Welcome to our 101st Fair! We are proud to share with you over 100 years of promoting agriculture in our district. The Coombs Fair is a family affair with lots to see and do, and plenty of good eats. From livestock to garden produce, arts & crafts, photography, needlework and domestic science, many hours of work go into the exhibits entered into the friendly competitions at the Coombs Fair. Children are an important part of keeping agriculture alive in these ever changing times and 4-H is a huge component at our Fair. We are proud to host this year’s 4-H Centennial Celebration. We wish to thank the sponsors, advertisers, groups and organizations and especially all the volunteers that help make the fair possible. Hi stor y of the C o ombs Fair In 1913, a group of farmers from Saanich settled in the Hilliers area, and decided to hold a fall fair to show what could be grown and raised in this area. To the best of our knowledge, among them were: Mr. & Mrs. George Moore, Mr. & Mrs. J.J. Clarke and son Dick, Mr. H. Burgoyne, Mr. & Mrs. Hilliers, Mr. Jack Boyd, and Mr. & Mrs. Stevens, who owned the Hilliers store at one time. Since then, only World War II interrupted an otherwise annual event. In 1921 the fall fair was held in Parksville, and then in 1924 the fair was held on what is now the Coombs Fairgrounds, the land acquired from Mr. Ford. The association that ran the fair at that time was called the Cameron, Nanoose, Newcastle District Agricultural Fair. In 1947, a new hall was built on the property by volunteer labour. The president at that time was Mr. Preston McGowan and the secretary was A.J. Mason. In 1948 and 1968 more land was acquired, the latter piece from Eli Iankow, bringing the property back to Burgoyne Road, and the association name was

changed to the Arrowsmith Agricultural Association, as it is known today. The fair is held annually at the Coombs Fairgrounds on the second weekend in August. AWARDS: 1. Prizes will not be awarded unless considered worthy of merit. The judges’ decision is final. Prize money will be paid in accordance with judges’ decision. 2. See the section on Judging, #2, #3, & #4. 3. All ribbons & awards must be displayed during the Fair. 4. Should there be insufficient funds to pay prizes in full they will be paid pro-rata. 5. PRIZE MONEY SHALL BE FORFEITED by any exhibitor who removes any exhibit(s) in any section or display before 5:00pm on Sunday, the last day of the Fair. 6. Please pick up your prize money at the fair office on Saturday afternoon for non-livestock prize winners, and on Sunday afternoon for all livestock prize winners as well as non-livestock winners. 4-H prize money will be mailed to club leaders. 7. Cheques will be mailed to winners unable to collect their winnings in person, provided the total is $20.00 or more. Cheques will not be mailed for amounts under $20.00. Prize money not picked up will be considered a donation to the fair. Note: All cheques must be cashed

Entry forms for children and seniors must state age of exhibitor. 16. Entry fees must accompany entry forms. Entry forms can be mailed or hand delivered and must be received as follows:

Entry forms received after 5pm on Monday before the Fair will be charged a late fee of 50¢ per entry. 17. Regular office hours: Monday & Friday: 1-4pm Fair office hours in the week prior to the fair: Monday, Tuesday, Wednesday - 10am-5pm; Thursday - 10am-8pm; Friday - 8am-8pm 19: NO ENTRY FEES WILL BE REFUNDED EXHIBITS: 20. The word “Exhibit” refers to the actual article, item or animal being exhibited for competition. 21. EXHIBITS MUST BE ON THE GROUNDS AS FOLLOWS: ARTS & CRAFTS, NEEDLEWORK, PHOTOGRAPHY: on Thursday before the Fair from 6-8pm. Articles cannot be accepted on Friday. In 2015, these will change to Wednesday arrival. HORTICULTURE, FLOWERS, DOMESTIC SCIENCE: on Thursday from 6-8pm or 7:30-9:30am Friday. Judging of the above sections begins at 10am sharp on Friday. LIVESTOCK: on Friday from 5-10pm. POULTRY: on Thursday 6-9pm, judged Friday a.m. RABBITS & GUINEA PIGS: 5-9pm, Friday. All other livestock judged during the Fair. 22. All exhibits must be made or grown by and be the property of the exhibitor. In Arts & Crafts and Needlework, exhibits must have been made by the exhibitor within three (3) years of the date of the fair, and not have been previously exhibited for competition at the Coombs Fair. Livestock must be the bona fide property of the exhibitor, and been in the exhibitor’s possession not less than 30 days prior to the fair. 23. One (1) exhibit per class per exhibitor unless otherwise stated. Livestock and poultry exhibitors may enter more

than one exhibit per class. 24. Exhibits may not be removed from any exhibit or display until 5pm on Sunday, the last day of the Fair, unless by special permission of the director in charge. (See awards section, #5 & #6)

JUDGING: 25. Any person interfering with or attempting to influence a judge, or using abusive language towards a judge, shall forfeit any prize money to which he/she may have been entitled. 26. If there are at least three (3) exhibits of similar type entered in ‘any other’, a separate class may be created as determined by the judge. 27. If there are five (5) or more exhibits in a class, a third prize will be paid. If there are fewer than three (3) exhibits in a class, no second prize will be given unless the judge feels it is warranted. 28. Judges may withhold any prize where the exhibits are of insufficient merit, or they may substitute a ‘Highly Commended’ card in lieu of a prize award.

