Drive-thru most contentious element of growth KEVIN PARNELL The architect of a proposed 27,000 square foot commercial complex on Lake Country’s Main Street says the inclusion of a drive-thru business is critical to the success of the development. Brian Quiring, of MQN Architects, appeared at a public hearing held Aug. 5 in Lake Country presenting the developer’s view of the proposal which will include four commercial buildings, one of which includes a drive-thru window. “We’re getting pretty excited to see this project come to fruition,” said Quiring. “We believe the drive-thru is a good

thing for this development and a good thing for this community.” The major commercial development along Main Street has received preliminary approval from the District of Lake Country. The public hearing was called to deal specifically with the issue of allowing a business that will operate a drive-thru window, an issue that has come up in several ongoing developments, including the proposed Main Street development, which is planned for a long-vacant lot at the corner of Highway 97 and Pollard Road. Rezoning is needed to allow for a drive-thru restaurant, a use cur-

rently not allowed in the zone. Lake Country resident Paula Diakiw was the lone member of the public to speak at the

hearing and said she was not in favour of a drivethru for the area. “I don’t have anything against anyone wanting to bring a busi-

ness to Lake Country; however, I feel strongly that we have too many drive-thrus,” said Diakiw. “Drive-thrus bring people that idle their cars and then rip out of the parking lot. Stopping your car and getting out is not a bad thing.” Drive-thru restaurants and banks are getting a fair amount of attention in Lake Country this year as at least three different commercial developments all feature proposed drive-thrus. Quiring said despite popular opinion, a drivethru business doesn’t bring negatives into a development. “From a convenience standpoint we believe it’s a good thing for new listing

people with a disability, the elderly and people with young kids,” he said. “If there is no drive-thru, a lot of the time people park, leave their car running and run in (to the business). Or else they are driving around looking for parking. “The benefit is keeping the dollars in the community,” Quiring said, “getting this as a catalyst for the downtown core and really starting something in the area that will be a benefit to everybody.” Lake Country council also received two letters in support of the drivethru and one against it. Council will have to vote on the issue at a future meeting.

Buddies hit it off from the start

Vintage race car drivers Glen Gibbons and Frank Winterlik of Lake Country have been racing buddies for a long time. Their first meeting, however, may not have hinted at what would become a lasting friendship. The two were ice racing in the Okanagan more than 15 years ago when their vehicles came together and crashed into a snow bank. Only one of them was able to continue. “That was one way to run into a friend,” laughed Winterlik as he and Gibbons prepared to attend the British Columbia Historic Motor Races at Mission Raceway Park this weekend. “Glen was able to carry on and I was a wreck. Now I think we’ve raced together for 15 or 16 years,” said Winterlik. “He was in a Porsche and I was in a Volkswa-

gen Rabbit,” recalled Gibbons. “That’s how I first met Frank.” From that inauspicious beginning, the pair of Lake Country racers came together to not only become fast friends but also partners in racing. A retired teacher, Gibbons jumped into vintage racing on the day he retired after a 25 year teaching career in the Central Okanagan School District. On that day back in 2007, Gibbons purchased a 1969 Alfa Romeo GTV, a classic roadster that he wanted to use to get into vintage racing. “The day I retired I was able to leave school early,” said Gibbons. “We were heading for Seattle to watch a race. I saw the car and bought it and over the next year we turned it into a race car.” His first stop with the car was at Winterlik’s 900 Werks garage, a shop that specializes in Porsche repair and res-

toration but also works on all sorts of vintage vehicles. “We were already racing a vintage Porsche 911 and Glen had a desire for an Alpha so we restored it for him,” said Winterlik.”This kind of racing is more about the car than the drivers. It’s about taking a classic piece of equipment and restoring it back to its original glory with modern safety features and then going out and racing it.” Gibbons agrees with that assessment. The 65-year-old long time resident of Lake Country says racing in a vintage car on a road course is something special. “The idea is that you are showing your car as well as racing,” he said. “We race very hard but we also have cars that we are very proud of. Most of the cars are late ‘60s or early ‘70s. Most of us race very aggressively yet carefully. There is a lot of camaraderie between all

these guys that love the old sports cars.” Gibbons and Winterlik will head to the Mission Raceway Aug. 16 and 17 to race in the B.C. Historic Motor races. This event has run

since 1976, when the races were first staged at the famous Westwood track in Coquitlam until their current home at the multi-purpose racing complex at Mission. The British Columbia Historic Motor Races is the

largest vintage race event in Western Canada and a significant event in the Pacific Northwest, expecting 100 vintage and historic racing cars and as many as 3,000 spectators in attendance. For more information

