Happy pub patrons might get a little happier. Revisions to B.C. liquor laws now allow promotional alcohol pricing including happy hour, let minors accompany adults into pubs, and allow alcohol sales in grocery stores and farmers markets. Six Mile Pub owner David Wong said the changes are a welcome relaxation of the regulations that will help his small business attract more customers, especially during traditionally quieter times. “I think it offers us an opportunity to use it as a tool to build business during slower periods of the day. Every restaurant has a midafternoon and late evening where there is a bit of a lull,” he said. “Rather than have staff standing around let’s keep everyone busy. It gives us flexibility and lower prices during slower times and offers a deal for the consumer. It is a win-win for all.” The changes do have what some may see as disadvantages however, with the traditionally cost-effective pitchers of beer now subject to a 25-cent-per-ounce minimum charge. That effectively raises the price of pitchers on average instead of reducing them. That, Wong said, would just even the playing field between establishments that lower their prices too much and those that do not. He envisions happy hour as an opportunity to offer cheaper drinks, but plans to only showcase local products during the 3 to 6 p.m. time slot, as a way to introduce his customers to new options. “It is not an opportunity to say ‘let’s have a happy hour, have it crazy cheap and drink till you pass out. That is not the opportunity I see.” While the idea of happy hour is attracting a lot of interest from

rule that will now allow minors into into his pub. “We are still careful to preserve the whole pub concept, because a lot of adults want to go away from their kids,” he said. “I also don’t want kids where people are talking loud or swearing. Wong has renovated an area in the pub to provide an option for families to go to be separated from adult conversation. Wong said the View Royal neighbourhood his pub is located in once was popular with young couples getting into their first homes. Today he sees swing sets and tricycles in the back yards. He hopes to get those clients back
while balancing the atmosphere his customers have come to enjoy for years. “It is a huge positive into this community. a lounge to an adjoining restaurant. Licensees are also allowed to transfer small amounts of stock from one to the other if they run out of a particular product. In a policy directive to industry associations, local governments and police agencies, the government’s Liquor Control and Licensing Branch says the lower price may be applied selectively for “ladies night” specials or “team night” for players in uniform. tion for the facility, an underground site under the park and ride in the heart of Colwood, would open up a built-in customer base for the heat and water
with the West Shore Parks and Recreation centre and Colwood Golf Club nearby, he said. Both use plenty of heat during the winter and water for irriga-
tion in the hot summer months. “The best place to do heat recovery and water recovery is in a place where you can use someone who needs it and might buy it from you,” he said. “So a built-up location is best, and close by we have a lot of new developments and have the existing recreation facility, which has a need for heating and cooling. So there are opportunities there.” The proposed site, unlike those outlined by the CRD, has not been a controversial choice, with 79 per cent approval given by residents at an open house. The process has also been buoyed by the fact an outside entity didn’t choose the site, Baxter said. It has been done by Colwood residents for Colwood residents, simplifying the process for everyone involved. Hamilton agrees, adding that despite being in the Colwood core, it would be invisible to visitors. “We could have that plant in place to create an economic driver within that would allow us to have office space or some sort of building up and over top the sewage treatment. It would be virtually unseen,” she said, noting the park and ride would remain. “We are going to continue to move forward, looking to have a conversation at the next (July 7) meeting. I would welcome not only our residents, but anyone, so they can hear and understand what is potentially possible out there.” alim@vicnews.com

