From Courtenay to Cumberland, cougars have been spotted on the prowl, prompting warnings from conservation officers to keep an extra close eye when outside. Last week, reports of cougar sightings were recorded in various locations in Cumberland near the Trent River Main, behind Jumbo’s Cabin and Perseverance Creek, and in the area between Whites Bay and the chlorine shack. In Courtenay, a cougar has been spotted in the west area of the city off Lake Trail Road. Conservation Officer Gord Gudbranson said he received reports of an aggressive cougar on the bike trails in Cumberland last week which made a group of riders dismount in order to appear larger to scare the cat away. “It was displaying moderately aggressive threatening behaviour,” he explained, and added officers searched for the animal using cougar-tracking dogs. Gudbranson noted the level of food sources could be a reason behind the increased sightings, with rabbits, deer and the swamp nearby the trails. Mike Jones, who was visiting Cumberland from Squamish, told media he came across a cat Thursday morning when heading out for a ride on his mountain bike.

New TFWP fees a big blow to Mount Washington federal Employment Minister Jason Kenney had placed a temporary ban on restaurants that prevented them from accessing the program. He lifted the moratorium in June when he announced an overhaul of the program. Reforms included an increase to the Labour Market Impact Assessment fee from $275 to $1,000 for every temporary foreign worker position requested by an employer.

The first year, at $250, cost $7,500. But with the $1,000 increase in the past year, the bill jumps to $30,000. While the $250 could be justified for processing applications,

Council denies tax exemption on Comox Road leases

At its last meeting Aug. 5, Courtenay council denied the regional district a tax exemption on properties leased on Comox Road. In the previous two years, the district has received a 40 per cent exemption on two properties leased as office and meeting space. For 2015, it has applied for exemption on a third property leased for additional parking at 656 Comox Rd. A provision of an exemption for properties leased by the CVRD generally increases the tax load for Courtenay taxpayers and decreases the tax load for Comox, Cumberland, and Areas A, B and C, financial services director Tillie Manthey says in a report.

We don’t have enough existing people to fill those roles,” said Sharpe, noting only about 10 per cent of qualified people use their certification to teach. “Our gap is about 30 people. The issue is they don’t exist.” The mountain, therefore, needs to hire temporary foreign workers to fill holes. “We just don’t have enough people that have the certification to provide the skill that we need,” Sharpe said.

Hornby Islanders discover details of heroic relative at museum Scott Stanfield Record Staff

Bobby Waters was not quite 14 years old when he saved the life of a pilot whose aircraft had crashed and burned near the air force base in Comox in 1952. Two years later, former governor general of Canada Vincent Massey presented Bobby with the George Medal for bravery at a ceremony at the Jericho garrison in Vancouver. The story — which appears on a blog on the Comox Air Force Museum website — drew the attention of a few relatives of Bobby’s who recently paid the museum a visit. “We call it one of our museum moments,” volunteer Corrine Bainard said. Eileen Waters of Hornby Island remembers her late uncle as a funny, big-hearted guy who liked to entertain children by doing things like placing seaweed on his head. “He was always a very jolly man,” said Eileen’s daughter, Jenny Smith. “He told the best jokes.” Despite her uncle’s young age, Eileen said Bobby was quick to take action when the Lancaster aircraft crashed while returning from a practice flight on Nov. 24, 1952. “He put the rest of the people into action — like what they teach in first aid,” she said.

Photo Submitted After summoning assistance, a citation states that Bobby fought his way through heavy bush and swam in order to reach the flaming aircraft. Upon reaching the wreckage, he noticed the pilot trapped inside. Despite the heat

and danger of an explosion, he entered the burning aircraft, and dragged the dazed and injured occupant to safety. “This young lad’s courageous actions under the most dangerous and harassing circumstances

was undoubtedly responsible for saving the life of the pilot,” the document states. Waters, who was born in 1939, grew up near the base. He worked as a longshoreman and as a crane operator. He lived for a time in

