THE SURREY SCHOOL District is reducing staffing by 135 full-

time positions to help shave $9 million from the operating budget for the next school year. And while most of those jobs are expected to come largely through attrition, some layoffs loom. In all, there will be about 49 fewer teachers, 56 fewer education assistants, 27 fewer support staff members such as clerical and maintenance workers and three fewer principals and other professional staff for 2014-15. Of those, said Trustee Terry Allen, the equivalent of about 30 positions will be layoffs and cuts to clerical and education assistant hours, as well as fewer district helping teachers. The rest of the reduced staff are expected to retire or leave voluntarily, but will not be replaced. But with 49 departing teachers not Terry Allen being replaced, Allen said schools will have to adhere even more strictly to class size restrictions. “Where there was a certain amount of leeway before, there will be very little leeway now,” he said. In addition to staff reductions, the district is using unspent contingency funds from the current year to help balance the $588.5-million budget, in an effort to make cutbacks that would have the least direct impact on classrooms. Her story, titled “Tears,” is written through the eyes of a young boy and how his close friend, a young aboriginal girl named Caroline, is found murdered on Highway 16 – an 800-kilometre stretch of Andrea road between Prince Lanouette George and Prince Rupert in northern B.C. District: Surplus dipping not sustainable From page 1 “Despite continuous increases in employee benefits and utility costs, as well as absorbing carbon offsets,” said Allen, “our board maintains the most efficiently run district in the province and one of the top three districts in the proportion of its operating budget spent directly to support the classroom. “But really, we don’t have anything that doesn’t have an impact on the classroom,” Allen added. Nearly 90 per cent of the budget pays for instructional and classroom support, while the rest goes to district administration, maintenance and transportation. Allen said some of the choices trustees had to make, especially those involving employees, are heartbreaking. “It’s very difficult to make these decisions and it’s getting harder every year.” While $572 million will come from the province, $16 million of the 2014-15 budget comes from district revenue sources such as tuition fees paid by international students and rent paid by outside groups to use school facilities. Surrey pointed out its budget challenges are very different than those of other B.C. school districts. While Surrey has benefitted from rapidly increasing enrolment over the past 10 years (and therefore a steady flow of per-pupil funding from government), student numbers aren’t expected to rise much for the next three years. That means funding will only increase modestly, making it unfeasible to maintain the same levels of Terry Allen service year after year. In the upcoming school year, enrolment is predicted to increase by just 120 students, bringing the total number of students to approximately 70,202. As well, the district said dipping into surplus dollars from the current year – money left over from contingency funds for unpredictable expenses like snow clearing – simply isn’t a sustainable or reliable way to fund education. While certain school expenditures will be ongoing, the contingency fund will not always exist. Adjustments may be made to the preliminary operating budget at the end of September, when final students numbers are in, but by law, B.C. school districts must submit a balanced budget to the province by June 30 every year.

Contest: Teen won $2,000 and trip From page 1 Lanouette, from the Haisla Nation, had seen the flyer for the contest in the aboriginal room at her school, but it wasn’t until her creative writing teacher encouraged her to give it a shot that she decided to enter. “My dad was the one that suggested writing a story about the tragedies

that have occurred along the Highway of Tears,” she said, “I was born in Terrace so I had heard of the story but I really didn’t know much about it until I started doing some research.” For winning, Lanouette received $2,000 and was flown to Ottawa to receive her award. “It was pretty cool, a really great experience,”

she said. Since her win, Lanouette now plans to use the money to continue her studies once she graduates and hopes to become a fiction editor and even write a book of her own. Since its inception in 2005, nearly 2,000 emerging aboriginal writers and artists have participated in the contest.

