A Nanaimo man charged with second degree murder in the death of his father in February 2013 has been found not criminally responsible by way of mental disorder. Aaron Roger Harvey, 27 at the time of the incident, suffers from schizophrenia and schizoaffective disorder and was suffering delusions, believing his father Roger Harvey, 69, was an agent of former U.S. president George Bush and poisoning him. Jackie Gaudet, Crown counsel, said while there is always the possibility Harvey could be released – dependent on his long-term prognosis and risk of being a danger to himself and the community – it wasn’t likely based on his illness.

A Nanaimo woman is reeling from seeing her dog taken and killed by a cougar. Serra Stewart was returning from a hike with her
father and three dogs on Witchcraft Lake Trail, in Mount Benson Regional Park, Wednesday at about 11 a.m. On a steep section of the trail, about 20 minutes from the parking lot on Wilkinson Road, a cougar appeared, eyed up the dogs that were off-leash and about seven metres away and snatched Charlie, Stewart’s eight-year-old female dog. “It was just there. The
dogs didn’t bark or anything,” Stewart said in a text message. “It looked at all three and grabbed my girl. She screamed, only for about five to 10 seconds, and it was done. I lost it, threw my backpack and ran down the mountain after it. Of course, what’s the point? She was gone and no way I can catch a cougar.” Sgt. Ben York, mid-Island region conservation officer supervisor, said in this case
the cougar exhibited natural behaviour, given the circumstances. “As far as that cougar’s concerned, a small dog matches its prey profile,” York said. “The complainant was in a wilderness area and it’s normal for cougars to be hunting there.” York said Stewart and her father acted correctly by calling back the other dogs and leaving the area. Equipment helps turn waste to fertilizer The Regional District of Nanaimo board has approved the purchase of a $169,000 assembly that extracts sludge during the waste treatment process. At its regular meeting last week, the board approved the purchase of an Alfa Laval centrifuge rotating assembly, which will be shared between the Greater Nanaimo Pollution Control Centre and the pollution control centre at French Creek. Sean De Pol, regional district manager of wastewater services, said the centrifuge is used to take organic matter and dry it. The material can then be used as fertilizer. “The way to imagine it is, it’s like a large washing machine that is on spin cycle,” De Pol said. He said the new system will

Nanaimoites voiced concerns about InSight Holdings’ Front Street Hilton Hotel proposal at a public hearing last Thursday. While the hearing centred on zoning variance for the hotel, concerns were expressed about a lease for nearby Georgia Park. InSight is seeking to add amenities to the park, including a staircase to Nanaimo’s waterfront and a loading dock. Grant Shaw, a Nanaimo resident, said he and his wife moved to the Harbour City a decade ago and one of the reasons was the abundance of parks. Shaw is in favour of developing 10 and 28 Front St., but not of leasing park space. “What my wife and I are not in favour ofXis2.857 the leasing or 10.375"

The topic of the park lease going to referendum in November’s civic election was also broached by residents, including Gord Fuller, who said the proposed lease was the issue that should be coming first and not variance. “How viable is this project if they don’t have access to the waterfront from the water side of the Hilton ... there should be a referendum on the lease and it should be attached to the election,” said Fuller. “In the event it can’t be attached to the election, then the proponent should pay the cost to hold a referendum.” InSight sought to increase the maximum allowable den-
sity to a floor area ratio of 12 and maximum allowable height by about 114 metres for the high-rise hotel. Nanaimo city council approved the variance by a count of 5-3. Mayor John Ruttan and councillors Bill Bestwick, Bill McKay, George Anderson and Diana Johnstone voted for, while councillors Diane Brennan, Jim Kipp and Fred Pattje voted against. Coun. Ted Greves left the hearing early, saying he wasn’t feeling well. Ruttan said despite the variance approval, the process is still in its early stages. “This is just the first step in a fairly long process but we’re trying to expedite it and certainly now that council support is there ... The first female mayor of Nanaimo’s celebration of life will be moved to Beban Park to accommodate the large number of people lining up to pay their respects. Joy Leach was mayor of Nanaimo from 1990-93, as well as a longtime school trustee in Nanaimo school district. She died Aug. 25 at the age of 72. She defeated Frank Ney to win the mayor’s seat for one term and is the only female mayor in the Harbour City’s history. Mourners can pay their respects to Leach and her family on Friday (Sept. 12), 3:30 p.m., at Beban Park Social Centre.

