Barb Featherstonhaugh wants View Royal residents to be clear: asking voters whether they want amalgamation investigated further does not constitute a referendum on amalgamation. The View Royal Community Association chair is overseeing a public meeting on Monday where residents can hear more information about a proposal to place a non-binding referendum question on the ballot for the 2014 civic election. The discussion is also expected to touch on how amalgamation might be of benefit to the Township. “In the long run, we’ll wind up with better services and a better financial situation for Greater Victoria,” Featherstonhaugh said of the potential for View Royal and the region. The meeting is not endorsed by council. Sitting as committee of the whole on Tuesday, council voted to reject putting any kind of question on the ballot that would have gauged residents’ appetite for pursuing further some form of regional amalgamation. Johanne Jeffries went back for a second helping of grasshopper. The first one was too small, so the 15-year-old air cadet pulled the legs and wings off a larger, juicier one and bit into the insect’s torso to get a better sense of the flavour. “It didn’t taste like anything really, it was more the texture … kind of chewy,” she said. “A lot of it is just mental, the idea that it’s a bug bothers some people. For me personally, it’s not that big of a deal.” The Oliver, B.C. resident is in training mode, halfway through a three-week basic survival course at Albert Head Cadet Summer Training Centre in Metchosin, a federally-sponsored program for youth 12 to 18. Fifty-two air cadets from around the province, including two from the West Shore, are getting hands-on exposure to seemingly primitive living conditions that challenge them mentally and physically. Langford resident Thomas

Anderson-Roffey, 14, said the course has given him confidence and made him realize how good he has it. “It is different being away from home, I live a short distance away and I still get homesick,” he said. “Overall, there are quite a few different challenges.” Those challenges also include living with others in crowded spaces, being woken up in the middle of the night and dropped out in the wilderness in controlled but pitch black situations and living without the comforts of home. The camp culminates in a survival exercise where cadets are given only a handful of rations and supplies and expected to survive for three days in the outdoors. “This course is really focused on fostering independence,” said reserve 2nd Lt. Sarah Lumley of Nanaimo. “Really the objective at the end of the day is that these guys come here, learn the skills and learn the ability to survive on their own for days.” Survival tactics include bagging leafy tree limbs in plastic to collect the condensation for drinking water, building snares to catch food, making rope from grass, erecting shelters and catching fish without a rod.

“I definitely think it’s about learning (your) own strengths and weaknesses. For a lot of them, it’s their first camp or first time away from home – away from parents,” Lumley said. “This course is most applicable outside the cadet program, in real life. A lot of those skills, the improvisation, leadership, working as a team, those things can be used outside of this environment. It’s all about being aware and being prepared. You can find yourself in an emergency situation anywhere. We are due for a giant earthquake.” Lumley, 21, took the course at 14. She counts the camaraderie and skills developed during her time as a cadet, and at the survival course, as big reasons why she chose to join the summer camp staff. She said it provides an amazing opportunity for teenagers like Jeffries. “Once you get past the idea that it’s really not a bad situation, you just have to push yourself to overcome your fear, if it’s eating a bug or if it’s heights, if it’s being alone,” Jeffries said. “I would definitely recommend it. It’s a lot of fun... It is challenging, but I am definitely sure when I go back to my home I will be bringing a lot back.” alim@vicnews.com

Colwood receives cash for Kelly upgrade Arnold Lim News staff

Proposed improvements to Kelly Road in Colwood have gotten a funding boost. A road upgrade project that includes bike lanes and sidewalks, aiming to make the road safer and more pedestrian friendly, will be helped by a $75,000 federal government grant. The funding is administered through the Capital Regional District’s Pedestrian and Cycling Master Plan. The grant lowers the $710,000 Colwood budgeted for the project out of its own gas tax funds in

To say Maria Bruvold and her family have had a tough year is an understatement. Their son Owen, who turns three tomorrow (July 19), was diagnosed with acute lymphoblastic leukemia in April 2013, and they spent the rest of that year in front-line treatment, making numerous trips to Vancouver from their home in Langford and spending every moment supporting their son. Owen was in near complete isolation to protect his compromised immune system. It wasn’t until after he began receiving long-term treatment in January that Bruvold and her husband were given the go-ahead by their doctor to get out into the public realm again. They started attending parent support meetings and became involved with the B.C. Childhood Cancer Parents’ Association’s

