Columbia River Treaty celebrates 50th anniversary

Fifty years ago today, Canada and the United States signed the Columbia River Treaty – the agreement that outlines the development and operation of four dams designed for power generation and flood control between the two countries. Signed by Canadian Prime Minister John Diefenbaker and U.S. President Dwight Eisenhower in 1961, the treaty went into effect on Sept. 16, 1964, after funding for the dams was calculated and negotiations were complete. While flood control was already on the governments' mind, the treaty was deemed necessary by both countries after the 1948 flood that left a path of destruction from Trail to Astoria, Oregon, washing away infrastructure. It took a few years of research and writing reports and proposals to get a final draft ready to be signed. Potential NDP candidates touring constituency By Liz Bevan Times Staff

Before an official nomination meeting in October, the New Democrats will be touring the Okanagan-West Kootenay riding introducing nominees to the public. Richard (Dick) Cannings and Margaret Maximenko will be in Trail on Sept. 29 at the United Steelworkers Hall, vying for the position of NDP candidate for the riding in the federal election. The tour covers the major centres in the riding and the idea behind it is to introduce the potential candidates to the voters before campaigning starts. Party members will be able to cast their vote for either nominee by the end of September with votes being tallied in early October. Once all of the ballots are counted, the

party will be announcing their candidate at a nomination meeting in Grand Forks on Oct. 18. Then the campaigning begins. Cannings, who could be representing the riding on a federal level, is a native of the Okanagan Valley. He is a biologist, birder and author and has campaigned before. He didn't win, but he did garner 45 per cent of the Penticton votes in the last provincial election. Maximenko lives in Christina Lake and has been an activist for the NDP for nearly 30 years. She announced her intention to run in the federal election late last year. Anyone is welcome to join the meet and greet with the nominees on Sept. 29, but to vote for the future representative of the NDP in the riding, voters must be party members before Sept. 18.

Part of the original treaty stated that the agreement would be held in place for a minimum of 60 years. If either Canada or the United States want to change or terminate the treaty, they have to give written notice, 10 years in advance. Tuesday is the first day that is possible. Some amendments are already being discussed after numerous conferences and public input sessions. When the treaty was signed, says DeRosa, the environment wasn’t an issue, but over the last few years, both sides have gathered public opinions and published formal reviews on the issue and the resounding answer has been to update the document regarding wildlife and environmental impact. “When you think about these ecosystems, it doesn’t stop at the 49th parallel,” said DeRosa. “Back then, there was no sensitivity to ecosystems. The only things addressed were flood control and power generation. It has done that, but now we have to have a third leg to the story – the ecosystems.” One environmental issue that stands out for DeRosa is the lack of salmon in the Upper Columbia River. “Hopefully, (negotiators) can see the benefit of returning the salmon to the Upper Columbia River,” he said. “The salmon were stopped by

a dam in 1939 to 1942, but now is the time to start throwing the salmon back in. I am really optimistic that, and maybe not in my time, we will see salmon back in the Upper Columbia.” Over the last couple of years, the United States side of the treaty, made up of the Bonneville Power Authority and the U.S. Corps of Engineers, has expressed its belief that it has been paying Canada to large of an annual entitlement. Currently, the payments to Canada have averaged around $250 million per year. DeRosa thinks their ideas are a bit off base. “Fifty per cent of the power generated as a result of the water Canada sends to the U.S. comes back by way of energy,” he said. “We can sell it for almost $350 million per year – water is pretty valuable stuff. I heard first hand at a convention that the top officials down there (in the U.S.) that they expect to be paying 10 per cent of what they are paying now. It is okay for them to say that, but you have to think, what is flood control worth to the U.S.?” Regardless of financial debate, DeRosa says he is optimistic about the future of the treaty. “I think that both sides will realize that we have to make the best of what we have and at the end of the day, all will be well,” he said. “I would expect the treaty to carry on and just make improvements as we go along.”

