View Royal Mayor Graham Hill is retiring after four terms and for a while, it looked like Coun. David Screech would be the lone candidate for the top job. Once the nomination period ended, Brian Burchill, perhaps best known as the chair of the View Royal chapter of the Association for Responsible and Environmentally Sustainable Sewage Treatment (ARESST), had added his name to the list for mayor. So has

perennial fringe candidate David Shebib of Saanich, who is running in all 13 municipalities (see story page A7). With Screech off the ballot for one of four councillor positions, it guarantees at least one new face at the council table. Incumbents Ron Mattson, Heidi Rast and John Rogers are in the mix, along with political newcomers Mark Brennan, Wesley Kennedy and Aaron Weisgerber.

In the tiny jurisdiction of Highands, Mayor Jane Mendum has decided to take a break after 15 years on council, the last six as mayor. “It was a very, very difficult decision for me to make,” she said from home on Wednesday, given a reprieve from driving into Victoria when the scheduled CRD parks committee meeting was cancelled. The newest sewage treatment tactic divides the region into west and east. Capital Regional District directors approved a new framework to gauge the value of subset wastewater treatment options at a meeting last week. This new framework gives Core Area Liquid Waste Management Plan participants the opportunity to have subcommittees, or work individually with the support of CRD staff, to develop and evaluate treatment options for their communities. “It is a positive, because at least we are conversing. Stuff is happening – at least small steps – but still we are moving forward,”

said Colwood Mayor Carol Hamilton, whose municipality is the only one to have plans already in place for its own treatment. “The CRD is still the controller of the money. They still own the plan that requires sewage treatment. We are the worker bees that will tailor-make that plan to fit.” Hamilton said the subcommittee provides a legal entity or branch (of the CRD) under which things can operate and gives the license to be going ahead to finding a solution to getting any work done regarding any potential site location. Colwood, Esquimalt, Langford, View Royal and the Songhees Nation make up a west side subcommittee that will work with CRD staff and a technical working group to develop a sub-regional wastewater treatment plan. It could be, however, that the options include a partnership between only Colwood and Langford, with another option for Esquimalt, View Royal and the Songhees Nation. Colwood could still even go it alone. “We are working in parallel planes, one in Colwood on a standalone and another involving another municipality perhaps. Logically it would be Lang-

wastewater treatment plan,” he said. “That opens the way for us to do the same on the east side: Oak Bay, Victoria and Saanich. We’ve already started down that path, so yesterday was just the formalization of the west side. Arnold Lim Gas stations in Langford appear to be leading the recent drop in prices around the Capital Region. Customers from around the West Shore including Colwood, Metchosin, View Royal and some as far as Sooke, are coming to Langford gas stations including the Chevron station at Goldstream Avenue and Veteran’s Memorial Parkway to save. “It helps that I live here in the West Shore, but I do make it a point to fill up here,” said Langford resident Tina Watson. “I understand they are potentially competing with Costco, so they try to keep their prices the same, but everywhere else in town, it is either two or three cents more.” Watson doesn’t live far from the station and comes every Friday to fill up. Wednesday’s price of $1.14.9 per litre was a marked decline from the prices that hovered past $1.20 per litre during summer when gas prices are usually at their highest. “I am a single mother and I make $20 an hour. It’s hard, I need my car and it’s a necessity, so I would like to see it go down

Don’t expect David Shebib to remain in power very long if, by some outside chance, he is elected mayor of any of the five West Shore municipalities. It’s an outside shot, because he’s registered to run in all 13 Greater Victoria municipalities. Shebib is approaching the campaign from well outside of the mainstream and he knows it. He ran a similar campaign in 2011 in Victoria and Saanich and garnered only 161 and 173 votes, respectively. He didn’t get any campaign contributions and he didn’t report any expenses. And like the last time, he says he’s not planning on attending any candidate forums in any jurisdiction. Shebib, a self-identified member of the Garden Party, said he would only stay in office for a month-and-a-half. Presumably,

that would give him enough time to dismantle local governments and force citizens to live in a state of self-governance. “I am like the government already,” he told the Victoria News in an interview. “I could never have any more power than I do right now.” Shebib said too many people have vested interests in the current political system. His ideas include declaring autonomy from government – not just amalgamating the 13 municipalities into one. On amalgamation, Shebib said that just doesn’t go far enough. “The whole process is one of delay. To go faster, one vote changes everything. “Government is supposed to be there to serve the people, to adapt to the people and to the environment,” he said, adding he would like to see all candidates from every municipality

