A young girl was taken to Victoria General Hospital with non life-threatening injuries Wednesday after being stuck by a car in a Langford shopping area parking lot. The girl, described by an eyewitness as age 6 or 7, was walking with her mother along a sidewalk behind the Frontrunners store in the Goldstream Station mall when a woman drove over the curb and struck her. “The woman in (a) red car, just came up, popped the curb and hit the girl and then the mom screamed,” said eyewitness Chris Sundby, who was working in the athletic wear store at the time. “She tried to put it into reverse or whatever, but she ended up driving further up, almost onto the girl.” Sundby said the driver, an elderly woman, eventually did reverse off the curb and stopped the car, as he scrambled to find a phone to call 911 to alert police. “The mom was hysterical and the daughter was crying and the people started running over,” he said. “I think the doctor from the medical clinic ran over.”

Brittney Pare was living on the street. Struggling with an addiction to crystal meth at 19, she spent her nights sleeping in Beacon Hill Park or on the streets, struggling to find her way. Six years later, she holds a steady job as a road traffic controller. Pare said the turnaround she has achieved has been a direct result of her time working with the Pathway Project. “They are great. I just found out that they are closing and I think it’s stupid,” she said during a farewell barbecue Monday for the pro-

gram. “I did drugs for a lot of years and then I came here and they helped me … I got my first job at the KFC down the road thanks to them.” Years after graduating out of the youth employment initiative, Pare was back to support the program that supported her. Seeing Pathway forced to close its doors after 13 years due to federal funding cuts is a bitter pill, she said. “I feel sad. There is so many youth that need it and I am at a loss for words. I am sad to see Randy (Waldie) and Jen (Harrison) not doing this, I know they love it and I know it helps everybody.” Pare is not the only success story Pathway helped write. That is a pretty important thing to have when you think all is lost.” Former program co-ordinator Jen Harrison couldn’t agree more. “All these youth walked in here saying ‘all I need is a job’ and a job was the end result. But there was so much work that needed to be done before,” she said. “There were lots and lots of super challenging times here, but overall it was so worth the investment. I’m so afraid that the message that gets out is it was not worth the investment.” After 49 groups and hundreds of youth served over 13 years, Pathway is now closed. “There has been so much success and those walls have so many stories,” Harrison said. “(But) there will be no group 50. I don’t know how to say goodbye to this place. I don’t want to say goodbye to this place.” alim@vicnews.com

Call it a vomit violation. Cab drivers on the West Shore, downtown and throughout B.C. have a new tool to deal with over-served customers who leave a mess in their vehicles. Under new rules from the B.C. Passenger Transportation Board, anyone who vomits in a cab can be charged a $75 cleanup fee. “Passengers who soil or dam-

age the interior of a vehicle with bodily fluids or solids may be required by driver or taxi company to pay a cleanup fee of $75 in addition to the meter rate or any other rate,” says the new standard rules for taxi regulation. Surinder Kang, a manager with Yellow Cab in Victoria, says it’s an ongoing problem particularly in the downtown core on Friday and Saturday nights. “It’s a recurring problem. If some one gets sick in the back of a car, drivers lose money because of it.” Kang says it can take anywhere from two to four hours to get a taxi cleaned, but in the

Joanne Harrison reported that police were called at 11:38 a.m. and officers reached the scene shortly after helping clear up an accident on the Trans Canada Highway (see story age A7). The driver may have medical issues, she said, and appeared to have overcorrected her steer-

ing following a mishap with a parked vehicle in the lot. Harrison said the driver first scraped a car near the Pizza Hut, and after talking with the owner of the vehicle, pulled out and hit a curb. From there she appeared to overcorrect her steering and headed toward the girl and her mother. “The child was pushed

back onto the main store entrance,” Harrison said. “We are very lucky that she is not suffering any severe injures at this point that we know of.” The driver of the car was also shaken up, distressed and concerned for the well being of the young child. The part-time history teacher at Belmont secondary, said teachers are volunteering in shifts, picketing schools as early as 5:30 a.m. Between 75 and 100 teachers have taken days, weeks or a month of time walking the line, standing and sitting in front of a rotating roster of schools including Belmont. A large commercial vehicle leaking fluid caused a chain reaction of events that led to the full closure of the Trans Canada Highway on Wednesday. Around 8 a.m. West Shore RCMP were alerted that a commercial vehicle had pulled over after leaving a onekilometre slick along the northbound lane of the south portion of Malahat. A marked police vehicle that had pulled over to check on the scene was subsequently struck by a civilian vehicle that slipped on the slick liquid. “At this point we believe it was engine fluid that was leaking from the vehicle, so it was towed, a marked police vehicle was towed, as well as one vehicle that spun out on the highway,” said West Shore RCMP Const. Joanne Harrison. “Thankfully (there were) no injuries.” The Malahat was closed in both directions for approximately 45 minutes. There was no indication that speed or alcohol was a factor in the crash. alim@vicnews.com

