Many hands...

Recent community celebrations across the Boundary from Rock Creek to Greenwood have proven extremely successful this year. It took two communities to do it, but Canada Day celebrations lasted from morning to dusk. A morning parade in Rock Creek and fireworks that night in Greenwood. Two weeks later Greenwood excelled again with one of the largest Founder’s Day celebrations in recent years. Last weekend it was Midway’s turn to shine—with the 15th annual Kettle River Day, the 5th annual JLB Memorial Kettle River Run and a high school reunion in James G, McMynn Municipal Park that brought together alumni from the 45 years that BCSS has been around. While specific groups spearheaded each of these events, it took the work of many, many volunteers and organizations to make things happen. Founder’s Day this year came together through weekly meetings that had representatives from nearly every group in town; and many of those groups were able to gain some leverage for their own agendas by participating. Both the Greenwood Fire Department and the Greenwood Legacy Group were offering people the opportunity to enjoy a good meal – perfect pancakes from the firemen and the world famous fish and chips put out by the Legacy Group. The Canada Day Parade and Celebration in Rock Creek was another fine example of many groups working together to make the day exceptional. Last weekend in Midway the Kettle River Museum hosted their annual Kettle River Family Fun Day with willing volunteers staffing the concession at the gazebo in Frank Carpenter Park throughout the day. The JLB Run wouldn’t be possible if not for the work of many groups and individuals. All of these events show what we in the Boundary are truly capable of when we work together. Way to go folks!

Administrator Penny Feist presented council with annual reports for the village for 2012 and 2013. This is the first year that the village had put out the documents. “I see this as a tool more geared for larger communities where the public doesn’t have access to the municipality and may not understand all of the projects that are going on,” Mayor Randy Kappes explained. “But it is a requirement and it is supposed to be done. This is the result.” Each report is 37 pages long and includes a statement of objectives, progress report and a copy of the audited financial statement. *** A request from the Country Western Bluegrass Association that their event be covered under the village’s insurance hit a snag. Feist reported that she has been informed that only the portion of the event being held in the arena can be covered by the municipality’s policy. She explained that the group qualifies for a $75 addon to the village policy that will cover only the arena portion of their event. A separate policy would be needed for camping in James G. McMynn Park. Feist reported that the recent BCSS reunion paid $300 for their coverage, which included the arena. Options under discussion were to reduce the $1,000 facility rental charged the group or for the village to take control of it with paid staff run-

ning the festival—Feist recommended against this option as it would increase the village’s exposure should any liability issues arise. Mayor Randy Kappes said, “I am starting to feel like an insurance salesman.” After a discussion that lasted nearly half an hour council agreed the liability insurance is a required cost for the event organizers. The facility rate will remain at $1,000, the village will cover the $75 cost for the arena insurance and the bluegrass organizers will have to purchase insurance for the park venue. *** Jim Reeves wrote to council requesting an exemption from fire protection service charges for St. Mary’s Anglican Church in Kettle Valley —council was unanimous that he should be asking Bill Baird or the Kettle River Lions. Feist said the coverage would cost $450 per year. *** Council drafted a list of meetings they would like to have with provincial officials while at the UBCM convention at Whistler in September. They include a meeting with the Ministry of Agriculture to discuss changes to the Agricultural Land Commission, as well as other officials to discuss the community forest, loss of Small Business Timber Sale fibre from the local area, RCMP and BC Am-

bulance Service. *** Sherwin Engineering of Osoyoos, hired to oversee the installation of pedestal foundations for timber entry canopies to the arena, reported to the village that there are water drainage issues along the west and north sides of the arena that will eventually erode the foundation. Council directed staff to continue to investigate options for installing a proper drainage system for the building. *** The Ministry of Forests has donated a 1987 Ford water tender to the Midway Volunteer Fire Department. Council voted to approve adding the new vehicle to the fleet, specifically for use in the rural fire response area. *** Feist reported that the Statement of Financial Information (SOFI), the 2013 Gas Tax Report and the 2013 Strategic Community Investment are complete and have been submitted. *** Council has opted to invest some money into planning into the development of Riverfront Park rather than proceeding immediately with the new washroom directly across the street from the current campground washroom and showers as had been set out during budget planning this spring. $40,000 had been budgeted this year for the washroom, but Feist said the amount is not sufficient and she recommended it be a multi-year project in any case.

