“There’s gold in them there hills!” Those words drew thousands of men to the Boundary in the latter half of the 19th century. They came, they panned and they dug; and they took the gold away. But not all that was taken from the ground actually left the country. In 1896, one Matthew Roderick stole three gold bars as they were being transported to Midway from a stamp mill in Camp McKinney. It is widely believed that Roderick buried two of those bars in the vicinity. According to local stories, Roderick was shot and killed when he returned to retrieve his loot. But the gold bars were not with him and they have never been found. To bring the story and its characters to life on the stage, Midway and Beyond Little Theatre director John Hibberson spent hours researching the story, including reading the court transcripts of the man who was tried for the murder of Roderick. His play, All That Glisters, is made all the more exciting because those two missing bricks of gold would be worth around half a million dollars at today’s market. All That Glisters (the TRUE story of the famous 1896 Camp McKinney gold bar robbery) played to packed houses on Friday, Nov. 28 and Saturday, Nov. 29 in the Midway Community Hall. This was the first production by Midway and Beyond, a theatre project that Hibberson has championed over the past year. Coming under the wing of the Midway Community Association, Hibberson was able to use their society status to apply for grants. Bill Baird, Area E director at that time, was

first approached and the first to give, providing $1,000 from his grant-in-aid budget. “In giving the $1,000, Bill called it ‘seed money’, and it was exactly that,” Hibberson said. Others who have sponsored the new theatre group are the Village of Midway (curtain and in-kind labour for some of the heavy lifting), the Phoenix Foundation of the Boundary Communities and Midway Partnership Fund (lights), Vaagen Fibre Canada, Heritage Credit Union (portable stage), Jeanette Taylor, Dr. Naude and a very generous $10,000 donation from Hibberson’s long-time friend Anthony Gage. “The story of the Camp McKinney gold robbery of 1896 has always intrigued me,” Hibberson wrote in the program notes. “Perhaps it has a lot to do with the fact that a half million bucks of gold is, I firmly believe, still lying buried out there somewhere. Yet my primary fascination is in the way in which our lust for gold and the dreams it ignites, burns within us as an actual ‘Gold Fever’; an infection, a curse, as old as mankind.”
Hibberson acknowledges that several articles have been written about the incident. “All with various theories about the truth of the matter.” “I was incredibly fortunate to have been given the actual trial testimony from Joe Keane’s trial for murder and to actually ‘hear’ the voices of all the main people who where involved with the incident,” Hibberson says in the program notes. “What you are about to witness, therefore, is as close to the truth as you’re going to get.” The play was set in the year 1896, with scenes in Camp McKinney, Seattle and Spokane. The production featured 11 characters played by 10 actors and had a backstage crew of 24. Absolutely stellar performances were given by all on the cast. While Hibberson may not (yet) have found the missing gold bars, he and the Midway and Beyond Little Theatre have made all those who enjoyed the show richer for the experience. And as Hibberson said in the program notes, “Why, maybe it will infect you enough to begin your own search for Roderick’s hidden loot.”