LIABILITIES & OBLIGATIONS: 29. The Arrowsmith Agricultural Association will take every precaution to ensure the safety of exhibits entered in the Coombs Fair, but the owners themselves must take the risk of entering them, and should any exhibit in whole or part be damaged, injured or stolen, the Association WILL NOT be liable for the value thereof. Exhibit buildings are under supervision during the hours open to the public and buildings are locked at all other times. A night watchman is on the grounds Thursday, Friday and Saturday nights. 30. Exhibitors of animals, machinery in motion, and other exhibits that could cause injury, accident, or damage to property or to a person coming in contact with the exhibit shall guard their exhibits to protect the public from coming into contact with them. 31. Every exhibitor shall indemnify the Association from and against all claims, demands, costs, damage of property, which may occur from injury, accident or damage of property to exhibits being improperly guarded, or the public not being properly guarded from. 32. Each exhibitor shall assume the responsibility for any injury occurring to himself, or his assistants, while exhibiting or performing. 33. Any protests must be made in writing to the president or secretary before 5pm on the last day of the fair with a deposit of $25.00. This deposit will be forfeited if the objection is not sustained.

RULES WILL BE ENFORCED: Entry must run a 200-foot course. If more than 10 entries, extra events will be run and the total elapsed time will determine the winner. Handler must provide the starting gate (see above). Handler cannot touch the chicken or duck after it leaves the starting gate. If entry leaves the outside boundary of the course, it will be disqualified. Individuals or groups may enter. No fighting chickens allowed. Handler may coax, feed, talk, chase, cajole their entry. Handler may not touch or lead their entry by any special means. Entries must be of good moral character. Any entry that lays an egg on the course will be disqualified.

100 years of 4-H in B.C.

4-H clubs across the province are starting off 2014 with a sense of celebration and excitement, as we mark 100 years of 4-H in B.C. Members are busy selecting their upcoming projects and building on their communication skills with a variety of club, regional and provincial public speaking competitions. The goal of the 4-H program continues to be youth development, and clubs work to help build members’ knowledge of agriculture, leadership, citizenship and personal development. The 4-H movement began in 1914 in British Columbia, with over 200 members involved in the program. The first 4-H project introduced in British Columbia was a potato project, with a poultry project offered later on to interest more youth and to widen the influence of progressive farming practices on the BC farming community. 4-H clubs were originally known as Boys and Girls Clubs, and were renamed 4-H clubs in 1952, with inspiration from Rudyard Kipling’s poem, “The Children’s Song,” where one line of the poem reads, “Head, Heart, and Hand through the years to be!” During the early years of 4-H in British Columbia, the most popular projects were swine, beef, dairy, corn, potato and poultry. These projects are still as relevant and popular today as they were 100 years ago, with horse, beef, sheep, swine, Cloverbuds and photography projects being the most popular today. It wasn’t until the 1970s and 1980s that non-agricultural projects, including crafts, environmental and outdoor living, were introduced, to encourage more non-farm youth to join the 4-H program. Today, members have over 30 different projects to choose from. Projects range from traditional animal

projects to mechanics to crafts & cooking and everything in between. In 1965, the Provincial Advisory Council, which is today known as the B.C. 4-H Provincial Council, held its first meeting. The B.C. 4-H Provincial Council continues to be the governing body for the B.C. 4-H organization, and is made up of a representative from each region, a B.C. 4-H Ambassador, the B.C. 4-H Manager, Youth Development Manager and a representative to the Canadian 4-H Youth Advisory Committee. While 4-H has changed and evolved a great deal since its beginnings in 1914, the impact of the program on our young people is as relevant today as it was a century ago. 4-H continues to teach our youth to successfully meet the challenges, not only of their own futures, but also of the future of their communities. From the 6-year-old Cloverbud member to the 21-year-old 4-H Ambassador, the 4-H program has been a fantastic training ground for life, and will continue to be for the next 100 years. 4-H continues to have a strong relationship with BC Fairs and we are excited to see many fairs picking up B.C. 4-H 100th anniversary as the theme of their fair this year. B.C. 4-H would like to extend a special thank you to the Coombs Fair for their continued support, and we are excited to celebrate 100 years of 4-H in BC with you at this year’s fair! 4-H is an educational program providing the opportunity for urban as well as rural youth to learn basic agricultural and homemaking skills. Skills are acquired in looking after and handling the project, and as a result, young people learn management skills. Opportunity for learning the skills of leadership are found in every phase of 4-H work. The 4-H also offers a large variety of travel opportunities. Some of these are Provincial Club Week and Foundation One in Naramata, B.C.; Ottawa Citizenship Seminar; National 4-H Club Conference, Washington, d.c.; 4-H Conference; Inter-Provincial 4-H Exchange; and Norgan Exchange. All 4-H projects that are made and raised throughout the year are on display at the Fair. The 4-H awards system is designed to aid the individual personal development of the member. Awards are given on the basis of a member’s personal

