Flooding plan needs action, says mayor

Senior governments need to invest more money on work to protect communities along the Fraser River against potential flooding, not more studies, said Mission Mayor Ted Adlem this week after the Fraser Basin Council (FBC) released its Lower Mainland Flood Management Strategy initiative, which aims to pull together a coordinated action plan with costs within two years. “We know where our issues are and we know where work needs to be done,” said Adlem. “We don’t need more studies … The whole thing has been studied to death.” Areas that need improving in Mission are the Mission Dike from the Harbour Authority building on Harbour Avenue to the West Coast Express staging area and the Silverdale Dike. There is no right-of-way for the district to improve the Mission Dike, and the Silverdale Dike, a non-standard agricultural berm, would also require several million dollars in land acquisition and construction to

bring it up to the required standards, according to a district staff report prepared by director of development services Mike Younie earlier this year. Younie also noted work needs to be done to raise the Lane Creek and Chester Creek pump stations. In addition to elevating the dikes, governments also need to dredge the river, said Adlem. “If we don’t do something about dredging the river, which is rising, and if we study the river again, which we already know where the problems are, we’re never going to accomplish a safe river or safe dikes,” he added. “The biggest issue is where is the money going to come from?” In April, Mission council refused to provide more funding to the FBC for plan development. Mission already contributed $6,426 this year to FBC work through the Fraser Valley Regional District. According to a district staff report, $1,875 of Mission’s contribution was used to help fund the strategy. FBC chair Colin Hansen said CONTINUED ON 5

Raceway facing potential $500,000 loss in revenue Jason ROESSLE ABBOTSFORD NEWS

The B.C. Custom Car Association (BCCCA) is facing a potential loss of $500,000 in annual revenue due to construction problems at Mission Raceway Park that have delayed key races and cancelled dozens more. Concrete-pouring problems, including blistering and delamination, have plagued efforts to repair the track surface since the end of February. “We’re still making progress,” said Brian Nawyn, BCCCA president, “and we’re hoping repairs will be completed by Sunday night.” This will then allow the association to ready the track, such as installing electronics. If no further issues

arise, it’s likely the raceway will open the first weekend of August, when organizers are hoping to host the Old Time Drags. Nawyn said about $300,000 has been lost so far due to cancellation of the street legal, bracket and road races. Another $200,000 revenue shortfall is projected as a result of not being able to host the major events so far, such as the Lordco Nationals and Doorwarz, the raceway’s most popular event last year. In an effort to make up for lost time, Nawyn said the raceway will try to combine the annual Smoke, Fire and Thunder jet car event with the Lucas Oil Canadian National Open, Aug. 21-24. The search for two missing men on Kinbasket Lake has turned into a recovery operation. Mission’s Mike Murphy, 55, and Osoyoos’ Al Healy, 60, were reported missing last week when they didn’t return from a fishing trip on July 7. They left in their four-metre aluminum boat from the Mica Dam boat launch around 6:30 p.m. and have not been seen since. Murphy’s family, including his children and wife, helped with search efforts last week and were devastated when the search entered recovery mode on July 11. “(It was) something that we didn’t want to believe, but something that was a shocking reality for us all,” said Murphy’s son, Richard. He explained that police believe his dad and Healy, who is Richard’s uncle, are in the water along with their boat. The firm Ralston and Associates Search and Rescue is now patrolling the water with their side-scan sonar devise to search the bottom of the reservoir for the two men. Because the reservoir is still filled with the trees that were not removed before the construction of Mica Dam, the search is proving difficult. While most of his family has returned home, Richard plans to stay in the area with his girlfriend until the Ralston team has finished the job. A memorial ceremony was Wednesday evening at Potlatch Creek, Murphy and Healy’s favourite fishing spot on the lake, according to Richard. A floating wreath with two candles was released and a cross was planted on the shoreline in memory of the men. The two men were employees of Western Pacific Enterprises, a contractor working on the Mica Dam. The Kinbasket Reservoir is more than 200 metres deep near the Mica Dam and is still not at full pool. It stretches from Mica, 150 kilometres north of Revelstoke, almost to Valemount in the north and also extends south towards Golden. – with files from Revelstoke Times Review

