The scheduled start of a new school year is just days away but summer holidays may be extended. Teachers have picked up picket signs again in the North Okanagan-Shuswap and Vernon districts as part of an ongoing dispute with the provincial government. “Teachers are intensifying and mobilizing at sites across the province,” said Brenda O’Dell, North Okanagan-Shuswap Teachers Association president. NOSTA has picket lines Malcolm in front of schools. “Teachers want to be back in schools, parents want their children in school and students want to be in school. This week is to invite the government back to the table.” When asked if a deal can be reached by Tuesday, O’Dell said, “The B.C. Teachers Federation is ready and willing.” The Vernon Teachers Association will have picket lines in front of the Vernon School District board office today, Thursday and Friday. “We will concentrate our efforts at the school board office this week and should a deal not be reached, we will be on regular picket duty at our schools starting Sept. 2,” said Heather Malcolm, VTA president. “In addition, the VTA is calling on teachers, parents, and community members to attend a special public school board meeting today at 6 p.m.” The North Okanagan-Shuswap School District is urging parents to develop alternate plans if classes don’t begin Tuesday. “We had hoped everything would be settled and all of our 6,000 children would be back in school and learning Sept. 2. But the way things look right now we are having serious doubts that school will be back in session as planned,” said Bobbi Johnson, school district chairperson. A concern for the district is there won’t be sufficient time to prepare for classes to begin after a settlement is reached. Johnson says many teachers generally come in to schools over the summer to prepare materials and their classrooms for the new school year.

“This year, due to the ongoing strike, teachers have been advised by the BCTF to not participate in these usual preparations, although there has been no lockout of teachers by the employer during these summer months.” The Vernon School District is also calling on parents to develop alternate arrangements for their children if there is no school next week. “It’s really difficult on parents,” said Joe Rogers, superintendant. “We know kids want to be in school and teachers want to be in school.” The Vernon district is remaining optimistic. “We’re still hopeful the two parties can come together and there will be an agreement,” said Rogers. Malcolm hopes mediator Vince Ready can bring the union and the government together. “We want to be in our classrooms. We want kids to start school on time. We want mediation to settle this,” she said. “We are frustrated and disappointed that Education Minister (Peter) Fassbender and the Liberal government do not share this will.” The Vernon School District Parent Advisory Council is calling for both sides to compromise so classes can resume. “We would request that the government lockout be lifted and the full teacher strike be suspended. We want our students to return to a safe, respectful school environment, while bargaining continues out of the public eye,” said Sheri Minard, VPAC president. “Parents understand that this, of course, will be an extremely complex and possibly lengthy process and we encourage all sides to seek innovative and collaborative solutions while allowing students to pursue their education.”

Public asked to help ID suspect

A suspect is being sought after a theft at a Vernon store. On Aug. 22 at about 5:30 p.m., a man walked into the Lakeview Market on 32nd Avenue. “The suspect had covered his face with a white T-shirt and he wore yellow gloves,” said Gord Molendyk, RCMP spokesperson. He unsuccessfully attempted to open the cast register and then stole two donation canisters from the counter. One is a pink can and the other had a plastic box shape. A witness told police officers that the suspect left the area on a bicycle and was last seen by the Vernon Music School. Surveillance video at the store has been reviewed by the RCMP and a photo of the suspect has been released. “Perhaps someone may recognize the individual,” said Molendyk. The suspect is described as a Caucasian male, about 40 years old, five-foot-five and wearing a camouflage baseball cap, a long sleeve, grey T-shirt and grey shorts with a dark stripe. Anyone with information about this theft is asked to call the RCMP at 250-545-7171 or Crime Stoppers at 1-800-2228477.

A proposed pellet plant in Lavington now has Coldstream’s blessing. Council gave final approval for the zoning change Monday, which is needed to accommodate the plant, which is a joint venture between Pinnacle Renewable Energy and Tolko Industries. Councillors Gyula Kiss, Richard Enns and Doug Dirk remain in opposition to the plant, but do not form a majority as Councillors Maria Besso, Pat Cochrane and Peter McClean join Mayor Jim Garlick in support. The plant is proposed to be constructed on agricultural land across the railroad tracks from the existing Tolko planer mill. That is where sawdust is currently being stockpiled, but will be used for creating wood pellets once the plant is built. The plant now has non-farm use approval from the Agricultural Land Commission, as well as the zoning change from Coldstream (from rural two to general industrial). But there are still several hurdles the plant must overcome.

