Dry, hot weather forces change in water rules BY SHERI REGNIER Times Staff
A lack of rain and hot temperatures is taxing the water supply in Fruitvale. The village does have adequate water in its main source at Kelly Creek, said Lila Cresswell, adding that usually its two wells are augmented during summer months. “But given the higher draw for irrigation in the dry, hot weather stretch,” explained Cresswell, Fruitvale’s chief administrative officer (CAO). “We will be moving to the second level of water restrictions on Monday.” What that means for Fruitvale residents is absolutely no hosing off roads and sidewalks, sprinklers are allowed only for lawns and gardens from 8 a.m. to 9 a.m., and one hour in the evening from 8 p.m. to 9 p.m., which is a four-hour-per-day curtailment from level one restrictions. Each household is permitted one sprinkler, with odd numbered houses authorized to water on odd numbered days, and even numbered houses water on even numbered
days, added Cresswell. Additionally, underground sprinklers are permitted to water only between 2 a.m. and 4 a.m. at 20-minute intervals per zone. After drilling a new well last year, the Village of Montrose is not low on water because its supply is gathered through groundwater swells that are recharging adequately for the current maximum daily demands, noted CAO Kevin Chartres. “Prolonged drought (several years) would potentially impact the aquifer’s ability to recharge,” he explained. “But a few months through the summer does not seem to affect it.” The areas of Waneta, Glenmerry, Miral Heights and about half of Shavers Bench’s water supply is sourced from an aquifer located near the City of Trail’s RV Park on Highway 3B. And, according to Larry Abenante, Glenmerry is the biggest abuser of water and when the Glenmerry reservoir gets too low, water supplied to the other areas is shut down. See TRAIL, Page 3

Cemetery project adding space for cremains BY SHERI REGNIER Times Staff’
Mountain View Cemetery isn’t running out of space for burial plots, but anyone wishing to be laid to rest in the 84-year old grave site will soon have another option. An above ground project between the City of Trail and Alternatives Funeral and Cremation Services is underway on top of the gently sloping hills that by fall, will give residents the choice of resting for eternity in a columbarium. The function of a columbarium is to provide an above-grade structure designed for the interment of the cremated remains that could house two urns in a niche space of about 12 inches by 12 inches. Forest fires deliver smoky haze BY LIZ BEVAN Times Staff
All day Saturday, the air was hazy with smoke from wildfires surrounding the West Kootenay area and although there are a couple fires burning relatively close by, the smoke came from much farther. Jordan Turner, forest information officer at the Southeast Fire Centre, which covers the Trail area, says the smoke from this past weekend made its way into the region all the way from large fires burning in the Okanagan and a few other places. “We've actually been experiencing smoke
on and off from many different areas from the province and outside,” he said on Monday adding that there is a chance of more smoky skies on the way. “There are large fires that are all far away but because of weather systems and wind patterns, we are experiencing that smoke. Considering a lot of these fires are still very active, this will be something that will be happening for the foreseeable future. “This week we are predicting haze and smoke coming from fires in eastern Washington state.” See LIGHTNING, Page 3

Columbarium offers more choice for resting place FROM PAGE 1 The province’s cremation rates range from 36 per cent to 83 per cent or higher depending on where you live, noted Clark, and the columbarium’s niches are simply a choice that creates an opportunity for internment of those remains. He said the concept flows with the mausoleum’s design and as time passes, additional structures can be added to the first unit that includes bronze nameplates to mark each niche. “My main concern is to develop it in such a way that it makes sense for future development,” said Clark. “Because we want to take advantage of the outdoors and the surroundings that are there to truly create a park-like setting.” Based on its 85 per cent cremation rate, another local municipality has been providing the choice of columbarium internment since 1999. With most people choosing cremation, Fruitvale added an additional col-
umbarium to its cemetery in 2003, and this year, two more. “Most of our burials are cremains now,” said Lila Cresswell, Fruitvale’s chief administrative officer. “We have made quite a few changes at the Fruitvale Memorial Cemetery over the last year.” After a shortage of burial space two years ago, the village added an adjacent strip of land next to the cemetery that provides 82 additional full burial plots, although the plot layout has yet to be approved by the provincial body. “After that we will be in a position to sell plots as they are required, not in advance,” said Cresswell. “We only had one full burial request last year that we had to decline for lack of space.” She said Fruitvale currently has approximately 20 burials per year and with only three of those full burials, the balance being cremations, the 82 additional plots could potentially
extend the life of the cemetery for up to 25 years. Maintaining the area’s cemeteries is a regional function, and this year Trail received $95,000 from the East End communities of the Regional District of Kootenay Boundary to begin re-paving Mountain View’s roads and repair retaining walls, curbs and gutters. Another problem requiring attention is “sinkers,” which are aged grave sites that over time collapse into the earth, creating a hollow or dip. “We raised approximately 3,000 sinker graves a number of years ago,” said Larry Abenante, Trail’s public works manager. “Now the situation is starting to happen again.” The sinker situation may soon be a problem of the past however, because Abenante said when caskets are now lowered into the ground, a fibreglass liner is in place that prevents rot by shedding moisture away from the coffin. Another project under
the city’s capital plan that’s in the engineering phase this summer, is to replace Mountain View’s water source. “Right now we’ve got water coming down from Rossland in an old pipe that is on private property and above ground,” said Abenante. The water route is about 100 years old and only available during the summer months, he added. “It’s under size and in poor condition and a new larger size service will provide more efficient water buried below frost levels and provide water year round.” Fruitvale’s operating budget is $50,000, with a capital budget for cemetery expansion exceeding $70,000. “In addition, a new memorial stone has been installed for plaques to honour those who may not be interred in the cemetery,” said Cresswell. “But are former residents and their families and friends wish to remember.”

