ter in the spring and not enough water in the fall, and that the level of use can impact flows during drought years. “Generally the water quality is good,” watershed management plan coordinator Graham Watt told the meeting. “There is concern that in the summertime it is too warm for fish and in the spring fish stocks are impacted by high sediment levels. You wouldn’t want to drink river water in the springtime.” The Stakeholder Advisory Group has been working on the draft watershed plan since 2012 with the goal of protecting fish and aquatic ecosystems, improving the quality and reliability of water supplies, and in-
Canada Day celebrations stretched across the West Boundary beginning with a party in Rock Creek and ending with fireworks sponsored by the Greenwood Board of Trade in Lions Park at dark. The Rock Creek party was a testament to the old adage, “many hands make light work” as five groups and many individuals came together to make it happen. For some the activity probably began the day before, such as the Women’s Institute who provided the salads and desserts. Others had to be early risers on Canada Day; these were the people slicing onions and tomatoes and helping to set up at the Rock Creek Health Centre grounds. Still others were decorating bicycles, cars, farms tractors and trailers—even a wheelbarrow and two fire trucks for the parade (sponsored by Discover Rock Creek). The parade went from the Rock Creek Store to the Rock Creek Health Centre where the Kettle River Lions provided the skills on the grill to cook hundreds of hamburgers and hot dogs that had been provided by the medical society. The Boundary C 4-H club took part in the parade and later ran carnival game stations in the health centre playground. “We really appreciate that everybody came out and had a great day,” said Rock Creek Community Medical Society (RCCMS) president Terry Keough. “It’s nice to see more and more every year coming from Midway and Greenwood too.” RCCMS sponsors the annual Canada Day party as a

Work is on track for the first watershed management plan for the Kettle River to be released this September. To help that happen, two open house meetings were held on June 24 at McArthur Centre in Greenwood to give the public a final chance for input into the draft Kettle River Watershed Management Plan. The Regional District of Kootenay Boundary has been working since 2010 toward the development of a plan specific to the Boundary. A State of the Watershed report was released in November 2012 that gathered all known data and informed the work on the plan. It found generally that there is lots of wa-

League hosts tourney Boundary Women’s Softball League will be on the Midway ball field this weekend as they hold their wind-up tournament. There are four teams in the league representing players from Beaverdell to Christina Lake. Last year the tournament was taken by the Grand Forks Liquor Store Chicks and, though the names on the trophy for the previous two years may be different, it was won all three of those years by the same team. They just have a new sponsor now. They were once sponsored by the Winnipeg Hotel and known as the Winnie Chicks, but are now sponsored by the Liquor Store and More in Grand Forks. The other three teams are from Rock Creek,
Greenwood and Beaverdell. The first game starts at 6:30 p.m. Friday. Action resumes on Saturday morning at 9 a.m. with five more round robin games—a new one every 90 minutes. The double knockout component begins at 4:30 p.m. Saturday; with another game scheduled for 6 p.m. Sunday games are set for 9:30, 11:00, 12:30 and the final game at 2:30. Every team entered is guaranteed five games. The Greenwood team will host a beer garden and Jerry Watson will run a concession out of the arena grill.
Memorial run set for July 19 Over the past four years the JLB Memorial Kettle River Run has raised over $40,000 for the BC Cancer Foundation of the Southern Interior and run organizer Stephanie Boltz is hoping to raise another $10,000 or more this year. “People can walk or run,” Boltz said. “Five kilometres can be a pleasant walk.” The fifth annual JLB Memorial Kettle River Run will take place on Saturday, July 19 at 8 a.m. at Riverfront Park in Midway. There are three distances to choose from: 5 km, 10 km or 21 km. Registration fees go to the Midway Public Library, where Stephanie Boltz was the director for many years. All donations and pledges go to the BC Cancer Foundation of the Southern Interior. “Your support helps provide local assistance to patients who struggle financially as they go through their treatment,” Boltz said. There were over 120 participants last year; according to Boltz the run has always had over 100 entries. Register online at midwaylibrary.bc.ca—just click on the “Make a donation” link. in Midway held on the same day.” For the Boltz family the run is very much a family event each year. The race was named in honour of John Boltz who lost his battle with cancer in 2009. In the four years that the run has been held, every one of John and Stephanie’s children have returned to Midway for the day. This year their daughter Christine is coming all the way home from Cairo. All the runners will use the River Walk Trail and, again this year, the 21-km run is using the mountain trails of the Midway Hiking and Biking Trails Network. “I’d like to invite local people to come out and support the run by registering or being a volunteer,” said Stephanie. “It is not an event only for Midway residents—it is an event to raise money for emergency funds for people in this valley. The funds help cover medicine, food, gas, treatment and other costs of those fighting cancer across the Boundary. “It is important that people come out and support it, because one out of three will be affected by cancer in one way or another.” If you would like to register or volunteer, more information is available at the Midway library or online at midwaylibrary.bc.ca.

