A barn tour has been suggested for the 2015 summer season as a celebration of the centennial of the Rock Creek Farmers’ Institute. The organization turned 100 in 2014. They held a meeting immediately following the Kettle Valley Stockman’s Association at the Rock Creek fairgrounds pavilion on Nov. 20. It was agreed to extend the term of office for the executive until February or March of next year. Dwayne Harfman is president, Art Harfman the vice-president, and the secretary-treasurer is Ed Fossen. Directors are Wayne Kline, Jim Anderson, Pat Campbell, Lisa Fillmore and Frank Van Oyen. The original documents registering the organization under the Societies Act were on display at the meeting. It reads that “… the objects now are: a) To improve conditions of rural life, so the settlement may be permanent and prosperous. b) To promote the theory and practice of agriculture by lectures, essays, the circulation of information, and other educational methods, and to stimulate interest by exhibitions, prizes and other means; c) To arrange on behalf of its’ members for the purchase, distribution or sale of commodities, supplies or products, and generally to act on their behalf in all matters incidental to agricultural pursuits, d) To promote social intercourse, mutual help and the diffusion of knowledge, and to make new settlers welcome.” “We have inherited a big chunk of history of our area,” said Pat Campbell of the archived records. “We are all here because of these people.”

Talking about a daily dilemma The West Boundary Sustainable Foods and Resources Society (FAR) has scheduled another day of education and sharing this Saturday, Nov. 29. This workshop is entitled “Where does your food come from? (the daily dilemma).” It will run from 9:30 a.m. to 4:30 p.m. at Midway Seniors Centre (corner of Seventh and Chamblet) in Midway. The doors will open at 9:30 a.m. for coffee and registration and the sessions are set to start at 10. For the first hour the topic will be the Kettle Valley Food Coop and local food sourcing. The discussion will then switch to sourcing local (West Boundary) protein from 11 to noon. “Protein is what people are really lacking in their diet,” said event organizer Vivien Browne. “There is quite a bit of canned stuff around but it tends to be tomato, mushroom and vegetable soup. You can only live for so long on that.”

Following a lunch prepared with Boundary ingredients, there will be a panel presentation on low income food sourcing from 1 - 1:45 p.m. with Tammy Battersby (Grand Forks Blessings Boutique), Reverend Cathy Straume (director of the FAR Society) and Vivien Browne (Local Foodsharing). Battersby recently took part in the Welfare Challenge, going for a week with only $21 for a food budget (see story page 5). To end the afternoon, there will be a 45-minute discussion entitled Food Security—The Next Step, followed by a report from FAR president Leda Fair on her trip to a recent conference. Boundary Minor Hockey’s midget house team travelled to Nelson Saturday to take on the Nelson Leafs but came up a goal short of the win. The Predators scored the only goal of the first period, but the Leafs fought back with two goals in the second. Boundary managed to tie it again in the third period but Nelson scored the winning goal with 6:13 left in the game. Goals were by Patrick Cudworth and Derik Launier; assists by Robert McLaren, Adam Terashita and Kari Durban. The atoms had two games on the weekend. They dropped a game on Saturday in Rossland against the Greater Trail1 Red Wings by a score

Fire forces family from home
A fire at a trailer on North Kimberley Avenue in Greenwood caused severe damage and forced Vicky McLean and her family out of their home last week. Greenwood Volunteer Fire Department Chief Roy Terashita said the call came in around 2:30 on Tuesday, Nov. 18. “When I got there the guys had it pretty much all put out,” Terashita said in a phone interview earlier this week. “The guys figure it started by the wood stove. That’s where the bulk of the smoke and the flames were coming from.” The chief said the city works crew responded to the fire as well. “A lot of the trusses in the living room are gone,” Tereshita said. “If you look up at the ceiling, all you see is tin. We had to pull down a lot of the stuff because the fire was up inside. There is no real attic, just these small trusses and insulation. The fire was spreading up along the trusses until the kitchen, where it kind of petered out there.” No one was home at the time of the fire and there were no injuries reported.