Lightning likely caused Slocan fires FROM PAGE 1 There are two fires, both believed to have been started by lightning, burning in Slocan Valley, but smoke from those fires hasn’t affected the area even though the fires have collectively more than doubled in size since Friday. “There is the Enterprise Creek fire and the Monument Creek fire,” said Turner, mentioning that the fires started at a total of 13.5 hectares on Friday. “They are estimated at 14.5 hectares each [as of Monday].” The fires are currently being fought by 55 firefighters and plenty of air support. “Right now, on the Enterprise fire, we have 30 firefighters on the ground and on the Monument fire, we have 25 firefighters on the ground,” said Turner. “We also had a lot of air support because of the steep terrain under the fires. It was difficult to gain ground access so we had a lot of air tankers working on it.” Turner assures that the two fires are still very remote and currently pose no danger to any buildings or communities. He added there is a chance of some thunderstorms coming through the area this coming week, and he has his fingers crossed for some precipitation to accompany the expected lightning, the natural firestarter. “We are hitting a cooling period right now, but with that we are expecting some lightning in the middle of the week and hopefully that will come with a lot of rain,” said Turner, who is keeping an eye out for potential lightning started fires over the next few days. “We are going to monitor and make sure that none of the smaller fires that may start this week become anything significant.” Ron Lakeman of the Castlegar weather office confirmed Turner’s prediction. “We are looking at a system coming in from the coast and it is expected to start producing isolated thunderstorms into Tuesday morning,” he said on Monday afternoon. “The thunderstorms are going to be of the drier variety, so there could be rain in some spots, but it could still start a few fires with lightning.” Lakeman predicts on and off sun and cloud and severe thunderstorms for the rest of the week. The rain should be a welcome visitor since there has only been one day so far this month with measurable rainfall on July 14.

Trail aims to rectify water demand FROM PAGE 1 “Right now the well kicks on if the Glenmerry reservoir is calling for water, and it gets it first because it’s the smallest tank,” said Abenante, Trail’s manager of public works. “When Glenmerry asks, that takes precedence and everything else shuts down.” To rectify the unbalance of water supply and demand to the other areas, the city has a capital project underway called the Bear Creek well water valves and modifications. “It’s an important project and we are digging around the well itself to put some new valves in,” said
Abenante. The project consists of reconfiguring the piping and valve configuration around the well to enhance the water system by improving the volume of distribution. By installing additional valves, all reservoirs supplying the area will get their water whether or not the Glenmerry reservoir is full, he added. Both Warfield and Rossland enact its water use restriction bylaw on June 15 each year that advances water conservation to a stage two level that reduces watering times to four hours twice a day in both municipalities.
Anitra Winje said they will contract with Apex Dispute Resolution of Vancouver, which is already providing the service to Nelson. “To save costs for the local government and our disputants, we’ve opted to go with Apex as well,” she said. The adjudication program, which has been embraced by about 70 other local governments, is
intended to prevent disputed tickets from going to court. The regional district signed on to the program with the Ministry of Justice last fall, but bylaws making it a reality were only adopted last week. “They are encouraging local governments not only to implement this process but to cost share, such as we will
be doing with the City of Nelson,” Winje said. The RDCK plans to use the system to enforce noise complaints, animal control, unsightly premises, building, and some zoning bylaws. Winje said the process should make it be easier both for their bylaw enforcement officers to achieve compliance and for people who challenge
tickets. They no longer need to appear in person, but can participate by phone or letter. She said tickets don’t often end up in court, but it depends on the severity of the infraction. Even with the adjudication system, the regional district still has the option of going to court to enforce its bylaws.
Police investigating woman ‘s death By Times Staff Police are investigating the death of a 17-year-old woman in Ross Spur. On Sunday at approximately 1 a.m., the Trail and Greater District Detachment responded to a 911 call on Faulkner Road in Ross Spur. According the press release issued late Monday afternoon, “the female was found to have
life threatening injuries and was transported by ambulance to the Kootenay Boundary Regional Hospital, in Trail.” The woman was pronounced dead at the hospital. The Kootenay Boundary Regional Detachment General Investigative Section and Crime Reduction Unit, along with the Nelson Forensic Investigation Section, are
investigating the cause of the female’s death. The press release stated a 28-year-old male, located at the residence, was taken into custody by police on an outstanding unendorsed arrest warrant for an incident stemming from an unrelated event. The male is due to appear in Castlegar Provincial Court today.

