 2015. Oct. 28 Coombs/Errington RDN candidate Rick Ethier has what seems to be an ambitious idea. Ethier said he wants to turn the region into a “single family farm

community. I have a plan that uses education as the vehicle that will create jobs and produce energy efficient homes through a family farm initiative,” he told The NEWS Friday. He plans on doing this by introducing sustainable agriculture and aquaculture farming programs to the area. Oct. 30 There have been complaints, including some to The NEWS, about students being turned away from crowded school buses, but according to a report at Tuesday’s school board meeting, that has been resolved. “Transportation had its fair share of challenges earlier this year,” said District 69 Assistant Secretary Treasurer Ryan Hung, who said they have “worked very hard to address those challenges.” Complications from school reconfigurations over the summer and the late start of the year due to the strike meant there was a lot of uncertainty.

The Soupy Café at the Lighthouse Community Hall in Qualicum Bay is a new spot for the neighbourhood to socialize on Wednesday afternoons from noon to 2 p.m. The hot lunch is by donation and people are asked to contribute what they can and stay for an afternoon of games and crafts. They will be closed New Year’s Day. Lighthouse Community Centre super volunteer Sheena McCorquodale is the driving force behind the neighbourhood pop up café which is run by volunteers. She said they could use some help with everything from setting up tables, doing dishes and chopping vegetables, to running games tables. She is hoping the weekly café will grow and offer even more services to the community. Donations to the Soupy Café go towards expenses, including the food, basic hall costs of heating and running the kitchen equipment. Additional funds will go to the local food bank. If you would like to contribute the Lighthouse Community Centre Society is a non profit, charitable organization and tax receipts will be issued for donations over $20. Visit HYPERLINK “http://www. communityhall.ca” www.communityhall.ca or call 250778-424-9900 for more information. Several volunteers step up each year to help with the Elf Program run by Nanoose Community Services (NCS) and once again the program made Christmas special for people who would otherwise go without. Main elf, Maureen Moore had several helpers and she said they were able to assist 244 people this year. The Elf Program has been supporting families and individuals in need who live in the small community of Nanoose Bay for a few years now. The Community Cupboard is the local food bank run by NCS and thanks to some generous neighbours it also helped make Christmas brighter for the needy this year. A large cash donation came from a small girl with a big heart. Seven year old Janel van Dongen whose grandparents operate the Springford Farm store on Northwest Bay Road said she had a spark of an idea and came up with what she called Hope Hot Choclit. She raised $425 on Dec. 22 and 23 selling gourmet hot chocolate complete with crushed candy canes, caramel syrup and mini marshmallows for $2 a cup. Another supporter of the Nanoose Bay food bank also helped out the organization this year. Dave Kasprick of the Red Cod Forge sold his hand forged sea stars during the Nanoose Bay Studio Christmas Crawl Dec. 13 and 14 and donated 100 per cent of proceeds to the local charity generating more than $600 for the food bank. The owners of Lefty’s restaurants in Parksville and Qualicum Beach raised $560 for the Salvation Army Food Bank at their annual Christmas morning breakfast in Errington. Held at fire hall number two the event saw neighbours gather for pancakes and more on Dec. 25. Joan and Bob Hodgson started the tradition 10 years ago at Englishman River Falls Provincial Park with just two Coleman stoves. After it snowed heavily one year they moved it to the fire hall and it is now a welcome event in the neighbourhood.

Carson Rockhill of the Hamilton Tiger Cats (second from left) didn’t get to bring the Grey Cup to his home town of Parksville but he delivered some inspiring words to the Ballenas Whalers football team. The former Whaler was the guest speaker at their December 15 awards banquet which saw Provincial all stars (left to right) Nick Cessford, Coltin Laplante and Steve Martin receive trophies for their performances this season.

The local chapter of Ducks Unlimited Canada (DUC) got an early Christmas present from the Parksville branch of RBC Dominion Securities, Dec. 16. (left to right) DUC director Wayne Pritchard and DUC co-chair John Hiebert accepted a cheque in the amount of $2,000 from RBC investment advisors Oliver Sayah and Mike Hoskins. The money will go towards ongoing conservations efforts by DUC in the Oceanside region.

Tara Kelsberg and Andy Maguire prepared some hearty soup and chilli December 17 at the Soupy Café. The weekly café is held each Wednesday at the Lighthouse Community Hall in Qualicum Bay from noon to 2 p.m. The hot lunch made with fresh ingredients is by donation or whatever you can afford. If you are looking for a place to meet up with your neighbours everyone is welcome to visit, play some board games or do crafts.