A potential residential development that would feature close to 80 units, and create a new road access to Highway 97 close to Lodge Road, is once again back before Lake Country council. Council gave first reading to a rezoning application that would create single family dwellings as well as multifamily row housing on a 26-acre parcel of land on the west side of Highway 97 near Lodge Road. lar application was before council in 2011 but expired in 2013 due to complications with the Ministry of Highways approval process. At issue is a road right of way that currently runs through the proposed development. Under the current proposal, the road would separate the single family dwellings and the row housing. Approval would be needed from the Ministry of Highways as well as Ministry of Infrastructure if the proposal gets the approval at Lake

Country as it would create a new intersection onto the highway. Coun. Penny Gambell said her concern with the current proposal is the amount of single family homes proposed in the area, which is close to Lake Country’s Main Street. “Because this is so close to downtown it concerns me we would rezone to a low density (single family) so close to the town centre,” said Gambell. “I thought the push was to have higher densities closer to the town centre.”

Lake Country planner Mark Koch said the developer is open to creating more higher density units on the site as the project moves forward. “The desire is to maximize density in sites like this,” said Koch. “There could be a willingness by the developer to designate a portion to fit with that.” Council passed first reading and also called for a traffic impact study to be completed before the proposal comes back for second reading of the bylaw.

Farm changes a great leap forward T he B.C. government’s intentions for the Agricultural Land Reserve have been clarified by a public consultation that proposes new commercial and industrial uses on farmland. Political watchers may recall that this was the hill the NDP was prepared to die on this spring. It was going to be a farmland looting spree for right-wing property developers and all hope of “food security” would be dashed. As I attempted to explain at the time, the changes have little or nothing to do with ALR exclusions. Now a discussion paper poses a series of questions, some of which illustrate the need to bring farmland regulations up to date. The first one deals with restrictions on retail sales, a case study in arbitrary state control. There is a strict maximum floor space. A minimum one half of retail sales must be produced on

Tom Fletcher that farm. Food packing, preparation and processing are similarly restricted. This requires multiple duplicate operations of questionable viability. It brings to mind Mao Tse Tung’s Great Leap Forward, where farmers all had little iron smelting furnaces out back to make tools. But I digress. “Amongst other things,” the discussion paper says, “lessening the restrictions on onfarm processing could allow the establishment of abbatoirs (large, small or mobile) on farms, to

serve surrounding cattle, game or poultry farms.” Then there’s cheese, fruit juice and even medical marijuana products. And did you know that wineries and cideries are allowed on farmland but breweries, distilleries and meaderies aren’t? (Mead is made from honey, and doesn’t have to be drunk from a bronze mug while wearing a horned helmet.) Now that we’ve discovered that breweries don’t have to be giant urban industrial plants producing mediocre lager that all tastes the same, possibilities abound. On-farm wine and cider sales have similarly quaint retail space and product origin restrictions. The government proposes to allow sales of products not made on site, as long as they’re made in B.C. This could make more local retail beverage coops viable. Or it could spawn a wave of unregulated rural liquor

stores that create chaos on country roads. You decide. On a more serious note, there are a couple of questions about changes to the newly created “zone two,” the Interior, Kootenay and North regions. One repeats the government’s intention to open up non-farm use rules to allow certain oil and gas service functions on farmland. This is to reflect the reality already on the ground in the Northeast. What other non-farm activities it may entail is not yet known, as the consultation and regional meetings continue until Aug. 22. There are proposals to bypass the Agricultural Land Commission for certain kinds of farmland subdivision in zone two. These are where the subdivided parcels are a quarter section (160 acres) or bigger, or where they are divided by a road or waterway. And finally there are proposed exemptions

from ALC scrutiny of leases, to allow “intergenerational transfer,” so retiring farmers don’t have to plead for state permission to remain on their own property. Another exemption would “encourage the use of otherwise unfarmed land by existing or new farmers.” NDP agriculture critic Lana Popham, who circulated a photo of herself with a samurai sword in a theatrical “Kill Bill 24” campaign, continues to insist that these changes open up 90 per cent of ALR land for “development.” It’s a hypocritical as well as a misleading statement, since a portion of her own Saanich farm property is rented to a successful craft gin distillery.

This decision was made after an engineering safety review determined that barriers would reduce crossover accidents. Work on this $5-million project is expected to get underway this autumn. Also coming up will be approximately 4.5 kilometers of six laning of Hwy. 97 between Hwy. 33 and Edwards Road, including the widening and upgrading of key intersections, especially at Sexsmith Road. By widening this section from four to six lanes and improving the intersections, travelling along this stretch of road will be safer, quicker and more efficient thanks to reduced congestion and delays. The functional design of this project is now completed with the next step, a detailed design, expected to be done this autumn. From there,

here has been a lot of discussion regarding the Business Systems Review/Restructuring at the District of Lake Country. I would like to explain why I support the restructuring plan for Lake Country.