Games over. The 2014 B.C. Summer Games in Nanaimo drew to a close after four days of competition and celebration of sport. Some will take away medals; all involved will take away memories. The Games officially ended Sunday afternoon with closing ceremonies at Rotary Bowl stadium. Mayor John Ruttan and B.C. Lt.-Gov. Judith Guichon extinguished the flame and Games president Jeff Lott presented the official flag to athletes from Penticton, the next host city. “The 2014 B.C. Summer Games may be over, but the spirit of the community, friendship and teamwork that inspired us all will never leave our hearts,” said Ruttan. He said the city’s efforts in hosting the event made him proud and he thanked the 2,945 volunteers. “They are Nanaimo’s ambas-
sadors,” he said. “They welcomed thousands of visitors from all over the province and showed them true Nanaimo hospitality.” The Games were a big hit with all involved – athletes, families, fans, and everyone else who played a part. The participants, all of them high-calibre athletes, enjoyed a totally different experience than they get during a usual sports season. “You ride the bus with [athletes from] different sports and everybody’s hyped and ready to go and excited,” said Madison Heisterman, a track-and-field gold medallist from Nanaimo. “It’s great. It’s so much fun.” Tavin Grant, a lacrosse gold medallist from Burnaby, said it was a crazy good atmosphere around the city. “Everywhere you go, everyone you meet is just so happy to be here,” said Grant. “It’s such a great environment. Talking to everyone who’s here, everyone is having so much fun.” The closing ceremonies
were a final opportunity for all the youths to get together, say goodbye to new friends and teammates, take selfies, show off their medals and laugh and cry and hug. Certainly they were congratulated for their efforts, in victory or defeat. Dot Neary, school board chairwoman, said one of the participants told her it felt good to win a medal, and when pressed, admitted it felt awesome. “So athletes, to each and every one of you, I say thank you for allowing us to share your awesomeness this weekend,” Neary said. Keynote speaker David Calder, a former Olympic rower, told the athletes it’s great to celebrate victories and it’s OK to be disappointed in defeat. “Move on to what’s next. For all of you, learn lessons from your successes and failures because that’s how you get better,” he said. “Congratulations for getting to this point and good luck for what’s next.”
Massive salmon run off to slow start By Jeff Nagel BC Local News
A predicted massive run of Fraser River sockeye has yet to show up in force, so no commercial salmon fishing has been approved so far. Fishery managers with the Pacific Salmon Commission said fewer sockeye are coming in so far than expected, although that could change swiftly. The commission’s Fraser River panel has not yet issued an estimate of the run size and said planned openings for seine boat fisheries have been pushed back to at least July 23. The pre-season forecast – based on the fact
this year’s return is the spawn of the unusually large 2010 run – projected 23 million sockeye would likely come back to the Fraser this summer, and it might run as high as 72 million. Other challenges are ahead for the migrating fish if they prove to be merely late, not missing. Hot weather and a smaller-than-average Interior snowpack is likely to result in more sockeye dying than usual on their journey upriver. “Sustained exposure of sockeye to Fraser River water temperatures in this range may slow their migration and cause elevated levels of pre-spawn mortality,” the PSC’s announcement cautioned.

National Canadians sticking close to home, says survey THE CANADIAN PRESS TORONTO - A new survey says nearly one quarter of Canadians won’t be travelling this summer, with budget concerns keep them close to home. The survey by digital offers website RetailMeNot.ca says the high price of gas and accommodations are the top reasons for keeping 23 per cent of Canadians at home, followed by high air fares. Just seven per cent say they’ll be travelling overseas this summer. And 28 per cent of plan to limit their spending on summer travel and transportation to $100 or less. But the survey found that Canadians will spend $100 to $300 on alcohol during their summer holiday, while 60 per cent will spend under $200 on food. Canadians do appear to like camping, regardless of how much money they make, with 40 per cent of those with an income of $100,000 a year or more say they are heading to the woods this summer. Just 16 per cent of consumers are using coupon sites to save money on things like rental cars, hotels or airfare, according to the survey.

Inuits gather for meeting THE CANADIAN PRESS INUVIK, N.W.T. - Hundreds of Inuit from across the circumpolar world are meeting in Inuvik to discuss a unified front on everything from wildlife management to economic development. Duane Smith, who leads a group representing Inuit from Russia, the U.S., Canada, Greenland and Scandinavia, says his people need to start sharing information between themselves to cope with a changing Arctic. He says northern animals from polar bears to whales regularly cross international borders and Inuit must develop management plans that recognize that. Smith adds the same is true of getting the most local benefits out of industry activity in the North. About 600 people have gathered in the Northwest Territories for the Inuit Circumpolar Conference meeting - so many that some are staying on a converted barge and others are billeted in a work camp.

