Plan to take the plunge in PoMo New Year’s Day
Care to start the new year with a refreshing dip in the ocean? The Pleasantside Community Association hosts its annual Penguin Plunge at Port Moody’s Rocky Point Park on Jan. 1. You can dress up in a silly costume — or, if you dare, don a bathing suit — for the chilly swim. Registration begins at noon, with the event starting at 1 p.m. at the boat ramp next to the pier. Admission is $5, cash only.

Take Tri-City Xmas lights tour THE HOMELESS
Homeless over the holidays Shelter had to turn away 7 on one cold night DiAne StrAnDberg The Tri-CiTy News
The holiday spirit was expected to be in abundance on Christmas Day at St. Andrew’s United Church in Port Moody, where up to 30 people were to enjoy a turkey dinner and a hot breakfast after spending the night on a mat on the basement floor. Served up by volunteers and clients of the
Hope for Freedom Society (HFFS), some of whom may have been homeless themselves in the past, the meal was full of traditional delights, including turkey, ham and scalloped potatoes, and there was also music as well as gifts from thoughtful donors. “It’s a hard time of year for a lot of people and I think our clients are no exception,” said Andrea Corrigan, an HFFS volunteer and food coordinator, “but they seem to be in good spirits and are happy to have somewhere to go.” see HOt tUrKEY, page A7

on Jan. 1, this can be part of an New Year’s resolution to help others. “It’s the most important gift readers can give this year — it is the gift of life,” said David Patterson, director of donor relations for
British Columbia and the Yukon. New Year’s Day is a holiday for many, and giving blood is not the first thought for some celebrants, but Patterson said the clinic that day shows
how important it is to give blood because “every minute of every day someone in Canada needs blood, the need doesn’t go away on holidays.”

THE FIRE
In December 2013, a fire destroyed the Mossom Creek Hatchery. This is what happened after that in 2014: n Winter 2014: Design workshops are held and, eventually, a two-storey building with a green roof is decided on. Volunteers work to clean up the site and get rid of the burned materials. n Spring 2014: Fundraising is underway from a variety of sources — even children donating the proceeds from selling bracelets to Mossom Creek hatchery. In all, approximately $1.2 million will be raised for construction and equipment. n Summer 2014: After an official groundbreaking, construction begins, with form work and concrete pouring provided by Lafarge Canada. n Fall 2014: Full steam ahead for construction, with the first and second floors poured, walls insulated and plumbing installed for tanks and equipment. Salmon made their way up the creek, including chum salmon, which left their remains to provide nutrients for other plants and animals. n Winter 2014/’15: Despite weather-related issues, the creek itself ran high and work continued with an eye to a spring 2015 opening.

Mossom rebuild project is ahead of schedule
T
he re-building of Mossom Creek hatchery in Port Moody is an example of community resiliency and co-operation with nature as the driving force, says Rod MacVicar, a cofounder of the facility.
Just over a year has passed since a fire razed the building that had welcomed thousands of nature lovers, stream stewards and students but in
12 months, a new building has risen from the ashes, built by volunteers with donations and in-kind support from individuals and businesses, and all
levels of government. “Although restricted in budget, it in no way diminished the final product,” MacVicar said on the eve of the one-year anniversary of the Dec. 11 fire. “I think Mossom 2.0 is worthy of some sort of special architectural recognition for the way it reflects its purpose and the environment it is well set into. “The building’s first storey communicates a
strength and ruggedness, just like a rocky stream base. We wanted a solid foundation for our future. This base has built into it the functionality of a gravity driven stream full of fish. A creek runs through it.” Among the highlights of the reconstruction were the design workshops held in January, community donations from groups as small as school children and as large as Lafarge Canada,
which donated approximately $150,000 in concrete and form work. There was also a ground-breaking ceremony in July and a fundraiser in August, and the placement of the first and second floor this fall and a roof this winter. As well, Imperial Oil donated a grant of up to $75,000, to which the provincial government contributed $35,000 for outfitting the building.
“We are ahead of schedule,” said volunteer project manager Pat Dennett, who expects to have the hatchery running shortly and an occupancy permit for the spring of 2015, although work and fundraising are still needed for furniture, equipment and landscaping. THE HOMELESS
Hot turkey & a warm bed Dozens of people have been spending nights at the church in recent weeks and on one recent night, 37 people showed up — but there was only room for just 30. “We had to turn them away,” said Rob Thiessen, HFFS managing director, who said the higher numbers are putting a strain on staff, church and community volunteers, and resources, but “we’re getting it done.” There is no clear explanation for the surge because overall Metro Vancouver’s homeless population has been relatively stable but Thiessen said people are coming to the Tri-Cities from other regions where shelters are full, such as Maple Ridge, where the Salvation Army runs Caring Place, which has 25 shelter beds available plus 15 beds of transition housing. “It’s apparent to us over the last number of years that Tri-City has been able to dramatically grind down its homeless population where surrounding communities have not,” Thiessen said. “We are surrounded by homelessness in communities. It is now filling the gaps that we’ve made in lowering ours,

