On Thursday, Aug. 28, the first stake was driven into the ground at the location for the new community garden behind the Centennial ball field. On hand were Coun. Bob Day (the driving force behind the project) and superintendent of public works Nagi Rizk for the Town of Lake Cowichan; Judy Stafford, Nora Arajs, and Erin Ward of Cowichan Green Community; Anneke Vink, Carolyn Yablonski, Valerie Jefferd, and Lorne Charbonneau from Island Health; and Cara Smith from the Lake Bloomers Garden Club. The group was very excited to get things underway and took some time imagining and planning the space that will be used in Phase 1 of the project. Phase 1 includes the garden space directly behind the bleachers and across the road at the lower ball park and all that that project entails. This means that upon completion at the end of March of next year, the public

will be able to enjoy eight raised beds in a fenced in area, compost bins, pathways, a pergola entranceway, and hopefully at least one bench. Nagi Rizk, superintendent of Public Works, did once again voice his concerns about the site being chosen on Thursday. “I wanted you to see the other side,” says Rizk, indicating the piece of land on the Point Ideal Road side of the lot. “I prefer that it goes to the other side, but then it’s council’s decision. I think it’s more suitable because there won’t be any conflict with the waterline, where here there is, and most of the ball park people, they park here.” He added that the fence line, as proposed by Cowichan Green Community, might be intrusive on the ball park parking area. “And the accessibility. This past Labour Day long weekend the community of Honeymoon Bay took a proactive stance to try and mitigate the rare water shortage problem experienced on the B.C. ment was worried that the pumps on the fire trucks would suck the water out of the system faster than the pump could pump it out of the lake,” says Morrison. “We had complaints all the time about chlorine taste, chlorine smell.” Five years ago, VIHA brought in new drinking water regulations, according to Morrison. In effect was VIHA’s 4-3-2-1 policy which states: All water supply systems in VIHA that use surface water sources are required to maintain the following treatment specifications: 4. Log removal/inactivation of viruses, 3. Log removal/inactivation of Giardia cysts and Cryptosporidium oocysts, 2. Treatment processes, usually filtration and disinfection, 1. NTU turbidity (maximum) in finished water. “VIHA ordered a physical disconnection from the lake and the creek system. They ordered the CVRD to physically cut the pipes and disconnect the system so you couldn’t activate the pump down at the lake in an emergency situation.” At that time, the decision was made to activate the current water source, a well on the mountainside behind Honeymoon Bay. “Because the components to treat lake or creek water, they just got an estimate to put a system in Shawnigan Lake, $1 million,” says Morrison. “So we were able to get some grant money and the like and we were able to activate the well.” This also allowed the community to put in a 500,000 litre reservoir. “So, we’ve got this really great well. It’s producing pretty darn close to a tank full of water every day.” And, because it’s well water, VIHA’s 4-3-2-1 policy does not apply. During the B.C. Day long weekend, the 500,000 litre capacity holding tank was hard pressed to keep up with the water demand as 638,000 litres were used within a 24 hour period. “When I got the call on Sunday morning, the technician up there said that the reservoir was at 12 per cent. The well produced, for that 24 hour period, 438,000 liters, and the reservoir was drawn down 200,000 litres, or 40 per cent,” says Morrison. Bird agrees with Morrison about the cause of the high usage of water. “What happened last long weekend, as happens every long weekend in Honeymoon Bay, is we go from approximately 550 people to as much as maybe 2,500 people, given that we have three or four R.V. parks, all these extra users in town,” says Bird. He also indicated that there was a private user who ignored the watering restrictions and drained the reservoir significantly. “Under normal circumstances if everybody follows the rules we should have no problems with our fire flows for the hydrants, we should have no problems for clean drinking water, and all domestic use.” But neither Morrison nor Bird expected the same kind of issue on the Labour Day weekend as the well was able to keep the tank near capacity before the flood of tourists came into town, and because of the public education campaign that was instigated on the Friday. There is a plan in the works for another well to be drilled to help deal with high consumption in the summer, and Morrison is optimistic that this secondary source will be online for next summer. The CVRD is currently in discussions with land-owners seeking the access to drill. “We have issued a work order for a new well to be drilled,” says Morrison. “There is sufficient funding in place to secure a the site and drill for a secondary source. We don’t yet have the funding to run the pipe and connect it up to the system, but we are going to make application for a Gas Tax Funds (grant).” Local business owner, Denis Caldecott, feels that the CVRD should have addressed and mitigated the issue a long time ago. “Every year that’s gone by, it’s gotten a little worse than the year before, and yet the CVRD, as far as I’m concerned, has just been sitting on their prat,” says Caldecott. “I was told that they did have the funds in place to do something about this. I just feel that something should have been done a long time ago.” Caldecott runs Wall Street Vacations and he says that it’s no good for business when business owners have to explain to vacationers that they have to conserve water. “If you’re trying to run a business, trying to explain that to people who come in here from the U.S., they’re on vacation, they don’t really want to hear that kind of stuff.