Sockeye shun U.S. waters for B.C. nets By Jeff Nagel

A quirk of nature has handed B.C. commercial fishermen a huge catch of sockeye salmon this summer, while leaving their American counterparts almost empty handed. Commercial fishing is winding down and the tally of the totes so far shows U.S. fishermen out of Washington State have caught barely 440,000 sockeye, a mere five per cent of the total Fraser-bound catch as of Friday. By comparison, Canadian seiners, gillnetters and trollers, as well as First Nations and sports anglers, have caught a combined 7.9 million sockeye. Americans had been allocated 1.8 million but haven’t come close to that quota because nearly all the Fraser sockeye have stayed out of U.S. waters by

running down the east side of Vancouver Island via Johnstone Strait. It’s not that the salmon have been patriotic about sticking to the all-Canadian migration route. Pacific Salmon Commission chief biologist Mike Lapointe says warm ocean temperatures likely mean Fraser sockeye ranged further into the Gulf of Alaska and then, on their homeward migration, made landfall further north than usual up the B.C. coast. A normal year sees Fraser sockeye flow more evenly around Vancouver Island, with significant numbers going down the west side where Americans can fish in Juan de Fuca Strait. But since early August more than 98 per cent have taken Johnstone Strait. “It’s very unusual,” Lapointe said, add-

ing it’s been hard on American fishermen because Fraser sockeye “just aren’t swimming through their waters.” The closest U.S. boats can get to the Canadian fishing frenzy is the U.S. water off Point Roberts, where BC Ferries passengers near Tsawwassen have been able to spot American boats fishing steadily. Lapointe said unusual Fraser sockeye catches in southeast Alaska and off Haida Gwaii have been strong evidence of a more northerly landfall this year, with many more fish funnelled into Johnstone Strait. The total Fraser sockeye run size is estimated at 20.7 million this year – very close to the mid-range pre-season estimate. Lapointe said dangerously warm river temperatures have cooled, returning

THE CANADIAN PRESS VANCOUVER - Representatives for B.C.’s public school teachers and their employers bargained through the weekend in another effort to resolve the strike that has postponed the start of the school year for more than half a million students. The two sides met with veteran mediator Vince Ready on Saturday and again Sunday at a Vancouverarea hotel, but at the end of the marathon session there was no comment on whether any progress was made.

As the parties left the table early Monday morning they maintained a media blackout on their talks, saying only that they planned to resume negotiations later in the day. The teachers went on strike two weeks before the summer break, with wages, class size and support staff levels at the centre of the stalemate. Over the past week, unions across the country have donated or loaned millions of dollars to a hardship fund for B.C.’s teachers, who haven`t been paid in months.

sockeye appear to be in good shape and plenty of fish are reaching the spawning grounds – all factors that bode well for a good run in 2018. He said an unusual number of returning sockeye have been caught with either lamprey eels sucking on them or evidence of lamprey marks, but that doesn’t seem to have killed many. Lampreys can survive in fresh water so “they can latch onto a sockeye in Georgia Strait and hang onto it and ride it right up the river.” Unlike some recent years when the fleet was sidelined because the run was too small to fish, this year’s sockeye return – though short of a record – gave all groups of fishermen repeated openings. “This is the biggest run of the fouryear cycle,” Lapointe

said. “In many ways it’s the one-in-four year opportunity these guys get.” Some commercial sockeye fishing was allowed last year, when about four million salmon returned to the Fraser, after a shutdown in 2012. Fishery managers are hopeful Fraser sockeye are gradually rebuilding since the disastrous 2009 run when just 1.6 million sockeye returned, triggering the Cohen Inquiry. Lapointe said most fishing could be halted by next week to protect weaker coho salmon stocks. One stock that returned weaker than was hoped was the Cultus Lake sockeye, where fewer than 300 fish have come back. “That’s definitely a concern,” Lapointe said.

