The Oak Bay Police have received three complaints over the past week regarding small remote controlled, unmanned aerial vehicles, commonly referred to as drones, flying over and

around private residences in Oak Bay. “These commercially available drones, usually equipped with cameras or digital imaging equipment, have many valuable and effective uses, when used legitimately,” said Oak Bay community liaison officer Const. Rick Anthony. “However in each of these complaints, the purpose appears to have been merely meddlesome and intrusive.” Everyone has a reasonable expectation of privacy within the confines of their own homes and private spaces, said Anthony, but there has been an

While some may see it as a fun outing on a Sunday afternoon, Lounge Lizards is so much more for many of its performers and audience members. Lounge Lizards is an open mic venue for seniors at the Monterey Recreation Centre. “It’s kind of rediscovering, or discovering for the first time in your life, some of your gifts and talents,” said Drelene Gibb, organizer of Lounge Lizards. “A lot of times you put these extra things that are your gifts on the shelf for a while.” For Mike Goubault it’s the venue that turned his life around. When Goubault’s wife of 10 years died in January 2013, he was emotionally adrift. “I lost my best friend,” he said. “I went to a couple of those support groups and they didn’t do anything for me.” The only thing that has seemed to help him deal with the grief is performing at the Lounge Lizards. “It’s a form of a healing process,” he said. “Lounge Lizards has put me back in the saddle. It made me focus more on what life is all about.” Gibb too, finds performing at Lounge Lizards healing for her, having gone through her husband’s death three years ago, and breast cancer a year after that. “The thing that actually pulled me through was playing the ukulele and these old songs,” said Gibb. “It’s one thing to join a breast cancer support group, but that can be depressing. When you come to something like this it does more. It’s uplifting.” Carl Ivey is also a popular performer at the Lounge Lizards. A former pediatrician, Ivey is known as Classical Carl and performs in area seniors homes as well. “I play music that resonates with me – Beethoven, Bach, Chopin,” he said. “I love to meet people who say they don’t like classical music – it’s like not liking gravity.” Days before Goubault’s wife died, as she lay unresponsive in bed in hospice at Royal Jubilee Hospital,

More bus hours this fall After extensive public input, B.C. Transit is adding another 5,000 hours of bus service in the Capital Region. Effective Sept. 2, late night service on Friday and Saturday nights currently available on routes 4, 6 and 14 will be extended to routes 15X Dockyard/UVic, 27 Gordon Head, 28 Majestic and 50 Langford/Downtown. Service hours are also being expanded on Route 4 Hillside/ UVic, Route 8 Interurban/Oak Bay and Route 39 UVic/Royal

Roads to better serve customers who are travelling to the region’s post-secondary institutions. The current Route 6 Royal Oak/Esquimalt is also being restructured. Esquimalt residents will now be better served by the Route 15X Dockyard/UVic with direct access to UVic, Camosun College Lansdowne campus and the Royal Jubilee Hospital. The new Route 6 Downtown/ Royal Oak will travel from the downtown core to the Royal Oak exchange along Quadra Street. “We listened to the more

Carlos is a licensed pilot who says he has to map and register each of his flights with Transport Canada. “There is a 100-foot (30metre) buffer zone between model aircraft, drones, multirotors and people,” he said. Drones and other unmanned aircraft should not be flown close to people due to safety risks. “The drones you can buy online are powerful – the people that sell them say they’re easy to fly, but that’s not true.” He noted one accident on the Lower Mainland where a man’s arm was broken by a rotor. “And he had prop guards on it. Imagine if that hit his face.” As a professional UAV pilot, Carlos said he is beginning to see a new interest in drone flying and indicated there is a huge vacuum in training. “They can go out of control,” he said of the machines, despite GPS and autopilot. “GPS can be lost, computer algorithms can sometimes jam and shut down for no reason. When you’re trained as a professional you can assume manual control. To do that, you need a high level of skill

and training.” In the case of the Oak Bay complaints, both were private residences that had not invited or hired anyone to do any surveying with a camera equipped drone. “The residents were upset by the invasion of privacy and reported these unusual circumstances to the police,” Anthony said. However, under current Canadian law, anyone can fly a UAV weighing less than 35 kilograms if they fly below 400 feet, or 122 metres. If you hire someone to take aerial photos or video, make sure they are certified, said Carlos. “If they’re not, it’s a direct violation of federal law and the fine can be $5,000.” If you’re flying a UAV make sure you follow the rules and stay below 122 metres and at least 30-metres away from people. “I think the recreational guys recognize that – it’s common sense,” said Carlos. “If you are doing it in a residential area, it raises questions. If you’re a recreational flyer, you go out to a field or a school ground, you don’t fly in a neighbourhood.” Police are still investigating leads in these cases. Life’s a breeze for teen sailor Royal Victoria Yacht Club teen sets sail for Olympics Travis Paterson News staff