Toronto but “came back quickly,” said Eileen, recalling her uncle was an avid skeet shooter who raised hounds. He was married with a daughter, Lalani. After Bobby passed away in 2007, his widow, Anne — now a Chemainus resident — donated his medal to the museum. He was the youngest person ever awarded the George Medal, which at the time was the secondhighest award for bravery that could be bestowed on a citizen of a British Commonwealth nation. As chance would have it, the museum contains a second story about another Waters — of no relation to Bobby — who was also awarded a George Medal for helping save the life of a pilot who had crashed. Master Corp. Harry John Waters was nearby when a Royal Canadian Air Force Sabre jet crashed and burst into flames on an airbase in Marville, France, July 21, 1955. Disregarding his safety, he rushed into the flames to assist the semi-conscious pilot, who had a broken back. Like Anne, Marie Waters also donated her late husband’s medal to the museum. The Comox Air Force Museum is rife with history of heroes. The museum, located at 19 Wing, right at the end of Ryan Road, is open Tuesday through Sunday, 10 a.m. - 4 p.m.

Cougars: Know what to do in case of encounter Continued from A1 “(I was heading) towards the chlorine shack and I looked down the road and I saw this large beast with maybe a five-foot thick tail … and it kind of looked over its shoulders and saw me and went into the bushes, and off I went the other way right back to the bike shop.” Jones explained although he’s lived in Squamish for some time, he has never encountered a cougar. “I’ve been mountain biking for about 25 years. So seeing one today was a bit spooky and I decided it wasn’t worth it going out there by myself.”

Jones said the fact the cougar was allowing itself to be seen in populated areas was enough to spook him, and he retuned to join other bikers to head out to the trails together. Gudbranson noted if the aggressive cougar is found, officers would not be able to relocate the animal due to the active aggressive behaviour displayed towards people. “It’s always a balance that you have to consider the risk to public safety,” he explained. “When (cougars) are past that point in their behaviour, it’s not acceptable.” He said anyone planning to use the trails or spend time outdoors be

familiar with knowledge of what to do if they encounter a cougar. He suggests making noise, and if approached by a cougar, to maintain eye contact, stand square to the animal, pick up small pets and children, try to appear larger and never turn away or run. If the animal begins to display aggressive behaviour, throw rocks or sticks. He said signs have been placed at certain trailheads warning of potential cougars in the area, and encourages anyone who spots a cougar to call conservation at 1-877-952-7277, as calls will aid with patrols of the area. photos@comoxvalleyrecord.com

and regulations of the modernized act, which authorizes the possibility of unlocking funds transferred from pension plans. “There has to be extenuating circumstances,” federal Minister of State for Finance Kevin Sorenson said during a tour of the Comox Valley. “The trouble is, pension plans are put in place so that they have security and a dignified retirement in the long-term. When you take access of a pension fund, it can cause grief.” While seniors are living longer, Sorenson said pension funds are not stretching as far as people might wish. Caution is exercised with early access of funds, but he said it can be done. He notes many pensions are provincially regulated, though about 1,200 fall under federal jurisdiction, including Crown corporations. “Those we’re watching,” Sorenson said, noting pensions have taken a hit in the wake of a global economic downturn. “There’s lots of issues around pensions right now, but our government is looking for ways to help retirees have a more dignified retirement. That’s why we brought forward the tax-free savings account, that’s why we’ve brought forward new ideas like the PooledRegistered Pension Plan (PRPP) — looking for ways that Canadians can help save earlier and longer, and have more in their retirement years.”

Complete Streets candidates picked Scott Stanfield Record Staff

A consultant has identified two stretches of Courtenay roads as Complete Streets candidates, referring to safe access for all ages, abilities and modes of travel. According to surveys conducted by Morrison Hershfield, Fitzgerald Avenue from Fifth Street to Cumberland Road and Fifth Street from Menzies Avenue to Fitzgerald are priority projects. The 225-metre stretch on Fitzger-

ald would cost an estimated $510,000 while the 530-metre stretch on Fifth would run about $980,000. Staff recommends construction of a pilot be deferred to 2015. The project evaluation was part of a final report on the 25 Year Vision for Multi-Modal Transportation, presented Aug. 5 at Courtenay council. The goal of the report is to identify a transportation strategy concerning road and underground assets. Jennifer Armstrong of Morrison Hershfield said 75 per