Boys and Girls Club expanding services New clubhouse to be constructed in heart of Brentwood Bay Devon MacKenzie News staff

There’s a facelift coming to the neighbourly Central Saanich Boys and Girls Club. Ceremonial shovels broke ground on Monday for the Central Saanich Boys and Girls Club being built in the heart of Brentwood Bay. The 1,400-square-foot clubhouse will continue to house the various services offered by the club, which has long been accessed by Saanich residents, as well as the chapters on Yates Street in Victoria and Macaulay Street in Esquimalt. “Youth who are closer to Central Saanich than Victoria can certainly access programs like Outdoor Adventure and Youth Leadership,” said Boys and Girls Club director of development and communications Kate Mansell. There will also be a Rogers Learning Centre located there for youth 13 to 19. Students come after school and it’s a place where they can learn, discover and receive academic support, all within the safe, supportive and encouraging environment of the club. “We’ve been a part of the Central Saanich

community since 1978,” Shannon Russell, president of Boys and Girls Club Services of Greater Victoria, said during the ceremony. “This is a very momentous occasion for us and we give our sincerest thanks to all our supporters and to the municipality of Central Saanich for making this a reality.” In May of last year, the Club made a presentation to Central Saanich council during a committee meeting concerning the deterioration of their facility located behind the United Church in Brentwood Bay. The facility was in a state of deterioration and needed major upgrades, which would cost as much or more as it would to build a modest new facility, they said. By June of 2013, Central Saanich staff had outlined four possibilities for a new facility and a fifth was recommended by the Boys and Girls Club. In December of last year, council approved the site at the back end of the library and cultural centre parking lot (municipal land) and this spring they unanimously approved a 25-year licence agreement with the Boys and Girls Club for the land. “I think it was a unanimous agreement that we had to find a permanent home in Central Saanich for the Boys and Girls Club,” said Central Saanich Mayor Alastair Bryson during the ceremony. “We’ve had a long-term relationship with the organization and we’ve gotten to see the benefits of the Boys and Girls Club

through many of the youth that have been a part of the program,” said Bryson. Tsartlip First Nation Elected Chief Don Tom said the Central Saanich Boys and Girls Club has been an integral part of their community as well. “I am so pleased to be here today and be a part of this,” he said, adding the club has benefited many of Tsartlip’s youth by giving them a safe and engaging place to spend time after school and in the evenings. The Boys and Girls Club of Victoria has four locations (Victoria, Esquimalt, Westshore and Central Saanich) and has been serving the Greater Victoria community for over 50 years. Among other programs, it operates a summer camp in Metchosin. “We pride ourselves on developing partnerships with groups in the regions,” said Russell, adding that the organization is embarking on a fundraising initiative to help cover the costs of building the new Brentwood Bay facility. “We’d like to call on the community to step up and donate,” said Peter Baillie, the chair of the fundraising campaign. The clubhouse will be located at the back end of the parking lot of the Brentwood library and cultural centre. Residents polled favour amalgamation

The majority of Greater Victoria residents are in favour of amalgamation, according to a new poll sponsored by the Greater Victoria Chamber of Commerce, Amalgamation Yes, the Victoria Real Estate Board and the Victoria Hotel Association. A total of 84 per cent of those polled say they are “strongly in favour”of amalgamation. The poll, conducted by Angus Reid, surveyed residents on issues relating to governance structures. The results show not only strong support for amalgamation but also having a nonbinding referendum on amalgamation at 89 per cent support. The majority of the region’s municipal councils, however, have already chosen to reject the idea of putting a question on the municipal ballots this fall. Such a referendum question was intended by Amalgamation Yes to gauge resident support for pursuing amalga-

mation further. View Royal is one of the municipalities to have voted against the idea. But its community association recently held a meeting to inform residents about the options and benefits of various forms of amalgamation, should the strategy be taken further regionally.

