The Langford Fire Department is celebrating the retirement of deputy fire chief Kerry Zado, Sept. 12 at the Royal Canadian Legion.

Langford deputy fire chief Kerry Zado is retiring after 25 years of service, but that doesn’t mean he’s leaving the fire hall for good. Zado plans to stay involved in public education and fundraising for Muscular Dystrophy Canada, two causes that have been close to his heart for years, and his efforts have not gone unnoticed. “I can honestly say there are few people who are as passionate about their work as Kerry has been,” said fire chief Bob Beckett, who’s served 20 of his 38 years with Zado. “He’s done an admirable job in keeping our community safe and educating the community, especially the children.” Zado’s commitment to fundraising also stands out for Beckett, who said Zado has been a money maker for Muscular Dystrophy Canada. According to Alyssa Goad, manager of revenue development for the BC/Yukon

The AED is part of a federally funded $10 million Heart and Stroke Foundation initiative to put 2,000 of the life-saving devices in hockey arena’s and community recreation centres across Canada.

Already a mainstay of most ice arenas in the area, automated external defibrillators are now popping up at additional facilities, including recreation centres, as the Heart and Stroke Foundation continues its campaign to install 2,000 of the lifesaving devices across the country. The initiative started in 2011 when the federal government announced a $10 million plan for AED placement over four years. AEDs are electronic devices used to restart a person’s heart that has stopped beating. They are safe, easy to use, and can be operated effectively by the public. CPR (cardiopulmonary resuscitation) can help restore blood flow to someone suffering cardiac arrest for a short time until advanced medical care arrives.

“Up to 40,000 cardiac arrests occur each year in Canada – that is about one every 12 minutes,” says David Sculthorpe, CEO of the Heart and Stroke Foundation of Canada. “On average only five per cent of people who experience a cardiac arrest survive. With increased public access to AEDs and early access to CPR, the lives of thousands of Canadians could be saved every year.” Most cardiac arrests occur in homes and public places, and many are witnessed by a family member, co-worker or friend. Performing CPR and using an AED before emergency medical services arrive can increase the chance of survival by 75 per cent. “This wouldn’t be possible without the support of governments and private donors,” Sculthorpesaid. editor@goldstreamgazette.com

We all must see tax value A Fraser Institute study was released last week, showing the share of Canadians’ income going towards governments at all levels has risen from 33.5 per cent in 1961 to 41.8 per cent in 2013. It’s important to put the study into context. The Fraser Institute is a think tank which believes in smaller government, and has steadfastly engaged in many studies over the years to debunk “big government.” Some of those studies have been quite useful, others not so much. The institute also participates in the worldwide “Tax Freedom Day” event, which marks the day when people begin to work for themselves each year, as opposed to the taxman. This year, the date in Canada was June 9. All that said, there is no question that some of the money paid in taxes is not well-spent. While abuses by politicians like Alison Redford or Mike Duffy get the headlines, there are many programs in government of limited or almost no use. One B.C. example is the carbon tax rebate to large corporations, paid by school districts and hospitals with tax dollars. However, as the Canadian Centre for Policy Alternatives (the polar opposite to the Fraser Institute) notes, it’s very difficult to compare 1961 to 2014. Governments provide medicare now – there was little spending on health care in 1961. That’s where a lot of tax dollars go. There are also many more government programs that redistribute funds to lowerincome Canadians, including the GST credit and the carbon tax credit in B.C. Governments certainly have room to cut. A focus on how much taxes we pay as a percentage of income is useful, because taxpayers need to consider whether we get full value for the money we spend each year.

