Red Deer County approves false alarm bylaw JASMINE O’HALLORAN–HAN SYLVAN LAKE NEWS

Red Deer County council has approved a new False Alarm Bylaw in response to the many false alarm calls its emergency services departments receive regularly. Even when placed unintentionally, the

calls require police and firefighters to respond, resulting in the unnecessary use of time and resources when they may be urgently required elsewhere. Property owners will pay no fee for first incident, but will pay $200 for a second incident. That number will rise to $400 for each incident thereafter, within

Steffie Woima students benefitting from collaborative project A collaborative approach to teaching literacy is benefitting students of École Steffie Woima School. Daily Five is the language arts-based program that’s been embraced by a team of five Grade 4 teachers and taught to students at the school. With teaching methods focused more on developing students’ reading and writing skills individually than as a group, the program allows students more flexibility in choosing books and writing topics that fit their own interests and skill levels. “Now, they’re all reading at the level that best suits them,” said Grade 4 teacher Tara Anderson. “They now work on projects that are based around a book that they have chosen.” The result, she added, is more choice and responsibility for students, helping them build reading and writing stamina, as well as understand their own book choices and the purpose for reading them. Since it was first implemented last year, the program has showed positive results. The teaching team leading the project reported that 93 per cent of students say they now read better, have better reading stamina and better understand what they read. Further, 99 per cent said their writing stamina has increased. And it’s not just students who are benefitting.

Teachers involved, Anderson said, have also undergone what she called a “collaborative journey of dreams, discussion and discovery,” through their work with one another. “We could basically just use each other’s ideas and strengths and expertise and bounce ideas off one another to best plan how we could deliver (the program),” she said. “It’s not just one person working on their own with a single idea; we’re now collaborating together, and it’s that more minds (create) greater results sort of thing.” Steffie Woima principal Angela Eadie-Gyori said the project strongly reflects the benefits of collaboration. Surprised by the unexpected Is your cup half full or is it half TREENA MIELKE empty? BLACK PRESS I have debated this particular question with myself at great length lately. With winter’s icy doorstep just one shake of a snow globe away, I’m struggling to mentally capture the ‘feel good, half full’ feeling about life in general. Every day when I drive the familiar ribbon of highway that eventually takes me to my place of employment, I see changes around me that remind me not to be too happy. The trees, once all proud and flaunting their stunning fall attire, are starting to look all bare and forlorn. Even the sky doesn’t look friendly anymore, and as often as not greets me in the morning with an icy, cold stare. And the other day I had to scrape my windshield. And, I haven’t even mentioned the construction which is very much alive and well on our Alberta highways and byways, and even on other little roads where potholes dare to flourish. It seems in our lovely province where the wild rose lives on on license plates and in roadside ditches, our most common roadway signs are ‘construction ahead’ and ‘detour.’ But, ironically, I’m here to tell you being forced to take a detour is not always bad. The other morning, I obediently took my grouchy old self and my trusty Hyundai on the detour route just like the sign said and, voila, I was surprised by delight. I got to drive by the lake. Somewhere along the way, I had forgotten about the lake and its many moods and how it seems to hold its own particular charm, no matter what the weather. Even when the wind is angry and mean and whips up the lake’s blue pudding waters into frothy whitecaps, it is awesome. And, on a quiet and still morning, when God has ironed out all its wrinkles, the lake just lies there looking all blue and tranquil, making me think of the quiet blue gaze of my six-month-old grandson. Steady. Calm. Peaceful! If I was a wise and philosophical woman, I

could, perhaps, relate the detours we are sometimes forced to take simply because the road ahead is under construction, to the struggles that happen to each and every one of us, all the time. Disappointments. Frustrations. Illnesses. Worry. Exhaustion. Feeling overworked and under appreciated. Exhaustion. Oh right, I already said that. Seriously, though I’m not really wise or philosophical, but I certainly am happy because of a detour I was forced to take. It never hurts to be reminded of beauty.

It makes it easier to focus on the ‘half full’ concept. It’s true. There are those little, full-of-surprise, happy moments that often drop into our day, unnoticed. And we should remember to notice them. The other day my husband, out of the clear blue sky of nothing, actually said, “We should clean out the garage so you can park in there this winter.” Wow, what a good and novel idea. Parking in the garage. Who would have thought it? I’m excited, already.