growth or achievement, where a member is rated against their own experience and capacity as compared to a standard. All badges and certificates are awarded on this basis. WHO MAY JOIN? Boys and girls who have reached their 6th birthday by midnight, December 31st of the previous year and who have not reached their 22nd birthday by midnight December 31 of the previous year are eligible for membership in a 4-H club. Enrollment deadlines are January 1st for Home Arts and March 1st for all other clubs. It should be pointed out that anyone can join at any time after deadlines and become an honorary member until next enrollment.

ENTRY FEE: None (unless specified). RULES: 1. Open to all 4-H clubs recognized by the BC 4-H Program. Current year registered projects only. 2. Judging uses the Danish system, except where noted. 3. “Local 4-H” achievement classes available provided Fair Secretary is notified at least 30 days in advance. 4. Dairy, Beef, Sheep, Goats, Rabbit and Swine to be on the grounds by 9:30pm on the Friday prior to the Fair. 5. Poultry to be caged between 3-9pm on Thursday. 6. All animals must be fitted and shown by the 4-H member. Help with fitting or showing will result in loss of prize money. 7. No early departures with animals (see p. 11, Exhibit rule #24). 8. Limited amount of bedding will be available.

9. Initial bedding will be supplied. More straw available for purchase. Hay will be available for purchase also. 10. Showmanship order may change at show time. 11. All registered 4-H participants will be issued a wrist band to be worn over the two days of the fair. Anyone without a wrist band must pay entry gate fee (see p. 7). 12. All beef, dairy and sheep must have government I.D. tags. *See p. 10, Awards Rule #3 at the front of this book.

In honour of the Celebration of 100 Years of 4-H in B.C., SnapShots Photography Club and the Oceanside Photography Club are sponsoring a photo contest which will be open to all 4-H Photography Club members in the Vancouver Island Region. A photocopy of your current membership card MUST be attached to your entry. Numbers will not be issued out without proof of current HCBC membership. 3. Payment must be received in full before numbers will be issued. 4. The Show Committee reserves the right to cancel or combine any class not filled to satisfaction: where upon exhibitors shall be notified as soon as possible after closure of entries. 5. Section A STOCK RULES: 1. Entry forms to be in the hands of the Fair Secretary, P.O. Box 195, Coombs, B.C. V0R 1M0 by Friday, August 1. 2. All stock to be the registered property of the exhibitor for at least 30 days prior to the entry. 3. Registration papers of all registered stock to be available upon request. 4. All animals must be in good health; sick or infected animals will be excused. 5. Arrival Times: horses in time for events; cattle, sheep, swine, goats, between 6-10pm Friday. 6. Combining Classes: there will be a Grand Champion and Reserve Grand Champion. Rosette for male and female classes. In order to qualify there must be competition from two or more classes. 7. No late entries accepted after 8pm on Friday of the fair. 8. No on-site camping. Limited stock trailer parking. 9. Exhibitors removing their exhibits or dismantling their displays before 5pm on Sunday the last day of the fair will forfeit all prize money. 10. Initial bedding will be supplied. 11. Insurance: it is mandatory that all exhibitors shall obtain public liability insurance to protect themselves, and to have proof of such insurance available upon request. Such insurance is obtained at nominal cost. Consult your insurance broker. 12. All cattle and sheep must have a government I.D. tag.

Those that do not “measure up” will not be judged. 4. Containers must be provided by the exhibitor and be an appropriate size for the flower(s) in them. A large 8” Dahlia must be put in a large vase – the beauty of the flowers are not shown when they are put into a small vase. 5. Stabilize your containers with rocks, sand, etc. in the bottom so that they will not tip over. 6. Stake gladiolus to keep them straight for show. 7. Gladiolus are to be 1/3 stem, 1/3 open bloom and 1/3 bud. The flowers on stem should be spaced evenly, with no gaps. 8. Petunias: we suggest using a glass pie plate lined with foil. 9. Put potash around your dahlia plants two (2) weeks before cutting to improve flower quality and colour. 10. If possible all varieties of flowers should be named – this informs the public and gives everyone more pleasure. 11. Flowers last longer if the stem is cut on the slant, and a bit of gingerale added to the water extends display time.