Although there’s no silver-bullet solution, and more research funding on alternative technologies is needed, smaller underground mines are finding safer ways to deal with waste by backfilling tailings. Drying tailings or turning them to a paste before containment are two other options. Safer solutions cost more, making them less popular with profit-focused corporations. But surely B.C.’s $8-billion mining industry can afford to pay more for public and environmental safety. The government allows the mining industry to choose the cheapest way to deal with waste, and companies often lack adequate insurance to cover cleanup costs when accidents happen. Imperial Metals admits its insurance will likely fall far short of what’s required to repair the damage at Mount Polley. The mining industry and provincial and federal governments must do a better job of managing risks. But how can this

happen when we’re facing unprecedented dismantling of Canada’s environmental regulations and decreased funding for monitoring and enforcement? The Mount Polley tailings spill threatens two of B.C.’s most valued resources: salmon and water. As one of the largest sockeye runs enters the waterways to spawn, we must wait to find out the long-term repercussions for Polley Lake, Quesnel Lake and aquatic life further downstream. This disaster has eroded public trust in the mining industry and regulations governing it. If risks are too high and long-term solutions unavailable or too expensive, the only way to ensure that toxic tailings are kept out of our precious waterways and pristine landscapes may be to avoid mining in some areas altogether. ICBC is blaming the use of smart phones, saying distracted drivers are part of its newest request for a 5.2 per cent increase in basic auto insurance rates. The public auto insurer said the rate hike would cost the average customer an extra $40 per year if approved by the B.C. Utilities Commission, a little over $3 per month. The hike will kick in on Nov. 1 on an interim basis while the BCUC reviews the application. A previous 5.2 per cent rate hike that took effect in 2013-14 ( .3 per cent higher than ICBC had requested) means drivers will soon be paying 10.4 per cent more than they did in 2012 for basic cover-

Grossman was unable to provide details justifying why basic rates should be 10.4 per cent higher than 2012 when the injury claim cost increase from 2012 to 2013 was only four per cent. The full rate hike application is to be filed Friday. Consumers Association of Canada president Bruce Cran said it continues a pattern of steeper increases in basic rates on which ICBC has a monopoly but more restraint on optional coverage rates where it must compete. He also took aim at the provincial government’s continued raiding of ICBC coffers for general revenue. The province has budgeted to pull $200 million from ICBC this year, $155 million next year and $125 million in 2016, down from $237 million in 2013 and $576 million in 2010. Cran said he doesn’t “give a damn” about ICBC and government claims that the yearly dividends to the province come only from the optional side and don’t affect basic rates. “We see it as one corporation,” he said. “As long as they’re stealing our money by the million by transferring it into government revenues, no matter which division they claim it from, we are being gouged as a public.” Cran called it a stealth tax on people who drive: “absolutely disgraceful.” editor@goldstreamgazette.com

JumpShip lands on Bear Mountain

JumpShip is returning with a big leap forward, landing on the slopes of Bear Mountain Resort. The spectator friendly freeriding competition, which features elite athletes pulling daredevil bike jumps on a circuitous race track, is coming to the West Shore the weekend of Oct. 3 to 5. JumpShip debuted on a barge in the Inner Harbour in 2011 and ran successfully again in 2012 but a lack of funds in 2013 forced the event’s organizers, the Dockside Mountain Bike Society, to put JumpShip on hold. For those two years it was the rock and roll darling of the Victoria International Cycling Festival, drawing hundreds to its massive spectator beer garden, live music and interactive events. “The opportunity to partner with Ecoasis at Bear Mountain elevates the freerider experience and the profile of our sport,” said organizer Derek Kidd. “To host JumpShip 2014 at Bear Mountain this fall is extremely exciting for our athletes, our sponsors and our fans.” Originally slated for earlier this month, the mountain biking and outdoor lifestyle festival has previously been held in Victoria’s Inner Harbour as part of the Victoria International Cycling Festival. The invitation-only event draws pro and up-and-coming freeriders (think BMX meets mountain biking) from around the world. More than 20 local and national riders will compete for more than $6,000 in prize money.

