educate the public on how to stay safe while surfing the web. “I thought it would be a great community initiative to undertake in the West Shore,” says Devenney, an information technology analyst with Royal Roads University by day. “I’ve noticed an increase in
threats and complaints just in the time that I volunteer here. The more people know, the less likely they are to be victims of identity theft or spyware.” The variety of online issues and threats are currently in the spotlight, with October being proclaimed National Cyber Security
Awareness month. Emails from unknown senders, unsecured WiFi and out-of-date anti-virus software are all wellknown threats, but one of the biggest risks to your online security can be your passwords. “Between your username and password, those are the two
pieces of information used to confirm who you are,” Devenney says. If a username can be worked out, passwords can often be ‘socially engineered’ from social media pages, blogs and so on. PleAse see: Password phrases, Page A23

2014 mayoral races could be rather quiet Mayor candidates few and far between yet Don Descoteau News Gazette staff
Being acclaimed as mayor can mean any number of things. It can be that no would-be candidates feel they can defeat the incumbent in a head-to-head race. Or maybe it’s simply that people are happy enough with the way things are going that no one feels inclined to challenge the mayor. A variation on that is no real contentious issues have come up with the potential to place the existing mayor in a bad light with some voters. Of course it could be any combination of those things. This year there is the added dynamic of terms moving to four years for the first time. As the Gazette went to press, all four incumbent mayors on the West Shore: Stew Young in Langford, Carol Hamilton in Colwood, Jane Mendum in Highlands and John Ranns in Metchosin, were still waiting for a potential challenger to come forward. “I am not aware of anybody else (running for mayor),” Hamilton said on Tuesday, the second day council candidates were able to submit their nomination papers to municipalities. “But I have to keep my radar and my awareness up
and ready.” Hamilton defeated closest challenger, Brian Tucknott, by less than 400 votes in a three-way race in 2011. Young has been mayor of Langford since 1993 and has won by acclamation several times – not in Hamilton 2011, however, when he nonetheless soundly defeated Chris Johnson. Young, who has a solid reputation around the region as a mayor who can “get it done,” likes what he sees in his community in terms of economic development, job creation and recreational amenities for residents. “Going into another election, I still get excited,” he said when asked how he feels about another run at the top job, whether or not anyone else stands for election. “It’s worked out pretty damned good for us. We’ve been at it for so long and most of the council’s been there for so long that we’ve got a lot of continuity.” He appreciates being able to learn community building lessons from people like longtime councillors Lanny Seaton and Denise Blackwell over the years. Having people around the table that have similar vision and individual strengths, not to mention city staff well versed in council’s preference for streamlined information, facilitates progress, Young said.
He senses that people are pleased with how things are moving forward. In conversations with residents, he said, he hears more complaints about the Capital Regional District and its operations than about the City of Langford. “If I’m hearing anything, it’s about the sewer costs, that’s more on the top of their minds,” he said. In View Royal, where 12-year mayor Graham Hill is retiring, Coun. David Screech is the lone declared candidate to replace Hill. Should she be re-elected, Hamilton will find new faces at the table. Councillors Judith Cullington, Teresa Harvey and Shari Lukens are each expected to step down, leaving their spots open for
newcomers. With that in mind, Hamilton is glad for an extra year of working with council toward such goals as completion of the sewage treatment and transportation master plans, and the economic development plan passed in draft form this week. Young “I welcome that extra bit of time, because … with strategic processes, it takes time to identify those and it takes time to get those done.” Hamilton is most keen on the latter point, which she said can go a long way toward creating Colwood’s niche in the marketplace and proving that the city is far more than simply the Island Highway/Sooke Road corridor. With such projects coming on
Metchosin, Highlands in contrast Residents of Metchosin have traditionally been politically aware and active. So, it’s no surprise that voter turnout in the rural community for the 2011 municipal elections surpassed all other West Shore municipalities. John Ranns won his sixth term as mayor with a comfortable margin of victory over former councillor Ed Cooper in 2011. As well, eight people ran for the four councillor positions. Left on the sidelines in the latter group were former councillor Kyara Kahakauwila, and Karen Watson, who challenged Ranns in 2005 and 2008.

