Simon Whitfield has been praised for his passionate expression on Twitter, but a civil suit filed last week suggests his comments on a former Saanich-based triathlete coach may have gone too far. In an email, Whitfield said he hasn’t yet been served with documents filed by Patrick Kelly, the former coach of Paula Findlay, an athlete who finished dead last in the women’s triathlon of the 2012 Summer Olympics in London. In a notice of civil claim filed Aug. 1 in the Supreme Court of British Columbia, Kelly says his reputation within the international triathlon community has been damaged by comments made by Whitfield after Findlay’s disappointing Olympic result. Whitfield’s 2012 tweet reads: “gutted 2c Paula so upset. There are some people who need to be held accountable here, total incompetence before they jumped ship. #shameful.”

At just over three months, Mia is one smart puppy. She stops at every curb and door she comes across and is now learning to do the same for escalators. On a sunny Tuesday morning, Mia weaves through a precari-

ously designed obstacle of cones, baby gates, tissues, balls and other natural street distractions during her B.C. Guide Dogs class in the lacrosse box of Topaz Park. It’s the life of a guide dog in training, but when it’s play time, there’s no mistaking Mia as just another playful pup, jumping and rolling with the rest of her class.

“It’s all work on the leash and play time can only be off lead, when we allow it,” says Pierre Gagne, one half of Mia’s puppy raising team along with partner Marlene Homan. Gagne is self-employed and works from his Victoria home, which make he and Homan ideal candidates.

Varinder Badh had been in hospital for two days before she was told she’d never see her parents alive again. That final evening had begun joyfully, with a party celebrating the engagement of Varinder’s youngest sister, Rupi, on July 12, 2008. After the family get-together, Rupi, Varinder and their parents headed home in the same car – Rupi at the wheel, Varinder in the front passenger seat and their parents tucked in the back seat. They were driving in Surrey when they were struck from behind by a speeding driver. Dilbag, 61, and his 60-year-old wife, Bakhshish, died at the scene, and Rupi and Varinder were seriously injured. In the weeks following the crash, a traumatized Varinder began leafing through newspaper accounts and found herself exacerbated by what she read. “I kept seeing the word ‘accident’ over and over again,” she said. “It started really bothering me because I had this feeling people would think we were somehow in the wrong place at the wrong time.” It took four long years before Ravinder Binning, who was at the wheel of the car that hit them, was sentenced to four years in prison for the deaths. Today, Badh is taking some much-needed time off after completing her doctorate in social science at Royal Roads University earlier this summer. ICBC is preparing to mail out 309,000 refund cheques ranging from $1 to $350 to optional auto insurance customers it overcharged since 2008. Wrong rates were used because of incorrect descriptions assigned years ago to many vehicles that are only now being fixed. The average customer who overpaid all six years will get a refund of around $108, ICBC spokesman Adam Grossman said. The cheques will begin to go out around Aug. 20. The average overpayment was $18 per year. The refunds plus interest being paid total nearly $38 million. Nearly 370,000 other motorists were undercharged because of the glitches. ICBC won’t go after them for the $53 million in lost revenue. The faulty vehicle descriptions affected only optional insurance, not basic rates. The refunds were calculated as part of two independent external reviews that checked millions of insurance transactions over the past six years. Auditors who examined ICBC’s handling

of the issue concluded ICBC knew the problem was systemic as early as 2009 but management hid it from ICBC’s board of directors until mid-2013. Various fixes were contemplated but discarded, according to the auditors’ report. ICBC managers feared a solution might harm its relationship with brokers and that disclosure of inaccurate pricing would hurt ICBC’s business position against optional insurance competitors. The corporation ultimately opted to fix the errors and issue refunds as part of its sweeping $400-million technology upgrade program. The long-running overcharges were finally made public in April by Transportation Minister Todd Stone – only after he was directly questioned by the media. ICBC’s board had intended to wait until it had a refund strategy ready to roll out. Customers renewing their auto insurance since July have been required to update their vehicle’s descriptions, Grossman said. The error isn’t expected to recur because ICBC’s modernized system will pull the correct description from the vehicle identification numbers, instead of being entered manually by Autoplan agents.

Lambrick Park sweeps league final The Lambrick Park Royals closed out another championship season in the senior men’s South Island Baseball League with a 3-0 win over the Carnarvon Dodgers to sweep the best-of-three final series in two games last Tuesday (Aug. 5). The Royals had won Game 1 of the final 8-4 one night earlier. It’s the third time (2010, 2011) the Royals have won the South Island championship since the league started five years ago.