Seven year old Janel van Dongen (left) raised $425 for Nanoose Community Services with a hot chocolate stand at the Springford Farm store on Northwest Bay Road. She sold gourmet drinks with candy cane sprinkles and marshmallows. Two of her customers on Dec. 22 included nine year old twins Emily (left) and Caitlin (right) Andrew from Langley who were hanging out with their grandmother Trish Widdershoven.

Santa and his many elves, including Megan Edgeley (right) helped make Christmas in the Country at Tiger Lily Farm in Errington a memorable event. On December 23 seven year old Ava Carpenter decorated her own riding helmet for a pony ride in the festive riding ring. Several families enjoyed the tractor rides, craft making and a dress up station in the barn where they created their own manger photos with the friendly barnyard animals.

Official lefty Joan Hodgson, one of her young helpers Zaydi Zuydervelt (middle) and Bob Hodgson owner of Lefty’s Fresh Food fired up the grill on Christmas morning and served breakfast to folks in Errington. They flipped flap jacks, cracked eggs, and fried up sausages and bacon for the event which generated $560 for the food bank. This is the tenth year now that the Hodgson’s have been hosting the community event in Errington.

Oct-Dec: nude beach anyone? there into a nudist beach,” mayoral candidate Farinha suggested at the Craig Bay Residents Association debate. “The world is run by sex.” Nov. 6 Candidates vying for a seat in civic office faced off for a third time Tuesday night in front of more than 600 people at the Parksville Community and Conference Centre. Eighteen candidates — four for mayor, 14 for council — gave their views on the issues. The crowd thinned out considerably by the end of the night. The all-candidates forum was sponsored by the Parksville and District Chamber of Commerce and The NEWS. Nov. 11 The provincial government has no appetite to close one of Nanaimo’s two ferry terminals, Parksville-Qualicum MLA Michelle Stilwell said last week. BC Ferries CEO Jim Corrigan floated the idea of possibly closing a Nanaimo terminal and Horseshoe Bay in his report posted to the independent ferry commissioner’s website. Transportation Minister Todd Stone didn’t immediately reject the idea. “It then sorta exploded,” Stilwell told The NEWS last week. She said Stone then heard from her and fellow Island Liberal MLA (and cabinet minister) Don MacRae. “We stressed the importance of the ferry service — it’s critically important to the mid-Island,” said Stilwell. Stone then became more definitive with statements to the media. Nov. 13 The memory of Cpl. Nathan Cirillo and Warrant Officer Patrice Vincent were invoked as thousands of people gathered at three Remembrance Day ceremonies in the Parksville Qualicum Beach region on Tuesday. This year’s ceremony also marked the 100th anniversary of the start of the First World War and 75th anniversary of the Second as veterans and service members of all stripes where honoured. It was

silence and the laying of wreaths. Nov. 18 Teunis Westbroek remains the only person this century who can call himself mayor of Qualicum Beach. Westbroek won re-election Saturday with 2,901 votes, besting challenger Denyse Widdifield (1,597 votes). The town council Westbroek leads for the next four years will have a different look, and political make-up, than it did the last three sometimes-tumultuous years at town hall. Anne Skipsey topped the polls for council with 3,032 votes, followed by Barry Avis (2,547 votes), Neil Horner (2,165 votes) and Bill Luchtmeijer (2,049 votes). Luchtmeijer was the only incumbent councillor to win re-election as incumbents Mary Brouilette (1,732 votes) and Dave Willie (1,585 votes) were defeated. • Marc Lefebvre is the new mayor of Parksville. Lefebvre, a city councillor since 2002, earned 1,983 votes in the municipal election Saturday. His closest competitor, fellow councillor Bill Neufeld, garnered 1,072 votes. Parksville city council will have a new look for the next four years — with an increased female presence — but the only incumbents in the race safely secured re-election Saturday night. Sue Powell and Al Greir were both re-elected, Powell topping the polls with 2,095 votes and Greir second with 2,021. They will be joined on council by four people who weren’t at that table the past three years: Mary Beil (1,988 votes), Leanne Salter (1,430 votes), Kirk Oates (1,397 votes) and Teresa Patterson (1,344 votes). Nov. 20 It’s doesn’t get any closer. Incumbent Peter Johnston was on the outside looking in Saturday night after losing his Lasqueti seat on the Islands Trust board by one vote to challenger Timothy Peterson.

