Could this autumn see the end of one of the Boundary’s longest standing societies? That scenario is very likely to happen if volunteers are not found to fill soon-to-be-vacated director positions. Sixty-three years ago, the Boundary Historical Society (BHS) was created with the purpose of “recording and publishing the current and past history of the Boundary District; and to stimulate active interest in our heritage.” Just seven years later in 1958, the society had a membership of over 300 individuals and like-minded organizations, and published its first “Report”, a collection of stories and articles documenting the early days of life along the Boundary. By the early 1970s, memberships numbered nearly 400 and reports were being published every two or three years. However, by the time the last report (#15) hit the bookshelves in 2006, the society had less than 100 members—and the numbers have continued to fall despite regular recruitment drives. Today, the society has a small but active and motivated group of volunteers who have worked hard to shine light on our heritage and to record and publish our history. Finally, Report #16, eight years in the making, will be published before the end of this year. As membership has declined, so has the commitment of members to serve as directors. And without a full complement of directors, the society cannot continue to exist. This has been an ongoing dilemma for several years now. And 2014 will be no exception.

Fred and Jane Marshall recognized Fred and Jane Marshall have been recognized for their commitment to stewardship and innovative marketing practices in woodlot management, an honour that comes with a $2,500 award from Forests, Lands and Natural Resource Operations Minister Steve Thomson. The Midway pair was formally recognized at the 2014 Federation of B.C. Woodlot Associations Annual Conference in Golden on Sept. 20. “Rural regions such as Boundary benefit from the Woodlot Licence program. Woodlots bring benefits such as job-creation, sustainable forest management and stewardship of the forests that licensees manage,” Boundary-Similkameen MLA Linda Larson said. “Congratulations, Jane and Fred, for receiving this well-deserved award.”
“We were pleasantly surprised,” said Marshall when reached by phone on Monday afternoon. “It is a very humbling honour and one that we very much appreciate.” As well as being a woodlot owner, Fred is also a consultant and educator under the name Marshall Forestry Services. The couple have been licencees for the past two decades, and raised a family of five children on their woodlot near Midway. Fred holds a master’s degree in forestry from Yale, has taught at both Malaspina and Selkirk Colleges and has developed four university-level courses accredited by the ABCFP. He was one of the “founding fathers” of both

Midway, Greenwood recipients of community forest agreement Submitted
The Village of Midway and City of Greenwood are the newest recipients of a community forest agreement, Forests, Lands and Natural Resource Operations Minister Steve Thomson announced last week after meeting with both local governments at the Union of British Columbia Municipalities annual convention. The West Boundary community forest agreement will have an allowable annual cut of 23,000 cubic metres per year and an initial term of 25 years. The agreement area covers about 17,760 hectares around the City of Greenwood and Village of Midway in the Boundary region. West Boundary Community Forest Inc. is jointly owned by the Village of Midway and City of Greenwood. In addition to preserving local recreation trails, the community forest will also be used to train local high school students in forestry. Community forest agreements are long-term,
area-based tenures designed to encourage community involvement in, and management of, local forests. Greenwood Mayor Nipper Kettle said, “I am very pleased the City of Greenwood is partnering with our neighbour Midway in this community forest venture. This will further entrench our relationship as friends and neighbours and add to our economy, providing jobs and educational opportunities in the forest sector.” Mayor Randy Kappes of Midway was quoted, “I’m looking forward to the opportunities that the new community forest will provide to our community. We will have a much larger role to play within our area’s major industry, forestry. One way we intend to influence forestry is by partnering with the local high school and provide training opportunities in forestry for future generations.” Since 2004, the province has signed over 50 community forest agreements with a total allowable annual cut of 1.3 million cubic metres of timber a year. The West Boundary Community Forest is spread throughout the West Boundary, including this hillside above Jewel Lake. The community forest license was officially awarded at the Union of BC Municipalities convention at Whistler earlier this month.