Colwood council has passed final reading on an amendment to its Official Community Plan. The Royal Bay Area Plan amendment green lights developer B.C. Investment Management Corporation to move density and commercial development off the waterfront back into the central area on the former gravel pit site on Metchosin Road. “What they want to do is create something more centrally located as far as the commercial aspects, as opposed to only on the waterfront, so it was more accessible to school and communities,” said Coun. Shari Lukens. “They wanted to create a hub in the centre of the development as opposed to just at the waterfront.” The 2,300-unit housing development that may one day be home to 7,000 residents, is currently underway with land being prepared for two subdivisions, phase 1 and phase 1A, consisting of 92 and 17 single family residential lots, respectively. The lot will also feature the new Royal Bay high school, which is slated to open in September 2015. “I think it is exceptional for our community, a great opportunity,” Lukens said of the overall development project. “It is going to be a destination for people … with the integration of the high school and the various types of communities they are going to build.” “There is an opportunity to put an arts and culture centre there. Food bank struggling to keep shelves stocked More mouths to feed at home means need is greater Don Descoteau News staff
Summer is a tough time of year for the Goldstream Food Bank. With children and youth finished school and home more often, the need becomes even greater, says food bank society president and volunteer co-ordinator Gayle Ireland. “I’ve had crying mothers in where they’ve had a pound of hamburger in the fridge for dinner and they come home and their kid had made tacos or something for their friends,” she said. “People are hungry all year round and the need is just as great if not more at this time.” The food bank, which operates out of the basement of the Langford Legion on Station Avenue, has used up the majority of its Christmas stock, Ireland said. Items with

It’s all about the money Very few parents would have expected last fall that their children’s school year would be over by just the second week of June. Yet that’s the case, as negotiations between the B.C. Public School Employers’ Association and the B.C. Teachers’ union’s Teachers have hit a stalemate, and salary demands classes likely won’t simply out of line return until fall. The two sides remain far apart on wages, benefits and classroom issues. BCPSEA’s latest offer includes a $1,200 signing bonus for an agreement by the end of the school year, and a series of wage increases up to May 2019 that includes “economic stability dividend” amounts depending on B.C.’s economic performance. The BCTF wants a $5,000 signing bonus followed by increases of 3.5 per cent in the first year and 1.5 per cent in each of the next three years, for a total raise of eight per cent plus compounding, which brings it closer to 12 per cent – double what any other public service union has accepted this year. As the BCTF and some members of the public maintain, “it’s not all about money,” and in some respects, that’s true. The BCTF also wants reduction in class sizes and changes to composition, with more special needs support. The harsh reality is in the costs. The BCPSEA has calculated the current teachers’ wages and benefits demands to be worth $211 million in year five. Expanded preparation time for teachers would add another $90-million plus. And the price tag on the union’s position on class size and composition? The BCPSEA puts that at $1.67 billion – a 30-plus per cent increase on the entire B.C. annual education budget of about $5 billion. Ultimately, it does become all about the money.

Esquimalt Lagoon may soon have a new set of neighbours. The Seafield Cottages, a subdivision of up to 35 single-family homes proposed for a currently agricultural zoned piece of land at Seafield and Heatherbell roads, cleared third reading at Colwood council on Monday. Mayor Carol Hamilton said the
proposal, while not her cup of tea, could be a good fit and add diversity in housing options in the city. “For me it is about living up to what you say you are going to accomplish,” she said. “You look around the areas that have them (and they) are full. They are not empty and vacant places … that is what it takes to help build community.” Hamilton said her two chil-
dren have moved out of Colwood, one to Langford, the other to Cobble Hill, in search of more affordable housing and to get more “bang for the buck.” She hopes the proposed development opens up the area for growth within the structure of Colwood’s Official Community Plan (OCP). CONTINUED ON PAGE 11