Worst in the west
It’s no secret how difficult it is to find a full-time job these days. Consolidated Credit Counseling Services of Canada, Inc. (CCCSC) says that the latest numbers from Statistics Canada paint a bleak picture for those looking for work. For every job vacancy in British Columbia there are over five in the market for the position. B.C. is doing the worst in the west: • B.C. has 5.5 unemployed people for every job vacancy. • Alberta has a ratio of 2:1. • Saskatchewan and Manitoba have three unemployed people for every job vacancy. In other parts of the country, the numbers are even worse; and the national average is 6.8 to 1. “It’s important to live within your means even if that means adjusting your lifestyle,” said Jeff Schwartz, executive director of CCCSC. He offers the following advice: Don’t give up. Competition is fierce for the few jobs available but the odds are not insurmountable. Make finding a job your full-time job. In times like these, a job isn’t going to find you—you have to find it. Cut back where possible. Adjusting your lifestyle to fit your decreased income is necessary to avoid falling in debt. Invest in yourself. When battling with large numbers of fellow applicants, you need to do what you can to stand out. Acquiring different certifications or licenses in active industries will differentiate your resume from others. It also shows that you are willing to take on new challenges and learn new things. No job is too small. Not every job has to be your dream job. Taking odd jobs will not only allow you to bring in some much needed money, but it may also lead to other job opportunities. Work hard and good things will happen.

So we really want them to make sure they are fixing some of those problems.” He said in the fall an implementation team composed of many of the same people that have been around the table for the past two years, plus additional members of the public and organizations who express an interest, will take charge of the actions that are within their areas of interest—with different working groups working to help coordinate action on areas identified in the plan and looking for funding to do that work. Midway resident Gladys Brown argued that pesticide use should not be allowed in the watershed. “It is just a matter of when it will get into our drinking water,” Brown said. “When are we going to learn? We have plenty of cancer without inviting more!” Watt assured her the issue had been identified through the 2012 public survey and had been the subject of discussion by the advisory group. He said actions identified included monitoring groundwater quality and efforts to encourage landowners to reduce their use of pesticides. “But a lot of it is out of our control and requires provincial regulation,” he added. Other issues raised during the afternoon meeting included a program to educate school-age children about wise water use; a concern that the plan to date makes little mention of backcountry users, recreation and “high country abusers”: that there needs to be serious discussion about enforcement of regulations, and that the value of cultural and recreation-

CITY OF GREENWOOD NOTICE FOR PERMISSIVE TAX EXEMPTION Proposed Revitalization Tax Exemption Bylaw No. 882, 2014 Council wants to encourage the construction of new buildings, infrastructure, and alterations and improvements of existing buildings for all commercial property with frontage on Highway #3. The incentive to achieve these objectives is by granting temporary property tax relief to property owners who undertake eligible construction. This exemption will cover a ten year period with a full exemption of the property taxes on the increase in value for 5 years and a declining amount on the remaining five year period. New buildings costing over $ 200,000, additions over $ 50,000, and renovations over $ 25,000 will be eligible for a tax exemption certificate in regards to municipal property taxes only. Property owners will have until December 31, 2016 to apply for a tax exemption certificate, and until December 31, 2018 to complete the required work. The actual taxes that are exempted will depend on the activity that occurs as a result of this Revitalization Bylaw. New signage was put in the day before the Canada Day party and that brings the announcement that the name of the facility has been changed from the Rock Creek Medical Clinic; it will now be known as the Rock Creek Health Centre. “This better reflects what the building does,”
said Keough. “We have a lot of stuff that is not just formal, westernized medicine. We have a chiropractor, massage therapist, seniors program, playschool and CAP-C. It is more about community health as a whole, so the name health centre is a better fit.” “Dr. Ajaero is leaving at the end of August and we have the opportunity to put a locum doctor in place. We probably will do that, but whether there is a doctor or not, we need the facility here. The centre does a lot and we employ six people here. We have over a $30,000 salary budget each year. That helps people stay in the area.”

