COMMUNITIES IN BLOOM

Trail earns kudos for landscaping and gardens BY LIZ BEVAN Times Staff

The City of Trail and Communities in Bloom (CiB) have achieved the goal it set out to accomplish at this year's national CiB conference in Prince Edward Island over the weekend. Dan Rodlie with Trail Communities in Bloom says the number one aim was to keep last year's rating of five out of five blooms. Trail also took home the Scotts Turf Builder Landscape Award, one of seven outstanding achievement awards. “We did maintain our five blooms rating and that was the goal for us as a community,” he said. “(For the landscape award), they look for the overall feel. It is about the white garden, the parks were in that too, including Gyro Park. It is about how well maintained (the parks are) and how accessible they are to people who live and work here. There are a lot of communities (in the competition) across Canada, so it was really tough.” For the special recognition awards, like the landscape award, cities and towns have to submit its name for consideration and the national committee narrows it down to the top three, with one winner. Students return to classrooms BY SHERI REGNIER Times Staff

Greater Trail parents of school-aged children are probably wondering what changes they will see locally now that teachers are back in the classrooms. Late Thursday, the BC Teachers’ Federation voted in favour of a six-year collective agreement with the province that includes a 7.25 per cent salary increase annually until 2019, and the creation of a $400-million education fund that will be used to hire additional teachers. Schools in the Boundary will see change, says the local union president, but School District 20 (SD20) won’t see a huge difference until some time down the road. Prior to the new agreement, School District 51 Boundary (schools from Christina Lake through to Midway and Big White) used learning improvement funds to hire support staff rather than teachers, as a cost saving measure. “There’s going to be a difference now,” explained Andy Davidoff, president of the Kootenay-Columbia Teachers’ Union. Lisa Frisk is hosting a dress drive in the Glenmerry Hall at 3375 Laburnum Drive Thursday from 5-7 p.m. The gently used gowns, shoes and accessories will be auctioned off for the second annual Cinderella’s Closet event, slated for Oct. 16. Partial proceeds will be donated to the Trail chapter of the Canadian Cancer Society and the J.L. Crowe Secondary 2015 grad class. For information email Lisa_rkoerber@hotmail.com or text 231.5181.

Cinderella’s Closet returns with even more sparkle Thursday night dress drive seeks gowns, heels, accessories for donation or re-sale. BY SHERI REGNIER Times Staff

High school students might be dreaming about twirling at prom in a glamourous gown, now that classes are back in session. Sure to bring the sparkle and glitz at an affordable price is Cinderella’s Closet – a one-night charity event that showcases gently used gowns, shoes and accessories that are ready to go to the highest bidder. First, the closet is a little empty after last year’s ready-towear affair helped a dozen girls find their perfect prom dress at a fraction of the retail price. Anyone who has a fancy gown, heels and fashionable doodads for donation or re-sale, is asked to drop into the Cinderella’s Closet dress drive Thursday from 5-7 p.m. at the Glenmerry Hall on Laburnum Drive.

Lisa Frisk is hosting the dress drive for a second year, with a wish that word of the event hits not only Grade 12 students and Trail ambassador up-and-comers, but younger girls as well. “I’m really excited to do this again,” said Frisk, an esthetician at Luca Hair Studio in downtown Trail. “It’s something I plan to keep doing, so I would like girls to know about it and have them excited to come back every year.” The alternative dress shopping event gives opportunity to sell a pricey dress and accoutrements that may have hung in the closet after being worn only once or twice. All Frisk asks, is that donated or re-sale gowns and wares be clean and mended before being brought to the hall. Collecting fancy attire and planning the evening’s roster requires teamwork, so once again, Frisk has partnered with Allison McCarthy from the Canadian Cancer Society on Rossland Avenue. Dresses sold last year brought in nearly $600 for the Trail branch and this year, Frisk is hoping the event makes an even bigger splash. See SALE, Page 3

No changes planned to make up for lost days

FROM PAGE 1 “With the new contract, the education fund is dedicated to hiring teachers. In the Boundary, and across the province, there will be many more teachers hired to support our students.” He said that SD20 teachers agreed with the superintendent to use their learning improvement funds to hire as many teachers as possible for special reading and learning assistance programs, dependent on individual school need. “Actually, there is not a lot of change in our district as a result of this collective agreement,” he noted. There will be additional money to support special needs students, he conceded. “But the big win, as I call it, is yet to come. What we managed to do, is preserve our court case rights on the issue of class size and composition limits. The BC Supreme Court has already ruled that was illegally stripped from our collective agreement language contained in our 2002 contracts.” The teachers case is slated for adjudication in the BC Supreme Court next month, Davidoff explained. “If the court upholds that decision then that will mean a huge difference for additional supports for students in our district and for students across the province.”

Parents and students alike are probably wondering if the school year will be juggled to account for the three weeks lost in the classroom instruction since the teachers began full strike action in June. For the most part, the SD20 elementary school year will remain status quo, but a few adjustments are expected for secondary students. Greg Luterbach, SD20’s superintendent, issued a letter to parents and guardians Friday afternoon that ended speculation about making up for lost classroom time by adding hours to the school day or by adding days to the school year. “At this time we do not anticipate doing either,” he wrote. “Likely for secondary schools, the end date for semester 1 and semester 2 will be adjusted to try and better balance...given our later start.” In the coming weeks, the district will have more information available about potential changes or additions to the dates for provincial exams, he added. The first Pro-D day is scheduled for Friday, so SD20 schools will not be open. Luterbach said the professional development day is important because school-wide discussions amongst staff related to success plans haven’t been held since last April.

