Plans for a five-lot residential subdivision in Sidney are back to square one after town councillors said they felt they were misled on the level of support for the project. Councillor Kenny Podmore said at council’s regular meeting August 11 that council was misled on local confidence in a proposal for five high density residential lots on Brethourpark Way. “Initial reports stated most neighbours supported this,” he said. “Council was Kenny Podmore given the wrong information on this.” Podmore added it appears this is not the case, in light of a series of presentations on Monday night to council from concerned residents who live next to the property in question in the Greenglade area. Military smoke marker found by dog walker in Central Saanich CENTRAL SAANICH — A resident out walking her dog in Central Saanich found a missing military smoke marker that had fallen from a helicopter on July 28. Central Saanich Police Service Deputy Chief Constable Les Sylven reported on Aug. 11 the resident was walking in an isolated area near Danica Place when she discovered a

Tip of the Peninsula Sidney cadets graduate today

ALBERT HEAD — Nine members of 676 Air Cadets Squadron out of Sidney will be graduating and some will be receiving awards today, among the many cadets completing courses at Albert Head this summer. There are approximately 70 air cadets with 676 Squadron in Sidney. Squadron Commanding Officer, Major Allan Thompson, will be attending. Cadets from Sidney, Langford and Victoria attending the Air Cadet Summer Training Centre — which has seen around 1,000 cadets there between July 7 and August 15 — also raised more than $1,000 for the United Way. — Submitted

Park music limits on hold Decision delayed on amplified music in Beacon Park Steven Heywood News staff

Organizers of some of Sidney’s favourite events in Beacon Park have until the fall to convince residents of the Pier building and hotel that infrequent noise is a good thing. Sidney council on Monday tabled plans to revise the park use policy to limit the use of amplified music during weekdays. Councillors put off any decision until the fall, potentially making it an election issue. The Town’s audit and finance committee, made up of councillors, recommended that the park use policy be amended to ban amplified music on weekdays (Monday to Friday), other than on statu-

tory holidays or without prior council approval. The change would also have had limited musical performances to an 8:30 p.m. end time during the week, again unless varied by prior council approval. Town staff stated they had received complaints by a small number of people at the Pier Hotel building, regarding loud music. They also pointed out those owners purchased their units knowing the park was there and what it is used for. The proposed changes to the policy did not sit well with members of the Peninsula Celebrations Society, operators of such events as the Sail Past and Sidney Days events in the park. Susan Simosko, chair of the Sidney Event Advisory Group, said the change would work contrary to the goals of the Group and others striving for a more vibrant downtown. “I want each event judged on its own merits,” she said, encouraging council maintain the existing policy and measure

Victoria Airport recognized for low per-passenger cost

NORTH SAANICH—Victoria International Airport has been recognized for its low perpassenger cost. The recognition came from the Air Transport Research Society in a 2014 report of 12 Canadian airports. The report also found the airport generated the highest percentage of its total revenue from non-aviation related revenue, deriving it from restaurants, retail and land rents.

Sheilah Fea, president of the Peninsula Celebrations Society, said the change would also affect their events on the waterfront. “If we concede to these demands,” she stated, “what’s next? It keeps adding on. How much do we cater to such a negative response? “We have to say no.” Mayor Larry Cross said council has to try to achieve a balance between local events and the wishes of residents, hence the suggested park use policy changes. Councillor Kenny Podmore said there was never any question of hindering local events — many of which occur on weekends. He added the change would have given council grace to allow different events at its discretion. Council voted unanimously to table the matter until the fall.

Hennigar said that donation gives a couple of teams the opportunity to use a head start once they’ve sized up the competition. They can only use it once, though. Bed Races on Beacon is a fundraiser for Rest Haven’s palliative care program. Hennigar said they money will be used to train their nurses and volunteers in end-of-life care and hospice. Eduction is offered through the Saanich Peninsula Hospital and comes with a cost. “For nurses, the program can help give them the ability to better work with residents and their families, to be able to provide the best care and support possible,” Hennigar said. For volunteers, the education offers tremendous insight into how to talk to and support people in palliative care. “This is a difficult time for many people. The program gives staff and volunteers knowledge of what to say and do and contribute in a better way.” She said the bed races idea is seen as the flip side to all this — to raise money for a serious program in a fun way and allow people, including a Rest Haven team (The Runaway

