Residents of Lake Country shouldn’t expect Pelmewash Parkway to turn into the recreational jewel of the area anytime soon. Talks between the B.C. Ministry of Highways and the District of Lake Country to turn the old Highway 97 over to municipal control have hit a serious slowdown for a number of factors.
Negotiations on the future of the old CN Rail line through Lake Country as well as the general disrepair of Pelmewash Parkway means the provincial government still owns, makes all the decisions and is responsible for maintenance of the roadway. “I don’t think anything is going to happen immediately,” said Lake Country councillor Owen Dickie. “Who
knows? Ultimately it becomes a budget item for everybody. It depends on our budget and the ministry of highways’ budget.” And one of the main budget items both the ministry of highways and Lake Country are looking at is what could be as much as $1 million in improvements to the road before any of the work the district would like to do to make it a pedestrian-friendly road
can be done. “Highways would like us to take over without the million (dollars) or more that we have assessed that it would take for scaling work and resurfacing and fixing it to a standard that is at least a municipal standard,” said Lake Country Mayor James Baker during the civic election campaign, when asked about Pelmewash Parkway. “We don’t want to sign off until they have
done a lot more remediation work.” When the new Highway 97 opened in the summer of 2013, it rerouted traffic from zipping through Lake Country along the windy stretch of the old highway to a fast, new route that bypassed parts of the municipality. The district spent more than a year holding public consultations with Lake Country residents, asking what they wanted to see on
the stretch of lake-front road that would become a municipal road and renamed it Pelmewash Parkway. But since then there has been little done on Pelmewash and the road has continued to fall further into disrepair. “The road has not been particularly very well-maintained over the last year,” said Dickie.

Normally treated to a fine dinner each year, Gray Monk staff decided to forgo the celebrations and donate the money to the food bank. “We thought we would give them the funds to buy food or to go towards the new building,” said Trudy Heiss of Gray Monk. “It came up in a conversation with our staff and so that’s what we decided to do. This is a good cause.” In peak times during the wine season, Gray Monk employs some 60 to 70 people while the winter sees that number dwindle to 20 or so employees. Meanwhile, the semifinal round of an online campaign to try and win
$100,000 for the food bank is approaching. The semi-final round of the Aviva Fund contest begins on Dec. 1 with a potential $100,000 grant available for the winning project. Lending a hand at CORD Repair Cafe KEVIN PARNELL As a kid, West Kelowna’s Al Stewart used to take things apart on a regular basis, curious as to how they worked. He wasn’t so good at getting those things back together, but those skills would come later in life. “When I was a kid I used to take things apart and I could never get them back together. My mom would get so mad,” said Stewart as he worked to fix an old brass lamp at a weekend event called the Repair Cafe at Okanagan College. “Lo and behold it became my career—partly to be a survivor and not have to rely on people to fix things for me.” From those early beginnings, Stewart turned his inquisitive youth into a career in the trades as an instrument mechanic, power engineer and electrician. And he soon found himself as the go-to-guy amongst his pals due to his ability to fix things. “I’m the one of all my friends that gets all the projects,” he said with a laugh. “I was inquisitive as a kid but I didn’t have the training. Some people are afraid to take something apart or try to fix things. Don’t be afraid...what’s the worst thing that could happen?”
Stewart was among a solid group of fixer-upper-experts at the Central Okanagan Regional District’s inaugural Repair Cafe last Saturday, stepping up when he saw an ad in the newspaper for people who are good with their hands. At the event, residents hauled in items that were no longer working, from toasters (tough fixes according to Stewart) to sewing machines, vacuum cleaners and any number of household items. It was an event put together on a shoestring budget by the regional district, which relied on volunteer fixers, a partnership with Okanagan College to provide the space and a limited advertising budget to get people out. “We’re thrilled to get this off the ground,” said Rae Stewart, CORD’s waste reduction facilitator. “We weren’t sure there was an appetite for this type of thing but apparently there is. The concept is to starve the landfill and to promote a culture of re-use and repair.” Twenty-two experts were found to act as the event’s fixers in traditional advertising as well as on social media prior to the event. The Repair Cafe was tailored around those volunteers. The experts were tasked with not only fixing items that