Sale set for October FROM PAGE 1 “We have more to offer,” she said. “But we still need dresses, young volunteers and grads to come and help us out.” She said the 2013 Trail Ambassador candidates pitched in to make the event a success and she is looking forward to more of the same this time around. Twenty-five per cent of Cinderella’s Closet proceeds will be given to the Trail charity and five per cent to the 2015 J.L. Crowe Secondary School graduating class. The remainder belongs to the dress owner, although last year, many chose to donate their funds back to the cause. Cinderella’s Closet is slated for Oct. 16 from 6-9 p.m. at the Glenmerry Hall, when all dresses and accessories will have a set price or be up for auction during the fashion show. Besides more vendors attending the second annual event, there’s also more prizes up for grabs. For one lucky winner, the grand prize includes hair styling and full makeup on prom day, Frisk mentioned, adding that the appointment is already pencilled in at Luca Salon. “We are still looking for donations for prizes,” she said. “But it’s really exciting because this year is going to be even bigger and better.” For information, email Frisk at Lisa_rkoerber@hotmail.com or text 250.231.5181.

Power Paving crews wound their way down the Snake Hill last week to widen the walkway and re-asphalt the surface. The City of Trail approved the project after a sidewalk inspection deemed the path a safety risk for foot traffic. Larry Abenante, Trail’s public works manager, said that leftover fill was used for erosion control and to stabilize the slope. The pathway was expanded about a third of one metre, which improves pedestrian safety, and allows additional space for wheelchairs, strollers and snow removal equipment.

FROM PAGE 1 Although it didn’t win an award, the IncrEDIBLE Trail program garnered Trail a special mention at the ceremony. The program involves local businesses around the city planting vegetables and other edible plants in front of its stores and residents are welcome to pick whatever they want as they walk by. According to the CiB judges that visited Trail in July, Piet Boersma and Lucie Gagne, the IncrEDIBLE Trail effort was a “great idea.” “The walkers are welcome to help themselves; the planters are very abundant with a variety of vegetables,” the judges wrote in their notes. “The surplus from these mini-gardens are given to the local food banks. What a great idea; diversity in the planters, nice for the eyes, good for the belly.” After leaving the national conference, participating cities were given a report with judges’ comments and some construc-

tive criticism which Rodlie says will help direct CiB in Trail in the years to come. “We were told to look at our urban forest areas and the historical aspect of the city,” he said. “Not having a proper museum and stuff like that. (A new museum) has been on the books for 10 or 15 years already, so the judges may get tired of hearing about it.” It isn’t just Rodlie who has a new museum on the mind. Voters in Trail will be asked to vote for or against a new museum/library building on Nov. 15 in the upcoming civic election. The next step for Rodlie and the local CiB committee is to go through the full report and make a presentation at the next city council meeting. “Right now, we are going through (the judges’ comments and recommendations) and we are going to make that preliminary report,” he said. “It will all be talked about in council.” Rodlie and CiB will also be hosting a public meeting for

all of the committee membersat-large and anyone else who wants to join in for next year’s competition. The conference itself was a chance for Rodlie to see what other cities in competition were doing and also a chance to see what Charlottetown was doing to maintain the city. “We learned a lot,” he said. “That is why we go to these conferences – you are there for three days in meetings and on field trips. (We went to) a recycling plant and we had a tour at a composting facility, which is something they have been talking about for this area for years.” Trail was entered into the small town category in the international competition, along with Castlegar and cities from Manitoba, Alberta, Newfoundland and Ireland. The City of Castlegar won the category as well as receiving special mention for community involvement in its floral displays.

BC Ferries’ Spirit class ships will get dual-fuel capability and hull modifications to reduce their fuel costs.

Ferries to be converted to use LNG By Tom Fletcher Black Press

BC Ferries is converting its pair of Spiritclass vessels to a dual-fuel system that uses liquefied natural gas, estimated to be half the price of marine diesel. The Spirit of Vancouver Island and Spirit of British Columbia are the workhorses of the Tsawwassen-Swartz Bay run, carrying a quarter of the fleet’s passengers and vehicles and accounting for about 15 per cent of the fuel used. The conversion will be part of their mid-life refit, aiming to save $9 million a year in fuel costs for their remaining 27 years of service. It is scheduled to be completed by the spring

of 2017. BC Ferries president Mike Corrigan had previously rejected the idea of LNG conversion, saying it was too costly. BC Ferries awarded contracts this summer for construction of three medium-sized ferries designed for dual fuel. The refits will also include a low-friction hull coating and modifications to the bow and stern to reduce drag. The refit will include electrical and passenger service modifications and “increase ancillary services net income,” BC Ferries said in a statement. Transportation Minister Todd Stone announced in February a pilot project to put slot machines on ferries.