Family Support Program. Bruvold found out about BCCCPA while in Vancouver, but she wasn’t immediately aware there was an Island chapter. Through the program, she and her husband have been able to connect with other families going through the same experiences, and this connection has been vital. “The biggest thing is, I have friends and family, but once you’ve been through cancer, only other parents who have gone through it too are really going to understand,” Bruvold said. “We don’t know each other, but we’re kindred spirits.” Now that Owen’s immune system is strong enough to allow him out in public spaces again, his parents have been taking every opportunity to expand his world beyond the hospital. Through the Family Support Program, the Bruvolds have gone to Western Speedway, a Victoria Royals hockey game and this summer they’re going on a camping trip for oncology families, sponsored by BCCCPA. “It’s helped us feel

like we’re part of ‘normal’ society again,” she said. Owen’s long-term treatment is set to continue until June 2016, as the treatment for boys with acute lymphoblastic leukemia is three full years. The Bruvolds, like many other families, will have to deal with loss of income and added medical expenses for some time yet. But with the help of the Family Support Program, they won’t have to go it alone. The program hopes to raise $50,000 for this year’s budget to provide emergency services to families, financial aid, on-site support and outdoor recreational activities for patients and their families. Susan Kerr, patient parent liaison on the Island for the association, said the program greatly supports families financially as well as emotionally, noting the majority of families going through treatment are hit hard with costs and loss of income. “The program for me is about letting parents be with their kids and not have to worry

Support spotty for amalgamation While the topic of amalgamation is a dead issue for many Greater Victorians, folks in View Royal still want to find out how residents of the town feel about the possibility of pursuing some form of combined services or jurisdictions in the region. With no backing from town council, the View Royal Community Association is hosting a public meeting next week in an attempt to further inform its residents what putting a non-binding question on its ballots for the fall civic election would actually mean. Most of the Capital Region’s 13 municipal councils have already chosen to reject holding a referendum on pursuing amalgamation further. View Royal made that choice on Tuesday night. Some municipalities, helped by the folks from Amalgamation Yes, have hosted public meetings to take residents’ temperature on the issue, as a way to determine whether to spend more public money on a referendum. In a number of cases, no council vote has actually been taken on the idea. To us that says no one around the table feels strongly enough about it to make a motion calling for a vote and have it seconded by a supporter on council. If most jurisdictions aren’t willing to hear their community’s answer to the question, or feel most residents prefer the status quo, how can there be any hope of convincing the province to actually look into the matter further? For that matter, why would we want the province to spend our hard-earned tax dollars on such a study if it seemed there were no appetite to even look at amalgamation in the first place? Some may feel this is an issue of democracy, allowing the public to voice their opinion and have their vote counted. In View Royal, the fire hall referendum attracted a huge turnout because it was something residents felt strongly about. While some people may feel strongly about looking into the regional benefits of some form of amalgamation, we don’t currently see enough of them to warrant asking our local politicians or the province to spend valuable time or money on it. It’s time for a better system Re: A brief history of treaty talks (B.C. Views, July 4) Tom Fletcher states “no society has made significant social and environmental progress without individual property rights. See the woeful state of most of Canada’s communally owned aboriginal reserves, where individually owned property isn’t permitted.” I would like to point out that around the time Columbus brought “civilization” to North America, Europe was just warming up to nearly 300 years of torturing and killing an estimated 40,000 to 100,000 women and men on fearmongered charges of witchcraft. I’m no scholar, but from what I’ve read, it was common in healthy, pre-contact aboriginal communities to share food and possessions with the whole community. Aboriginal communities also originated the concept of restorative justice, which permitted a way for perpetrators to be forgiven and reintegrated into society, as well as for the victim to have a role in deciding appropriate consequences for the perpetrator. Homosexuality was accepted. Most aboriginals saw the Divine as one with all of nature, so all of nature was treated with respect. How could we make more environmental progress than to live in sustainable harmony with nature, as aboriginals did? I’m sure aboriginal communities

