A SEVEN-MONTH REVIEW of Fraser Health has resulted in a new strategy that focuses on cutting unnecessary use of hospital emergency rooms in favour of improved primary and community care. Health Minister Terry Lake said Wednesday too many patients in the region aren’t getting the appropriate type of care and suffering worse outcomes, compared to other peer hospitals in Canada. “When you provide that care in the community, you take the pressure off the acute care setting,” Lake said. “That helps look after your budget problem as well.” Average lengths of hospital stays are longer in Fraser, Lake said, increasing risks of picking up infections in hospital or problems like bed sores. The concept is far from new. Fraser has been trying for years to clear its congested ERs with a shift to preventative or home health care. Although Lake did not criticize past efforts, he said the time was right for a strategic “data-driven” re-examination of the Terry Lake issues for the region, whose staff had been too bogged down in “putting out fires.” Some of the overuse of hospital ERs instead of community clinics may be related to cultural differences among the region’s large South Asian population, Lake said. The region will get a modest infusion of extra money – $40 million in 2014/15 and $20 million in 2015/16 – to assist with opening up community care beds during the transition. Lake said the findings confirmed Fraser’s budget of $3.1 billion has been appropriate in recent years, in light of its population of 1.7 million, rapid growth rate and demographics. “It’s not a matter of dollars,” he said. Funding for Fraser is slated to climb 4.3 per cent in 2014, 1.4 per cent in 2015 and 1.2 per cent to more than $3.3 billion in 2016. The review was ordered by Lake last November, largely in response to the health authority’s inability to avoid successive budget overruns. See PLAN / Page 4

eacher Mary Jane Shannon runs a tight ship. When class begins, students must stand, call out: “Good afternoon, Miss Shannon,” then sing the hymn God Save the King. Today, after a strict lesson in spelling (it’s “c-a-r-i-b-o-o”) and some local history, someone mentions an iPad. The teacher, smart as a whip, asks in her distinctive Irish accent: “Is that for washing dishes, dear?” Sounds reasonable. It is, after all, June 8, 1906 – it says so on a chalkboard in the classroom inside the Cloverdale Heritage Railway Station, where several families are meeting with Surrey’s Re-Enactors following a train ride and a greeting with the local Reeve, T.J. Sullivan. The Re-Enactors are back from the past for a third year, a heritage troupe that brings Surrey’s history to life through five pioneers during the period of 1872 to 1945. The characters, who will have made 20 visits to local events by the end of September, include the reallife figures of: • Reeve T.J. Pedestrians injured in consecutive crashes Three women sent to hospital in serious condition after being struck by vehicles in Surrey by Tracy Holmes and Kevin Diakiw THREE PEDESTRIANS suffered serious injuries in two separate incidents in Surrey that occurred in the space of about 12 hours this week. The first occurred Monday night when a 66-year-old woman and her dog were struck by an SUV as they walked near 34 Street and King George Boulevard. The woman, identified as Jocelyn Hallier, was airlifted to hospital in critical condition with life-altering injuries. The impact of the silver Mercedes threw Hallier into nearby bushes. Her dog, a female German shepherd named DeVelle, was killed. Passersby told police the northbound SUV – with six teenagers inside – hit the pair after slamming into the back of an illegally parked car during an attempt to pass another vehicle on the shoulder, just after 10 p.m. Witness Jazz Mattu said he was about 300 metres behind the Mercedes when he saw the SUV go off the road. He estimated it was travelling at 100 to 130 kilometres per hour when it passed him seconds before. “The car slightly swerved, you see that it lost total control,� he said. “It plowed into that (parked) car, took down the lamp post and there was a big dust ball from the grit that was on the side of the road. “I had a gut feeling that it was extremely bad from the speed at which they were doing.� The parked car, which was not occupied, was sent into a utility pole.

Two women were seriously injured after a Dodge Ram failed to yield at a crosswalk in Surrey on Tuesday. The collision followed another the night before where a woman was struck while walking her dog. The woman is in critical condition. The dog was killed in the crash. Mattu said it wasn’t until a few minutes after he pulled over and spoke with the Mercedes occupants that he learned someone had been hit. Police say the driver, a 17-year-old girl who suffered minor injuries, was detained at the scene in connection