The growing popularity of “vaping” with electronic cigarettes instead of smoking tobacco is among the topics up for debate at the Union of B.C. Municipalities (UBCM) convention. Harrison Hot Springs has a resolution before the annual gathering of mayors and councillors that calls on the province to regulate the use and sale of e-cigarettes and similar vaporizers. Health officials fear e-cigs are too easy for children to get and that, while they may reduce the damage of smoking for nicotine addicts, they act as a gateway into smoking for others. The B.C. Healthy Living Alliance argues there’s inadequate research on health

Home inspection standards toughened THE CANADIAN PRESS VANCOUVER - By the end of next year, home inspectors will have to meet a standard set of professional criteria to be licensed in British Columbia. Housing Minister Rich Coleman said Friday the improved requirements will help safeguard home buyers who rely on the inspections for making what is likely the largest investment of their lives. Consumer Protection BC will set the education and training requirements and be responsible for testing and licensing home inspectors. “At the end of the day, buying a home is one of the biggest purchases somebody ever makes, and we’ve always been very supportive of any move toward consumer protection in this area,” said Tayt Winnitoy, vice-president of operations for Consumer Protection BC. In 2009, B.C. became the first jurisdiction in Canada to require licences and insurance for home inspectors, and there are now about 440 licensed in the province. The Canadian Association of Home and Property Inspectors - one of the four groups that license inspectors - said non-existent standards improved with the 2009 regulations, but loopholes remain. Winnitoy said home buyers can rest assured that the inspectors they’re dealing with now have met minimum training and education requirements. “What we see now and what we’re looking forward to is a deepening and an improving of the framework to help ensure that there’s a level playing field for all home inspectors.”

risks from toxins or potential nicotine poisoning from inhaling the vapours. It wants the same restrictions on smoking and tobacco sales slapped on e-cigarettes, so they can’t be sold to minors, advertised or used in public places where smoking is banned. Their use to defy public smoking bans risks unravelling a “powerful deterrent to tobacco use” and could “lead to renormalization,” says the alliance, whose members include UBCM, health authorities and other organizations. It also recommends a ban on candy and fruit flavours that appeal to youth, enforced standards for the “e-juice” liquids and that e-cigarettes look different from traditional ones. The batterypowered devices are also sometimes used to discreetly ingest cannabis instead of smoking marijuana. Several other public safety issues are also before UBCM this year. Resolutions from Vancouver and Maple Ridge call on the province to crack down on party buses, which have become notorious as rolling nightclubs for underage drinking. The provincial government warned the industry last year to police itself or face regulation after a 16-year-old youth died in Surrey after riding a party bus, but Vancouver’s motion says nothing has been done. Lower Mainland cities are also jointly calling for the province to retool its latest reform of the B.C. Ambulance Service to create a new integrated emergency response service that includes firefighters. They say their fire department first responder costs have climbed due to the provincial decision not to send ambulances speeding to as many calls with lights and sirens – a

change that’s left many patients waiting much longer. The province contends the downgrading of less urgent calls has enabled faster, priority response to the most serious emergencies. Burnaby wants UBCM delegates to vote to oppose Kinder Morgan’s proposed Trans Mountain oil pipeline twinning. The city is fighting the pipeline company’s attempts to access Burnaby parkland for route design. Another Burnaby resolution would oppose Fraser Surrey Docks’ planned coal export terminal pending further independent assessment of coal dust health risks and formal public hearings. The project was approved by Port Metro Vancouver last month and is expected to begin construction soon, despite substantial opposition. Other issues on the agenda: • A call from Victoria for the province to share any gains in liquor tax it reaps through looser liquor policies to bolster liquor licence inspections, addiction treatment, policing and late night transit service. • A Maple Ridge call for the province to set up sobering centres for the severely intoxicated to reduce pressure on local first responders. • A call from New Westminster for Ottawa to accelerate the phase-out of older substandard tanker train cars and that they immediately be banned from carrying dangerous goods. The least crash resistant DOT-111 tankers – the type that exploded at Lac Megantic – have already been pulled from dangerous goods service. The federal government in April ordered the remaining ones used to haul crude oil and ethanol be phased out or upgraded within three years.

Transit staff locked out THE CANADIAN PRESS SASKATOON - More cars, cabs and cyclists are expected on Saskatoon’s streets after the city locked out unionized transit workers on the weekend. The lockout began Saturday night after negotiators failed to reach a contract settlement for 330 drivers and 50 support staff, who are members of the Amalgamated Transit Union Local 615. L o c a l school boards sent warnings to families last week about a possible transit disruption, while about 11,000 University of Saskatchewan students who rely on buses to get around were left scrambling to make alternate transportation arrangements. The lockout does not affect Access Transit, which is considered an essential service. The union wants a 22.25 per cent wage increase over five years to bring its member up to average levels for other transit workers in Western Canada, while the city had countered with an offer of 10 per cent over four years. A special meeting of city council was to be held Monday to discuss pension changes for transit and eight other unions.

Newfoundland

Moose fight not over

THE CANADIAN PRESS ST. JOHN’S, N.L. - A Newfoundland lawyer who lost his bid to hold the province liable for moose-vehicle crashes says the fight isn’t over. Ches Crosbie says he’ll appeal a provincial Supreme Court ruling that dismissed the class-action lawsuit he spearheaded. In the meantime, he also called on the province to settle the lawsuit in light of what he called a “moral victory” that has already spurred preventive action. Judge Robert Stack of the provincial Supreme Court said the province was not liable for the collisions and took reasonable steps to prevent them. The lawsuit involved 135 plaintiffs who required hospital admission for their injuries, and at least 15 estates of those killed in collisions since 2001. The province has expressed condolences to crash victims but defended its use of roadside signs, brush cutting and public awareness campaigns urging drivers to be cautious and slow down.

