Wildfire updates The wildfire that is burning approximately seven kilometres south of the Chelaslie River has burned nearly 5000 hectares. The fire, discovered July 8, is burning directly North of the Entiako provincial park and protected area near Tweedsmuir Park.

Steven Maisey A large predicted salmon return this year has Lake Babine Nation gearing up for their fishing season for the first time since 2012. The Department of Fisheries and Oceans Canada (DFO), the lead agency for salmon management in B.C., have predicted a large return for a handful of the Fraser Rivers’ 44 sockeye salmon population. Most of the sockeye salmon returning to the Fraser River this year are the progeny of those that spawned in 2010, which was the largest salmon return in 100 years. “We are gearing up for harvesting salmon for commercial sales right now, along with fishing salmon for personal use,” Wilf Adam, Chief of Lake Babine Nation said. Lake Babine Nation made an internal decision last year to not commercially harvest the salmon due to the low population. and conservationists alike are optimistic that sockeye salmon populations will run in large numbers this year because fish from abundant populations will be migrating back to their home rivers. The only problem is that fish from abundant populations will also be running alongside fish

from depleted populations, such as Cultus Lake sockeye and Sakinaw Lake sockeye. Both of those sockeye populations are classified as endangered by the Committee on the Status of Endangered Wildlife in Canada. year because the salmon outlook for Babine Lake is at the high end of the DFO 2014 salmon outlook. “Well, the salmon stock has improved greatly from what it was last year. The previous years we have fished both for commercial and personal sale, and we will be doing that again this year,” Adam said. The DFO has been testing the salmon run by sending out boats with nets to test the hypothetical catch in order to determine the expected salmon run for the year. Area director for the North Coast for the DFO, Mel Kotyk advises that while it is still early, the outlook for 2014 looks good. It is expected that approximately 2.4 million salmon will migrate through Babine Lake

this season. Projected forecasts done by the DFO are split into four outlook categories that reflects the interpretation of quantitative and qualitative information, including preseason statistics and opinions of the DFO Stock Assessment staff. The categories from one to four, forecast the salmon population and indicate what restrictions have been place on the population. Category one, which means the stock is of concern and is forecasted to be less than 25 per cent of the target or is declining rapidly, in which case directed fisheries are unlikely and a requirement to avoid indirect catch of the stock will be levied. Category two, which means the stock is low, the population is well below target an alloca-

tion policy will determine harvesting opportunities. Category three, means the population is near target and directed fisheries will be subject to allocation policy. Finally, category four, means the population stock is abundant and well above target goals. The four above outlook categories are assigned each season by the DFO to each outlook unit, meaning to each lake and river. Of the 84 outlook units categorized, 22 improved in category, including Babine Lake and the Skeena River sockeye. Babine Lake has been classified as category four by the DFO, and is expected to have an abundance of age four sockeye salmon, not surprising considering those sockeyes are

spawns of the record 2010 run. Last year, Babine Lake was classified as a category three to four. What that all means for Lake Babine Nation is that they’ll be casting their nets into the water this year to harvest the salmon. “Being able to commercially fish for salmon means a lot for Lake Babine Nation because we eat it [salmon], and it means dollars for Lake Babine, Tachet and the other outlining communities,” Adam said. Among other uses, Lake Babine Nation smokes and sells salmon locally, as well as selling it to customers in Vancouver and on the coast. “It is a substantial revenue source for Lake Babine Nation, not a primary revenue source but it’s a substantial

one,” Adam said. And that revenue that is brought in from harvesting salmon is vital to the people in the community, and to the development of projects within the community. “Not being able to commercially harvest the salmon in previous years has impacted our community in a lot of ways, a lot of our citizens, especially the elders didn’t get their fish for the year, and that really is the main concern,” Adam said. “Any projects that we had planned in place for communities had to be put on hold due to lack of revenue.” The first run of salmon in Babine Lake is expected to take place in approximately two weeks, however the number of fish during that run will not be particularly abundant.

Burns Lake salmon run

Letting drivers set speed limits

The Department of Fisheries and Oceans Canada (DFO) 2014 salmon outlook has been released and the news is very promising for the Lakes District and in particular Lake Babine Nation. It is expected that 2.4 million sockeye salmon will migrate through Babine Lake this season during the salmon run, an