Fight for $15 The BC Federation of Labour has launched the Fight For $15 campaign, calling on the provincial government to increase the minimum wage to $15/hour. “At the current minimum wage, working full-time is not enough to lift a worker out of poverty,” said Jim Sinclair, president of the B.C. Federation of Labour. “It has been almost three years since the last increase to the minimum wage. Workers fall behind when their wage is stagnant, yet the cost of living goes up each year.” There are more than 120,000 British Columbians earning the minimum wage. Minimum wage workers include mothers, fathers, students and seniors; 47 per cent are older than 25, 63 per cent are women, and eight per cent are 55 or older. B.C.’s minimum wage is one of the lowest in the country yet our province is the most expensive and unequal, according to Statistics Canada data. B.C. is also the only province in Canada without a poverty reduction plan. Increasing the minimum wage to $15/hour would put a full-time worker 10 per cent above Statistics Canada’s low income cut-off. Other cities including Seattle and San Francisco are already moving to a $15/hour minimum wage. Increasing the minimum wage gives a boost to local economies. Low wage earners are more likely to spend their money at businesses in their neighbourhood. Businesses may also experience improved employee retention and productivity when employees feel valued and respected. Welfare challenge a struggle

Budgeting for food is often a challenge for anyone making a decent wage, but doing it on $3 a day would seem impossible — yet that’s what those on welfare in B.C. are forced to do. The welfare challenge was a province-wide initiative where participants spent one week, from Oct. 16 (Hunger Awareness Week) to Oct. 22, only eating the food they could buy with $21. The amount of $21 for a week’s worth of food came from the expected food allowance remaining from a monthly welfare cheque of $610. Less rent ($450), room damage deposit ($20), book of 10 bus tickets ($21), cell phone ($21) and personal hygiene/laundry ($10). The remainder is $84 divided by four weeks: $21 per week. Two local women, Tammy Battersby and Leda Leander, took up the challenge and struggled to do their regular jobs on their meager food allowance. Both women are familiar with the difficulties of individuals and families who struggle with having enough money for food and other basic necessities. Battersby is the community care coordinator at the Gospel Chapel and organizes the community Christmas hamper program, while Leander is the executive director of Boundary Family and Individual Services Society. “I put the welfare challenge out in the community,” said Leander. “I also said it wouldn’t be a very healthy thing to do for people with children living in their homes because it’s really, really difficult to feed children in a healthy manner based on the amount of money families receive on income assistance.” The group putting on the welfare change is called Raise the Rates and they are dedicated to convincing the government to raise the income assistance rates in B.C. “I saw that a celebrity (singer Bif Naked) was doing the challenge and I said, I need to do this,” said Battersby. “I was intrigued with this and read up on it. I give people hampers but I don’t really understand where they’re at or what they’re experiencing.” Battersby said she has not received social assistance but has been broke before. “It was a reminder: what are the people I’m seeing everyday experiencing?” she said. “It’s been awhile (since I’ve been broke) and it was a good reminder. I wanted to build my compassion.” Battersby set aside the money she would have spent on food and donated it to the Christmas hamper program. “I’ll be donating $150 to the program,” she said. Leander said her challenge started slowly when she splurged for a loaf of sprouted grain bread. “I only eat sprouted grain bread,” she said. “So I made a choice to buy a loaf. Luckily, it was on sale or I would’ve starved. Right away, I spent a day and a half of my money on this one loaf. That was an incredible realization to me that something as simple as a loaf of bread might be the only type of food you can afford that day. After I spend that day and a half of food on that I thought what was I doing?”

Leander found herself eating a lot of carbohydrates which she normally doesn’t do. Being celiac, Battersby wasn’t able to eat any carbs like pasta or bread. “One day I had chick peas, lentils and a celery heart,” she said. “I chopped them up into a nice hummus and dipped celery in it. That was my day’s food.” Leander said after three or four days she didn’t feel hungry because she was eating a lot of carbs but didn’t feel well. “I didn’t have a lot of the energy I typically have,” she said. “I couldn’t afford fresh fruit. I couldn’t afford most vegetables only the less expensive ones like root vegetables. I couldn’t afford leafy greens like spinach that I typically eat.” Battersby found it difficult to concentrate at work with her limited food intake. “I forgot three appointments,” she said. “I was spinning in my head. There were times when I didn’t manage the $3 well. But still I was so behind what my body needed to be balanced. I couldn’t think straight. I was making bad choices. It was really eye-opening.” The idea of the challenge was to experience what the government thinks is enough to live on, said Battersby. “It’s clearly not enough,” she said. “I think of myself as a thrifty, careful spender,” said Leander. “Even being thrifty I did not have adequate nutrition for the week.” For the pair, the challenge also drove home the need in the community for places like Whispers of Hope and the food bank. They also agree that welfare rates need to rise. “Give people enough money and resources that they can live functionally and be able to function,” said Battersby. “I would not have been able to job search that week. Forget it, I could barely do the job I have
let alone react and interact with my family. Give people enough to live on and move forward.” Leander added that she sees even more need for people to be kind to those around them. “If we have lots of apples on our trees invite the people down the road to come and pick some for their kids,” she said. “I believe people who live in poverty need the right to access education and good paying jobs and the nutrition they need to be healthy and vibrant.”