Midway, Westbridge, Phoenix and Jewel Lake, what do these communities have in common? They all have woodlots within the West Boundary Community Forest. The community forest is a vehicle for sustainable forestry, community awareness, and community involvement in the forest industry. The West Boundary Community Forest is in its fourth year of development, but has only recently had the agreement ratified by the province. The community forest is a joint venture between the Village of Midway and the City of Greenwood. Members of both councils are currently on the board of directors. This joint ownership reflects the reality of the Community Forest. It is a joint venture and involves woodlots throughout the West Boundary. The other unique aspect of joint ownership is that each city is equally involved in decision-making and nothing can be done without full consensus. There are currently over 40 community forests in BC, according to the BC Community Forest Association website. Community forests are often managed by a board of directors sourced from the community closest to, and most involved in the forest. Part of the initiative involves raising awareness about forestry, logging, and natural resource issues. Community forests focus on sustainability, while managing harvesting to preserve viewscapes, vulnerable watersheds, and other regional resources. The Community Forest committee and resources also help to address local concerns with forestry and forest management. The West Boundary Community Forest woodlots are spread throughout the West Boundary. There are woodlots at Jewel Lake, Phoenix, Westbridge, and Midway. These woodlots are just beginning to be managed through the Community Forest initiative. The goal is sustainable forest management, which includes raising local awareness about our natural forest resources. The journey to form a community forest began four years ago through a governmental ap-
plication process. Since then, the community forest committee has had a long journey to succeed in establishing not only the idea of a community forest, but woodlots dedicated to sustainable management throughout the West Boundary. The journey has included applications, studies, and meeting government requirements before the West Boundary Community Forest could begin management. The journey is not yet completed, and the Community Forest Committee is still looking into different management practices. Management options range from having an individual manager, to employing a dedicated forestry management company. Now the question remains, what is in the community forest for the community? Randy Kappas, Mayor of Midway and President of the West Boundary Community Forest Board, indicates that there could be plenty for the community within the Community Forest. “The goal is to allow the citizens to have control over and influence some of the forestry in the immediate area. The revenue from future projects could be used to raise awareness concerning forestry issues, and possibly to fund education for youth interested in going into one of the forest related professions. We have lots of ideas, and the committee is still exploring various options.” Randy added that the community should “watch for opportunities for community input” likely through awareness meetings. Some of the goals included starting to log within the next year or two, and initiating educational programs to raise awareness through conversation and handson events. Randy said he is “looking forward to managing the Community Forest” as an on-going endeavour. On September 25, 2014 the Honourable Steve Thomson, Ministry of Forests, Lands and Natural Resource Operations presented a certificate of commemoration to the City of Greenwood and the Village of Midway on the issuance of the West Boundary Community Forest Agreement. The presentation took place at the Union of BC Municipalities annual convention in Whistler.

We don’t need another crisis file It isn’t just rural communities that have problems keeping physicians. A retiring doctor in Saanich (population over 100,000, certainly not rural) says he was unable to even give away, never mind sell, his family practice. Dr. Chris Pengilly, 68, called it an indication of a system broken beyond repair. He said new doctors are interested in primary care but would rather work as hospitalists, locums or in urgent-care clinics. Pengilly says his medical clinic has the latest equipment and computerized records and that duties are shared with a group of doctors. Even with shared resources and back-up, there have been no takers. Simply put, doctors today don’t want the responsibility of owning a family practice. Doctors of B.C. (formerly known as the B.C. Medical Association) says that the province needs about 450 new doctors each year to fill current demand. But B.C. med schools graduate less than 290. “I don’t think there is a community in B.C. that is not looking for more family physicians,” Dr. Bill Cavers, president of Doctors of B.C., told the Victoria Times Colonist. And because new doctors expect a healthier worklife balance, meaning many won’t commit to longer work days, he said it’s thought there will need to be 1.5 doctors to replace the average older retiring doctor. It’s time for a look at how doctors are compensated, for one thing. It’s said the compensation for locums is so attractive that it actually acts as a disincentive to doctors going into family practice. Has the family doctor become a thing of the past? The sad thing is that the province’s health authorities’ answer to the problem will inevitably include the hiring of yet another executive to be in charge of yet another health care crisis file.