with the crash. Investigation is ongoing by Surrey RCMP’s Criminal Collision Investigation Team and the Integrated Collision Analysis and Reconstruction Service to determine the driver’s actions prior to the crash, and other contributing factors. The second pedestrian/vehicle collision took place Tuesday morning when two young women were struck in a crosswalk in the Cedar Hills neighbourhood. The women, aged 19 and 20, were crossing near 96 Avenue and 122 Street when they were hit by a Dodge Ram pickup at about 10 a.m. They were rushed to hospital with serious injuries and are reportedly in stable condition. The driver remained at the scene and is cooperating with police. “This is the second serious pedestrian motor vehicle collision in 24 hours in Surrey,� said Surrey RCMP Sgt. Dale Carr. “While the warmer weather always brings more residents and visitors to our roadways, drivers and pedestrians need to take the necessary precautions and understand that road safety is a shared responsibility.�  Anyone with further information about either incident is asked to contact the Surrey RCMP at 604-599-0502 or, if they wish to remain anonymous, Crime Stoppers at 1-800-2228477. Later Tuesday, a man was hit by a 65-year-old man driving a Pontiac Sunfire in Fleetwood. At 5:30 p.m., two men were crossing 140 Street, near 85 Avenue, when the Sunfire struck one of them. The victim suffered only minor injuries.

The Crown alleges that this was one of two restaurant meetings held to confirm plans – laid out by Red Scorpion leader Jamie Bacon, formerly of Abbotsford – to kill Lal, who had not paid a $100,000 “tax” ordered by Bacon. Le testified that Johnston was at the Korean restaurant meeting, while Person Y indicated that he was not, Buck said. The lawyer also said several conflicting statements were made by K.M. both in her discussions with police and on the stand. “(She) repeatedly lied to police ... As such, she is a person of bad character ... She was selfmotivated and had no respect for the justice system,” Buck said. He said other witness testimony revealed some conflicting information about the descriptions of three men seen around the time of the murders. Buck said a witness who testified to seeing three hooded and gloved men in the area was never shown a suspect lineup by police nor was she asked to point out anyone in the courtroom during her testimony. Buck said the Crown did not present any evidence that Haevischer worked with Johnston or that he was part of the discussions about killing Lal. As well, the Crown has said Haevischer and Johnston were in the suite at the time of the killings, along with a third person, who can only be identified as Person X, but there were only two shooters. Johnston’s lawyer, Michael Tammen, will also present his closing submissions this week. Justice Catherine Wedge is expected to reserve her verdict until the fall.

At about 3:30 a.m. Monday (July 7), fire crews were called to Hunter Hill Housing Complex on 122 Street near 70A Avenue. They found one of the units engulfed in flames. The unit was destroyed and an adjoining unit was damaged. No one was hurt, as the main unit was unoccupied. Three people in the adjacent unit were displaced. Surrey Deputy Fire Chief Dan Barnscher said the blaze is being classified as suspicious, partly because a source of the fire has not been determined. It is believed to have started outside the residence. The investigation continues.

SURREY RCMP have released a composite sketch of a suspect they believe may have been involved in a home invasion and robbery in mid-June.

The man is described as a white, in his late 20s or early 30s, with a muscular build, dark hair, blue eyes and multiple tattoos, including one that may be a removable tattoo of a lightning bolt on his forehead. Police believe he is one of two men who forced their way into a house near 103 Avenue and 127 Street on June 15 and assaulted a 56-year-old man before taking off with some prescription drugs. Transit Police issued an alert at 6:50 p.m. saying the system had to be shut down between the Scott Road and Columbia stations because of the incident. Riders on a stopped train on the SkyTrain bridge reported a man running past their windows. By about 7:30 p.m. Transit Police said a man was in custody.

ver ten years ago, in the Spring of 2003, the BC Ministry of Transportation issued a Final Report on Posted Speed Limits and Speed Limit Setting Practices in British Columbia prepared by engineers at Wade-Trim, a Michigan-based professional engineering firm. The focus was on highway and not on municipal speed limits. The executive summary begins by setting out the following concepts, based on “years of experience and observation” fundamental to establishing realistic speed zones: “The majority of motorists drive at a speed they consider reasonable, and safe for road, traffic, and environmental conditions. Posted limits which are set higher or lower than dictated by roadway and traffic conditions are ignored by the majority of motorists. The normally careful and competent actions of a reasonable person should be considered legal. A speed limit should be set so that the majority of motorists observe it voluntarily and enforcement can be directed to the minority of offenders. A driver’s choice of speed can impose risks on other road users. Crash severity increases with increasing speeds because in a collision, the amount of kinetic energy dissipated is proportional to the square of the velocity. Crashes, however, appear to depend less on speed and more on the variation in speeds. The likelihood of a crash occurring is significantly greater for motorists traveling at speed slower and faster than the mean speed of traffic. Maximum speed limits are set for ideal road, traffic, and environmental conditions.”

