Mayor Wayne Wright was right. It just took 10 months for it to become official. Walmart Canada public relations manager Rosalyn Carneiro confirmed the chain will have a store in the Royal City Centre. Wright let the cat out of the shopping bag at a New Westminster Chamber of Commerce gathering last May. However, there was no confirmation until last week. Carneiro told the NewsLeader it will be a 90,000 square foot Supercentre. It will span two levels and include a supermarket and fullservice bakery along with its regular retail lines. “We know that it’s the right choice for our customers,” said Carneiro. Demolition has already begun at the Sixth Avenue and Eighth Street end of the mall. It will make way for an entrance into the new Walmart expected to open in the fall of 2015. Carneiro said Walmart does have other stores in shopping malls. But one with parking below it is not typical for the retail giant. please see BOOM, a3

Fighting the odds — one more time New West resident, disability advocate needs votes to win wheelchair accessible vehicle Grant Granger

Paul Gauthier has always faced long odds. But he keeps defying them. In his latest battle, the New West resident has entered a U.S.-based contest he’s hoping will net him a new wheelchair accessible vehicle. Gauthier, 43, has cerebral palsy. He needs help to get dressed, eat and go to the washroom. He also needs a driver for his van. But it’s more than a decade old and falling apart. So he’s entered the National Mobility Equipment Dealers Association’s contest to celebrate National Mobility Awareness Month. It awards accessible vehicles to local heroes who champion the cause. And Gauthier certainly qualifies. Gauthier needs an electric wheelchair to get around and has always been fascinated with assistive technology. He’s got all sorts of gizmos and gadgets for his chair that allow him to communicate, work and play. He can open his Victoria Hill apartment door from his chair. He’s also got a computer program that will type out what he dictates. “My van is breaking down. The ramp is breaking and the vehicle is always going into the shop,” said Gauthier. “It gets a fair bit of kilometres

on it because I travel around a fair bit. I want to be able to continue to do that.” Gauthier grew up in a foster home raised by “a wonderful English lady.” When he was about 13 he moved to a group home. “I had seven mothers and seven fathers with all sorts of values and beliefs. I learned how to communicate. That’s where I learned the system,” he says. “I fought for my support.” Despite having so many challenges to face, Gauthier persevered. “I had to find it within, and I had to believe. I had set my own personal goals, and I was a very competitive person. I always wanted to do my best. I realized I had to learn how to survive. to a teenage boy with an anxiety disorder—the son of a foster sister he grew up with. And above all, he’s a husband to Sarah and father to Matteo. The three-year-old boy winds up the two-minute contest story video by climbing up Gauthier’s leg. He then stands up on his dad’s lap, thrusts his fist in the air and shouts “Vote for Daddy!” It’s an ending that sends the needle sky high on the cute quotient meter. “I want to give back to the system. I cost the system a lot of money over the years, but it’s my hope I can show my country, my province and my city it was a good investment,” Gauthier said. Gauthier has Chris Hofley’s vote. They grew up together in the group home. The Downtown New Westminster resident also uses an electric wheelchair and has a full-time job at a call centre. He’s been the beneficiary of Gauthier’s advocacy. “Paul works real hard in the community,” said Hofley. “Sometimes it doesn’t pay to be independent, but it doesn’t take long, it does make a difference.”

“We look at the site, we look at the neighbourhood and we try to build the right store for that neighbourhood,” said Carneiro. It will be the second Walmart in New Westminster to go along with the 159,000 sq. ft. store in Queensborough Landing. Carneiro said the Walmart’s real estate division has checks and balances to make sure the area is capable of handling another store. But she declined to share details of that checklist. The opening will also mean a third supermarket in Uptown New Westminster. It will be basically right on top of a SaveOn-Foods store in the mall. It was converted from a Safeway outlet last week after Overwaitea purchased it from Sobeys. Overwaitea has another Save-On store a stone’s throw away in the Westminster Centre. If no other moves are made by the time the new Walmart opens there will be eight supermarkets in a city that covers just seven square miles. Save-On will move into the former IGA Marketplace location at Columbia Square and soon convert Thrifty Foods in Sapperton. Sobeys still owns two Safeways in the city, and the Queensborough Walmart also has a supermarket.

