It is challenging to keep in touch with and service the nearly 200 members of the regional chamber spread across the Boundary. To be recognized for doing it well is pretty sweet. That’s exactly what happened at the B.C. Chamber Executive Gala Dinner on Sept. 13 in New Westminster. The British Columbia Chamber Executives organization, made up of directors from chambers of commerce from across the province,

was founded in 1981 to promote and deliver professional development to the executives of chambers of commerce throughout the province and this year they chose to award the 2014 Communications Award for Chambers with under 200 members to the Boundary Country Regional Chamber of Commerce (BCRCC). Students were finally back to the books on Monday as a negotiated settlement to the summer-long strike was reached last week. As is usual on the first day of the school year, Monday was a half-day. This provides an opportunity to conduct enrolment counts and adjust classes and staffing levels. A notice from Superintendent Kevin Argue on the School District 51 (Boundary) website last Thursday said the Ministry of Education has confirmed there are no plans to extend or add instructional days this year. The notice went on to identify the impact of Ministry decisions for the Boundary school district as:   • No changes are being made to school calendars including holiday periods. • Report card timelines and parent-teacher interview dates may be adjusted. If this is the case your school will notify you. • Elementary schools will be contacting the parents of Kindergarten students with information about the plan for the ‘gradual entry’ of these students.   • Secondary schools will be adjusting the dates for the end of the first and the beginning of the second semesters to balance instructional time and to align with the new examination dates in February 2015. “Further updates will be provided as new information is available,” Argue wrote. “In the meantime, please continue to consult the SD51 and school websites as well as Facebook pages.”

Pray for response The right of access to information is an important human right and is essential for transparent and accountable governance. Right to Know Week—Sept. 22-28—is celebrated around the world to raise awareness about people’s right to access government information. It is therefore troubling to read, in the middle of Right to Know Week, the opening line of a press release this week from the Office of Information and Privacy Commissioner (OIPC) Elizabeth Denham. “The B.C. government has taken a step backward in providing timely responses to access to information requests.” This statement is from the 67-page OIPC report released on Tuesday entitled: A Step Backwards: Report Card on Government’s Access to Information Responses (available for download at www.oipc.bc.ca/report/special-reports). There are seven recommendations made in the report, including one calling for a new email management system that would capture and preserve email records of ministers and senior government officials. Current legislation requires public bodies to respond within 30 business days of receiving a request. But since the publication of the last OIPC timeliness report in 2011, the average on-time response across all ministries has dropped from 93 to 74 per cent. Significantly, on-time responses in the Ministry of Children and Family Development have plummeted from 99 to 52 per cent over two fiscal years. Average processing times across the government have increased from 22 business days to 44 business days, and the average number of business days overdue rose from 17 to 47. These numbers add up to a sad mockery of Right to Know Week. Right to Know Week is an extension of international Right to Know Day. To learn more, visit www. righttoknow.ca. Dr. Von Houligan’s Carnival of Calamities came to Greenwood last week and will play in Grand Forks this Friday and Saturday, Sept. 25 and 26. The carnival showcases performers from across Canada and allows them to hone their skills while bringing live entertainment to small communities. According to their website, Dr. Von Houligan’s Carnival of Calamities is focused on bringing joy and excitement to smaller communities across Canada, providing affordable family fun while honouring the traditions of the circus. Lexi Grimm, who says she has been performing for 14 years, works the stage as an escape artist and fire-eater. Kaila Payne is the contortionist and magician’s assistant. Ringmaster Allister Denton started his performing career as a juggler. He then added some tricks to his repertoire and soon found himself in demand as a stage magician. “Everyone just wanted to hire me for magic but I was trying to work on my street performing career,” recalled Denton. “I got sidelined into that. And I spent many years developing the magic and developing the shows and for the last seven or eight years I have been trying to sell these shows to fairs, theatres, arts councils all over this

for every hour I was on the stage I used to do five hours of practice. Then it was down to where I didn’t need to practice as much for those extra hours of practice was developing new stuff. “Then I started trying to sell the show and found I was spending thousands of dollars and for every hour I was onstage I was spending 30 hours trying to book the show; and spending thousands of dollars. I found that I was either breaking even or losing money every year that way.” And so a bus and big-top tent were purchased and Dr. Von Houligan’s Carnival was born. They started their tour last spring in Alberta, first heading east and then doubling back and are now looking toward the last few weeks of their season here in B.C.

Live your dream

When it’s time to decide which mix of savings vehicles is right for you, your options can start looking like a hearty bowl of alphabet soup. There are Registered Retirement Savings Plans (RRSPs), Tax-Free Savings Accounts (TFSAs) and Registered Education Savings Plans (RESPs). Determining which savings plan, or combination of savings plans, is best depends on your personal situation and your objectives. Until 2009, most Canadians held their retirement savings in an RRSP, where they could claim a deduction for their contributions and then defer tax on withdrawals until retirement. The introduction of TFSAs has provided another powerful savings vehicle that allows investment growth to accumulate and be withdrawn at any time tax-free. Unlike an RRSP, you cannot claim a tax deduction for the contributions you make to a TFSA. On the plus side, if you need to withdraw money from your TFSA, you have an opportunity to replace that money because all TFSA withdrawals are added back to your unused contribution room in the following year. If you have children or grandchildren, RESPs are another popular option. The subscriber (or contributor) makes contributions on behalf of a beneficiary (the child). The contributions are not deductible or taxable on withdrawal. The growth is tax-deferred until withdrawal, at which time it can be taxed in the beneficiary’s hands if he or she enrolls in a qualifying educational program. Contributions to a child’s RESP qualify for the Canada Education Savings Grant (CESG) and, if your family’s income is below certain thresholds, you may also qualify for the Canada Learning Bond (CLB).

THE RETIREMENT DILEMMA

If you are saving for retirement, then you may be torn between an RRSP and a TFSA. Whether the best choice is to save in an RRSP or a TFSA depends on your savings needs, as well as your current and expected future financial situation and income level. Generally, an RRSP is used for saving for retirement, while a TFSA can be used for both saving for retirement and other shorter-term purchases.

Because TFSA withdrawals are added back to the contribution room in the following year, there is very little downside to using your TFSA savings for midsized to large purchases. If you are in a low tax bracket, saving in a TFSA may be more advantageous than saving in an RRSP since TFSA withdrawals have no impact on federal income-tested benefits and credits such as child tax benefits and Old Age Security. On the other hand, RRSPs may be a better option if your tax rate at the time you contribute is higher than it will be when you withdraw your savings. You’ll benefit from a tax deduction when you make your contribution and withdrawals will be taxed at a lower rate. If the reverse is true, a TFSA can provide better results.

EDUCATION SAVINGS CHOICES

If you are saving for your child’s education, then you are probably weighing the pros and cons of an RESP or a TFSA. For children under age 18, RESPs are the preferred savings vehicle because of the grant money offered by our government on contributions made to the plan. These grants are attractive and should be considered. Many choices … many matters to consider.
