Oak Bay News owner David Black, hosted the announcement of a funding campaign to support clinical trials of a new cancer treatment at his Oak Bay home this week. “This is a cutting-edge form of treatment,” said Dr. Brad Nelson, Director of the Trev and Joyce Deeley Research Centre. Archivist sparks talk of 19th century Learn what life was like from 1890 to 1920 on the shores of Oak Bay Christine van Reeuwyk News staff

Jean Sparks still has the small wooden box she thought would be her log when the Oak Bay Archives started two decades ago. Then a Heritage Committee member, she became the archivist in 1994, when they officially began in Oak Bay. “I knew nothing about archives but I was on the Heritage Committee,” Sparks said with a laugh. “I’ve been muddling around ever since.” For about six years, the Oak Bay Archives volunteers worked from a card table in the hall. Then for the millennium, council endowed the organization with a

space of its own. “We keep edging out,” Sparks said, seated at a boardroom table away from boxes of archival items. Amazed by things like old photos, she loves history, historical novels, period movies and studied history and art in university. So Sparks is right in her element among the thousands of photos the Oak Bay Archives now boasts. Many now scanned and available for residents, and potential residents, to peruse. “That’s one of our major focusses,” she said. There’s an extensive collection of old assessment cards, police logs, maps and building plans. “A cross section of things, and we

accept donations of things within our mandate, which involves the boundaries of Oak Bay,” Sparks said. Plus there’s a handful of oral histories. “A lot were done about 1975, they’re people who grew up here in the early part of the 20th century,” Sparks said. The offices now boast up to four working at a time out of the basement office at municipal hall, alongside a volunteer roster of about 11. To celebrate the the 20th anniversary, Oak Bay Archives and Oak Bay Heritage present a lecture by Sparks called Tales from a Seaside Village, c.18901920 at 7 p.m. on Wednesday, Sept. 17 at Windsor Park Pavilion. “They’re usually quite well attended,” Sparks said of the heritage group’s talks. She’s basing the talk on three

Sewage warning at Cadboro Bay

Visitors to Cadboro-Gyro Park may have noticed Island Health advisories along the beach last weekend after sewage was discharged into the surrounding waters. Heavy rains Sept. 2 caused 5,000 cubic metres of heavily diluted sewage to spill over from an Oak Bay pump station in a controlled release; subsequent water quality testing found fecal coliform levels unsafe for swimming in Cadboro Bay. The signage will be removed when water is tested as safe.

If comments from the crowd Tuesday hold true, Oak Bay council will create the next set of tools for the official community plan under the watchful eyes of residents. Council approved the new OCP with 20-plus people on hand just before 10 p.m. Sept. 9 at Monterey Recreation Centre. The crowd swelled at one point to fill the roughly 150 chairs set up and nearly 30 people spoke over the approximately four hours of public hearing and subsequent special council meeting where they unanimously approved the bylaw to replace the 1997 OCP. The hot topic was clearly the possibility of densification, as about half the speakers directly opposed the concept in the OCP. “More people, more cars, more problems,” seemed to be a mantra for those opposed to growth in the community. “We shouldn’t be doing things that supplies more rentals,” said resident Patrick Skillings. “I think we’re all going to be saddened in Oak Bay by the loss of what we enjoy, which is space.” While Skillings suggested council shouldn’t “change something that isn’t broken,” speaker Mike Miller was supportive of the review, citing changes in the world since 1997. He noted the wording “reasonable change is open for discussion” and the words sensitive and innovative set a high bar for potential developers. One Monterey Avenue resident spoke of her desire to preserve the heritage of Oak Bay, which, Carla Perry explained, she’d ascertained

A couple of residents spoke about a lack of specific protection for areas such as Uplands Park and Anderson Hill. “They are special areas and we need to protect them from development … from over tourism,” said Kathleen Matthews. “Those two special places need some special designation.” That too, is an area where residents can have more input in the future, staff responded later in the meeting. The plan is to create a parks and recreation master plan, a topic that needs to go before council for budget and resource discussions.