increase from last year. The positive outlook is due to the majority of the salmon population migrating back to the Fraser River being the progeny of the 2010 salmon population, which was the largest salmon return in 100 years. In the projected forecasts done by DFO Stock Assessment staff, as well as information gathered from preseason forecasts, the DFO has labelled Babine Lake as an outlook category four. A category four ranking from the DFO means that it is expected that the salmon population will be high, the stock is abundant and well above targeted goals. Directed fisheries will be subject to allocation policy. Babine Lake was one of 22 outlook units (rivers or lakes) that improved its outlook category in this year’s DFO assessment. Last year Babine Lake was officially classified as a three to four by the DFO. For Lake Babine Nation what this means is that they’ll be casting their nets into Babine Lake this year, after not doing so last year. The large salmon run is important for LBN, they commercially harvest the salmon and personally fish for the salmon. They smoke the salmon and sell the fresh and smoked fish both locally, and in down the coast in Vancouver. The salmon also provides community members with salmon for their own needs. Sockeye salmon is a vital resource for the LBN community both as a revenue source and as a food source. Lake Babine Nation being able to harvest the Babine Lake salmon is huge. The financial impact it has on the community is incredible. Revenue from the salmon harvest is substantial, it allows certain projects in the community to be developed and it keeps ongoing projects funded. Not being able to harvest the salmon last year forced LBN to hold off on projects. Secondly, it is a vital food source. Some stories that are told of LBN community members not having enough salmon to last through the winter is telling. Many of these stories reflect one of the many reasons against proposed pipeline projects. The argument being if one year of not being able to harvest the salmon due to low populations is damaging than three or four years in a row because of a spill would be disastrous. Finally, being able to harvest and sell salmon both locally and on the coast is a great opportunity to showcase what the Lakes District has to offer. For LBN this is not a top priority, but nevertheless it is an offspring of their efforts. Plus the availability of fresh and smoke salmon to local Burns Lakers is an added bonus to the community. Burns Lakers should be happy that the salmon are plentiful. Plentiful salmon means that a vital and large part of our community will continue to thrive and it is something that all of Burns Lake should want.

“Fast is the new slow,” declared one Toronto newspaper’s front page when the B.C. government announced it is increasing speed limits around the province. The headline picked up on Transportation Minister Todd Stone’s justification for raising limits on 35 stretches of rural B.C. highway. Stone referred to traffic studies that show portions of the highway system where the vast majority of drivers already travel at the new speeds. Stone emphasized that accident risk is not so much a function of speed, but of differences in speed between vehicles. That’s why the signs going up this summer will include a new warning for left lane hogs: “Keep Right – Let Others Pass.” For the first time, there is a 120 km/h limit on three segments of rural divided highway, parts of the Coquihalla, the Okanagan Connector and a stretch between Parksville and Campbell River on Vancouver Island. Having regularly driven up and down the B.C. Interior highway system for the past 30 years, I can confirm that particularly once you get “beyond Hope,” drivers do set the speed limit. In good conditions, it’s generally about 10 km over the posted maximum, particularly in the long spaces between communities where resources to do regular speed enforcement simply don’t exist. Improvements in the road system, and the modern vehicles that drive it, have been enormous. My last trip was in June, up the Fraser Canyon and on through the Cariboo to Prince George. The canyon offers some of the harshest road-building conditions in Canada, but even portions of that cliff-hanging, rock-and-tunnel road are getting increases from 90 to 100 km/h. There are two common assumptions about this move. One is that increasing the speed limit means people will automatically drive faster. The other is that higher speeds mean more accidents, or at least more severe accidents. The government downplayed opposition to this change, which Stone signalled last fall when he launched the public consultation. Police agencies don’t like it. ICBC officials are skeptical to say the least. ICBC’s latest rate increase was attributed mostly to cost pressure from higher injury payouts, and it will be tracking the sections of higher speed limit to see if the number of severe accidents goes up. Speed wasn’t singled out when interim ICBC boss Mark Blucher made the case for an increase of nearly 5% on basic insurance last fall. One reason why claims for bodily injury, pain and suffering, future care and loss of earnings are going up is that more people are hiring lawyers. Another reason is distraction, not just from mobile devices but also more pedestrians and cyclists in urban areas. Are drivers getting worse? A recent report out of Saskatchewan suggests they are. In 2013, only 48 per cent of new drivers in Saskatchewan passed their road test. The test hasn’t changed much in the past decade, and there are more immigrants who aren’t accustomed to highway driving, North America style. But a veteran driving instructor calls today’s new drivers “the weakest generation I’ve ever taught,” after they spent their formative passenger years watching TV or playing with game machines and other screens while on the road. “The awareness level isn’t where it was when I started 15 years ago,” Margot Podiluk told the Saskatoon Star-Phoenix. “Today’s generation, they’re so connected to electronic devices they don’t look out of car windows.” If raising speed limits is a mistake, accident statistics will soon tell the tale. My expectation is that on rural highways, speed limits are just catching up to the traffic.

Firefighters are currently in a modified response stage in fighting the blaze, which means that the fire is being closely monitored and allowed to burn only within set policies and management guidelines. People living in the communities of Burns Lake, the Southside, Fraser Lake, Vanderhoof, Houston, Telkwa and Smithers will no-

tice smoke in the air as a result of the fire and any growth in size will increase the amount of smoke seen in the area. The current fire danger zone in the Nadina Forest District is high to extreme meaning that forest fuels are dry and the risk of a fire is serious. Firefighters from Ontario have been flown into B.C. to help fight the forest fires around the province. There are no current bans on open fires or campfires in the Northwest Fire Centre. The Chelaslie River fire is currently the only fire burning in the Northwest Fire Centre’s district. The wildfire out near Takysie Lake is out and firefighters are patrolling the area.

