Greenwood has been tapped by the Office of the Auditor General for Local Government to be the subject of a performance audit to assess how well they manage their limited human resources. The city was told they could expect to receive more information on the process this fall. There will be a planning phase and an examination phase. The scope of the audit and criteria for the examination will be determined during the initial planning stage. The final audit report is expected during fiscal year 2015/16. The Office of the Auditor General for Local Government (AGLG) was established through the Auditor General for Local Government Act, which came into effect on April 25, 2012. Their purpose is to assist local governments in improving their operations by giving advice and recommendations on how to deliver their services more efficiently, effectively and economically. Recommendations will flow from the audit but it is up to each local government to decide whether— and how—to act on them. Seven audit topics have been established to date. Three relating to cost containment: Topic 1 – Achieving Value for Money in Operational Procurement Topic 2 – Local Government Performance in Managing Policing Agreements and Police Budget Oversight Topic 3 – Learnings from Local Government Capital Procurement Projects and Asset Management Programs The other four audit topics pertain to managing key risks: Topic 4 – Local Government’s Role in Ensuring Clean Drinking Water

Village plan gets a tune-up Things have changed in five years since 2009 when the Village of Midway adopted their economic development plan and the council felt it was time to give it a tune up. After all, the name Vaagen didn’t appear anywhere in the earlier plan; and the goal of building a highway rest stop had been dropped when the full costs became known. So they called in Richard Toperczer, regional manager of regional economic operations at the Vernon office of the Ministry of Jobs, Tourism and Skill Training and Responsible for Labour. They met on Wednesday, June 4 to go through the revision process. Everyone had taken time to review the 2009 plan prior to the two and a half hour meeting and at the outset it was agreed to work toward having the revision completed by the end of the evening. They began by sorting action items from the old plan into those that had been com-

Toperczer asked council, “What are you proud of?” And they were able to name several achievements that have been realized in the village over the past five years—some by council itself, others that had been carried out by resident volunteers and other partners. The list included: sawmill and Vaagen, community forest application, walking and hiking trails, museum upgrade to caboose, revitalization bylaw, amenities to support economic development, emergency service retention, Riverfront Park, new signs on highway, arena upgrades, agricultural use of airport, village beautification, wireless via Shaw-Go WiFi, stabilized local economy, participation in regional chamber of commerce, community garden, and the food

Small fish but big fun
The 36th annual Vancouver Nisei Curling Club Fishing Derby was held at Jewel Lake under beautiful weather last weekend. It is rare that the event doesn’t happen in the rain. The big fish stayed out of reach this year though, with the largest tipping the scales at just over 0.45 kg (one pound). Kaila McNeil landed that brook trout. The results for 2014 are: Adults First: Kaila McNeil from Penticton – 1 pound .03 oz.
Second: Greenwood’s Boyd Higashi – 1 pound. Third: Ben Yoshida from Vancouver – 12.3 oz. Kids First: Quinn Hasebe – 10.7 oz. Second: Kodi Oye – 10.2 oz. Third: Erin Uyeyama – 10.1 oz.
Deadwood Junction was alive with friends and celebration Saturday, May 31 as they marked their fifth anniversary in business. Situational Awareness
A story in the Ottawa Citizen last week should cause concern for every Canadian. The story was of a leaked email sent to all federal departments by the Government Operations Centre (GOC) in Ottawa. The email directed them to report any known demonstrations “which will occur either in your geographical area or that may touch on your mandate.” “We will compile this information and make this information available to our partners … this information will only be used by the GOC for our Situational Awareness.” According to Public Safety Canada the GOC is mandated to provide strategic-level coordination in response to an emerging or occurring event affecting the national interest. But according to documents obtained through the Access to Information Act by APTN National News, last year the GOC produced a spreadsheet detailing 32 events planned by the aboriginal community in support of antifracking. Those included a healing dance in Kenora, Ont., a prayer ceremony in Edmonton and an Idle No More “taco fundraiser, raffle and jam session” planned at the Native Friendship Centre in Barrie, Ont. Last week’s GOC directive significantly expands its surveillance activities to include all demonstrations by any person or group. Supposedly that would even include the walkout by local high school students last week. Congrats to the grads – you get both a diploma and a dossier. First they came for the Socialists, and I did not speak out— Because I was not a Socialist. Then they came for the Trade Unionists, and I did not speak out— Because I was not a Trade Unionist. Thank you for welcoming us Editor, The Times: I’m sad to say that this will be my last week in Midway as I have been transferred to another detachment. When I first arrived here in 2010 there were lots of issues with crime in the community. In cooperation with the regional district manager and mayors and council from Midway and Greenwood, we held town hall meetings to address these issues. Over the next four years, the po-
lice—with the help from the public—were able to cut crime by almost 50 per cent. I wanted to take this opportunity to say thank you to the RCMP members and the public for this great success. On a personal note, I’d like to take this opportunity to thank you for welcoming my family and I into your community. This community will always have a special place in our heart. Cpl. Land purchase approved
Midway council has given the go ahead to The Spot gas station to purchase a 7.6 metre strip of village property between the northern edge of Palmerston between Florence and Chamblet about 7.6 x 91.4 metres (25 feet x 300 feet). The purchase of the property would allow the pump islands to be moved to the south to provide better access on the north side of the pumps. The request to purchase the property was made last month by owners Merle and Peter Kappes. Attracting and Retaining Foreign Workers through the B.C. Provincial Nominee Program The B.C. Provincial Nominee Program (PNP) is an economic immigration program designed to help B.C. meet its evolving labour market needs. The program is a tool for employers to attract and retain qualified foreign workers who have the skills and experience to contribute to B.C.’s economy. Ajaero confirms leaving Dr. Henry Ajaero is leaving the area, Greenwood city council learned at Monday night’s council meeting. “I and my family have decided to move on, and relocate to a new community,” said Ajaero in a letter to the city. “This will happen by the end of August 2014. I would like to use this opportunity to thank you for your support and assistance during this period. I would also like to thank the Greenwood city council and community for the opportunity given to me to serve the people.” Mayor Nipper Kettle said he is hopeful that Dr. Mike Figurski will be able to cover the practice from September through December. “I am confident we will have full coverage at the end of the day,” Kettle added. Kettle said other solutions are being explored, including the use of direct video technology that allows patients to consult a doctor using a smartphone or webcam. *** Annual grant-in-aid funding for the Greenwood Heritage Society ($6,740) and the Greenwood Public Library ($6,004) was approved by council. *** Council voted approval for a use permit by Kevin Thorlakson of the Green-