By contrast, tiny Highlands saw all six councillors and Mayor Jane Mendum acclaimed, saving the municipality the cost of a full election. Mendum had yet to file her papers when the Gazette caught up with her this week, but confirmed she is standing for mayor again. With the heady scent of apples in the air, the sticky sweetness of freshly extracted honey and the whiz of apples flung from a six-foot-tall wooden trebuchet, this Sunday’s (Oct. 5) Metchosin Apple Festival has something for everyone. “It’s a great time, and people are always taken aback that we give so much away for free,” says Derek Wulff, co-organizer of the event. “We have free taste testing for cider (and) applesauce and you can taste test different kinds of heritage apples.” And for slightly more than free at a few dollars, apple enthusiasts can make their own apple pies, try their hand at crafting a honey-based facial scrub or blend a beeswax body balm. “It is a fundraiser for the Metchosin Foundation,” Wulff says. “But it’s not about making money. It’s about empowering people to do things for themselves, so that they’ll think ‘maybe I’ll get some local apples and make my own applesauce or juice.’ The premise is it gets people empowered to get involved in the making of stuff.” Wulff, who started the festival with fellow apple lovers Dan O’Connell and Jennifer Burgis,

Nobody does an apple and bee festival, and the bees pollinate the trees,” he says. “Honey and bees are often at fall fairs, but often the only involvement is in judging. I thought it would be more interesting for people to actually make products with honey and beeswax.” A toy designer as well, Wulff will have a variety of table-top catapults and the trebuchet set up ready to hurl apples and other ammunition, to the delight of younger visitors. “It’s good fun for the kids and they learn about how you store energy in bent wood. It’s very kinetic. And there’s nothing wrong with kids shooting things
and chasing them,” he says with a laugh. Anne Aylard will be running an apple identification booth for those mysterious strains growing in back yards and forgotten fields, Wulff will have information on grafting and beekeepers will be standing ready to answer any and all apiculture questions. To cap the afternoon, visitors can lounge and enjoy an ‘apple baked tea’ with all sorts of delectable goodies while being serenaded by local singer Sophia Higgins. Knife attack yields arrest, two sought Angela Cowan News Gazette staff
One suspect has been taken into custody and two others identified in a stabbing that occurred Tuesday in Langford. West Shore RCMP received a call at 5:20 p.m. that a man had been stabbed, and found the 31-year-old victim on the Galloping Goose trail near Jacklin Road. He was transported to hospital with serious injuries and was still in hospital as of Wednesday morning. RCMP flooded the area, canvassing possible witnesses and examining the scene, and Saanich police brought in a police dog to try and track down possible suspects. At 1 a.m. Wednesday, RCMP arrested a 17-yearold Langford girl and had identified two other suspects, a man and a woman. “We … expect to have them behind bars shortly,” Insp. Larry Chomyn, detachment commander for the West Shore RCMP, said in a statement. Investigators had yet to determine whether the victim and his assailants knew each other, and could not confirm whether the two adult suspects were also residents of Langford. If you’ve ever wanted to spray a fire hose, crush a pop can with the Jaws of Life, douse flames with a fire extinguisher or learn what firefighters do all day, the Langford Fire Department is giving you a chance. The department is hosting its annual open house Sunday (Oct. 5). “We like it to be
really interactive,” says assistant chief Chris Aubrey. “It’s a great way for the community to learn about the services that we offer.” Kids and adults can try out 12 different activity stations. Amid the excitement of riding in the trucks and putting out fires, visitors will also have the chance to talk to car seat technicians to learn how to correctly install infant and child car seats.