New boss installed at CFB Esquimalt

CFB Esquimalt has a new “mayor.” Capt. (Navy) Steve Waddell takes over as base commander, replacing Commodore Luc Cassivi. CFB Esquimalt is the second largest base in Canada and home to one of three Naval formations in Canada. It is sometimes called the 14th municipality of Greater Victoria, as such the base commander is occasionally referred to as the mayor. Waddell takes command of CFB Esquimalt following studies at the U.S. Naval War College in Newport, Rhode Island

and has led a distinguished career as a ship officer.

Campfires ban in effect throughout region

Campfires have again been banned in the Coastal Fire Centre region, with the exception of the coastal area known as the “fog zone.” The fog zone is a twokilometre-wide strip along the outer coast of Vancouver Island, stretching from Owen Point (near Port Renfrew) north to the tip of Vancouver Island and around to the boundary of the District of Port Hardy. The Coastal Fire Centre is implementing this campfire ban due to increasing temperatures and no precipitation in the forecast. This is the second strong drying period of the summer, with lightning in the forecast through the long weekend. We’re living in a special place One of the most anticipated long weekends of the year is finally here – B.C. Day. Back in 1974 when a newly minted New Democrat government came to power, Premier Dave Barrett thought it would be a great idea to have a day off and celebrate British Columbia. Good idea, Dave. His first thought was that it should be a day to recognize the thousands of pioneers who made this province great. But it has developed into much more than over the ensuing 40 years. We have, believe it or not, become patriotic – and for good reason. Over the years Canada has been named the best country in the world. Ever wonder how that’s scored? Do you think they look at Winnipeg (nope)? Resolute (not a chance)? Or, God forbid, Toronto and say Canada is pretty special? Not a chance. No, they would have to only consider the West Coast. And yes, they need not go any farther than the West Shore to realize you can’t get better than this – anywhere.

Pass the barf bag Puking penalty. Vomit violation. Upchuck charge. Whatever nickname people choose, cab drivers on the West Shore and elsewhere in Greater Victoria can now charge you extra if you vomit in their car, thanks to new rules announced recently by the B.C. Passenger Transportation Board. The new regulation states that if you upchuck in a taxi, the cabbie can charge you a $75 cleanup fee. The move is being celebrated by local drivers who can be out of pocket for cab cleanup, never mind fares lost while the cleanup is being undertaken. And we can certainly understand their angst. However, we wonder just how easy it will be to collect that $75. One cabbie told us there are different avenues for collection, such as bringing in the police, but will police be all that excited to be the bill collector in such situations? It’s one thing to bring in a regulation. It’s another to actually enforce it.

A plan to save tax dollars It costs the Greater Victoria Water District more than $40 million a year to treat our drinking water. We are very fortunate to have access to the world’s cleanest water – just turn on the tap and it flows out of sight and down to the sea. Our hands are sanitized, teeth whitened and we may have popped a few pharmaceuticals to correct a dysfunction. It’s all good. In B.C. there are some water bottling companies that use municipal water, bottle it and sell it. Has the Capital Regional District ever considered doing this? Imagine a natural, local renewable resource that might actually help reduce taxes. To take this idea even further, I watch as several local schools have their field sprinkler systems turn on automatically as most Victorians are still sleeping. Thousands of litres of expensive treated water irrigates the school fields. It is an added expense to the school districts’ budgets using treated water and the taxpayer’s pay for it. Yet, we are warned by expensive CRD media ads “to conserve water or a CRD bylaw officer will be at your door.” If the municipalities were to

agree on building greenhousestyle tertiary plants within their municipalities, the potable water could be used for disbursement to school playgrounds and nearby boulevards. It might reduce the need for some pipeline retrofits and replacement. The greenhouse facilities would attract ecotourists, dignitaries and even a few impoverished local taxpayers. Has this idea been considered as a cost-benefit by Seaterra? I Imagine the Seaterra plan actually trying to save money. It’s been said: “If you can dream it, you can make it happen.” I dream of the day when the water, schools and CRD districts might implement a plan that would combine and reduce taxpayer’s expenses. Could the CRD actually try to save money, or is the CRD only in the business of spending money? Am I only dreaming? Art Bickerton Saanich