It also came as a bit of a surprise, as the Royals (8-7) used some clutch hitting to knock first place Layritz (13-2) out of the semifinals in their successful run. The league is described as a junior circuit, part of the Greater Victoria Baseball Association, and slightly less competitive than the Mavericks league. No sooner had Sydney Murphy smashed a single into the outfield on Aug. 4, than the Cordova Bay Blackout raced onto the field to celebrate their victory as Western Canadian U18B Softball champions in Battleford, Sask., on Monday (Aug. 4). Murphy’s hit drove in the final two runs in an 8-0, mercy-rule win over the Saskatoon Selects. It’s the Blackout’s first Western title in its second-straight trip to the tournament, and winning it is the ideal end to the girls’ youth softball careers, said coach Derek Brooker. “Winning the championship beside teammates who I’ve played with for six years makes it special. It took a while but we finally did it,” said co-captain Emi Horne. The Blackout sailed through the tournament and won all eight games behind the lights out pitching of Mia Brooker and

BCTF will be pushed to settle The provincial government is predictably getting flak from the B.C. Teachers Federation and the NDP over a promise to pay parents of children (up to 12) $40 per day for each school day missed in September pending the continuance of the teachers’ strike. While the move is certainly political, it does recognize the fact that parents are hit hard by the strike through extra daycare and other costs. The government saves a boatload of money – $12 million a day – as a result of the strike. It is not unreasonable to share some of those savings with residents who are suffering finacially as a result of their stay-at-home kids. It also should serve as a reminder to BCTF members that there will be no paycheques in September if the strike isn’t settled by then. Finance Minister Mike de Jong is right that it would do little good to legislate teachers back to work. That tactic has been used far too often in the past. There needs to be a handshake agreement between the two sides to bury the hatchet and to regain the trust of students and parents. The bargaining system involving the two sides is in terrible shape, but hard negotiations could result in an agreement — if there is some genuine willingness on the part of both sides to do so. Teachers who are caught up in this dispute will have to carefully consider their actions over the next month or so. Many are already feeling the financial squeeze. Several weeks out of work in September will really hurt, particularly as their strike fund has been depleted. The government holds almost all the cards. It will face no political pressure of consequence with an election still three years away. Settlements with other unions are also putting pressure on the BCTF to toe the line. The question is, how long will it take? Let’s hope kids don’t pay the price again by losing instruction time this fall.

Re: Unique courses abound at University of Victoria (News, Aug. 6 The praise of the University of Victoria by Don Descoteau (Saanich News Aug 6) seems misplaced when you consider that in the Times Higher Education supplement of world university rankings for 2014, UVic comes in at No. 224. I predict that when the farcical courses promoted by Descoteau are taken into consideration for the 2015 rankings, UVic will be lucky to make it above the Turkey Agricultural College at 356. Latin and philosophy aren’t stuffy – they are at the very heart of a sound liberal education. Jack Dixon Saanich

Mining disaster a predictable result

The B.C. Lollipop Party, which promises riches but is mismanaging the provincial government in so many ways, has hit a new low.

The totally preventable catastrophe that has devastated the Cariboo region and the entire Fraser River watershed is a result of negligence on the part of the Minister of Energy and Mines. Bill Bennett is much more interested in cutting regulations, reducing inspectors, developing new projects and lobbying the federal government for approvals of dubious projects than protecting the lives, livelihoods and environment of the citizens of British Columbia. The loss of fishing and tourism could cost many jobs and up to 1,000 mining jobs, a result of a lack of attention to many warnings over many years. I suggest that the Premier order the Minister of Energy and Mines and the invisible Minister of Forests, Lands and Natural Resources Operations to walk the plank to take responsibility for neglecting to execute their authorities. Cadboro-Gyro Park plan could be better

A significant factor in Saanich’s failure to develop a broadly supported park plan has been their inability to listen to the public. Instead, they focused on selling their own plans, disregarding public input. By contrast the Cadboro Bay Residents Association Parks Committee (2013), through community engagement and active listening has shown that it is possible to develop a broadly supported park plan. What prevented Saanich and the mayor from supporting this plan?

Mayor Leonard’s claim that opposition to Gyro park upgrades has gone on for 28 years has everything with trying to paint himself as the sole champion for “progress.” The facts speak differently. Park users and the local community has been clamoring for upgrades for decades, to address winter flooding of the park, particularly its playground and parking lot, that make them unusable for much of the year. In response, Saanich Parks has developed a number of plans over the years, none of which have addressed the basic concerns of flooding. Instead, they have proposed adding paths that encroach on the popular multi-use central field, and a lot of additions such as an amphitheatre, a parking lot at the Cadboro Bay Road entrance. Re: Gyro Park upgrades get new pathway (News, Aug. 6) In response to your article where Mayor Frank Leonard stated: “I’ve been wanting to upgrade that park for 28 years, and always run into neighbourhood opposition.” For Mayor Leonard to cloak himself as the sole champion of improved accessibility is just a cheap election ploy, given there is no opposition to that principle – it is like motherhood. Certain types of vocalizations have certain frequency outputs so trained scientists can look through spectrograms and identify interesting sections to listen too. Hydrophones also pick up human-induced noise, such as shipping and sonar. More research is underway to better understand the effect of anthropogenic noise on marine mammals, specifically those that vocalize and use echolocation, like Orcas. Dakota Stallard didn’t know she was the “pageant type.” A soccer player and dancer, the Saanich resident was noticed by a former beauty contestant through her dance studio, Vibe Street Dance. Now, just weeks before the start of school, the 15-year-old Mount Douglas secondary student will be competing at Miss Teen Canada Globe in Toronto. The Miss Teen Canada Globe competition is for teens aged 13 to 18, and ends on Aug. 23. “My whole family is onboard, though at first I wasn’t,” says Stallard, who was scouted by former Miss Teen Canada winner from 2012, Natalie Zachary, also from Saanich. “At first I didn’t consider myself a pageant-type girl. The Gordon Head resident believes she’s the only contestant from the South Island, though the list hadn’t been finalized when she departed. There are no localized qualifying competitions, but Stallard will participate in a Miss Teen B.C. contest during the Miss Teen Canada seven-day regional assessment. The assessments are also a time to study the art of the pageant, as Stallard will attend workshops on the how-to’s of the runway and public speaking.