Barry Dorin, son of Mrs. and Mrs. Walter Dorin, has recently been recipient of several awards. Barry graduated from the Composite High School this summer with an average of 81 per cent. He received a Queen Elizabeth Scholarship of $500, and the Canadian Legion Auxiliary Scholarship of $100. In the latter case he was one of 30 chosen from among 95 applications. He

also was the winner of the Sylvan Lake I.O.D.E. award for Grade XII. Barry is studying Chemical Engineering at the University of Alberta, Edmonton. ♦ ♦ ♦ The first meeting of the Sylvan Lake Home and School Association for this year was held in the school auditorium. Installed as the new executive are the following: Pres. - Elsie Hunter; 1st Vice Pres - Carolyn Raymond; 2nd Vice Pres - Bob Blick; 3rd Vice Pres Bert Cody; Recording Sec - Phyllis Munson; Treasurer - Sheila Jarvin; Social Convener - Jean Nelson; Program Convener - Rev. WHEREAS it is deemed necessary and expedient to amend Bylaw No. 1555/2010 in the manner hereinafter appearing: NOW THEREFORE, the Council of the Town of Sylvan Lake, in the Province of Alberta, duly assembled and under the powers conferred upon it by the Municipal Government Act, RSA 2000, Chapter M-26, and amendments there to, enacts as follows: THAT Section 7.38.1 be removed and replaced with the following: 7.38.1 Secondary suites shall only be located on a lot with a single detached dwelling, and have rear lane access, when in accordance with one or more of the following: a) the secondary suite is located within a lot that allows for garage suites as indicated on the Garage Suites Map; however, only one suite will be allowed per lot; or b) on a corner lot; or c) the lot has frontage along an arterial or collector road; or d) on a lot where residential development is only located on one side of the road; In addition to the above, all secondary suites shall: i) be located within a neighbourhood where the density of suites development does not exceed 15% of the detached dwellings in the neighbourhood; ii) not exceed the floor area of the principal building; iii) contain a maximum of two bedrooms; iv) have a separate entrance from the principal dwelling; either from a common indoor landing or directly from the side or rear of the building; v) not be used as a tourist home; and vi) comply with the Province of Alberta’s Building Code and Fire Code THAT Section 7.38.2 be removed and replaced with the following: 7.38.2 One paved on-site parking stall shall be provided per secondary suite, in addition to the required number of parking stalls for the principal building. A Public Hearing regarding the proposed Bylaw will be held on Monday, October 27th, 2014 at 6:00 p.m. in the Council Chambers of the Municipal Government Building at 5012 48th Avenue, Sylvan Lake, Alberta. All persons in favour or opposed to the Bylaw will have the opportunity to be heard. If you are unable to attend personally, written submissions must be submitted to the Municipal Government Building no later than 4:00 p.m. on the day of the hearing. This year the foundation expects 1,400 people to come and the foundation’s fundraising goal is a net $200,000. “It’s a high-end event and helps raise money so that we can continue operating the Sorrentino’s Compassion House,” said Compassion House Foundation executive director Mellissa Kraft. “We’re a small organization and we pull off this huge event in the city. Vasselin takes top spot at World Wakesurfing Championship STUART FULLARTON SYLVAN LAKE NEWS

Sylvan Lake’s Julie Vasselin fared much better than she thought she would at last week’s World Wakesurfing Championship in Lake Las Vegas, where she topped the podium to become the 2014 Amateur Women’s World Wakesurfing Champion. Vasselin, 23, beat out competition from around the world to win the title — something she says still hasn’t fully sunken in yet. “It was an astonishment,” she said. “When I went in, I told my friends I was more trying to break the top ten — not be on top of the podium.” Vasselin entered the competition as one of the lower-ranked riders. That’s something she feels ended up playing in her favour.

“I wasn’t really supposed to win it; I was not really one of the contenders, I guess you could say,” she said. “I was seeded to ride last out of everybody, and usually when I ride last, I don’t ride my best because I watch everybody else and then it stresses me out, but I made sure not to watch anybody else’s ride.” Vasselin said the good run she had was “about the same” as others she’s had at other recent competitions. Some riders seemed to struggle with the unfamiliar wave, she added. Vasselin began wakesurfing three years ago, and has only been riding competitively for a year. In an interview with the Sylvan Lake News last month, she said she didn’t get involved in the sport for the opportunity to place at major tournaments. Rather, it’s something she claimed to

enjoy due to its “relaxing and stress-free” nature. She’s already tied down some sponsorships, but is hoping her Lake Las Vegas win will attract more to help pay for the expenses associated with the sport. “I’m open to any sponsorship opportunities out

there as it’s an expensive sport to compete in, and any support would be amazing,” she said. She’s grateful for support of a different kind that she’s received from both her coach, Caroline Villeneuve, and her friends and family — whom she says she owes a great deal of her success to.