had their share of problems, but on the whole it sounds like they lived closer to Jesus’ teachings of loving one another, behaving charitably towards others, and not amassing wealth while others starve, etc., than we have been able to in our modern “civilized” societies. If “most of Canada’s communally owned aboriginal reserves” are indeed in a woeful state, I would see that more as evidence that it doesn’t work to take away a community’s children, subject them to physical and sexual abuse and neglect, teach them an old white man in the sky knows their every thought and will punish them, and then put them on a reserve and expect them to function optimally. Imagine the widespread hopelessness and despair that would result in our own communities, if all of our schoolaged children were taken away? Imagine the children returning to our devastated community years later, having been thoroughly taught that they’re secondclass at best. How healthy could our community then become, without serious help and healing? I note that though John Locke was a great advocate of money and private property, he also believed government needed to play a role in distributing wealth more evenly. He neglected to say how that should be done. I would have thought that

Maybe it’s time to design a better system, one that places more value and respect on nature and fellow humans and animals. Even if you squint while looking at the Hybrid gas-electric car on your driveway, you likely have a hard time imagining it is anything like an F1 racecar. However, the new advanced hybrid technology at play in this 2014 season means that Formula 1 has never been closer to your driveway. The car power units are 1600cc turbocharged V6 engines with direct fuel injection. They have to complete each race with 35 per cent less fuel, with a maximum fuel load of 100kg (not litres) and the fuel flow is restricted to 100 kg/hour. That would mean your favourite driver would bow out half way through without further engineering help. In addition, the power units have two electric motors, one linked directly to the turbocharger, the other working in the same way that the Kinetic Energy Recovery Systems (KERS) used to do. The result is a combined maximum power output of around 760bhp, which is similar to the output of the V8 cars of last year. It is a certainty that the rapid-fire experimentation that is going on in F1 will result in improvements to our everyday cars. That’s the beauty of this highly competitive sport that is so geared to winning. Changes come faster because there’s no chance to undertake testing that takes ages

under normal testing. Last year, when I visited the Monaco Grand Prix as a guest of the Infiniti-Red Bull F1 race team, I chatted to Infiniti engineers who marvelled at the pace of improvement. Said one Infiniti engineer: “They do things so much more quickly than we can do under normal development processes because they have to. And the changes they make are so thoroughly tested on the track. It points two ways: sometimes what they do shows us the way to go but also the way not to go!” Hong Kong-based Infiniti has made a very shrewd move in tying itself to the F1 team and particularly the reigning F1 champion Sebastian Vettel. The German racer is the marque’s Director of Performance. His association goes far beyond the typical celebrity endorsement, for he takes on a literal hands-on-the-wheel approach to his role. He has played a significant role in the development of the compact Q30, which should surface later next year. He has already left his mark on the all-new Infiniti Q50 sport sedan and sports car enthusiasts pray a

high-powered ‘Eau Rouge’ version of the car will hit the production line. Yours truly, will join the team next month at the Belgian Grand Prix, at the Circuit de Spa-Francorchamps, location of the famous ‘Eau Rouge’ corner. We will drive Q50s from the south of England, through the Euro Tunnel and on to Spa. Immediately prior to the race weekend, yours truly will join international journalists in a behind-the-scenes visit to the team’s UK base in Milton Keynes. There we will learn something about the fast track work they carry out on the F1 cars. Considering they lost in the second round of the Vancouver Island league playoffs, the Juan de Fuca bantam B1 lacrosse team has to be happy with how their season wound up. The team squeaked into last weekend’s provincial championship tournament in Esquimalt by beating the other Juan de Fuca bantam squad in a one-game playoff. Then they reached the B.C. final before losing 9-5 to the Campbell River Ravens on Sunday at Archie Browning Sports Centre. Head coach Taylor Bourne, a 19-year-old minor lacrosse veteran