Surrey sees three homicides in five days Three men’s lives claimed in separate incidents last week by Sheila Reynolds and Sarah Massah A HOMICIDE in South

Surrey Friday morning marked the third in five days in Surrey last week. Timothy Szabolcsi, 52, was killed inside a home near 24 Avenue and 156 Street. Police got a call for assistance from inside the house shortly after 10 a.m. Sgt. Bari Emam, spokesperson for IHIT (Integrated Homicide Investigation Team), said the incident appeared to be isolated to the home and the general public was not at risk. Police had the neighbourhood cordoned off for hours, at one point targeting a nearby house, entering and leaving emptyhanded. The cause of death had not been released as of Monday. The murder came on the heels of two others in Surrey earlier in the week. The first occurred Monday (June 16), when a man was found badly injured in an apartment in Whalley, near 132 Street and 108 Avenue. He later died from his injuries and has since been identified as 33-year-old Shaunce Poirier. His friends took to Facebook to relay their grief. One said “I’m so sorry ur life ended this way,” while another said “Thank you for cheering me up so many times when my heart ached … sadly, you are my heart’s ache today.” While police did not

release Poirier’s cause of death, they did say it was targeted and “was not a random act.” Dustin Barry Anderson, 42, has since been arrested and charged with second-degree murder. Both Poirier and Anderson were known to police. Three days after Poirier’s death, in the early hours of June 19, Surrey marked its second murder of the week.

Police were called to 131 Street and 65B Avenue shortly before 2 a.m. after callers to 911 reported there was a group of men arguing outside. One man, now identified as 22-year-old Mandeepak (Deepak) Chahal was rushed to hospital, but died. The cause of death was not released, but police say Chahal was not known to them and the incident was not gangor drug-related.

“We are still in the process of confirming a motive for this incident and the investigation continues,” said Emam. A woman told CTV there have been past problems with noise and drugs in the neighbourhood. Another person said fights are not uncommon in the area and that he heard screaming and fighting before police arrived early Thursday. Chahal’s death came only hours after a man in the Clayton area of Surrey was shot in the hand. He was reportedly driving a van when he was hit by gunfire Wednesday afternoon (June 18). One small step

uch will be made of the federal government’s decision to give the Northern Gateway pipeline its approval. However, it is important to put Tuesday’s decision in the proper perspective. The Joint Review Panel, which earlier gave Northern Gateway the green light, put 209 conditions on that approval — conditions which Enbridge, the proponent, has said it will fulfil. There probably isn’t anyone in B.C. who hasn’t heard an Enbridge ad about the 209 conditions. Then there’s the five provincial conditions that Premier Christy Clark laid down before last year’s provincial election. While they are general in nature, they constitute some stiff barriers. One of them, calling for the proponent to have agreements with First Nations, may prove impossible, unless there is a marked change on the part of many northern B.C. First Nations. Even if agreements with First Nations are reached, it is quite likely that there will still be some lawsuits over the pipeline. Any First Nations group or individual wishing to sue has the ability to stop the entire pipeline in its tracks — possibly for years. The Mackenzie Valley pipeline, proposed for the Northwest Territories in the 1970s, is a classic example of how lawsuits can effectively kill a resources project. By the time all lawsuits and other regulatory hurdles were dealt with, the project was no longer economic and it has never been built. At this juncture, it seems that is the most likely scenario for Enbridge’s proposal. Is there a need to move Canada’s resources to offshore customers? Yes, there is. Those resources include oil. But given the nature of bitumen, the product being shipped, and the hazards of navigation on B.C.’s north coast, there are many legitimate concerns about shipping this product, particularly from Kitimat, which is connected to the Pacific Ocean by a relatively narrow channel. It would make more sense to ship refined oil products, from proposed northern B.C. refineries in Kitimat and Prince Rupert, and that would meet at least some of the objections to Northern Gateway. Such projects would also create many more jobs in B.C., which means that this province would gain more benefits for the considerable risk it is being exposed to. The final decision on this project is a long way off.