May, track repair trouble forced organizers to postpone the event until Sept. 4-7. The BCCCA president noted the raceway’s economic spinoffs for

Now, it’s 50 to 60 per cent, he said. According to a 1994 Mission Regional Chamber of Commerce report – the most recent study – the average competitor polled spent $72 per day while at the raceway, including entrance fee, food/ beverages, souvenirs, etc. Spectators spent an average of $32 a day. Once they left the grounds, spectators spent about $128 per day, while racers spent $266. The numbers increase to $197/day for spectators and $410/ day for racers if they remained overnight.

a prioritized strategy of what flood defence works are needed most urgently would guide spending. FBC predicts a catastrophic flood could put 300,000 residents and $50 billion in development at risk on the Fraser River floodplain. It’s unclear how the billions of dollars in needed work will be raised, but advocates hope a regional approach will prove more logical than leaving individual municipalities to work in isolation on flood planning and lobbying for grants. A blueprint for deliberate, planned upgrades would aim to avoid a repeat of 2007, when the Fraser threatened to flood and politicians frantically dispatched hundreds of dump trucks

The Fraser River came close to topping the dikes in Mission in 2007. to raise dikes as an emergency action. “We did not know whether we were putting those dump truck loads in the most important places or not,” Hansen said. “We threw money at the problem on an urgent basis. We need to make sure taxpayers’

dollars are spent effectively, targeting the highest risk areas first and dealing with the secondary concerns as we go forward.” Part of the case for a regionally agreed strategy is because flood water pushed back in one area will flow to another.

Just building higher dikes in the Fraser Valley could simply direct more water at Richmond, Hansen said. Dikes are sometimes maintained by different municipalities on either side of a river – such as the Pitt River between Coquitlam and Port Coquitlam. If

just one side is built higher to new standards, the other side would flood first in high water. Federal and provincial ministers pledged support, noting a Fraser flood has the potential to be the worst natural disaster in Canadian history. Also backing the plan was Sto:lo Grand Chief Doug Kelly, who said aboriginal communities’ pleas for help during floods in 1989 and 1990 were mired in “jurisdictional warfare” between the provincial and federal governments. Adding to the sense of urgency are new reports released by the province last week that project major floods will be more frequent and severe as a result of climate change, and warned most dikes in the Fraser Valley are not high enough.

Cohesive flood strategy long overdue

If the Fraser River ever were to breach its dikes in a major flood, the result would be a catastrophe of historical proportions. Up to 300,000 residents and $50 billion in development could be gravely impacted. So concludes the Fraser Basin Council, as it puts together a coalition of local and senior governments and other interests all focused on developing a strategy to protect the region from a devastating flood. It’s a laudable and entirely necessary initiative, but one which begs the question: What took so long? In 2007, the Fraser threatened to overwhelm the existing dikes, which were frantically raised in some spots. Seven years later, authorities identify the need for a multi-billion-dollar regional

flood protection plan – one that would coordinate efforts between communities so that the surging Fraser isn’t simply pushed from one vulnerable spot to the next along its route. Climate change and altered weather patterns didn’t begin seven years ago. Arbitrary grant applications for dike work and varied maintenance efforts from one community to the next are nothing new either. In the meantime, as Mayor Ted Adlem points out, little consensus has been reached on dredging parts of the river, which still seems to be anathema to senior government agencies. Make no mistake, a cohesive Fraser River flood protection strategy is vital. It just best not take another seven years to expedite some actual action.