came through the door but to also asked teach people to tackle projects by themselves. “It’s also about empowerment,” said Stewart. “We wanted people to sit down, do some trouble-shooting, watch the process and see that they can do the fixing themselves. We want to get people thinking about what they have at home instead of just throwing it away.” The Repair Cafe was thought to be the first such event in Kelowna and the response was fantastic, according to the regional district. The organization said they will likely host more events like it in the future but would also love to see a community group take
over and host it. Resident Anita Zittlau, whose brass lamp was fixed by Al Stewart, said it was a great event that had a unique feel. “I think it’s a really good idea,” she said. “It almost has an old-country feel to it, getting the community to come together and help out.” And Al Stewart was clearly in his element, fixing odd items and passing on his knowledge. “This is the inaugural event, I don’t see why it couldn’t be held monthly,” he said. “It’s been quite awhile since there has been any scaling on the rock faces. There are lots of dead trees and patching work that needs to be done. I’m not terribly excited about taking over something that is going to immediately become a maintenance issue.” At this point, discussions have been taking place between staff at the District of Lake Country and the ministry of highways. But separate negotiations about the potential for Lake Country to join a multi-jurisidictional group looking to purchase the CN Rail Line for use as a trail is taking time away from the Pelmewash discussions.

Lake Country administrator Alberto De Feo couldn’t comment on any financial numbers associated with the Pelmewash discussions, but said staff plans to bring the new council up to speed on the issue after they are sworn in this week. “What I can say is
that there are a number of technical details that need to be ironed out,” said De Feo. “The technical discussions take time as there is a fair amount of detail. We want to make sure that the acquisition is not onerous on the taxpayers of Lake Country both technically and financially. Another reason why the discussions about Pelmewash have not progressed further is that we have been focusing so much on the CN Rail Corridor acquisition, which has not been finalized yet. “As soon as that is out of the way, we can resume full negotiations with the province on the parkway.” newsroom @lakecountrynews.net

Pelmewash Parkway and Oyama Road intersection now a four-way stop RICHARD ROLKE A traffic change is being welcomed in Oyama. The provincial ministry of transportation has taken the intersection of Oyama Road and Pelmewash Parkway from a twoway stop to a four-way stop. “There were numerous letters to the ministry from residents and there was a motion from district council about wanting a four-way
stop,” said Owen Dickie, a Lake Country councillor. When the new upper-level Highway 97 was opened last year, the intersection of the old highway (Pelmewash Parkway) and Oyama Road became a four-way stop. But in August 2014, the ministry turned it into a two-way stop, with Pelmewash Parkway turning into a throughway. “There were concerns with pedestrians being able to cross the
road,” said Dickie. “A majority of the students at the school live on the west side of Pelmewash Parkway.” Dickie is pleased that a fourway stop has been reinstalled. “It provides some traffic calming there,” he said of speeding vehicles. “We were starting to see some large trucks using Pelmewash Parkway to avoid the large hill (on the upper-level highway).

Nisga’a prove their critics wrong I BC Views

t has been 15 years since I wrote a commentary objecting to the B.C. government pushing aside its own hard-won treaty process to reach an unprecedented land-and-cash settlement with the Nisga’a Nation for their ancient Nass River territory. My objection, and that of many others, was the imposition of a parallel state with collectively owned land enshrined for all time. This was an ailing NDP government rushing to enable a property ownership system that has demonstrated little but failure and suffering around the world. The Nisga’a are proving me wrong, and this was again demonstrated at a little-noticed ceremony at the B.C. legislature last week. The B.C. government had just passed amendments to allow a gas pipeline through Nisga’a Memorial Lava Bed Park, the first co-managed provincial park in