Jordie Lunn has been behind JumpShip since the beginning and will design the course again, just as he helped design its legendary course circuit contained on a barge. His course will see riders getting 25 feet of air over cart paths with gaps of up to 40 feet before crossing the finish line just in front of the Westin Bear Mountain. Spectator areas will be included in the course design. “A mountain resort destination and partner like Bear Mountain ups the game for the sport of freeriding on Vancouver Island,” said Lunn. “It’s a fan-friendly venue with natural mountain topography – a perfect place to build a world-class course.” Lunn was raised on Vancouver Island and spent time living in Langford and riding unsanctioned trails that predated the modern-day Bear Mountain, back when a forest company owned the land. “Bikes in the sky while golfers play through below, it’s kind of surreal,” said Lunn. “Bear Mountain is well positioned on the West Shore to support the leadership efforts of SportHost Victoria and its partners in the development of young and seasoned athletes and destination sporting events,” said Dan Matthews, managing partner and founder of Ecoasis Developments, who purchased Bear Mountain last October. “Mountain biking is a natural fit for us given our unique proximity to the park trail systems. … Our goal is to be a beautiful and healthy place to live, and a recognized centre for golf, tennis and biking.” - With files from Christine van Reeuwyk editor@goldstreamgazette.com

Strike camps filling up Goldstream Nature House offering extended day camps Arnold Lim News staff

School is scheduled to start on Tuesday, and there’s a chance that could happen. But with the teachers strike still in need of resolve, many parents have gone ahead and booked their school-age children into day camps and day care. Several of the region’s recreation centres are extending summer camps programming. However, some parents may be scrambling to find a camp when Sept. 2 rolls around. “Parents are calling all the time but (our strike camps) are full,” said West Shore Parks and Recreation’s recreation co-ordinator Karen Frost. “We have a couple of spots here and there but other than that we don’t have any more space.” Despite having prepared for the possibility of the strike continuing into the school year by

scheduling three camps for children of all ages, the 85 spots up for grabs have already been snapped up. Frost said with the new fall programming coming there simply isn’t any more room to fit any more strike programming. With the uncertainty of when the strike may end, devoting more time and resources may be more than most recreation centres are willing to risk. “It’s a bit challenging. You put all this staff and put together program plans and supplies but you don’t know if on Monday or Tuesday you will need it,” she said. “Are you gonna need it for two weeks or two months? It is the uncertainty that is really challenging.” Bre Robinson, park naturalist at the Goldstream Nature House said their strike programming still has room. It focuses on nature, insect exploration, hiking, owl-pellet dissection and gold panning.

“(Parents) are holding off waiting to see what happens before committing to sign kids up to (our) day camp. We are finding that right across the district.” Robinson also said some parents are cautiously waiting before committing to the $40-aday camp, which is incidentally the same amount the government will be offering parents of children under the age of 13 for each school day cancelled by the strike. Frost said the situation has been challenging for everyone involved and will continue to be until the school restarts. “I can’t imagine it is easy for (parents). It is a financially challenging... and a hardship on a lot of the parents,” she said. “I can’t speak for them but I can imagine it is a fairly frustrating and worrisome summer. It can be a difficult time putting kids into care so I imagine it is challenging for a lot of people.” alim@goldstreamgazette.com

Pilot project offers free HIV testing Testing part of Island Health It is estimated there are more than 3,500 people in B.C. who are living with HIV but don’t know it. Starting this month, a made-in-B.C. pilot program has a Victoria pharmacy offering rapid HIV tests to its customers, free of charge. The year-long pilot will evaluate the possibility of offering testing permanently in some pharmacies. Medicine Shoppe pharmacy in Nanaimo began offering tests earlier this month while the other Victoria location, at 104-1964 Fort St., is set to launch their program at the end of the month. “The best way to ensure early diagnosis of HIV is to make testing as easy as possible,” said Dr. Brendan Carr, president and CEO of Island Health. “By removing the barriers to taking an HIV test – especially by offering testing in places where people already encounter the health care system – we can reduce the stigma associated with HIV.” The pilot is being funded through the province’s pioneering Seek and Treat for the Optimal Prevention (STOP) of HIV/AIDS program – an initiative focused on increasing the reach of HIV prevention, testing and care to residents of B.C. Increased reach of HIV testing is a key pillar of STOP HIV/AIDS. The provincial program encourages routine HIV testing to ensure early links to care, treatment and support. Five student worthy cars under ten grand By Bob McHugh