The new fee, ranging between $25 and $29.50 depending on provincial taxes, will apply to all new bookings made starting Monday for travel on WestJet and its regional airline Encore as of Oct. 29. WestJet said the new charge

Different baggage allowances will apply to those in other fare classes or those using its new loyalty program, also launched Monday. Ski resort will not re-open next year THE CANADIAN PRESS WEST KELOWNA, B.C. - A ski resort near West Kelowna, where a chairlift accident occurred will not be opening for the upcoming ski season. In March, four people at the Crystal Mountain ski resort plummeted to the ground and were sent to hospital after a chairlift cable dislodged from its track. The resort posted on its official Facebook page over the weekend it will not be opening for the 2014 to 2015 winter season, but it plans to open the following year. Emails asking for comment were not immediately returned, and the phone number listed on the resort’s web page is no longer in service. In March, the BC Safety Authority said it was suspending Crystal Mountain’s operating licence pending the results of a full investigation, and a spokesman confirmed on Sunday the suspension is still in place. Quinn Newcomb of the authority says the investigation is finished, but there is “quite a bit of work to be done” on the resort before it satisfies safety standards. Newcomb says the suspension is in the interest of public safety and the resort will be allowed to operate once it meets the authority’s conditions.

Passengers flying to international destinations, including Mexico, the Caribbean, Central America and Europe will continue to be able to check a first bag at no charge. Baggage allowances for military personnel, infant and child equipment, mobility devices, and those travelling in connection with other airlines are not affected. Despite the new baggage fee, the Calgary-based airline said its fares allow customers to purchase the services they want. Air Canada is expected to follow suit and charge for first checked bags on flights within Canada, as it does for service to the United States. “We are always monitoring industry developments such as this with great interest. We will evaluate it going forward,” Isabelle Arthur, a spokeswoman for the Montreal-based carrier, wrote in an email.

Porter Airlines began charging $25 for the first bag and $35 for a second bag checked on domestic travel as of May. Walter Spracklin of RBC Capital Markets estimates the new baggage fee will generate more than $100 million in annual pretax operating profits (EBITDAR), representing $4.81 per share. With the new charge, WestJet is catching up to other North American carriers which on average generate at least $20 per passenger in ancillary fees. The fee is expected to add $6 to the $10 per passenger WestJet currently receives. “The key is that WestJet continues to have opportunities to close this gap including on-flight media fees and other ancillary revenue opportunities,” he wrote. Spracklin said such a charge would also add about $100 million in EBITDAR for Air Canada, equal to $1.84 per share.

Cora always had a kind, soft laugh and a warm, genuine smile for all she met and knew. As a cook and caregiver for the elderly, she always had a positive and caring attitude that she shared and believed in faith and fulfillment of life, which made her a success in her career. She loved all and any children that she met and knew, and looked forward to having grandchildren one day. The suddenness of Cora’s illness has taken us all by surprise, and her passing has left us barely any time to give thoughts and make peace for her. We will never lose her in our hearts, and will always be reminded of the way she had of laughing and caring for each of us. Musician pioneered jazz-funk fusion THE ASSOCIATED PRESS Pianist and composer Joe Sample, a founding member of the genre-crossing Jazz Crusaders who helped pioneer the electronic jazz-funk fusion style, has died. He was 75. Sample died of complications due to lung cancer Friday evening at the MD Anderson Cancer Center in Houston, his manager, Patrick Rains, told The Associated Press on Saturday. Sample was “a seminal figure in the transition from acoustic to electronic music in the jazz field in the late ‘60s and early ‘70s” with his band, Rains said. The group, which later called itself The Crusaders, became a successful crossover act with such hits as the 1979 rhythm-and-blues-flavoured single and album “Street Life” featuring singer Randy Crawford. A few years before that, they were the first instrumental band to open for the Rolling Stones on tour.