Year ends but dispute does not The last day of the school year had a picket line in front of all of the schools in the district. The school year ended with no contract in place for the teachers union. Boundary District Teachers’ Association President Norm Sabourin said School District 51 (Boundary) has no summer
school or year-round programming. “As of right now we have no intention of picketing,” said Sabourin. “We still have the right to demonstrate and we are still hoping for a settlement. In some districts they have chosen to picket school board offices and different school sites. We could decide to go that direction lat-
er to add pressure to the equation.” Administration officials were involved with negotiation of local issues with the CUPE support workers at press time and were not available for comment on the ongoing BCTF negotiations.
Plans under way for BCSS reunion Did you attend Boundary Central Senior Secondary between the years 1969 to the present? If you did then you’re invited to the BCSS 45-year reunion coming up on the July 18-20 weekend at James McMynn Park in Midway. According to a Facebook posting by
organizer Brenda Lowe the plan is simple - an informal weekend of socializing in the James McMynn Park. Camping is available on-site at $15 per night. There will be a jam session on Friday night. On Saturday alumni can float the river or participate in ‘Midway’s Kettle

Soccer players off to the provincials The West Boundary has rallied around three local Grade 9 soccer players who have earned a place on the field at the 2014 BC Soccer Provincial A Cup U-14 tournament in Burnaby this weekend. Ronny Puno, KJ Taktsang and Samuel Foy are members of the Pinnacles FC based in Penticton. The team just won the Thompson-Okanagan Division so they are off to the provincials. As if practicing two nights a week in Penticton and playing every weekend weren’t commitment enough for the three boys, when they won the right to go to the provincials it came with an immediate need to raise money to cover the costs of the trip. They set the goal to raise $4,000, and the community stepped up to give them over half of that in only two weeks. The money was raised by word of mouth, bottle drives and asking businesses to help sponsor the trip. “The community was really generous,” Foy said. In the first week and a half they had already raised over $1,500. His father and Pinnacles coach Brian Foy agreed. “The amount of money that our community has donated to these kids is pretty impressive.” Samuel played in Nelson before mov-
ing to the Pinnacles and the Okanagan league last year. The Penticton Soccer Association (PSA) encompasses Osoyoos, where all three of the Boundary boys also play on a house team. Coach Foy appreciates the support from the boys’ families too. “Every weekend we have games in Kamloops, Penticton or Vernon,” the coach said. “It’s a ridiculous commitment for us parents but the determination and commitment of the boys is inspiring.” “I’ve been playing soccer since I was a little baby,” Taktsang told the Times in a phone interview on Monday afternoon. “I usually play left mid—my job is to pass up to the striker.”
“One thing I like about soccer is it’s in the summer so there’s the sun and it’s nice weather and all that,” Taktsang said. “I love it. It’s one of my favourite things that I like to do.” Puno is a striker. He describes his job on the field as scoring the goals and setting up other strikers. He’s been playing soccer since Grade 1. “I like soccer because of the rush,” Puno said, adding, “No other sport does it like soccer!” Foy has been playing since age seven, and is in his second year playing on the Pinnacles. He is a versatile player sometimes left wing, usually taking the centre mid position. “It’s a fun game,” Foy observed. “A good way to get out of our small town and meet some new people and have fun and be social.”

The Greenwood council report in our June 26 issue reported that camping fees of about $250 are collected from bluegrass earlybirds who camp in the ball field during the week preceding the festival weekend. Bluegrass festival organizers want it clarified that the camping fee money is turned over to City Hall. All the proceeds from the festival itself are returned to the community by way of donations to local groups.

Vintage Fair a ‘feast’ Rock Creek saw the 4th annual Vintage Fair come to town last weekend, a weekend that was a feast for all who enjoy vintage and antique treasure hunting. Eight vintage vendors joined the regular Rock Creek Market merchants on the grounds of Rags, Relics and Rutabagas last Saturday and Sunday. Organizer Pat Pownall said both she and the vendors were extremely happy with the weekend. “What I love about the Vintage Fair is listening to the vendors set up in the morning,” Pownall said with a wide smile. “They truly love each other. It’s the social part I enjoy—the reconnecting.” The Midway Volunteer Fire Department offered a food concession on both days, starting by flipping pancakes in the morning and burgers for lunch. Earl Lehmann returned from his nine-week trip to the Philippines in early April. It was his second trip in as many years. Only he doesn’t go for the holiday—he goes to help the people, especially the children, on the island of Samara. “A friend of mine in Abbotsford, who is Filipino, invited me to go to the Philippines with him and for eight years I told him I didn’t have the funds,” Lehmann said in recalling how he came to go on his first trip. Then there is a family over there that distributes it. “I would like to go once a year but I have to see how that works,” he told the Times. “So I am trying to collect as much as I can to send over to feed my kids.