Local MLA backs Horgan for BC NDP leader Believes NDP house leader can win 2017 provincial election Grant Granger

Judy Darcy didn’t take long to jump on the John Horgan bandwagon. The New Westminster MLA declared her support for Horgan last Wednesday. That was two days after he announced his candidacy to replace Adrian Dix as provincial New Democratic Party leader. Darcy said she didn’t know Horgan that well before her election last May. That changed fast. He was the party’s house leader and she was its health critic when the legislature went into session last July. Horgan’s office is a few doors down from Darcy’s and she pops in several times a day for advice. “I’ve gotten to see his leadership skills up close and personal. He’s been a tremendous house leader. We’ve been an effective, positive opposition with him as a house leader,” said Darcy. “He’s a fabulous communicator. He has the ability to talk to people from all areas, from all walks of life and from across all parts of British Columbia.” Darcy supported Adrian Dix in the 2011 NDP leadership race. Dix beat Mike Farnworth and Horgan, then resigned last September after the NDP’s May 2013 election defeat. It was at the Inn at the Quay on Sunday. So far Farnworth and Horgan are the only two declared candidates for the Sept. 28 vote. Horgan also received support from New West board of education vicechair Michael Ewen.

“Both candidates are bright and intelligent,” said Ewen. “But with John Horgan I think we have someone with a better grasp of the financial issues and the balances we need to have. Clearly we need to have jobs. And clearly we need to have the gas and oil industry. Riding transit just got a little safer with the introduction of text messaging to alert security when problems occur in the system. Passengers on SkyTrain can now send texts to a security dispatcher (at 87-77-77) if they see a problem in addition to pressing the yellow strip above windows that triggers a silent alarm. While the yellow strip is a good idea, and has been used for a long time to summon one of 200 Transit Police or other personnel, texting is much more discreet and won’t draw attention as much as some people fear. The texting service is also a comfort for those using buses, which have no yellow emergency strips to alert drivers of trouble. As anyone jammed into a crowded double-length bus can attest, it can be a long way and a lot of people between the back of the vehicle and its driver. Already, the force has reported that it has received numerous texts with good tips, particularly ones related to sexual offences. That’s good news for women traveling alone on transit. The new service has drawn plenty of praise from riders since it was implemented. It’s even caught the attention of the country’s largest transit system, the TTC, which called it an “interesting concept” in a Twitter message. Still, passengers and police have to use a bit of common sense and discretion. Some overly sensitive riders could get carried away by falsely reporting what they perceive as threatening situations. TransLink police have to make sure they tailor their response to the situation and don’t end up on wild goose chases on false calls. Allowing people another option for reporting trouble or when they feel threatened is a sensible strategy, especially in this day and age when many transit riders are literally plugged in anyway on cellphones as they ride transit. —Maple Ridge News

NDP’s survival on the line VICTORIA – The B.C. NDP leadership contest is officially underway, with the entry of Vancouver Island veteran John Horgan in a reluctant reprise of his 2011 run against Port Coquitlam MLA Mike Farnworth. Unfortunately for them, weekend campaign events were overshadowed by revelations of flagrant abuse of taxpayers’ money by the executive and board of the Portland Hotel Society. A pair of audits finally released last week on this network of Downtown Eastside social agencies revealed systematic looting of the $28 million a year in taxpayers’ money that has kept this supposed charity running. Alas for the NDP, local MLA Jenny Kwan not only failed to keep an eye on it, her recently separated husband was one of the executives who took part for years, and she benefited to the tune of $35,000 in luxury travel. That’s what we know about, since much of the evidence wasn’t produced for the auditors. When this Lifestyles of the Rich and Famous scheme finally