Andrea Corrigan, the Hope for Freedom Society’s volunteer co-ordinator, and Rev. Julie Lebrun of St. Andrew’s United Church in Port Moody prepare for Christmas at the church, where about 30 people were expected to be treated to a full turkey and ham dinner and a safe, warm night on a mat on the floor of the church basement. we’re going to see movement from time to time.” He credits the drop in the Tri-Cities’ homeless population in recent years to the hard work of two outreach workers who manage to find homes for some people or are able to move those struggling with addiction into HFFS recovery
programs. HFFS runs six recovery houses for men and one for women, with a total of 75 beds for people who want to kick their addictions (clients pay a per-diem rate with income assistance, personal funding or health care plans but 15% of funds are raised through

donations to cover the costs of people who have no money). Thiessen said it’s not enough for the region just to shuffle its homeless population from place to place. Ultimately, the root causes of the problem need to be addressed. “Just slapping up shelters is not necessarily the answer,” Thiessen said. “I think it’s important, it’s a good triage stop-gap,” but he says a more thoughtful approach not just a shortterm solution is needed. “Our main goal is get

them off the street, not to shelter them and feed them,” he said, noting that outreach workers have found housing for 25 people since the bridge shelter opened on Nov. 1. But for those who still haven’t been able to make the transition and for whom life is a struggle, there is a warm bed and a hot meal at St. Andrew’s United, which has become a true sanctuary, in the best tradition of Christmas. dstrandberg@tricitynews.com @dstrandbergTC
ADDICTION
Lack of addiction treatment flagged A blue ribbon panel on crime reduction has urged the province to concentrate even more on the few prolific offenders who commit most offences and expand drug addiction treatment and services for the mentally ill. Chaired by Abbotsford South MLA and criminologist Darryl Plecas, the panel appointed by Justice Minister Suzanne Anton also urges the province to appoint a senior crime fighting leader to get different agencies to work better together. The province has already passed legislation that will allow it to force holdout municipalities to join specialized policing teams, such as the Integrated Homicide Investigation Team.

“It took me a really long time and I got really depressed,” he said. Friends dropped off inflatable Christmas displays — a snowman here, a penguin there — and a pack of them showed up one night to help with the installation. “They basically came over and drank my beer and ordered pizza and then they left,” he said with a laugh. He had some help winding the 25 strands of lights

But among the singing Christmas tree, the Santa on a John Deer lawnmower, the Mickey and Minnie Mouse in a snowball fight and the snowmen playing hockey — not to mention the more than 6,000 lights that blink in time to a Christmas soundtrack — is

thing... And I’m terrified of heights so I always conned him into doing the high lights,” Birakowski said and, much like Christmases past, there were some tense moments, a bit of yelling and much snickering on the kids’ part. It was always in good fun, though, and was just one of the many things Birakowski father and son enjoyed doing together. This year’s lighting, however, was a different story. After a nearly year-long battle with liver cancer, Robert Birakowski passed away in February. Dwayne Birakowski knew he wanted to make this year’s light display bigger and better than ever in honour of his dad, and started plugging away on sunny days in October. But it wasn’t the same.
spend his days watching the world go by and chatting with the neighbours, is all lit up. Birakowski even made a wooden sign with the word “Grandpa” done up in lights, that the kids — nine-year-old Adrianna and seven-year-old Brendan — got to write messages on. “Christmas has always been the best time of year, growing up and even now,” Birakowski said. “It reacquaints me with my childish side, and I love seeing people coming up and getting a big kick out of the lights.” “His dad was like that too,” added his wife, Famena Birakowski. “Always making people happy.” In lights and in life, like father like son. • The Birakowski’s lights can be seen from the back alley of 512 April Rd., Port Moody (off Parkside Drive).
✂
Few things mark the start of the holiday season like the process of putting up Christmas lights. Once they’re up on the house and turned on, they are an instant harbinger of merry good cheer. But for anyone who has battled rickety ladders, tangled balls of wire and half-lit strands to get the job done — bound up, as the process is, in neighbourhood oneupmanship and Griswoldesque catastrophes — getting there is often fraught with peril, frustration and some fairly salty language. Dwayne Birakowski knows the process well. The Port Moody man remembers Christmases as a kid, when his dad and uncle would wage war with the lights each year. Once it was done, the entire house would be festooned with blue lights and anything else that could be lit up was covered in green and red. Getting there, however, was no easy task, with plenty of yelling between the brothers. “We lived in Vancouver at the time and dad was this 300-pound man in the air putting up lights,” Birakowski recalled. “It was highly amusing.” So when it came time to festivize the April Road house Birakowski and his family moved into 11 years ago, dad Robert Birakowski, who lived with them, had a few things to say about it. “I took over the operation but he was the foreman, he dictated every-