Turning First and North Railway into two-way roads a poor idea at the bend south of the intersection with Cedar. On the east side where the two lanes end at Horne Street, they need to continue across into Timberwood Avenue, over the tracks and back onto the Lougheed. This will allow the downtown core to retain its one-way streets as well as move the commercial traffic away from the downtown core. It would also decrease commercial travel times through the core as well as make the streets safer. A 30 km/h speed limit

could then be posted similar to the one-way at Langley. Furthermore, it would allow the use of North Railway Avenue, specifically with the angled parking and sidewalk on the south side to hold such events as the farmers’ market or perhaps night markets. I see both North Railway and First avenues as being the vitality of the downtown core and to encourage growth by bringing in venues that would draw Mission residents, and tourists, which would be a boon

People grow up having choices Re: District eyes lifting ban on needle exchanges, July 11 edition. I read the article about bringing back the needle exchange and I fully disagree with it. The article said people don’t grow up wanting to be drug addicts, but they do grow up with choices. These people grow up knowing what the drugs can do to them and yet they still choose to do it. I manage properties and I’m tired of finding used, dirty needles on the grounds. I’m worried about walking my dog

at the parks in this town for fear she will step on a needle. Addicts do not care where they shoot up and have no respect whatsoever for anyone else. I am embarrassed to live in this town now. First Avenue looks like the slums, and near Park Street, it looks even worse. Put the money towards cleaning this town up. These people could care less if they have a clean needle or not. On the issue of the Lougheed Highway, with respect to downtown Mission, this plan has no foresight or vision as turning First Avenue and North Railway Avenue into two-way lanes will be the death of that core due to congestion, no parking and safety concerns. What is needed is a bypass created off the Lougheed prior to Oliver Street which will pass over the tracks and run alongside the south of them until it meets up with the Highway 11 interchange

The Mission Folk Music Festival is set to begin in a week. Organizers and volunteers are putting together some final touches in the program, and festival founder, Francis Edwards, is excited about the talent that will be on display at Fraser River Heritage Park (July 25-27). He is looking forward to special guests Dervish from Ireland, and Quartetto Gelato, with members from Canada and Poland. Formed in 1989, Dervish has been enchanting crowds around their world with their rollicking reels and melodious melodies. The band is now composed of six members: Brian McDonagh (mandola), Cathy Jordan (vocals, bodhran, bones), Thomas Morrow (fiddle), Michael Holmes (bouzouki), Shane Mitchell (accordion), and Liam Kelly (flute, whistles). The group released its 14th album last year and signed a publishing deal the year before that. Quartetto Gelato has enchanted audiences worldwide with its exotic blend of musical virtuosity, artistic passion, and humour for almost two decades. Peter Do Sotto is the founder of the group. School support workers in Mission voted on a new contract yesterday. CUPE local 593’s bargaining committee reached a tentative agreement with the Mission Public Schools after three days of talks. The framework for the new contract, including length and wages, had already been dealt with on the provincial level in June, but most non-monetary items, such as hours of work, still had to be negotiated locally.

The next election will be held on Saturday November 15th, 2014, 8:00 a.m. to 8:00 p.m. There will also be two Advance Polling stations on November 5 and November 12, 2014 held at Municipal Hall. The municipal election is the democratic process of selecting the District of Mission’s one Mayor, six Councillors, and four School Trustees. To qualify to vote you must be: • Canadian citizen; • 18 years of age or more on general voting day; • have lived in BC for at least 6 months (i.e. May 13, 2014); • have lived in the District of Mission for 30 days or more (i.e. October 15, 2014). All District residents who meet these requirements may vote. It does not matter whether you rent or own your home. There is, as well, a non-resident property owner right to vote. In such case there are legislative requirements that must be met. Please contact the District of Mission for those nonresident property owner right to vote particulars. Are you thinking about running for elected office in November? If so, there is information, forms and requirements associated with running for office. Firstly, you should know that nomination information packages will be available at the end of August. Secondly, nomination period begins at 9:00 a.m. Tuesday, September 30th, 2014 and concludes at 4:00 p.m. sharp on Friday, October 10th, 2014. Thirdly, the Provincial Government has legislated new rules for the 2014 election that will impact candidates, electoral organizations and third-party