Establishing realistic speed zones, the report says, is important because: 1. By conforming to the behaviour of the majority and providing a “clear reminder to violators,” realistic speed zones invite public compliance. 2. They assist the courts as guidance to “a reasonable and prudent speed” thereby reducing arbitrary enforcement and conviction. 3. They ensure “that the requirements and intent of Provincial and local laws and ordinances are met.” The report also describes, approvingly, the government’s speed zone setting practices, noting that, “The Chief Engineer of the Ministry of Transportation approves posted speed limits … [using] Technical Circular T-10/00, which includes the Institute of Engineers (ITE) document entitled Speed Zone Guidelines – A Proposed Recommended Practice, to assess speed limits. The practice considers the 85th percentile speed (the speed at or below which 85 percent of the motorists are traveling), road geometry, roadside development, and crash history. The provincial posted speed limit is subject to a 50 km/h minimum and 110 km/h maximum limit.” Ten years later, after many new highway upgrades, and much review, consultation, and debate, some of the above-noted report’s recommendations are reflected in speed limit increases announced on July 2nd by Todd Stone, BC’s Minister of Transportation, on approximately 1,300 kilometres of highway. Most increases are limited to 10 km/hr and will be phased in over the summer on stretches of highways in the Fraser Valley and Fraser Canyon, the Sea to Sky, Vancouver Island and the Southern Interior. Drive The worldwide launch of the NX was held right here in B.C., driving between ultra modern Vancouver and the rustic resort of Whistler. International guests were exposed to the two sides of the NX, the polished city vehicle and the weekend getaway SUV. Powering around the mountain resort, I got my first shot at the all-new 2.0L direct inject turbocharged 4-cylinder that Lexus will use in a number of its vehicles. With 235hp and 258 lb.-ft. of torque this new power plant does a good job once the NX 200t is in motion; it is getting away from a stop that could use a bit more snap. AWD is standard across the lineup but the system is designed to run in front wheel drive as much as possible to help save fuel. Lexus has made no bones about its target; it sees the Audi Q5 as the benchmark in this class. Audi has been at the small turbocharged game a lot longer and it shows, plus the handling of the NX isn’t sharp at all. Rated at just 194hp, the heavier NX 300h hybrid might be outclassed by just-as-thrifty diesel options in the market. The price of the NX 200T has not been set but if you look at the Audi Q5 as a target, expect the price to start at roughly $41,000 when it goes on sale at the end of 2014. Fuel economy has also not been set but with a direct injection turbocharged 4-cylinder under the hood, this new Lexus should be better on fuel than the larger RX350 equipped with a V6 engine. As the small SUV market continues to grow, and this new NX certainly is one of the most eye-catching to come along in a while.

car category. GM does have competing products in what’s become a crowded market. The sub-compact Sonic is in the top 20 but nothing has caught fire in the way the Cruze has. It first surfaced here in late 2010 as a globally developed and designed compact four-door sedan and five-door hatchback, replacing the outgoing Cobalt. When I drove one of the early editions, I was impressed with its design and performance, which matched any rival. It’s a car for a small family starting out

Our neighbours to the south may still be suspicious of smaller vehicles but they are more than welcome on driveways north of the border. In the top 20 best sellers, 15 are compact or sub-compacts and the remaining five are by no means gas-guzzlers. The Honda Civic is the perennial top seller, and according to the latest figures available, the Hyundai Elantra and the Toyota Corolla follow it. The Chevrolet Cruze, currently with a starting sticker price of a few bucks more than $15,200, sits in a solid fourth place and it’s a ray of light for General Motors. It recorded a five percent year-over-year sales increase in the first quarter reports. Its 2014 March sales were a fraction under 50 percent better than last year. In fact, it’s the brand’s bestseller with worldwide sales in excess of two million since its launch. Much has been written about the Ford revival and its excellent world car products – most of which fall into the small