cent of respondents to 814 surveys indicate they are satisfied with vehicle travel in Courtenay. Surveys also indicate a desire to improve ability to bike, walk and take transit, and to fix congestion at river crossings. Eleventh Street received the highest ranking for a future river crossing in the city, though the street would first need to be upgraded to collector status. Coun. Starr Winchester questioned why a third crossing would not be considered

further south. Armstrong said 11th would be effective at reducing traffic congestion while a crossing at 29th would yield a decrease to overall travel time. But the latter loses out because it would be more than twice the expense. Environmental impacts are also detrimental. Council directed staff to provide a further report to examine financial implications and an estimated schedule to deliver a Complete Streets pilot project.

Submitted Peter Schwarzhoff’s name will be on the ballot for the next federal election as the Liberal candidate for North Island-Powell River. He was selected by Liberal Party of Canada riding members on Thursday, July 24 to lead them in the 2015 campaign. A long-time Liberal member, Schwarzhoff is a meteorologist and air quality scientist who recently retired after 30 years with Environment Canada. His work placed him in the forefront of the effort to protect Canadians from extreme weather and air pollution hazards which he believes has made him a strong advocate for a balanced approach to economic development and environmental protection. “I believe it’s time for a change in federal government and a return to Liberal policies that will balance the economy with environmental safeguards and respect all people,” Schwarzhoff said after his nomination. “With my background in government, business and the military, I feel well suited to be this riding’s next MP and to

serve in Ottawa.” As an officer with Royal Canadian Air force, Schwarzhoff served in Germany during the early 1990s. Reaching the rank of captain, he has a deep appreciation for the women and men in uniform who serve their country. “The code of ‘Duty, Honour, Country’ is not just lip service to me,” he explained. “I live this belief and expect politicians to serve the people with the same conviction.” Schwarzhoff has experience in the private sector as a professional photographer and appreciates the stress of the marketplace in making a profitable living. Raised in Campbell River, he has recently returned to his hometown. He is an active member of his community serving as a director of Campbell River and District Association for Community Living and also as a director of

Are you tired of feeling saggy, lumpy, pinched or strained? Well you’re not alone. As you’ve probably seen on Oprah or read in women’s magazines, over 80 per cent of all women wear the wrong size bra. Here’s where Barb Chapman, the Bra Lady, comes in.

Baird, Black and White Trio to play Studio Live The Baird, Black and White Trio, with Roger Baird on drums and featuring stellar pianist Miles Black and bassist par excellence Scott White, will perform at Studio Live, 2679 Beaufort Ave. in Cumberland on Saturday, Aug. 23. The trio is a melding of three of Canada’s most creative musical minds. The musicians take inspiration from a multitude of influences and use their improvisatory skills to create a unique musical tapestry. Baird has performed and recorded around the world in a career that spans 40 years. He was active in the ‘70s New York Loft scene. During the late-1980s and ’90s he performed and recorded as sideman and bandleader with some of the world’s most adventurous musicians, including Marilyn Crispell, Glenn Spearman, Walter Wierbos, Dr. Umezu and Lisle Ellis. His melodic style of drumming brings a fresh vision to the instrument. Black’s playing has been compared to the likes of piano greats Keith Jarrett and Brad Mehldau. His performance is melodic, creative and spellbinding. The list of jazz greats he has played or recorded with includes Maynard Ferguson and Harry “Sweets” Edison, among others. This is a rare opportunity to see Miles play in an environment where his creativity and musicality shine in a new light. White left Canada to become the musical director, bandleader and bass player for Berlin’s Cirque du Soleil. A gifted bassist, Scott is entertaining to hear and watch. His sound pal-