The problem for other children in the Big Brothers Big Sisters program is there aren’t enough men and women like Radick volunteering as ‘Bigs.’ September is the month Big Brothers and Big Sisters of Central Vancouver Island calls out for volunteers, but organizers have titled this year’s effort the End the Wait Campaign because there are more boys and girls than ever waiting for “Bigs.” “We have a wait list for little boys that just grows every year,” said Paulyne Robinson, program manager. “It just grows all the time and I’ve only had two big brothers apply in 2014.” For the first time, girls are waiting, too. “I do have a wait list for little girls right now, which I’ve never had before,” Robinson, said. The benefits of helping a child go both ways.
Radick became a “Big” because, like Belcourt, he grew up “untraditionally,” which in Radick’s case lead to struggles in his teens. He left home at 16 and got in trouble at school and with the police while trying to make his way on his own and for the next 10 years he went through a lot of transitions in life that he said would have been a lot easier if he’d had a stable adult around. “A lot people of people think it’s selfless to do it, but for me I get a good feeling about hanging out with Wyatt,” Radick said. “I get a good feeling about going to his school and helping him work on stuff that he’s doing. I get to go home with the feeling that maybe I’ve made a difference in his life that day – and this is cliché and whatever, but … there’s always another road you can go down and I can help just one person have a better life at four or five hours a week.” Robinson said volunteers are all ages and come from all walks of life. Organizers are tightening up their laces for the 34th annual Terry Fox Run. The event, which supports cancer research and honours the man who attempted to run across Canada in 1980, starts and finishes at the Bowen Park Activity Centre on Sunday (Sept. 14). This year the run will be limited to two-kilometre and five-kilometre courses. “There wasn’t a lot of participation last year in the 10K,” said Kathie van Doorn, event organizer and Terry Fox Run Foundation representative. Last year’s event drew 200 participants, down from previous years, which have consistently drawn 250 to 350 runners. Van Doorn chalks last year’s lower participation to delays in promoting that event, but expects numbers to be back to normal for 2014. “We have a lot of loyal people who come out every year,” van Doorn said. The 2-km family walk circles through Bowen Park and the longer 5-km walk/ run course takes runners

through Buttertubs Marsh before returning to Bowen Park. “It’s very scenic. It’s a very nice route,” van Doorn said. Nanaimo Fire Rescue will have a fire truck on hand to entertain children, and fruit and cupcakes baked at Vancouver Island University from ingredients supplied by Country Grocer will be given to participants. Participants raise money by making personal dona-
tions or raising pledges from sponsors. “I think what I’m most proud of is 88 cents of every dollar raised [from the Terry Fox Run] goes toward cancer research,” van Doorn said. That means van Doorn has no operating budget and that all supplies and activities are courtesy donations and volunteers. The city also partners with the foundation to host the run.

Teachers’ strike hits a new low
The ongoing teachers’ strike crossed a new threshold this fall. For the first time ever, B.C. teachers were on strike at the dawn of a new school year. Despite a very rocky relationship between government and the B.C. Teachers’ Federation and a number of strikes in the past 40 years, school always started on time in B.C. – until this year. This points out how deeply entrenched the two sides are. The provincial government is determined not to buckle to pressure and legislate teachers back to work. It reasons, quite accurately, that imposed contracts simply have not worked in the past. The BCTF, meanwhile, is determined not to lose any ground it thinks it has secured as a result of two B.C. Supreme Court rulings by Judge Susan Griffin – rulings on class size and composition that the government is appealing. The union’s desire to hold onto the gains is understandable. Those provisions were written into a contract it secured with the NDP government under former premier Glen Clark, and over the objections of school trustees. There is no doubt that class composition and size are important factors that determine how well students learn. Nor is there any doubt that classroom teachers know best how they impact their classrooms. However, there needs to be a far better way to improve those conditions than by going back to a contract from 15 years ago, when conditions in classrooms were far different than they are today. For example, many more learning disabilities have been identified since that time. These need to be properly addressed. The two sides need to, at the very least, be talking to one another daily to see if there is any room for compromise. Ideally, the talks would continue while children were in school. Perhaps it is hoping for too much, but children should be in classrooms in September, not on the sidelines. Both venues show no shortage of tenants for the coming year, but it leaves a number of small performing arts groups and musicians with little space to perform outside of bars, nightclubs and coffeeshops. The Port’s plans and vision are readily available on the Port Theatre’s website and open houses have helped residents understand the costs associated with the project. The plan went before city council last night for discussion. Each of these projects would add greatly to Nanaimo’s inventory for sport, arts and community service and it shows that residents are actively involved in improving the city, but the question always seems to come down to money – how much taxpayers can bear when the province and the federal government are already taking a big chunk of that revenue. Municipalities arguably play the greatest role in citizens’ lives, yet have the hardest time raising capital to improve infrastructure and facilities. Organizations, like the three mentioned above, are forced to apply for provincial and federal grants to have some of that tax revenue come back to the city. As budget deliberations begin at Nanaimo’s council table, it’s time for the three – or more – levels of government to find a new way to share tax revenue. editor@nanaimobulletin.com