A prolific songwriter, his songs were sampled by hip-hop artists, including Tupac Shakur, who used “In All My Wildest Dreams” on his “Dear Mama.” Nicole Kidman sang Sample’s “One Day I’ll Fly Away” in director Baz Luhrmann’s film “Moulin Rouge.” In the early ‘70s, Sample became one of the pioneers of the electric piano in jazz as he increasingly used the Fender Rhodes. The group, by then calling itself The Crusaders, turned from acoustic jazz to electric fusion, relying on catchy grooves and pop songs by the Beatles, Carole King and others to gain a crossover appeal on a series of albums for the Blue Thumb and MCA labels. The group placed 19 albums on the Billboard Top 200 chart. Many jazz musicians took to Twitter to pay their respects, including guitarist Earl Klugh, who tweeted: “Very Sad - Joe Sample was a brilliant musician, story teller, jazz historian & man.”

Teachers, province gearing up for court

W

hatever ceasefire emerges from the latest round in the war for control of B.C.’s public school system, the next court battle is ready to proceed. Lawyers for the provincial government and the B.C. Teachers’ Federation have filed their written submissions to the B.C. Court of Appeal. At issue is whether legislation removing union contract terms that dictated class size and teacher staff levels was a violation of members’ constitutional rights to freedom of association. When B.C. Supreme Court justice Susan Griffin found that it was, the government changed legislation again. The same judge ordered that struck down and the 2002 contract language reinstated retroactively for every contract since then, imposed or negotiated. The government says that would create chaos as well as billions in expens-

es, pushing out full-day kindergarten and other allocations of space and money that have proceeded since union control was removed. Griffin’s order is stayed pending this appeal. If you think the latest strike has been disruptive, you don’t want to see what this judge’s vision would look like. Government lawyers argue that the BCTF’s constitutional right claim is “wrong in law” and amounts to a veto that blocks the province’s ability to legislate in response to changing conditions. “According to the BCTF, legislation may improve on collective agreement entitlements but cannot remove them over the objections of the union without violating [the Charter of Rights and Freedoms],” the government’s submission says. “On the BCTF’s theory, collective agreement entitlements become constitutionally protected in perpetuity.” What that would mean

to voters is when they throw out an NDP government that handed the keys to the treasury to public sector unions, the unions can veto that too. And when mandated minimum teacher-librarians sitting in rooms full of paper books become the equivalent of buggy whip weavers, they must remain as long as the union wants. BCTF’s lawyers submit that the government is wrong in fact as well as law. Its arguments are technical, dwelling particularly on the fact that the government didn’t appeal Griffin’s first rul-

ing. For instance, there have actually been two negotiated deals since 2002. The one in 2006 provided five years of raises and a bonus to get the government past the 2010 Olympics, and in 2012 there was a pre-election truce negotiated with the help of mediator Charles Jago. The government argues that re-imposing 2002 conditions would overturn other contracts that were agreed to by the BCTF. BCTF’s lawyers say, in effect, the deleted terms covering working conditions weren’t there to negotiate. The Coalition of B.C. Businesses has entered the case as an intervener, arguing for the supremacy of elected governments when providing public services. Its submission notes that unlike private disputes, the right to strike is often curtailed in the public sector, and sometimes eliminated as in the case of police and health care.

“When critical aspects of public policy are jeopardized by employee demands, those aspects could be legislated; where a fiscal downturn or inflationary pressures required austerity measures, they could be implemented through legislation; where strikes jeopardize important public services, the legislature could pass back-to-work legislation, and so on.” It’s been obvious for many years that the BCTF doesn’t function like a normal union, and isn’t much interested in starting to do so. Its leadership sees itself as an agent of “social justice,” a belief demonstrated by its promotion of flawed poverty statistics and pronouncements on everything from U.S. labour law to conflict in the Middle East. Lucky to have such good medical help My wife experienced a bleed in one of her lungs recently. We were near Grand Forks and the staff at the hospital speedily called the ambulance from Trail. The following morning the Trail ICU doctors called a lung specialist in Kelowna, and my wife was flown to Kelowna General Hospital, and within