City approved for grant
The City of Greenwood is getting a $10,000 infrastructure planning grant. While at the Union of BC Municipalities (UBCM) convention last week, city officials received written approval for the grant. Mayor Nipper Kettle said that the funds would pay for a wastewater utility 20-year financial plan; a key step in getting the sewer plant upgraded. Kettle, Councillor Darla Ashton and Administrator Robin Dalziel presented written reports on their trip to the UBCM convention to council at Monday night’s council meeting. During the convention they also received final approval for the West Boundary Community Forest. Kettle added that a meeting with the Interior Health Authority rewarded the city with a promise that IHA would assist in finding a new doctor. *** During the public question period, resident Byron Goch asked for an interpretation of city Bylaw #807, the City of Greenwood Indemnification Bylaw, which reimburses officials against an award of damages or penalty imposed as a result of a claim or prosecution brought against them in connection

with the performance of their duties. Kettle told him the matter he was referring to is an in-camera item that council is dealing with, “And that’s all you need to know right now at this point in time.” Administrator Robin Dalziel said, “At this point we haven’t reached a determination of anything that will allow us to even begin to see if that bylaw would apply. So that is something that is still to be determined.” *** A request for funding from the Boundary Invasive Species Society was referred to the next meeting. The city has funded the group in the past: $500 in November 2011 and $600 in December 2012 and April 2014. BIS is requesting $600 for the terrestrial invasives program and a further $500 to go towards the aquatic species education and inventory project. *** Council approved a variance permit

He asked if the city had any plan for draining that water once the ballpark field is raised.

In addition, one would need to consider that 445-2233 any interest expense that is incurred on income taxes owing would not be deductible for business purposes, whereas the interest on a loan used to pay the tax would be deductible. The current rate of tax for small business corporations in British Columbia is 13.5%. Not being able to deduct this interest would effectively add another 0.675% to the interest rate that you are paying. As a result, if a business owner can obtain a loan for less than 5.675%, it makes sense to use outside financing.

Macfarlane takes trophy Chad Maarhuis, a certified meat cutter who owns Magnum Meats, prepped the carcasses for the Rock Creek and Boundary Fair beef carcass class. He told the Times he enjoys volunteering his time to the task each year, saying, “We get to work with the best of the best.” Judges for the nine entries in the 2014 competition were Maarhuis, Ian Smith and Lincoln Blaine. Finishing first this year was first-time participant Ben Macfarlane. Macfarlane is a member of Boundary C 4-H with a ranch horse project. He said the grain he bought from the Elliots and Blaines had a lot to do with his steer finishing so well.

The competition was very close—coming in second with 96 points was Dean Corbett and the MacDonald’s steer took third with 95 points. Library will issue tax receipts Did you know when you donate to the Midway Public Li- MIDWAY brary, 100 per cent of your gift goes directly to supporting the library? As a registered charity, we can issue tax receipts for donations exceeding $20. Due to decreased funding, we rely on the generosity of our community to help with things like hiring students in the summer, purchasing new books, upgrading computer systems and offering programs for children and adults here at the library. There are also bigger projects awaiting funding. We have a full basement that is currently unfinished. Our dream is to turn it into a usable functional space and with donations and grants, this can one day be achieved. We’re fortunate to live in such a generous and community-minded area, the library has been built from the ground up by hardworking and dedicated volunteers and without that, an important part of our community and area would be

Marshalls recognized
the Federation of B.C. Woodlot Associations and the Wood Product Development Council (WPDC). He has also served as federation president and was president of the Boundary Woodlot Association more than many years. He continues to be involved with woodlots throughout B.C., in policy development, day-to-day affairs, and sharing ideas. The Marshall’s woodlot consists of 600 hectares of Crown land and nearly 400 hectares of private land—one of B.C.’s largest private land contributions. But the work done by Fred and Jane is, and always will be part of something larger than just 1,000 hectares of land. Jane provided the following words: “Here is what governs our lives: “At the beginning of time (at the end of the first Biblical chapter of Genesis) our Creator gave us a mandate. This is known as the ‘cultural mandate’. The mandate was, and continues to be, to care for creation. “We, in all that we do, strive to carry out this mandate as far as it is possibly with us. There is, on this earth, burdened by sin, always room for improvement in our management of course. Our aim, however, is to manage in a way honouring to our Creator and we work towards this end. “We have chosen to be very cautious in determining the projected annual growth of trees so that our annual allowable cut is on the low side. We have chosen to cut very little on our private land so that we can be an island of beautiful protected forest in the midst of an area where there has been much overcutting. “As the earth responds to the greenhouse gases, so rapidly and in an increasingly accelerating fashion being released into the atmosphere by the fossil fuel extraction and transportation industry, healthy forests become unhealthy more quickly and amelioration is sorely needed. We hope our woodlot will be one small positive absorber of CO2.” Fred added, “It is very appropriate that my