who coaches the B1 squad with younger brothers Spencer and Landyn, along with Jake Podan and goalie coach Talia Mavin was thrilled with the result. “We were looking like we might not make provincials,” Taylor said. His team suffered some injuries to key players and was forced to call up three pee wee players for the playoffs. One of those players injured was goalie Jacob Mellish, who recovered from a hand injury to lead the team through its playoff run and was named most valuable and most sportsmanlike player for the provincial tournament. “I came in thinking we were down players and that we wouldn’t do as well without them,” Bourne said. “But everybody stepped up their game, passing well and talking a lot as a team.” Being a younger coaching group allowed Bourne and his crew to connect well with the players, who weren’t that much younger, he said. Juan de Fuca beat Coquitlam 7-3 and Victoria 9-5, lost 6-5 in overtime to Port Coquitlam, then beat Nicola Valley 8-2 in the semifinals. They led the final 2-0 at one point early on. Q: WHAT IS TRADITIONAL NEIGHBOURHOOD DEVELOPMENT? Traditional Neighborhood Development (TND), which was used in designing the master plan for the Westhills development in Langford, is a design technique that replicates historic development patterns found in North American towns and applies their basic elements to new development projects. TND designs include compact, pedestrian-friendly development with a mix of land uses in a village-type setting, unlike the sprawling, conventional subdivisions that have dominated residential development since the mid-20th century. The use of TND in place of a conventional subdivision reduces land consumption and preserves open space. TND can be used to develop entirely new communities, but can also be used to extend or fill in an existing community. Existing historic structures can also be incorporated into the TND. Westhills looks to continue momentum Langford’s master-planned development moving forward

One thing strikes a first-time visitor to the Westhills neighbourhoods perched on the hills between Langford and Glen lakes: this is no cookiecutter development. True, this massive, multi-phased project has been designed with density in mind, with houses built close together on mostly small lots. But look a little closer and one discovers that each home is not only distinctly different than the one next door, there are various configurations on each street. One needs only walk a short distance to go from a traditional twostorey home, to a slightly larger model featuring a carriage home on the rear of the lot, to one with a builtin legal suite. And don’t forget the cluster townhomes, condo building and level-entry homes suited to residents with mobility issues. “As much as there’s options, there’s also flexibility,” says Rohan Rupf, marketing director for Keycorp Marketing, the company promoting Westhills and a major player in the expansion of Langford as the Capital Region’s affordable new housing leader. The 209-hectare property is billed as a “sustainable master-planned community,” one developed in partnership between owner Westhills Land Corp. and the City of Langford.

Its “green” characteristics currently include a geo exchange heating and cooling system that begins with a mass of pipes underneath Goudy Field at City Centre Park and feeds every home in the development – some use it for radiant floor heating. Its efficient use of the land will see roughly 40 per cent kept for green spaces and common areas. So far, roughly 500 homes have been completed, including one condo building. Plans call for another 1,500 or so single-family homes on the property, Rupf says. Paradise Falls, a 160-lot area for which show homes are currently being built, is expected to have its first 30 or so homes ready this fall. As the various phases of Westhills have been built starting in 2008-09, sales have been brisk, Rupf says,

The neighbourhoods are walking distance to City Centre Park, grocery stores, a multiplex theatre and numerous recreation options. The new YMCA is expected to open by fall 2015 – as is the new Belmont secondary nearby – in an area known as The Core. The hub area will include a library, a lakefront pub and restaurant and a park and ride. People are starting to understand that Westhills’ development is a part of the community’s growth, Rupf says. “It’s a benefit to the community the changes that are happening. It’s part of the overall plan.”

with some selling out in as little as one weekend. Buyers have included everyone from first-time home buyers or young families needing more space, to people looking for lowmaintenance properties and retirees wanting to be close to amenities and family. The development’s success to date boils down to some simple concepts, Rupf says. “If it’s not affordable, it’s not sustainable.” Getting the people here based on affordability is one thing. Keeping them here is another. Creating liveable homes with consistent quality construction helps. With many more phases yet to come, maintaining a good reputation is “huge,” Rupf says, noting it’s important that what people see in the show homes is what they get.