Council considers raises Village of Midway council will look at giving themselves a raise in MIDWAY the new year. Midway Bylaw #435, is a bylaw providing for council member remuneration and expenses, contains a clause that requires council to annually review the remuneration they receive for serving the village. The review came up during administrator Penny Feist’s report on Monday night at the village’s regular meeting of council. There has been no increase for three years. Currently the mayor receives $7,020 per year and a councillor $5,460. Coun. Richard Dunsdon proposed that council adopt a 1.5 per cent increase in each of the next four years. He explained he would like to get away from the practice of having no increase for multiple years followed by a large jump. Coun. Marguerite Rotvold said she had come to the meeting prepared to propose a five per cent increase. Coun. Gary Schierbeck said that he would not support an increase greater than what the village is willing to give its employees. It was agreed that the issue would be referred to the first meeting in January. *** Monday night was also the inaugural meeting for Midway Village council after last month’s election. Everyone took the oath of office and various appointments were made. Councillor Rotvold will continue to represent the village at the regional district and West Kootenay Boundary Regional Hospital Board. Mayor Kappes is the alternate. Amoung the other appointments made were: Recreation Area No. 2: Steve Stewart Board of Variance: Gail Bryan, Frank Owen and Dave Lyle. Municipal engineers: Focus, Kelowna Municipal auditor: Berg, Lehmann Municipal solicitors: Gilchrist & Co., Penticton; Lorena Staples, Victoria Municipal bankers: Heritage Credit Union; Municipal Finance Authority – investments
Bylaw Enforcement: Penny Feist *** Policy number 155, which deals with municipal expenditures by staff, was amended to allow department heads to proceed with expenditures of an extraordinary nature, with necessary authorization. Council reviewed and clarified the policy that will now require a minimum of two bids on expenditures over $2,500 and authorize department heads to proceed with expenditures under $5,000. If the expenditures are greater than $5,000, council approval must be obtained. The goal as outlined in the policy is to provide the municipality with proper procedures to be followed in municipal expenditures over $2,500. This policy does not refer to everyday operating expenditures such as utilities, salaries, fuel, etc. and amounts included in previous approved budget limits for capital expenditure projects. *** Council voted to take out a half page advertisement in the 2015 Kettle Valley Express for a cost of $1,700. The publishing company promised that if the village took the half-page ad they would include editorial on the other half, giving the village a full page and that advertising support from local businesses will fill another page, which will increase Midway’s exposure to two pages. *** Rotvold reported that the regional district has approved a budget of $10,000 for the wood stove exchange program for a six-month term. So if someone with an older wood stove upgrades, they might apply for a grant of $250. She also reported that the regional district board approved spending $25,000 on a feasibility study to support reducing their carbon footprint (such as reforestation programs). The regional district board also approved the Kettle River Management Plan and core funding or $105,840 for a threeyear contract with coordinator Graham Watt to implement the plan.

When’s the next election? A Canadian Press article last summer points out another reason to think twice before you vote for the status quo in the next federal election. Apparently the Canada Revenue Agency (CRA) has told Oxfam Canada that it can no longer try to prevent poverty around the world, it can only alleviate poverty—because preventing poverty might benefit people who are not already poor. “The bizarre bureaucratic brawl over a mission statement is yet more evidence of deteriorating relations between the Harper government and some parts of Canada’s charitable sector,” says the CP article. The Ottawa-based charity had to file paperwork to renew its non-profit status but in describing its purpose as a charity is “to prevent and relieve poverty, vulnerability and suffering by improving the conditions of individuals whose lives, livelihood, security or wellbeing are at risk,” they ran afoul of the pencil pushers. The international development group, founded in 1963, spends about $32 million each year on humanitarian relief and aid in Africa, Asia, and Central and South America, with a special emphasis on women’s rights. CRA officials informed Oxfam that “preventing poverty” was not an acceptable goal. “Relieving poverty is charitable, but preventing it is not,” the group was warned. “Preventing poverty could mean providing for a class of beneficiaries that are not poor.” Oxfam Canada’s executive director called the exchange an “absurd conversation.” If the cold weather isn’t enough to make you want to get through the winter really fast and closer to the next federal election—news like this certainly should have you counting the days.