Alberta

More money for schools THE CANADIAN PRESS CALGARY - Alberta Premier Jim Prentice has announced $30.6 million in funding to deal with chronic overcrowding in Calgary schools. Prentice says student enrolment in Calgary schools is expected to grow by 5,000 students a year for the next seven years. The money will be used by the Calgary Board of Education to build four starter schools in phases to get students into classes before the entire school is complete. Prentice says modular classrooms can be built immediately to deal with a pressing need. He says the starter schools are more efficient and allow students to remain in their neighbourhoods. He didn’t rule out a similar announcement for Edmonton.

Climate among ‘challenges’ for Canada: PM

THE CANADIAN PRESS UNITED NATIONS - Prime Minister Stephen Harper says climate change is just one item on a long list of “significant challenges” Canada will be wrestling with in New York this week. Harper will spend several days here, participating in a question-and-answer session with business leaders, speaking at the United Nations General Assembly and joining UN Secretary-General Ban Ki-moon at an event on women’s health. However, it will be Canada’s environment minister, Leona Aglukkaq, who attends Tuesday’s UN climate-change summit on behalf of the government. When asked why he wasn’t attending himself, Harper suggested it’s because he already has a lot on his plate. “Every year, when we go to New York this particular week - and obviously part of it which we spend at the United Nations - we’re seized with any number

of significant challenges that are before us,” he told a news conference Monday on Parliament Hill. “If we look at this year, we have new and emerging peace and security threats that range from the form of terrorist organizations to major countries, in the case of the threat against Ukraine; we have challenges of development, humanitarian aid, pandemics; we have challenges of human rights and governance; we have trade issues and the economy; and obviously, I try and touch on a number of these, including climate change.” The Canadian government, however, is being confronted with an issue it might rather avoid. The $860-million Rockefeller brothers charitable fund, created from a family oil fortune, has announced it will dump its fossil-fuel investments. That brings to an estimated $50 billion

the total amount institutional investors around the world have pledged to withdraw from fossil fuels over the next five years. Harper will attend a working dinner Tuesday on climate change, where his office said in a statement he’ll discuss Canada’s efforts to reduce greenhouse gas emissions, adapt to a changing climate, invest in research and work with other countries on climate change, “while still encouraging economic growth and job creation.” “Canada will be very well represented at the climate change summit,” Harper said. “I look forward to tomorrow evening with president Park and many other leaders in the important discussions we will have, hosted by the secretary general of the United Nations, on how we can work together collectively on how we can address this particular issue.”

Government expanding efforts to fight terrorism

THE CANADIAN PRESS OTTAWA - The Conservative government intends to do more both at home and abroad to counter Islamic extremism, Prime Minister Stephen Harper said Monday in response to a new threat levelled directly at Canada. The Islamic State of Iraq and the Levant issued a new audio recording over the weekend urging supporters to kill westerners - military or civilian - from countries involved in the battle against ISIL in northern Iraq, including “Canadians.” Security agencies have been tracking these events for some time, Harper told a news conference.

“We have, as you know, strengthened laws in this country to deal with these kinds of threats,” he said. “We are currently in the process of examining these laws and examining other means we may have to monitor and to take action against both organizations and individuals who may undertake activities that are potentially threatening to Canadians.” The ISIL statement was released in Arabic by the group’s media arm, Al-Furqan, and appeared on militant sites used by the group. The Associated Press reported the speaker sounded like that of previous recordings attributed

to Abu Muhammad Al-Adnani. In the 42-minute audio statement, released online late Sunday, al-Adnani said the coalition would not be able to defeat the jihadis. He called on Muslims everywhere to kill anyone whose country takes part in the attack. “Oh, believer, do not let this battle pass you by wherever you may be. “You must strike the soldiers, patrons and troops of the tyrants. Strike their police, security and intelligence members,” al-Adnani said. “If you can kill a disbelieving American or European - especially the spiteful and filthy French - or

The door is still open on further support, Harper suggested. “We are continuing our dialogue with our allies to identify ways we can assist in responding to what is genuinely serious threat.” The existing mission is only supposed to last 30 days, although it remains unclear when that time frame began or even whether the clock is yet running.

Report card time for local politicians

T

his November, voters will be hiring local politicians for a four-year term, rather than three. It’s a good time to ask some tough questions about the performance of councils on the job they are assigned to do, as opposed to posturing about senior government matters. Remember when it was fashionable for city councils to declare their communities “a nuclear weapons-free zone”? You can still see the signs entering Vancouver and Nanaimo. Alert voters may wonder: “Did they really think we’re that stupid?” Yes, they did. And some of them still do. To illustrate, allow me to introduce my poster child for bad local government, Victoria city councillor Ben Isitt. A long-time NDP activist, Isitt got elected three years ago after raising his name recognition with a

couple of runs for mayor. His rookie term has been notable for a series of stunts that extend his career as a professional student, campus radical and occasional history lecturer. One of Isitt’s big studies is the influence of Soviet communism on the B.C. NDP. He was on one of his visits to Russia earlier this year when President Vladimir Putin was having his way with Crimea. Isitt’s fondness for state control was on display last fall when aboriginal protesters disrupted natural gas drilling in New Brunswick, torching several police vehicles in the process. Isitt took to his Facebook page to decry the federal government’s use of police against the population, and suggested Canada should emulate Venezuela, where petroleum resources benefit the people rather than corporations. Venezuela sells gasoline