The Nisga’a have moved to assemble four fee-simple tidewater sites for LNG terminals, joining the Haisla Nation at Kitimat in reaching aggressively for a modern economy through gas export. The Nisga’a have partnered with TransCanada Corp. on a 900km pipeline to supply the $11-billion LNG project led by Petronas for the Prince Rupert port. And they don’t intend to stop there. “We want to be part of the Canadian business establishment,” said former Nisga’a Nation president Joe Gosnell. The signing ceremony was briefly disrupted by one of a small group of Vancouver-based Nisga’a who have been using modern protest tactics against this decision. We weren’t consulted, it’s a desecration of victims of a volcanic eruption, it’s a threat to eelgrass beds, and so forth, say well-rehearsed young men with video cameras running. Nisga’a president
Mitchell Stevens has patiently and repeatedly explained that Nisga’a legislature rules were relaxed to allow every hereditary chief to speak to elected leaders on this pivotal move. After that it received the required two-thirds majority support. Gosnell, the revered chief negotiator who carried the treaty over the goal line in 2000, moved slowly with the help of an ornately carved cane to speak at a reception. He seemed genuinely surprised that he has lived long enough to see the fruits of generations of labour. Gosnell recounted the 1887 paddling trip down the B.C. coast from the Nass Valley to Victoria to present the Nisga’a territorial claim, where the tribal leaders were turned away on the steps of the legislature by Premier William Smithe. It would take until 1910 for Prime Minister Wilfrid Laurier to promise a settlement, and until
1949 for Nisga’a Chief Frank Calder to be elected to the B.C. legislature. In 2000, when the treaty received royal assent in Ottawa, Gosnell took part in a ceremonial burning of the Indian Act and got to work on implementing self-government. And on Nov. 27, 2014, B.C. Liberal, NDP and independent MLAs voted unanimously to open the way to an industrial future for the Nisga’a. “That’s what being alive means to me today,” Gosnell said. “You’ve got to have big dreams. Maybe all those dreams won’t come true, but at least you have the ability to dream big. Finding loving homes for B.C.’s waiting kids Boys and girls club Christmas concert; Open Air performance W society holds its AGM
hen we think of the children in our lives, we generally see them surrounded by loving parents and an abundance of caring relatives, family friends and neighbours. These kids are provided the basic necessities, but also the love and emotional support of the adults and role models around them. It’s hard to imagine there are kids out there without these things— but reality tells us otherwise. The fact is, more than 1,000 children and teens in our province are still waiting for a ‘forever’ family. It’s a sad statistic because we know that without a strong, supportive, meaningful and long-term connection to a responsible, .caring adult, it is incredibly challenging for kids to grow into healthy, responsible, successful adults. November was Adoption Awareness Month in B.C., and our govern-

He says she has brought a tremendous amount of joy and love to their family, and he can’t imagine her not being an integral part of it. Earlier this year, our government invested $2 million to increase the number of kids finding permanent homes. The Ministry of Children and Family Development’s goal is to

But we still think that the stars are set in their places for our benefit. The nearest star is Alpha Centauri, about 4.4 light years away. The most distant single star we can see is Deneb, about 4,000 light years away. The most distant object visible to naked eye is probably the Andromeda galaxy, an estimated 2.5 million light years away. We have no way of knowing if Androm-

Parents and community members are currently being asked to complete an online survey to provide their feedback on the timing of the possible grade reconfiguration. Also this fall, four public consultation meetings took place with the Lake Country Parent Advisory Councils (PACs) regarding the enrolment challenges associated with the current catchment area boundaries. Parents and community members were also requested to provide their feedback by completing an on-line survey. The Board will review all input and make a decision early in the new year as to how the catchment areas should be revised. The new Mar Jok Elementary in West Kelowna opened in September which alleviated the overcrowding at Shannon Lake Elementary and Rose Valley Elementary. Our students continue to excel in many areas. These include academics, sports, music and theatre. The Board approved several Specialty Academies over the past year, including golf and baseball, and as well, five additional board authorized courses were approved. In September, the Central Okanagan School District hosted the 2014 Canadian Student Leadership Conference. Over 800 grade 9 through 12 students representing 173 schools

New Okanagan geological discoveries inspire book update

Kelowna author Murray Roed wasn’t necessarily looking forward to updating 2004’s Okanagan Geology, a comprehensive and popular book looking at the earth
science features that have shaped Okanagan terrain. But when you have discovered a previously unknown glacial event that occurred a million years ago, have new pictures of ‘Ogopogo art’

“I wasn’t looking forward to doing the third edition because how was I going to take that older edition and make it into something new,” said Roed, a retired consultant and one of the several contributors to the now three editions of Okanagan Geology. “It looked like the biggest bloody headache in the world and I didn’t know if I needed that trouble. But once I got into it, it kept going. “There are so many changes and updates and then I couldn’t fit in the stuff that happened in the last 10 years.” Chief among the happenings over the past decade was a major discovery, made by Roed during construction of the Bennett bridge in 2009, when evidence was uncovered of a previously unknown glacial event in the Okanagan. Called the West Kelowna Glacial Advance, Roed discovered the evidence and along with nine other authors, published it in a paper in the pier-reviewed Canadian Journal of Earth Sciences. “Before we only had evidence of two glaci-