Mayor dies from stings THE CANADIAN PRESS LA PRAIRIE, Que. - The mayor of a Montreal-area community has died after being stung repeatedly by wasps. Municipal authorities in La Prairie say Mayor Lucie F. Roussel passed away in hospital on Sunday. A spokeswoman for the town said Roussel, 51, was not allergic to wasp stings. “She was stung on several parts of her legs - about 15 times from what we think,” Chantal Charron said Monday. “She was overcome by the number of stings. When the ambulance technicians arrived, they tried to give her (an adrenalin injection) but they couldn’t save her.” Jean Bergeron, the town’s director-general, said he was in a “state of shock.” “Losing someone in such a way is difficult,”
Small charity hit with politicalactivities audit from CRA
THE CANADIAN PRESS OTTAWA - The Canada Revenue Agency has launched a political-activities audit of Pen Canada, a small charity promoting freedom of expression that has criticized the Harper government in the past. Two tax auditors showed up Monday morning at the tiny Toronto offices of Pen Canada, asking to see a wide range of internal documents. Pen Canada’s president, Philip Slayton, says the tax agency gave notice of the audit two or three months ago, and that the group is “fully co-operating.” Pen Canada represents more than 1,000 writers and supporters, including Canadian literary luminaries Margaret Atwood and Yann Martel, and presses for freedom of expression at home and abroad. The group has been highly critical of the Harper government in recent years for the muzzling of scientists on the public payroll, and for alleged spying on Canadian citizens
in concert with U.S. eavesdropping agencies. This latest politicalactivity audit is among more than 50 that the agency has begun since 2012, which some critics have said creates an “advocacy chill” as charities self-censor for fear of losing their ability to raise funds through tax-deductible donations. The wave of audits was announced by the federal government in the 2012 budget, and some groups have been under threat of losing their charitable status for more than two years. The list of targets includes Amnesty International Canada, the Canadian Centre for Policy Alternatives, Canada Without Poverty, and the David Suzuki Foundation. The Canada Revenue Agency says its work is conducted without political direction from government. “The process for identifying which charities will be audited, for any reason, is handled by the (charities) directorate itself and is not subject to political
direction,” the director general of the directorate, Cathy Hawara, told a Canadian Bar Association group. Pen Canada, with only one or two fulltime employees in recent years, officially reported just $237,000 in expenses for 201112 in its latest filing with CRA. Charities are permitted to spend up to 10 per cent of their resources on political activities, based on a 2003 government policy. An investigation by The Canadian Press has found numerous charities targeted with political-activity audits, from environment to international aid and human-rights groups. Many say they are being slowly drained of cash for legal and other costs, and fear speaking out. Duffy accused of charging for travel to funeral and ceremonies THE CANADIAN PRESS OTTAWA - The RCMP provided fresh details Monday of its 31 fraud charges against Sen. Mike Duffy, accusing him of charging taxpayers for personal travel to funerals and for services from four people, including an Ottawa personal trainer. A new court filing alleges “inappropriate expense claims associated with personal attendance at funeral and related ceremonies.” According to the court documents, Duffy filed five separate expense claims that the RCMP alleges involved personal or partisan travel. The claims were filed from June 2009 to September 2012. Duffy is also accused of fraudulently awarding a $65,000 contract to his longtime friend, Gerald Donohue. The RCMP allege that Donohue, in turn, paid some of that money to three other people, including a personal trainer. Donohue has already told investigators that he did “no tangible work” for the money. The RCMP announced last week it was charging Duffy with 31 criminal counts related to his expense claims, accusing him of misspending more than $200,000. The charges stem from the dis-
graced senator’s housing and travel expenses, and a $90,000 payment from Nigel Wright, the former chief of staff to Prime Minister Stephen Harper. Duffy has denied any criminal wrongdoing. Neither Duffy nor his lawyer, Donald Bayne, would comment on the new information, referring the news media to a statement released last week, when the RCMP first laid the charges. The Conservative-appointed senator is to appear in court Sept. 16. The NDP’s Peter Julian says as more details emerge about Duffy’s alleged crimes, the questions reach all the way to Harper’s office. He says it’s time for the prime minister to “come clean.” “As more of the details come out, Canadians are asking: ‘What does and what did the prime minister know, and when did he know it?’ That’s the question he’s yet to answer and he must answer.” In April, the RCMP concluded there wasn’t enough evidence to charge Wright. The prime minister had previously insisted Duffy repay his expenses, but the senator said he didn’t have the money. Wright then stepped in and wrote a personal cheque for $90,000 to Duffy to help him cover his expenses.