Traffic and other concerns about a designation for possible commercial/residential mix at the corner of Henderson and Cedar Hill X roads hit the podium a couple of times over traffic concerns. That corner is designated as potential for commercial use but would require a rezoning process through council, staff explained.

Fall election looms

A handful of residents alluded to the upcoming election. Opposed to increasing density in the community, one Beach Drive resident referred to a time when apartment buildings were approved in what’s now his neighbourhood. “When I moved here in the mid-1970s there was a new mayor,” he said. “The old mayor and council had been sent packing.” cvanreeuwyk@oakbaynews.com

from a longtime resident in her block. That resident can name most of the residents back to the 1950s, back then it was primarily large families. Now there are only three homes with children. “There’s less than half the population on my street than 50 years ago,” she said. “I don’t want to live in a museum. … I see my street shrinking and growing old.” Paul Woods was adamant that the OCP, designed as a framework offered too much leeway, but that wasn’t his biggest concern. “This council is not listening

to what people are saying,” he said. “A plan is only as good as the people carrying it out. … It is after all just a statement of intent.” Pat Wilson voiced densification concerns as well, but offered the balance of a solution revisited by a few other speakers – the expectation to participate when bylaw changes arise. Kelsie Hawkins has been dedicated to softball for most of her life, and now she also helps spread the love of the sport to younger girls through coaching. Hawkins played on the Oak Bay High school team until she graduated in 2010. Next year, she is set to graduate from Simon Fraser University with an English degree. Hawkins didn’t apply to SFU until the university softball coach contacted her. The coach knew Hawkins from when she attended softball camps at SFU, and had been scouting her. Although she was going to Camosun College at the time, Hawkins applied to SFU as soon as she got the call, tried out for the team and got in for the spring semester. “It happened really, really fast,” said Hawkins. After not playing competitively for about a year prior to going to SFU, Hawkins said it was a big adjustment. “My first year wasn’t my best year as far as stats,” she said. However, Hawkins has more than proven her place on the team since then. In 2013, she was named the Red Lion co-pitcher of the week twice. She was also a Great Northwest Athletic Conference first team all-star pitcher after being second in the conference in wins. Hawkins also plays on Team B.C., and brought home the gold with them from the Canada Games in Quebec last summer. Being able to travel all around Canada and the world, including Cuba, China and Hawaii, is one of the great opportunities that has come from

Kelsie Hawkins plays softball on Team B.C., and brought home gold from the Canada Games in Quebec last summer. playing softball, said Hawkins. When Hawkins was 12, she went to the World Series with her team and placed fourth – something she still credits as being her biggest accomplishment, despite all of her success in the sport since then. Along with playing, Hawkins also keeps up with softball by coaching the Cararvon U14 girls softball team in Oak Bay, where her dad, Bill Hawkins, is the head coach. “I like giving the girls the opportunity to learn that it’s OK to be competitive and be strong,” she said. “It’s just really nice seeing them come into their own and get some confidence from the sport.” She started coaching the girls when she was in Grade 11 and the girls were eight-year olds. “It’s cool to see them grow up and mature,” said Hawkins. Once she graduates from SFU, Hawkins will come back to Victoria and plans to earn a one-year post-graduate certificate in forensic accounting. She is still unsure if she will pursue softball after university. “Sometimes I want to try out for the national team or just keep playing women’s ball in town, and other times I can’t deal with the decline,” she said, adding it probably depends on how well her team does this coming year. editor@oakbaynews.com