Finding five used cars under ten grand doesn’t sound like too big a challenge, until a “for a college student” stipulation is added. In my mind, this adds a few requirements as the car has to be, easy on fuel, reliable, easy to park, good on gas, thrives on abuse, room for friends, room for a bike and camping gear, super fuel efficient ... and look good! So, bearing in mind the last requirement is a highly subjective one and ignoring the (no brainer) most popular car in Canada (Honda Civic), here are five vehicle suggestions – in no particular order:

Pontiac Vibe (2010 or older): Although the Pontiac Vibe looks different, you also know this compact 4-door hatchback as the Toyota Matrix. A joint (GM/Toyota) production venture ended with the 2010 model year, as did the Pontiac brand. The resale value of a Vibe is generally lower than a same year/condition Matrix, or conversely, you may be able to buy a newer/lower mileage Vibe. The ’09 Vibe was a second generation redesign and a slightly bigger model

that came in front-drive and all-wheeldrive editions, and in base and GT trim levels. The base engine is a gas-miser 1.8-litre (132 horsepower) and a 2.4-litre (158 horsepower) engine comes in the AWD and GT models. Fuel consumption (1.8L/FWD): 8.0/6.2 L/100 km (city/highway) Fuel consumption (2.4L/AWD): 10.3/7.8 L/100 km (city/highway)

Honda Fit (2010 or older): The Honda Fit is a small, but taller, 4-door hatchback that was introduced for the 2007 model year and came in DX, LX and Sport trim levels. Its seats can be reconfigured in an amazing variety of ways and there’s even a couch/bed recliner position. The 2009 model was a second generation redesign with a more powerful 117 horsepower (up from 109-horsepower) 1.5-litre engine that’s mated to either a five-speed manual transmission or optional five-speed automatic. In the Sport edition, this automatic also comes with paddle shift gear selection at the steering wheel. Fuel consumption (1.5L/FWD): 7.1/5.5 L/100 km (city/highway)

Jeep Patriot (2010 or older): The Patriot could also be called “Jeep Light”, as it’s an affordable, compact yet capable SUV/wagon that’s surprisingly fuel-efficient. Available in both frontdrive and four-wheel-drive configurations, Jeep launched Patriot for the 2007 model year and it’s a good match of an active lifestyle young person that enjoys the outdoors. Patriot came in Sport, North and Limited trim levels and the base engine is a 2.0-litre that can produce 158-horsepower and 2.4-litre that can produce 172 horsepower is the upgrade. The transmissions offered were a 5-speed manual transmission or a fuel-efficient CVT (continuously variable transmission) automatic. If serious 4-wheeling is contemplated look for models with a trail-rated Freedom II off-road package that adds protective skid plates, etc. The downside is increased weight and higher fuel consumption.

Nissan Versa (2011 or older): The Nissan Versa may look small on the outside, but this four-door sedan or hatchback has an amazing amount of space on the inside. The extra head and leg room provided make it a very good match for a taller or bigger than average young person. Versa offers seating for four (squeeze five) full-sized adults and extra-large rear passenger doors also make getting in or out easier. The lower-priced sedan comes with a 1.6-litre (107-horsepower) engine and a 5-speed manual or 4-speed automatic. The hatchback comes with a 1.8-litre (122-horsepower) engine and a 6-speed manual, 4-speed automatic or a CVT automatic. Prior to 2010, a base Versa didn’t come with ABS (anti-lock braking system), and electronic stability control wasn’t even offered as an option. Its electronic-assist steering has an extra-light feel and it can turn on a (10.4 m) dime, making Versa an easy vehicle to park. Fuel consumption (1.6L/FWD): 7.7/5.8 L/100 km (city/highway – 5 Manual) Fuel consumption (1.8L/FWD): 8.5/6.2 L/100 km (city/highway – 4 Automatic) Fuel consumption (1.8L/FWD): 7.3/5.8 L/100 km (city/highway - CVT)