The breezier the better for Max Gallant. The 18-year-old sailor, who competes out of the Royal Victoria Yacht Club, returned home last weekend after a very successful week in Kingston, Ont. Gallant mastered gusty winds as the top finisher in the 2014 Sail Canada Under 19 Championships, Aug. 11 to 14. He then placed a promising 11th out of 55 competitors in the open age Cork Olympic Classes Regatta last week. “I love to sail in the breeze and it feels like I’ve spent the summer in breezy places,” Gallant said. It’s all part of a big season for the St. Michael’s University School graduate. Gallant finished fifth at the Laser Canadian Championships in July, and started the month

with a bang as he sailed to eighth among the open field at the US Laser Nationals in San Francisco, July 31 to Aug. 3. “San Francisco was really fun, the wind was 15 to 18 knots, gusting to 20 or 25,” he said. The first day of the U19 championships in Kingston was light with flukey conditions, but Gallant managed to end the day’s races fourth overall in scoring. On Day 2, it was howling with gale winds up to 30 knots. That day, Gallant was first after spending most of the day straining his quads to “hike” completely out of the boat and provide a counterweight to the sail to go as fast as possible. “Unfortunately I was also black-flagged for false starting on Day 2 and finished dead last

We all know technology has advanced beyond what we imagine and no doubt some of the dozens of satellites drifting kilometres above our heads on a daily basis are taking photos and videos of our every day activities. No doubt they see us walking our dogs, taking out the garbage and picking up the newspaper in our bathrobes. But we are pretty much assured those satellites will not suddenly crash through our window if the operator loses concentration, nor will they fly too close and cause a potentially devastating injury. We hope the operator of the drone seen over Oak Bay is just a flying enthusiast who got a bit overzealous, not a would-be voyeur practising his or her spying techniques. Whoever you are, as our expert flyer David Carlos says, use your common sense and stay away from residential areas.

Things won’t be rosy after a cull This idea of culling deer in Oak Bay is a knee jerk reaction by an ignorant mayor and council. There are deer in Oak Bay as there are deer elsewhere in the country. But does every community want to cull deer because of car accidents or destroyed gardens? Not at all. Unfortunately deer die for many reasons and carcasses of deer and other animals can been seen on the side of the Malahat or Highway 1 up Island. Does council believe that by culling 25 deer we will no longer have car accidents in Oak Bay? That is a myth. How many deer have died in Oak Bay so far and have the vehicle incidents decreased? Culls do not work as proven by science. Council does not believe in

For North Americans, visiting Afghanistan is something most would never consider. But for Marnie Gustavson, originally from the United States, Kabul, Afghanistan is a place she happily calls home. Gustavson is the executive director of Physiotherapy and Rehabilitation Services for Afghanistan (PARSA), a private, non-governmental organization that works directly with the people of Afghanistan. “It’s very satisfying, because you’re really part of rebuilding a country,” said Gustavson. Gustavson grew up in Afghanistan in the 1960s, and returned 10 years ago after the fall of the Taliban. She was at the Penny Farthing Pub on Monday giving a talk to members of the Canadian Federation of University Women (CFUW) nand Canadian Women for Women in Afghanistan

(CW4WAfghan). The luncheon was a fundraiser for CW4WAfghan’s teacher training and community libraries, said Victoria Chapter Chair Jill Leslie. “We’re all about education for women and their families,” said Leslie of CW4WAfghan’s partnership with PARSA. In Afghanistan, Gustavson has 75 Afghan people working for her and running PARSA’s programs. PARSA’s main focus is on training Afghan leaders to be able to run programs in their own communities. PARSA also focuses on economic programs for women and youth leadership. Canadian Women for Women in Afghanistan funds PARSA, which has offices in five different provinces in Afghanistan and works in 11 different provinces. “We think there’s a lot of strength in partnerships,” said Breanda Canitz, president of CFUW. “CFUW is really focused on education and security of

women in the world. We see education as a way to give women independence and their ability to make some changes in their life.” PARSA also receives funding from contracts with the US Embassy and the Danish Embassy, for example. According to Gustavson, the most challenging part of running her organization in Afghanistan is not the funding, but the staffing. “The biggest impediment for us is finding people capable of working,” she said. “For the people who have lived in the country in a war setting, there’s a limit to their capacity to learn because they’ve never been exposed to it.” Gustavson added that much of the training involves sending staff overseas. She hopes PARSA can become a strong social enterprise agency. “What’s next for my organization is for my Afghans to really be able to fund it,” she said. editor@oakbaynews.com