Teachers’ Federation was coming off its second-ever voluntary agreement with a 16-per-cent raise over five years and what the union termed an “enhanced” signing bonus of $4,000. Even with special teacher-only top-ups, BCTF members almost rejected the last of the government’s bigspending pre-Olympic labour deals signed in 2006. By 2012, outraged teachers were back on the legislature lawn, howling for another 16 per cent, with back-up vocals provided as usual by HEU, CUPE, BCGEU and other public-sector unions that settled for less. Teachers had just sailed through a crippling global recession with a series of raises, but were oblivious to all that. Last week the protest venue switched to Vancouver, where both the crowd and the demands looked a bit thinner. The signing bonus target is up to $5,000, but the raise is a mere 8 per cent over five years (compounded,

year. That works out to $42.32 an hour, plus a suite of benefits that most private-sector employees can only dream about, starting with three months of prime-time vacation. I am occasionally lectured by teachers that the job goes far beyond five hours in the classroom and an additional four hours a day preparing and marking. They throw out different estimates, variously defined. Alas, it’s a salaried job, and we salaried employees in the real world don’t waste a lot of time counting hours. Here’s the work, here’s the deadline, here’s the pay. Take it or leave it. Consider another union demand that seems to be just another thinly disguised raise. The BCTF wants a large increase in preparation time for elementary school. There are no duties being added here. For this one item, government negotiators calculate the cost to taxpayers at $86.2 million every year by the fifth year of the BCTF proposal. fire in Langley June 1 that resulted in the loss of 17 standardbreds, the horse racing community banded together Tuesday night and raised $30,000 in support of the impacted families. “More than 200 people opened their hearts and wallets in an emotional show of support,” said Ken Stratton, general manager of Fraser Downs Racetrack and Casino. “The horse racing population can be very competitive on the track, but when it comes to lending a helping hand in the time of need, these people are incredible.” Stratton said staff at Fraser Downs and Harness Racing BC stepped up to the plate by working 15-hour days to make the event happen. Everyone volunteered their time for both the silent and live auctions, resulting in 100 per cent of the proceeds going to the cause. Silent auction items such as suite tickets to the Elton John concert at Rogers Arena, a Vancouver Canucks’ jersey autographed by the entire team, a Grey Cup leather jacket and a framed commemorative picture from the opening ceremonies of the 2010 Winter Olympics in Vancouver contributed to help the recovery and rebuilding process created by the fire.

Of the total $30,000 raised, $10,000 was donated by Fraser Downs and Great Canadian Gaming Corporation, while the remainder of the funds were collected through the silent auction event and fundraising efforts at the mentioned tracks. At one point veteran Fraser Downs trainer and driver Dave Hudon and wife Kelly were patrolling the thoroughbred facility at Hastings raising funds through a 50-50 draw. The barn blaze completely destroyed a stable near 224 Street and 40 Avenue. In addition to the loss of the 17 horses, including a miniature pony, the fire destroyed about $100,000 worth of gear. It is believed to be one of the worst involving livestock ever recorded in Langley Township. “This tragedy had a profound effect on many members of the horse racing community, keeping in mind there was no insurance for the assets lost in the fire,” Stratton said. “To see people come together in this fashion was an emotional experience for all of us.”

10 years in jail for Surrey man charged in woman who stabbed nationwide porn bust friend 41 times 35-year-old is among 150 arrested Jessica Hanley pleaded guilty to manslaughter by Sheila Reynolds

A 25-YEAR-OLD Surrey woman who pleaded guilty this week to stabbing her best friend to death two years ago has been sentenced to 10 years in prison. Jessica Hanley was charged with the second-degree murder of 23-yearold Burnaby resident Tashina Rae Sutherland. Her trial had been underway since May 26, when she pleaded not guilty in B.C. Supreme Court in New Westminster. However, on Monday (June 16), three weeks after her trial began, Hanley pleaded guilty to the lesser charge of manslaughter. On Wednesday, Justice Elizabeth Arnold Bailey sentenced Hanley to 10 years in prison. With time already spent in pretrial custody, there are seven years and nine months left of her sentence. During the trial, the court heard that Hanley and Sutherland had been drinking and doing cocaine the night before Sutherland’s death.