three hours a diagnosis and repair was completed to repair a ruptured blood vein in one lung The ICU doctors and staff were tremendous and gave all that was required to keep my wife alive and nursed back to health. Special Olympics program gears up for fall It’s that time of year again when we begin a new season of Special Olympics here in Trail. This past year has been very exciting for us, sending a record number of athletes and coaches to provincial and national games. This coming winter we will do that again with athletes heading to Kamloops for the 2015 BC Special Olympics Winter Games. SOBC-Trail will be sending a large group again competing in floor hockey, Alpine skiing and in a sport we introduced last winter snow shoeing. It takes an extremely dedicated group of volunteers to put this all together so these

athletes can experience the thrill and joy of competition, make new friends, and travel to areas of the province they may not have been able to see prior to this. This also requires the support of a fantastic community to support what we do for some of the greatest people that you will ever meet. This past summer and heading into the fall, SOBC will again see an increase in the amount of athletes attending Special Olympics events, training and competition. We have also seen an increase in the amount of local citizens that are stepping up and saying “I want to help out with Special

Olympics, what can I do?” We are looking for volunteers, coaches to help with our swim program, our soccer program and our snow shoeing program and in the spring our basketball program goes full steam ahead. So if you would like to jump in, and help put a lot of smiles on a lot of faces here is how you can connect with us. New immigrants not sold on express entry THE CANADIAN PRESS OTTAWA - A newly released government study suggests newcomers to the country have misgivings about Ottawa’s intention to ensure would-be immigrants possess skills that are in demand in Canada. The respondents to the study wondered why Ottawa isn’t doing more to find jobs for qualified immigrants already here but who “have been frustrated by the lack of recognition of their credentials and their inability to acquire a sufficient amount of Canadian experience.” The government’s new express entry system, launching in January, will allow Canadian employers to select skilled candidates from abroad if there are no Canadians or permanent residents available for the work. Express entry candidates who are offered jobs or nominated under the so-called provincial nominee program will be invited to apply for permanent residency. The government hopes the new system will reduce the need for temporary foreign workers and help address the country’s supposed skills shortage. Immigration Minister Chris Alexander has called express entry a “top priority” for his department. “Express entry promises to be a game-changer for Canadian immigration and Canada’s economy,” he said recently. “It

will revolutionize the way we attract skilled immigrants and get them working here faster.” But the Ipsos Reid study, commissioned by Citizenship and Immigration earlier this year, suggests newcomers in 14 focus groups located in seven communities across the country weren’t sold on the new system. “A number of participants in all sessions wondered why the government was focusing on those who have yet to immigrate to Canada rather than those who have already immigrated,” the study states. The respondents, from a mix of ages and socio-economic backgrounds, also questioned the integrity of the process. They were “quick to caution that the potential for fraudulent behaviour” was real, whether on the part of applicant or the prospective employer. “Participants expect that certain steps would be taken to guard against such behaviour,” the study says. Alexander has been meeting the stakeholders and business leaders for months in advance of the launch of the express entry program on Jan. 1, 2015. His department didn’t immediately respond to a request for a comment on the Ipsos Reid study. With the launch looming, the government has begun accepting 25,000 applications under the federal skilled

worker program, and is actively recruiting skilled immigrants in 50 occupations that include financial managers, auditors and accountants, civil engineers and psychologists. But another government study suggests that skilled newcomers already in Canada - including doctors, pharmacists and engineers - face “huge obstacles” preventing them from finding jobs even when their credentials are in order. The participants in that study, conducted by Environics Research, said language barriers and requirements for Canadian experience on some job postings pose the biggest problems in their attempts to find work. A spokesman for Employment Minister Jason Kenney says the government plans to address those complaints this fall.