“At first I didn’t consider myself a pageant-type girl. I’m more into sports and playing soccer (with Saanich Fusion), and not wearing high heels.” - Dakota Stallard, 15 Winning Miss B.C. would give her a leg up, she says, in the Miss Teen Canada competition, but it’s not necessary. “There’s a lot to do. Before I even leave, I have to submit an essay for the written component,” Stallard said. That’s where judges will read about her extracurricular activities, including volunteer and fundraising work. Stallard has helped survivors and patients participate in the Walk for Leukaemia, among other endeavours. Last month, she and her Vibe Street Dance group ran a major fundraiser to help recover from a break-in at the studio, the day before her group’s year-end recital. Money and several items were stolen. “Even our handmade costumes were taken that we designed for our year-end performance. The fundraiser went really well and raised back a lot of money that was lost. We were really well supported in a huge dance show with dancers from across the community.” If Stallard wins Miss Teen Canada Globe, she’ll donate the $4,000 prize to Blue Wave, which helps teenagers with depression and social anxiety. Stallard’s formal dress will represent her heritage, as she’s half Chinese and one-quarter Aboriginal. “It’s a Chinese traditional dress that my mom wore at her wedding, and I’ll wear a dreamcatcher on my wrist.” reporter@saanichnews.com

Classes are outside at Topaz but Mahoney is hoping to move indoors if the space is made available through a willing donor. “We’ve been outside for 10 years, which is just fine during the beautiful summer days we’re having, but year round is tough,” says Mahoney. Other cities are able to use donated facility time, such as in churches, but with a limited budget, the local B.C. Guide Dogs chapter will remain outside for the foreseeable future. As for the puppies, they’re placed with ideal candidates for puppy raising at seven weeks old and live with the puppy raiser up to 18 months. The dogs are actually bred by BC Guide Dogs in Delta, a cross between lab and retriever. They graduate through a series of programs and ideally become a guide dog for vision impairment. Should the animals fall short of the rigid requirements, they are still highly capable and are placed with the family of someone with autism. Kelly now coaches in Hong Kong with the Hong Kong Sports Institute, but says in the claim that his reputation within the international triathlon community has been damaged by Whitfield’s tweet and additional comments overheard among journalists that day, and later reported in media interviews. Whitfield hadn’t been served and was still waiting to respond, though he confirmed having read about the lawsuit in local newspapers. Kelly’s background goes far back in Victoria. He was part of the city’s first wave of triathletes in the early 1980s. As well as coaching Canada’s elites like Findlay, Kelly was best known in Greater Victoria as the National Triathlon Centre program coordinator for most of the last decade. The NTC was based out of Saanich Commonwealth Place, where Kelly coached dozens of up-and-coming junior triathletes (16 to 23), including 2016 Olympic hopefuls Kirsten Sweetland (25) and Matt Sharpe (23) of Saanich, who recently represented Canada at the 2014 Commonwealth Games in Glasgow. Findlay was a medal favourite in London due to her success in the ITU World Cup series, though the coaching relationship ended in the weeks prior to the London Games. Whitfield, a two-time Olympic medalist and Canada’s flag bearer in London, tweeted in earnest during the women’s London Games triathlon.

Race day registration is $40. “Last year we had around 100 people come out and participate so we’re hoping to surpass that this year,” said Boittiaux, who is also a kidney patient and well aware of the benefits of the Kidney Foundation of Canada. “I only became more involved with the foundation in the last couple of years,” she explained. “I’ve had three kidney surgeries and a kidney removed and afterwards I felt so alone. When I got involved with the Victoria chapter of the foundation I found that I wasn’t alone at all. My hope is that all people who are newly diagnosed with kidney problems will know they have some-

Coen Wallace, now four-years-old, lives with his mother, Tanis, father, Chris and brother Layton. He was born with diseased kidneys and spent the first two years of his life hooked up to a dialysis machine. Fortunately for the family, in November 2012 after working with the Kidney Foundation, they found a donor match for Coen. He received a new kidney in February 2013 and is now happier and healthier than ever. According to the Kidney Foundation, one out of every 10 British Columbians suffer from chronic kidney disease. In the past 10 years there is an inexplicable increase of 60 percent and with no cure, there is a pressing need to raise money for kidney disease research and patient care.