The federal government has not given a simple greenlight or rubber stamp as the writer and the Dogwood Initiative imply in the story, but approval only after Enbridge meets more than 200 conditions, including environmental conditions and receiving the approval of First Nations. These are arduous standards that Enbridge is unlikely to ever meet, and talking about the pipeline like it’s a done deal and construction is imminent is inaccurate and disingenuous. If you put it in valet mode, rpms are limited to 4,000. Gosh, I really hope I can take the red key… This Matrix-like conundrum is a good one to have. Take the safer route (black key) if you’d rather ease off on harnessing the gargantuan horsepower of the 2015 Dodge Challenger Hellcat. It’s the most powerful production Chrysler V8, as well as the most powerful production muscle car to date, so it needs to be treated with respect. But then again, the red key will allow me to tame this muscled feline one shift at a time, whether through the 6-speed manual or an 8-speed automatic. Looks like the decision has been made for me. Red key is sitting pretty in the centre console. And it’s in track mode. Electronic intervention is minimal. I

have access to all 707 horsepower and I’m at the Portland International Raceway. I’d say this will be a heavenly day. With a new look on the inside and outside, the 2015 Dodge Challenger is ready to take on its Ford Mustang and Chevrolet Camaro competition head-on. According to market research, two thirds of Challenger buyers say they don’t cross-shop anything else. That said, those who did cross-shop, and decided to go in another direction, attributed it to its archaic interior. That problem is no more. Now Challengers come with a driver-centric and cool-looking interior setup. Speed differential is what causes big problems on the highway. If there is a wide variation and people are not showing lane discipline i.e. keep right unless passing, that’s a recipe for disaster as impatience and frustration takes over. However, along stretches of the Coquihalla, my 125 wasn’t enough to satisfy the need for speed exhibited by many others. On the straights, 130 was the low end and I figure that most who passed

BC drivers are getting used to a faster life in the fast lane very quickly. News of the hike of 10 km/h to the posted speed limit on long stretches of major highways was announced swiftly the other weekend, taking many by surprise. By Sunday, I was taking a 2014 Toyota Highlander for a faster spin on the Okanagan Connector/Coquihalla Highway route than I had expected when I headed to Kelowna days earlier. What was still more surprising was that the signage reflecting the higher speed limits was already up. (I’ve never see the provincial government bureaucracy move so fast!) This was not going to be a trip to try to prove or disprove Toyota’s boast that the 3.5-litre V6 under the hood would, with the aid of the six-speed auto transmission, transport me to the coast sipping just 8.2-litres for every 100 klicks travelled. No, I would be calling on all 270 horses to do more than canter up those steep hills that separate the Okanagan from the Lower Mainland. Climbing to the Pennask summit was a quiet and fast run. The cruise control was set to the maximum limit of 120 km/h … and I was passed by everyone on the road! Some things don’t change. Hike the limit and most drivers will tack on another 10 klicks. I passed a few nervous folks, who seemed determined to stick to the defunct maximum of 110.

The F-150 has been the best-selling pickup truck since 1978. Yes, 36 years – that’s longer than a lot of you reading this have been alive. However, there are a few things

since 1905 and one-ton trucks since 1917, its first factory-assembled “pickup” was built on April 15, 1925. The 33,795, 1925 model T runabouts with pickup body sold for $281 each. Why the F-150? The earliest use of the F-series name dates to the allnew 1948 Ford trucks, the half-ton model being the F-1. Ford made the jump to

gasoline. International Harvester also did this for 1975 – its final year of pickup production – making all half-ton 100 models 150s, to avoid installing catalytic converters. The final year of the F-100 was 1983 – by which time leaded versus unleaded was a moot point. Then there were two When introduced for 1948, The F-1 was built at all 16 U.S. assembly plants that also built Ford cars. In 1956, with trucks becoming more specialized along with the opening of the Detroit Truck Plant, Ford started consolidating truck production to fewer plants. Beginning in the late 1970s, Ford split its North American assembly groups into car and truck. Today, only two plants build all F-150s globally – the

Kansas City Assembly Plant in suburban Claycomo, Mo., and the Dearborn Truck Plant near Dearborn, Mich. Off-white or chrome? The front bumper was the longest-running component constantly used on every single pickup and remained unchanged during the F-series era from 1959 to 1979. I guess he liked it Sam Walton, founder of Walmart and one of the richest men in America, drove the same 1979 F-150 Custom 4x4 to work every day until he died in 1992. When asked why in an interview, he stated: “What am I supposed to haul my dogs around in, a Rolls-Royce?” Today it can be seen enshrined in the company’s visitors centre/ museum in Bentonville, Ark.