advertisers. At this link you will also find interactive maps on how to get to the location of each trailhead, some interesting trail features, safety info on bears and cougars, and trail etiquette. The Trail Passport showcases five trails for you to explore with your family. Each trail will have a unique yellow trail code sign placed somewhere along the trail. Try to visit as many as you can over the summer and hunt for the trail code. Enter the trail code on the passport in the spaces provided, fill in your contact information and submit to one of the five designated drop-off locations to receive a congratulatory certificate. All entries received will be placed in a draw for grand prizes. It’s all in our nature so get outside and take a hike!

NOTICE OF ROAD CLOSURE Full Road Reconstruction

Richards Avenue between Dewdney Trunk Road and Doyle Street Commencing July 7, 2014 Please be advised that commencing Monday July 7, 2014 the Public Works Roads Crew will be replacing drainage culverts located on Richards Avenue between Dewdney Trunk Road and Barr Street in preparation of a full road reconstruction being undertaken this summer. Intermittent day long road closures should be anticipated as this work progresses. A detour route will be posted to lead traffic around the work areas for the duration of the project. Following completion of the culvert works, the existing asphalt surface will be pulverized, the gravel reshaped and compacted and finally a new asphalt surface will be applied. We expect that all work, including restoration will be completed by August 31st, 2014.

This community has hundreds of unsung heroes. The Communities in Bloom Society, however, annually identifies an unsung hero that models C in B values. We have been doing this since 2004, and I have concluded that these individuals usually display several of the following characteristics: a. dislike for sitting on committees; b. preference for setting their own work schedules; c. among the first to step forward in a crisis or special need; often “work above and beyond the call of duty;” talk very little about their volunteering; and they aren’t chronic complainers. In 2004, Ed Betterton was our first Unsung Hero, followed by Patrick Hamilton; Bert Pulles---then was inspired to join the C in B Society; Jason Horton; Tony Carter; Myrna Matthews; Barbara Strachan; Heidi Smith; Sherri-Edmunds Flett and Glen Flett---for their work in LINC, particularly their managing and developing two community gardens; and Brenna Maag and Susan Truman---for their Food Security efforts. At last night’s Annual C in B

Awards, we called up two individuals who have certainly gone beyond their call to duty in many areas. Bill Elliot, although semi-retired from formal teaching, has developed strong links with our public schools by identifying teachers that are developing new environmental and garden projects. Bill’s passion for this community could stem from his equal passion for the study of history. I recall his valiant attempt to rally support for our historic train station. Denyse Taverner, affectionately known as the “Blueberry Lady,” is a prime model of our criteria: among the first to respond to a call for volunteers, unafraid of the heavy work, a generous donor and a loyal advocate of several local groups, including Communities in Bloom and the Fraser River Heritage Park.

New public works director hired at district

Tracy Kyle has 20 years experience in municipal engineering

Tracy Kyle has been hired as the District of Mission’s new director of engineering and public works. Kyle is a professional

engineer with civil engineering and bachelor of science degrees from the University of British Columbia. She has more than 20

years experience in the municipal engineering and public works field with a number of organizations, including the City of Coquitlam, the

City of Kamloops and the City of Abbotsford. Kyle will be leading the planning, maintaining and building of district infrastructure and

facilities, including the road network, the water and sewer systems, the landfill, the drainage system and the municipality’s buildings.

Kyle will begin her position in early August. She replaces former director Rick Bomhof, who resigned earlier this year.