Submitted ROSSLAND – E l e v e n - y e a r- o l d Rossland Dancer Brynn Streadwick is off to Toronto to attend Canada’s National Ballet School this fall. Brynn attended the four-week summer program and was invited to attend the year round program. The National Ballet School sees approximately 1000 potential students at auditions across the country, out of which perhaps 150 are invited to attend the summer program. Out of that 150, somewhere between 20-40 students are invited to attend the year round program, so her attendance there is quite an achievement. She is one of approximately three per cent to make it in. “It’s an incredible opportunity for her,” said her father Richard Steadwick. “Brynn’s the one who’s been pushing this. She pushed to go to Vancouver for the audition. I’m rather shocked and surprised that someone from a small town could get into the National Ballet (School).”

Brynn’s goals for dance are to be cast as young Maria (equivalent to Clara) in the Nutcracker this year, and to one day become a Principal Dancer. She’s ambitious; she’d also like to become a Corps de Ballet member when she’s 15 or 16 years old. Her ultimate goal is to one day become Artistic Director.

Palatchi is an Argentinian-born keyboardist who splits his time between his homeland and Canada. He will be backed by bassist Doug Stephensen (left) and Tony Ferraro (right) on drums. Games get new look THE NELSON STAR Nelson’s Wayne Naka is the new president of the BC Senior Games Society. And one of his initial duties was to oversee the new name of the annual games. The BC Seniors Games Society will be rebranding its annual multi-sport event as the 55+ BC Games starting in 2015 with the North Vancouver Games. “The new 55+ BC Games will strive to maintain its leadership as the premier multi-sport event and become widely recognized among all 55+ British Columbians as being friendly, welcoming, supportive and transformative,” said Naka. Fort LangleyAldergrove MLA Rich Coleman made the announcement at the Closing Ceremony for the Lawngley 2014 BC Seniors Games. “As we have seen over the last few days, the spirit and vitality of older British Columbians is nothing short of inspiring. The Langley BC Seniors Games ran Sept. 9-13, and included 25 sports, close to 3,900 participants and 1,300 volunteers. The West KootenayBoundary Zone 6 team placed eighth out of 13 zones taking home 37 gold, 28 silver, and 24 bronze for a total of 89 medals. Fraser Valley claimed top spot with 621 medals, 231 gold, 222 silver and 168 bronze. The North Vancouver 2015 55+ BC Games will take place Aug. 25-29, 2015.

The Beaver Valley Nitehawks opened their season on a tentative note, registering just a single point in their opening two games: a 3-3 tie with Nelson Leafs on Friday, and a 4-3 loss to 100 Mile House Wranglers on Saturday. The Nitehawks deserved better against the Wranglers, outshooting the Okanagan-Shuswap Conference team 40-31, but a combination of missed opportunities and good goaltending sank the Hawks in the end. “No cause for concern, or even hit the panic button,” said assistant coach Kevin Limbert. “We didn’t have a consistent enough effort, we didn’t have all 20 guys going at one time, and that’s the result.” With less than six minutes remaining in the third period, Wranglers’ forward Devan Suidy banged in a rebound off a blocked shot to give 100 Mile House its second win in as many nights. The Nitehawks would pull Poirier for an extra attacker with one minute remaining, and the line of Foyle, Sam Swanson, and Kyle Hope generated a number of great scoring chances in the late going, yet, could not capitalize. The veteran line has played well together in preseason action and will look to lead the Nitehawks in the upcoming campaign. THE CANADIAN PRESS MONTREAL - The Montreal Canadiens have opted to go with four alternate captains rather than giving one player the C. The club announced Monday that defencemen Andrei Markov and P.K. Subban and forwards Tomas Plekanec and Max Pacioretty will all be alternate captains this season. Only three will wear a letter at any time. Veterans Markov and Plekanec are to have it every game, but Subban and Pacioretty will wear an A alternately - Subban in home games and Pacioretty on the road for the first half of the season, and vice versa in the second half of the campaign. Last season’s captain Brian Gionta signed with the Buffalo Sabres in the off-season, and his suc-

cessor was a hotly debated issue among fans and media. General manager Marc Bergevin said it was important to make a decision on the captaincy before the start of training camp so that it did not become a distraction. He also wanted to ease Subban and Pacioretty, the team’s top younger stars, into leadership roles. A decision on whether to appoint a fulltime captain will be made next summer. “It’ll be a transition year as far as leadership,” Bergevin said at the club’s annual charity golf tournament. “When Gionta and (Josh) Gorges left, there was a gap and I felt our young players were able to step up. “It’s a chance for them to show their leadership. We feel we picked the right guys.”

