A Nanaimo pharmacy is the first on Vancouver Island to dispense free HIV tests as part of a year-long pilot program. Island Health announced Monday that the Nanaimo Medicine Shoppe at Terminal Park mall will begin offering free, instant HIV tests to customers this week as part of a push to improve access to testing. It’s the third pharmacy to offer the new service, following two in the Lower Mainland. Victoria will also start HIV testing at the end of the month. The test results take less than five minutes to deliver and anyone with non-negative results are referred to a local medical clinic to confirm the diagnosis. Until now most people had to see a physician or nurse to get the test, which can be difficult if they don’t have good access to health services, says Dr. Dee Hoyano, medical health officer for Island Health, who adds that if this works she sees it as a very good way to increase how HIV testing gets done in communities. “If we’re going to get zero new HIV infections on Vancouver Island people have to know if they are infected and follow up with a lifesaving treatment,” she said, in a press release. Island Health statistics show the estimated HIV testing rate in 2013 for central Vancouver Island was 3,420 tests per 100,000 population and there were 11 new cases. It also estimated last year that 221 people in the central Island are living with HIV. Elijah Ssemaluulu, pharmacist and owner of Nanaimo Medicine Shoppe, said the tests will give people a chance to know if they are negative or non-negative for HIV and they can schedule an appointment that’s convenient. “There’s nothing as good as knowing who you are, knowing how healthy you are,” he said. Island Health is looking to see 600 tests in Nanaimo over the next 12 months and will be evaluating diagnoses, cost effectiveness and quality of care.

Fewer farms change agricultural fair

The Cedar 4-H has been part of the Vancouver Island Exhibition country fair for at least 70 years and according to the club’s treasurer, the focus of the fair has changed. Linda Barnett, Cedar club treasurer and Beban Park 4-H barnyard supervisor, has participated in fairs dating back to 1988 and said there isn’t as much focus on agriculture as there once was.

“There’s more entertainment now, there’s less farms in the area, unfortunately, so the farmer competitions aren’t as intense as it used to be. 4-H is a large component of the fair now for the [animal] interaction with the public and the public asking questions, having hands-on,” Barnett said. At this year’s fair, the 4-H had its barnyard with numerous animals, and in the past, members would bring animals, put them in a pen and people would walk by and members would give name and breed, Barnett said. Barnyard information is much more detailed now. “Nowadays, they want to know the history of what the breed is, where it originated, what its purpose is, they want every step of the process to

Company faces city fine for illegally clearing trees

A Nanaimo company has been slapped with a $10,000 fine for illegally removing trees, including in protected habitat. An investigation report by the City of Nanaimo reveals that Maplewood Properties cleared trees for a new science and technology building on Kenworth Road without permits and “knowingly contrary” to city bylaws. Maplewood applied for a development permit and aquatic setback reduction last March. Three months before it won approval, a city staff person discovered a significant portion of the site had been “cleared of trees and grubbed and left bare.” Approximately 19 trees had been on the site, including five in a protected setback area, the report says. Under the city’s maintenance and protection of trees bylaw, in place since 1993, four trees a year can be removed without a permit on a property the size of the one on Kenworth Road and nothing can be cut down if the land is still under a development application. The company did not have a tree removal permit or tree management plan, which would have seen a qualified professional inspect the area for nesting sites and significant trees and ensure provincial wildlife act requirements were met. Damage has been done to the habitat, but it’s minimal, accord-

ing to Kevin Brydges, the city’s environmental enforcement officer, who says the most significant issue is the company removed trees without permits. “If they had left the site alone, got their permits – which included a development permit as well as a tree removal permit – and then went in and did what they did they probably would have been fine,” he said. “By going in before they had any permits in place they are outside of the bylaw or in contravention.” The report says the registered owner wanted to remove trees to show his client they were making progress and he believed he had permission from the city’s development approval planner to clear the site, but the city staff member denies giving the go-ahead. A municipal officer also couldn’t legalize an illegal act, the city’s investigation found. Odai Sirri, a spokesman for Maplewood Properties, says the company disagrees with the city’s assessment and will dispute the fine, which is now a judicial matter. The trees were not old growth, but “glamorized weeds” which were being removed to make room for native, high-value species, according to Sirri. “This was a breakdown of the communication process, pure and simple and I don’t believe we are responsible for that,” he said. The $10,000 fine is the third issued this year under the maintenance and protection of trees bylaw. There was a $10,500 issued for 4960 Songbird Pl. and an $11,325 fine levied at 3678 Reynolds Rd.