Post public hearing, the work continues Usually when a public hearing concludes and a bylaw is passed, or passed over, the work is done. Not so with the official community plan; residents still need to be diligent. We expect council meetings will continue to see passionate participation as Oak Bay endeavours to create some of the tools referred to in the OCP that passed Tuesday night. The purpose of an OCP, as defined by the local government act, is a statement of objectives and policies to guide decisions on planning and land use management, within the area covered by the plan, respecting the purposes of local government. An OCP should work towards the purpose and goals referred to in its regional growth strategy. Residents still have a say in what goes on in this community. Every future development comes before council, changes in zoning, creation of planning documents, will all be discussed in chambers. Redevelopment of Oak Bay Lodge is a a good example of something residents of this community didn’t want. It didn’t happen. While a lot of time and resources went into the deliberations, in the end the redevelopment plan didn’t go through because the public was opposed. While it remains to be seen what will happen with that location, there will again be time for residents to have their say, should redevelopment be suggested again. Residents will have their biggest voice on Nov. 15 during the municipal election. Don’t be afraid to ask your candidates specific questions. Ask them their views on zoning, bylaws and development. Ask them their specific vision for the community and its potential growth. Of an estimated 14,337 eligible voters there were 6,029 ballots cast in the 2011 election. Maybe, with an OCP review that revved up the community and stirred the passions of residents, we can increase that voter turnout.

Cull the bad the drivers I sit in amazement while the debate on deer depredation drags on. Some of the solutions offered are, sadly, only too symptomatic of current resolution methodology. The real problem is not the deer but rather the arrogant sense of entitlement we humans seem to have. Those damned deer invade our gardens, eat our flowers and shrubs, cross our roads and leap in front of our cars. How dare they! Where deer and humans coexist, there are bound to be mishaps. A random Bambi will ambush an unsuspecting driver and do a soft shoe on their car’s hood. But the number of such accidents account for a small proportion of deer-car encounters; a larger percentage are caused by bad driving habits. Most of us have at least one bad driving habit. We roll through stop signs, or drive through yellow lights; we overlook cyclists or ignore playground speed limits. So it’s no surprise that we ignore speed controls because deer may be sharing our roads or lurking in herds in the bushes.

Current arguments which blame the deer rather than the driver are misdirected at best, as are current proposals to cull the deer. Our community is changing, of course, but think of the many reasons why we chose to live here: the quiet; the natural beauty; the civility. Don’t waste local resources on culling deer, but on enhancing those qualities which drew us here. We could start with a selfimposed good driver initiative; or failing that, submit to increased enforcement. Add courteous drivers to all the great reasons to live here. A decade from now, I would rather be telling my grandchildren that we got rid of the bad drivers than that we’d killed off the deer. Having lived in the Uplands for many years and experienced first hand the reality of the ongoing redevelopment, it is hard to swallow the misleading propaganda contained in your article. Neither the Oak Bay Special Powers Protection Act nor the Uplands Design Guidelines are being meaningfully applied to any Uplands redevelopment project. The ongoing construction next door to us (which I encourage the editor to view from every angle) is only one glaring example of this. Beyond the city limits, out on the highway, heading south it handled the road well, with enough get up and go for good passing power when needed. It’s quite roomy for a small car. There’s room for three in the back seat as long as those passengers are not of a larger body type, if I may delicately put it that way. If you are of a larger body type, there is plenty of room in the trunk, if you desperately need a ride at that exact moment. (Just kidding.) But it does tell you the trunk is also roomy! Verdict: No complaints. For a sub-compact, you get great tech options, great fuel economy, in a car that doesn’t feel like you are driving something as inexpensive as it is. Flex is a short name for a big Ford utility/wagon type vehicle that can accommodate six or seven people with ease and seat them with an impressive degree of comfort. Made in Canada, Flex is a hard-to-categorize vehicle that was introduced for the 2009 model year. Not a car, a minivan or an SUV, Flex borrows from them all, so the ‘crossover’ tag is also very appropriate. Stylistically the Ford Flex dares to be different. What appears at first glance to be a simple two-box design is actually more complex. It has generally straight styling lines yet there are no sharp corners. Its two-tone paint finish is separated by the dark centre greenhouse section, which gives Flex a distinctive ‘floating roof’ appearance that’s also appealing. On the inside, even with all its seats upright there’s still 566 litres (20 cu ft) of cargo space in the back. That jumps to 1,224 litres (43.2 cu. ft) with the third row down and a whopping 2,355 litres (83.2 cu. ft) with the second row flat. The front passenger seat can also fold forward and allows Flex to swallow 3-metre (10 ft) long object, with its liftgate closed. Flex can also have an impressive max towing capacity of 2,041 kg (4,500 lbs), when properly equipped. Whether through a rag or hardtop, this specimen of automotive manufacturing and design allowed people to feel the proverbial wind in their hair within seconds. I felt it as a kid as my mom was lucky enough to be one of the first Miata owners in BC when they came out in 1989 – a red one, of course – and took me out for rides frequently. Those memories have stayed with me over the decades, though I’ve been able to form my own bond with the car. Not only have we (meaning, the various MX-5s I’ve driven in the last in 11 years) put down thousands of kilometres together, we’ve also been paired up at the Mazda Raceway Laguna Seca for the Skip Barber Racing School experience a couple of times. Nostalgia is one popular element of its appeal, but there’s an undeniable fun factor. Whether racing it on a track or just taking it to the grocery store, the first turn you carve in it will rope you in like an infomercial in the wee hours of the night when you can’t sleep. But in the case of the MX-5, you won’t have any buyer’s remorse. Fast-forward through the years and you’re now viewing the fourth generation MX-5. And what better way to welcome the roadster to the stage here in California than via a little band called Duran Duran. And through a live satellite stream that was broadcast here, and abroad in Spain and Japan.