came to light, Kwan hastily paid back the $35,000 and announced she’s taking an unpaid leave of absence. Her tearful claim that she believed nothing was wrong is simply not credible. She not only must have known of her husband Dan Small’s jet-set ways, she participated in at least two trips, one to Vienna and Bristol, England to do “research” and attend a poverty conference from high-end hotels. If it wants to retain any shred of credibility as it spouts misleading poverty statistics and simplistic solutions, the party must get rid of Kwan, who has two years left to max out her MLA pension. MLA pensions were a factor in the 2010 ouster of Carol James, who infuriated the old guard by trying to defuse a public backlash

against a generous pay and benefits package worked out in private between the NDP and the B.C. Liberals. Kwan would later take a leading role in the caucus revolt that forced James out as leader. Long-time political watchers will see the PHS abuse as a bigger, uglier version of the Nanaimo Commonwealth Holdings Society scandal. There the siphoning off of bingo funds from charities cost Mike Harcourt his job as premier. In that case, NDP MLAs sat on the board, took their monthly cut and kept quiet. There’s more. Horgan became enraged last year at the reporter who took a tip from the B.C. Liberals to reveal the NDP was skimming constituency office budgets to pay for its own “ethnic outreach” operation in Vancouver. Horgan had rubber-stamped the plan with a since-dismissed legislature accountant, and thought he had kept it secret after the Auditor-General blew the whistle. His willingness to assess its ethics remains in question to this day.

Then there is Craig Keating, who took over as party president from Moe Sihota last year. Did he inherit the $72,000 salary negotiated by Sihota with the B.C. Federation of Labour and two of its largest unions? If so, do Horgan and Farnworth think this is appropriate? Will the party’s joined-at-the-hip relationship with government unions even be discussed in the carefully staged leadership contest that’s about to begin? Then there’s the policy shipwreck left behind by Adrian Dix. His plan to use environmental assessment as a weapon to torpedo industrial projects remains popular with the party’s urban base. Farnworth and Horgan have paid lip service to the notion that projects like the Trans Mountain pipeline expansion should be properly assessed. Meanwhile the federal NDP fights to keep stacking public hearings with pre-selected protesters. The party may wish to consider what would give its next B.C. leader any hope of governing. tfletcher@blackpress.ca

Charges not firm enough Re: Mother says charges not enough (NewsLeader, Feb. 26) What are we coming to? A 25-year-old, vibrant, loving, beautiful woman is killed in a crosswalk coming home from work March 2013. And the driver is getting away with minimal charges. Yes it was dark, yes it was raining, and yes she had every right to be in the crosswalk at that time. The driver decided to make an illegal left turn where he shouldn’t have, and that was a calculated decision on his part. He wasn’t out to kill somebody, but nevertheless it happened. To use a ridiculous statement like “the weather may have had something to do with the accident” is absolutely unbelievable, and a grasp at a straw to make the charges minimal. He knew what he was doing when he made that illegal left turn, the weather had nothing to do with it. Why did it take one year to bring charges against him? Fran Gardiner New Westminster •••••

I feel blessed to have known Gemma Snowball as a co-worker and a dear friend. She and her folks were with us on an Alaskan cruise in September 2012 as my husband and I renewed our wedding vows and celebrated our 50th wedding anniversary. INEQUALITY HURTS EVERYONE Re: Living Wage letter sparks lively debate (NewsLeader, Feb. 26) My letter approving of the City of New Westminster’s Living Wage Policy has sparked a response from Dave Nickel and Alan McNulty. Mr. Nickel says he has seen no evidence that workers’ standard of living or social program spending has declined in the last 30 years. This runs contrary to all economic evidence from government, OECD (Organization of Economic Cooperation and Development), Oxfam, and other sources.