Parkland libraries raising awareness of digital resources STUART FULLARTON SYLVAN LAKE NEWS

Bringing attention to digital resources offered in Central Alberta libraries is the aim of an awareness campaign being undertaken by Parkland Regional Library (PRL) throughout the month of October. The Parkland network, which includes libraries in Sylvan Lake, Eckville and other municipalities throughout the region, will increase its advertising presence to inform people who may be “unaware of what is available from today’s public library,” according to PRL director Ron Sheppard. “Our regional collection of digital content is growing fast — our member libraries are enthusiastic about contributing to our new eBook service 3M Cloud Library,” he said in a release. “There are multiple services that bring popular digital content to library patrons who don’t have the time to walk through the doors of the library. Patrons can borrow movies, TV shows, music, books and audiobooks from the comfort of their own living room. All they need is a library card.” Offering a diverse range of content and more flexibility in borrowing has proved nothing but positive at the Sylvan Lake Municipal Library, according to programmer Corrie Brown. “I think we’ve had more people visit libraries with the introduction of technology, just because they still need help with it,” she said. “There are so many things that the library can do with that new technology, whether it’s free books or free magazines.” The library’s popularity seems to have grown along with the town’s population, she added. Just last month, more than 750 people visited it over three days for a celebration of Alberta Culture Days. PRL’s campaign takes place during Canadian Library Month, which the Sylvan Lake Municipal Library will mark with a celebration on Oct. 25. Held in an open house format, it will also allow patrons the chance to explore its newly renovated premises between 11 a.m. and 3 p.m. Sylvan Lake Seniors Association offers Resources and trained volunteers to assist with applications for:

RCMP NOTES

Police investigating Bentley area vehicle thefts September 27 1:57 a.m. – RCMP received a call from a 33-year-old female advising that an unwanted male was in the hot tub at her residence and she wanted him removed. The female was also concerned that the male was intoxicated. Police attended the residence and arrested the male, who was confirmed to be heavily intoxicated. He was lodged in cells until sober. 10:16 a.m. – A 67-year-old resident made a

report of harassment to RCMP after she was accosted by a couple of youths outside of Sobey’s grocery store in Sylvan Lake. Two males, approximately 12 to 14 years of age, approached the complainant and threatened to pour taco sauce on her head. She advised them to leave her alone and walked away. RCMP investigated but the youths were no longer in the area and could not be identified. September 28

September 29 4:22 p.m. – A report of an intoxicated female along Highway 11 resulted in police attendance. A driver reported seeing the female stumbling while walking eastbound on the highway and was concerned she may be hit by an oncoming vehicle. RCMP located the female a short time later lying in the ditch on the south side of the highway. She was transported to cells and was released when sober. She was also found to have two outstanding warrants out of Edmonton and was released to appear in court at a later date. September 30 6:51 a.m. – RCMP are investigating the theft of a vehicle from the Bentley area. A 2003 Ford truck was stolen overnight from an address on 51st

2:32 a.m. – A RCMP member on patrol along Lakeshore Drive in Sylvan Lake noticed a male known to police coming out of a local bar. The male was on probation which included not to enter a licensed premise and not to consume alcohol. The 21-year-old male was noted to have alcohol on his breath and was arrested at the scene. He is charged with two counts of failing to comply with a probation order and one count of failing to comply with a condition of an undertaking.