OUR OPINION
Perfection... and peace i
t is all too easy to get caught up in the panicked race to create the perfect christmas. bombarded by imagery of idyllic homes and happy families, we sometimes lose ourselves in a pursuit that’s always going to be a little out of reach. and while there’s nothing wrong with trying to make the holidays memorable for us and our loved ones, perfection is a mighty high pillar to climb. besides, christmas isn’t about perfection. certainly the first christmas was hardly ideal — the accommodations were a little rough and the timing could have been better. since then, we’ve all experienced holiday disasters — overcooked turkeys, broken decorations, family feuds. and yet there were likely still smiles, still stories to tell and memories to savour. yes, the christmas season can be chaotic. but it’s up to us to slow it down and make our own peace on earth.

Do you think you will have stayed within your budget for Christmas presents and celebrations this year?

will you be supporting a 0.5% increase in sales taxes in the Lower Mainland to pay for improved transit?

t’s that time of year when b.c. politicians should start thinking about some new year’s resolutions for a bit of self-improvement. in the spirit of giving, here are some ideas for b.c. politicians to consider as they set their resolutions for 2015: • Do the shuffle: in keeping with the season’s “out with the old, in with the new” theme, a cabinet shuffle is overdue. but a real one — trading deck chairs between andrew Wilkinson and amrik Virk a week before christmas doesn’t count. and what was Premier christy clark thinking when she put Virk in charge of technology, innovation and citizens’ services as a political demotion, when technology clearly wasn’t his strong suit at kwantlen university? Virk needs some shifts in the minors, not a far seat at the cabinet table. todd stone would likely appreciate a new portfolio after the s.s. minnow —err, mV nimpkish — affair. bet mary Polak might prefer a change, too. and talking about trading deck chairs, how about andrew Wilkinson for Justice and suzanne anton for advanced education? • Remember: the secret to surviving is knowin’ what
TC
to throw away and knowin’ what to keep: back in 2011, the b.c. government predicted that the first liquefied natural gas plant would be operational by 2015. doesn’t look promising. despite cutting its proposed income tax on the lnG industry in half and inking agreements with china to facilitate the use of foreign workers in b.c. to help build the facilities — that is, if they’re built here at all and not just floated in — it’s doubtful anyone from government will be cutting the ribbon at an lnG plant any time soon. but there’s one take away lesson from this: if you’re going to play cards with the high rollers, it doesn’t hurt to know the rules. • Stop counting your chickens before they’re hatched: a quick review of Petronas headlines sums this one up well: “Petronas LNG pullout threat just a negotiating tactic: Premier” (sept. 25), “Petronas warns of possible delay of $11-billion B.C. LNG project” (Oct. 6), “B.C. in ‘good shape’ to close $10-billion LNG deal: Premier” (dec. 2), “Petronas defers decision on $36 billion BC LNG project” (dec. 3) and “Christy Clark says Petronas LNG project
is a ‘done deal’ despite delay” (dec. 8). yes, folks do want to know what’s going on, but not if it makes them dizzy. • Stop stating the obvious: back in august, energy and mines minister bill bennett had this to say about the tailings pond breach at mt. Polley mine: “this is a serious incident that should not have happened.” Very true, that. in november, health minister terry lake called the decision of the bc cancer Foundation (a registered charity) to top up the salary of the former head of the bc cancer agency (a government body) “questionable.” at the very least. and here’s what b.c. lottery corp. chair bud smith said in reaction to a government audit of bclc that found a move to cut staffing costs ended up costing $25 million instead: “the execution wasn’t good.” you don’t say. stating the obvious can leave you open to ridicule, unless it’s accompanied with a sincere mea culpa and a genuine promise for improvement. happy new year.