‘Married with Children’ spin-off? THE CANADIAN PRESS Much of the “Married With Children” cast moved on to big things after the controversial comedy went off the air in 1997. Ed O’Neill landed “Modern Family,” Katey Sagal got a big part in “Sons of Anarchy,” and Christina Applegate has had leading roles in the “Anchorman” movies and the TV series “Up All Night.” Poor David Faustino, who played the hapless Bud, virtually disappeared post-“Married With Children.” But he might just catch a break, finally. There’s talk that Bud’s character might get a spin-off show and Applegate has hinted something is indeed in the works. “We’re going to do something with Dave maybe. The Sony thriller “No Good Deed,” which stars Elba as an escaped convict and Taraji P. Henson as the innocent he terrorizes, opened on top of the box office with $24.5 million, according to studio estimates Sunday. And Sony wasn’t surprised. The film nearly doubled its reported budget in its first week of release, said Paul Dergarabedian, senior media analyst for box-office tracker Rentrak. The Warner Bros.’ feel-good film “Dolphin Tale 2” debuted in second place with $16.5 million. The family-friendly story stars Morgan Freeman and Ashley Judd reprising their roles from the 2011 original. “Guardians” slipped to third place with $8 million in ticket sales. The Marvel space adventure, which held the No. 1 spot for four weeks, is the top-grossing film of the year domestically, collecting more than $300 million in North America and $600 million worldwide. Paramount’s “Teenage Mutant Ninja Turtles” finished fourth with $4.8 million, followed by the Fox comedy “Let’s Be Cops,” which collected $4.3 million.

TV LISTINGS ‘The Simpsons’ celebrate 25th anniversary THE ASSOCIATED PRESS LOS ANGELES - Bart and Lisa Simpson, Chief Wiggum and son Ralph, bartender Moe and Apu from Kwik-E-Mart came to the Hollywood Bowl to celebrate 25 years of “The Simpsons.” Those characters are performed by three actors - Nancy Cartwright, Yeardley Smith and Hank Azaria - who hosted the world premiere of “The Simpsons Take the Bowl” at the legendary concert venue Friday. The program featured music, stars and reminiscences from TV’s longest-running scripted show. The Hollywood Bowl Orchestra, which featured several members wearing tall, blue Marge Simpson wigs, performed as classic clips from the show’s past 25 seasons played on big screens above them. The 26th season of “The Simpsons” begins Sept. 28. “Oh yeah, ‘The Simpsons’ will go on, long after the human race is gone,” sang “Weird” Al Yankovic, who performed “a little ditty about Homer and Marge” to the tune of John Mellencamp’s “Jack and Diane.” Other guests appearing during the two-hour program included show creator Matt Groening, former “Simpsons” writer Conan O’Brien, comedian Jon Lovitz, pro skateboarder Tony Hawk and Oscar-winning composer Hans Zimmer. Zimmer, wearing a jacket covered with Bart faces, performed the music he composed for the Oscar-nominated short film “The Longest Daycare,” which shows how Maggie saves a butterfly from a classroom bully. At least 60 members of the Gay Men’s Chorus of Los Angeles filled the stage for a soaring rendition of “Spider Pig,” the song Homer dedicated to his special pet pig in “The Simpsons Movie.” Then chorus members stripped off their robes to reveal sequined vests as they sang the Mr. Burns’ song about wearing puppy fur, “See My Vest,” which culminated with a Rockettes-style kick line. The entire Hollywood Bowl was Simpson-ified for the program. New “Simpsons” animations were created just for the concert, including a peek at the Simpson family arriving at the Hollywood Bowl and Homer trying to resist pushing the “fireworks” button. Another bit showed Maggie launching the fireworks, and with that, pyrotechnics exploded above the famous Bowl shell.