Literacy hits the streets in Greenwood Submitted
Community leaders and volunteers will join Black Press and the Columbia Basin Alliance for Literacy on Oct. 9 to raise awareness about the importance of literacy and to celebrate the power literacy has in the West Boundary. The 4th Annual Reach a Reader campaign will raise funds for West Boundary’s community-based literacy programs. Why? Literacy is important to all British Columbians! It impacts every aspect of our lives: healthcare, crime rates, employment and economic status. Despite its essential role in life, at least 40 per cent of B.C. adults have difficulty reading a newspaper, filling out a work application, reading a map, or understanding a lease—and this percentage is increasing. “The Reach a Reader campaign reminds people that literacy skills are important if we are to succeed in today’s world,” says Sheila Dobie, Boundary community literacy co-

This program provides important rhyme and activity based language development with both the child and parent participating together. Participants learn activities they can continue in the home and that can become part of the culture of learning within the family. Local mothers will be participating in the 12th World Breastfeeding Challenge at Gyro Park on Saturday, Oct. 4 at 11 a.m. The purpose of this event is to increase public awareness that breastfeeding is the best choice for both babies and mothers. For the both of them their short and long-term health is greatly improved by just doing what was intended naturally. It is a huge disservice to humanity when this healthy and natural act is viewed as too difficult or offensive. All women need to be supported to make the best choice for themselves and their babies while they are pregnant and then to be successful at breastfeeding when their babies are born. This is the responsibility of family, friends, community and culture and unfortunately we in Canada are still failing at this. Our statistics show that while many women chose to breastfeed (Grand Forks 94 per cent),

not very many are able to continue for the recommended duration of two years or more. Yes, that’s right; breastmilk is so healthy for moms and babes that all leading organizations in maternal and infant health recommend that children be breastfed for two years or more. But our public health records of 2007 show that by six months only 52 per cent are still breastfeeding. Locally, the Baby’s Best Chance, Public Health staff and Prenatal Classes are here to educate, support and assist mothers in this process as sometimes there can be challenges which require assistance. Additionally, there is a Breastfeeding Cafe group that runs every Tuesday from 10 – 11:30 a.m. to educate and support women interested in breastfeeding. As World Breastfeeding Week is Oct. 1 -7 you will see all sorts of displays around Grand Forks with information and images of breastfeeding to celebrate the fact that breastfeeding is beautiful and best for all of us.

The En-kata CHOIR
African choir performs
The En-kata choir from Tanzania, East Africa brought their “Why Such Fear?” Tour 2014 to the Midway Community Hall on Thursday, Sept. 25. They came sharing songs and stories about the awesome power of God at work in their community. Six singers came to represent their community choir. Jeremy Feser from Cranbrook acted as interpreter. The choir was in the second week of a nineweek North American tour. They were brought to the Boundary through the networking skills of Pastor Martin Fromme of Evangelical Chapel in
Greenwood. The choir’s schedule is available online (www. en-kata.com) and they urge people who saw them to call ahead to family members in other parts of the country where the choir will be performing. Feser explained the choir’s message focuses on five main things—the rights of women, clean water, education, the Gospel and trying to bring to bear the power of song and music on the real problems in their community. Proceeds from the tour will help accomplish these goals.
In order to maintain the City of Greenwood’s water quality the Public Works Department will be conducting a water main flushing program from Oct. 6th, to Oct. 24, 2014. The Public Works Staff will be flushing the water mains between the hours of 8:00 am to 4:30 pm Monday to Friday. Flushing may cause pressure fluctuations, discoloration and sediment in the water. These conditions are normal during flushing activities and are only temporary. Please run your drinking, cooking and laundry water before using. If you do experience dirty water, turn on your cold water tap in your bathtub or outside tap and let it run until the water is clear. If you have a pressure reducer with a screen, it may need to be cleaned afterwards. We thank you for your cooperation and apologize for any inconvenience you experience.

