A new service has started in the Boundary that will help direct those in need of legal advice to the information they need. Legal services outreach worker Barry Pratt, along with RCMP victims Services program manager Cathy Riddle, explained the new service to Midway council at its regular meeting Monday night. Pratt will be funded four days per month under a contract with the Legal Services Society (LSS) program called the Community Partners Program. According to the LSS website, the role of a community partner is to provide access to public legal education and information materials, act as a link between LSS and people who need to apply for legal aid services, and raise awareness in the community of legal aid and other resources that can help resolve legal issues. The proposal was first brought to council last May by Riddle who, at the time, was looking for someone to administer the contract with LSS and a physical space in the West Boundary where the outreach worker could meet with clients. Pratt said both issues have been solved and he has been invited out of retirement to take on the role. He worked for a number of years as a family support worker in the Boundary and he knows the people and resources of the area. “We don’t give legal advice,” Pratt said. “But there are tons and tons of brochures focussed on seniors, what to do if someone in your family dies, power-of-attorney, etc. Basically people get in touch with me and I will direct them to the appropriate information. “If it turns out that they will need something more than the brochure will provide, then I have both telephone and Internet access to be able to hook them up to Legal Services Society in Vancouver.” The service will be based out of Grand Forks—operating • See MIDWAY COUNCIL page A3

It’s almost time for the dogs and the mushers to hit the trails for the annual Boundary Dog Sled Classics. The event, which is put on by the Boundary Dog Sled Association, goes Jan. 17 and 18 at Jewel Lake. Ruth Sims, president of the Boundary Dog Sled Association, said the format for the event will be the same as last year. “Everyone will be racing once on Saturday and once on Sunday,” she said. “The overall combined time will be winning time between the two days.”
The races will start and finish near the resort with individual loops traveling through evergreen stands and meadows. “There are several different classes,” Sims said. “There’s one class that has three dogs pulling, one class with four dogs pulling, one class that has six dogs pulling, and one that has two dogs pulling someone in cross country skis (called skijoring).” Sims said last year’s event went really well with most mushers saying they would be returning this year. Mushers and their dogs came from all around B.C. and the United States.

Councillor Richard Dunsdon said he would prefer to see money spent on other parts of the village before more is put into the arena. “But if we could help her out by moving the wall out, I would support that. Take some winter driving advice The roads are particularly unforgiving during the shoulder seasons—as we head into winter and when, thank God, spring is returning. This year seems even worse with winter having a tough time trying to take hold. But whether it looks like it or not, winter is here. You might have a good road under you now but around the next corner there might be a stretch of road that doesn’t get the same amount of sunlight. After all, rain is water and under the right conditions water turns to ice. In order to be safe on the roads at this time of year you must adjust to the new reality. You should have winter tires on your vehicle and, just as important, you must drive according to the road conditions; not the road conditions that you just came through, the road conditions that are in front of you. Check out the road and weather conditions online before you head out by going to DriveBC. Get your vehicle ready for winter before it hits. Change your wiper blades. Learn and practice winter driving techniques before you need them. Avoid using overdrive and cruise control on slippery roads. Travel with a fully charged cell phone for emergency situations If you come up behind a sand truck back off and let them do their job. A plow truck driver has a busy life in the cab of that truck and they don’t need a vehicle causing them another distraction. Leave early—and if you don’t leave early please don’t try to make up time. Better to arrive five or 10 minutes late than not at all.

Why the board’s secrecy? Editor, The Times:
Once again, a visit to a school board meeting on Dec. 9. The new board is in place with only two newly elected trustees and five in by acclamation. In other words, five with experience. It is a beautiful remodelled conference room where the board meets. Quite a change from the old days and a good change. I might go to more meetings now that it is a warmer room with the new thick carpeting. I especially like the beautiful conference table. I do appreciate seeing my tax dollars at work. One of the questions I asked Teresa Rezanoff, board chair, was are the closed meeting reports being made available to anybody interested? I was referred back to the agenda which has a brief one-line statement referring to closed meetings or in-camera meetings (closed to public) of previous month stating, “The board discussed issues personnel issues, properties / facilities, business items, as well as the principles of co-governance.”