It calls for the bramble field on Seafield and Heatherbell roads to be cleared and rezoned from agricultural to residential to make way for the cottage-style development. A public hearing held immediately before the council meeting drew a handful of residents, some of whom voiced concerns about the potential for safety on tight lots, the density of development and the effect it may have on traffic. Coun. Shari Lukens said that communication with the developer is important. She voiced confidence that it will continue and result in a strong development that benefits the neighbourhood as a whole. “The developer (David Sorenson) has done a good job of working with the community … the i’s are dotted and the t’s are crossed,” she said. “He really understands the impor-
tance of engagement and the benefit of working with neighbours and he has done that exceptionally well.” In addition, the development will include an amenities package that will see the remaining three houses on Seafield tied into the sewer line, a new playground to the east side of the development, a refinishing of Seafield Road and new sidewalks. “If we can offer some opportunity for people to get in and get a foothold starting out, or people who are trying to downsize and move into something smaller, it can be an attractive addition to the local area,” Hamilton said. Help Prevent Heart Attacks with Vitamin C and Lysine Powder W. Gifford-Jones, MD
W
hy is heart attack the number one killer in this country? Ninety-nine percent of doctors say it’s due to atherosclerosis (hardening of arteries) and that cholesterol lowering drugs are the primary way to treat it. But I suggest cardiologists have closed minds and are ignoring facts that could save thousands of North Americans from coronary attack. Vitamin C is required to manufacture healthy collagen, the glue that holds coronary cells together, just like mortar is needed for bricks. Lysine, like steel rods in cement, makes collagen stronger. Two-time Nobel Prize winner, Dr. Linus Pauling reported twenty-five years ago it takes a mere 10 milligrams to prevent scurvy, but several thousand to prevent heart attack. Williams Stehbens, Professor of Anatomy at Wellington University in New Zealand, proved Pauling was right. Stebhens’ research showed that coronary arteries closest to the heart are under the greatest pressure. This causes collagen to fracture resulting in the formation of a blood clot and death.
I also believed the research of Pauling and Stehbens irrefutable. Now, the work of Dr. Bush has convinced me my decision was prudent. But to take large doses of vitamin C and lysine requires swallowing many pills daily. It’s a tall order for those who dislike swallowing one pill. So for several years I’ve been trying to find a company that would manufacture a combination of vitamin C and lysine powder. Now Medi-C Plus™ is available at health food stores and specialty pharmacies. The dosage for the Medi-C Plus combination is one flat scoop mixed with water or juice with breakfast and the evening meal. Those at greater risk should take one flat scoop three times a day. This column does not recommend that those taking CLDs should stop them. That is a decision that can only be made by patients and doctors. As for me – I bet my life on vitamin C and lysine! I turned 90 this year.
Dr. Sydney Bush, an English researcher, has now proven that vitamin C can reverse atherosclerosis. Bush took retinal photographs, then started his patients on high doses of vitamin C and lysine. One year later additional pictures showed atherosclerosis had regressed in retinal arteries. Sixteen years ago following my own coronary attack, cardiologists claimed it was sheer madness for me to refuse cholesterol-lowering drugs. Instead, I decided to take high doses of vitamin C plus lysine with breakfast and the evening meal. I knew that Dr. Graveline, a physician and NASA astronaut, had twice developed transient global amnesia from taking cholesterol lowering drugs (CLD’s). I was also aware that patients have died from CLDs. Others have developed kidney, liver and muscle complications.

They are Miata mates for life Despite the relatively early call time, a group of almost 100 Mazda Miata/MX-5 drivers/passengers gathers for the morning’s meeting. The weather is looking favourable even though the a.m. envelops the crowd with its chilliness. It’s not raining though. That’s a good sign. Tour organizer and former Trillium Miata Club president, Gary Svoboda, talks about the day’s journey, addresses some basic housekeeping rules, makes some jokes and engages in witty banter with a group of excited Miata enthusiasts. Everyone is ready to hit the roads of Vermont in their tiny, drop top, two-doors. Everything from first generations Miatas, to the latest and greatest rear-wheel drive roadsters line the gravel parking lot of our home base, also known as the Stowehof Inn. Stowe, VT’s claim to fame is as a ski destination. Currently, its claim to fame is the 46 Mazdas that drove in from Ontario and are congregating for their annual tour. Each May long weekend, a group of club members look forward to the event. It’s been going for over 20 years and hasn’t disappointed. The crowd gets rowdier by the minute so go-time is just around the corner. The meeting wraps up; we branch into our respective groups and fire up the engines. As honorary members for the event, my co-pilot – aka my mother
Zsuzsanna Straub – and I get behind the wheel of our MX-5. Within moments, we’re topless. The car. Not us! Seven vehicles comprise a group, including a leader and a sweeper. We’re comfortably nestled in the bosom of the pack. Our job is to enjoy ourselves, as well as give the MX-5 a little bit of room to romp free. It’s hard not to smile on the undulating roads of Vermont, which are lined with trees, houses, fields and topped off with a bovine scent! Then there is what is called “The Notch.” A mountain road where emaciated limbs of indigenous trees
look like they’re reaching out and trying to touch the cars. Boulders are scattered and the path is paved around it. The intermittent obstacles would likely be the outcome of two Greek gods having a rock fight. You would have to have superhuman strength to move them. The sinuous and slender road is a hoot to drive through especially with no one in front of you. The occasional crackling on the CB radios frequently is overpowered by instructions from the leader. Like a mother duck summoning her young, we followed in order. We stuck together and took in some breathtaking scenery of New