The planned opening date for the pool this year is June 23. *** Dalziel told council that two reports will be released to the public by the end of the month—the Municipal Annual Report is coming up on June 23 and the Statement of Financial Information is due at the end June. *** The administrator also noted that an evaluation tour of the city to view residences that were sent notices to clean up their properties had good results with some showing evidence that they had begun doing the clean-up. Communication continues with the owners of the Dombrosky property; the city sent them photos of the property and copies of letters of complaint from residents and is awaiting their response. The administrator said that owners of vacant lots have been contacted and reminded they must keep them mowed. Dalziel also said a number of danger trees had been identified and are in the process of being cut down.

towards the completion of a draft watershed plan and would like your feedback on ideas about protecting fish and aquatic ecosystems, improving the quality and reliability of water supplies, and increasing our communities’ capacity as water stewards. Interior Health (IH) has just released the Guide to Successful Long-term Physician Recruitment and Retention. According to the IH press release, the guide explains the steps in the physician recruitment process with emphasis on long-term physician retention. The guide describes the types of things that other communities have found to be successful and will be valuable reading for anyone involved in physician recruitment including physicians, health authority administrators, community representatives, and local recruitment teams. Foods group ‘hosts’ university speaker
Food systems for the 21st century the title of Kent Mullinix presentation What is food security going to look like when the triple whammy of peak oil, declining reserves of fresh water and climate change all converge on the current industrial agricultural model? That was the subject addressed by Kent Mullinix from the Institute for Sustainable Food Systems at Kwantlen Polytechnic University in Richmond (www.kpu.ca/ isfs) at a presentation titled “Sustainable Food Systems for the 21st Century: Challenges and Potentials” he gave in Hedley on April 25. Leda Fair, president pro tempore of the West Boundary Sustainable Foods and Resources Society (FAR), had attended that Hedley meeting and, although she wasn’t able to bring Mullinix back to Midway in person, she did return with his PowerPoint and a tape recording. FAR director Rick Steingard worked

Thanks to funding from the New Horizons for Seniors the seniors’ centre has recently been upgraded with a sound and video system which was put to good use for the meeting. Mullinix said sustainability is humanity’s greatest challenge. “We have got to figure out ways to conduct the economy in ways that do not compromise future generation’s ability to live on earth,” he said. Mullinix said that agriculture is an 11,000-year-old human endeavour that developed under relatively constant and predictable weather patterns; whereas industrial agriculture, which began in the 1960s, is about to face that triple whammy. He inventoried a long list of problems with the current model and charged industrial agriculture with failing to meet the goal of feeding the world. He cited figures showing one-sixth of the world’s population living food insecurity and another onesixth being overweight—while one million children starve to death every year. “Food security is an economic equity issue not an agricultural production issue,” Mullinix said. He said the fundamental question that each community needs