Mazda3 (2009 or older): The first generation Mazda3 (2004 to 2009) set a new performance standard in the economy car segment. Sold as a four-door sedan or a (sportier) five-door hatchback, the Mazda3 has been a huge sales success in Canada. The four-door sedan editions of this Mazda3 come with (148-horsepower) 2.0-litre engine and in GX and GS trim levels. Sedan GT and (hatchback) Mazda3 Sport come in GS and GT trim levels and with a (156-horsepower) 2.3-litre engine, with more torque at lower engine speeds. A height adjustable, good supporting driver’s seat plus a standard tilt and telescopic steering column make the Mazda3’s driving position particularly praiseworthy. It definitely offers the best driving experience, but popularity also makes Mazda3 the priciest pick of this group. Fuel consumption (2.0L/FWD): 8.4/6.1 L/100 km (city/highway) Fuel consumption (2.3L/FWD): 9.5/6.8 L/100 km (city/highway)

Taking the rocky mountain way To say the drive from Vancouver to Calgary offers scenic vistas galore would be an understatement. And the opportunity to drive it the all-new 2015 Volkswagen GTI made it still more irresistible an opportunity. Time constraints allowed only for the most direct route there; taking the Trans-Canada, the 3, the 5 and then again onto the Highway 1. Appreciating the incredible topographical features the Trans Canada has to offer is something I don’t always do. But with a passenger from Ontario ogling the scenery changes, it made me proud to live in such a spectacular place. Okay, I was a lot proud. Whether driving surrounded by lush, emerald vegetation, desert or engulfed in mountain, there was no shortage of ocular stimulation in our 360 view. Furthermore, the GTI is no sleeper either. In fact, it’s probably my favourite VW on the market. And it got a lot better for 2015. Now in its seventh generation, it’s lighter than Golf Mk6, bigger, more T:8.5” T:8.5” fuel efficient, more powerful, and just more awesome. For a starting T:8.5”

Donna Ensor, volunteer coordinator for the RCMP’s Keep In Touch program, is looking for new recruits. The program, organized through the Community Policing Office, is designed for people who live alone or may have medical issues, and offers clients a daily phone call at a scheduled time to say hello and just check in. If volunteers can’t get through, they call the client’s chosen contact person, and if that fails, the detachment will send an officer to check things out. The service has already proven itself many times over, and on several occasions officers have arrived to find a client who has fallen, and were able to get them prompt medical attention. “It gives a great sense of security,” says Ensor. “Just a simple phone call can bring comfort,” adds Cpl. Kathy Rochlitz of the West Shore RCMP. “Imagine if you lived alone, and your phone never rang for days.” The Keep In Touch volunteers regularly have a chat with their clients as well, knowing that they could be the only interaction that client may have that day. And the KIT volunteers regularly go above and beyond for their clients as well, sending a

“Just a simple phone call can bring comfort. Imagine if you lived alone, and your phone never rang for days.” - Cpl. Kathy Rochlitz, West Shore RCMP card if someone’s in the hospital, and taking a plant and chocolate goodie around to each client every Christmas. But it’s the annual tea that takes the cake. Each May, all the KIT clients are invited to what Rochlitz calls a “proper tea,” china cups and all, where RCMP in their red serge have the honour of serving. “When the clients come for

the KIT tea, they’re just beaming,” says Rochlitz, adding that the mounties in their full dress uniform seem to spark nearly as much excitement as a visit from the Queen. The program currently has 38 clients from all over the West Shore, and there’s always room for more, says Rochlitz. “I’d never say no to someone that was a good fit.” The RCMP is actively seeking more volunteers for the KIT program, as well as their Speedwatch program, which gets civilians out on roadsides with speed readers to remind drivers to slow down in high traffic or high crash zones. The Highlands’ new community hall is in the “finishing stages.” The brand new 3600-square-foot multipurpose facility is almost ready to host weddings, parties and a multitude of other community events, just in time for the fall. “It is something the community has wanted for decades so it’s a long-term wish and something we saved for,” said mayor Jane Mendum. “This is a great (facility) that can grow and serve the community. It is wide open as to what can occur there. We are very much looking forward to the community coming to see it.” Mayor and council had a task force work on requirements for what the new building on Finlayson Arm Road would look like and the new one-storey hall will feature an entry foyer, stage, non-commercial kitchen, storage, ductless heat pumps, two electric vehicle charging stations, a green roof and a rain garden. The main assembly area will be approximately 1200 square feet. “This is going to be a larger space, we will have a venue that will hold more people we currently can,” the mayor continued. “We are limited to a max of 50 people and this will hold hold approximately 150 people.” Previous events were held at the school house at Caleb Pike Heritage Park and Mendum said the new $1.4-million facility is expected to be completed in the fall and was paid for without borrowing any money. “This can grow with the community in the future. We have a solid building built with flexibility... that will allow for a greater range of activity than we might have had.”