A report from August 6 included a map of 31 neighbouring properties to the site, which under the proposal from Tara Cumming of Cumming Design, proposed to turn three lots into five. Of those neighbouring properties, 21 had indicated support for the plan to the applicant back in December, 2013. Since then, 19 properties (or 31 people) had signed a petition in July against the proposal. Most concerns centre around increased traffic, a lack of parking and safety issues. “It’s my feeling,” continued Podmore, “that the application be denied tonight.” Five people living near the proposed subdivision addressed council Monday, all opposing the project. “There’s no urgency for this,” said Jean Winn. “I feel this development is excessive, with a density that seems to be extravagant.” Scott Garnett added he feels five more houses in a small space would make the area unsafe — especially since there are no sidewalks in the area. The Town’s advisory planning commission recommended the project be redesigned to address traffic and parking concerns. The applicant had sought an official community plan and zoning amend-

Riding for life

aking a statement is something Black Press reporter Arnold Lim is used to, in terms of his photography and videography and more recently, with his

writing. Over the past couple of years, Lim has taken on new ways of demonstrating his thoughts and feelings on certain issues. Primarily, they’ve involved climbing on a bike and pedalling hundreds of kilometres, to raise funds and tell the stories of the challenges, hopes, fears and dreams of people battling life-threatening diseases and those who support them. This summer, he committed a week of his time away from his family and his job – as did 11 other Greater Victorians – to ride the ALS Cycle of Hope between Kamloops and Keremeos. That commitment to charity is not taken lightly by those of us in the media who often attempt to rally community support through stories and photographs. Lim’s regular blog posts from this year’s ride (find them at bit.ly/1oKlDgu) have touched many a reader and strike at the heart of the painful, frustrating journey that is ALS. He has kept a photographic record of the ride and its poignant moments on his Facebook page and left a permanent record for subsequent rides. Diving in headfirst to such an initiative isn’t new for Lim. Last year, he was Black Press’ media rider on the Cops for Cancer Tour de Rock, a dedicated team of peace officers and a few others who train through the summer then ride the length of Vancouver Island come September, inspiring fundraising efforts in support of pediatric cancer patients. As a parent with young children, Lim knows the importance of family and isn’t afraid to demonstrate that understanding. We applaud his heart and his willingness to literally go the extra mile to support others facing devastating life circumstances. And with the 2014 Cycle of Hope now completed, we congratulate the team riders for a job well done. In a perfect world there would be no need for such projects. Since there is, we’re glad people like these folks are willing to take very public actions to support others in a time of need.

Charities registered under the Income Tax Act are granted the privilege of providing tax deduction receipts to their donors. In 2012, $14.24 billion dollars was tax receipted from approximately 86,000 charities. It is CRA’s duty to ensure this money is used for charitable purposes. The government has an obligation to

taxpayers to manage this foregone tax revenue responsibly in the interest of all Canadians. Registered charities are required by law to have exclusively charitable purposes. Provided a charity devotes substantially all of its resources to charitable purposes, it may also devote up to 10 per cent of resources to political activities that are nonpartisan in nature and connected and subordinate to the charity’s purposes. The CRA is guided by the Income Tax Act and common law in applying the rules related to registered charities and their political activity. Budget 2012 provided additional resources to the CRA to increase transparency and reporting obligations for charities. So far, the CRA has undertaken audits of more than 50 charities representing a cross-section of the sector. Throughout these audits, the CRA follows an education-first approach and uses the full range of tools at its disposal, including education letters and compliance agreements, to achieve compliance. Regarding suggestions that the CRA is refusing to provide the names of the charities being audited, in fact the law prohibits the CRA from releasing this information. Moreover, disclosing details of how audit files are selected would compromise the effectiveness of the entire compliance regime. I have absolute confidence in