Bestwick withdraws from mayoral race Nanaimo city Coun. Bill Bestwick has bowed out of the running for mayor. Bestwick announced he will no longer seek the mayoral seat because of an unexpected change in his “life’s pursuit.” He says the opportunity will require more flexibility than he’d have as mayor and intends to run for a fourth term as city councillor. Despite uncertainty for the start of the school year due to the province-teachers’ labour dispute, the 2014 Stock the Lockers fundraising campaign kicked off Thursday. The Nanaimo-Ladysmith Schools Foundation launched its fifth annual campaign, which aims to raise $50,000 by Sept. 4 to help underprivileged children with school supplies and meals, even though the strike, which began in June, could drag into September. “[Stock the Lockers] goes on regardless,” said Erin van Steen, foundation executive director. “These kids are going to still come to school one day, I don’t know when that is, but they’ll be back to school and

we need to be ready for it.” Dot Neary, school board chairwoman, echoed van Steen’s sentiments and said it

school district. “We have a really high proportion of children that come from low income families that are either at or below the poverty line and for those families, often it’s a struggle just to keep a roof over their heads, put food on the table, provide the necessities, so school equipment and supplies are not necessarily a priority for them. “But for the children it’s a priority. They need or want to go to school with the same supplies that every other kid arrives with,” said Neary. Money raised also goes toward various fees, scholarships and bursaries. Plastic bags not accepted in recycling Plastic bags are no longer recycled at curbside. The City of Nanaimo stopped accepting plastic bags in May when the municipality became a contractor for Multi-Material B.C. The decision came after ongoing

problems in the sorting process where grocery bags and plastic wrappers became tangled in machinery. Residents are being encouraged to drop off bags, as well as other film plastics at recycling drop-off centres.

Marathons support disease research

With her father diagnosed with multiple sclerosis and her friend with lupus, Jacquelyn Janzen is taking it to the streets. The Black Creek native is in the process of running 12 marathons in 17 days, stopping in Nanaimo last Tuesday. It was her ninth marathon of her Embrace the Race tour to raise money for both the B.C. Lupus Society and Multiple Sclerosis Society of Canada.

A marathon is a distance of 42.2 kilometres. Despite running from Qualicum Beach to Nanaimo that day, her bones and joints were no worse for the wear. “I’ve had some blisters over the last couple of days, just with the heat they pop up pretty easily, but other than that, things are feeling good,” said Janzen. Her father received his diagnosis 12 years ago and her 24-year-old friend last year and the marathons are a way to encourage two people she cares for deeply. “It’s been a journey watching [my dad] learn to cope with MS and learning how to manage the symptoms that he has ... just watch-

ing [my friend] come to terms with the disease and learn how to cope with it and the different challenges that she’s overcome was my inspiration for doing this and raising money and awareness for these causes to help them get the support that they need,” Janzen said. People can donate to the two charitable organizations or cover the cost of the event and while she is planning to run in the Victoria Marathon in October, she will take some time off after the final tour stop in Victoria on Saturday. Some north Nanaimo residents were concerned to see ocean dumping in the Strait of Georgia this summer, but it’s actually just business as usual. Barges dumping material into the ocean are permitted to do so through Environment Canada’s Disposal at Sea program. Nanaimo resident Manly Price often watches the water, on the lookout for whales, but on a few occasions this summer he’s seen a barge off-loading material into the sea near Neck Point Park. “Sometimes it goes up in a black cloud,” he said. Price called the Department of Fisheries and Oceans and was surprised to learn the practice is permitted. According to Environment Canada, ocean-dumping permits have been granted since 1975 and are now regulated by the Canadian Environmental Protection Act. “Each permit is granted following a detailed assessment and sets conditions to protect the marine environment and human health,” said Danny Kingsberry, an Environment Canada spokesman, in an e-mail. According to an e-mail from another Environment Canada spokesman, Mark Johnson, permit holders “must follow specific mitigation measures which may include timing restrictions to ensure that other uses of the sea or ecological processes are not adversely impacted, for example, sensitive fishery periods.” Melinda Skeels, president of the Georgia Strait Alliance, offered an e-mailed statement, saying her environmental group is always concerned if potentially harmful materials are dumped in the ocean. “We do know that a healthy and protected marine environment is good for the economy and good for our communities,” Skeels said. Back to school long overdue