for nine cents a gallon, the late Hugo Chavez’s gift to his people after nationalizing the oil industry. The capital, Caracas, is famous for extreme poverty, brutally suppressed riots, and a crime rate so bad it ranks among the world’s most dangerous cities. How does Isitt’s political outlook translate to his role in local government? This week local politicians gather in Whistler for the annual Union of B.C. Municipalities convention. One of Isitt’s first contributions a couple of

years ago was at a UBCM workshop on how to finance local infrastructure. Isitt proposed setting up a municipal income tax. Presumably this would be on top of property taxes. In its wisdom, Victoria council appointed Isitt as their Capital Regional District representative. In that capacity he led the charge against Canada Post’s decision to wind up door-to-door delivery for the minority of people who aren’t already using community mailboxes. After instructing Ottawa to accelerate the bankruptcy of this Crown corporation, Isitt began ordering the province to intervene in a dispute over Grace Islet, a rocky point off Salt Spring Island where an Alberta man is trying to build a retirement home. The dispute centres on aboriginal burial grounds and artifacts, and Isitt appointed himself advo-

cate for the grievances of native people. When the B.C. government didn’t follow his instructions, he demanded that the CRD expropriate the land and evict the owner. Island politics being what it is, this was actually considered before cooler heads prevailed. And how are things with the CRD’s real job while the Isitt circus rolls on? The most over-governed region in B.C. remains locked in a bitter turf war over a federally mandated sewage treatment project, and is on the verge of forfeiting hundreds of millions in provincial funds. So voters should ask themselves a couple of questions this November. Is your council doing the job it was hired to do? And do you trust these individuals with your wallet until the fall of 2018? Tom Fletcher is legislature reporter and columnist for Black Press.

THE ASSOCIATED PRESS NEW YORK - The young-adult thriller “The Maze Runner” raced to the box-office top spot with $32.5 million, sprinting past Liam Neeson’s “A Walk Among the Tombstones.” According to studio estimates Sunday, Fox’s “Maze Runner” easily outpaced the $13.1 million debut of Neeson’s latest action film for Universal Studios. “The Maze Runner,” adapted from James Dashner’s series of science-fiction YA novels, is being launched as a new franchise, with a sequel already in the works. The Warner Bros. dramedy “This Is Where I Leave You” came in third with $11.9 million. The Shawn Levy-directed film failed to be a big draw despite an A-list ensemble cast including Tina Fey, Jason Bateman and Jane Fonda.

‘How I met your Mother’

Pineapple mystery solved THE CANADIAN PRESS

The answer to a long-running mystery that befuddled hardcore “How I Met Your Mother” fans has finally been revealed. There’s a fancy box set for the show coming out this week and on the cover is an image of a pineapple. Longtime fans may remember an early episode - entitled “The Pineapple Incident” - in which Ted wakes up after a drunken night out to discover the eponomous fruit mysteriously placed on his bedside table. A deleted scene included with the box set revisits the story.

Public consultation crucial

This fall the citizens of Kootenay West have the ability to participate in a number of public consultations and services. I wanted to make sure that all of these opportunities were highlighted to have as much participation as possible from our region. Each fall, the Select Standing Committee on Finance and Government Services holds province-wide public consultations on the next provincial budget. The Committee holds public hearings in 17 communities across the province. British Columbians are invited to attend hearings or to register to make a presentation to the committee on how they feel the Province should spend money and on what services. They will be in Castlegar on Monday Sept. 29 from 6-9pm in the Kootenay Room of the Sandman Hotel. If you would like to make a presentation to the committee or are a part of a group or agency that would like to present please call 1-877-428-8337 to register. You can also email FinanceCommittee@leg.bc.ca and make sure to include the name of the presenter and the

organization name and contact information. For more information please visit the website: http://www.leg.bc.ca/cmt/ finance/public-hearings.asp On Oct. 1, the Office of the Ombudsperson will be visiting the area. The Ombudsperson can assist any constituent who believes that a provincial government ministry or public agency has treated them unfairly. The role of the Ombudsperson office is to investigate complaints to determine whether public agencies have acted fairly and reasonably and whether their actions and decisions were consistent with relevant legislation, policies and procedures. You need to call ahead of time to book an appointment to discuss your complaint. The staff will be in both Castlegar and Trail on Oct. 1. Please call 1-800-567-3247 to book and visit the website for more information. https://www. ombudsman.bc.ca/ On Oct. 8, the BC Electoral Boundaries Commission will be in the Kootenay West constituency asking for public input on the area and boundaries of provincial electoral districts. This is an opportunity to participate

in this important process. The BC Electoral Commission is an independent and non-partisan group that makes decisions regarding electoral boundaries in the province. The commission will be in Trail on Oct. 8 at the Best Western Plus hotel at 10:30 a.m. There is no preregistration required for an in person submission. You can also make a submission online or through email. All of this information can be found at the Commission website: http:// www.bc-ebc.ca/join Columbia Basin Trust is hosting drop in community workshops in communities around the basin from September to January. The CBT want your input on how the trust can support residents and communities in the future. They are renewing their strategic priorities to celebrate their 20th anniversary. Please visit the “Our Trust, Our Future” website for more information and dates and locations of these workshops. http:// ourtrustourfuture.cbt.org/ I hope many of you can take advantage of these opportunities and participate. Was the teachers strike worth it? By Tamsyn Burgmann THE CANADIAN PRESS