In that time they have released their debut EP, Paper Cage, which received much attention from radio stations and blogs including Ryan Seacrest’s website. Individually Helen And Paul’s music has had hundreds of placements on TV shows, ads and movies, and now their collaborative efforts can be heard on commercials including IKEA, MTV and network TV channels. They recently won first place in the International Songwriting Competition and also won the Song of the Year, the top prize in the John Lennon Songwriting Contest. This August will be the first time they play live. They will be joined by Helen’s daughter Daisy on fiddle and vocals, and by Paul’s brother Brian on drums, making it quite the family affair. Opening will be Comox Valley’s own songbird and singer/ songwriter, PK Tessman. Their main show will be at the Filberg Park and Lodge on the new Comox Rotary stage on Sunday, Aug. 24 from 4 - 6 p.m. as an extra add-on to the concert series. Bearclaw Invitation at Mt. Washington Submitted Mountain biking legend and Island local Darren Berrecloth will be hosting the world’s best freeride mountain bikers once again this August 22-23 at Mount Washington Alpine Resort. The Bearclaw Invitational, Berrecloth’s signature slopestyle comp, is renowned for its laid back Island vibe. In this seventh edition of the event, the ante gets raised significantly with its inclusion in the Freeride Mountain Bike (FMB) Diamond Series. The series features five stops across the globe and showcases the top freeride mountain bikers on the planet who are all vying for the coveted FMB World Champion title. “I think the riders will have more focus and will be competing at a higher level than we’re used to seeing at the Invitational,” explains Berrecloth. “We’re the third event on a five-event tour so the points at my comp will contribute significantly towards the overall world tour

rankings.” The slopestyle course, which Berrecloth personally built, is already considered a masterpiece. It features large wooden structures, massive dirt jumps and flow that only a rider-built course can obtain. But true to form, Berrecloth has once again made significant tweaks in his search for course-design perfection. “I’ve given the step-up, step-down feature a face-lift and anybody who knows the course from the previous year or two will see the new work that’s gone into it

for this year’s event.” On top of valuable FMB World Tour points, riders will be competing for a $30,000 prize purse. Pro qualifiers and seeding will be taking place Friday Aug. 22 at 5 p.m. The Pro finals will be taking place on Saturday Aug. 23 at 1 p.m. For the uninitiated, Slopestyle mountain biking is at the cutting edge of the sport of mountain biking. He was a Lieutenant Commander in the Royal Navy and a member of the Naval Club – RNVR Officers Association. Later he worked for the Alberta Government as a civil servant and for Esso. September 23, 1941 – August 7, 2014 With heavy hearts and great sadness we announce the passing of Barb (Aunt Bud) after an 8 month battle with Cancer. Predeceased by daughter Charlene (1979) and just 5 short weeks ago her son David. Survived by husband of 56 years Kenneth, son Ken (Brenda), daughters Shirley and Sheila, granddaughters Tabitha (Mo), Samantha (James), Caitlin, grandson Cole (Brooke), great grandsons Zia and Jaya. Barb was known for her tiny but tuff stature, quick wit and mostly her huge heart, full of kindness and compassion for all who came into her life. She was born in Sault Saint Marie Ontario, raised in Hope BC, moved to Holberg in 1962, then to Squamish BC (1972) to raise their family and finally to reside in the Comox Valley. A service will be held Aug 23, 2014 at 2 pm, at 4714 Muir Road Valley Vista Estate Clubhouse. Snacks and refreshments will be available.

September 24, 1969 August 9, 2014 It is with much sadness that we announce the passing of our dear Susan, taken from us at the young age of 44. After a long battle with cancer, she passed peacefully surrounded by family in Campbell River on the morning of the 9th. Susan was born in Comox B.C. on September 24th, 1969 to Diana and Gordon Waterman. Susan grew up in Gold River, then went on to Douglas College in Vancouver where she earned her Registered Psychiatric Nurse designation. Susan enjoyed her career, most of it spent with the great team at St. Joseph's Psychiatry in Comox. She was an avid birdie hunter, hitting the badminton courts a few times a week. Susan also loved gardening, camping and watching her daughters play hockey and never hesitated to give a referee an earful if she thought her girls had been wronged. She is survived by her loving husband Sean Cramb, daughters Miaya and Sarah Cramb, parents Gordon and Diana Waterman, sister Lisa (Dave) Latham, grandmother Margaret Rutledge, mother and father-in-law Helen and Ken Cramb, brothersin-law Pat (Kim) and Kelly (Janice), as well as many uncles, aunts, cousins, nieces and nephews. A memorial service is being planned for September and details will be forthcoming.