The discipline and dedication he learned as a world-class springboard and platform diver are skills Wegadesk Gorup-Paul is putting towards his new-found passion for art. The Victoria artist is part of the First Nations, Inuit and Metis Art Show at the Mary Winspear Centre in Sidney, on now to Sept. 4. Gorup-Paul’s roots lie with the Mik’maq nation in Nova Scotia. At an early age, however, his family moved to the west coast, where he has lived since the age of 10. At 11, he became involved in sports — specifically, high diving. He was a national champion, set a Canadian record and won an Aboriginal Achievement Award in 2007. His involvement in sport and in aboriginal communities set him apart among his peers. During that career in sport, he said he experienced some personal trauma. When the career ended, his healing journey began and he sought out good habits to help break his bad ones. That led him to art. “I’ve been on a roll, picking up good habits,” explained the former Reynolds High School student. “It’s easy to fall into bad habits but by getting into art, I’ve been able to move past some of those modern influences.” Last year, he said

Getting the whole family behind the wheel for fun British Columbians start driving at an early age. We can barely walk on two feet before many of us are pushing replica models over the carpet at home, complete with self-generated engine sound effects. Then it’s dodgem cars at the fun fair or pedal cars like those that youngsters will be revving up at the 2014 Vancouver Island Motor Gathering on Sunday at the Viscount Aero Centre, at 9800 McDonald Park Road, in Sidney. Dodgem cars are not the recommended way to learn how to drive as the intent is to ram into as many others as possible! Despite the moniker, that’s what I found to be the aim when I got behind the wheel of what were called bumper cars back in the 1960s. However, the pedal cars from the Tom Thumb Safety Program teach traffic and pedestrian safety to children from five to eight years old and thus intro-

duces hundreds of kids every year to the joys of being at the wheel. Of course, the annual Vancouver Island event, presented by the German Auto Import Network (GAIN) is not Dodgem just for kids. It promises cars are not the four-wheel fun for the entire family and raises recommended way money for the Children’s to learn how to Health Foundation of drive. Splish, splash diesel dash to ride a wave Summer. What a wonderful time of year, heading out on the open road with family. Okay, it isn’t all fun and games, especially with 11-year-old and nine-year-old boys bickering in the back seat, but for the most part it can be enjoyable. For the first time I recently decided to take a road trip to one of my many car-related events. Usually I fly to a vehicle launch, but this time I thought I would take some extra time, and the family, on the road from Vancouver to Portland, Oregon. While I attended the 2015 Dodge Challenger event at the Portland International Raceway, my family could take in some of the local sites.

I checked in throughout the day and the comments were universal. “This is the best waterpark ever!” As I wrapped up the day at the track, I did get a frantic call from my wife “The Jeep has lost power, I can’t drive over 30 mph, what should I do?” The gang at Chrysler jumped to attention and before I knew it, I was on the road with another Jeep Diesel and being accompanied by two PR reps in a 2015 Challenger. From the track to my stranded family took over an hour; in total they sat at a Shell station for two hours waiting. To pass the time, the kids ate what they wanted from the Shell convenience store and taking “selfies” seemed to do the trick. Once we arrived, we realized a Dodge dealership was literally five minutes up the road!

Day Four

With a belly full of Voodoo Doughnuts, including Double Bubble flavour, fruit loops, coco puffs and good old chocolate, we were ready to go. It took a while for our repaired Jeep to arrive so on we went to sample more tax-free shopping and some of Portland’s

Grand Cherokee is solid in heavy rain, on highway many food trucks. When the Jeep did arrive, it turns out the Diesel went into “limpmode,” enabling the driver to get to the next dealership. The fix was a simple computer program flash, which took no time at all. Regardless, we were on the road, heading to Seattle for some underground fun.

Day Five

After a great night in Seattle, we woke up to rain, lots of rain, so we went underground to visit the old, hidden city of Seattle. These tours take visitors on a walk through the ruins of Seattle after the massive fire of 1886 and the rebuilding that took place. Seattle is built on top of the old city; there are tunnels and abandoned sections of buildings there to explore. Time to head home. The Grand Cherokee never set another wheel wrong; it was fantastic in the heavy rain and very solid on the highway. After 1,300 plus kilometres behind the wheel, I averaged 8.5L/100km.

Greater Victoria’s tourism status means more and more visitors looking for First Nations art, says Virgil Sampson. Sampson is an artist involved in the annual First Nations, Inuit and Metis Art Show at Sidney’s Mary Winspear Centre this month. It runs to Sept. 4. “People from all over the planet come here and our style is in even more demand,” he said. That desire for the art of local aboriginal cultures, he continued, means people are always looking for something new. “I find, as an artist, that after a while people are always wanting something new from you.” His own work is a modern take on the important cultural images found among the First Nations on the west coast. “A lot of the work I do, bear paws, eagles and orca, are iconic images that our people have been doing since before European contact.” Sampson said he adds modern colours and his own imagination into the mix with traditional symbols. The annual First Nations, Inuit and Metis Art Show, he added, is also a sale. Almost everything on the walls at the show in the Mary Winspear Centre is for sale and features the work of a variety of artists and cultures.