get together in one place to talk about who they are and what they stand for. “Then we could all see what they’re made of.” Shebib’s Facebook page outlines his priorities, from massive gardening projects and adding colour to police uniforms, to “acceptance of the extent of municipal debt, to making crack illegal. He says he runs what is known as the Garbage Guru free store on West Saanich Road in Saanich. Shebib has ran unsuccessfully in nearly a dozen elections – municipal, provincial and federal – since the late 1970s. He was arrested during the 2011 election campaign by B.C. City councillors cited a lack of community engagement on the issue before voting Tuesday not to support adding a referendum question on their ballots for the Nov. 15 election. “It was lack of interest from our community,” said

Coun. Shari Lukens. “When we put the call out a year ago, we had the majority of council support putting the question on the ballot and making a working group to figure out the question, and we received three responses to participate.” Of those, one dropped out of the process, she said, leaving only two people interested in the community engagement sessions.

We were the only community in the CRD and unfortunately the community didn’t respond when the call was made,” she said. “Now was not the time to put the question on, because we had no chance to engage the public or to even understand what the question would be.” Eight municipalities have decided to include non-binding referendum questions on their ballot to gauge resident interest in investigating amalgamation further. But Lukens pointed out the questions vary from municipality to municipality, with only two the same. Lukens admitted she needs to understand more about the Capital Regional District’s role in amalgamation before making an informed decision on supporting some form of it. She had hoped to have a good ballot question formed by now and was disappointed not to get the community support needed to have one in place well before the upcoming election. The city placed ads

in the newspaper, on social media and on its website as well as trying to verbally engage residents. “I can’t make a decision on our future if we have no current information to base it on,” she said. “At some point, the residents of Colwood have to be responsible for their actions or lack thereof, they can’t blame city council.” Lukens said whether it is full amalgamation, a memorandum of understanding (MOU), or mutual aid services, she could still support investigating various scenarios that might involve Colwood. With that in mind, the West Shore RCMP and their Auxiliary Constable Program, alongside various community partners, hosts a free Cyber Safety and Awareness presentation Oct. 23 at the Isabelle Reader Theatre in Langford. Alan Perry from CFAX 1070’s Tech Talk and Darren Laur of Personal Protection Systems lead the session. They’ll cover topics including identity theft, technology, fraud prevention, social media safety,

youth awareness, cyber safety for small business and more. Social media already plays role in election Facebook and other social media have played supporting roles in the last few elections on the West Shore and beyond, but the 2014 municipal elections may be the first where they can be seen to have a direct effect on the outcome. The candidate had declared his intention to run last Friday morning and withdrew later that day. It was a lesson learned for one young candidate, and a sign that as more council hopefuls look to social media to save themselves time and connect to more potential voters, the chances of an opponent or critic choosing to delve into one’s public online life increases proportionately. People are talking about the change they want to see in politics using these platforms, which is a good thing and will make them a force leading up to election day Nov. 15. Still, watching the discussion on social media, you see how often opinion gets substituted for fact and how fast discussions get hijacked or devolve into personal attacks and other forms of abuse. The lesson here for voters, as social media becomes evermore a source of political information free from checks and balances, is to do your own research. As with all information that comes your way in life, fact-check and examine the source supplying it before deciding if it’s reliable, especially when using it to determine where to make your mark on a ballot. Most importantly, never vote based on someone else’s beliefs and judgements. Learn to separate opinion from fact, and remember that even the most well-meaning people may be sharing inaccurate information.