Nov. 25 Vancouver Island is a “bastion of strength for B.C. Conservatives,” according to party leader Dan Brooks. The provincial Conservatives, who hold zero seats in the Legislature, hosted their annual general meeting at Tigh-Na-Mara in Parksville Saturday where approximately 100 Conservative Party cardholders came together from all over British Columbia. Nov. 27 The Oceanside Health Centre (OHC) could be used as a training and research hub for students and medical professionals who want to focus on issues related to seniors, according to a paper submitted to a provincial government committee. That kind of activity at the OHC could also attract much-talked-about young families to the region, creating a positive economic spin-off, said Federation of Oceanside Residents Association (FORA) president Tom Davies. Dec. 2 Chris Hickinbottom, 51, was clinically dead for moments laying without a pulse in his Parksville home after his heart gave out unexpectedly. His girlfriend of 12 years saved his life in what she describes as “one of the scariest experiences” she’s ever had to endure. Dec. 4 Video evidence seems to confirm the Ballenas Whalers were robbed of a chance to play for the provincial championship this weekend at B.C. Place. An alleged blown call by a referee in overtime on a snowy, cold field at UBC Saturday night allowed the Mission Secondary Roadrunners to advance to the provincial final this weekend, leaving the Whalers football team in disbelief. Dec. 9 The grass might be greener on the other side of the border for Wildflower Marijuana. Parksville’s CAO Fred Manson has confirmed the city is “in negotiations” with Wildflower Marijuana, but he insisted nothing has been finalized. The Vancouver-based company may be setting up a medical pot operation in the heart of Parksville’s industrial park — if they get the green light from Health Canada. CONTINUED ON page A13

Coal application

D

oes the Compliance Energy Corporation need to put up or shut up in relation to their plans for a coal mine less than 50 kilometres from downtown Qualicum Beach? Does it matter to anyone that this proposal still lingers? In reality, Compliance can just sit in the background and re-submit its application to the provincial environmental assessment office (EAO) any time it desires. Or not. However, local residents, like the commodities markets, prefer certainty. Recent events are a far cry from the heady days of 2012 for Compliance and its proposed Raven coal project near Buckley Bay. Coal prices were relatively strong then and Compliance was getting public support from groups like the Parksville and District Chamber of Commerce. Compliance was preaching a sermon of employment, perhaps as many as 300 high-paying jobs. The company said it would fill these jobs with locals, not foreign workers. Those opposed to the mine spoke about trucks full of coal on our roads 24 hours a day, possibly through Qualicum Beach on their way to Port Alberni. Those opposed also spoke of the effect on the shellfish industry here and its estimated 600 jobs. Compliance went ahead and submitted its application to the EAO, the first of many steps before coal would be mined and trucks would be rolling. It was sent back to the company with a thud in May of 2013 — the EAO had dozens of questions. Compliance had not supplied nearly enough information. At the time, we wondered if Compliance was serious about this process. Why send such an incomplete document to the EAO? Regardless, Compliance said it would soldier on, gets the answers the EAO required and re-submit its application. Fast forward to the start of 2015 and Compliance has missed a number of self-imposed deadlines to re-submit to the EAO. We keep checking with them, they keep moving the date for re-application. It’s getting close to two years since Compliance first said it would re-submit “in a few months.” Perhaps Compliance is waiting for coal prices to improve. Perhaps it is waiting for higher unemployment numbers. Perhaps it knows it cannot sufficiently respond the queries of the EAO. Regardless, it would be nice if Compliance stopped the delay game — fish or cut bait. — Editorial by John Harding

Letters FIX MARTINDALE

ALMANAC Government Contacts PROVINCIAL:

Re: Martindale Road flooding. Experts like engineers, the highways department, fisheries, staff from the City of Parksville and the Regional District of Nanaimo etc., have failed to solve the flood problem. Martindale Road is not the main artery, it’s the only artery. What emergency has to occur before anything will be done? I’ve lived in the area for more than 70 years and have seen it much worse. Maybe locals should be consulted, seeing as everyone else has failed.

ing back to square one mean for the women we’re supposed to be talking about? How many more will go missing in B.C.? How many more will be buried, and how many more will we never be able to bury at all? Sisters. Mothers. Granddaughters. This is where we should start the conversation, and even this letter is a failure in that regard. For there is no more tragic fate than to have brought horrors to light and then change nothing in their wake. In our acrimonious and overly partisan political climate it is very tempting to begin at the wrong point.