The provincial government is quite predictably getting some flak from the B.C. Teachers’ Federation and the NDP over a plan to pay parents of children (up to 12) $40 per day for each school day missed in September – if the BCTF strike is not settled by then. While the move is certainly political, it does recognize the fact that parents are hit hard by the teachers’ strike, through daycare and other costs. The government saves a boatload of money – millions a day – as a result of the strike. It is not unreasonable to share some of those savings with those who are paying extra money in day-to-day expenses as a result of this strike. It also should serve as a reminder to BCTF members that there will be no paycheques in September if the strike isn’t settled by then. Finance Minister Mike de Jong is right that it would do little good to legislate teachers back to work. There needs to be an actual agreement between the two sides, for their own good and for the good of students and parents. The bargaining system involving the two is in terrible shape, but hard negotiations could result in an agreement – if there is some genuine willingness on the part of both sides to do so. Teachers who are caught up in this dispute will have to carefully consider their actions over the next month or so. Many are already feeling the financial squeeze. Several weeks out of work in September will really hurt, particularly as they are not getting strike pay. Will they put pressure on the union to try and settle? The government holds almost all the cards. It will face no political pressure of any consequence, with an election three years away. Settlements with other unions will eventually force the BCTF to toe the line. The question is, how long will it take? And will kids pay the price again by losing instruction time this fall? It’s time to come to a firm decision on how to deal with the Colliery dams. Exploring multiple options is prudent and the topic of dam safety is not to be taken lightly but numerous reports have been done and a lot of money has been spent. There should be sufficient information out there to make some semblance of an informed decision. Whatever option ends up being utilized, mitigating the risk of dams won’t be cheap, overtopping or not. Furthermore, the process has been going on for a long time with no end seemingly in sight. Here’s hoping the city finally makes a dam decision, or rather, a decision about the dams, soon.

Re: Hilton seeks park lease for waterfront project, Aug. 14. For many years I lived in Burnaby and New Westminster, and what a difference in the way of caring for parkland. While living in New West, a small nearby park was twice decreased in the 1980s to enable road widening and I noticed some time ago that another small park was being attacked by alternative approval, a Huddle in ourtostore! process which seems be designed to raise the least interest possible amongst the citizens. with respect, not bullied. As for the $40 ‘bribe’ we have been offered, I think the government should take that money and shove it – right back where it belongs – in the classroom. Re: Farm changes a great leap forward, Opinion, Aug. 14. Tom Fletcher is confused about the Ministry of Agriculture’s consultation, which features a public survey. He mistakenly says it shows that changes in last spring’s Agricultural Land Reserve bill “have little or nothing to do with exclusions” of farmland from the ALR. That bill, which made exclusions easier in 90 per cent of the ALR Zone 2, is now law. It’s no longer a current focus, in contrast to the survey about ALR regulations, which is open till Aug. 22. The simple reason the survey doesn’t mention the bill or ALR exclusions is that they’re another matter. It’s also illogical for Fletcher to imply that those who wanted consultation on the previous matter would oppose the current consultation. If anything, many want more of it.