VANCOUVER - With British Columbia’s teachers’ strike resolved, George Tso is shifting from stress to school-mode after three weeks using tutors and attempting to teach himself curriculum that will pave his way to university. When the 15-year-old enters Grade 11 at Steveston-London Secondary School on Monday, he won’t be harbouring any negative feelings towards his teachers or the government. “I’m a very forgiving person,” said Tso, but noted the sentiment will likely be different amongst his friends. “I have this feeling that when I go back to school, a lot of them - or, those who like school - are going to be, like, ‘That was such a waste of my September.”’ Public school teachers will trade pickets for pencils across the province next week after ratifying a new collective agreement on Thursday. Eight six per cent of the 31,741 union members who voted approved the deal. But the question weighs on many about whether the months-long conflict, spanning two school years and affecting half a million students, their families, more than 40,000 teachers and resulting in a variety of social and economic spin-offs, was worth it. What impact will the long-

est education strike in provincial history have on relations between the B.C. Teachers’ Federation and the provincial government? “It’s just been one more chapter at the end of this long and acrimonious history,” said Tom Fleming, University of Victoria professor emeritus and author of “Worlds Apart,” which tells the story of 140 years of the B.C. school system. Fleming, who was editorin-chief and one of six research directors for a Royal Commission on Education in 1987-1988, said he’s long concluded that the teachers’ union and the government are simply large organizations dedicated to preserving the status quo. “I really see nothing in the outcome of this strike that causes me to believe differently.” Still, Fleming isn’t entirely pessimistic, noting that the sixyear negotiated contract does equate to a reset button. “Neither side got exactly what they wanted, and that’s probably a good thing,” he said, musing over how people will be able to determine whether anyone is better off after the ordeal. “Take some of this demonization out of it - that government is the enemy of public schooling and the teachers are looters of the public treasury. Until that gets all together eliminated, I don’t think we’re

going to really have people who can sit across the table from one another.” Education Minister Peter Fassbender said in an interview Friday that he hopes the relationship between teachers and the province can be healed over the next five years of labour peace Whether the conversation actually shifts will be the test, say experts like Tom Knight, an industrial relations professor at the University of British Columbia. “If (Premier) Christy Clark can be taken at her word, that now (she is) squarely focused on education ... then maybe the whole experience is going to open the door to them,” he said. “And if the teachers are taken at their word, that’s what it’s been all about all along.” Business Prof. Fiona McQuarrie, at the University of the Fraser Valley, said teachers came out with less than they got back in their new contract, but there are silver linings. “I think the union gained more support than they had in the past,” she said. “Also, people not involved in the school system are more aware of issues in classrooms with special needs

MEGHAN AGOSTA

From gold medal to police badge THE ASSOCIATED PRESS VANCOUVER - When her teammates arrive for hockey training camp, Meghan Agosta will be reporting elsewhere. She’ll be going to the Justice Institute of British Columbia with her badge and gun. The three-time Olympic gold medallist in women’s hockey is training to be a police officer in the city where she won one of those gold medals. Agosta was among the recruits sworn in by the Vancouver Police Department last week. Agosta is a probationary constable with the department until she completes her nine months of academy training. Monday was her first day at the academy. “I’ve only had two passions in my life and that’s policing and hockey,” Agosta told The Canadian Press by phone. “To be able to fulfil both dreams is pretty amazing.” She was Canada’s top scorer at the 2010 Vancouver Olympics, with nine goals and six assists in five games. She was honoured as the most valuable player of the women’s tournament. Agosta has represented Canada in women’s hockey for a decade. She celebrated her 19th birthday with a hat

trick against Russia at the 2006 Turin Olympics. In February, she and her teammates won the gold medal in Sochi, Russia. Canada came back from two goals down to beat the United States in overtime. Agosta isn’t retiring from the national team. She is simply taking a break and intends to keep her hockey skills sharp with the police department’s Centurions team. Agosta wants to play in a fourth Winter Olympics in Pyeongchang, South Korea, in 2018. “I’m not retiring whatsoever,” she said. “I’m only 27 years old. I still want to be a part of Team Canada at least until South Korea and I guess we’ll see after that.” The women’s hockey team trains full time together in Calgary the winter before a Winter Games. In non-Olympic years, it gets together for camps and international tournaments. Melody Davidson, Hockey Canada’s general manager of women’s teams, was prepared for Agosta’s absence. “She definitely has said she wants to play and wants to play in the future,” Davidson said. Agosta moved to Vancouver this month. Her husband, Marco Marciano, is the video coach for the American Hockey

League’s Hamilton Bulldogs. Agosta completed a criminal justice degree with a minor in criminal psychology while playing NCAA hockey for Mercyhurst in Pennsylvania. She has stated several times her ambition is to work with a police department’s canine unit, but she’s open to other avenues of policing. “Definitely canine is still on my mind,” Agosta said. “Right now, I want to just become the best police officer I can and help make a difference in the community. I want to become this constable and figure out what it is I actually love. I’ll go out on many different calls to many different things where I’ll be able to tell what I’m interested in.” She thinks recruits will be on the shooting range as early as this week. One of Agosta’s hobbies is trapshooting. “I’ve never shot a handgun,” she said. “The biggest challenge for me will be to learn the laws. We’re going to studying every single day. It’s definitely not going to be easy. And to be a police officer, you are going to be in stressful situations. Playing hockey you’re in stressful situations. Going into an Olympic final, that’s pretty crazy.”