The reasoning? – Both the English music group and the roadster came into popularity in the 80s and continued to succeed and grow in status over the decades. Besides, “Rio” is an incredibly catchy tune to dance to! That said the MX-5 has a new, eye-catching look to it. Not many specs have been released though I can tell you this: it’s lower, wider, and sheds 100kg in the making. It also embodies the KODO or “Soul of Motion” design language. Like with all-new models of anything legendary, there will be a polarizing reception. Some might think it’s too radical. Some might fall immediately in love with it. And some will wait to drive it to make up their mind. Regardless of the way it looks – which certainly helps its cause – it’s really about how you feel on the road, behind the wheel, and when you tuck it in at night. Free Men’s Health Day ‘saves lives’ Men perhaps aren’t the most proactive when dealing with their health, but a free clinic Saturday aims to buck that trend with a full day of health assessments and testing. The 13th annual Country Grocer Men’s Health Day offers an impressive slate of free tests for men of any age including glucose, cholesterol, blood pressure, neck and throat cancer screening and PSA tests for men over 40, usually a $30 fee at the doctor’s office. “Last year, we had 517 men come through and more than 600 men the year before that,” said Leanne Kopp, executive director with The Prostate Centre. “We caught 22 men with an elevated PSA test, which meant they should go on with further assessment. So there really is a big potential to save lives as well.” The health day is funded in part by the Westcoast Motorcycle Ride to Live, which raises funds and awareness about prostate cancer with an annual ride through the Capital Region. The Father’s Day Walk/Run for Prostate Cancer also helps fund Saturday’s event as well as local cancer research. “You’re never too young or too old to take care of your health,” Kopp said. “There’s generally not a lot of promotion around men’s health and a preventative and proactive approach to maintaining good health. This is what Men’s Health Day is all about: It’s a very grassroots-level event where communitybased organizations are connecting with men without barriers.” Men’s Health Day runs from 9:30 a.m. to 3 p.m. in the lower level of Tillicum Centre, 3170 Tillicum Rd. With preschool classes starting up, parents once again have to choose their children’s snacks carefully to comply with the varying food restrictions at schools and care centres. West Shore Parks and Recreation, like most facilities, has been ‘nut aware’ for a number of years with the uprising of serious peanut and other nut allergies. “Most of our classes are ‘nut aware,’” says Karen Frost, recreation co-ordinator for the centre. “And all of our kids have a medical form, so if one child does have a severe allergy, we send home letters to all the parents to let them know what they can bring.” Frost suggests fruit, crackers and cheese or yogurt for quick and healthy snacks parents can put together. “We don’t want any candy,