B.C. back in the black, deep in debt
W
hen the audited public accounts confirmed a $353 million surplus for the last fiscal year, B.C. Liberal political staff were quick to remind reporters of the NDP’s main theme from last year’s election campaign. Pages of election quotes from almost every NDP MLA were waiting to be distributed. It was a “bogus budget,” one of the more polite tags applied to the government’s preelection fiscal plan. “It underestimates the costs in a whole bunch of ministries and we’re going to have to review that because all of the decisions that we propose in our platform will have to be implemented,” said then-leader Adrian Dix, describing the NDP’s plans to tax and spend more. Skeena MLA Robin Austin targeted health care in the budget debate: “Bearing in mind that
our population is actually increasing, bearing in mind that our population is aging, I think it’s very unrealistic to think we can actually limit health care expenditures to 2.7 per cent.” As it turned out, health care spending grew by just over two per cent. It still went up by $360 million from the previous year, but after annual increases of six or seven per cent had become the norm, this is quite an achievement. New agreements remain to be negotiated with doctors and nurses, so we’re unlikely to see the same cost control results for the current year. Ottawa’s health care transfer payment formula has changed, and increases are to be capped at three per cent a year by 2016, so this is the kind of spending restraint all provinces are expected to produce. Education was the only other ministry to receive

significant extra funding last year, up $299 million despite continuing enrolment decline. Like health, the education budget goes up every year, and these increases, along with strong student performance results, expose the rhetoric of the B.C. Teachers’ Federation about a cash-starved system for what it is. But the biggest fabrication of last year’s election was the “debt free B.C.” slogan emblazoned on the side of Premier Christy Clark’s campaign bus.
The public accounts confirm that the province’s total debt rose to just over $60 billion, the latest of a series of increases since 2008. The much-touted balanced budget is on the operating side, while the province continues to pile up debt to pay for the Port Mann mega-project, hospitals, schools and other big infrastructure. Finance Minister Mike de Jong emphasized the difference between capital and operating expenditures. “We’re borrowing to build as opposed to paying for the groceries,” he said. “Debt free B.C.” was not an outright misrepresentation, merely one of the most far-fetched promises ever delivered in the history of B.C. politics. The legislature is to convene in October so the B.C. Liberals can pass a taxation framework for the nascent liquefied natural gas industry, which
the government hopes will generate the revenues to ultimately pay off the province’s $60-billion mortgage. Meanwhile there is more capital debt ahead. The cabinet is expected to green-light the Site C dam on the Peace River this fall, a decade-long project estimated to cost $8 billion. Along with the public accounts, the finance ministry released a list of surplus land sales. The sale of 50-odd properties, some of them closed schools, netted the provincial treasury about $310 million, which accounts for most of the surplus. Was this “selling off the family silverware to try and balance the books,” as now-NDP leader John Horgan termed it before the election? It’s certainly not a revenue source to be matched next year. The actor’s character of Gibbs will appear on the latest “NCIS” spinoff based in New Orleans, which begins shooting next week in the Crescent City. “NCIS: New Orleans” stars Scott Bakula, Lucas Black and CCH Pounder and deals with the investigation of criminal cases. Harmon serves as an executive producer in addition to his duties starring in “NCIS,” which started as a spinoff of “JAG” and heads into its 12th season this fall. Harmon and “NCIS” co-star Pauley Perrette will make crossover appearances on the new show. Ignorance isn’t always bliss
I am writing about an incident that happened to me at work July 17. I am a street cleaner working with the CDS Downtown Crew. This crew is a social enterprise site that CDS is contracted by the city to provide individuals with varying disabilities the opportunity to learn employment skills. I felt deeply offended by the assumption that a person working in Jubliee Park made about me. I am a person with
a disability, I am not mentally challenged, I have a learning disability. I overheard one say I was mentally challenged. When confronted about it, they simply stated that they have a right to their opinion. They are all kinds of people in this community, despite who or what they are we all have to learn to live with each other, because who wants to live in a community that dictates hateful words or discriminates towards