This is the standard line on every agenda dealing with closed meetings. Excuse me, that is not what the School Act says what the board responsibility is... why the secrecy? Is it too much work to do this or is it just plain arrogance that we the people are too stupid to understand what they are doing? The School Act says a board must prepare a record containing a general statement as to the material of the matters discussed and the general nature of the decisions reached at a meeting from which persons other than trustees or officiers of the board, or both, were excluded, and the record must be open for inspection at all reasonable times by any person who make copies and extracts in payment of a fee set by the board. Notice the reference to general nature of decisions None of this is available to us the voters, taxpayers, parents etc. Yet they want more public imput. You’ve probably heard people talk about the need to have a balanced portfolio—but what does this mean and why should you pay attention? A balanced portfolio is one that contains different types of investment with varying levels of risk. The idea is to get a good overall return by achieving a “balance” between higher risk/higher return and lower risk/lower return investments. Financial advisors often recommend guaranteed investment products as an important part of a balanced portfolio. Because a portion of your investment is guaranteed, the risk is minimal. But the trade-off is that these investments tend to pay a lower rate of return. There are two main types of guaranteed products: • Guaranteed Investments Certificates (GIC’s) – available through most financial institutions, GIC’s pay a set rate of interest for a set period of time. At the end of this period, the interest payments stop and the amount of money you originally invested is repaid to you.
• Accumulation Annuities (AA’s) – this type of guaranteed investment is only offered by insurance companies. AA’s are similar to GIC’s but they have unique features that may offer extra advantages. If you die the amount in the plan, plus interest is usually paid directly and quickly to your beneficiary. This avoids the trouble and expense of estate and probate fees. Also, in many cases, the assets in the plan may be protected from creditors in the event of an unexpected lawsuit or bankruptcy. As you go about building your investment portfolio, ask yourself what level of risk you are prepared to take—low, medium or high—and how long do you want to invest? Based on your answers, your advisor is able to help you decide where to put your money to get the balance of risk vs. reward that works for you. Robert J. The meaning of Christmas
Often this question is asked, but there are many answers; as each of us has our own beliefs and traditions that define what Christmas means to us. However, even with so many different views, Christmas still has a basic fundamental meaning to all of us. It is the memories of Christmas past that adults hold close to their hearts. The holiday season brings back feelings of joy that is renewed in each of us. We close our eyes, smell the cookies baking, and listen to the music of the season playing. We smile at seeing the first snow of the season, watching children building snow people, snow forts and having snowball fights. There is a deep feeling of bliss as we watch the wonder in a small child’s eyes as they experience the holiday season, as we know they too will someday look back on their Christmas memories, as we do now. We smile as we watch children hanging their stocking

We feel great happiness when we give to others, we hold tightly to family traditions, and remembering those no longer with us. As adults we know that the real meaning of the Christmas season is that it opens the door to our memories and recreates the wonder of the holiday season within us all over again. RCMP members from both Midway and Grand Forks turned out on Monday evening to give the kids in Boundary Minor Hockey players a game. It was a close one, with the kids taking it by a score of 14-13. After the game everyone enjoyed snacks and juice boxes that were donated by McMynn’s Family Foods.
APC=Advisory Planning Commission; What is an APC? • An APC is a group of individuals that are appointed by an Electoral Area Director & endorsed by the RDKB Board of Directors. • APC’s are required in electoral areas of regional districts by provincial legislation. • Members are chosen to represent a variety of community interests. • Appointments are made in January of each year and last for one year. Many members are appointed several years in a row. • The APC’s role is to review applications & referrals received by the RDKB Planning & Development Department and to provide advice and feedback prior to staff forwarding those items to RDKB Board members for decisions or recommendations. • APC’s provide practical, local information for the planning & development process. • Regional Directors also use their APC to advise them on other matters. • APC meetings are open to the public.