NOTICE OF PUBLIC HEARING Pursuant to the provisions of Sections 890, 892 and 905.3 of the Local Government Act, a Public Hearing will take place at the District of Mission Municipal Hall, 8645 Stave Lake Street, Mission, BC at 6:00 p.m. on Monday July 21, 2014 (and for additional evenings as required) to consider the following proposed bylaw:

1. DISTRICT OF MISSION PHASED DEVELOPMENT AGREEMENT AMENDING BYLAW 5441-20144071(1) This bylaw proposes to replace the existing phased development agreement with two new phased development agreements to reflect the different owners of lands, recent legislation changes and greater overall clarity. The amending bylaw authorizes a phased development agreement between the District of Mission and Genstar Titleco Limited and a second phased development agreement between the District of Mission and Madison Development Corporation respecting the specified zoning and servicing provisions contained within the District of Mission Zoning Bylaw 5050-2009 and District of Mission Subdivision Control Bylaw 1500-1985. The proposed agreement also sets out the voluntary contribution by Genstar Titleco Limited and Madison Development Corporation of certain community amenities and fees, as set out in the bylaw. The District of Mission Phased Development Agreement Amending Bylaw 5441-2014-4071(1), if approved, establishes two phased development agreements each with a term that expires on March 2, 2029 and remains unchanged from the term of the existing Phased Development Agreement in place between the District of Mission, Genstar Titleco Limited and Madison Development Corporation. The nature of the development that will be subject to the phased development agreements includes single family and multi-family residential units, commercial and office spaces, parks and trails, recreation facilities and conservation areas protected for their environmental sensitivity. The zoning is protected by the District through a no-build covenant that is placed over the entire Silverdale Neighbourhood One area. The covenant will be lifted by the District on a subdivision basis and only when the obligations of the developers are met. The proposed agreement also provides for the option of assignment by the developer to a class of related companies, individuals, entities and/or partnerships, provided however that the obligations to the District are fulfilled in the same manner as if the agreement had not been assigned. Even if you squint while looking at the Hybrid gas-electric car on your driveway, you likely have a hard time imagining it is anything like an F1 race car. However, the new advanced hybrid technology at play in this 2014 season means that Formula 1 has never been closer to your driveway. The car power units are 1600cc turbocharged V6 engines with direct fuel injection. They have to complete each race with 35 per cent less fuel, with

a maximum fuel load of 100kg (not litres) and the fuel flow is restricted to 100 kg/hour. That would mean your favourite driver would bow out half way through without further engineering help. In addition, the power units have two electric motors, one linked directly to the turbocharger, the other working in the same way that the Kinetic Energy Recovery Systems (KERS) used to do. The result is a combined maximum power output of around 760bhp, which is similar to the output of the V8 cars of last year. It is a certainty that the rapid-fire experimentation that is going on in F1 will result in improvements to our everyday cars. Thatâ€™s

Their love of camping, fishing and hunting, kept them busy for many, many years. They also loved travelling, and did so on many occasions. In loving memory, Colonel Lionel David Bowen, beloved and cherished husband of June L Bowen, passed peacefully July 01, 2014 without pain or suffering at Royal Columbian Hospital in New Westminster, BC after undergoing surgery to repair a courageous but failing heart. David faced adversity with dignity, composure and confidence. He will be dearly missed by his many friends and extended family and acquaintances whose lives he enriched and by his devoted wife who has lost the love of her life. David embraced life and took pleasure in spending his best years with his loving partner of ten years, a kindred spirit, his best friend and soul mate. Like two peas in a pod, David truly believed the stuff of life was to love someone and have that love returned. Born May 01, 1929, a kind and gentle soul, David’s career spanned a period of over 50 years, a pilot with the RCAF for 20 years, a commercial pilot for 13 years, with Search & Rescue on the West coast for 8 ½ years, a Teacher, Counselor, Painter and Artist. David was also a lifetime member of U.B.C. Alumni Association and the Society of Marine Artists, U.S.A. A Korean War Veteran, a commemoration dedicated to honor David’s service and other War Veterans can be visited at www.thememoryproject.com.