Its standard 6-speed manual transmission, coupled with a 1.4-litre powerplant, promises a highway fuel consumption rating of 5.4 L/100 km – the auto tranny makes that 5.6 L/100 km. The Cruze Eco’s 1.4L turbocharged ECOTEC engine, generates 138 horses and sips 4.6 L/100 km on the highway. It looks good today but in 2015, the Cruze gets a significant visual refresh with an updated grille and body shape that will give it more than a passing resemblance to its larger sibling Malibu. We’re told it will get significant tech changes, including an infotainment system with a driver alert text system that can be read through smart phones and over Bluetooth, plus additional USB ports, and a 4G LTE connection enabling it to function as a WiFi hot spot. The Chevrolet AppShop will allow owners to download all available apps directly to the vehicle, offering access to vehicle data, music, news, weather and travel information. No prices yet. He was taught to weld by his uncle and at age twelve he fabricated a flat deck for a truck he was given. More recently he added a hydraulic lift system that gives the flat deck a dump feature. The trades sector in BC is expected to face an overall labour shortage by 2016 that will deepen in the following years, according to WorkBC Trades Occupations Outlook (2010-2020) report (www.workbc.ca). A goal of this video competition is to encourage more BC students to simply consider a trade as a rewarding career alternative and entice more teachers and high schools to include trades as a career option in the classroom. In the auto service industry, the highly regarded Ford ASSET technician training program is a good example. Locally, apprentices spend four months at BCIT and four months in a BC Ford dealership (mainly in the service sector, but also in other departments) on a rotational basis. They can also choose to specialize in a specific area, such as auto electronics, and get additional upgrade certification courses through Ford training. Most apprentice programs are four years and on-the-job training is on-going, especially in the auto service industry. Changes in new technology are rapidly transforming trades, as well as other occupations. Looking even further ahead, our growing and evolving job market will require skilled, capable people who can adapt to new challenges and new technologies. Discover Skills BC is an initiative, funded by the BC Government, to help provide easy access for secondary students to opportunities in trades and technology training. The competition is also run in cooperation with Trades Training BC, Skills Canada and the Industry Training Authority. Big new bike weighs in light

2015 Harley-Davidson Street 750 AUSTIN, TX. – I can’t think of a better time to learn how to ride or a harder time to ride. These juxtaposing thoughts can be explained thusly. There are so many great choices for new riders when it comes to machinery it’s hard to make a decision on what to add to your garage. But the variety also means there are bikes to suit all. Those wanting to get on sportbikes don’t need to start on a 250 or 300 cc, let alone a 600 cc variant. You can get a 125 cc. Or when it comes to cruisers, you don’t have to start on a machine that might be a little on the heavy side. You can get a competent road partner, which looks cool and doesn’t weigh south of 250 kilos. Enter the 2015 Harley-Davidson Street 750. 222 kilos, soaking wet. Hitting streets later this year, it’s the first new bike the American motorcycle maker has concocted from scratch in the last 11 years. The last all-new bike was the V-Rod. And with a blank canvas, Harley could start from the ground up, listen to the voices of the customer and translate that into a cruiser that is tailored to urban riding. On the streets of Austin, Texas, a group of international media had the opportunity to take the new machinery for a test drive. While the majority of the route takes us on long, sweeping stretches of country roads, the Street 750 really shines in slow speed environments. Why does it thrive in an urban setting? – For many reasons, the first being that Harley wanted to create a bike for the city rider. A bike that has a low-revving yet silky smooth engine and

bars a little closer to my body. They’re not a stretch for me, but something that would have made the ride more comfortable. I also would have liked a little more “grab” in the front and rear brakes. It seemed like I really had to bite hard into the front brake to get it to slow down. The logic behind that is that new riders are less likely to get in trouble in an event where they are nervous and get a little jumpy. Lastly, fit and finish of the bike could have been neater. Wires were exposed, and it took away from the overall aesthetic. That said the bike does have character to it. The 2015 Street 750 from Harley-Davidson has many good things going for it. And with it tipping the scale at just 222 kg (489 lbs.) – in running order – looks like Christmas comes early. Pricing will be announced closer to the release date.

2015 Harley-Davidson Street 750 transmission, a low seat height, a favourable suspension – for all the potholes and road imperfections one might encounter – and is a bike on which variety of riders can feel comfortable. Let’s start with its all-new engine. The Street 750 is matched with a liquid-cooled – yes, liquid! - 749 cc, 60-degree, which gives ample acceleration when you need it, particularly when you’re accelerating from a standstill. Not only that, it doesn’t spew unwanted heat towards the rider when they’re idling. And if you’re like me, and wear full gear even on hot, summer days, you’re incredibly grateful for that. Furthermore, it’s paired to a 6-speed transmission. Normally, stop-go traffic on a Harley would be a pain. However, it wasn’t with the 750. It’s the easiest and lightest clutch I’ve worked with on any of the American motorcycle manufacturer’s bikes. Speaking of low seat height, it measures in at 709mm (27.9-inches.) The Harley 750 doesn’t carry some of the bulk people might associate with the brand. It’s like losing all the weight you put on during the Christmas holiday! It just feels good. When it comes to the 750’s suspension, it’s not jarring and pleasantly soft. Not so soft, that it puts you to sleep, but a good balance of urban comfort mixed with open road riding pleasure. Up front, the 37mm telescopic forks and rear twin tubular externally mounted shocks absorb the bumps in the road and leave the rider feeling fine. However, after a day of logging over 200 kilometres, the rear end does feel a little sleepy! General ergonomics are good, though I would have brought the handle-