Canadian history the Boundary Métis Community Association hosted a Louis Riel Day gathering recently at the Midway Community Hall on the anniversary of his death to coincide with events across the country. A short movie about Riel was shown followed by lessons in Grand Forks Choral Society how to play the spoons and a simple dinner. Everyone was made to feel welcome. He was exiled to the United States in 1875, and returned to the Northwest at the request of the Métis during the initial stages of the Northwest Resistance in 1884. Following the defeat of the Métis at Batoche, Riel was convicted of high treason and was sentenced to hang. During his own life, Riel was recognized as the father of Manitoba and is currently acknowledged to be a founding father of Confederation in Canada. In addition to advocating for Métis rights, Riel also fought for greater religious freedom, French language rights, First Nations rights, and greater gender equality throughout the northwest. Riel died as a staunch advocate for the Métis and as a defender of minority rights in general. It is Riel’s legacy that continues to attract Métis to remember the ideals and
values that he died defending. For that reason, Métis across the homeland commemorate the anniversary of his death, as opposed to the day he was born. The gathering in Midway included music, jigging and a “turkey shoot” overseen by Community Association President Greg Sterling. Each Friday a group sponsored by the Boundary Family and Individual Services Society meets from 10 a.m. to 1 p.m. (Boundary Family Centre Group Room 1200 Central Avenue in Grand Forks). It is open to all Aboriginal people, First Nation, Métis and Inuit, from Infants to Elders, as well as non-aboriginal people interested in learning about, embracing, and respecting the culture and various traditions. Fair’s revenue in the black The last meeting of the year for the Rock Creek and Boundary Fair Association was held last week on Wednesday, Nov. 19. Treasurer Lisa Sims reported that the RCMP Staff Sgt. Jim Harrison attended the Nov. 4 meeting of the board of directors to bring the board up to speed on the status of the investigation into the financial records of the fair. “The board was advised that local RCMP detachment had consulted with the federal commercial crimes section of the serious and organized crime service in Kelowna,” Sims said. “A recommendation was made and the RCMP are proceeding with the recommendation. This unfortunately has prolonged the investigation; however, it is deemed a necessary step in furthering the investigation
along.” Sims also told the meeting that a preliminary look at the budget for 2014 shows they brought in around $10,000 more than anticipated and spent some $14,000 less than had been budgeted for. “Obviously anytime you make more money than you spend, then it’s good,” said Sims. *** There was a lengthy discussion of the policy regarding dogs on the fairgrounds property. The current policy is that no dogs are allowed during events. “We will not ask for a motion at this time,” explained president Lincoln Blaine, adding, “There will be a new board at the AGM—but we would like some feedback.” ***
Louise Fossen gave a report on the trip she and her husband Ed made to the 104th annual B.C. Fairs Conference. The theme of the conference was successfully combining tradition with change. She provided many useful insights from the keynote address given by Peter Male, vice-president of sales for the PNE. *** Art Harfman proposed that agricultural produce be available for sale at the fair, something like a farmer’s market area. “It would promote agriculture and provide a connection between producer and consumer,” Harfman said. The issue will come back at a later meeting as planning goes forward for next year’s fair.

Slugs: To the men who did not remove their hats and to the people who carried on a discussion about the upcoming election during the Remembrance Day ceremonies in Greenwood. Slugs and Shame: To those who slam others on Facebook with their disrespectful untruths. Hugs: To the two BCSS students who buried the cat which had been killed on the road near the school. Apparently the driver who had hit the cat stopped and moved it to the field beside the road. When the kids saw it they got a box, shovel and silk flowers and buried the cat on the hill above the school sports field. Hugs: To Doug and Jolly McMynn of Family Foods for the hot chocolate, coffee and cake at the Ingram Bridge cenotaph on Remembrance Day. It was very nice to have on that cold, cold day. Rock Creek 32nd Annual Christmas
Rock Creek turns on the lights The weather was mild this year compared to 2013 for the annual Discover Rock Creek Christmas tree light-up. Members of the Midway Volunteer Fire Department were on site with two trucks and enough soup ladles to serve hot chocolate and your choice of chilli, soup or stew. There was a bin for donations of non-perishable food items that will help local families. There will be two other tree light-up celebrations in the coming weeks in the West Boundary. This Saturday, Nov. 29 will see the annual Greenwood Board of Trade Christmas tree light up at 5:30 p.m. at McArthur Centre parking lot. Deadwood Junction and Tarnished Turkey Cappuccino will host their annual light-up and Greenwood Elementary School fundraiser on Saturday, Dec. 12 from 4 to 6 p.m.