The centre has several children with severe or anaphylactic allergies, and the strict food policy gives parents peace of mind that there’s no chance of an allergen popping up in the classroom. But while those restrictions may ease parents who have to constantly check for allergens, those whose kids

can eat anything often have a hard time thinking of healthy and quick alternatives to granola bars, peanut butter sandwiches and cheese and crackers. “It’s tough for parents who don’t live with (severe allergies) every day,” adds Traylen. Chopped up fruits and veggies, dried apple or banana chips, hummus, rice crackers and bean and lentil dips are all quick and easy options for school time snacks, she suggests. “I personally bake vegan muffins and cookies with lots of seeds and oats and dried fruit. That’s our go-to snack.” Wherever parents decide to send their kids for preschool and care, it’s a good idea to learn what food restrictions are in place and why before packing up the day’s snacks. We’re here to help. Any parent can find themselves in that situation, no matter what tax bracket they’re in.” The services offered by the non-profit organization offers include everything from counselling sessions and courses on life skills and parenting, to free books, food, toys, clothing and household goods. Tuckwell is not only a former volunteer and current staff member, he’s the single parent of a 13-year-old son and has experienced the benefits of 1Up firsthand. “I was a single parent for three or four years when I found the centre, and for me, it began with taking courses and volunteering here. I was looking for help and emotional support,” he said. “By coming to the centre …You feel you are not so alone.” The people who have benefitted from the centre cover a wide range, from immigrants or grandparents to mothers, fathers and others, Tuckwell said. stomach one September afternoon, nine-month-old Danica and I approached a little white building that housed a neighbourhood daycare. My glum mood lifted a few notches at the sight of the multi-coloured climbing apparatus, swings, slides and tricycles. We stepped up to the door, knocked and entered the threshold of a whole new era. Danica pulled herself up on a couch and stood, surveying the room while I sniffled a bit. Then it happened. Little Rosalie, just a few months older than Danica, toddled over, put her arms around Danica and hugged her. It was a sign! The next day, I dropped her off for a few hours while I worked. I picked up a happy child, who did not appear any closer to needing therapy. I continued to suffer moderate anxiety each time I dropped her off – parents could go only as far as the doorstep so as not to hear their offspring wailing, should they suddenly form a parent-attachment – but (unlike me) Danica never cried. In the end, both my daughters spent happy days in daycare, even forging a few life-long friendships. And aside from incurring a few traffic tickets, I’m happy to report, neither child has been carried off in a police car or yet spent any time behind bars.

With the official community plan under review by the district of Oak Bay, housing has been a hot topic among community members and local government. Population growth in Oak Bay has remained stable over the past 30 years, with a growth rate much lower than the rest of the capital region. While areas like Langford and Colwood on the West Shore boomed over the last generation, Oak Bay homeowners grew strong roots in the community they love. “Certainly lots of people stay in Oak Bay,” said Newport Realty realtor Jordy Harris. “Once they’re in – they love it here.” In 1981, the population of Oak Bay was 17,815, by 2011, the latest census numbers available, it had only risen to 18,015. The variety of housing available has also remained fairly stable in the district, with approximately 64 per cent of the population living in single family houses and 36 per cent in multi-unit buildings – a total of 6,700 properties. While young families poured into other areas of Greater Victoria over the last two decades, the population of Oak Bay

Stewardship helps used tires inspire young area athletes Community grant program accepts applications to Dec. 31 It’s been six years since shovels first broke ground for the Pacific Institute of Sports Excellence. At the time of the mega facility’s construction a running track was said to be coming soon after. The four-lane, 400-metre track using recycled rubber. Delayed until 2014, the track is currently being installed, made with recycled tire rubber from the Tire Stewardship

BC organization and its Community Grant Program, which announced a $100,000 grant to PISE on Sept. 4. The Government of BC and PacificSport Victoria also contributed to the track’s costs. Construction started ceremoniously during PISE’s 20th anniversary celebration of the 1994 Victoria Commonwealth Games on Aug. 23. The new track will allow

for increased training options for athletes and community members of all abilities, while showcasing PISE’s commitment to sustainability through their use of rubber made from recycled tires collected from across the province. Tire Stewardship BC supplies grants to resurface playgrounds, sidewalks and trails, outdoor fitness parks, water parks, athletic tracks, and synthetic turf fields.