B.C. students are just days away from the scheduled start of a new school year but there’s little sign of a break in the teachers strike that has dragged on through the summer. The final week of summer holiday opened Sunday with a demand in Kamloops from B.C. Teachers Federation president Jim Iker for an immediate start to mediation. No formal bargaining dates were scheduled as of Wednesday night, but Iker, Education Minister Peter Fassbender and government negotiator Peter Cameron were to meet Wednesday afternoon

Asking the right questions and being realistic about the ideal dream house are some things first-time home buyers need to be aware of, says local realtor Jeff Bryan. “First-time home buyers need to understand all costs associated with buying a house,” said Bryan, real estate agent with RE/MAX Camosun. Someone might get pre-approved for a $500,000 mortgage but might forget to factor in strata fees, for example. “They won’t think of those strata fees as part of their qualification process for getting a mortgage, but it is,” said Bryan. “You’re assuming you can buy for $500,000, but if there is a strata fee, you can’t understand all the costs associated.” Getting pre-approved for a mortgage is the first thing buyers should do before looking at listings, said Bryan. “A lot of times people will be surprised at what they’re actually qualified for, especially now with interest rates being at historic lows,” he said. “What people can qualify for is usually a very pleasant surprise.” However, being approved for a $500,000 house does not mean buyers should be looking to max out

The Metchosin Museum is settled on a corner of the school grounds on Happy Valley Road, though it’s long removed from where it was first erected, on an acre of land donated by John Witty in 1871. The single room structure was the first school to open after B.C. joined the Confederation in 1872, one of 12 in the province. Today, the schoolhouse-turned-museum overflows with a rich collection of photographs, clothing and books documenting the pioneer families of Metchosin. Some of the museum’s dedicated volunteers are descendants of the area’s pioneer families. It’s filled with the artifacts from two centuries ink pots and scratch pens, writing slates and compositions, a deterrent strap and school bell. To this day the tiny desks reveal carvings, no doubt made in mischief by the restless scholars of day’s past. Other treasures include household objects such as sewing supplies, first aid needs, shaving equipment, kitchen tools and dishes, sporting goods, saddles and a branding iron. The building has been moved at least three times, and closed just as many. The photograph above is of the official closing ceremony in 1949, except the schoolhouse had originally been decommissioned in 1915, when a new school was built. And yet the schoolhouse served as an overflow class room until 1954; the original portable school room. At the 1954 closing ceremony were Bob

Witty and Thomas Helgesen. Both had been students of the school and were sons of the original Board of Trustees. Mrs. Stephenson was also present, another student of the and the daughter of the first teacher. George Pears was contracted to build the school for $300, the funding for which came from the Colony of BC, the local residents and $100 from Governor James Douglas’ personal money. Teacher Elizabeth Fisher led the first class, seven boys and three girls. Purportedly, she was paid $55 per month and lived in a tiny shed attached to the back of the school. That amount seems a princely sum compared to Miss Godson’s $30 cash for six months of teaching in 1906 and Mr. Mardle’s $25 for five months of teaching in 1907. And teaching was merely one of the many duties to run the school; these ladies hauled water from the pump, kept the fireplace and wood stoves burning, and performed daily cleaning and maintenance. A look at the minutes from the 1904 school board show expenses for a new door mat of $1.50, wood for $12, cleaning for $3 and, over the winter, three new brooms at $.50 each. Expenses for the 1904-05 school year totalled $39.95 leaving a balance of $.85. Today the school is open 1:30-4:30 p.m. on Saturdays and 11 a.m. to 4:30 p.m. on Sundays until October.