Think animal welfare before voting The 2014 municipal election is just around the corner. For the last two years VIctoria Citizens Against Rodeo Events has worked to educate the public and politicians about the inhumane treatment of animals that occurs at the Luxton Rodeo in Langford each spring. The current Langford mayor and council have declined to address the issue. Initially it was stated they weren’t experts, so we provided experts. It was claimed the law didn’t have provisions for them to act, so we provided a compelling eight-page legal opinion demonstrating how it could be done. Has Langford done great things? Yes they have, but the current elected officials have chosen not to take stand for animal welfare. Know what your candidates stand for and vote for what you believe in. If that belief includes eliminating the inhumane treatment of animals for entertainment remember this when you complete your ballot. Faith in Teddy’s return confirmed for visitors We were travelling on a family trip up-Island from Winnipeg and when we arrived at our destination we realized that we were missing someone. It was Teddy, our five-yearold grandson’s constant stuffed companion. After searching

everywhere, we could not find Teddy. Oddly, our grandson, Braiden, was not troubled, as he just had this faith that Teddy was safe and would return. Sure enough, three days later when we went back to the Langford Superstore where we had shopped on our way out, there was Teddy, safe and sound. So, to whomever returned Teddy and in so doing kept our grandson’s faith intact, thank you many times over and we will pay this good deed forward. Don and Carolyne Campbell Winnipeg, Man.

Solution offered for burning issues Lately many people have been complaining about the smoke produced on burn days in Langford. However, there is a simple solution to eliminate burn days. Other areas on the West Shore have certain days where residents can put their branches, limbs, grass cuttings, etc. out at the curb on a certain day in the spring and the fall for pick-up. This eliminates the need for a burn day. Now if someone can convince Mayor Stew Young, who is part owner of Alpine, to talk the other owners into giving Langford a couple of days for a free pick-up of refuse in the fall and spring, we would be smoke-free. They could ask the other communities, who do it for their residents, how and when they do it. Dave Wing Langford

Not only did the group raise nearly $670 for the program, they also donated handmade baby boxes, filled with many of the necessities moms need for their newborns. The Western Communities Foundation, the charitable arm of CCIS parent Western Financial Group, chipped in $500 to add to the local donation, which was passed along recently.

A new fuel consumption rating system kicks in for all 2015 model year new cars and light trucks. The Government of Canada has finally approved the five-cycle test method, already used in the US since 2008. In general, those predicted fuel consumption figures on the EnerGuide label (on every new vehicle) will increase somewhere in the 10 to 20 per cent range, compared to a similar, or even identical, 2014 model year vehicle. As before, vehicle manufacturers are required to submit fuel consumption data to the federal government based on controlled laboratory testing procedures. This is done in order to produce results that are consistent and repeatable and includes the use of standardized fuels, test cycles and calculations. The underlying objective is to give a Canadian consumer making a new vehicle purchase decision an accurate and reliable way to compare fuel consumption. The three additional test cycles, added to the old two-cycle testing method, include cold temperature operation, air conditioner usage, and driving at higher speeds with more rapid acceleration and braking. Cars, roads and motoring habits have changed over the years and the new five-cycle test was designed to better simulate modern driving. That said, and also as before, an ownerâ€™s actual on-road fuel consumption is still likely to be different, although closer to the new government test numbers. Real life fuel consumption not only varies depending on how and where you drive, it can also change with traffic, the weather, after dark and a bunch of other less obvious factors. If you want to check how your current vehicle would fare (and compare) in the five-cycle test, Natural Resources Canada (nrcan.gc.ca) has an online calculation tool

that gives approximate fuel economy numbers for vehicles going all the way back to 1995. This is the web link: http://oee. nrcan.gc.ca/fcr-rcf/ public/index-e.cfm The more fuel a vehicle burns is directly related to the amount of carbon dioxide, a greenhouse gas, it pumps out the tailpipe. So, not only does a more fuel efficient vehicle cost less to operate, it also has reduced environmental impact. Fuel economy now transcends the small car market and is an important concern for buyers in just about every vehicle market segment. Itâ€™s also why fuel economy has become an increasingly important in the marketing of new vehicles, especially in the high-volume market segments. The car business is a highly competitive one and, as you might expect, auto makers try to build vehicles that do well, and get low numbers, in the government fuel economy test. Major technological changes are also happening in the fuel economy race. Smaller and more efficient gasoline engines are available, hybrid vehicle sales are taking off, plugin hybrid vehicles are becoming more common and the pure electric vehicle is a competitive production reality. So, even the term â€œfuel consumptionâ€? may become obsolete, sometime in the future. Right now, however, if you walk into a new car dealership showroom, youâ€™ll probably find both 2014 and 2015 editions of the same model vehicle for sale, side-by-side. If you donâ€™t notice the asterisked note under the EnerGuide fuel consumption figure on the 2015, itâ€™s easy to assume that itâ€™s a less fuel efficient vehicle and thatâ€™s almost certainly not correct. The 2015 EnerGuide fuel consumption figure is simply more realistic and closer to what youâ€™re likely to experience during dayto-day driving in the real world. bob.mchugh@drivewaybc.ca