Ray Wesley (Wes) Piercy Born August 11, 1931 - Died August 11, 2014 It is with great sadness we announce the sudden death of Wes Piercy on his 83rd Birthday. He had an aneurysm in his abdomen which ruptured and took his life. He lived his entire life on Denman Island. He started farming at the age of 14 with his Dad and continued farming until his death. He attended school on Denman Island and in Comox. Wes enjoyed his life, his family, his cows, farming and his beloved wife Tricia. He will be greatly missed by many. Wes was predeceased by his daughter Kathryn. Wes is survived by his loving wife Tricia, son Gordon (Jackie) Piket, daughter Kathleen (Art) Grieder, son Ken Piercy, daughter Karen (Dan) Annand, son Tom (Sonia) Piket, daughter Gina (Channing) Swatez, daughter Annette (Geoff) Ballantyne, son Gary Piercy, brother George Piercy, brother-in-law Bill (Bev)Walton, 18 grandchildren and 19 great grandchildren. Lazo cadet earns ‘most improved’ honours

Submitted METCHOSIN, B.C. – Air cadet Matthew Fitzpatrick from 386 “Komox” Squadron in Lazo in received a Most Improved Cadet award on Aug. 15 in Metchosin, a rural community outside Victoria. The 16-year old completed the Basic Drill and Ceremonial Course at Albert Head Cadet Summer Training Centre (CSTC). Over the past three weeks, the cadets – the majority between 13 and 15 - learned to work together as a team, how to take a leadership role among their peers, and have been introduced to various aspects of drill and ceremony that they can take with them to their home units. “I am very proud of Cadet Fitzpatrick,” said Warrant Officer, 1st Class Samuel Collins, 386 Squadron’s top cadet, who was also coincidentally at Albert Head, able to oversee Matthew’s development as well as help whenever possible. “I am confident he could be top cadet at the next cadet camp he attends.” Matthew and 267 other cadets graduated on Aug. 15 during the provincial air cadet summer camp’s final graduation ceremony. Graduating cadets completed courses in areas such as music, drill instruction, aviation technology and aerospace, sports and fitness, and survival. Twenty cadets from 386 Squadron completed courses at Albert Head this summer, of which Matthew was

the only award recipient. Between July 7 and Aug 15, 910 cadets completed courses at Albert Head, while 79 senior cadets and 68 adults provide supervision and instruction. Air Cadets selected for the courses and as staff come from the 58 Royal Canadian Air Cadet Squadrons located throughout B.C. There are 3,600 air cadets in B.C.

Free swimmimg lessons offered Submitted The Comox Valley Regional District (CVRD) is offering free summer swim lessons at the Comox Valley sports centre August 25 - 28. The sessions are offered at no charge and are four days long, with over 70 classes scheduled. Classes are suited for everyone from toddlers to seniors. “The free swim lessons will be taught by Red Cross water safety instructors-in-training and super-

vised by certified instructor trainers and CVRD’s aquatic staff,” said CVRD’s manager of recreation services, Jennifer Zbinden. “This is a great opportunity to get into the water and have fun learning new swimming and water safety skills.” Pre-registration is required as space is limited. Registration can be done in person at the CVRD’s sports centre during regular business hours or over the phone at 3349622 ext. 2.