Thursday, December 4, 2014 Boundary Creek Times Mayor and council of the City of Greenwood for the next four years were sworn in on Monday night. Lee Cudworth (left), Colleen Lang, mayor Ed Smith, Nola Tutti and Darla Ashton. PHOTO: SARAH DALZIEL
City council sworn in
As did almost every municipal council in the province, Greenwood council met on Monday, Dec. 1 to hold their inaugural meeting of the newly elected mayor and council. Following the affirmation of the oath of office by mayor Ed Smith and councillors Nola Tutti, Darla Ashton, Colleen Lang and Lee Cudworth, council reviewed council appointments as well as appointment of CAO Robin Dalziel as approving officer and Public Works Superintendent Randy Smith as the deputy approving officer. Dalziel will also be the Freedom of Information contact. The newly elected mayor, serving his first term in politics, made a statement that began with a welcome to those in attendance and thank you to councillor Barry Noll and mayor Nipper Kettle for their service and dedication. “You did make a positive difference,” Smith said. “My priorities are clear,” Smith added, “openness with transparency, cost control, job creation, are all words that come into play, but the main thing is simple. Greenwood is a beautiful city. Make the City of Greenwood a place where people want to move to, and stay, with pride.” He said this pride would increase the population, make for more jobs, and attract and sustain businesses. He pledged
to “use our resources more effectively.” “Greenwood is unique with the new and the old, we must protect our heritage, we must also accept change in our community.” He pledged to build community spirit; to talk and listen for advice, from citizens and businesses; work on short-term and long-term planning; and find ways to welcome new citizens and new businesses. “The challenge we face as council must also include city staff and public works, we must work closely with their needs to create a team,” Smith added. “We as council must understand their jobs to make the team function. “As a team Greenwood will be a city that works in harmony, and knows where it is going. This will promote a safe and vibrant community where senior feel safe and secure and children can laugh and play without fear.” In tabling the committee appointments, Smith said, “If you see anything you would like changed we can do that for next meeting. This is going to get it started.” Smith, with Tutti as alternate, was appointed for a four-year term ending November of 2018 to the Regional District of Kootenay Boundary board, including the Boundary Economic Development Com-
mittee and the West Kootenay Boundary Regional District Hospital Board. Appointments for a one year are: Greenwood Community Association: Nola Tutti Greenwood Heritage Society: Lee Cudworth Board of Trade: Darla Ashton Greenwood Public Library: Lee Cudworth Greenwood Volunteer Fire Department: Colleen Lang RDKB Cemetery Committee: Colleen Lang Greenwood Economic Development Committee: Ed Smith Heritage Development Organization: Ed Smith Boundary Country Regional Chamber of Commerce: Darla Ashton Boundary Invasive Species Society: Colleen Lang Council also approved motions designating authority for credit cards and cheque signing. Jim Nathorst offered congratulations to the new mayor and council on behalf of the Greenwood Board of Trade. Nathorst also serves as chair of the Greenwood Economic Development Committee and told Smith that he would sit on that committee as well.

This tax cut will allow one spouse to transfer up to $50,000 of the taxable income to the other spouse. All types of taxable income are eligible for income splitting. The maximum allowable family tax reduction will be $2,000. The credit will be available for the 2014 and subsequent taxation years. There are several requirements that must be met in order to receive the credit. The family must be a two parent household with a child who is under the age of 18 at the end of the year. As well, both spouses must file tax returns for the year and must not have declared bankruptcy in the year. The credit will be non-refundable, meaning that a taxpayer can only use the tax credit to reduce their federal income taxes to zero. Like some other credits, it can only be applied
against federal taxes, and therefore, it cannot be used to decrease a provincial tax liability. As a result, the credit could reduce a taxpayer’s federal income taxes to zero, while still leaving the taxpayer with a provincial income tax obligation. In certain circumstances, a person could have no federal tax payable, while still owing almost $700 of provincial tax. This credit is very different from income splitting for seniors. Although seniors’ income splitting only applies to eligible pension income, it can result in savings of almost $15,000 on a couple’s total tax liability, as there is no maximum allowable transfer with seniors’ pension splitting. A couple cannot claim both pension splitting and Family Tax Cut on the same tax return. K. Sarah Kientz, CGA Sylvia Burch, CGA J.R. (Jim) Burch, FCGA www.khgcga.com