Dear Annie: My best friend’s husband is having an affair with his sister-in-law. I have firsthand knowledge of this and also heard it through several different, unrelated sources. They are pretty blatant about being seen together. My friend needs to get rid of this creep. I believe he’s a serial cheater who thinks he can get away with anything. Why else would a reasonably intelligent man risk losing everything, including his home and children, over this? I want to tell her, but dread hurting her. According to Sections 66(2) and 67 of the Local Government Act a person is disqualiďŹ ed to be nominated, elected, and to hold ofďŹ ce on a local government if that person is: 1. Judge of the Court of Appeal, Supreme Court or Provincial Court, 2. employee of the local government for which the election is being held unless the requirements of Section 67 of the Local Government Act are met; 3. running for ofďŹ ce of Regional District Electoral Area Director if one is an employee of a member municipality of that Regional District, unless the requirements of Section 67 of the Local Government Act are met; 4. running for ofďŹ ce of mayor or councillor if one is an employee of the Regional District of which that municipality is a member unless the requirements of Section 67 of the Local Government Act are met; 5. disqualiďŹ ed under any of the following provisions of the Local Government Act, including as the provisions apply under Section 210 (failure to make oath or afďŹ rmation of ofďŹ ce), Section 222.1(6) (unexcused absence from Board meetings); 6. disqualiďŹ ed under any of the following provisions of the Community Charter Division 6; ConďŹ&#x201A;ict of Interest of Part 4; Public Participation and Council Accountability; including as it applies under Section 787.1 (application to Regional District Directors), Section 191 (3) (unauthorized expenditures); 7. disqualiďŹ ed under any of the provisions referred to above in clauses 5 and 6 as the provision applies under another enactment; 8. disqualiďŹ ed from holding ofďŹ ce under Division 17 (Election Offences) as it applies to elections or voting under the Local Government Act or any other Act; 9. disqualiďŹ ed under the Local Elections Campaign Financing Act from holding ofďŹ ce on a local authority; and 10. disqualiďŹ ed under any other enactment. A person is not disqualiďŹ ed from running for ofďŹ ce if they are involved in litigation with the local government. A person may not hold more than one elected ofďŹ ce in the same local government and may not be nominated for more than one elected ofďŹ ce in the same local government (Section 68 of the Local Government Act). However, if qualiďŹ ed to do so, a person may hold more than one elected ofďŹ ce in different local authorities (e.g. municipal councillor and school trustee). A person must be nominated by at least 2 qualiďŹ ed nominators of the Electoral Area for which the nomination is made. A person must not consent to the nomination knowing that he or she is not qualiďŹ ed to be nominated. A person being nominated is not required to be a Resident Elector or a NonResident Property Elector of the RDKB Electoral Area in which they are running for ofďŹ ce. NOMINATORS According to Sections 71(3) and 72 of the Local Government Act, a nomination for ofďŹ ce must be made separately for each candidate as follows: 1. To be qualiďŹ ed as a â&#x20AC;&#x153;nominatorâ&#x20AC;? a person must be an elector of the Electoral Area for which the nomination is made (the candidate/nominee does not have to be an elector of the jurisdictionsee above Candidate/Nominee section). 2. Nominations must be accompanied by a statement signed by the person (candidate/ nominee) nominated consenting to the nomination. Page 3 of form C2 for signing a statement is part of the nomination package. 3. Nominations must also be accompanied by a solemn declaration of the person being nominated either made in advance or taken by the Chief Election OfďŹ cer at the time the Nomination Papers are delivered. The form C2 is also the form for the solemn declaration of the person being nominated and is part of the nomination package. 4. Written disclosure as required by Section 2 (1) the Financial Disclosure Act (this is part of the nomination package) is also required.