Avenue. The vehicle was later recovered in the company of two males. The matter remains under investigation. October 2 2:26 p.m. – Another investigation is underway into the theft of a vehicle in Bentley. A 2006 Ford F250 truck was stolen from a transport company compound on 48th Avenue. A spare set of keys were in the console at the time of the theft. There were no witnesses to the incident. 5:51 p.m. – RCMP, EMS and fire crews were dispatched to the scene of a collision on Highway 20 at Memorial Trail in Sylvan Lake. The two vehicles involved in the collision were blocking the intersection, with one person sustaining minor injuries. The driver of a vehicle turning

north onto Highway 20 from the stop sign at Memorial Trail was t-boned by a southbound vehicle. A fine was issued to an 18-year-old male out of Rocky Mountain House for making an unsafe left turn. October 3 9:40 p.m. – A family dispute at a residence on 50th Avenue in Bentley resulted in RCMP attendance. An elderly female advised police that she was attempting to evict her 38-year-old son who was intoxicated and refusing to leave. A verbal argument ensued resulting in the female contacting police as she was concerned for her safety. The male was arrested at the scene for breach of peace and was lodged in cells until sober.

Camp

- Sylvan Lake Scouts enjoyed a family camp at Camp Kannawin the weekend of Sept. 27. Youths participated in crafts, games, hiking and rope courses, and performed skits, songs and cheers at a formal campfire. New Board Members Appointed Red Deer College Board of Governors is pleased to introduce its newest Board members.

Dustin Sundby is the Regional Managing Partner for Central Alberta with MNP LLP, providing a full range of business solutions to public and private clients with a primary focus on the oilfield sector. He is active in our community, with experience in roles such as the Co-Chair of the United Way of Central Alberta Fundraising Campaign and past Chair of the Central Alberta MS Society. He also enjoys coaching minor baseball in Red Deer. Dr. Paritosh Ghosh is an Economics Instructor at RDC. He previously served as an Economics Instructor at universities in British Columbia and Sydney, Australia. Dr. Ghosh also enjoyed a lengthy career in a variety of positions with the Government of Bangladesh and both studied and worked in the Netherlands and Australia before moving to Canada. As a community-minded citizen, Paritosh has previous board experience with the Red Deer & District Museum Society and Red Deer Public Library Board. John Swarbrick currently serves as Market VicePresident at ATB Financial in Red Deer. His banking experience is vast. During his career, John has worked in a variety of branch banking, sales management, and project management roles. John is passionate about his community leadership experience, currently serving as Vice Chair and Finance Chair with Red Deer Regional Health Foundation and Director of The Sutter Fund.

Ralph Salomons, born and raised near Lacombe, Alberta, is currently a real estate associate working for a commercial real estate brokerage serving central Alberta. Throughout his 30 years of experience as a broker/owner, Ralph served on numerous boards and councils for both the community and the real estate industry. Ralph’s interest in RDC began as a student before going on to University of Alberta to complete his BSc. degree. All members of his family received their initial years of education at RDC before receiving their degrees from University of Alberta or University of Calgary. Joe Henderson enjoys his current role as SecretaryTreasurer of Wolf Creek Public Schools. He has a wealth of experience gained from working in a variety of financial management roles within school districts across central Alberta. Joe’s passion for education is also evident through his board experience which includes Chair of the Alberta School Boards Insurance Exchange and various roles served on the Association of School Business Officials of Alberta. He is committed to the community through other endeavors, such as supporting minor sports. Joe also enjoys spending time with his wife, Sue, their eight children and eight grandkids. Erik Ellingson is an RDC student, pursuing a new career as a teacher. He excels in his studies, recognized for high grades with placement on the President’s Honour Roll. His busy schedule includes volunteering as a Sunday School teacher, tutoring students with special needs, and participating as a 14101RR0 member of Snow Angels. Previously Erik has worked in the construction industry, oilfield sector, and in corrections. He was raised in central Alberta and is proud to call Innisfail home. Erik enjoys spending time with his wife, Laura (who is also a teacher), and their daughters, Liv and Kate. Gilles Allard is a Building Codes Official and Partnership Advisor with Alberta Municipal Affairs Safety Codes Application field technical team. Gilles has extensive board experience including various municipal and provincial committees and is a past President of the Alberta Building Official Association. Gilles is a life-long learner having completed all of his formal education and training as an adult student. Since moving to Red Deer in 1991, Gilles and his family have been actively involved in the Aboriginal community. Gilles and his wife, Dawna, have five children and three grandchildren.