SCHOOL DISTRICT 43
Some severance
BLACK PRESS FILE PHOTO
TransLink oversees more than just the bus SkyTrain system, says letter writer J-L Brussac, who points out that the regional transit authority oversees roads and bridges, including the Pattullo Bridge.
The Editor, Re. “117 in six figures in District 43” (The Tri-City News, Dec. 17). The above-referenced story includes information on the severance package paid to former School District 43 secretary-treasurer Richard Humphreys. Severance denotes a complete separation of the employer relationship. Severance packages are for employees who have been laid off, not voluntarily resigned.

The Editor, Re. “Show her the study on water” (Letters, The TriCity News, Dec. 19). Letter writer Sarah Strom wrote that she’s skeptical that people living in a condo or townhouse use half the water of a singlefamily house. The single-family home likely has front and rear
The question that begs an answer is this: When keeping the former secretary-treasurer on the payroll, was he receiving full benefits, such as medical, vacation and pension contributions and service? If that is the case, there is an additional cost of 30% for benefits. The total cost for paying the secretary-treasurer for 18 months would then be approximately $230,000 plus 30%, if benefits were provided. The resignation could
not have come at a worse time as the former secretary-treasurer was probably the most knowledgeable person to explain the large deficit the district was in. It is a pretty rich resignation package when you consider a 35-year CUPE employee whose position is eliminated receives six months’ severance pay. The former secretary-treasurer worked here just over three years. Dave Ginter, President, CUPE Local 561
TransLink is more than We need water meters just transit – roads, too want to pay that tax because they never use transit. Don’t they know that TransLink is not just buses and SkyTrain but, also, bridges and roads? Do they like being stuck
on a slow-moving freeway because we have a transit system that is too small for a metropolitan area with 2.5 million people? I don’t have a car by choice but don’t mind pay-
ing for the freeways. I don’t have children but don’t mind paying for schools, teachers, etc. (never mind, your kids will eventually pay my pension). J-L Brussac, Coquitlam

secondary suites whose occupants consume water, too. The Tri-City municipalities should have a program to install water meters in all homes in order to charge for actual water consumption. Water meters would encourage conservation and provide fair billing. D.B. Wilson, Port Moody

THINGS-TO-DO GUIDE: DEC. 26 – 28
Keep the festive spirit going with a tour of Tri-City lights
SARAH PAYNE
THE TRI-CITY NEWS
With the shopping, cooking, eating, gifting and visiting all done, this Boxing Day weekend may well be the most relaxing you’ve had in ages.
Friday, Dec. 26 HIT THE SHOPS
Didn’t get enough of shopping before Christmas? Well if you’re not too busy digesting all that turkey and sorting wrapping paper into the recycling bin, head out for some shopping to snatch up some Boxing Day deals.
KEEP THE LIGHTS ON
Unwind from the Christmas festivities with a tour of some of the Tri-Cities’ coolest light displays. Kids of all ages will get a kick out of the elaborate light display at Coquitlam’s Town Centre Park at Lafarge Lake, and be sure to see more lights at Spirit Square (3000 Burlington Dr.) and at the Inspiration Garden (Guildford Way and Pipeline Road). There are also several homes throughout the Tri-Cities that have been decked out to help you deck the halls; visit www.tricitynews.com for a full listing.