It has been caught red-handed, and hundreds have died. This is indeed a game-changer – but in which direction? One option would be for Moscow to admit it, apologise whole-heartedly, and abandon its clients in eastern Ukraine. That is unlikely to happen. As President Vladimir Putin said on Thursday, “This tragedy would not have occurred if there were peace in that country, or in any case, if hostilities had not resumed in southeast Ukraine. And certainly, the government over whose territory it occurred is responsible for this terrible tragedy.” In other words, yeah, we gave the rebels the weapons, and they used them to shoot down the airliner, but the whole thing wouldn’t have happened if the Ukrainian government had just given in to the rebels. So it’s really Kiev’s fault, not ours. The signs are clear: Russia is going to brazen it out, and go on supplying the separatist rebels with weapons. The Western Europeans have been trying to look the other way (although the United States did impose some extra sanctions last week), but they can’t look away after this. Western sanctions against Russia are going to go up quickly and steeply now. It’s already ugly, and it’s going to get even uglier. THE ASSOCIATED PRESS LOS ANGELES - Actor James Garner, whose whimsical style in the 1950s TV Western “Maverick” led to a stellar career in TV and films such as “The Rockford Files” and his Oscar-nominated “Murphy’s Romance,” has died, police said. He was 86. He was found dead of natural causes at his home in the Brentwood area of Los Angeles Saturday evening, Los Angeles police officer Alonzo Iniquez said early Sunday. Police responded to a call around 8 p.m. PDT and confirmed Garner’s identity from family members, Iniquez told The Associated Press. There was no immediate word on a more specific cause of death. Garner had suffered a stroke in May 2008, just weeks after his 80th birthday. Although he was adept at drama and action, Garner was best known for his low-key, wisecracking style, especially with his hit TV series, “Maverick” and “The Rockford Files.” His quick-witted avoidance of conflict provided a refreshingly new take on the American hero, contrasting with the steely heroics of John Wayne and the fast trigger of Clint Eastwood. Well into his 70s, the handsome Oklahoman remained active in both TV and film. In 2002, he was Sandra Bullock’s father in the film “Divine Secrets of the Ya-Ya Sisterhood.” The following year, he joined the cast of “8 Simple Rules ... For Dating My Teenage Daughter,” play-
ing the grandfather on the sitcom after star John Ritter, who played the father, died during the show’s second season. When he received the Screen Actors Guild’s lifetime achievement award in 2005, he quipped, “I’m not at all sure how I got here.” But in his 2011 memoir, “The Garner Files,” he provided some amusing and enlightening clues, including his penchant for bluntly expressed opinions and a practice for decking people who said something nasty to his face - including an obnoxious fan and an abusive stepmother. They all deserved it, Garner declared in his book. It was in 1957 when the ABC network, desperate to compete on ratings-rich Sunday night, scheduled “Maverick” against CBS’s powerhouse “The Ed Sullivan Show” and NBC’s “The Steve Allen Show.” ”Maverick“ soon outpolled them both. Throughout his long film career, Garner demonstrated his versatility in comedies (“The Art of Love,” ”A Man Could Get Killed,“ ”Skin Game“), suspense (”36 Hours,“ ”They Only Kill Their Masters,“ ”Marlowe“), Westerns (”Duel at Diablo,“ ”Hour of the Gun,“ ”Support Your Local Gunfighter“). In the 1980s and 1990s, when most stars his age were considered over the hill, Garner’s career remained strong. He played a supporting role as a marshal in the 1994 “Maverick,” a big-screen return to the TV series with Mel Gibson in Garner’s old title role.

Sam Konkin was awarded a Mel Osborne Fellowship and his contributions to the Trail community were celebrated July 8 in the Kiwanis Beaver Creek Park. During a steak dinner barbeque in his honour, Konkin received a scroll, the Osborne Medallion with a gold and blue neck ribbon and a lapel pin/ tie tack. Since joining the Kiwanis Club of Trail on June 12, 1953, Konkin served as president for one year and club treasurer for over two decades and chaired many committees. He was one of the Kiwanians instrumental in the start of, and involved in direction of, the long term care of seniors at Kiro Manor and Portland House. Konkin has a long commitment to the community and citizens of Trail and was on the board of directors for the first Silver City Days Committee. Hastings claims 9-10 provincial championship BY JIM BAILEY

The Hastings Red Sox All Stars proved to be the cream of the crop in the the 9-10 B.C. Little League championship, going undefeated in the round robin before defeating Trail on Friday in the semifinal and Highlands in an electric final match on Saturday at Andy Bilesky Park. Hastings downed a plucky Trail Oriole team 7-2 in the semifinal, before taking out the Highlands All Stars 17-6 in a deceptively thrilling final. “It was a great game for us . . . but it was nice to play a tight game like that with Trail,” said Hastings head coach Rob Buljevic. “But our game, it wasn’t a 17-6 game, it was a closer game than that, they played a great game and we played a great game, and it was a nice way to end it.” After Hastings took a 6-1 lead with a five-run second, Highlands continued to chip away at the lead, bringing the tying run to the plate in the bottom of the fifth. With the score 10-6 and the bases juiced, Highlands’ top hitter Jed Decooman stepped up. Decooman was 12 for 20, with three doubles, a triple, one home run, and seven RBIs over the seven games played, and was facing Laughlin Holbrook who had come on in relief of Luca Buljevic. “We were trying to pitch
him outside,” said coach Buljevic. “You know we seen this guy hit a home run. He crushed one 220 there and we were just trying to get him on the outside. We knew he could cause some damage, and we saw what he did to White Rock yesterday, so I was nervous.” With one on and two out, Holbrook had ceded a double to Dylan Stevens, then a walk to Sam Aslanowicz to load the bases before facing Decooman. But Holbrook came with the heat, getting the North Van slugger to swing through the first two pitches, and after taking one, the young right-hander would sit the Highlands player down, getting Decooman to swing at an off-speed pitch on the outside corner for out number three, while drawing a huge sigh of relief from the Hastings’ parents. Highlands had upset White Rock 14-12 in the other semifinal match Friday, coming back from being down 8-5 and scoring seven runs in the fourth inning to get to the final. Highlands coach Steve Lake said his team was a little nervous facing Hastings but was proud of the way they fought back. “I brought in a never say die attitude with my boys, they don’t quit, and they crawl every step of the way, we don’t give up that’s for sure,” said Lake. Trail All Stars split first games BY TIMES STAFF The Trail All Stars got off to a great start at the B.C. Little League Baseball championship on the weekend beating White Rock 11-5 in the opening match before falling to Beacon Hill 12-2. It was Trail’s first ever win over White Rock at the B.C. Little League championship on Saturday. Trail jumped out to an 8-0 lead, before White Rock would score five runs in the fifth to cut the lead to 9-5. However, Trail would count two more in the sixth to net their first win of the tourna-