England. Scenery aside, what was the most interesting to breathe in was the enthusiasm and energy of the Miata owners. Liz Burns has “Miatatude” stickered across her windshield. Miata earrings dangle from her ears as she professes her love of her emerald beauty. Another owner decided to turn his conventional doors into ones that open up not out. At breakfast, lunch and dinner, they regale each other with stories of other events they’ve been on. Outbursts of laughter perk up the ears of bystanders; making them wish they were at that table reliving the memories. The camaraderie of those young and young at heart is undisputable. Regardless of background, profession, or preference in exterior colour, few vehicles in the world bring people together as strongly as Mazda’s MX-5. Liz was one of the first members of the Trillium Miata Club. She expected to join a group of Miata owners and drive with them on weekends. Liz says she “didn’t expect to make friends for 25 years” but she did. Celebrating with a Spyder French Open winner, Maria Sharapova, was driven to the glamorous Women’s Tennis Association (WTA) Pre-Wimbledon Party in the Porsche 918 Spyder – the Stuttgart marque’s fastest, most powerful production car to date, and one of the lowest-emitters of CO2 of any class of car. Fresh from his drive in the Le Mans 24 Hours race, Sharapova’s chauffeur for the night was Porsche factory ‘works’ driver, Mark Webber, complete in smart chauffeur attire. The 918 Spyder has a mid-mounted 4.6-litre V8 race engine coupled to two electric motors with lithium-ion batteries. It is a remarkable plug-in hybrid super sports car
that can reach a top speed of 344 km/h, sprint from zero to 100km/h in 2.5 seconds, and yet at 72 g/km (70 g/km with the lightweight Weissach Package) produces so little CO2 that it is exempt from the London Congestion Charge. It has a total power output of 887 hp and holds the current lap record for a production car at the famous Nürburgring race circuit of just 6 minutes 57 seconds. Despite all that performance, its plug-in hybrid technology means a low fuel consumption of 3.0 L/100kms is possible. Where learning at the landfill meets fun!
Do you know where the ‘stuff ’ you throw away goes? Over 850 residents of the Capital Regional District saw for themselves where their “away” is at last Sunday at the Open House at Hartland landfill and recycling facility. For the past several years, Hartland Happening, a semi-annual open house, has offered a behind-the-scenes look at the region’s award-winning, multipurpose facility. This year’s Hartland Happening welcomed visitors from 10:30 am until 2 pm on Sunday, June 22. Activities included a free shuttle to the event from Camosun College, guided tours, interactive exhibits, a giant sandbox, face painting and a monster machine area. Mr. Tube Steak was on hand to barbecue hot dogs and veggie dogs that were free to event guests. Cash and non-perishable food items were collected for local charities. Hartland receives garbage from across the region, processing more than 450 tonnes per day. “I’ve lived twenty minutes away from the landfill most of my life and I’ve never given much thought to where it ends up. Knowing that so much effort goes in to making it a safe and sustainable site makes me proud of living in the capital region,” explains a Saanich resident. The CRD thanks its community supporters, and all the businesses and volunteers that made this year’s event a success.

Volunteers with the Juan de Fuca Minor Hockey Association have been going about their business for years, creating programs and providing opportunities for youth to play the game. That dedication was rewarded at the recent B.C. Hockey annual general meeting, when the association was named winner of the prestigious President’s Award as “the association that most brings honour to the game and contributes to their community.” “We were kind of sitting there and got caught a little bit off guard,” said Juan de Fuca association president Harold Bloomenthal. “The B.C. Hockey guys told us that’s the award everyone is after.” The provincial honour was preceded by an award as hockey association of the year for Vancouver Island. The association, which is home to more than 750 players and hundreds more volunteers, is involved in various activities besides those on ice. It provides 10 scholarships of $2,100 to graduating players, and has contributed more than $40,000 to community groups through hosting the annual Debbie Cooper Memorial tournament for house league players. It also has begun working with Langford Sport Assist, a funding organization that helps families in need get their kids into sports. Bloomenthal said the two awards for the association are a big deal for the West Shore at large, from which players come from all five municipalities.