Charlotte, NC – The launch for the heavily updated Toyota Camry took place here in the heart of NASCAR country. Along the drive route, there were several NASCAR stops, one at the Hall of Fame, and another at Joe Gibbs Racing and a third at the Charlotte Motor Speedway. This was all to emphasize just how American the Camry has become. The chief engineer of the 2015 Camry is from Michigan, not Japan, as was the case with the rest of the crew that updated over 2000 parts on this latest sedan. It is the most popular passenger car in North America and number one in the United States. However, that is not the case in Canada, where it lies third in the Toyota lineup behind the Corolla and RAV4.

When a car is typically refreshed, the designers add a new front bumper, grille headlights and rear taillights and call it a day. Not the case here, the 2015 Toyota Camry has allnew sheet metal, providing a sleeker and more eye-catching design. The wheelbase remains the same length but the track, side-to-side has been widened for more stability. The overall length is only slightly longer, in the nose, to help achieve the more polished look. The interesting thing is this new more youthful design actually makes the car look smaller, mostly due to the less slab-sided look used in the previous car and the tightly wrapped lines and shapes. There is a new trim level in the Camry lineup, the XSE, sportier looking trim that enabled Toyota to lower the price of the, still sporty, SE trim by $2,000 to $24,990. In addition the SE trim has been added to the Hybrid model, enabling buyers of that efficient car to also enjoy a more distinctive design.

trim. The centre stack now has bigger buttons and rotary dials for ease of use, a welcome update for older buyers. To appeal to younger intenders, the Camry has the latest connectivity and on the top XLE models a wireless charging system in the centre cubby but the phone either needs a special sleeve or integrated wireless charging technology.

Not just happy to make a more appealing looking car, the engineers also went about improving the ride, handling and noise inside the car. The track of the wheels has been widened and the lower end models also get wider wheels for improved feedback but the biggest change is to the steering feel. The Camry is equipped with electric power steering and these systems have been notorious for poor feedback to the driver. This new 2015 Camry is a big step foreword. Straight-line stability has been improved and the car, with a more rigid platform and slightly stiffer springs and shocks, is now sending good feedback to the driver.

What haven’t been updated are the engine and transmission choices. The same 178hp 2.5L 4-cylinder with a 6-speed automatic does duty along with an optional 3.5L V6 putting out 268hp. The 2015 Camry looks much better, drives with more confidence and has a pleasant interior. Runners tackle rugged route in Colwood First crosscountry race rolls over hills and dales at Juan de Fuca Recreation Runners from Vancouver Island and the Lower Mainland climbed up and down around the Juan de Fuca Recreation Centre lands in the 2014 Fall Classic Cross Country race Tuesday. The invitational event was part of the relatively short high school cross country running

season. Island runners gear for the zone championships Oct. 22 at Beaver Lake and can qualify there for the provincials, scheduled for Nov. 1 back at West Shore Parks and Recreation. Belmont’s Evan Szabo finished 19th among 66 in the senior boys division, clocking 25 minutes, 10 seconds over six kilometres. In the 5K senior girls race, Elena Lopez was the top Belmont finisher, winding up 29th in a field of 53 with a time of 21:30. Other teammates’ finishes were Zoe Lun, 39th (23:05);

Angela Zhuo, 43rd (23:47); Niki Lam, 47th (24:38) and Shayla Ross, 48th (25:16). In the 5K junior boys event, Belmont teammate Mitchell Coulombe finished 39th out of 70 with a time of 23:05, while Jessica Coulombe was 27th in junior girls (4.2 km) in 21:50. Neighbouring Highlands has also seen small business growth, “supported by residents preferring to purchase goods and services locally,” says Mayor Jane Mendum. The diversity of the West Shore also supports small business, Mendum says, noting that “not all businesses fit into or can afford space in new buildings or an urbanized setting.” In the Highlands, support for business ranges from zoning bylaws to purchasing services from local small businesses to consideration of business class when setting tax rates. The Official Community Plan also encourages environmentally sustainable businesses which are compatible with Highlands’ rural character in areas outside of the established business parks. Benefits to the community include increased economic activity and job creation, not to mention a variety of infrastructure and recreational improvements and additions. In Langford, “council and staff take a very flexible, innovative approach to economic development and accommodating small businesses. Stone said a successful referendum on new taxes for TransLink in Metro Vancouver next spring would result in the mayors’ transit expansion plans being added into the provincial plan. A referendum defeat, he said, would leave “other investments” identified as priorities in the Lower Mainland to be pursued under