FIX PROSTITUTION

SOCIETIES ACT

Editor John Harding’s Nov. 27 editorial begins at the wrong point. The conversation surrounding prostitution isn’t between the Liberals and the Conservatives. It is between the Conservatives and a unanimous ruling from the Supreme Court of Canada. In Canada v. Bedford, the Supreme Court said that we can’t pass laws which deal with a nuisance but end up jeopardizing the safety of citizens. The justices pointed out three parts of the Criminal Code which needed to change in the next year. Bill C36 introduced a handful of other provisions that are welcome and necessary, but kept all three parts of the Criminal Code as they were before, almost verbatim. There are several problems with this. Firstly, it’s a waste of money. Having the Supreme Court hear the same case about almost the same wordings will cost taxpayers millions of dollars. Secondly, it implies that legislators simply chose to ignore a unanimous Supreme Court decision. Finally, if the court ruled based on evidence that the old law makes a “risky, but legal activity” unreasonably dangerous, what does go-

I support the province’s proposed new legislation that will change the B.C. Societies Act, to be used as a legal alternative to hold a non-profit organization (NPO) responsible for their actions and to be used only after all other attempts to resolve a situation are exhausted. My support is based on the fact that currently there appears to be no control over how an NPO spends the funds entrusted to them. Currently, an NPO can make major capital expenditures, for fixed assets, such as buildings and land improvements, located on private property (land), in which the NPO has no recorded equity. I have recently contacted the B.C. Registry Service, the agency that governs B.C. Societies (NPOs), and asked the following question: does the B.C. Society Act allow a B.C. registered NPO to make expenditures of NPO funds for major capital expenditures such as buildings or land improvements, located on property (land) in which the NPO has no legal equity or claim? This is the reply that I received: “The B.C. Registry is a repository for filed

documents required by the Society Act, but is not authorized to interpret or enforce the Act or investigate a society. I would refer you to Part 4, section 32 of the Society Act regarding investment of society’s funds. The information you are seeking is not what we are able to provide. I would suggest you check with a chartered accountant.” The chartered accountant suggested that I contact the auditor of the NPO. The answer seems to indicate that there currently appears to be no legal accountability for an NPO to practice “due diligence” in managing the assets of an NPO. I assume that the proposed new legislation could be used as an alternative to hold NPOs accountable for their decisions and actions.

PEACE ON EARTH Peace on Earth, as our bombs drop on Iraq, but of course, we finished an adventure in Afghanistan, so to speak. Our Canadian government keeps the militaristic superiority going in another Third World Nation. (Prime Minister) King (Stephen) Harper, on what dangerous path are you taking this nation? It is quite clear you enjoy these risky adventures with your buddies, the French, Americans, Brits, Australians, etc. Could you please tell us the monetary cost of these bombing monstrosities; your buddies are transparent and let their citizens know. I am sure if we tally the enormous cost of these ludicrous wars, we could have better social programs in Canada, doctors, education, etc. What happens to all of those who died to have a lasting peace on Earth? 2014 — YEAR IN REVIEW

Oct-Dec: storm forces evacuations CONTINUED FROM PAGE A9

Dec. 11 A severe storm pelting the Island with heavy rains and wind has resulted in evacuations, power outages and elementary school students being pulled out of classes. Seven people and three pets were rescued Tuesday night after a State of Local Emergency was declared by the regional district for Parry’s RV Park on Martindale Road, located on the banks of the Englishman River. Arrowsmith Search and Rescue’s Michael Addiscott said there have been no reported injuries from the flood. He said crews were called to the scene at approximately 5:30 p.m. Dec. 16 In the 72 years he has lived on the shores of the Strait of Georgia near French Creek, Joe Stanhope says he has never seen a tide surge and flooding like the region experienced last week. However, this is nothing new to the people who live in Parry’s RV Park off Martindale Road on the banks of the Englishman River — seemingly every time there’s a heavy rain, there’s flooding. “Enough is enough and families can’t go through this,” said park resident Marilyn Mitchell. “It’s an ongoing problem in this area and nothing is being done about it.” • Dozens of non-profit