John Hibberson’s dream of a properly equipped venue for community theatre in the West Boundary is becoming a reality. Hibberson, representing the Midway Community Association (sponsor of Midway and Beyond Little Theatre), accepted a cheque for $4,700 from Heritage Credit Union Director Darla Ashton on Tuesday, July 8 at the West Boundary Branch in Greenwood. The cheque is the first of three annual instalments toward the purchase of a portable stage system for the theatre that will be located in the Midway Community Hall. “Because it is a lot of money, we are doing it over three years,” Hibberson explained. “This cheque will buy the first four pieces; next year we will buy four more; and the last year four more and a ramp.” The stage can easily be moved out of the way when the hall is not being actively used in a theatre production. The units are portable and can be easily taken down and stored on two rolling carts. “It’s a beautiful stage and Canadian too, which is nice,” Hibberson said. Ashton explained that Heritage Credit Union assists the communities it serves through their Community Investment Policy. “The policy helps to ensure that the communities prosper, businesses and non-profit organizations thrive, and credit union members find that special place where their dreams can grow.” “This is huge! It was the big ticket item,” Hibberson said as he saw his own dream take a big step toward becoming reality. Hibberson said some old, not-so-portable stage units would augment the newer units until they can be replaced over the next two years. “Part of the credit union philosophy is giving back to the communities and the membership that they serve,” Ashton added. “This credit union philosophy of ethics and community investment is another good reason to invest in the local credit union, and especially this particular credit union branch,” added Hibberson. All going well, Midway and Beyond Little Theatre’s first production, a radio show drama based on the famous 1896 Camp McKinney Gold Bar Robbery, is planned for early November.

Tax relief for the cost of driving Watching gas prices rise as the weather grows warmer is a regular experience for Canadians. The difference this year is that gas prices, which were, in mid-April, already at a three-year high in some provinces (at around $1.50 per litre in Montreal and Vancouver) seem likely to break new records this summer. Tax relief for driving includes moving, traveling for medical services, work-related travel, and taking transit. MOVING FOR EMPLOYMENT? Where it’s necessary to move to take up employment or self-employment, and the move takes the taxpayer at least 40 kilometres closer to the new place of work, the costs of that move can be deducted from income earned at the new job. When it comes to travelling costs, the taxpayer has the option of either itemizing the various costs incurred (including operating expenses such as fuel, oil, tires, licence fees, insurance, maintenance, and repairs and ownership expenses such as depreciation, provincial tax, and finance charges) for the year and then claiming a pro-rated amount which reflects the percentage of kilometres driven which relate to the move. Such an approach requires a fair amount of record keeping and many taxpayers choose instead to claim the standardized per-kilometer rate provided by the federal government. For 2013 (the 2014 rates

will be posted on the CRA website early in 2015), that standardized rate ranged from 45.5 cents per kilometer in Saskatchewan to 63.5 cents per kilometer in the Yukon Territory. Where the standardized rate is claimed, no receipts are required, but the taxpayer is required to keep a record of the number of kilometers traveled in relation to the move. TRAVELING FOR MEDICAL SERVICES? The same approach (itemized approach or standardized rate claim) applies where a taxpayer is claiming travelling expenses related to medical care. The basic rule for claiming travel expenses in such circumstances requires the taxpayer to travel at least 40 kilometres (one way) from his or her home to obtain medical services which were not available any closer to home. Where that requirement is met, the taxpayer may claim the public transportation expenses paid (for example, taxis, bus, or train) as medical expenses. Where public transportation is not readily available, the taxpayer may be able to claim a pro-rated share of vehicle expenses (both operating expenses and ownership expenses, with receipts, as outlined above) or opt for claiming the standardized per-kilometre rate. As is the case with all medical expense claims, a claim is available only where the total amount claimable exceeds the lesser of 3% of

net income or (for 2014) $2,171. It is to your advantage to seek out and claim every possible deduction and credit available under our tax rules to help minimize costs.