Vaagen recognzied Vaagen Fibre Limited has been written up in WorkSafe Magazine; and while there certainly are some pages of the WorksafeBC publication (worksafemagazine.com) where you really don’t want to see your company name listed, this shout-out was a welcome one for Vaagen. In fact, almost 10 of the 38 pages in the September/October 2014 issue are taken up with administrative penalties—monetary fines imposed on employers for health and safety violations of the Workers Compensation Act and/ or the Occupational Health and Safety Regulation. But Vaagen got the ink in another part of the publication—the section that educates and celebrates good practices. The mill has been recognized for their work in controlling combustible wood Dust (CWD), a problem that became a major safety issue in wood products facilities throughout the province following explosions in two B.C. mills in 2012.

According to the article, four of the mill’s 80 employees are dedicated to the task of mill clean-up. In addition, engineering controls were put in place. Dust extraction ventilation systems and improved containment of dust in conveyor systems has helped a lot. A safety advertisement in the magazine says that fine wood dust levels greater than 1/8” and covering more than five per cent of a given work area should be reported to your supervisor immediately. “The expectation was that we would become the role model for others to follow,” said Vaagen’s General Manager Randy Erdman about the CWD program. The article states that the mill now exceeds some of the compliance guidelines. They have two dust inspections per day instead of one; and improved paperwork has workers providing solutions.
It’s been one year after the decommissioning of the dam at Marshall Lake, but for many area residents the lowered water level has diminished the beauty of the lake with stumps and bare earth on the foreshore. The Ministry of Forests, Lands and Natural Resource Operations (MFLNRO) placed a large dock on the lake in June but with the water level lowered it’s been difficult for some locals to return and use it because the area is physically challenging to use and the shoreline is riddled with stumps. Now, several local com-
munity members have risen to the challenge of finding a way to clean up the Marshall Lake foreshore. Conversations spearheaded by Nipper Kettle, mayor of Greenwood, has led to a $3,000 grant from Area D regional director Roly Russell to level off parts of the shoreline and remove stumps around the southwestern side of the lake. “At the end of the day, I just wanted to make sure the area was useable to the community. I made that commitment for several people and I made that commitment for myself, I acted as a citizen to help make this happen,” Kettle stated. Russell wrote in an email, “As Area D representative, I
was keen to see the area be improved a little after the water levels dropped. There are a lot of local people that use and love that place, so getting a little bit of work done up there along with the Province to install picnic tables and ensure we have some generally pleasant places to spend beside the lake seemed like a worthwhile project and great timing.” The Phoenix Forest Interpretive Society chair Dennis Graham agreed that something needed to be done and his organization was asked to apply for the grant so that a contractor could be hired to complete the work. “Whatever we do up there is better than doing nothing,” Dennis Graham said, “for the community to have the area’s recreation values diminished and the landscape changed was devastating. cleaned up quite a bit.” Clean up work started earlier in the summer, but was halted due to wet conditions. Meanwhile, other local residents have pitched in additional resources. Greenwood citizens Jean and Walter Klinosky donated metal stairs that are planned to be placed above the dock to make it easier for people to access the incline to the lake. According to Kettle, the work to remove stumps, levelling a section of the lakeshore and placement of metal stairs to the dock is scheduled to resume September 22-29 by local contractor Jerry Sperling. He also added that the Ministry of Forests is going to repair some “sloughing” along other parts of the shoreline.” The Marshall Lake area is a BC Recreation site where local residents and visitors can picnic, fish and camp. In the winter time the area is used by the Phoenix Mountain Cross Country Ski Club with a vast trail system of cross country ski trails.