Deal reached with CN for Okanagan Rail Trail corridor Land within Indian Reserve No. 7 not included in negotiation. Kelowna—The City of Kelowna, on behalf of the Inter-jurisdictional Acquisition team signed a negotiated sales and purchase agreement on Dec. 1 with CN for the discontinued rail line between Kelowna and Mile 88 in Coldstream. “This is a once-in-alifetime opportunity to preserve a continuous, regionally-significant corridor with the potential to provide longterm public benefits for our residents,” said Doug Gilchrist, divisional director community planning & real estate for the City of Kelowna on behalf of the regional partners. “We are ecstatic to have reached a negotiated agreement with CN that both parties consider fair.” The negotiated cost to secure the corridor is a combination of $22 million in monetary consideration and
land donation for which the City of Kelowna will issue a charitable donation receipt. Local governments respect and support the Okanagan Indian Band in its claim of reversionary rights on the land that falls within IR No. 7 and, as such, those parcels have been excluded from the pending agreement. Through the sales agreement, local municipalities will now have a 120-day due diligence period to lift conditions, which includes financing. This agreement supersedes the previous application for non-binding Net Salvage Value determination, so the CTA process no longer applies. Local governments are making every effort to minimize the current tax impact in the interest of securing a land asset that would be valued for generations.
The specific land parcels fall within the jurisdictions of Kelowna, Lake Country and the Regional District of the North Okanagan, so funding options such as partnerships, grants, municipal reserves or borrowing will be finalized by those jurisdictions during the due diligence period. Under the Canadian Transportation Agency discontinuance process, a single entity must put forward an interest in acquisition of the corridor, therefore the transfer process is to have the City of Kelowna be the sole purchaser with subsequent purchase and sale agreements to other jurisdictions. While a number of ownership models were explored the preferred model is for each municipality to own the land that falls within its own boundaries. The agreement stipulates that CN will at-
tempt to remove the rail infrastructure from the corridor for salvage by the end of 2015. Once the discontinuance process has concluded, and assuming public ownership is achieved, local governments will establish construction and operation agreements; determine future costs and other considerations as part of protecting the rail corridor for future generations. The municipalities of Kelowna, Lake Country, Coldstream and Vernon, as well as the regional districts of Central Okanagan and North Okanagan, have jointly identified the value the rail line could have as a continuous multi-modal transportation corridor connecting all the communities.

When Roed was contacted by a couple from Idaho who were getting sonar pictures of the bottom of Okanagan Lake as part of a search for drowning victims, the couple shared their pictures with Roed for inclusion in the book, now part of the fascinating update. “There are incredible patterns on the bottom of the lake...absolutely unbelievable,” he said. “We don’t know what the origin is, it might be water bubbling up from a spring or they formed from a slippage of a fault. We just playfully call that Ogopogo art.” Another topic the book examines is the origins of the Okanagan Valley. With new discoveries happening all the time,
Roed says the book doesn’t have the answer. “We’ve written four books and I still don’t know,” he said. “Basically the Okanagan is on a major fault zone that throughout time was eroded and uplifted several times and (the Okanagan) has been glaci-
ated at least three times. You put all those things together and it makes an incredible jigsaw and a kind of kaleidoscope history. And there is still so much we don’t know.” Profits from the three editions of Okanagan Geology (approaching
$100,000) are endowed at Okanagan College and at UBC Okanagan and given out as scholarships for geology students. Printing costs were covered by a $15,000 grant from the Canadian Geological Foundation and

Lake Country and Kelowna Mounties will be out in full force again for the third annual RCMP Cram the C ruiser fund raiser, set to take place on Saturday Dec. 6. The event will be held in the parking lot of the Cooper’s Foods in Lake Country and will run between 9 a.m. and 3 p.m. Once again both regular and auxiliary members of the RCMP, along with RCMP volunteers will be on location in regular uniform or red serge with marked police vehicles, inviting the public to ‘Cram the Cruiser’ with non-perishable food donations. Cash donations will also be accepted and all donations will solely benefit the Lake Country Food Bank. This year members of the Lake Country Vol-