Approvals are still required from Coldstream council for a building permit, and approval is also needed from the Ministry of Environment - which is currently reviewing an application for emissions. Meanwhile a number of Lavington residents are concerned about the impact such a plant could have on the area, particularly the children at Lavington Elementary, which is about 200 metres from the plant site. Parents Stephanie and Jason Hoffman have been leading the fight against the plant, collecting more than 550 signatures in opposition. “Jason and I never thought that it could get this big when we started the petition, we were just trying to get people informed on what was happening in our community as our council did not do a great job on this in the first place,” said Stephanie. “I am so proud to be part of a community that has shown that we will not go down without a fight, and this is definitely a cause worth fighting for....the health, safety and overall well-being of all the people that want to thrive in this rural piece of paradise.”

Injuries were sustained after two boats crashed on Okanagan Lake. On Sunday at about 11:28 a.m., an 18-foot bow-rider Seadoo boat was travelling west in the Fintry area when it collided with a 16-foot Hourston Glascraft outboard boat. “The two boats were travelling directly at one another until the operator of Hourston attempted to get out of the way at the last minute,” said Gord Molendyk, RCMP spokesperson. “He turned to the right, which caused the Seadoo (boat) to broadside the left side of the boat and launch up on top of it. The Hourston boat suffered a broken hull. The Seadoo boat only suffered scrapes to the bow.” The owner of the Hourston, and the sole occupant of that boat, sustained a sprained or broken ankle. He was transported by paramedics to Vernon Jubilee Hospital. A strained relationship with the Regional District of Central Okanagan isn’t keeping Wayne Carson from entering politics. Carson will run for Central Okanagan West director Nov. 15 even though he had a high profile battle with RDCO last year that ultimately led to him leaving his job as North Westside fire chief. “This isn’t about sour grapes. I believe the concerns of residents need to be addressed,” he said of his decision to put his name Wayne Carson before voters. Carson, who had been chief for 19 years, resigned Sept. 16, 2014, claiming he had no choice given allegations and job changes being made by the regional district. He was originally suspended by the regional district for three days in June but details around that circumstance have never been made public. Carson then returned to duties after the suspension but a leave of absence began July 8, 2014. RDCO has always indicated that Carson requested the leave but Carson has denied that occurred. A former hotel manager in Vancouver, Carson has lived in the North Westside area since 1986.

He was with the fire department for 21 years. He believes there is a need for new representation at the regional board (current director Jim Edgson is retiring). “We have no control in our community. We have seen changes to the water system and (garbage) transfer site. We have parks and no improvements have been made,” he said. “There doesn’t seem to be any effective input from the community. We need a strong voice in the community to take a message to the regional district and get maximum bang for our tax buck in the community.” Nomination papers are now available for the Central Okanagan West position. Those people picking up nomination papers have between 9 a.m. Sept. 30 and 4 p.m Oct. 10 to file their completed nomination papers. Information about running in the election is available at www.regionaldistrict.com/elections. “Potential candidates may wish to consider the time commitment, remuneration, financial disclosure and reporting and other legal responsibilities that come with holding public office,” said Bruce Smith, RDCO communications officer. Carson wants assurances that RDCO will get mail-in ballot details out early to residents who are away for the winter or have seasonal property. “This is about accessibility to vote in the community,” he said.

Leadership lacking

arents across the province are wondering if their kids will head back to school Tuesday or if summer holidays will continue to roll through September and possibly into October. During the ongoing labour dispute, much has been made of the teachers’ demand for a wage increase. It’s a sexy topic that the media and politicians can latch on to, particularly because many people already believe teachers have it pretty good. What seems to be forgotten during all of the debate, though, is what led to this entire situation. In 2002, then-education minister Christy Clark proceeded with legislation that stripped Richard Rolke the issues of class size and composition (the make-up of a classroom such as special needs children) from the teachers’ contract. The court ruled in 2011 that the government had overstepped its authority and the legislation was sent back for reworking. However, what was brought back was a virtual repeat of the previous bill. That move didn’t sit well with the B.C. Supreme Court and in early 2014, it found the latest version of the legislation infringed on teachers’ Charter rights. “Justice Susan Griffin’s ruling paints a picture of a government that stubbornly stuck to a political agenda, even after the court found Ms. Clark’s bill unconstitutional in 2011. When that verdict was delivered, a chastened Ms. Clark promised to fix the law. Her government vowed to ‘be entirely mindful of every word in the judgment,’” wrote Justine Hunter in the Globe and Mail Jan. 27. “Further, Justice Griffin concluded that the government hoped to weaken the teachers’ union. The ministry of education’s superintendent for achievement ‘saw it as serving a useful goal of driving a wedge between individual teachers and the (British Columbia