They were partying at Hanley’s boyfriend’s home near 138 Street and 106 Avenue – where the women continued to drink the following morning. is among those charged in a nationwide child pornography investigation. Across Canada, more than 150 people were arrested or are under investigation as part of Operation Snapshot III, which began in February and involved more than 40 police agencies, said a national RCMP press release. Five children were rescued in the operation which targeted child sex offenders who collect, possess, share, make available, distribute and produce child sexual exploitation material online. It involved 167 investigations across Canada leading to the seizure of thousands of computers and hard drives with nearly two million images or videos. Of those investigations, 29 were in British Columbia, of which 22 were in communities policed by RCMP, said E Division spokesman Sgt. Rob Vermeulen. Two of the children rescued were in B.C. and those investigated include 11 B.C. men facing

a total of 32 charges, Vermeulen said. The Surrey man arrested has been charged with one count of luring. A 23-year-old Burnaby man faces two counts of possession of child pornography. Other B.C. suspects include: • A 29-year-old Duncan man, charged with possession and accessing child porn; • A 29-year-old Kelowna man charged with luring and making child porn; • A 43-year-old Nanaimo man charged with possession and making available child porn, sexual interference, invitation to sexual touching, sexual exploitation and sexual assault; • A 31-year-old Revelstoke man charged with possession and accessing child porn, producing a controlled substance, invitation to sexual touching, sexual exploitation and sexual assault; • A 45-year-old Sidney man charged with possession and making available child porn; • A 64-year-old man, also of Sidney, charged with possession, accessing and making available child porn;

• Two Vernon men, aged 46 and 49, each charged with possession, accessing and making available child porn; • A 65-year-old Williams Lake man, charged with possession and distribution of child pornography. Vermeulen said the suspects’ names are not yet being released because a number of investigations are still ongoing and they do not want to identify the child victims. He expects some information to be the subject of publication bans as a result. He encouraged parents to talk to their kids about Internet safety. “We do such a good job of ‘stranger danger’ in the real world. I think we sometimes forget children are spending a lot of time in the online world now and so we need to have that same chat with them about strangers online,” Vermeulen said. “There’s a lot of so-called friends and followers on social media but they’re unknown, you don’t know who they are … they should be treated like you would treat any stranger and certainly not divulge information.”

Gill will wrestle in Glasgow

ARJUN GILL of Surrey is among 14 athletes named by Wrestling Canada to compete at the Commonwealth Games next month in Glasgow, Scotland. Gill, 23, is a graduate of North Surrey Secondary and is the current national champion in the 97 kg. class. He also won the 2011 Canadian Junior Championship. “There is a high level of excitement and anticipation for the Commonwealth Games by our team,” said Wrestling Canada executive director Tamara Medwidsky. “The team, including athletes, coaches and support staff, represents some of the best in Canadian wrestling.”

Michele Garceau of Surrey was among the annual award winners announced by Squash BC from the 2013-14 season. Garceau was named winner of the Massey Goolden Trophy, designated to honor junior players for achievement combined with sportsmanship last season, she captured the U19 Girls Provincial Championship, and won nearly every event she entered. She lost a heart breaking semi-final at the nationals, and finished fourth in the country. Garceau has volunteered as a mentor with the Squash BC provincial training squad and spends time with the younger juniors both on and off the court. “Her sportsmanship displayed on court, win or lose, is the standard for which everyone should strive,” said a Squash BC press release. “She is certainly worthy of this award as she has demonstrated great achievement and wonderful sportsmanship can go together.”

over the Nanaimo Timbermen, the Delta Islanders have clinched home-floor advantage for the first round of the playoffs, doing so against the team they are likely to meet. Saturday’s victory at home in the Sungod Arena improved Delta’s record to 10-8 in the B.C. Junior A Lacrosse League standings, nine points up on the 5-11-1 Timbermen who have just four games remaining. The Islanders are in fourth place, three points back of the Victoria Shamrocks while Nanaimo sits in fifth, tied with the 5-12-1 Langley Thunder.