You’re charging them a good dollar to stay at your place for three, four, five days at a time. That doesn’t bode well for business.” Caldecott is happy there are plans to put a secondary water source put in place. “We definitely need another well in here.”

At the Aug. 5 Parks and Recreation meeting, mayor and council were approached by two organizations seeking funding or support for trail projects in and around the Cowichan Lake area. Lana Kingston and Jody Young of Tourism Vancouver Island presented to mayor and council as a delegation with a request for a $2,500 commitment toward a hiking trails strategy. The multi-phase project is designed to grow the economic and social potential in the regions through the development and implementation of a trails strategy. In this way Tourism Vancouver Island hopes to build a database and implement a marketing plan that highlights the best hiking trails on Vancouver Island. “Our mission is to increase the economic benefit that flow from tourism to the Vancouver Island Region,” says Young.

Wildfire season will rank among B.C.’s worst This summer’s wildfire season will go down as one of the most destructive on record in B.C. As of Thursday, fires had burned up more than 330,000 hectares across the province and are expected to soon surpass the 337,000 hectares destroyed in the 2010 fire season. This year is still far short of 1958, when 856,000 hectares burned, but 2014 could move into fifth place if it surpasses 1950’s 343,339 hectares, or even third if it tops the 351,000 lost in 1971. While much timber has burned, no homes or other significant structures have been lost this year, so by that measure it’s been nowhere near as catastrophic as the 2003 fire season, when more than 300 homes were lost or damaged in the Okanagan Mountain and McClure fires. However, the province has so far spent more than $246 million fighting wildfires, almost four times what was budgeted, and more than the $212 million expended in 2010. Despite wet weather on the Labour Day weekend, fire officials are bracing for more warm dry spells in September.

The actual number of fires this year – just over 1,300 – is well below the average of 1,600 a year. But many of the fires have been very large. The biggest, and still only 20 per cent contained, is the 130,000-hectare Chelaslie River fire, which is between Anahim Lake and Burns Lake, near Entiako and Tweedsmuir provincial parks. Homes remain under evacuation order there. The largest evacuations this summer have included the China Nose fire near Houston and the McAllister fire, which forced the evacuation of the entire town of Hudson’s Hope in July. Assisting B.C. crews have been large numbers of imported firefighters and equipment, from other provinces, Alaska and Australia. “We’ve brought in a lot and have been very grateful to be able to draw on those relationships, both right across Canada and internationally,” Eno said. There are still 152 active fires and another 85 out-of-province firefighters arrived Thursday from Ontario so B.C. crews could take mandatory days off.

Fair tax system for charities Canadians depend on a tax system that is fair — it is the foundation of the democratic society we all enjoy. So when the fairness of the body administering taxes, the Canadian Revenue Agency, is questioned, people should be concerned. My colleague, Murray Rankin (MP Victoria) has asked that the House of Commons look into this issue. An edited copy of his letter to the Chair of the Standing Committee on Finance follows: Mr. Rajotte, I am sure you have seen the troubling reports of allegedly politically motivated audits of Canadian charities by the Canada Revenue Agency (CRA). The singling out of a number of organizations who have been critical of government policies has the appearance of the CRA being misused for political purposes. I am writing to recommend that you recall the House of Commons Standing Committee on Finance for special meetings to look into this matter on an urgent basis.