Re: Hilton seeks park lease for waterfront project, Aug. 14. I am horrified about the plans to change the waterfront walkway and Maffeo Sutton Park. It seems that Mayor John Ruttan doesn’t care about parkland and preservation whatsoever. It seems that as long as there is development and money on the table, the rest is all peanuts. Georgia Park is one of the most-used public spaces in Nanaimo, according to the patron counter. So why would we destroy something popular and loved by the public, to be replaced by something that can only be used by hotel guests? I agree that the old buildings adjacent to the park property are a little unsightly, but are we that

Artist discovers her niche on the road

When Donald Dunphy was a young boy he found a giant maple leaf that would alter his life forever. “In Cub Scouts they had a contest for who could find the biggest maple leaf and the smallest maple leaf. I picked out the biggest maple leaf and I won a prize, which was actually a magic kit,” Dunphy told the News Bulletin. “It was a neat little toy and it got me interested in magic. I started doing shows for my friends and that was kind of how I got started.” Since then Dunphy, a native of Cobble Hill, has enchanted thousands of people with his various tricks as a professional magican. On Friday (Aug. 22) Dunphy will be creating magic at the Harbourfront Library, as part of their Summer Reading Club Wrap-up Party. JOHNSON, Sara Karen, born April 29, 1939. Passed away peacefully atÂ NRGH August 06, 2014. Sara was born and raised in the Okanagan Valley, having spent most of her life in Oliver, Penticton and Kelowna. Predeceased by her parents, Tom andÂ Rhona Joynson. Sara is survived by her daughter Karen Robertson, her grandchildren; Tamsen, Becky, Mark, and Amy. Sara moved to the Island 1960 to take her Teachers training at Victoria College. She returned to Nanaimo in 2006 where she lived at Hecate Lodge. Throughout her life Sara loved her cats, drawing, painting, and reading. In recent years, she very much appreciated the care she received from the wonderful staff atÂ Malaspina Gardens. Sara was interred inÂ Townsite Cemetery, Nanaimo, B.C. at 10:00 A.M. t is with great sadness that we announce the passing of our dear husband, father and grandfather George Thomas Harvey after a courageous battle with cancer on August 12, 2014. Born on August 30, 1935 in Moose Jaw, Saskatchewan. George is survived by his loving wife Betty-Mae, son David (Tracy), daughter Jennifer Godley (Brian), grandchildren Jeff Godley, Amy Carss (Pat); brother Bob Harvey (Bess); sisters and brothers-in-law Catherine and Leo Gauder, and Colin and Vivian Cameron and numerous nieces and nephews. George was a well-respected machinist, apprenticing at Nanaimo Foundry. He was a very gifted craftsman and model railroader as well as First Harewood Cubmaster. Special thanks to Vivian and Bryon and Miriam Calverly for their loving support of George and our family as well as the Cancer Clinic, nurses and doctors of 5th floor NRGH and all staff at Wexford. TSN anchors Kate Beirness and Darren Dutchyshen broadcast live from Nanaimo’s Maffeo Sutton Park on Saturday as part of the Kraft Celebration Tour. A community barbecue that afternoon was followed by an episode of SportsCentre that was full of Nanaimo content.

The highlights of the night on SportsCentre included bathtub racing, rowing on Long Lake, the Bastion cannon and Nanaimo bars. TSN’s Kraft Celebration Tour rolled into town last week and aimed its TV cameras at the Harbour City. A seaside studio was set up at Maffeo Sutton Park and Kate Beirness and Darren Dutchyshen presented a live show Saturday afternoon. “It is just absolutely perfect here,” Dutchyshen told viewers across Canada. “It’s an idyllic Saturday. We’ve got the Pacific Ocean rippling in the background, a little bit of a breeze, the sun is out, the crowd is

great and we’re having a wonderful time.” Beirness agreed, saying, “We could not be more excited than to kick things off in Nanaimo, B.C.” Saturday’s SportsCentre wasn’t just the regular highlights – lots of local content was scattered throughout the show. TSN showed footage of Beirness and Dutchyshen visiting the Bastion, where they took the ALS Ice Bucket Challenge and were doused by Kool-Aid Man. The two anchors were also shown racing bathtubs at Nanoose Bay; Dutchyshen claimed to have won the race and compared the experience to “being in a washing machine on the rinse cycle.” On SportCentre, Nanaimo came across as a Harbour City. “This city is all about the