And Mr. McNulty says the living wage policy plunders and pillages the taxpayers, and is based on corrupt principles. In just a single budget, Ottawa could improve the lives of more than five million Canadians who struggle with hardship most of us cannot imagine. Money is not the problem; the problem is a lack of political will. Fortunately, this council has that political will. As for the class warfare narrative, multi-billionaire Warren Buffett, the second richest man on the planet, understands it better than either of these two letter writers. Buffett pointed out that people like him are winning the class war and the rich are not paying the taxes they should. Barbara Stocking, Oxfam’s chief executive, says the world’s extremity of wealth inequality is “economically inefficient, politically corrosive, socially divisive and environmentally destructive.” While paying a fair wage does not solve the problem of inequality and poverty, it is a move in the right direction. Getting up and active with PAL Spring is the perfect time to turn over a new leaf and start getting active. Introducing regular physical activity into your life is an important first step towards better health, a happier mindset, and more. The whole family will benefit from increased activity and getting on the road to a healthier lifestyle. There are so many known benefits to physical activity and an active lifestyle. Among them are a reduced risk of heart disease, premature death and stroke. Being active has also been proven to help improve self-esteem and confidence, help you sleep better, increase your energy and reduce depression, among many other things. Furthermore, it helps maintain functional independence, mobility, and bone health. For many of us, it can be quite daunting to take that first step towards an active lifestyle. And it can be more challenging to start something new without any help. The good news is residents of BC have access to a free physical activity counselling service called the Physical Activity Line (PAL). Through a phone call or online, qualified exercise professionals are available to provide exercise and physical activity advice and help you develop a customized physical activity plan for every member of the family, from children to older adults. When it comes to physical activity, more is better. To achieve the health benefits, it is important to try and progress towards the Canadian Physical Activity Guidelines, which recommend at least 60 minutes of physical activity per day for children and youth and 150 minutes of moderate-to-vigorous intensity activity each week for adults. Adults and older adults should also add muscle- and bone-

strengthening activities that work the major muscle groups at least twice a week to help with balance and prevent falls for those with mobility impairments. Physical activity doesn’t have to mean playing a sport or going to the gym. Playing a family game of tag, going for a swim or taking a walk outside with the family pet or to the store to get groceries count towards the physical activity recommendations. Try out something new; you may find your new favourite activity! In any case, you’re bound to have some fun and feel like a happier and healthier you. Venerable John Robson elementary’s days are numbered but one piece may survive the wrecking ball. Construction crews will demolish Robson this summer to make way for a new middle school. The New Westminster Heritage Commission suggested the school district save the cupola. The cupola is the small dome with slats that sits regally atop the 86-year-old structure. It is an

“architecturally significant element” of the school, said commission chair Coun. Jaimie McEvoy. The school district likes the idea. But they say the project budget doesn’t have enough money to save and restore it. So the city has decided to seek funding for the estimated $25,000 to save the cupola. Project builders Yellowridge Design Build have explored ways to incorporate the cupola into the site to acknowledge the school’s past. “It wasn’t something that was ever insisted upon. We just asked the school district if it

was something they’d do about it and they said yes,” said McEvoy. “It builds that bridge that people in New Westminster like to see in history … It has the potential to be very beautiful.” City planning analyst Lynn Roxburgh said New Westminster will seek out funding options to keep the cupola.

The BC Government is now off-loading our recycling decisions to Toronto.

Under its new regulations, the BC Government has set up an association led by big corporations to take over the local Blue Box recycling program throughout BC. If you look closely, you’ll see that of seven board members, six are executives of Toronto-based multi-national corporations, with the seventh weighing in from Montreal. How do you like that, British Columbia? This means, unlike the current program run locally by BC municipalities, this new program will be managed not by people whose first responsibility is our local environment, but rather, their Bay St. profits. That can’t be a good thing for BC. The most perplexing thing is that we currently have a Blue Box program that works, is efficient, and costs BC homeowners just

$35 a year on average. The new proposed system does not guarantee to keep our local environment as its first priority, nor does it guarantee that there won’t be job losses here in BC. It doesn’t guarantee service levels, or say anything about how big business will pass along the costs to you when you go to pick up a pizza or buy groceries. Yikes! Perhaps this is why several of BC’s municipalities refuse to sign onto the new program, calling it a “scam.” Given that, maybe it’s time you called Premier Clark to keep BC’s environmental decisions right here in BC where they belong.