Kamigochi awarded medal At Monday’s meeting of the Village of Midway council, the Fire Services Exemplary Service Medal was awarded to Gordon Kamigochi in recognition of his 20 years of “loyal and exemplary service to the public security of Canada” with the Midway Volunteer Fire Department.. He received a medallion and certificate signed by the Governor General of Canada. “When I first came to town, one of the first groups that made contact with me and really started including me in anything was the fire department,” said Midway mayor Randy Kappes. “It was very appreciated; in a small town where you don’t reThis week’s feature:: WH ally have any connection at all, it is nice to have AT’S NEW! somebody reach out. Tree lighting heralds festive season Last year and this, Mother Nature has taken the Greenwood Board of Trade Christmas tree light-up ceremony as her signal to plunge the Boundary into the deep freeze. A healthy number of well-bundled residents, young and old, turned out to see Santa and Mrs. Claus plug in the power for the tree lights in the McArthur Centre parking lot on Saturday evening. Hot chocolate and hot dogs were provided by the Board of Trade.

Bistro bakes 12,500th pizza Winner of the Bored Room Bistro 12,500 pizza purchase is Kal Jhaj of Kelowna. He comes up to Midway often to attend to his business and gets the veggie and meat lover pizzas for his crew at Stewart Nurseries in Midway. “He was elated to learn he had been the one that ordered the 12,500th pizza on Wednesday, Nov. 26 around 5:30,” said Bistro co-owner RJ Lesher. “He actually ordered four for the crew. He won his pizza for free and another pizza a week for the next month. “We were thrilled to say the least to have reached this milestone in two years of business,” RJ added. “That equates to 100,000 slices of pizza sold. We could not have done this without the customer base we have, we sincerely appreciate and are humbled by their on going support and love of our pizza and the rest of the menu items. Our next milestone will be 15,000 pizzas sold and we are predicting to reach this goal by summer.” RJ says they have also teamed up with the Motherlode in Greenwood where they will be featuring Bored Room Bistro pizzas by the slice, and their homemade pies and breads. “Together we all make the community we live in, together we are all a success,” she said.
Kal Jhaj (right) of Stewart Brothers Nurseries was at the right place at the right time when he placed his pizza order at Bored Room Bistro last week. He’d ordered the 12,500th pizza that has gone out of the kitchen in the two years of business. PHOTO: BORED ROOM BISTRO

Slow down, warn police
Library busy Last Friday was a busy day at the Midway library. As a computer lesson is given in the background, Jennifer Macfarlane, an independent sales consultant with Stampin’ Up!, shows what is available in decorative stamp sets and accessories for cards, scrapbooking, craft projects, and home décor— just in time for producing some unique, personalized Christmas cards.
Cpl. Judson Mayes from the Boundary Regional RCMP, Midway detachment reports that RCMP have responded to a total of eight motor vehicle collisions, from Beaverdell to Rock Creek and Greenwood from Nov. 21-29 “Boundary Regional residents are to be mindful of winter driving conditions,” said Mayes in an email to the Times. “Contributing factors in the accidents include black ice, fog and speed. Please slow down, and drive with caution.”

FROM THE DESK OF THE
SUPERINTENDENT OF PUBLIC WORKS
“Happy Holidays from the Public Works Crew.” To assist the public works crew with snow removal, please keep boulevards clear of vehicles and debris. Allow 10 meters between yourself and snow plowing equipment and be aware that the equipment may make sudden changes of direction. Very few municipalities remove windrows of snow at the entrance of driveways. The City of Greenwood Public Works crew will open up the driveways if time and availability of equipment permits. Please do not dump paints, petroleum based oils, pharmaceuticals into the sewer system. Very small amounts of these chemicals can disrupt the wastewater treatment process resulting in increased cost, odours and labour. The chemicals and medications eventually end up in the groundwater affecting its quality as well. The public works appreciates your concerns and requests as they may help identify potential safety issues. Please direct your concerns to City Hall so staff can document and advise the crew. Please place your garbage bags in garbage cans, so, animals can not tear the bags open. Randy Smith, Public Works Superintendent

Please keep driveways clear. ➥ Fire practice is every Wednesday at 7 pm at the fire hall. Volunteers are always welcome! Non-emergency phone number 250-445-6554. Please leave message.