B.C. forest firefighters head into the weekend with two major fires in the Interior of the province and fire risk increasing with a spell of hot weather expected. After lending firefighting aircraft and crews to the Northwest Territories last week, B.C.’s Wildfire Management Branch reached out to Ontario Friday, asking for 21 incident managers and staff to be stationed at Kamloops on Sunday. The Red Creek fire southeast of Tumbler Ridge remained out of control Friday, covering an estimated 4500 hectares five days after it was discovered. About 200 people remained evacuated from two oil and gas work camps north of the fire site, as helicopters, heavy equipment and 120 firefighters worked to create control lines. Another fire on the remote Euchiniko Lakes west of Quesnel was described as “very active” Friday, at 334 hectares, with three helicopters dropping water and 40 firefighters on the ground. Both fires were sparked by lightning strikes. With much of the B.C. Interior rated at “high” or “extreme” fire risk and a week of hot weather in the forecast, the Kamloops Fire Centre is reminding people to check for new fire restrictions. Campfires were still permitted across the province Friday, but burning slash or grass and use of fireworks or burn barrels is prohibited in all regions except the northwest. B.C. deployed its new amphibious aircraft to large fires in the Northwest Territories last week.

The Burns Lake Unit Crew held the Jeff Scott Charity car wash this past Saturday, July 12 from 10 a.m. to 4 p.m. The car wash was done on an by donation basis with proceeds going towards Jeff Scott’s foundation called the ‘Live It!, Love It!’ foundation. Jeff Scott, a Burns Lake native, started the ‘Live It!, Love It!’ foundation after he was injured four years ago in a snowboarding accident that left him paralyzed from the waist down. Scott worked with friends and fellow travellers to establish the foundation that promotes and provides adventure and recreation opportunities for the physically disabled. In addition to the car wash, the Burns Lake Unit Crew is held an auction with all proceeds going towards the ‘Live It!, Love It!’ foundation. The highest bidder will win the work of 20 people for seven hours. The auction ended yesterday. The Burns Lake Unit Crew raised over $1100 at the car wash on Saturday. “It was a fantastic event,” Kevin Swaney of the Burns Lake Unit Crew said, “it’s great to see the community support the event. Each year we’ve raised more and more money for the foundation.”

Hibernate and Sleep modes provide a way to put your computer in a low power state, and have it start up much quicker than if it had been shut off completely. But which one should you use? Sleep mode is the fastest option, as your computer will often “wake up” in seconds. However, Sleep mode does use a bit of power to preserve your system state, so on a notebook it’s possible to drain the battery if it is left in sleep for several days. If the battery is drained or the power goes out, anything you were working on at the time may be lost, so make sure to save anything important before allowing your computer to sleep. Sleep is best used if you’re going to be away from your computer for a few hours. Hibernate on the other hand saves your computer state to a file on the hard drive, and does not require any additional power, so if the electricity goes out whatever you were working on will still be there. However, Hibernate does take a bit longer to wake from than sleep. Hibernate is best for long periods of inactivity, usually days. While both options are handy, it’s still good to shut down your computer every now and then to install updates and refresh the system.

The STMP is operated each year to minimize occurrences of water temperatures over 20 degrees Celsius in the Nechako River upstream of the confluence with the Stuart River between 20 July - 20 August. The STMP is operated for the benefit of sockeye salmon migrating through the Nechako River.

From 15 July to 20 August Skins Lake Spillway discharge can vary from 14.2m3/s to 453m3/s in order to achieve the STMP temperature goals, with a maximum flow target of about 300m3/s in the Nechako River at Cheslatta Falls. Exercise caution if you are in and around Cheslatta River and Lake, water levels can change quickly and without warning. Waste Haul Driver The Regional District of Bulkley-Nechako is seeking applicants to fill a permanent Waste Haul Driver position within the Environmental Services Department, situated in Burns Lake, BC. The Regional District owns and operates three Kenworth tractor units and seven 53 foot walking floor trailer units to complete municipal solid waste and wood waste hauling services across the region. The Waste Haul Driver will be responsible for the hauling of municipal solid waste, wood waste and providing sick and holiday relief. Municipal waste hauling will be required 2 days per week, Monday and Tuesday (two 10 hour days for an annual total of approximately 1040 hours). Wood waste hauling will occur on an as needed basis (estimated, but not guaranteed, at a total of 600 hours annually) primarily between the months of May – October). Therefore flexibility in work schedule is a requirement of the position. The successful applicant will be required to work under a general averaging agreement. A competitive wage range is offered with the position and following the successful completion of a six (6) month probationary period benefits will be provided. Benefits will be prorated based on the given number of hours worked per month. Qualifications and Required Experience: • Be physically fit, team player; • Ability to work independently; • Good communication skills; • Ability to fill out log books and maintain records; • Experience performing general maintenance on truck and trailer units; • Class 1 driver’s licence with air; • Minimum of 5 years professional driving experience in northern climates; • Experience operating and maintaining walking floor technology is preferred.