ment. Trail would be on the losing end of a 12-2 drubbing by Beacon Hill on Sunday however. The Victoria based team scored six runs in the second inning and another four in the fourth to take an 10-2 lead. Two more runs in the bottom of the fifth by Beacon Hill would end the game due to the 10-run rule. Trail played the host North Langley Monday night but scores were unavailable at press time. Playoff decides B.C. Amateur
NORTH VANCOUVER - After a thrilling five-hole play off, Jordan Lu won the 112th British Columbia Amateur championship at Seymour Golf and Country Club on Friday. The 17-year-old birdied the final hole of regulation play; a 558-yard par 5, to finish even, 284, for the Championship tied with Michael Belle, and forced a sudden-death play off to determine the 2014 champion. The pair both struggled to find the fairway from the 18th tee, but recovered well and
exceptional short game kept them alive, shooting par on the first trip down number 18 in the playoff, and birdieing on their second run. They continued neck-andneck until Belle bogeyed on number 10 giving Lu the opportunity to putt for par and end the Championship. Lu capitalized on the chance and made a short putt to earn the privilege of hoisting the Bostock Trophy. “Before he putt I was thinking ‘just make my putt’ because I know he’s not going to miss,

but after he missed it I thought, ‘ok, now I really have to get this,’” said Lu. “In the fourth play off I pulled my putt really hard, which was not good. So I was just trying to focus and make sure I made a good stroke. And I did.” He entered the Championship with no expectations to win. He opened with a 1-over par after struggling on the back nine. McIlroy masterful
THE ASSOCIATED PRESS HOYLAKE, England - Rory McIlroy clutched the treasured piece of silverware, his reward for winning golf’s oldest major championship. Now he’s got his eyes on a new jacket. Something in green, preferably. With a grind-it-out performance on the final day of the British Open, McIlroy checked off another requirement for joining perhaps the most exclusive club in the game. U.S. Open? He’s won that. PGA Championship? Yep, got one of those too. British Open? Took care of that on Sunday. “I’m immensely proud of myself,” McIlroy said, clutching the claret jug after a two-shot victory over Sergio Garcia and Rickie Fowler. “To sit here at 25 years of age and win my third major championship and be three-quarters of the way to the career Grand Slam, I never dreamed of being at this point in my career so quickly.” All that’s left is the Masters.
Get ready, Augusta National. This guy isn’t very patient. “I really don’t have any doubt that he’ll win there,” Fowler said. “It’s just a matter of time.” Unlike his first two major titles - eightshot runaways at both the 2011 U.S. Open and the 2012 PGA Championship McIlroy had to sweat this one out a bit. He didn’t play his best, settling for a 1-over 71 that was his highest score of the week. He bogeyed two straight holes on the front side, giving his challengers a glimmer of hope. But it was never really in doubt, his lead never less than two shots. “I always felt like I had that little bit of a cushion,” McIlroy said. All along, he had his eyes on a bigger prize. The Grand Slam. With his victory at Royal Liverpool, McIlroy became the third-youngest player - behind Jack Nicklaus and Tiger Woods - to win three of the four majors. I’d love to win a lot more and I’m really looking forward to ... next April and trying to complete the career Grand Slam.” Nicklaus has long been impressed with McIlroy’s potential. The Golden Bear liked what he saw on Sunday, watching the finale on television. “I like his swagger,” Nicklaus said in a message posted on Facebook page. “I like the way he handles himself. I like his desire to be great. I like his desire to do the things he needs to do. I like that in a young guy. He’s cocky in a nice way.”

FROM PAGE 11 Highlands plated three in the bottom of the fifth to cut the lead to 10-6 but that was as close as they would get as Hastings overpowered their North Vancouver counterparts, scoring seven runs in the top of six, highlighted by back-to-back doubles from Loreto Siniscalchi and Nicola Barba on their way to the provincial title. Siniscalchi was a force on the mound for Hastings going three and two-thirds innings, allowing two earned runs on five hits and two walks while striking out four. “I just threw fast balls,” said Siniscalchi. “Well I threw one curve ball, but I throw fast and I was just trying to throw straight down the middle.” Niko Sigur and Barba led the Hastings attack going 3-for-4 with three RBIs while
Holbrook was 2-for-3 and pitched one-andone-third innings allowing one hit, two walks, while striking out three. Gabriel Nelson was 2-for-3 for Highlands. Hastings will host the 2016 Canadian Little League championship, and Buljevic expects much of his team to be on the 11-12 team to compete for the host city. As for Trail, visiting teams were impressed with the hard work of the organizers and volunteers, in what was a great week for Trail Minor Baseball. “Trail did a great job hosting as far as organization and stuff like that,” said Buljevic. “Clare and Keith (DeWitt), they did a great job hosting the event and being here every day and you know what, we had a great time here and I’d love to come back to Trail again.”