A ONE-SIDED win to close out the B.C. Junior A Lacrosse League regular season wasn’t enough to move the Delta Islanders up a position. Delta finished in fourth position with a 12-9 (won-lost) record, one point back of the Victoria Shamrocks. The Islanders will now face the first place New Westminster Salmonbellies in a best-of-five semifinal series which began last night (Wednesday) in New Westminster. Game two is Saturday in North Delta at the Sungod Arena at 7:30 p.m. New Westminster topped the eight-team league at 20-1, their lone loss a 12-6 setback to the Islanders back on May 17 at the Sungod Arena. The Islanders closed out their regular season with a dominant performance, a 15-4 victory over the Langley Thunder. Chase Fraser, Evan Messenger, Spencer Bromley, Mike Avery and Jonathan Phillips netted a goal each for the Islanders in the first period, which ended with the home team in front 5-1. Phillips scored two more in the second period, with Fraser and Cody Nass adding singles for a 9-2 Delta lead. Bromley completed his hat trick early in the third period with a pair of goals, as did Fraser with his 36th goal of the season with six minutes to play. Brad Hofmann, Connor Davidson and Quinton Bradley also tallied in the final frame. Delta outshot Langley 49-34.

Sungod swimmers in the medals in Victoria Senior AA meet on Vancouver Island

WITH FIVE of six menbers earning medals, the Delta Sungod Swim Club had a successful weekend at the B.C. AA Championships in Victoria June 27-29. After qualifying swims in the morning, all six Sungod athletes swam for a second time in a day at last once, either in the final for the top eight qualifiers or the consolation final to determine ninth through 16th place. Nicholas Kidd, 16, led the Sungod team with five medals, including gold in the 100m and 200m back stroke as well as the 1,500m freestyle races. He added bronze medals in the 200m butterfly and 400m freestyle, was sixth in the 200m freestyle and eighth in the 100m butterfly. In the 100m freestyle, he swam the consolation final to place 15th overall. Claudia Baxter reached two breast stroke finals and won medals in both. The 14-year-old won a silver medal in the 200m race and a bronze in the 100m. Hector Rodriguez Hernandez, 16, won silver medals in both the 100m back stroke and 100m butterfly. He added a bronze medal in the 50m freestyle, and was fourth in the 100m freestyle, fifth in the 200m freestyle and 200m back stroke and placed 11th in the 400m freestyle. Noah and Reece Landry also reached the medal podium. Reece, 12, won a silver medal in the 1,500m freestyle and bronze in the 200m breast stroke. He was

Schaefer out as coach of the Eagles “Mutual” decision has former NHLer leaving BC Hockey League team

ONE OF the worst-kept secrets around the BC

Hockey League – that Peter Schaefer will not return as the head coach and general

manager of the Surrey Eagles next season – was confirmed Tuesday by Schaefer himself.

“No, I won’t be going back as the coach and GM,” he told Black Press, adding that the decision is a “mutual” parting of the ways between the club and himself. With Surrey Eagles president/owner Chuck Westgard taking sole control of the team in late April – buying out his old partners and bringing Pro4 Sports into the fold – Schaefer characterized the coaching decision as

one based, at least in part, by finances. “There’s no animosity, nothing like that,” he said. “But it’s tough to make (a profit) in junior hockey, so the team’s looking to tighten things up.” Though Schaefer was removed from the team’s website earlier this week, he said the situation was not yet official, and thus, did not want to comment further nor speculate on who may replace

him. During April’s frontoffice reshuffling, Westgard and others within the Eagles organization said Schaefer was expected back for the 2014-15 season, noting that the coach had one more year left on his contract with the team. At the same time, Pro4 Sports’ Blaine Neufeld was added to the organization as director of hockey operations. In June, Westgard