water, because it is their playground. That’s what they do here,” Dutchyshen said. “When you’ve got that for a backdrop, how can you not be out there?” TSN recognized Nanaimo rower and Paralympian Tony Theriault as a ‘local hero’ and also produced a piece on the community boathouse project at Long Lake’s Loudon Park featuring interviews with representatives from the Nanaimo Canoe and Kayak Club and the Nanaimo Rowing Club. Beirness and Dutchyshen signed off the broadcast by digging into a couple of plates of Nanaimo bars. “We can’t thank the people of Nanaimo enough for their hospitality over the last couple of days to not only ourselves, but to our entire crew,” Dutchyshen said. sports@nanaimobulletin.com

First Nations athletes help Team B.C. win most medals A dozen local athletes represented their First Nation, their city, their community and their province, and some were rewarded with gold, silver and bronze. Athletes from the Snuneymuxw and Snaw-Naw-As First Nations,

as well as other aboriginal athletes from Nanaimo, helped Team B.C. win the medal count last month at the North American Indigenous Games in Regina. “I believe that we all came here to celebrate our ancestry and skills in a healthy and positive

way,” said Colin Starblanket, a Games director. Sahara Tom helped her U19 fastball team win gold, as B.C. beat Wisconsin 10-0 in the goldmedal final, and Alison Sudlow was part of B.C.’s U16 goldmedal-winning fastball squad.

The Sun burned the Raiders again. The Okanagan Sun defeated the Vancouver Island Raiders 64-20 in B.C. Football Conference action on Saturday in Nanaimo at the newly refurbished Caledonia Park. The home team marched down the field and scored a touchdown on its first drive, but the visitors were in control from there, scoring 31 points in the second quarter as they built up to a blowout. The clock went to run time in the fourth quarter. “We didn’t execute,” said Brian Ridgeway, Raiders coach. “If we’re giving them plays and they’re taking them, props to them and the onus is on us to make plays.” The Sun were highly productive with both the run and the pass game, gaining 295 rushing yards and 411 passing yards. V.I. had 379 yards through the air and 47 on the ground. From the sideline, Ridgeway was seeing his Raiders making fundamental mistakes. He said players weren’t in the right position when they were in zone defence, and were taking their eyes off their assignments in man coverage. “Their intensity was good, I don’t know about their focus,” said the coach. “We’ve got to watch the film and see where the busts came from.” Liam O’Brien, Raiders quarterback, said when his team made a mistake, things “kind of barrel rolled.” He said football is such a game of momentum that it’s hard to get it back when it’s going the other way. “We should be able to fight back,” O’Brien said. “We would start to… It’s hard to explain.” Continued /25

Run for the Mountain has joggers limbering up Nanaimo runners should be getting stretched and ready for a lap around the lake. The ninth annual Run for the Mountain six-kilometre run/walk event is just a few weeks away, slated for Sept. 13 at 9 a.m. at Westwood Lake Park.

The race is a fundraiser for Nanaimo and Area Land Trust’s Mount Benson Wilderness Park. The mountain provides the backdrop for the race’s scenic lake setting. Race winners get more than just first-place accolades –

depending on their age divisions and gender, category winners will be celebrated as the King of Westwood, Queen of Westwood, Prince of Westwood, Princess of Westwood, Emperor of Westwood and Empress of Westwood. Runners can also put a team

The Nanaimo Acme Painting Timbermen senior B lacrosse team starts the national championships Monday by playing the feature game against the host Tri-City Bandits at 8:30 p.m. at Coquitlam’s Poirier Sports and Leisure Complex. Two Nanaimo Track and Field Club athletes represented their club well at the Hershey’s Track and Field Games in Pennsylvania earlier this month. Madison Heisterman placed second in the 800 metres with a time of 2:13.42 seconds, second only to Jocelyn Chau’s meet-record time of 2:12.10. Jayden Watson raced the 400 metres and placed sixth. The Nanaimo athletes had to earn qualifying times for their zone that included B.C., Alberta and the U.S. Pacific Northwest.