Concerns were first raised when the Conservative government announced, in Budget 2012, $8 million in special funding for the Canada Revenue Agency to conduct audits of political activities of charitable organizations. This funding came in the midst of the Government’s extraordinary attacks branding environmentalists as dangerous radicals. Evidence available to date appears to confirm the fears that these funds would serve to silence the Conservative government’s critics. At least three audits of environmental charities appear to have been triggered by complaints submitted to CRA by Ethical Oil, an organization with very close ties to the Conservative government. Other audits have singled out respected organizations including the United Church of Canada, PEN International, and Amnesty International Canada. The refusal of the CRA to disclose a complete list of the 52 groups currently undergoing audits does little to dispel the impression that these audits have disproportionately fallen on organizations that disagree with government policies. The apparent singling out of charities that have taken positions that conflict with the interests of the Conservative government has sent a chill through the charitable sector leading many organizations afraid to speak out or engage in advocacy for fear of being targeted for audit. Canadian charitable organizations have long engaged in non-partisan advocacy on issues such as the environment, human rights,

and poverty. This sort of advocacy is an important part of our democracy and any effort to silence it should be taken very seriously. Regrettably, the Conservative government Jean has demonstrated a Crowder pattern of attempts to silence anyone who disagrees with them. Canadians have seen this MP S REPORT in the cutting of funding community organizations, in the firing and muzzling of scientists, and in the extraordinary attacks leveled by the current Finance Minister during his previous role. As you know, last month I wrote to the Minister requesting that she launch an independent external investigation into allegations of political interference in the audits of charities. I have not received any reply to that request. In this context, I believe that the Finance Committee could play an important role in shedding some light on this situation. Town should be cleaning up for tourists Dear Editor, I run a bed and breakfast and I have had many visitors from Europe, the Netherlands, Germany, U.K. France, South Africa. I also get many visitors from Edmonton, Calgary, Seattle, and Washington State. I have always suggest that visitors take the trail to the floating walkway to enjoy the sunset or an early morning walk. Many have enjoyed swimming at the public beach. Well, I was appalled at the non-upkeep of the trail, the peeling of the park benches on the floating walkway. Now I am ashamed to direct them onto what could be a lovely walk. Who, why, or what stops this town from sprucing it up for our tourists. They are the ones that bring revenue to the town. Go take a visit to Chemainus and see the lovely colours on the outside of the stores. Our town needs to be dressed up. As for the trail to the floating dock. Someone could sue the town for injuries. The trail from Point Ideal to the gravel road that leads to the public beach parking lot is dangerous. The landscape cloth is uncovered and bare. The cloth has folds and lose

Follow up to hidden “Money Trees” Dear Editor, I previously asked the question: where has the town council of Lake Cowichan hidden the money trees? The question continues when it comes to the idea of a new town hall. The perfect answer? The former Lake Cowichan United Church building. Great central location, plenty of parking, good size, and only some interior reconfiguring needs to be done. Not to mention the price! I understand the price on the building is $750,000 which is not far off the $600,000 the town has in a specific reserve fund. This is much better than the $1.2 million talked about to remodel the current town hall and old fire hall. Again the old building could be removed and open up some more green space along the river bank for picnic tables and benches and a walking path as well. I am also appalled at the effort by council to sell the restored Ranger station/ambulance station which is located right next to the Trans Canada Trail and would be a perfect spot for tourist information, brochures and even a water and coffee break facility. The facility also contains good washrooms for the trail users. The upper floor contains an apartment so you have a built in monitor and groundskeeper. Selling this building is not morally responsible when grant funds were used to restore it and it has significant history in the community and the