Five student worthy cars under ten grand By Bob McHugh

Finding five used cars under ten grand doesn’t sound like too big a challenge, until a “for a college student” stipulation is added. In my mind, this adds a few requirements as the car has to be, easy on fuel, reliable, easy to park, good on gas, thrives on abuse, room for friends, room for a bike and camping gear, super fuel efficient ... and look good! So, bearing in mind the last requirement is a highly subjective one and ignoring the (no brainer) most popular car in Canada (Honda Civic), here are five vehicle suggestions – in no particular order:

Pontiac Vibe (2010 or older): Although the Pontiac Vibe looks different, you also know this compact 4-door hatchback as the Toyota Matrix. A joint (GM/Toyota) production venture ended with the 2010 model year, as did the Pontiac brand. The resale value of a Vibe is generally lower than a same year/condition Matrix, or conversely, you may be able to buy a newer/lower mileage Vibe. The ’09 Vibe was a second generation redesign and a slightly bigger model

that came in front-drive and all-wheeldrive editions, and in base and GT trim levels. The base engine is a gas-miser 1.8-litre (132 horsepower) and a 2.4-litre (158 horsepower) engine comes in the AWD and GT models. Honda Fit (2010 or older): The Honda Fit is a small, but taller, 4-door hatchback that was introduced for the 2007 model year and came in DX, LX and Sport trim levels. Its seats can be reconfigured in an amazing variety of ways and there’s even a couch/bed recliner position. The 2009 model was a second generation redesign with a more powerful 117 horsepower (up from 109-horsepower) 1.5-litre engine that’s mated to either a five-speed manual transmission or optional five-speed automatic. In the Sport edition, this automatic also comes with paddle shift gear selection at the steering wheel. Fuel consumption (1.5L/FWD): 7.1/5.5 L/100 km (city/highway)

Jeep Patriot (2010 or older): The Patriot could also be called “Jeep Light”, as it’s an affordable, compact yet capable SUV/wagon that’s surprisingly fuel-efficient. Available in both frontdrive and four-wheel-drive configurations, Jeep launched Patriot for the 2007 model year and it’s a good match of an active lifestyle young person that enjoys the outdoors. Patriot came in Sport, North and Limited trim levels and the base engine is a 2.0-litre that can produce 158-horsepower and 2.4-litre that can produce 172 horsepower is the upgrade. The transmissions offered were a 5-speed manual transmission or a fuel-efficient CVT (continuously variable transmission) automatic. If serious 4-wheeling is contemplated look for models with a trail-rated Freedom II off-road package that adds protective skid plates, etc. The downside is increased weight and higher fuel consumption.

Nissan Versa (2011 or older): The Nissan Versa may look small on the outside, but this four-door sedan or hatchback has an amazing amount of space on the inside. The extra head and leg room provided make it a very good match for a taller or bigger than average young person. Versa offers seating for four (squeeze five) full-sized adults and extra-large rear passenger doors also make getting in or out easier. The lower-priced sedan comes with a 1.6-litre (107-horsepower) engine and a 5-speed manual or 4-speed automatic. The hatchback comes with a 1.8-litre (122-horsepower) engine and a 6-speed manual, 4-speed automatic or a CVT automatic. Prior to 2010, a base Versa didn’t come with ABS (anti-lock braking system), and electronic stability control wasn’t even offered as an option. Its electronic-assist steering has an extra-light feel and it can turn on a (10.4 m) dime, making Versa an easy vehicle to park. Mazda3 (2009 or older): The first generation Mazda3 (2004 to 2009) set a new performance standard in the economy car segment. Sold as a four-door sedan or a (sportier) five-door hatchback, the Mazda3 has been a huge sales success in Canada. The four-door sedan editions of this Mazda3 come with (148-horsepower) 2.0-litre engine and in GX and GS trim levels. Taking the rocky mountain way To say the drive from Vancouver to Calgary offers scenic vistas galore would be an understatement. And the opportunity to drive it the all-new 2015 Volkswagen GTI made it still more irresistible an opportunity. Time constraints allowed only for the most direct route there; taking the Trans-Canada, the 3, the 5 and then again onto the Highway 1. Appreciating the incredible topographical features the Trans Canada has to offer is something I don’t always do. But with a passenger from Ontario ogling the scenery changes, it made me proud to live in such a spectacular place. Okay, I was a lot proud. Whether driving surrounded by lush, emerald vegetation, desert or engulfed in mountain, there was no shortage of ocular stimulation in our 360 view. Furthermore, the GTI is no sleeper either. In fact, it’s probably my favourite VW on the market. And it got a lot better for 2015. Now in its seventh generation, it’s lighter than Golf Mk6, bigger, more T:8.5” T:8.5” fuel efficient, more powerful, and just more awesome. For a starting T:8.5” T:8.5”