JUST like last year, RCMP officers and Lake Country firefighters will be accepting
donations to Cram the Cruiser, benefiting the Lake Country Food Bank, Dec. 6. unteer Fire Department have offered to support the cause. Fireman will be on site to serve chili and a bun for a donation to the food bank. All the food supplies are being kindly donated by Campbell’s Soup and Cooper’s Foods. “In the years past, Cooper’s Foods shoppers have been asked to
consider adding an item or items to their grocery shopping list for the food bank to help Cram the Cruiser,” said Const. Jesse O’Donaghey. Cooper’s Foods will again have pre-packaged bags for the food bank available in store. These are typically filled with canned soup, beans, vegetables, tuna, as well
as packages of noodles, and boxes of pasta for a discounted price of $5 each. “Of course, members of the public are also welcome to bring their food donations from home,” O’Donaghey said. Everyone who contributes with a donation of any size will be given the opportunity to en-
ter their name into a draw for prizes generously donated by both Lake Country and Kelowna businesses. “So far our sponsors this year include the Kelowna Rockets, the Delta Grand Okanagan Resort, Costco Wholesale, and L’Isola Bella Bistro,” O’Donaghey said. “This year we are extremely excited that the Grand Prize for our draw has been donated to us by WestJet, which has provided a travel voucher for two return WestJet flights.” The Cram the Cruiser event would not be possible without its many sponsors including Cooper’s Foods, the Lake Country Calendar, Nor-Val Rentals, and Okanagan Portable Signs. Over the past two years Cram the Cruiser has raised over 3,100 lbs of food, along with nearly $4,000 in cash solely for the Lake Country Food Bank.

Give yourself the gift of creating works of art

Award winning artist Kristy Gordon will be teaching a five-day portrait painting workshop at the Art House extension of the Lake Country Art Gallery from Dec. 15 to 19. This oil painting workshop is perfect for all levels. The beginner will learn fundamental principles such as how to mix colours and render form modeling. The more advanced student will discover how to take their work to the next level and achieve the finish that they desire. These tips can be applied to all of their future work and improve any painting of any subject. Gordon received her master of fine arts degree in painting from the New York Academy of Art and holds a BFA in drawing and painting
from the Ontario College of Art and Design. Additionally, she studied classical drawing and painting at the Academy of Realist Art in Toronto and Andreeva Portrait Academy in Santa Fe. She has also studied privately with artists including Yuqi Wang, Odd Nerdrum, Juan Martinez, Jeremy Lipking. The course will center on the experience of painting from a live model and there will be a single, sustained pose throughout the workshop. Participants will learn how to achieve a better likeness as well as how to paint convincing flesh tones. Each day will include a painting demonstration, discussion and individual instruction at the easel. A past participant
in Gordon’s workshops said: “I learned more in three days than I learned in three years of taking painting courses elsewhere. The painting I did at your workshop was my best one yet, and I’ve already started on a new one using the techniques and principles I’ve learn-
ed with you.” Class sizes will be kept small to maximize individual instruction. Discussions and handouts will cover the stages to developing a painting, comparative measuring, proportion and structure of the face and features, as well as glazing, value, edges, composition, light, and modeling with colour temperature. Kristy has seven years of experience teaching and conducting painting workshops throughout North America. She has taught at numerous academies and art schools including The Academy of Realist Art Ottawa, The Lake Country Art House, and The Okanagan School of Arts in Penticton and SEE ART A12

Come out to see Santa in his Sleigh Bus. Kelowna Regional Transit's Santa Sleigh Bus will visit Lake Country Municipal Hall Tuesday, December 9th 4-6 p.m. to pick up donations brought to the bus, or dropped off in advance at Municipal Hall under the Christmas tree in the lobby by the Library entrance.
The Santa Sleigh Bus collects toys, food donations and money for the Salvation Army’s Christmas Fund.

WINTER SNOW-CLEARING PRIORITIES • Main collector roads, school bus and transit routes and steep roads take priority over all other roads in the District. During a period of active snowfall, the contractor will remain on these priority routes to keep them cleared. • All local roads will be serviced once the main roads are cleared and have a reasonable chance of staying cleared. Many local roads are plowed at the same time that the hills are done, whenever it is practical and sensible to do so. • The goal of the snow removal program is to maintain the roads in a passable condition, which does not necessarily mean “bare pavement”. In certain conditions, the application of sand over compact snow will be performed. On busy routes, traffic works salt and/or sand into the snow, breaking it up and causing the roads to clear with use. Many District roads do not see sufficient traffic to achieve this effect, and a certain amount of compact snow on the road surface is to be expected. Salt application is ineffective below -6C.