ends that anyone could catch their foot in it and, Voila!, an injury. Then, we have the public beach; does it get groomed every night ? Let’s take a hard look at the floating walkway. It’s a disgrace to see those benches with peeling paint. What has happened to a spring cleanup to get ready for the tourists? Then, we have the beautiful landscaped centre islands and lamp posts only for our eyes to see the non-attractive buildings. Kudos to Copper Lane! This woman has style and knows how to market her inventory. Another added feature to the bed and breakfast zoning area would be a play gym set up in the park by the marina. The so called park that gets it’s grass cut only when the neighbours complain about the length of it. I ask, who is running our town? Who is responsible for the cleanup, the grooming? Last, but not least, I have had many contacts from residents with regard to the water meters and it boils down to extreme inconsistency in where and to whom extra charges are assessed. How can someone who is only occupying their home for about eight days a month ever use more than the maximum water allowed? There are also many variations as to how many occupants are in a house and in a number of instances households with 3-5 people are not receiving bills while households, being very careful and with only two people in occupancy are receiving bills. The question seems to be: are some, and maybe many, of the meters not functioning properly and giving false readings? There are also instances of residents being away for up to five months therefore not using any services at all yet having to pay the yearly fee. The formula needs to be reworked to apply on a yearly basis, not monthly, which would be a much more fair way of doing it. I do believe the meters are a necessary evil but only to ensure that water is not wasted including by the town. Or should I say is this a cash cow for the town in place of the money trees? I should also say that beautifying the town is a good thing, but it always has to be tempered by affordability and practicality, with the overburdened taxpayer in mind. Jack Peake Former Mayor

March Meadows ladies enjoy summer weather The March Meadows ladies have enjoyed an incredible month of great golfing weather. On July 31, a novelty round was played, half and half. The winners were Phyllis Logan, Corrine Floyd, Lynda Moir, Anne Wise, Sam Jones and Diane Kaiser. Anne Wise carded the only birdie of the day on number 16. Diane Kaiser, Lorraine Lawrence and Anne Wise shot chip-ins. The K.P. (closest to the pin) winner was Phyllis Logan. Aug. 14 saw the first round of the Senior Ladies Competition, Par Day and the start of the Fall Eclectic. Karen Kloske was low gross winner with Corrine Floyd as runner-up. Low net winners were Veronica Clarkson. Lynda Moir, Diane Kaiser, Jan Peden, Lynn Girard and Sylvia Lingren. Karen Kloske shot two birdies while Sylvia Lingren and Corrine Floyd had one each. Two chip-ins were carded by Corrine Floyd. Karen Kloske, Veronica Clarkson, Sylvia Lingren, Diane Kaiser and Lorraine Lawrence all shot single chip-ins. The K.P. winner was Diane Kaiser. The second round of the Senior ladies Competition and a in and spoon round were played on Aug. 21. Corrine Floyd was low gross winner

and Phyllis Logan was runner-up. Shooting for low net were Lynn Girard, Sam Jones, Diane Kaiser, Lynda Moir, Lorraine Lawrence,Veronica Clarkson and Judy Merrett. Corrine Floyd and Lynda Moir each shot a birdie. Diane Kaiser and Phyllis Logan each fired a chip-in. The K.P. was captured by Veronica Clarkson. The ladies enjoyed the first round of the Club Two Ball Competition and a pin and spoon round on Aug. 28. Corrine Floyd was low gross winner and Anne Wise was four strokes off for runner-up. Diane Kaiser, Phyllis Logan, Sam Jones, Lorraine Lawrence, Elaine Winter, Lynn Girard, Lynda Moir and Veronica Clarkson were low net winners. The only birdie of the day was captured by Phyllis Logan on number 12. Anne Wise carded the only chip-in on number 3. The K.P. winner was Phyllis Logan. As the official golfing starts to wind down,there is still lots of time for more great golf with the course being in such fantastic shape! Senior men’s golf finish second round of golf championships On Aug. 19, Mark Kloske, in a tune up game before heading off to the Canadian Senior Amateur Championship, fired a round of 79 to take the low gross honour. Jug Kalar had the low net with a sizzling 65. Tom Denninger and Frank Fraser won the K.P. prizes. Denninger, Kloske, Gerry Janzen, Garry Callender and Rocky Wise all shot birds. Tony Tosdevine and John Leach made chip-ins, while Wise made two sandy pars and Rick Nott made one. On Aug. 26, we finished the second round of our Medal Championship with results to be announced later. Jug Kalar shot a low gross score of 85, while Oz Nelson picked up the low net prize. Tom Clarkson was only a few inches away from the hole with his tee shot on number one and tapped in for K.P. and a birdie. Tom Denninger had the