Hawks drop two Beaver Valley Nitehawks still looking for first win

The Hawks were humbled by the Nelson Leafs 8-0 Friday night, before dropping a close 2-1 game to the Spokane Braves on Saturday. Power play key for Vancouver Canucks’ playoff push

The Canadian Press WHISTLER - The Vancouver Canucks know a return to the playoffs will largely hinge on rediscovering their mojo with the man advantage. The club had the NHL’s top power play when they went to the Stanley Cup final in 2011, but that unit with mostly the same cast plummeted all the way to 26th last season.

That stinging lack of success proved fatal for a team that scored the third fewest goals in the league overall, and was a big part of why Vancouver missed the post-season for the first time in six years. However with some new faces - and more importantly new ideas - the Canucks are confident they can get that critical element of their game back on track.

“In this league you win by having great special teams. If you look at the best teams on the power play, they’re the ones making the playoffs,” said captain Henrik Sedin. “It was impossible for us to make the playoffs with the power play we had last year.” New head coach Willie Desjardins said one key will be to have two units going instead of leaning on

Daniel and Henrik Sedin, as was the case under John Tortorella last season. “I just don’t like (having) guys on the ice when they’re tired. I don’t think that’s fair to them and I don’t think they get the best results,” Desjardins said. “Last year the Sedin unit had a good year, it was just that there was nothing off the other unit. For us to be good we need

birchbank golf

both units. “I think the Sedins get rested more and then when they’re out there, they’re more effective.” A big part of any team success in 201415 for the Canucks will probably come down to how Radim Vrbata and Nick Bonino fit in on the power play. Vrbata signed with Vancouver in the off-

season after recording 10 goals and 11 assists on the man advantage with the Phoenix Coyotes last season, while Bonino - who arrived from Anaheim in the Ryan Kesler trade - finished with seven goals and 13 assists playing 5-on-4 with the Ducks. Judging by how things have gone at training camp ahead of

Six-point night for Zuccarini FROM PAGE 11 “He’s a pretty dynamic player, he’s explosive and he’s opportunistic, and you know what, he was probably our best player away from the puck, physically and with his back checking,” said Deschenes. “He’s getting a lot of attention right now and he deserves it.” The Express would pull within one with 12 seconds to play in the second period but four unanswered third-period goals by Bryan Gerstenfeld, Martin, and two by Zuccarini, including a shorthanded marker, clinched it for the Smokies. Lucchini, the game’s second star, scored once and added two assists on the night for Trail, while Dombrovskiy pitched in with three assists, good for third star.

Earlier this month, 46 ladies from the Birchbank Ladies Club hosted 39 members of the Retirees Club for 18 holes of golf followed by a luncheon at the Birchbank Bistro. The golfers teed off under sunny skies in a shotgun start to play a “Shambles” game. From left: Wayne Weaver, Katy Burke, Elaine Martin and Lorne Babcock won the event with a net score of 107.

Tuesday’s split-squad games against the San Jose Sharks, it looks like Vrbata will start on the first line and first power-play unit with the Sedins. “(Vrbata’s) got tremendous hands, great shot, great finisher and he can make plays,” said Henrik Sedin. “I just have a good feeling about our power play this year.”

Zuccarini, the game’s first star, and Dombrovskiy are tied for the early BCHL scoring lead with Tyson Jost of Penticton each with six points. Trail outshot the Express 45-34 with Todd getting the win in net for the Smokies. The Smokies home opener goes at the Cominco Arena against Penticton on Friday at 7:30 p.m. and the Salmon Arm Silverbacks at the same time, same place on Saturday. Smoke Signals: Former Beaver Valley Nitehawk Connor BrownMaloski played as an affiliate player for the Smokies after being released by the Salmon Arm Silverbacks where he played in 2013-14. BrownMaloski, 18, will stay with the team at least until Oct. 1 when a roster decision must be made.

THE ASSOCIATED PRESS ANCHORAGE, Alaska - A reporter for an Alaska TV station revealed on the air that she owns a medical marijuana business and was quitting her job to advocate for the drug. After reporting on the Alaska Cannabis Club on Sunday night’s broadcast, KTVA’s Charlo Greene identified herself as the business’s owner and said she would be devoting all her energy to fighting for “freedom and fairness.” She then used an expletive to quit her job, and walked off-camera. In a statement on KTVA’s website, news director Bert Rudman apologized for Greene’s “inappropriate language” and said she was terminated. Alaska voters decide Nov. 4 whether to legalize recreational pot.

Amazing Race Canada

Surprise team MONday & Movies claims top prize MONDAY EVENING

THE CANADIAN PRESS TORONTO - The Golden Girls have finally had to settle for silver. Heretofore unheralded Ontario buddies Mickey Henry and Pete Schmalz pulled out a shocking victory in “The Amazing Race Canada” finale on Sunday, preventing Olympic hockey stars Meaghan Mikkelson and Natalie Spooner from the top-of-podium finish that seemed their destiny during a memorably dominant run. The coup came in Ottawa, where a series of physical challenges gave the forest boys an unexpected head start during a breath-haltingly captivating finale. That start turned into a finish with an impressive performance in a memory challenge, which meant the unthinkable: Mickey and Pete ended their excellent adventure as the winners of “The Amazing Race Canada.” “Oh my God,” marvelled Pete, pantsless after the pair had for some reason stripped in celebration. “Absolutely life-changing, man. Mick and I are both in huge debt. We’ll be able to pay that off.” Natalie and Meaghan, meanwhile, crossed the finish line understandably failing to hold back tears (even as ever-steely Meaghan convincingly argued: “I don’t cry, though”). The loss was stunning. It was almost like the New England Patriots blowing the Super Bowl after their perfect 2007 season. The hockey stars had won seven of the race’s 11 legs. The next-best team won two legs. Mickey and Pete didn’t win any - until now, of course. Even as they met defeat - for what at least felt like the first time - Natalie and Meaghan were rightly toasted by host Jon Montgomery for “crushing” the second season of “Amazing Race Canada.” “It’s a little upsetting not to win but the experiences we got out of this - I don’t think anyone can take that from us,” said Natalie, her partner seemingly still too disappointed to say much. “It was such a crazy experience.” Well, for winning an 11-team race that spanned more than 44,000 kilometres, 814 air fares, 2135 hotel rooms and an unknowable number of plugs for Air Canada, Mickey and Pete won $250,000, two Chevy pickups, gas “for life” and a year of free flights.