Speckled dace endangered Unless you are really into fish, you have probably not heard of the speckled dace. The speckled dace (Rhinichthys osculus) is a small minnow (5-9 cm) that is relatively abundant in the Kettle River watershed and in many waterways in the western United States. But the Kettle River GRAHAM system is the only place in Canada that the speckled dace occurs, and if its Canadian population were to be severely harmed, the presence of Cascade Falls would prevent it from naturally returning to the watershed. This fact has led to the listing of the speckled dace as Endangered in Schedule 1 of Canada’s Species at Risk Act (SARA). Fisheries and Oceans Canada and the Province of British Columbia are currently working on a recovery strategy for the speckled dace. The draft strategy, released for public consultation this fall, identified critical habitat areas in the West Kettle near Beaverdell, the main Kettle in the Christian Valley, and the Granby River near Burrell Creek. The main strategies are to improve key knowledge on the life cycle and habitat use of speckled dace and maintain current distribution and abundance within natural ranges. Several studies have confirmed that speckled dace are widely distributed in the watershed, with a population of over 900,000 mature fish. It makes use of riffles, runs and pools, eating aquatic insects and algae with its sucker-like mouth. Lit-
tle is known about their spawning behaviour, but it is thought to occur in midJuly, with fry appearing in early August. Some of the main threats to speckled dace are low river flows and siltation from road building, forestry, and livestock access. According to Lesley Peterson, a biologist with WATT Trout Unlimited Canada in Calgary, “These issues are also detrimental to rainbow trout which not only require cold, clean water but also healthy and functioning riparian areas.” The geographic isolation has also made the population upstream of Cascade Falls genetically unique. But apart from that, most anglers would find their greatest value in their place in the food chain for larger fish-eating predators like adult rainbow trout. Because of their interest in supporting healthy aquatic ecosystems and rainbow trout in the Kettle River, Trout Unlimited Canada is supporting proj-

ects in the Kettle River, in partnership with the Regional District of Kootenay Boundary, Golder Associates, Granby Wilderness Society, and other partners. “Trout Unlimited Canada has received funding through the RBC Blue Water Project to conduct enhancement and restoration projects along the Kettle River system,” said Peterson. “Through education, stewardship, and on-theground projects, our goal is to improve the outlook for not only speckled dace, but rainbow trout and the Kettle River itself.” The team is currently identifying potential project sites and preparing background information on sediment reduction and riparian habitat restoration. A young man was getting ready to graduate college. For many months he had admired a beautiful sports car in a dealer’s showroom, and knowing his father could well afford it, he told him that was all he wanted. As graduation day approached, the young man awaited signs that his father had purchased the car. Finally, on the morning of his graduation his father called him into his private study. His father told him how proud he was to have such a fine son, and told him how much he loved him. He handed his son a beautiful wrapped gift box. Curious, but somewhat disappointed, the young man opened the box and found a lovely, leather-bound Bible. Angrily, he raised his voice at his father and said, “With all your money you give me a Bible?” and stormed out of the house, leaving the holy book. Many years passed and the young man was very successful in business. He had a beautiful home and wonderful family, but realized his father was very old, and thought perhaps he should go to him. He had not seen him since that graduation day. Before he could make arrangements, he received a telegram telling him his father had passed away, and willed all of his possessions to his son. He needed to come home immediately and take of care things. When he arrived at his father’s house, sudden sadness and regret filled his heart. He began to search his father’s important papers and saw the still new Bible, just as he had left it years ago. With tears, he (nee Foulds) opened the Bible and Marguerite Delorme began to turn the pages. Register ORV now Effective Nov. 17 a voluntary registration system for off-road vehicles is in place in British Columbia. The program does not become mandatory until June 1, 2015. However, the early registration will provide plenty of notice and allow for a smooth transition to the new system. The combined cost of the number plate and registration fee is $48. Off road vehicle owners to register at any ICBC insurance broker in the province In addition, changes to the Motor Vehicle Act regulations, effective Nov. 17 will allow offroad vehicle operators greater access to highways, including the ability to: Cross a highway without having to obtain an operation permit if the crossing is controlled by a stop sign or traffic light. Cross a highway where local police authorize through an operation permit. Load or unload in a parking lot without an
operation permit. Obtain an operation permit with an extended term of up to two years. To date, the Off-Road Vehicle Management Framework has been implemented in stages. Future regulations will follow that will flesh out ORV rules of operation, safety standards, penalties and conditions of use for a wide range of modern ORVs, including snowmobiles, all-terrain vehicles or “quads”, dirt bikes and side-bysides (e.g., Rhinos and Argos). As well as providing traceability in case of theft the new system will increase to safe access for highway crossings for recreational off road vehicles.