When selling a house, it’s all about keeping up appearances. Organizing the clutter, rearranging the furniture and hiding the pets, all to create the illusion of a perfect home. First impressions are key, according to Robin Lewis, real estate agent at DFH Real Estate Ltd. in Sidney. If a house needs staging, she advises hiring a professional. While a messy house is not desirable, neither is an empty one, said Lewis. “When there is no furniture, it looks smaller.” People find it hard to imagine their bed fitting into a bedroom, for example, if the room is completely empty, said Lewis, adding she will bring in a blow-up bed if needed. Steven Klipper, real estate agent at Royal Le Page By the Sea in Sidney, said it is also important to depersonalize your home before showing it off. “Then buyers can see themselves in the place instead of the previous owner,” said Klipper. This includes keeping pets out of the house when showing it to potential buyers, and also putting away any traces of animals, such as dog food and water dishes. “Some people may be allergic [to pets], said Klipper. “It is a potential turnoff.”

Construction is well under way at the Dunmora Estates in Central Saanich, a project developed by The Marker Group and its owner Grant Rogers. He added that properly staged and well-presented homes usually sell faster and for more money. The outside esthetics of a home is equally as important as the inside of the house, said Lewis. “People tend to do a drive-by first,” said Lewis. If the yard is a mess, it will be more difficult to get the potential buyer into the home. It is always best for the home-

owner not to be in the home when potential buyers are looking at it, said Lewis, because it is difficult for the buyer to talk openly. For example, the buyer may not feel comfortable bringing up parts of the house they do not like if the owner is there, for fear of hurting their feelings. “Having a middle man makes the process less personal,” said Klipper. Provided it makes it past the first

impression, a well-priced house should sell within the first couple weeks, said Klipper. A common mistake sellers make is over pricing their home with the idea that they can reduce it later if it doesn’t sell, he said. “It’s human nature to want to maximize profits,” said Klipper. “But you’ve missed out on potential sales.”

Canada’s women’s Under 23 rowing team came third at the world championships in Varese, Italy and a Sidney athlete was on that boat. Michelle Aylard is a member of the U23 women’s coxless four team that had to battle hard to earn its way into the A final on July 26. According to her sister Sarah Aylard, the Canadian team protested their early stage finish on July 23, winning their claim they were interfered with by the Dutch. That propelled them into second place to the Russian squad and into the final. Those two teams kept up the tension, Sarah said, as they fought neck and neck for bronze. The U.S. and New Zealand teams finished in first and second, respectively. Can-

She transferred to St. Michaels University School in Grade 10 and trained with the Victoria City Rowing Club.

She is currently going into her senior year at Washington State University, on a full rowing scholarship. In 2011 she rowed for B.C. at the Western Canada Summer Games. Local golfer Penny Baziuk is headed to Sherbrooke, Quebec to represent the British Columbia Golf Association in the Canadian Women’s Senior (50+) Championship next week. Baziuk and team members Jackie Little (Port Alberni) and Holly Horwood (Vancouver) will play in the Championships Aug. 19 to 21 at the Milby Golf Course. “I competed in Vernon at the British Columbia Golf Senior Women’s Championship and finished third which qualified me for the provincial team,” said Baziuk, who lives in North Saanich and golfs at Ardmore Golf Course (she is also part owner of the golf course with her husband, her three sisters, two brothers and her uncle, Wally DuTemple.) “The B.C. Golf Association subsidizes our travel which really helps and I have a very loving and supportive husband, Nelson, who truly admires my commitment to the game of golf,” she said, adding that she also has a good friend, Connie Dykstra, who is going with her and will caddy for her during the nationals. “Having Connie there will help and give me that extra bit of confidence,” Baziuk laughed. Baziuk has been on the Senior Women’s Team three times in the past seven years. Baziuk will return from Sherbrooke in the last week of August.