Stone said he’s working collaboratively with the mayors to help them adjust their financial assumptions and design the question so the referendum – to be held via mail-in ballot – has the “maximum chance of success.” A discussion guide for the consultations notes the province needs to replace aging transportation infrastructure, while preparing for an extra million B.C. residents by 2025 as well as the effects of aging demographics, growing demand for public transit and increased pressure on rural roads from resource development. As for how to pay for new infrastructure, the ministry document says the province would “explore different funding options” while also maximizing federal contributions and partnering with First Nations, local governments and the private sector. A run with Mike Suminski is equivalent to three doses of a high-energy drink. His arms stretch wide. He lifts his nose to inhale the fresh forest air atop Mount Finlayson as a small group of runners ascend the 419-metre mountain at Goldstream Provincial Park. With the enthusiasm of a young boy, Suminski asks the runners how their day is going. He’s intently interested in the response and as he leaves the mountain top, he jokingly reminds them to be “careful with the bears.” It’s clear Suminski loves trail running. He runs the trail with endless energy, always ready with a laugh or quick-witted remark. Ask him a question about running form or where the trail goes, he’s only too happy to offer assistance. Suminski, 62, has become somewhat of a legend on local trails. “There’s nobody in town who runs who hasn’t heard of Suminski’s group or run with it,” said longtime running mate Moe Beaulieu. The group – loosely called Suminski Runners – has been around for more than 10 years. It started out as a clinic where runners would pay Suminski upwards of $100 to learn how

When the Capital Regional District wanted to start charging Suminski a fee for using the park because he was running a business, he decided to drop the clinic but keep the runs going for free. These days, Suminski notifies runners, an estimated 200-plus, by email where the Sunday run will take place. “The social aspect, at least for me, is a big part of it. I love my running, but I really love the social aspect.” Most Sundays, 20 to 30 runners come out for anywhere from two to six hours on the trails. Beginners and seasoned vets alike are always welcomed. The Suminski Runners have certainly gone through their trials and tribulations. Three

members have fought throat cancer and a fourth battled the disease before joining the runs. Another was recently diagnosed with lymphoma. But still they run. The group has at least a dozen people who have completed a 50-kilometre ultramarathon, which as Beaulieu points out is “pretty phenomenal” considering the number of runners. Larry Taylor, 66, is one of those runners. Last year he completed his first-ever 50-mile ultramarathon. He backed it up this spring by running a 25-kilometre race one day and a 50-kilometre the next. “I was hooked the first day (with trail running). She loves playing music and it’s great to see her reach out to the audience in the way she plays music,” Hensley said. “She really gives the audience something substantial and it’s great to be a part of that energy.” Having performed recently in Oak Bay, Hensley, who is also a faculty member at the Victoria Conservatory of Music, said the duo is looking forward to bringing a variety of songs to Metchosin, from the lush harmonies and varied use of instrumental compositions from Italian composer Niccolò Paganini to the striking melodies and harmonies from Austria’s Ferdinand Rebay. “It’s always interesting to explore music from a particular vantage point finding music for a violinist and guitar,” Hensley said. “Music is great stuff. There is so much diversity and when I’m not working on this kind of art music program, I love (performing). Youth Parliament is after 95 young men and women to visit Victoria this Christmas, debate important service projects to benefit the youth of the province, and put those plans in place in 2015. For the next three weeks, the youth organization is calling on community and youth leaders from across the province to nominate exceptional young people to take part in this opportunity.