Josh Reaume continues to build his NASCAR resume. The 23-year-old driver, whose family still lives in Highlands, is preparing for his seventh start of the season on the Nationwide Series, the U.S. Cellular 250 tomorrow (Aug. 2) at Iowa Speedway. Reaume is coming off a 33rd place finish at the Lilly Diabetes 250 at Indianapolis Motor Speedway last weekend. He started the race 37th and was still running at the end. The finish matched his placing in the previous weekend’s EnjoyIllinois.com 300 at Chicagoland Speedway, where he ran 107 laps before dropping out of the race. Reaume sits 35th in the driver standings for 2014, with his best finish 25th place in the Buckle Up 200 at Dover Speedway. Turf Burn tourney raises heart rates, cash for soccer club The Death Hammers grabbed an early lead and never relinquished it, winning the Saanich Fusion FC Turf Burn co-ed soccer tournament ‘A’ final 3-2 over Play Fair and Have Fun. The championship game, played Sunday afternoon under the hot sun on the lower fields at West Shore Parks and Recreation, culminated a three-day event that saw the finalists play seven or eight matches in all. The Death Hammers went 4-0 in the round-robin portion of the tournament, then won three more games in the singleknockout playoff round before Sunday’s ‘A’ final. Play Fair Have Fun also posted a 4-0 round-robin record, but received a first-round playoff bye as the number 1 team overall, meaning they needed just two more wins to advance to the final. Hammers’ goalkeeper Deep Gahunia, who made a number of acrobatic saves in the final, was named the men’s most valuable player, while teammate Sarah Rhodes earned the women’s MVP award. The B division saw winless Power Rangers and VIFL Futsal, who finished 26th and 27th, respectively, out of 30 teams in round robin play, put together three straight wins each to meet in the consolation final. The Power Rangers came away with a 4-1 victory, helped by female MVP Sasja Cross.

They were in Greenland for a kayaking competition, but James Manke and James Roberts were fortunate to witness some very personal and familial cultural moments along the way. Representing Canada at the National Greenland Kayaking Championships last month, Manke, from Langford, and Ontario resident Roberts medalled in every event they entered. Manke captured international gold in the kayak rolling event, while Roberts won the portage race. Organizers took the unusual step of placing the Canadians in a competitive group with Greenlanders rather than other international paddlers, a challenging situation given the profound language barrier. But any apprehension on the part of the locals soon melted away when the pair’s sincere love for the sport and wish to promote this traditional form of paddling came through, Manke said. “Once they realized we were there with good intentions, they embraced us and it was a good thing,” he said. During one particular shortdistance race, as Manke was paddling between icebergs in waters between 2 C and 3 C, a group of people in a truck on the shoreline got out and started chanting “Ca-na-da, Ca-na-da,” he said. “I sensed they felt some kind of connection between Canada and Greenland. It crosses over between the countries, the kayaking and hunting. I think there’s definitely some kind of connection there.” While the pair had prepared for the physical tasks they’d be facing at the event, the mental aspects were more challenging, he said. The rolling event, in which competitors aim to complete as many of the 35 distinct rolls as possible in a set time frame, was

It was definitely harder than I thought it would be. There’s a level of anxiety that sets in with judges and so many people watching. That’s part of the mental game that some people are really strong at, but I found it was something I was not as strong at.” Performing well under pressure was one thing, but the Canadians were struck by how much the Greenlanders value kayaking as a cultural tradition. Their hope, Manke said, is to inspire the next generation. “When the kids were competing, that’s when people would get the most excited. The whole family would be out watching and the dad would usually be out on the water with them. Whoever won, their mom would be rolling around (in celebration) on the dirt. They want to make a big deal about it for the

Victoria will celebrate on Monday (Aug. 4) with some of the province’s best musicians, chefs, artists and athletes at St. Ann’s Academy with Celebrate B.C. Day. The Sounds of B.C. stage will be headlined by Juno- and Latin Grammy-winning pop/jazz soloist Alex Cuba. Though born in the Caribbean, Cuba has called B.C. home since 1999. He’ll be sharing the stage with children’s music duo Bobs & LoLo, didgeridoo wizard Shane Philip, blues-rock band The Roper Show, magician Jason Verners, First Nations dance company Le-La-La Dancers and others. Twelve musicians in renaissance costumes and wigs will be performing songs from the 1650s under four tents at the end of the reservoir surface on top of Mount Tolmie, said Don Kissinger, Raven Baroque organizer. Those wanting to attend can bring their own lawn chairs to sit on as they listen to pieces from Vivaldi, Albinoni and Handel, among others. “These baroque works were hits in their day and are by far one of the easiest entries into the classical music world for a new listener,” said Kissinger. A partnership between the West Shore Arts Council and Westhills features a talented and varied showcase of the best in entertainment. “It is just a super opportunity to have a small venue to enjoy Ken’s music and learn about new emerging artists in our community with respect to B.C. Day,” said Laura Davis of the West Shore Arts Council. “There is just so many different types of music as well as

municipalities acknowledge that a performance arts centre is a possibility,” Davis said. “(The B.C. Day event) shows the West Shore certainly has the artists to embrace such a project. Most of the artists are from the West Shore and we try to design (events) around our residents.” Lavigne, whose parents still live in Colwood, said