It’s quiet at highway speeds. It’s tame in traffic, but inspiring on the twisty roads. And even on the track. It can also be entertaining. With the promise of wildlife “for the next 3 km,” my driving partner and I eagerly anticipated the sighting of some sort of horned mammal. A mountain goat would do. We’d even be okay with a bear. But alas, no such luck. Not even with a jaunt through Banff National Park. That’s okay, the premium Fender audio system did a good job of distracting our melancholy thoughts from the lack of wildlife sightings to the musical stylings of rock and roll. Erica Littler started playing softball when she was eight years old, and at 20, she keeps coming back to it. “[Softball] was my go-to sport,” said Littler. “It was something I was always passionate about.” Littler played on the Oak Bay High team, with which she went to provincials twice, placing in the top 10 both times. Make a joyful noise with chorus The Oak Bay United Church is looking for new members for its community chorus. The non-auditioned, mixed-voice community chorus is open to all people ages 16 to 29. The Chorus runs two seasons: September to December and January to April. The chorus rehearses on Monday evenings from 7 to 9 p.m. in the fabulous acoustic space of Oak Bay United Church, 1355 Mitchell St. At the end of each season they present a concert in a Victoria location. Eclectic ends summer with taste of nostalgia L

andscape artist Elspeth Armstrong and figurative artist Mary Scobie’s vibrant paintings create an atmosphere of nostalgia reminding us to enjoy these last days of summer. Works by the two women are on display at Eclectic Gallery, 2170 Oak Bay Ave., until Sept. 27. Scobie grew up in Montreal, Quebec and Sackville, New Brunswick. She received a diploma in graphic design from the Nova Scotia College of Art and Design in Halifax, and a Bachelor of Music degree from Mount Allison University, Sackville. She moved to the west coast in 1992. Her paintings and drawings have been exhibited in solo and group exhibitions in New Brunswick and BC and her works can be found in private collections in Canada, Scotland and the United States. Armstrong is a landscape artist living and working on Hornby Island. Living in several provinces has given her an outstanding opportunity. She uses bold and dramatic colour to capture the beauty and wonder of the Canadian landscape, focusing mainly on BC coastal terrain. Armstrong paints with acrylic on canvas to express her joy and awe of the richness around her. Cirque Peking comes to UVic China’s world famous Cirque Peking is holding a 2 p.m. matinee show on Sept. 7 at the University of Victoria’s Farquhar Auditorium. The time was revised from a 7 p.m. performance due to scheduling conflicts. The talented performers feature the renowned National Acrobats of China, as well as ballet, plate spinning, tumbling,

contortionism, juggling and more. Since 1999, the company has created several productions that have been performed almost 4,000 times around the world. For the 2014 North American tour, the company will bring a brand new production that promises to “amaze and astound lucky audiences.”

Devon Properties manages the Clive, a rental apartment building in Oak Bay. The Clive is currently being completely rebuilt. Units will include one bedroom, one bedroom plus a den and two bedroom suites. The Clive is projected to reopen in October

2015. There is already a 50-person waiting list to rent the 17 suites. In Oak Bay, two-bedroom suites are rented out quickly, said Courtney Rodash, property manager of David Burr Property Management. On the other hand, he said one-bedroom apartments are usually more likely to be vacant. “Mainly because of affordability … people prefer to share a two-

bedroom,” said Rodash. However, those looking for bachelor suites will not have much luck in Oak Bay, due to the fact that older houses not having been built with them, he said. “[Bachelor suites] are in demand, but there are not many available in houses.” In general, for rental apartments and houses, Rodash said the vacancy rate is two per cent or less