Q: WHO’S GROWING THE MOST OUT HERE? The most recent Canadian census, with data from 2011, trumpets Calgary, Edmonton, Kelowna and Saskatoon as the metropolitan areas with the most growth between 2006 and 2011, ranging from 10.8% (Kelowna) to 12.6% (Calgary). But one West Shore municipality, while lower in overall numbers, smashed those growth figures. Langford led the way with 30.1% growth, to 29,228 residents, while HIghlands was next at 11.4% (to 2,120). They were followed by Colwood at 9.6% (to 16,093), View Royal at 7.0% (to 9,381) and Metchosin at 0.2% (to 4,803). An aggressive development strategy over the years and today, guided by Mayor Stew Young and his council, has helped the municipality become the fastest growing municipality in B.C. and one of the big gainers in all of Canada. By the time the 2016 census is released, the numbers will likely show continued high growth in Langford, Colwood, View Royal and Highlands, the four West Shore jurisdictions that are open to large-scale residential housing projects.

Langford planning director Matthew Baldwin has been with the city for 17 years. In that time he’s seen a lot of changes, not least of which was the overbuilt condo market before the recession of 2008-09. When he looks at the number of residential developments underway and planned in the municipality today, and the related amenities being created to help make the city more “liveable,” he offers up an auto-related example to describe the scenario. “If 100 per cent is redlining – and you don’t want to do that to your car – I’d say we’re running along at 75 to 80 per cent of max, and that’s a good healthy rate,” he says. “It sometimes can create a bit of a frenzy when people overbuild. What you end up with is two builders chasing one buyer. I think the pace that we’re at is sustainable.” If one were to revisit the regional growth strategy mapped out for the Capital Region in the early 2000s, it clearly identified the West Shore as the area best suited – it had the most open land – for the lion’s share of new residential construction. With the exception of a couple of years after the recession hit hardest, development in Langford, particularly, has continued largely unabated. Today’s list of projects, however, contains more rental housing than condos, while other builders are focusing on townhomes and detached single family dwellings. A quick glance sees the Happy Val-

Before the Sedin brothers were great with the Vancouver Canucks, they were great in Sweden. But the transition to North America during their rookie NHL season of 2000-2001 and the next few years nearly derailed them. What allowed the brothers to flourish, according to research being conducted by education Prof. Carolyn Crippen and doctoral student David Nagel at the University of Victoria, was Daniel’s and Henrik’s inherent use of the servant leadership philosophy. “They were called soft, they were called sisters, they were called lots of things, but they decided to stay in Vancouver and it was a key moment of their life,” says Crippen, a Victoria resident who had never watched hockey until she

stumbled upon the Sedins in 2011. Their bushy red beards of the time stood out, she says. Using traits exhibited by successful servant leaders, the Sedins prevailed as honourable, respectful athletes in a violent and intimidating arena. Crippen and Nagel have captured those traits and their benefits in two international journal articles about servant leadership. “Their decision to stay was a crucial stage in their development,” Crippen says. The research has included site visits to games, practices and interviews with the Sedins at Rogers Arena, as well as with television and print media members Dan Murphy and Ian MacIntyre (who’ve watched the Sedins since Day 1). Crippen and Nagel have also documented countless hours of

If it’s game night, Crippen has the TV or radio on while she scribbles constant observations. “I really knew little about hockey before this started,” she said of the research study which has “taken on a life of it’s own.” With the Vancouver Canucks organization on board to grant the researchers full access, their studies are now focused on a third scholarly article planned for publication in 2016. That’s in addition to their initial paper in a 2013 edition of the PHEnex Journal and this summer’s update in the International Journal of Servant-Leadership. The Sedins learned their values from a family and community that stressed inclusivity. They speak highly of their elder brothers, who modelled their parents’ values of fairness. “When the Canucks lost Game 7 of the Stanley Cup Final in 2011, the players were upset and the Sedins were the only players who stayed to answer every question from the media,” Crippen says. “They didn’t try to avoid it, they were forthright and honoured their role and responsibility.” For Nagel, it’s been a treat to study

Now the father of a young family also gives back as a coach with the Victoria Ice Hawks midget house team (15-17). “In a way, (it’s changed the way I think about hockey), but I think aging has had more of an affect,”

he says. “Victoria Minor Hockey Association takes a ‘whole person’ developmental approach ... using hockey as a vehicle for supporting growth in individuals.” In that sense, he adds, it coincides with servant leadership.