The West Shore has become a hotbed for minor lacrosse over the years, with professional players joining the coaching ranks and teams in all age brackets racking up provincial medals. So it should come as no surprise that Juan de Fuca Whaler players have been regularly earning spots on Team B.C., which sends teams annually to the Canadian Lacrosse Association’s national championship tournament. This year the national pee wee, bantam and midget divisions will be contested in Coquitlam and New Westminster from Aug. 4 to 9. Eight Juan de Fuca athletes will compete for B.C. in those categories, including Jacob Obee and Adam Bland in pee wee; Connor Wilson, Brandon McClintick, Ryan Atkinson and Nick Coleman in bantam and Jake Campbell and Jack Kendall in midget. Some have had the experience before and others are suiting up for their province for the first time. Bantam goalie Atkinson is one of the veterans, having made the

“It is very special and I have practised long and hard to get to this stage,” he says. “I’ve enjoyed every part of it – meeting the coaches and all the new kids.” Fellow Team B.C. rookie McClintick is making the most of his chance to shine, having been cut in the first round of tryout in

his previous attempt. “I’ve learned a lot from the coaches during the Team B.C. practices,” he says. “It is definitely a really high level of play. I’m really enjoying this experience so far, as it’s making me push myself to my full potential. It’s a challenge which helps me play harder.” Bland, another first-time Team B.C. player, and Wilson, who made the cut in field lacrosse last year, agree that being exposed to different coaches and a high level of players is going to help them down the road with their skills. Wilson says he’s already learning new things and improving his play. Coleman, another U14 team member in field lacrosse this season, likes the fact his hard work has been rewarded with a berth on the team. He looks forward to rubbing shoulders with the best in the country for his age group and hopes to beef up his offensive skills in the process. Campbell, a second-time Team B.C.er, says it’s been a great experience overall. “My coach, Curt Malawsky, who also coaches the Calgary Roughnecks, is very intense yet experienced,” he says. “It’s great to have the opportunity to play on a team with such a high level of coaching. HAFI Funds Home Modifications for Disabled Man When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced. “The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small. I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.” Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.

“ I just slide into the shower now,” said Walter. “I feel safer and no longer dread trying to wash myself. What was previously a dangerous chore for me is now a welcome treat.” Walter and Lorie hope to spend the rest of their lives in their home. The HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.

The still-expanding population of the West Shore, led by a provinceleading growth rate in Langford, is driving the creation of services and amenities in the area. While the market for single-family homes remains strong, not everyone is quite ready to plonk down their cash and take on a mortgage. Certain developers on the West Shore are well aware of that and as such, are constructing rental buildings to take up the slack among newcomers to the area. Westridge Landing, the Wansbrough family’s 3.86-acre property at Wale and Wilfert roads in Colwood, has been developed in various phases since 2009 when Lee Valley Tools and Eagle Rise Animal Hospital opened up. The current phase is even more ambitious, with a 63-unit rental building called Legacy well underway and a Holiday Inn Express next door also in the works. Lloyd Wansbrough, vice-president of construction and tenant relations for Westridge, says building condos on the sprawling site has been “in the background” for a while, but the idea was shot down when discussed by family members. “I think in building condos, you stick your neck out so much,” he says. “I think we’re a unique company in that we own the land, we’ve

been here so long and there’s lots of equity here.” Creating one-, two- and threebedroom rental units on top of the ground-floor commercial space made more sense given their company philosophy, he says. “It’s more in our wheelhouse. We want to protect our property and pass it along to our kids,” he says. Wansbrough, a renter who doesn’t want a yard and the extra maintenance of an owned home, figures there will always be a mix of renters and homeowners here. Another is due to break ground next to The Waverly next year. “Right now it makes sense for people to rent, because property values are falling,” he says, adding the glut of condos for sale here simply makes it unwise to build more. Among other rental projects going up in Langford include a building on Station Road at Jacklin Road and on Hockley Avenue next to the Village Walk West apartments. West Shore Chamber of Commerce spokesperson Craig Sorochan said the area has seen more rental buildings built since the slowdown in condo sales forced developers to rethink their strategies.