Firefighters will also answer questions about which types of smoke and fire alarms are most appropriate and go over general fire safety and prevention concerns. The RCMP will have a table set up to answer questions about the ChildFind program, and Emergency Social Services will be on hand running through earthquake and disaster safety and preparedness. Aubrey says it’s a way to bring firefighters and the community together without the stress of an emergency colouring their interactions. “Our whole purpose is to provide a service to the community. Normally we’re going out to you and we see you on the worst day of your life,” he says. “This is a positive experience for (residents) to come to us. It’s a great opportunity for people to come and interact with us.” Aubrey adds that the department has an “open-door policy.”
“We want people to feel they can come in and talk to us not just on the open house day, but any day.” The event features a fundraising pancake breakfast and a hot dog and hamburger lunch, prepared by members of the Langford Fire Rescue Women’s Auxiliary. This year the open house is tied in with the kick-off for fire prevention week, the motto for which this year is “Working smoke alarms save lives; test yours every month.” “We’re hoping people will check their smoke alarms and go through fire escape drills this week,” Aubrey says. Each of the area’s Save-on-Foods stores – Westside Village, Saanich, Tillicum, Fort & Foul Bay, University Heights and Sidney – had whittled numerous entries down to just 10 finalists. Those lucky few arrived at their local store for the 11 a.m. finale, each with a key they hoped would be the one to open the car, says Ted Pigeon, manager of the Westside Village location. Save-on-Foods had run a similar promotion on the Mainland and local managers were keen to try the promotion here in Victoria, with support from partner Jim Pattison Metro Toyota Victoria, Pigeon notes. “It was really neat,” he says, pointing to the excitement that quickly built at his own store as the right key wasn’t discovered until their eighth of 10 contestants. “It’s always good to give back to the community.”

Ella Steele and Novella Rusman, both “seven and a half,” have been best friends since Grade 1. So when Novella decided to chop off her hair in support of cancer research, her best friend was right there beside her. “My mom told me my Nan has cancer and was going to lose her hair,” said Novella. “I decided to cut off my hair and give it to people who have cancer.” The soft-spoken blonde pointed to just above her waist to show how long her hair was beforehand. She donated 14 inches of hair and raised more than $1,600 for cancer research this August, while Ella donated eight inches of hair and raised over $800. “My mom is proud of me,” Ella said with a smile. She lost her greatgrandpa to cancer three years ago and her grandpa to the disease just last January. With their matching short bobs bouncing in the wind last Friday afternoon, the two Grade 2 friends were full of energy, getting ready to run in Happy Valley elementary’s annual Terry Fox Run, which raised $564.69 this year through donations from students and teachers. acowan@goldstreamgazette.com

Municipalities get no love Mayors and councillors from the West Shore or elsewhere didn’t get much in the way of joy or love from the provincial government last week during the Union of B.C. Municipalities annual conference. A resolution was passed unanimously by UBCM delegates asking the government to rescind recent B.C. Ferries fare hikes and service cuts, revenue decisions that affect most West Shore residents at one point or another. Minutes after the resolution passed, B.C. Transportation Minister Todd Stone kiboshed the idea. “That’s not going to happen,” he told a reporter. The UBCM was asking for a rollback in fares to 2013 rates. They were too high then, as well. The motion put forward by UBCM delegates came on the heels of a report suggesting B.C. has missed out on more than $2 billion in economic activity over the past decade because of rising fares. Stone labelled the report “irresponsible” and argued that was “unsubstantiated.” When he wasn’t keeping the socialist hordes away from the gates of British Columbia, Premier W.A.C. Bennett essentially created B.C. Ferries in the late 1950s. A strike by employees of the private Black Ball Line was the impetus for Bennett’s plan to create a government-owned ferry service. Bennett saw it as an extension of the highway system. Say that now and watch both federal and provincial politicians run for the hills. Back at the UBCM last week, delegates passed an emergency motion related to the sharing of tax revenue by the province. This is mostly about infrastructure upgrades – more a problem for older jursidictions such as Victoria and Oak Bay, less so for newer cities such as Langford and Colwood – and the increasing difficulty municipalities have funding projects. The emergency motion was thought to be required because the provincial government has ignored, for 12 months, a report detailing a partnership proposal between the province and municipalities. No word, no love, from the province on this one, either. Premier Christy Clark didn’t bring any either when she addressed the UBCM on Friday. Makes one wonder just how serious the provincial government takes the UBCM.