HIT THE GYM
Why not get a jump start on your New Year’s resolutions? You know, the list that always starts with getting in shape? City recreation facilities — including gyms, weight rooms and pools — are open for regular business hours today and tomorrow.
WIGGLE IT
If your toddlers are showing signs of cabin fever the Port Moody recreation centre can help them get the wiggles out. Jungle Gym (0 to 5 years) and Family Drop-in Gym (12 and under) run from 9 a.m. to 3 p.m., and in the afternoon there’s badminton for the whole family and drop-in gym for Grades 6 to 12. The family fun continues with more of the same on Sunday, along with parent and tot drop-in sports. Visit www.portmoody.ca for details.
The house at 3313 Rae St. in Port Coquitlam is a good bet for some serious Christmas light wow factor. There are more than 100,000 lights, as well as displays set to music and a decorated 80-foot tree at the “Miracle on Rae Street.” Lights will be on Sunday to Thursday, 5 to 10 p.m. and Friday and Saturday, 5 to 11 p.m. Contributions to the food bank are gratefully accepted. As a courtesy to neighbours, please don’t block or turn around in driveways. (for 10 years and under) from 12:45 to 1:45 p.m. and, for the older kids, there’s a Youth stick and Puck (10 to 17 years) from 2 to 3 p.m. Want to just take a few turns around the ice? Sunday offers a family skate from 1 to 2:30 p.m., followed by a public skate from 2:45 to 4:15 p.m. Visit www.portmoody.ca for details.

TAKE A DIP
Go for a float, a soak or a high-speed swim to shake off the post-Christmas blues. In Coquitlam, the best time for a dunk at either the City Centre Aquatic Complex or the Poirier Sport & Leisure Complex is between 11 a.m. and 3 p.m. Check out the city’s holiday Stay & Play guide for details at www.coquitlam.ca.
PARK IT
If you’re looking for a way to entertain out-oftown holiday guests, don’t miss this chance to ex-
plore one of the Tri-Cities’ many parks. For an allages outing try the Shoreline Trail in Port Moody — the paved path leads to a great playground for kids at Old Orchard Park, and the finish line back at Rocky Point Park can include a fish-and-chips snack, an ice cream treat or even a frothy beverage at the micro-breweries on Murray Street. For those looking for a moderate hike try Minnekhada Regional Park in Coquitlam, where several trails start from the Quarry Road entrance. And if there are birders in your midst, a trip to Colony Farm Regional Park or a tour of the DeBoville Slough trail can’t be beat. More good bets include Mundy Park and the vast network of trails in Belcarra Regional Park. Please send Things To Do info to spayne@tricitynews.com

PORT MOODY
PoMo Foundation seeks its 2015 grant requests Deadline for submissions is Friday, Jan. 23
If your organization can help Port Moody, the Port Moody Foundation may be able to help you. The foundation is kicking off its 2015 community granting cycle and seeks expressions of interest from eligible registered charity organizations needing financial support for projects and programs that will benefit Port Moody and its community members. Grants of $500 to $2,000 may be given. An expression of Interest should be limited to one page and outline a project or program that fits with the fields of arts and culture, heritage, ecology, sports, recreation or social betterment that primarily benefits those living in PoMo. In 2014, the foundation provided some $6,000 in funding grants to help local registered charities fulfill their goals of serving the community. “Non-profit charity organizations are the backbone of an environmentally, culturally, and socially sus-
tainable community.” foundation president Robert Simons said in a press release. “We are pleased that through our annual grant program we can assist these organizations in capacity building to support them in achieving their goals and objectives within our community.” The expression of interest can be submitted online, via email or by mail and should be submitted by Jan. 23. For online submissions, go to portmoodyfoundation.ca/ grants/expression-interest/; email submissions to info@ portmoodyfoundation.ca; or mail your submission to the Port Moody Foundation, 300 Ioco Rd., Port Moody, B.C. V3H 2V7. The foundation will review all submissions and create a short list of those which best meet the funding criteria. Organizations selected will be notified in February and will be requested to submit a more detailed funding application by March 20 and successful grant applicants will be notified in May. For further information, call Paul Thiel, grants committee chair, at 604469-4699 or visit www.portmoodyfoundation.ca.

visitors. The scoring picked up in the final frame. First, Daniel Szpakowski brought the Panthers to within one goal, however Pisiak quickly restored the two-goal lead for Mission. Then fellow Outlaw Brock Padgham made it 5-2 and teammate Sammy Zeinab added another insurance marker. A late period goal from Port Moody’s Cameron Obcena ended the game 6-3. Panthers goalie Kyle Cheema stopped 36 of the 42 shots he faced during the game, while the Cats were zero-for-four on the power play. The two teams will play each other again this Saturday in Mission. Port Moody’s first home game of 2015 will take place on Saturday, Jan. 3 against the Delta Ice Haws at the Port Moody Arena. Puck drop is at 7:45 p.m. For more information go to www.portmoodypanthers.com. gmckenna@tricitynews.com @GMcKennaTC