Attending Canada Day events at Fort Rodd Hill and Fisgard Lighthouse national historic site has become a tradition for many on the West Shore. An estimated 5,000 people took part in activities at the park in Colwood last summer, thrilling to military gun exercises staged by members of the 5th Regiment of the Royal Canadian Artillery, checking out the various historical displays on site and gobbling up that famous Thrifty Foods birthday cake. “As soon as the guns are finished (doing the 21-gun salute) people line up for cake. It’s amazing,” says Sophie Lauro, promotion officer at Fort Rodd Hill. Entrance to the fort’s buildings and lighthouse is free for the day. The lineup also includes musical entertainment by Sarah and Lara and percussion ensemble Organized Khaos, kid’s games and activities and a Second World War rationing demo at the canteen. Other food will be available for a charge, as a fundraiser for the Legion ladies auxiliary. Lauro says the free day offers a good chance for people who haven’t been to the site in some time to reacquaint themselves with its historical significance and sprawling acreage, which includes a beachfront. The site opens at 10 a.m. at the bottom of Fort Rodd Hill Rd., off Ocean Boulevard. Parking is available, but a free shuttle bus leaves regularly from the Juan de Fuca park and ride at the Island Highway. No pets are permitted in the park. Applicants must successfully complete the council’s education requirements specific to careers in real estate sales, rental property management services or strata management services, offered through the University of British Columbia Real Estate Division. As a blended learning course, students can register at any time, but the course must be completed within one year. Those with prior real estate education or experience may receive an exemption from course work. Time was, a Realtor’s job was to identify potential homes for clients then guide them through the myriad legal details surrounding the buying and selling of property. Those roles are still there, but technology and clients’ expectations have brought changes that have reshaped the Realtor’s career. “The role of the Realtor has changed, especially in the last 10 or 15 years,” says Tim Ayres, president of the Victoria Real Estate Board. He notes that while much of the Realtor’s job had been information gathering for home shoppers, the Internet now allows people to do much of that legwork themselves. Today, a Realtor’s value is not only in how well-versed they are on the legal ins and outs of home buying and selling, but also in their marketing skills and ability to stay wellinformed about the community in which they’re selling. Examples are trends in the marketplace, demographics, schools, transportation issues, and development plans. Fortunately, Greater Victoria is small enough that Realtors can familiarize themselves quite easily with neighbourhoods from Sooke to Sidney. But Ayres suggests Realtors often find success in focusing on a particular part of the region. This diverse knowledge base is all the more important when working with clients from outside the region, such as those relocating with the military or RCMP, or retirees seeking the promise of mild winters. Getting into the real estate market involves dedication and hard work, not unlike other professions. the Realtor’s role, it’s also dramatically changed the way they do business. Realtors selling a property should be savvy to today’s technology, using video, photography and floor plans to provide prospective buyers with a full picture of a property, for example. “An online presence is key,” Ayres says. “Make sure what you’re doing (to market a property) is what people want to see.” Homes can be viewed via iPad,
prices negotiated by text and contracts reviewed via smart phone. At the same time, there’s a lot to be said for a Realtor’s ability to connect with clients on a personal level. Patrick Skillings has been a Realtor for 30 years, and believes in the time-honoured approach of oneon-one contact with clients, and of being genuinely interested in those he meets – as people, not only the means to a potential sale, he says. While it takes work, maintaining
contact with clients in the years following a home sale or purchase also helps keep connections active and promote word-of-mouth advertising. Skillings points out, for example, that he recently worked with a client he’d helped to buy a home almost three decades earlier. “Clients like the fact that we communicate on a variety of different levels, not just about a particular piece of property,” he says. ddescoteau@vicnews.com