The California drought this past summer reminds us that relying on imported food makes us vulnerable. B.C. already imports over 57 per cent of the fresh vegetables British Columbians consume each year, much of which could be grown in the province. The situation is similar elsewhere in Canada. Recent court cases are a wake-up call for politicians. When it comes to decisions that could irrevocably affect them, the days of running roughshod over First Nations are over. B.C.’s Treaty 8 First Nations have already borne the brunt of decades of industrial development on their lands, including two earlier Peace River dams. They have also found common cause with local communities fighting to save family farms and ranches. Building the Site C dam and flooding the Peace Valley would be more than folly; it would be a tragedy for First Nations, agriculture and the environment.

The Lkwungen phrase, which references good heart, good mind and good feelings, “is pretty high praise in our community, and not to be used loosely,” says Butch Dick, Songhees Nation Elder and emcee at the ceremony. “But it’s not so much the name as it is the people who actually work within the institution and make it what it is.” Camosun offers 10 Indigenous-specific programs – including Indigenous business leadership, a certificate in Indigenous family support as well as postsecondary preparation. The college also boasts aboriginal students from over 50 nations, including West Shore’s Beecher Bay. (The University of Victoria also has about 1,000 First Nations students.) Janice Simcoe and Ian Humphries, co-leaders of the Centre for
Indigenous Education at Camosun, pushed for the renaming together with the Aboriginal Advisory Council, a collection of First Nations stakeholders who make up the longest continuously run post-secondary council of its kind in B.C. All Indigenous programs at Camosun must be vetted through the Council. Students are also connected through an Aboriginal Student Association, who use dedicated space at the college to organize events. “Our goal is to have aboriginal students being reflected not only in curriculum, but in their experience in the college,” Simcoe says. “We also know that unless we support nonIndigenous people to be better informed and feel more welcome in our circles, we won’t resolve those long, social questions of two groups rubbing up against one another.” Another big goal for the new department will be to engage
in more scholarly and community research on Indigenous issues. “The proportion of aboriginal students we have at Camosun is one of the highest in the country,” Humphries says. “We have a connection across all schools and departments in the College.” As a feast of bannock and smoked salmon is served to a few hundred onlookers, Dick reflects on the oncedeep stigma towards education in the aboriginal community “Historically, education meant you had to give up your identity, who you were as an individual. It was all meant to make us the same as everybody and assimilate us, but somehow, we knew that didn’t make sense,” Dick said. “But we’re building those bridges now, and other universities are doing the same thing, which is really neat for aboriginal students all across the nation.” editor@saanichnews.com