Even after the final technical report on the Colliery dam, the Harewood’s Chase River flood plain is still inundated with more than 70 tsunami warning signs. Several weeks have passed since Golder Associates’ report stated unequivocally that the Colliery dams are safe from earthquakes, so why are they still up? Is the majority of city council wanting to keep the signs up to punish the people who live in that area for questioning the city’s
authority and desire to waste millions of tax dollars? Is it because they want those people to live in fear or does the majority of the council just want to lower the property values in that area? I hope this is not

If you take booze to a venue where it is not allowed like a concert in the park or on public transit on New Year’s eve, and the police catch you, they destroy it by pouring it down the sewer. So why not immediately destroy, or permanently confiscate, cellphones that are being used illegally? Distracted driving due to cellphone use is much more likely to cause serious injury or death than a glass of wine at a concert, and some vintages cost more than a cellphone, so why the reluctance to get tough on texting drivers? The possibility of having their phone destroyed on the spot would be a much more effective deterrent than any fine or demerit points.

A
fter being frequently harassed by a group of girls, singer-songwriter Keisja Cox decided she’d had enough. “I was in Grade 7 when I had an experience with bullying,” Cox told the News Bulletin. The constant harassment eventually drove the Comox Valley teen to take matters into her own hands. “I went to the principal about the situation about a couple of girls that weren’t treating me very nicely,” Cox recalled. “He told me to write a song about my experience with bullying.” At the same time, Cox, who was student at Valley View Elementary in Courtenay, enrolled in WITS (Walk Away, Ignore, Talk it Out and Seek Help), a program that teaches conflict resolution to students. “I knew a lot about [WITS]. I knew it was there for when you got into situations with bullying,” Cox said. It wasn’t long after she enrolled in the program that
she wrote, You Can’t Change Me, which details her experience as a victim of bullying. “I thought I would take the situation I had with bullying and the experience I had with WITS and put it into a song,” Cox said. Cox then performed the song in front of her school and the girls who had been bullying her. “Yeah they were there,” Cox said about the bullies. From that moment forward, Cox was no longer being harassed by the girls and found herself spreading words of positivity to students across the province. “It ended really well,” Cox said. “I resolved it by just talking to them.” On Saturday (Sept. 13) the now 16-year-old singer/songwriter will be performing and judging at TeenFest, which takes place at Maffeo Sutton Park. The event also features live music from Sirreal and Trace the Sky and a presentation from author S.S. Segran. “I am really excited about it,” Cox said about the upcoming performance in the Harbour City. “I think I did it about two
years ago when it was in Victoria. I just performed and gave a speech and everything and I had a lot of fun with it. It was a cool environment and I thought it was a great idea.”

Cox’s journey into music began in 2009 when she decided to enter a contest and try her hand at singing, something she hadn’t tried before. “I entered a contest in my hometown called Valley Idol and I thought why not go out on a limb,” she said. “I had no
singing lessons before so it was really just going out on a limb.” Despite having no prior experience, Cox won and decided she’d found her calling card. I just found that I really liked it,” Cox said. In 2012, Cox released her album, Take Me Away, to Highland Music Multimedia Productions, a Comox-based company that provides industry-related services for artists. “It’s songs of mine from a 13-year-old girl’s perspective,” Cox said about Take Me Away. “Of course my sound has changed a lot over three years.” The Mark Isfeld Secondary School student is still in the process of finding her musical identity. “I am always writing consistently in alternative singersongwriter vibes, but then there are times when I want to be pop or rock,” Cox explained. “But I am consistently writing in an alternative singer-songwriter style and I think that is what I am.” Despite her age, she is no stranger to performing to large audiences. Cox has previously
played at the Comox Valley Exhibition, the Sunfest Country Music Festival and the Vancouver Island Music Festival. “That was amazing,” Cox said about performing at the Vancouver Island Music Festival earlier this year. “I’ve been going there since I was about 10 years old. I remember seeing Karly Summers and I was completely blown away and I wanted to be doing what she was doing.” Her message of positivity has provided a result that not even Cox herself could have imagined. One of the girls who bullied the songstress is now one of her best friends. “It’s really funny. People do change and things work out for the better,” Cox said. “It’s funny because we look back at the song and laugh about it because it was so long ago.” Keisja Cox performs at TeenFest on Saturday (Sept. 13). When a young woman discovers she’s pregnant with her second child, she suddenly finds herself faced with a gut-wrenching decision of having a forced abortion or risk an illegal pregnancy. That’s the premise behind Nanaimo-based author Diane Bestwick’s book, And a Bird Sang, which was published by CreateSpace Independent Publishing Platform in late June. “It’s her struggle,” Bestwick said about the book. “The story is not only for a Chinese woman, there is a man’s story through it as well.” Bestwick, whose cousin is city councillor Bill Bestwick, spent nearly a decade living in China and began writing the book in 2006. On Friday (Sept. 12), Diane Bestwick will be speaking about her book and sharing her experiences in China at the Nanaimo Harbourfront Library. And a Bird Sang focuses on the story of a Chinese woman named Lei, who happens to have a four-year-old child when she learns she’s pregnant, which is illegal under China’s family plan-