The District was overstaffed and the there were too many departments which were not communicating with each other. As a result, there was extensive, and expensive, duplication of activities in the district structure which resulted in significant delays and poor service to the public.

As well, there was under-utilization of staff, the inability to move staff where they were needed as well as a waste of time and resources.

RCMP continue the crackdown on speeders

Illegal modifications have to be rectified

Before making modifications to a vehicle, the owner should ensure that the work that is being completed meets the requirements of the eBritish Columbia Motor Vehicle Act and its Regulations. The Kelowna Regional RCMP has been seeing an ever-increasing number of illegal vehicle modifications in the Central Okanagan and is concerned for the safety of all motorists. Police want to ensure that the vehicles being operated on our roadways in British Columbia meet the safety standards required, but also want to ensure that owners are not wasting money on modifications which are illegal. Some common modifications are as follows: 1. Doors: All vehicles are required to have doors installed while being operated on a highway, and these doors must meet the standards of the original manufactured doors. Vehicles which have removable doors, such as some Jeep products, can only be operated “off road” with the doors removed. The after-market tube style doors that some Jeep owners are installing on their vehicles do not meet the safety standards of the original manufactured doors, and are illegal for use on B.C. roadways. 2. Lamp lens covers: A vehicle must be equipped with lights equivalent to those provided by the original manufacturer. Some vehicle owners have been replacing headlamp and tail lamp lenses with darkened ones. The dark-

ened lens covers affect visibility and don’t meet the original standards that are required under both federal and provincial law. 3. Headlamps: Owners who are considering changing their vehicle headlamps to High Intensity Discharge (HID) lights should consult the vehicle lighting guide on the Commercial Vehicle Safety Enforcement website, or a designated inspection facility to ensure the lighting change is compliant with the Motor Vehicle Act.

The North Okanagan Traffic Services and Central Okanagan Traffic Services (Kelowna) worked in a combined effort over the weekend to deal with the summer traffic issues on Highway 97 between Vernon and Lake Country. Officers worked two stationary lazer operations at Highway 97 and handed out a total of 127 tickets during the weekend. Speed was up again, with five people being charged for excessive speeding. Speeds of 47,

54, 49, 56, and 48 kilometres over the posted speed limit were observed. As well as 14 no seatbelt tickets, one open liquor in the vehicle ticket, four no valid driver’s license, and two tickets for no insurance were also handed out. One vehicle was stopped for speeding on Sunday when it was doing 120 km in a 90 zone. After observing the out of province driver, police gave him a breathalyzer test and the driver blew a warning level of alcohol in the blood and was

given a three-day roadside prohibition as well. Another incident saw one of the owners of a vehicle learning the hard way about letting someone drive your vehicle without a valid driver’s license. The 35-year-old male was operating her car when he was stopped. It turned out he was an unlicensed driver and the Motor Vehicle Branch imposed a seven-day impound on the vehicle he was driving. The end result is the owner of the car is without her car for seven days.

How does the BC Real Estate market comparison with the rest of the country?

CMHC (Canada Mortgage & Housing Corp) creates for us a very current and accurate record and forecast related to the national and provincial Real Estate Market and Mortgage Rates. In 2014 housing starts have declined in eight out of 10 provinces. Only Alberta and B.C. are expected to show growth due to stronger economies and more jobs than in other provinces. According to CMHC, overall housing starts in Canada are expected to be around 181,100 units for 2014.It is projected to increase in 2015 to reach 182,100 units. The average MLS® price in Canada should land between $386,400 and $405,600 this year and between $388,200 and $416,200 in 2015.That will be a 3.5 per cent gain in 2014 to $396,000 and a1.6 per cent gain in 2015 to $402,200. The decrease in growth of the average MLS® price next year is expected to increase mortgage rates during the latter half of 2015. Mortgage rate increases and carrying costs most always slow the growth and demand on both new and existing housing. In B.C. we will build close to 28,000 new homes this year in contrast last year there was 40,000 new immigrants that arrived here in this province. Hydro offers cooling tips With record-breaking high temperatures around the province this week, BC Hydro is reminding customers how to stay cool and save power during this summer’s first heat wave. • Keep cool air in, and hot air out: Lock out hot air during the day and open windows to let cooler air in during the evenings. • Keep the blinds down: Shade your windows and block up to 65 per cent of the heat. • Use a ceiling fan: Ceiling fans are the most efficient option for cooling. A ceiling fan can use onetenth the energy of an air conditioner and is a great alternative. To lower indoor temperatures by up to ten per cent, ensure the fan is rotating counter-clockwise. • Make laundry a breeze: Hang dry half of your laundry to save up to $50 while keeping unnecessary heat out of your house. • Fire up the barbecue: Cook outside to reduce the use of your stove or oven. • Keep your cool: Take shorter, cooler showers.