organizations are up in arms about the B.C. government’s proposed changes to the Society Act, which critics are calling “non-democratic.” In August, finance minister Mike de Jong released a white paper outlining a new Society Act which includes a controversial section 99 that has become disconcerting for those in the non-profit industry. Dec. 18 Craig Street merchants want to spruce up their street and they asked Parksville city council for help on Monday night. Business owners Barry Evans and Shellie Atwood told council they have been frustrated in their efforts to work through the Parksville Downtown Business Association (PDBA). “Basically, we were told by the PDBA that they are not available to help,” said Evans. “We were told to do it ourselves.” The PDBA is funded through a bylaw that allows the city to collect a levy from downtown businesses, turning the money — $155,000 this year — over to the association. Dec. 23 The Island Corridor Foundation’s plan to re-start passenger rail service is now in the hands of the B.C. Safety Authority. “The ministry has completed its review of the Island Corridor Foundation’s business plan,” a B.C. Ministry of Transportation official told

The NEWS last week. “The B.C. Safety Authority has engaged a consultant to review the upgrade plan. Viability of the service requires that both plans be considered together because financial predictions in the business plan will depend upon the upgrade and long term maintenance requirements.” Passenger rail service was suspended in 2011 due to unsafe track conditions. Dec. 25 The SOS Caring for Kids at Christmas Campaign is well below their fundraising goal this holiday season, but there is still time to help needy families in Parksville Qualicum Beach. As of Monday morning, SOS had raised $82,380 toward its goal of $115,000 to help provide a special Christmas for around 900 registered families. Dec. 30 Compliance Energy didn’t get any coal for Christmas. Stephen Ellis, Compliance’s CEO, said the company will not make its latest self-imposed deadline of Dec. 31 to get an application submitted to the B.C. Environmental Assessment Office (EAO) to open a controversial coal mine less than 50 kilometres from downtown Qualicum Beach. Asked when people can expect an application to be submitted, Ellis told The NEWS “early next year.”

JANUARY 4 IN QUALICUM BEACH

Dimes will re-start House of Music series

Couple learned to finance their travels by playing music JESSICA SKELTON reporter@pqbnews.com

Christmas brought a wanted present to Mike and Doreen Mallon of Lazy Mike’s House of Music this year. Thanks to some help from their landlords, the couple was able to restart their House Concert series after having to shut it down last month. “It was nice,” Mike said of the help. On Jan. 4, the venue’s comeback concert will feature the Dimes. This West Coast based trio features Kevin Falkenburg on rhythm guitar and vocals, Shannon Michele on percussion and Robert Francis (A.K.A Big Bobby Francis) on lead guitar and vocals. According to Falkenburg, the group formed around four years ago, but the members still don’t play together all year-round.

Port-Alberni born Falkenburg and his girlfriend Michele now spend most of their time on the road. “Shannon and I always really loved travelling,” he said. “We don’t spend much time here anymore.” Along with their instruments, the couple have travelled around the world including to the Caribbean, Costa Rica and Colombia. They’ll also be headed to Portugal the day after the concert and will travel southern Europe until summer. Falkenburg said this is made possible by the fact that the couple discovered how to finance their travels by playing music. Their travels have also greatly influenced their music. Falkenburg said they’ll often play with other musicians on the road. “It definitely rubs off on you,” he said. Whenever the couple come home to the West Coast, however, they join forces with Francis. He and Falkenburg have played together for nearly 10

years. And when the Dimes knew that they’d all be on Vancou-

ver Island for the holidays, they got ahold of the Mallons to organize a concert. “I’ve known

Rob for 20 some odd years,” explained Mike. See LANDLORD, page A18

SATURDAY AT THE SHADY

Sullivan performs on a different kind of stage

JESSICA SKELTON

reporter@pqbnews.com

There’s a reunion happening at the Shady Rest Restaurant & Pub this weekend and everyone is invited. The Jazz Swingers, the venue’s original Saturday night band, is back for a night of live music Jan. 3. “We’re all looking forward to our Shady reunion gig,” said vocalist Rosalee Sullivan. According to Sullivan, the Jazz Swingers formed four years ago to start playing on Saturday nights at the Shady. She said it all started when the pub’s manager

Tom Saunders, who also happens to be her first-born son, decided to have musical entertainment at the restaurant and asked her to put a band together for the regular gig. So Sullivan, who has performed in the past with Bard to Broadway and ECHO Players, called on some local musicians with plenty of performance experience to join her. Sullivan said that the Jazz Swingers played Saturday nights until the roster of bands wanting to play the Shady increased and Saunders was able to start a rotation. “It’s been a couple of years since the Jazz Swingers played the