“They treated me so well,” Bestwick said about the people in China. “Eventually my colleagues that I worked with and people that I met in the countryside shared their stories with me.” Bestwick got the idea to create the book while in
China and taking online writing classes at Vancouver Island University. “It could have been about anything,” Bestwick said about her initial idea to create a novel. “But I sensed my colleagues were going through an abortion and there was some sadness around certain things.” The biggest challenge for Bestwick was ensuring that her storyline would be authentic and at one point questioned writing the book. “I was so afraid,” Bestwick said. “I am a western woman looking on the outside. CORA CLARISSA DINES
We are sad to announce that Cora passed away at home, at the age of 88, on Tuesday afternoon, September 2, 2014. Â Cora was born in Vulcan, AB, on June 26, 1926. Â She moved with her family to Dunster, BC, where they lived for some years, before she moved to Pleasant Valley (Nanaimo), to live with friends and help care for their young children. Â While there she met and subsequently married Harold Dines in July 1947. Â They lived at Green Lake for many years, and raised four children. Â Cora worked as a telephone operator at BC Tel for approximately thirty years before she retired to help look after her grandchildren. Predeceased by husband Harold in 1991, she is survived by two daughters, Shiela (Ieuan) and Lindy, and two sons Rick (Carol) and Larry. Â Also her beloved grandchildren Zack (Laurie), Craig, and Sydni (Chase), and her very special new great-granddaughter Maddison. Â Also many nieces and nephews. Â Funeral service to be held at Sands Funeral Chapel, #1 Newcastle Avenue, Nanaimo, at 2:00 p.m. on Friday, September 12, 2014, Fred Massey officiating. Michael Carl Gustav Cederberg August 3, 1961 – August 27, 2014 Mike died peacefully, surrounded by family, on August 27, 2014 following a lengthy hospital stay. Loving husband, father, son, brother, uncle and friend, he will be remembered for his generous and gentle nature, infectious smile and heart to match his stature. Mike is survived by Nicole, Danica, Anders, Britta, Lena, Michelle, Christine and Dane, their spouses and children. He is with Jarl again. We are so very moved by the outpouring of support from the many friends, relatives and community members who loved and honoured Mike to the end. A Celebration of Life will be held at the Nanaimo Yacht Club (400 Newcastle Avenue) on Friday, September 12th at 3:00 pm. Mariners soccer off to flying start I
MEN’S TEAM wins its first three, women win two out of three. BY GREG SAKAKI THE NEWS BULLETIN
The VIU Mariners have sprinted to the front of the pack in the PacWest. Vancouver Island University’s men’s soccer team has posted a perfect 3-0 record to begin the 2014 season, while VIU’s women’s team has also started strong at 2-1. The Mariners were home at Merle Logan Field all weekend, entertaining the Langara Falcons on Saturday and the Capilano Blues on Sunday. The M’s women lost 1-0 to Langara and beat Cap 3-0, while the M’s men shut out Langara 4-0 and handled Cap 3-1. “So far all three games, the first half has been positive to build off of,” said Bill Merriman, coach of the VIU men. “We still have to get a little bit more composure in the second half; I don’t know whether we get a little too excited.”
Mateo Kostering, VIU veteran, said the team has been playing well, with good ball movement and off-ball movement. “It’s coming along great; we’re really happy about this,” he said. “It’s a new team we’ve got – we’re coming in unknown.” Merriman said the group is creating its own identity. “It helps them, when you get off to a good start like this, to bond together,” he said. Goal scorers against Langara were Victor Blasco, Jamie Taylor, Luke Phye and Renan Rebelatto. Scott Brown posted the shutout. Against Cap, Blasco and Andreas Algarin scored and the Blues contributed an ugly own goal. For the VIU women, Bronte Fitzsimmons, Carli Rey and Moira Brown scored in Sunday’s game and Shelby Walker registered the shutout. GAME ON … The VIU women play the Douglas Royals on Saturday (Sept. 13) at 1 p.m. at Merle Logan and the men play at 3 p.m. On Sunday, VIU hosts the Kwantlen Eagles; the ladies play at noon and the men take the pitch at 2 p.m.