children’s college funds and whether I am dipping into it to pay my expenses. Jim and I are thinking of taking a Mediterranean cruise in which we would share a cabin and I would pay for 75 percent of the combined cost, based on the fact that my yearly income is three times his. We have already taken some short weekend trips and got on very well. My daughter is livid. I say it’s my money and my business. She said that her father never would have dreamed that I would be subsidizing a cruise for a boyfriend. Frankly, I

social life shouldn’t be dependent on one man. Dear Annie: I am a 9-year-old boy who needs your help with my 14-year-old brother. He sometimes gets emotional and makes fun of me and has mood swings. He is having minor problems in school and says that all the other students look up to him. I really care about him. Also, I am having some trouble in school with adding and subtracting decimals. Any ideas? -- Agitated Student and Caring Brother Dear Agitated: Your brother is going through some changes that are both physical and emotional. He’ll be OK, but it will take a little time. If he bullies you, please talk to your parents about it. You also can vent to your school counselor or a favorite teacher who may be able to help you develop coping strategies. As for decimals, we

wish we could make it simple in a short sentence, but we recommend you ask your math teacher for some after-school tutoring. There may be another student in your class who is acing the subject and would be able to help you out.

Dear Annie: You printed a letter from “Recovered in Nebraska,” who had anorexia. You mentioned ANAD (anad. org) as a resource. I live in Montreal and would like to inform your Canadian readers that we also

have a support group, ANEB, which supports Quebec youth and adults facing the challenges of anorexia and bulimia. Information and support are available in both English and French at anebquebec.com. -- Daniel in Canada

What’s your advice? -- Sugar Momma Dear Momma: Your daughter needs reassurance that Mom is not being taken advantage of, and that you aren’t spending all of your money on some guy. Please let her know that you love her and your new relationship won’t change that. If you have promised money to the kids’ college funds, reassure her that you won’t use the money to splurge on Jim. But also tell her that you are too young to sit at home. Surely she wants you to be happy in a way that doesn’t require her to provide your entertainment. We share a lot of common interests and enjoy going out to dinner and movies together. The only downside is that Jim lives entirely on his Social Security check, so I always pay my own way on our “dates.” My daughter says Jim is after my money, which may be true, but then sometimes I think she is, too. YourByhoroscope Francis Drake For Wednesday, Sept. 24, 2014 ARIES (March 21 to April 19) Travel plans with a friend look good today. You also might hatch fresh possibilities regarding publishing and the media. Be patient this evening when talking to authority figures. TAURUS (April 20 to May 20) This is a productive day for work because you will get the support from others that you need. Don’t push for reforms later in the day. Be patient. GEMINI (May 21 to June 20) This is a playful and romantic day. Get cozy with partners and attractive friends. Avoid disputes about shared property later. CANCER (June 21 to July 22) You can get a lot done at home today by reorganizing things and pulling your act together. Avoid arguments in the evening. Just stay chill.

Tuesday, September 23, 2014 Trail Times

LEO (July 23 to Aug. 22) This is a strong day to sell, market, teach, act and communicate with others. But do avoid arguments this evening. (Be smart.) VIRGO (Aug. 23 to Sept. 22) Look for ways to boost your income or get a better job, because they exist today. Late in the day, you will have to be patient about money or something you own. LIBRA (Sept. 23 to Oct. 22) Today the Moon is in your sign, dancing nicely with Mars. This energizes you and makes you feel bright, curious and proactive. However, this evening, you are too obsessed about something. Hmmm? SCORPIO (Oct. 23 to Nov. 21) Work behind the scenes or alone today, because you will be most effective this way. You can expect to get a lot done.

SAGITTARIUS (Nov. 22 to Dec. 21) Talk to a female companion about your future goals, because this will be helpful. Don’t try to make over or improve someone late in the day. This is not cool. CAPRICORN (Dec. 22 to Jan. 19) Be aware that you are high-viz today. People notice you. In fact, they might learn personal details about your personal life.

(Just so you know this.) AQUARIUS (Jan. 20 to Feb. 18) Travel plans look exciting, along with a chance to expand your horizons through education, training or talking to people from different backgrounds. Avoid pushy people late in the day. PISCES (Feb. 19 to March 20) You can benefit from the wealth and resources of oth-

ers today. However, by evening, an argument regarding this could arise. Stay cool. Make sure you know where your boundaries are. YOU BORN TODAY You are imaginative and freespirited! You travel because you want to tap into all kinds of experiences. Many of you live a rich fantasy life. You enjoy reading, television and the arts. This is a testing year of growth and building for you. Do