Teachers’ Federation),’ she wrote. “‘The court has concluded that the government did not negotiate in good faith with the union,’ Justice Griffin wrote. ‘One of the problems was that the government representatives were preoccupied by another strategy. Their strategy was to put such pressure on the union that it would provoke a strike by the union. The government representatives thought this would give government the opportunity to gain political support for imposing legislation on the union,’” wrote Hunter. This past February, the government opted to challenge the second court ruling. “The judgment is completely unaffordable for taxpayers,” said Education Minister Peter Fassbender in the Globe and Mail, adding that the projected cost of the court rulings is $1 billion. There’s no question that’s a lot of bucks but more importantly, the courts found not once, but twice, that the provincial government had ignored the laws of the land. Can you imagine what would happen to any of us if we were in a similar situation and a judge had thrown the book at us twice? They’d toss us in the clink or fine us into the next millennium. And what should perhaps be most troubling is the provincial government is the body responsible for introducing the rules we follow. Many provincial edicts are enforced on rank-and-file British Columbians on a daily basis, whether it is speed limits or environmental contamination. What message is being sent to the public when those who set the laws can continually challenge court rulings? Leadership by example appears to be missing. It’s often said that it takes two to tango and there’s no question that the B.C. Teachers Federation hasn’t necessarily handled the current dispute well. But, in the end, it is the provincial government that created this mess, and until some common sense prevails, parents will be forced to find ways to keep their children entertained.

As the nights get cooler, it’s a sure sign that summer is slowly coming to a close in the North Okanagan. However, an even more significant sign over the last 115 years that summer is wrapping up in these parts is the Interior Provincial Exhibition and Stampede in Armstrong. The IPE spells family fun for everyone and it begins today and runs through Sunday at the fairgrounds. We encourage everyone to take advantage of all that’s offered at this iconic event and ensure all the hard work that goes into this wonderful tradition is enjoyed by as many people as possible. This year the fair is appropriately saluting 4-H on the occasion of its 100th anniversary in B.C. So get out and see some of the favourites – horse, beef, dairy, sheep, swine, goats, poultry – as well as the new, including rabbit agility demonstrations and competitions. But, of course, there’s so much more to see and do as well: including the West Coast midway, an impressive lineup of entertainment, the CPRA Rodeo Wrangler Tour action every night, the exhibitors, the Westcoast Lumberjack show and so much more, not to mention the food. And all thanks to the IPE board, management, some 450 volunteers and more than 30 non-profit groups involved in some way, as well as participants and sponsors. Plus you, the people who get to go and enjoy it all. “The IPE is a great gathering place in our community,” said IPE general manager Bryan Burns. “People see their friends and it brings back lots of memories. Some people remember coming as children and now they’re bringing their grandchildren. We invite everyone to come out and enjoy the fair.”

Family offers thanks for assistance

n July 31, while commencing our summer vacation, members of my family and I experienced a horrifying accident that we have never experienced before, and hope that you and your families will never experience. From all of the photos at the accident scene along Highway 97, one can see many of the well-trained professionals such as paramedics, fire personnel and police officers that serve this community daily and who dedicate themselves to helping all those in need. Aside from these dedicated professionals were numerous motorists that stopped that day to assist and comfort all at a time when we were in need. I am sure many more drove by wanting to assist and thinking about their loved

Sidewalks would definitely be an improvement and maybe a bike lane too. As for the pedestrian crossings, we have two on 20th Street that are seldom used as people cross where and when they want. If people want less traffic on 25th Street, get the light at 43rd and 27th changed. Give us a left turn on to 27th Street. There's a left turn heading east but none going west. People, myself included, take 25th Street to avoid sitting for a light or two just to head south onto 27th Street. Now that would make more sense and cost a lot less. Bob Desy water consumption I find it rather frightening that local politicians are urging us to reduce water consumption and at the same time, condoning further development. It is not rocket science to figure out that the more homes and complexes that are developed, the more water it takes to service them. There is great concern worldwide about the rapidly declining availability of clean drinking water. There are multinational corporations buying up fresh water resources

ones commencing a trip over the long weekend. for their profit. The oil sands use enormous amounts of clean water to extract the oil. The southern U.S. is critically short of potable water and it is looking north for solutions. Problems abound worldwide. To read that our local politicians are urging us to reduce consumption while allowing further growth is ludicrous. I agree that we all should conserve water and there are many ways of doing this. Local politicians could help by reducing further development. Bigger is not necessarily better. Contrast this with recently when a friend and I wanted to have lunch and take in a matinee at the Towne Cinema. Hmm, two hour max on the meters. This involved stopping into the theatre, checking on how long the film was and heading back to plug the meter. We had an interesting conversation with the owner of the theatre about the frustrations of a visit in downtown Vernon. Perhaps the downtown business owners should get a huge tax break because they are penalized with the parking meters. Vernon-raised artist sees work in shining lights Morning Star Staff