We can learn from Robin’s death

ew celebrity deaths have rocked the world with any more fierceness than the reported suicide of Robin Williams last week. From mainstream, national newscasts, to social media, the shock, dismay and sadness expressed following the announcement of his death was the kind of outpouring usually reserved for a beloved world leader. (Princess Diana’s death comes to mind.) Undoubtedly, the circumstances surrounding Robin Williams’ death had a lot to do with the reaction. We can only hope that something good comes of it. The death of Robin Williams has brought the issue of mental illness and depression to the forefront in an unprecedented fashion. There is so much to learn about mental illness, and so many stigmas that must be pushed aside. The number of posts on social media that included the words “I don’t understand” is a reflection of the illness. There is so much that not only the layman, but the world’s top physicians don’t understand about mental illness and depression, that addressing the issue at times appears overwhelming. One struggle is addressing the symptoms. Sometimes they are so well hidden by the victim that even his or her closest relatives do not suspect a thing (although this was not the case with Williams). But the biggest struggle is addressing the stigmas. As a society, we tend to shy away from the whole ordeal. We empathize with someone who has a broken leg, or broken arm, but what about those with a broken brain? Sadly, far too often, we make fun of them. “He’s crazy.” “Don’t make eye contact.” “Nutbar.” Sound familiar? Most of us have said it, or thought it, about someone suffering a mental illness. Before we can start addressing the illness, we must start taking it seriously. Robin Williams was not the first celebrity to take his own life, and unfortunately, he won’t be the last. But if the pain expressed by his millions of fans leads us to better funding, studying and ultimately understanding mental illness, then his death will not have been in vain. The world turned a little less funny on August 11, 2014. Rest in peace, Robin Williams. – Black Press

people who lack mobility in their bodies for one reason or another. They live most of their lives in a wheelchair or scooter. But, you know what? They get on with their lives. They go to university, get graduate degrees, travel, write and make babies. Hell, I’ve even heard one or two of them swear on occasion. In other words, they are just like you and me. Still, there’s something glaringly different about them too. They are obviously challenged, but maybe not so much by their own limitations. They are more greatly challenged by our attitudes towards them. I got a taste of what they face every day in a sense, but I never faced the rejection they often get. What they all report to me is how tedious and humiliating it is when people treat them as nonpersons, avoid them or dismiss them. It doesn’t have to be that way. We can learn to treat them with the respect they deserve. Next time you see someone in a wheelchair in a shop lineup, talk to them. You may learn that they are actually mobile in ways you never dreamed of. And if you run into me, please don’t pat me on the back.

Why did Robin Williams choose to end his life? Dear editor, A lot of people must have thought this when they heard or read the announcement of the death of Robin Williams. Robin’s last act showed to all of us how crucial self-esteem is. None of us have the strength to fight our own battles alone. Those who seemingly do often

receive this needed strength from an outside source. “Why did he choose to die this way?” is a cry we are able to use on a daily basis. With his death in mind it should remind us that any person we come in contact with might benefit from a smile or a friendly word and with this little effort we might encour-

age others to do likewise. If all of us who are touched with this tragedy would demonstrate an increase of our concern for others, Robin’s last act could have a greater influence for good than any of his exceptionally skillful acting or comedy endeavours. Ary Sala Fanny Bay

Mount Polley nothing more than a typical mudslide Dear Editor, I fail to understand why special interest groups continue to sensationalize the Mount Polley mine incident. Yes, a dam failed and thousands of litres of water and mud knocked out a swath of trees and deposited them into Polley Lake. However, the water was not toxic as many claim and, from my understanding, the mixture contains minimal amounts of

Scientists also continue to confirm that arsenic, mercury and lead levels fall well below the maximum allowable limits for drinking water. Today, people are once again watching fish jump in the lake and can drink the water, and there is every reason to expect that in a year natural vegeta-

tion re-growth will render the incident almost undetectable. Yes, we need to find out why this happened and do what we can to ensure that it does not happen again. But I am not going to let all the “anti-everything” alarmists out there continue to suggest that we shut down an industry so many families rely on. Instead, let’s make it better. Rita’s Stitching Studio is a one-of-a kind space in Courtenay, B.C. focused on providing high-quality service and customer satisfaction. Since graduating from UBC in 1983 with a Bachelor of Home Economics and later a Master in Educational Leadership, Rita has worked with students varying in age from 10-65. She decided to pass on her passion for clothing construction and design by starting “Rita’s Stitching Studio” in her home, as a part-time venture.

CLASSES & WORKSHOPS: Sewing classes and workshops are offered for all experience levels beginning with no experience and up to custom designing, in a friendly, supportive environment.