Shady,” she said. However, according to a news release, the full Jazz Swingers roster will be on hand this weekend. Colin Campbell, who has lived on the Island for several decades and has worked in a wide variety of groups from concert bands to jazz duos, will be on vocals, trumpet and flugelhorn. On saxophones willl be Claudio Fantinato, who has played with big bands, small jazz ensembles, musical theatre groups and more over the past 25 years. Gary Hodi will join on piano and vocals, and Doug Gretsinger, who has worked extensively in the Toronto area, will bring his bass.

Finally, Wayne Finucan, who has played with jazz guitarist Lenny Breau, will play percussion. Also joining will be Bill Cave, a long-time Island entertainer who plays with The Desperation Band. Sullivan said Cave was originally part of the group, but will be joining them on-stage as a guest this time around. As before, the Jazz Swingers will play a wide range of music that draws on a variety of musical genres, including swing, latin and bop blues. The group will play Jan. 3 from 7-11 p.m. at the Shady Rest in Qualicum Beach. For more information, call the pub at 250-752-9111.

Some serious Celtic credentials JESSICA SKELTON

reporter@pqbnews.com

Strings will sing in Qualicum Beach this month when Scottish fiddle-player Alasdair Fraser and American cellist Natalie Haas return to town for a concert on Jan. 15. “They are world class musicians,” said concert promoter Joyce Beaton. Fraser has a long list of credentials. According to his website, his music has been included on top selling Celtic and New Age compilation albums, totalling nearly two million in combined sales. He also has been featured on over 100 television and radio shows in the UK, and on several nationally-broadcast programs in the U.S., including CBS Sunday Morning, NPR Morning Edition, A Prairie Home Companion, and The Thistle & Shamrock. Fraser has made guest appearances with groups such as the Los Angeles Master Chorale, The Waterboys and The Chieftains, and as featured soloist along with Itzhak Perlman at New York’s Lincoln Center. His film credits include solo performances on the soundtracks of several ma-

jor films, including The Last of the Mohicans and Titanic. Now based in California, he also directs the 100-member San Francisco Scottish Fiddlers orchestra. While the younger of the duo, Haas also has plenty of experience playing Celtic music. According to her website, this graduate of the Juilliard School has appeared on over 50 albums, including those of Cape Breton fiddler Natalie MacMaster, Solas and Liz Carroll and Americana icon Dirk Powell. She has also taught

at the Berklee College of Music in Boston. She is currently based out of Montreal. Together, Fraser and Haas have toured throughout Canada, the U.S. and Europe. The concert is Jan. 15 at the Qualicum Community Baptist Church and starts at 7:30 p.m. Tickets are $25 and available at Divas Vintage Kandy & Kakes. According to Beaton, there is also a workshop in the afternoon on melody and rhythm instruments. For more information on either event, call Beaton at 250-752-1162.

As mentioned, however, this concert nearly didn’t happen. On Dec. 8 last year the Mallons had announced that the House of Music would shut down indefinitely as of that date and that all concerts, including the Dimes, would be cancelled. “Unfortunately it wasn’t sustaining itself,” said Mike. However, they received “a great Christmas present” from their landlords: reduced rent until the venue gets on its feet. “They’ve been super,” said Mike. “We’ve learned … found out what worked,” he added, saying that they are currently rescheduling concerts and will make some small changes over the next few months to ensure the series sustains itself. The Mallons started their House Concerts at Lazy Mike’s House of Music in July after attending a show in a similar setting. “We had such a

good experience with it that we wanted to share it,” Mike said, calling the concerts “intimate” and “laid-back.” This will show at the Dimes’ concert, which Falkenburg said will include many stories about the original songs — which are a fusion of blues, rockabilly, funk, rock and folk — they’ll be singing. They’ll also include “two or three covers,” most of which were written by their friend’s bands. Lazy Mike’s House is located at 961 Clarke Road (Sandhill Market) in Qualicum Beach. Tickets to the Dimes’ Jan. 4 show are $12 at the door, though tickets can also be reserved by phone at 250-594-9951. Doors are at 6:30 p.m. and music starts at 7 p.m. There will also be $3 eats and treats available for purchase during the show. For more information, you can e-mail: lazy-mike@hotmail.com

Emily was predeceased by her devoted husband, Howard and very dear sister, Ann. She will be lovingly remembered by her children, grandchildren, great grandchildren and her cherished friends. Emily was an incredibly kind and loving person who will be missed by all. She faced her last days with grace and dignity and is now at peace. You are forever in our hearts. To send a condolence to the family please visit www.yatesfuneral.ca YATES FUNERAL SERVICE & CREMATORIUM (250-248-5859) in care of arrangements.