K.P. on number seven. Rocky Wise chipped in for a bird, while John McCormick and Mike Morgan chipped in for pars. Garry Callender and Gerry Janzen blasted out of traps for sandy pars. The next day twelve of us boarded the early ferry to Saltspring Island for an inter-club match. Roy Lavigne and Rick Nott are on the winning team so far but standings could change after the return match. With only about four more official senior golf days left before our wind-up game and banquet, our shot-gun start moves up to 9 a.m. A good golf partner is one who is slightly worse at the game than you. Retreads keep hiking easy in summer heat

Retreads tend to pick shady comfortable hikes in the height of summer. We recently did Stoney Mountain on the Genoa Bay Road, the Ruckle Provincial Park on Salt Spring Island and the Kinsol Trestle near Shawnigan Lake. Stoney Mountain is a club favourite that has wonderful views down the straights and across to Salt Spring Island. One newcomer said how pleased she was that she had managed a level three hike. Yes, the first part of this trail has a few steep areas that gives us a good cardiac work out. On the way up we were treated to an alternative path, or scramble, up to the second view point and lunch place. Once settled for lunch we were intrigued with the level of boat traffic in the channel leading up to Maple Bay and with the little tug boat that deftly manoeuvred a sizable log boom between the lighthouse and the Salt Spring shoreline. Back to the cars and it seemed risky to turn around between two curves, so we went on down to Genoa Bay Restaurant where we enjoyed some delicious chowder. Salt Spring Island hikes, while presenting a range of scenery, are ferry dependant and we all know about ferry economics these days. So those of us above the magic gold card age were delighted to learn that we would only pay half fare that day. No such break for our venerable older vehicle. While waiting for the ferry on the way out we got to speculating about the name Salt Spring Island assuming that somewhere there was a salty spring. One wag declared the it was due to orographic precipitation an answer he gives to his grand childrenâ€™s questions. Actually, Wikipedia has a definition for orographic precipitation which is relief rainfall caused when masses of air are pushed up mountains, something that applies in Lake Cowichan most years. My spell checker could not find that word and wondered if I meant pornographic? I digress. The hike followed or zigzagged along the north coast of Salt Spring, looking out toward Galiano Island. We found a grassy and rocky knoll where we lunched before moving on up and down over small hills and gullies. Once again the Salish Sea was busy with a variety of boats including some big ferries. We hiked around an operating farm with many signs reminding us to respect farm activity. Once one member figured that it is an operating farm she wondered if she would be able to head home with a half lamb

in the car. When we reached the farm store and were enjoying a cool glass of lemonade, she got her answer. She would have to book the lamb two weeks in advance and that would mean another trip on BC Ferries. After this hike and a ride over scenic hills with numerous curves we reached the Vesuvius Ferry Terminal just as a ferry was loading. Darn, it was the dangerous cargo sailing, so nothing would do, we would have to repair to the nearby restaurant for a pint and some tasty fish and chips while we waited for the ferry to return. And so back to sunny Lake Cowichan. By now most valley people must have seen the great job with the rebuilding of the Kinsol Trestle. It is an outstanding structure and one can only be amazed at the effort that went into the original trestle, before the advent of cherry picker cranes and big machines. We hiked into the Kinsol Trestle 1 km from the parking lot on the Shawnigan Lake side. We admired the structure from above and then went down on the down stream side and under the trestle. We then followed a hiking trail upstream along the now quiet Koksilah river for 1 km before joining an old logging road and looping back to the trestle. A total hike of 6.4 km with some wonderful scenery. We were pleased that less able hikers had joined us and were able to stay on the level path along the Trans Canada Trail and back. We kept in touch with the clubâ€™s newly acquired two-way radios.