Brayden Bystrom also qualified for individual competition at provincials, which was his first real tournament experience. He finished with scores of 88 and 84. Despite the miserable weather, during both days of provincials, Lynn managed the conditions, courses and competition to secure the boys individual title, competing against 114 boys. After day one, played at the Redwood Meadows Golf and Country Club, Lynn found himself six strokes back, finishing with a score of 78. Disappointed, but undeterred, he knew he had to shoot a low score in the second and final round at the River Spirit Golf Course to have any chance of competing for the individual title. In overcast, chilly and windy conditions, Lynn shot a 71 (one under par) to overtake the day-one leaders, who struggled with the blustery weather conditions. It was a grind, but his poise and course management saw him reel in the leaders as the round progressed. Knowing he was in contention, he had to wait a while until all of the other players finished their round. He was pleased when it was revealed that he had finished first. It was the second provincial gold medal for HJ Cody High School — the first arriving in 1996. Also, a special thanks to coach Brett Gardiner, teacher at HJ Cody, for chaperoning the boys on both days. Dealing with uncomfortable weather conditions, transporting the boys between the courses, events and their accommodations, as well as keeping parents updated over the two days, he went above and beyond the call of duty. He even received the ASAA Sportsmanship Award for coaches. Bruce Thompson, another HJ Cody teacher, and a member of the coaching staff, was unable to attend this event, but supported the team at zones. He also needs to be thanked for his efforts. All members of the golf team appreciate the effort and commitment of the teachers who supported them during their season.

The Lakers’ defence recovered a fumble which enabled Skylar passes to Landon Rosene leaving Wildcats diving and catching nothing but grass for another touchdown. With Seth’s mighty leg for the convert, the score was 14-0. Sulley Larocque and Dylan Keller grabbed and slammed Wildcat after Wildcat, as did Carter Boothe. Carter Theriault was there to nail the receiver to the ground when the ball landed in his hands. Dillon Chambers came out of nowhere to pick a Stettler pass, bringing the ball back to the Lakers offence. Pass after pass did Skylar throw, but in the end, Seth kicked a three-point field goal before half time, bringing the score 17-0 into the second half. What an exciting start to the second half. Skylar passes to Landon who zips around to the outside and straight down for a 104-yard touchdown. Yes, you heard it right — 104 yards, plus Seth’s convert, bringing the score to 24-0. Korey Prediger grabbed and alligator-rolled a Wildcat, while Sulley Larocque and Trent Tarling teamed up to make a Wildcat sandwich. Dillon Chambers had a slippery Wildcat slip from his grasp only to retrace his steps into Dillon’s waiting arms to pound the cat into the ground. Chase Elwood and Emmery Lunde teamed up to sack the Wildcat’s quarterback. Cartier Theriault leaped like an arrow spearing Settlers’ running back, preventing another breakaway. Michael Smyth’s passes are getting more accurate and precise as are the rookie receivers catching more passes. Coach Braitenback takes full advantage of big leads to play the up-and-coming rookies to give them more field experience. In the end, although Stettler put up a good fight, the Lakers won 24-0. Wetaskwin challenges the Lakers on Friday (Oct. 10) at 4 p.m. for the last league game before playoffs begin. Come cheer your favourite football player!

RICHES Lisa Bente 1965 - 2014 Born March, 13th, 1965, passed away in the very early morning of October 3rd, 2014 after a very hard fought and lengthy battle with cancer. She will be lovingly remembered by her husband Doug Riches, son Dallen Riches, Step son Devin Riches, Step daughters, Miranda Riches and Tessa Dorosh, Mother Klara Lindstrom, Sister Donna (Ron) Roback, Brother John (Terry) Lindstrom and many more. Lisa was born in the town of Eckville and lived in Sylvan lake for her entire life. She was a very accomplished teacher and was well known for not only her career with special needs children but the knowledge she passed on to everyone who surrounded her. When she spoke about her teachings she lit up the room and you could hear the passion in her voice. Lisa also played a critical role in the operations at the Calida Greyhound Track, where she organized races, implemented events, and ran her own dogs. Some of Lisa’s most well-known dogs have blood lines around the world and are said to be some of the very best. Lisa touched the lives of many people and will be remembered mostly for her very courageous spirit, creative ideas and sense and infectious smile. The glass was always 1/2 full instead of half empty according to Lisa. “There are few things in life more satisfying than accomplishing whatever they tell you can’t be done” - Lisa Riches A celebration of her life will be held at the Sylvan Lake Legion (4916, 50th Ave Sylvan Lake, AB) on Friday, October 10th, 2014 at 1:30 p.m.