The true muscle car enthusiast will be attracted to the 435hp 5.0L V8. Power goes through either a 6-speed manual or 6-speed automatic with paddle shifters on the steering wheel. The big change to the chassis is the introduction of an independent rear suspension and modified front suspension, plus bigger brakes. Carving through the canyons outside of L.A. was a treat, the platform is very forgiving and there is no longer any unstable mid-corner surprises found in the older cars, just a very sure-footed modern car. Verdict 50 years is a long time to continually produce a single car model. What comes out of this is a cumulative result that is
hard to beat. The engineers have done a great job of bringing the suspension into the modern world and the new EcoBoost engine will be very popular, once people try it. The old-school buyers will be attracted to the meaty V8 but often, sensible decisions prevail and the EcoBoost is a solid experience. The styling is stunning, inside and out. To be blunt, this car will be a homerun for Ford. There are two things I’d like to see improved. The seat back has no electric actuation, which means getting the right spot is hard to achieve. The second is the suspension in the GT can be a bit bouncy over city conditions but settles right down at highway speeds – pretty minor stuff for an all-new car. around some downed cones without braking, until we straightened the wheels again, that was. Then it was on to the slalom course, where we were timed driving a bright yellow Porsche Cayman around a snakelike course. Up second, I tooled around the now sun-dried course in about 31 seconds. Not bad, I thought. But as this group of enthusiasts gained knowledge from those who went before them, the times dropped steadily. Red Barn Market co-owner Ashley Bourque, looking at home in the Porsche, made it around in a field-best 26 seconds and change, but dumped a cone for a threesecond penalty. In the end, the final driver – my partner John – ran a clean run in just over 27 seconds to take the unofficial title. To wind up this amazing day where the smiles spanned as wide as the homestretch, teams picked their cars for two 18-lap circuits around the speedway road course. I chose the only manual transmission car in the field, a Volkswagen Golf GTI turbo. The VW proved nimble and fun to drive, if a bit underpowered compared to the rest of these sports cars. Someone wanted to try out the five-speed for the second goround, so John and I jumped into a Mercedes C-class coupe to growl around the rest of the way. Afterward, John summed up his experience: “I was a little nervous

It gave me a little more awareness of the capability of these cars and what you can do without losing control.” Pedersen said having a controlled facility that allows drivers to exercise some of the capabilities of the cars makes it a fun and educational day. “The advanced traction control system, stability control system and ABS programs, most of us don’t use those on a daily basis. This gives us an opportunity to feel those. We can talk about them

all day long in the showroom, but it’s a different experience when you get to actually push them and activate some of these things.” Hildebrandt enjoys seeing people’s reactions when they realize what they can do when they get behind the wheel of a high-performance automobile. “For us it’s really a pleasure to do this driving event and to see at the end everybody leaving with big smiles,” he said, “and asking ‘What’s the next event? Christmas came early for a throng of car enthusiasts gathered at a University of Victoria parking lot recently. The 30th annual Vancouver Island Mustang Association Toy Run brought out more than 100 collector car owners to help raise toy and cash donations for the Salvation Army’s Christmas Fund. “The sun was shining. The last two years it was rain, so we were happy,” said organizer Carol LeGrand, who owns a few vintage Mustangs of her own. Santa stopped by with a few candy canes before drivers took
a one-hour cruise up to the Christmas tree farm on East Saanich Road, then back down to Beaver Lake Park for a barbecue with Salvation Army officials. “We handed them a cheque for $1,200 as well as a ton of toys,” LeGrand said. The club has raised about $50,000 and thousands of toys in the past three decades for the Salvation Army. Members also donated to Jeneece Place in View Royal as well as Victoria Hospice this year. “We’re open to any Ford enthusiast,” LeGrand said. It’s about socializing and raising money for a good cause at the same time, she added. In the summer months, club

It’s been a winding, sometimes bumpy road for Mark Cottrell, who has gone from laying bricks in Langford to helping anchor the backline of two-time defending national men’s soccer champion University of British Columbia Thunderbirds. Cottrell, 26, graduated from Belmont in 2007 and has suited up for Victoria United in the Pacific Coast Soccer League, the Peninsula College Pirates in Port Angeles and even had a tryout with the Professional Development League’s Kitsap Pumas. While he’s considered a “mature student” academically, he doesn’t feel like the elder statesman alongside his new teammates, who range in age from 19 to 25. “We don’t really talk about it much. We just look at each other

II school. In August, however, he was declared ineligible by the national body due to his pre-college club play. Disillusioned, he surveyed his options closer to home and came up with UBC. “I decided that UBC
was close and I knew it was a good program. And coach Mosher was kind enough to let me come in and try out,” he says. “It was definitely intimidating, because it’s such a big program. You see 30 or 35 players trying out and they’re all very good players.” Mosher called Cottrell’s story “pretty unique.” “He tried out for us out of the blue, only days before training camp,” says Mosher, who heard good things from WWU’s coach and decided to give Cottrell a shot. Now majoring in psychology and looking to focus on sports psychology, Cottrell is pleased with how things have turned out. “I’m very happy to be here and I feel like I’ve been through the worst of things,” he says. “I feel very focused and determined and see myself having some success with this team.” editor@goldstreamgazette.com