The new Nanaimo Buccaneers started a new season with a win. The Bucs, and coach Derek Bachynski, earned their first victory of the 2014-15 Van-
couver Island Junior Hockey League season, 5-2 over the Oceanside Generals on Thursday at the Nanaimo Ice Centre. The Bucs burst out of the gate at the starting faceoff, building a 4-0 lead by the end of the first period on goals from Nolan Richardson, Will McNamara, Jordan Levesque and Jared Fedosoff. “We were using our speed, we were forechecking and we were relentless on the puck,”
An Open Letter to the Premier September 5, 2014 Dear Premier Clark: I write on the behalf of the Board of Education, SD68 Nanaimo Ladysmith Public Schools with regard to the current state of Teacher bargaining. Despite holding strong reservations about Government’s decision to replace the BCPSEA Board of Directors with a public administrator, our Board has been patient and respectful with regard to due process, as Teacher bargaining has taken place over the past year, and recognizes the efforts of both parties in seeking a mutually agreeable outcome. The Board continues to believe that the appropriate solution to this problem is a negotiated agreement or mediated settlement. However, the lack of progress towards a settlement and the resulting strike action have created utter turmoil in the system, adversely affecting the lives of hundreds of thousands of students and their families, with no relief in sight. This stalemate, recently confirmed by Mr. Vince Ready, and the deplorable effect it has on the public education system, has convinced the Board to speak out. At a meeting held on September 3rd, the Board passed the following motion: “That the Board of Education writes a letter to Government regarding Article E.80, outlining our opposition to punitive action rather than negotiating fairly, with reference that the LIF Grant cannot replace funds provided by the previous 2002 contract language.” Premier Clark, at your press conference, on Wednesday, you referred to class composition as the one issue that is most vital for the future of education in British Columbia, while Mr. Iker stated that class composition is the single biggest obstacle to getting a deal which would see our schools open. The Board strongly urges Government to demonstrate the readiness to be flexible and fair by eliminating or amending the content of Article E.80, to demonstrate a more flexible and less punitive approach. We believe this would remove a major impediment to the advancement of bargaining and the achievement of a settlement that addresses class size and composition issues, while providing long term stability for students. You also stated on Wednesday that this conflict needs to be resolved by two sides who find a reasonable, thoughtful solution, because ultimately, what we all want is to make sure our students get back to the classroom. Even in an 81-6 blowout, the Raiders feel they were able to improve as a team. “Every game you can get better,” Shea said. “When you’re winning by a lot, you can get a lot of different looks at how you want to play the game.” He said the Raiders are getting better and more confident every week and coach Brian Ridgeway said each game day has helped his team’s growth. “They’ve seen it, they’ve played it, they have the feeling inside of them now,” Ridgeway said. “Now they know what it’s about. So we’re starting to roll pretty good.” GAME ON … The Raiders play the Okanagan Sun on Saturday (Sept 13) at 2 p.m. at Caledonia Park.

Delay dementia—could hearing aids be the answer? Seniors who have untreated hearing loss may be at an increased risk for developing dementia, a loss of brain function that can affect memory, thinking, language, judgment and behavior. This is the finding of a study conducted by researchers from the Division of Otology at Johns Hopkins University School of Medicine. The study included 639 people whose hearing and
cognitive abilities were tested over a period of time, starting in 1990 and concluding in 2008. Researchers found that study participants who had hearing loss at the beginning of the study were significantly more likely to develop dementia by the end of the study. How might hearing loss and dementia be connected? Investigators aren’t sure, but they think a common pathology may underlie both conditions, or possibly
the strain of decoding sounds over the years may overwhelm the brains of people with hearing loss, leaving them more vulnerable to dementia. The article concludes that, whatever the cause, these findings may offer a starting point for further research as to whether interventions, even as simple as hearing aids, could delay or prevent dementia by improving patients’ hearing.