Franson signs TORONTO - The Toronto Maple Leafs and Cody Franson have avoided arbitration with a one-year contract worth US$3.3 million. It’s the third straight one-year deal for the former Beaver Valley Nitehawk, who missed most of training camp last season after a contract dispute. With this one, the 26-year-old gets a raise from the $2 million he made in 2013-14, when he led all Toronto defencemen with 33 points (five goals, 28 assists) and ranked second in the NHL in hits (282). Franson, a third-round pick of the Nashville Predators in 2005, has 28 goals and 105 assists and a plus-eight rating in 322 career NHL games. The six-foot-five 213-pound native of Sicamous, B.C., was acquired by the Maple Leafs along with Matthew Lombardi from the Predators on July 3, 2011 in exchange for Brett Lebda and Robert Slaney.

Lu recorded five birdies on the final day of competition on his way to claiming the title and kept up with several players his senior with college-level experience. His summer season began strong after winning the individual title at the BC School Sports AAA Championship. Birchank Golf Course member Tyler McKay made the cut on Wednesday after shooting opening rounds of 77 and 78. He shot his best round of the tournament on Thursday with a 1-over par 72, however, the Rossland native struggled on Friday carding an 80 for a 307 total and a tie for 47th place. Kimberley golfer Jared Dutoit finished tied for seventh place, after rounds of 72, 74, 71 and 72 for a four-day total of 289, tied with former champion Kevin Carrigan of Victoria and Stuart Mcdonald of Vancouver. Carrigan, a member at Royal Colwood in Victoria, will be one of two B.C. amateurs in the Canadian Open field next week at Royal Montreal Golf Club. Surrey’s Adam Svensson also received an exemption into the event last week and finished in a tie for fourth at the Amateur.

THE ASSOCIATED PRESS NEW YORK - The summer box office continued to lack mojo, as the R-rated “Sex Tape” failed to turn on moviegoers on a weekend where “Dawn of the Planet of the Apes” maintained its rule. 20th Century Fox’s science fiction sequel outmuscled a trio of new films to top the North American box office for the second-straight week with $36 million. Its closest completion over the weekend was the home-invasion horror thriller “The Purge: Anarchy,” opened with $28.4 million Sony’s “Sex Tape,” a starrier, more expensive release that opened with $15 million came in fourth place behind Disney’s “Planes: Fire & Rescue.” The animated sequel to 2013’s “Cars”-offshoot, “Planes,” opened with $18 million.

TV LISTINGS Marriage coming for ‘Two and a Half Men’
THE CANADIAN PRESS MONTREAL - It looks like Mila Kunis isn’t the only one ready to marry Ashton Kutcher. He’s got a date at the altar booked with Jon Cryer too. Kunis, Kutcher’s pregnant finance, doesn’t have to worry though - it’s Kutcher and Cryer’s heterosexual characters who are getting hitched on this fall’s final season of “Two and a Half Men.” Cryer said in a telephone interview with The Canadian Press on Friday that gazillionaire Walden Schmidt, played by Kutcher, is going to go through a crisis and realize the only thing that will give his life meaning is raising a child. “He’s made such a mess of his relationships that he realizes that adopting a child would be the best thing for him,” said Cryer. “In order to do that, he’s going to need a spouse and thankfully in California, same-sex marriage is now legal. So who’s the guy he knows would never leave him? That would be Alan Harper.” Harper, played by Cryer, has freeloaded his way through the series’ 12 seasons, first moving in with his libidinous brother played by Charlie Sheen after getting divorced and then hanging on when Sheen’s character was killed off and Kutcher’s bought his house. Cryer said it has been “incredibly freeing” to play Alan Harper, who seems to bumble from one personal disaster to the next on “Two and a Half Men,” which airs in Canada on CTV. “He’s so flawed and every season he gets a new one, a new, horrible flaw. What’s been fun is trying to find the essential humanity and at least striving for him to retain some dignity in the midst of all this. “When you realize it’s not about being goodlooking, it’s not about the audience loving you, it’s freeing. It’s like all of a sudden you can go anywhere.” Cryer is looking forward to seeing what lunacy will unfold over the course of the show’s final year. “It’s going to be a wild ride.” Wild rides are not unusual for “Two and a Half Men,” billed as the longest-running liveaction sitcom currently on TV. Despite 30 Emmy nominations - including two best actor wins for Cryer - the popular series probably got its greatest attention for Sheen’s public meltdown in 2011.

Maybe Barbara doesn’t want to ruin things for the kids, but honestly, we think she’s delusional. We love her, but don’t know how to change Seth’s attitude. Any ideas? -Sad Grandparents Dear Sad: The fact that Seth likes to hunt is his business as long as he has the proper licenses. We don’t recommend you debate the issue, because you are unlikely to find common ground. We

Dear Annie: We live five hours from our daughter, “Barbara,” her husband, “Seth,” and their two kids. We visit them once a year. Seth completely ignores us. The last time we arrived, our daughter and grandchildren hugged us, but Seth sat with his back to us. He didn’t even say hello. When my husband went to talk to him, Seth walked out of the room. Each time we go there, he becomes a little worse. We send him birthday and Christmas gifts, and he never responds. We have no idea why he hates us.