Devenney adds it’s vital that passwords aren’t easily guessed, meaning pets’ names, birthdays or anything that could be easily determined from social media or networking sites should be avoided. “Let’s say you’ve got a Saint Bernard named ‘Fluffy,’ and you say on your Facebook page that it’s three years old,” he offers as an example. “(Hackers) go to your banking site and type in ‘Fluffy2011’ and bingo, they’re in.” A lowercase password that’s six characters long takes only 10 minutes to crack for an experienced hacker, and if you happen to use the same password for all your logins, it can leave you wide open, he says. “Not even counting banking sites, if you think about Facebook, email, LinkedIn – if your one password gets compromised, somebody’s going to wreak a lot of havoc in a short amount of time.” One of the most effective solutions is to use a ‘passphrase’ instead of a password. A short, easily remembered phrase or sentence like ‘time for my coffee’ or ‘ham and pineapple pizza,’ peppered with the odd number or capital letter, and “you’ve got a password that’s nearly impossible to crack, and it’s easy to remember,” says Devenney. Numbers can be used in place

Q: HOW MUCH VALUE CAN TREES ADD TO MY PROPERTY? According to Canadian financial journal MoneySense, trees can raise the average home’s value by more than $19,000. Curb appeal: A property with healthy, mature trees could easily sell for in excess of five per cent more — $19,350 on average — and that’s a conservative figure. Not just any tree: The value of a tree can plummet by as much as 50 per cent if the species isn’t desirable for a specific area. Balsam fir, for example, does poorly in urban environments. But slower growing trees, such as oaks, usually offer the most value as they provide more shade and stay healthier longer. Placement counts: Plant needle-bearing trees on the north and west side of your home to block winter winds. For shade in the summer, plant deciduous varieties on the south end of your lot. Handle with care: Much of a tree’s ability to enhance property value depends on how it’s maintained. Greater Victoria is a community rich with trees, creating picturesque drives and luscious neighbourhoods to attract new home buyers. In some waterfront areas of the West Shore, such as View Royal, groves of Garry oaks and seaside slopes are held together by the roots of arbutus outcrops. There’s no doubt trees can be one of the most defining features in a municipality’s landscape, but removal of trees can sometimes lead to headaches down the road. The West Shore’s five municipalities have varying tree protection bylaws, with the key differences being the species of trees on the protected list. View Royal has 11 species of trees listed under its ‘protected tree’ section. As well, any tree greater than 30 centimetres in diameter and those protected by a restrictive covenant are also protected. Permits must be obtained before cutting down or altering any protected, significant or replacement tree. Residents must also get a permit before altering or cutting down a tree on a steep slope, removing stumps and roots on a steep slope, or cutting down or altering a tree within 15 metres of a waterway. Highlands, a comparatively more rural municipality, has less restrictive rules, the “any tree” cutting minimum diameter being 80 cm. It also has different species included on its protected list. In Langford, there is no tree cutting bylaw as such, but it requires people to consult with the city

Metchosin requires a permit to cut down any tree, on top of specific rules prohibiting the removal of certain species. Colwood, which has many unique trees, has no specific bylaw around the cutting of trees on its website. If you’re looking at purchasing a home with established trees on the West Shore and have ideas around changing the yard or say, creat-
ing a better view by cutting some down, it’s always a good idea to contact your municipality first to find out what is required, or whether removal is even an option. Most municipalities are used to dealing with queries around tree trimming and removal. Another smart idea is to have a local arborist visit the potential home and assess the trees and their root systems before you buy. If you’ve already bought, it’s important to be proactive: catch that Garry oak or Pacific yew sapling before it reaches two metres in