Singers, dancers, actors and artists often share a common goal to one day gain recognition for their talents, whether it be on the big screen or stage. That time has arrived for Vernon-raised artist Amanda Shatzko, who just had her artwork featured in the Big Apple, on a number of giant screens. Shatzko recently exhibited her paintings on 25 storey-tall digital billboards attached to a high-rise on the corner of 46th and Broadway in New York City’s famed intersection, Times Square. Her work was part of an exhibition organized by a New York art gallery, and was her second exhibition in the American metropolis. “I was at first shocked when I was contacted by the gallery in New York. They were telling me that I was voted and juried into the exhibition based off of my recent paintings and concepts,” said Shatzko. “It’s nice to have the encouragement from the art community.” A graduate of Emily Carr University of Art and Design, Shatzko has spent the last year travelling the world performing, researching, and speaking for renowned art galleries about the history and concepts of art. However, she says her heart remains where her roots lie – in the Okanagan. When in B.C., Shatzko resides in Vancouver, but she frequently visits her family in Vernon, where she grew up creating alongside her father, Pete Shatzko, in his large shop on acreage with a garage converted into a studio for his daughters to continuously explore their creative minds. Immersed in the arts as a child, she was also exposed to a healthy athletic lifestyle, including training with Camille Martens at the Okanagan Rhythmic Gymnastic Club. After graduating from

— Amanda Shatzko Vernon Secondary School’s high performance program, and also competing internationally for seven years as a rhythmic gymnast, representing Canada, Shatzko pursued her career in the arts in Vancouver. She has worked as an aerial artist, performing live paintings while harnessed in the air doing stunts, for film and television, live in front of more than 100,000 people, on stages for shows, corporate events, ceremonies and charities. She has painted numerous sports celebrities and was commissioned by the Canadian government to paint athletes live at the Vancouver Olympic and Paralympic Winter Games in 2010. She has also exhibited in the permanent collection of the Mayfair Boutique Hotels and with international gallery ContainerArt, which was seen by 800,000 people during a three-week run. Her latest achievement is being named as the new official artist for the Jimi Hendrix Family Foundation. A painting of the late, great guitarist was used in her Times Square exhibition. “It’s all about the experience,” says Shatzko, who hopes to host an exhibition in the Okanagan in the near future, sharing her newest concepts and paintings. “My passion is enriching diverse cultures through the arts. I live this through my public speaking, artwork, performances, research and consulting.”

As visual artists are known to seek location for inspiration, so too have several authors during this Okanagan summer. Members of the Federation of B.C. Writers looked to the outdoors and nature to ignite their creativity. To their surprise they also found themselves delving into local agricultural industries, discovering tourist offerings, and uncovering attractive destination venues. Besides the focus of creative writing, they are getting a closer look at how the Vernon area contributes to the local and province-wide food supply, offering unique opportuni-

ties for experiential tourism and presenting an abundance of surrounding beauty. The loose-knit group conceived of this as a fun way to keep writing skills sharp during the lazy months of summer. To their amazement, they discovered how imaginatively productive being on location has been. The inaugural venue, a cherry orchard on a hillside, overlooked Swan Lake. What luxury to be amongst boughs hanging with ruby-red and luscious fruit, set against the backdrop of a shimmering lake, and all of this Eden, under a soft, blue sky. Orchard, which became the focus of my composition that day. The rough draft compared the play’s storyline to that of the present orchardists, Jeet and Harv Dukhia, who warmly welcomed us – sun hats, chairs and all – onto their land. Next, we spent a delightful morning at Friesen’s Country Tyme Gardens in Coldstream, a sharp contrast to the orchard, in terms of surroundings. Harvested fields, so newly ploughed, with giant sprinklers swishing in arcs to dampen and rejuvenate the soil, lay next to jet black cattle nuzzling the fence for blades of grass in a greener pasture.

Also to be seen were long-horns lounging in the shade; rose-draped white arbors effusing sweet perfume, and pathways edged in brilliantcoloured perennials, arranged just so, to please the eye. “There we sat under the dappled cool of maples and alders, with no hesitation in putting pen, or pencil, to paper,” reported participant Gayle Moore-Morrans. Another discovery was made: writing the old-fashioned way with a notebook. “How different it felt to compose using the only method available to our predecessor wordsmiths. They channelling ideas and story from imagination, to the written word by pen on parchment, and later on, by pen to luxuriously smooth paper,” said participant Patch Hutchinson. The group’s next al fresco outing will be on Okanagan Lake’s Vernon shores, to invoke water sprites, those elementals of the water, and await what impulses they deliver up. To this venture, a delightful twist has developed. While location writing is happening here, there is an east-meetswest experience being forged in New Brunswick. On the province’s uppermost shore, a budding writers’ group is paralleling the experience. Their endeavour commenced on