Ronald Keith Lindsay L.D.S., D.D.S., M.S., F.R.C.D. (C) October 4, 1924 – December 12, 2014

With great sadness we announce the peaceful passing of R. Keith Lindsay, age 90, on December 12, 2014 in Qualicum Beach, BC. Deeply loved by Kaye (Kathleen), his wife of 64 years, his children Geoff (Patricia), Mary (Malcolm Orr), John (Heather Wright), Christine (Tom Anderson), grandchildren Kyle, Greg (Tenille), Eric; Heather Orr (Burton Middleton), Andrew Orr, Robert Orr; Alastair, Iain; Isabella Anderson, Madeleine Anderson and great grandson Liam Middleton. Keith was predeceased by his brothers Bill, Rod and Barrie, and his grandson Keith. He is remembered with much love by his younger sister Helen. Keith was born in the West Point Grey area of Vancouver. Keith and his siblings raised 21 children which provided the nucleus for many memorable Lindsay Clan gatherings. The Family Christmas parties were a special highlight where Uncle Keith played a starring role as Santa Claus. Keith graduated from the University of Toronto Dental School in 1947 and completed graduate training in Oral Surgery at the University of Michigan in 1954. Keith then returned to Vancouver and established a successful oral surgery practice. During his professional life Keith was an accomplished and dedicated dentist and was one of the first Oral and Maxillofacial surgeons in Vancouver. He was active in many local, national and international dental societies. He was very involved with teaching at UBC where he was an Assistant Clinical Professor in the Faculty of Dentistry. Keith played an important role in establishing the first VGH Dental Clinic. He was also on staff at the BC Cancer Agency, Children’s and Shaughnessy Hospitals. Kaye and Keith retired to Dorcas Point on Vancouver Island in 1993. Keith continued to be active with family and friends; fishing the local waters, improving his handicap at Fairwinds and tending to his and Kaye’s bountiful garden. Keith will be remembered for his devotion to family; kind gentle smile; building woodpiles at Dorcas and his love of travel with Kaye. The family wishes to extend their gratitude to the staff at The Gardens in Qualicum Beach for their compassionate care over the past three years. In lieu of flowers, donations can be made to the Alzheimer Society of BC. A service to remember and celebrate Keith’s life will be held at St. Stephen’s United Church, Qualicum Beach on Saturday January 17, 2015 at 2 PM. Reception to follow.

KWALIKUM BASKETBALL

Kondors kick Trail Blazers 79-13

Good Qualicum Beach senior team keeps getting better, limiting turnovers with deep bench T YSON TAYLOR sports@pqbnews.com

The Kwalikum Secondary School senior boys basketball team continued their impressive run so far this season, with another victory before the Christmas Break over Nanaimo Christian School. The Kondors came out flying and didn’t look back. In a game that didn’t really seem in doubt from the opening tip, the Kondors would go on to win this one by a final of 79–13. According to head coach Butch Gayton, it was a good time to see what the bench players could do when given ample playing time. “We got a real good Our entire team has been look at our bench getting better with each players,” Gayton said. “They came in the game and it’s really starting to show. game and played very well. We took care of BUTCH GAYTON the ball and executed at both ends of the floor, so it made life a little tough for the other team.” “We know that not every game is going to end up being like this one was, but having the chance to see that our bench could get out there and do what our starters are consistently doing was nice to see.” It’s the consistency that has allowed the Kondors to have early success so far in their season and they will look to have more of the same in the New Year. “We’ve been playing real well and we’re hoping for more of the same,” Gayton said. “Our entire team has been getting better with each game and it’s really starting to show.” “We’re taking care of the ball, really limiting our turnovers and causing a lot of turnovers for the other team. When you start doing that, things come a lot easier to you and it makes the game a lot easier to play.” The senior boys took part in the alumni tournament December 27 and 28 at KSS, which they won last year.

LACROSSE

Local lacrosse players taking talents elsewhere Some nearby teams, full of Oceanside talent, are heading for a shot at the provincials T YSON TAYLOR sports@pqbnews.com

With numbers on the lower side this year, a handful of lacrosse players from the Oceanside area are taking their talents elsewhere to continue playing this season. At the start of their season, Eric Thompson, Taylor Hutchison, Sterling McCullough and Garrett Bell all headed up to Campbell River to join the North Island Rage. Since joining the team, the group of four has become a trio as Bell suffered a broken leg and will miss the rest of the season.

Thompson, Hutchison and McCullough continue to play for the Campbell River side, holding on to top spot in the U-16 division. With provincials slated to take place in Burnaby starting in February, the team is bound to battle for a shot at being crowned the best in B.C. Another group of players, playing the in U-14 division, are Tyler Smith, Leino LeStage, Arthur Miller, Derian Thompson and Jasmine Shafi. The Mid-Island Lightning is currently sitting in first place in the U-14 division and is also poised to make a run during the provincials, also in Burnaby.

driveway More sizzle for your money By Zack Spencer

zack.spencer@drivewaybc.ca When the original Nissan Murano was introduced in 2002, it was one of a number of car-based crossover vehicles that helped build the mid-size family SUV category. What that original model had was a unique take on design that made it stand out from the crowd. Here we are in 2015 and Nissan wants to recapture some of that original sizzle with this third generation Murano. With a bold, eye-popping design that looks like nothing on the road, this latest model has a sharper price, an upscale interior and refined ride that Nissan believes will appeal to the baby boomers this vehicle is targeted at. Looks Since the 2015 Nissan Murano is just about to hit dealership floors, the Napa region was the first in North America to get to see it. By the reaction from other drivers on the road, this mid-sized people mover gets a lot of attention. The bold front design now incorporates the headlamp treatment that will start to migrate across its other vehicles, like the new Maxima coming soon. The wedge shaped look is referred to as a boomerang and it is mimicked in the rear lights as well. Both the front and rear have LED accents and the main headlamps are LED on the top trim levels. The other design highlight is the roof, that looks like it is floating thanks to a blacked out rear windows and roof pillars. This design also features curvaceous rear hips, making the design modern and stylish. Now sold as front wheel drive (FWD) or all-wheel drive (AWD), and priced from $29,998, the Murano is an option for many potential buyers. It is too bad that only the top Platinum model comes with 20-inch wheels, all the other trim levels are fitted with 18-inch wheels. Inside The interior is a reason that many people will consider this product, not just affluent baby boomers. The design is simple but looks upmarket; the Murano might be an alternative to buying a Lexus RX350, for less money, or a young family wanting something more upscale than a compact SUV, for not much more money. The dash and surrounding materials all looks first rate.

The trim that looks like wood isn’t, rather a plastic that mimics wood but some might think it feels cheap but it certainly looks good. The base $29,998 (FWD) S-Trim isn’t base at all thanks to heated front seats, Bluetooth, navigation, backup camera and satellite radio. The next model up is the $32,998 (FWD) SV and it adds a power driver’s seat, huge moon roof, a power lift gate and heated steering wheel. There is also the $38,398 (AWD) SL that includes leather seats, Bose stereo and more or the top $43,498 (AWD) platinum that amps up the goodies to include heated rear seats, cooled front seats, 20-inch wheels and a host of safety features. Drive The 260hp 3.5L V6 engine is a carry over from the last model but the body of the new Murano is 66kg lighter. This and a modified continuously variable transmission (CVT) helps to improve fuel economy to 11.2L/100km in the city and 8.3L/100km on the highway, using the new, stricter fuel ratings for 2015. The tuning of the Murano is very relaxed, almost luxury-like. The steering is very easy to operate; some might find it too light. The pace at which the CVT works is very subdued, meaning the car wants to be in the low RPM range to help extract the best economy but when pushed it can take a while to wake the car up. To get around this there are now set shift points in the CVT that can be accessed through the transmission’s manual mode. It would be better to have a sport setting for the CVT but it isn’t offered. Verdict Overall the packaging of the 2015 Murano is very good. The interior has plenty of room for the front and rear passengers and the seats are comfortable. The cargo area is big and the square shape of the hatch makes loading easier. Shoppers of premium brands who want a refined ride and interior for less money should consider the higher trim levels. This new Murano will certainly get attention for its exterior styling, but dig deeper there is more to this product than just an attractive look, there is value and comfort that is available to a wide range of potential buyers.