That was a major change from the former economic development plan, which had assigned specific actions to entities such as “the village” or “the provincial government.” Toperczer insisted that each strategy must have a champion—someone sitting in the room when the plan was developed who would agree to drive that issue. “They don’t have to do all the work, but they have to own the issue and be prepared to report to the others on it,” said Toperczer. The four original strategic priorities identified in 2009 were reviewed and it was agreed to combine “recruiting industry” and “supporting and attracting entrepreneurs and small business” into one category. A new strategic priority category was added—“attracting residents.” So the new list of strategic priorities was: create a vibrant community, support and attract business, attract visitors and attract new residents. With the hope that what comes out of the meeting will be an updated and prioritized plan, with council members and the administrator taking on responsibility for specific pieces, three action areas were agreed to in each priority area, and once again a specific individual(s) at the table contracted to take “ownership” of each. Toperczer promised to return to the village after the November election to check on the progress.

Ferrier named library director The community knows Nicole Ferrier as a very talented photographer, but since May 15 she’s been wearing a different hat. That was when she officially began her new job as director at the Midway Public Library. “There is a lot to learn,” she readily admits. “I will be overseeing the volunteers and running the library, in charge of fundraising, in charge of volunteers, everything. “There is a board obviously that does all of the financials and everything like that, but my job is to run the library basically.” Nicole said the Summer Reading Club would be starting when school lets out and there will be lots of other children’s activities going on. “I would love to do a book club for teenagers,” she said. “For now former library director Stephanie Boltz is still helping me train, which is great. “I am trying to get to know everybody—to find out who their favourite authors are and what they would like to see at the library.” She asks everyone she meets who his
or her favourite author is, so it seemed appropriate to put the same question back to her. Nicole likes to read Jodi Picoult; she describes her work as deep and really amazing. Of course being a young mom she has a favourite children’s book too— The Very Cranky Bear. Nicole grew up in the Boundary and she and husband Aaron are now raising their family here. “I graduated from BCSS in 2001 and ran the Summer Reading Club in 2002. I was living in Kelowna at the time and Wendy Olinger, who was running the library at the time, contacted me and invited me to come home for the summer and run the Summer Reading Club.” At the time Nicole was planning on going into early childhood education so it seemed a good fit. “So I was only coming home for the summer, but Aaron and I met and we’ve been here ever since. Now it has come full circle to me running the library. It’s a perfect job—I couldn’t ask for anything better.” The library is open Wednesday to Friday from 10 a.m. to 5 p.m. and on Saturday from 10 a.m. to noon.

Pair plans to beautify Bridesville
Neighbours Linda Scott-Slaughter and Eric Linden have joined forces through the Bridesville Downtown Revival Committee and the Bridesville Water Board to beautify the township. They have plans to paint the hydrants through the community and Linda has put in a cat park that serves to keep the felines out of her own garden and gives them a place to grab a drink. “Downtown improvements are happening,” Linda said. “We are trying to beautify the place.” Eric is now in his third year of living in Bridesville, having moved from the Penticton condo he found himself in upon retirement. He said his

She said the revival committee and the water board are planning to hold yard sales this summer with proceeds going to the cause.

Graduation is called commencement as a way of reminding us this is not an ending—but rather a beginning. Exactly what is beginning varies from one student to another. The students who will cross the podium to receive their diplomas this weekend have expressed a range of goals and career aspirations. When you look at them sitting in their caps and gowns at their commencement ceremony on Saturday you will be looking at some who will become heavy equipment operators and welders. You will see a young woman who plans to travel to Africa to investigate a career as a linguist. Another wants to study to be a nurse and a third to become an elementary teacher. There is a young woman who intends to pursue her dream to become a doctor. Sitting on this stage will be a future research scientist; and another young fellow who is at present undecided whether to become a chemist or a physicist. A few are following their passion for the arts, as artists, actors, writers and technicians. There is a golf pro and yet another a computer technician. There is the young grad who sees a trades certification as his ticket to success as a self-employed businessman later in life.

you raced to the finish and won. The second race is about to begin – have fun, drive safe!
A couple of these students are planning to take up one of the biggest challenges facing us today by entering the field of environmental studies. But after five years together there must be some common link between these students; and perhaps it is this— if you ask folks around the West Boundary communities to define BCSS students you will most often be told how wonderful they are. The word ‘polite’ will be used, as will ‘courteous’ and ‘appreciative’. You will be told how these kids will pitch in to help out when something needs done. Whether it is helping to move something heavy for a senior citizen or organizing a bottle or a food drive or a community dinner to raise funds for a cause halfway around the world. This reflects well on the parents and the communities who have had a part in raising these young people. Marian Wright Edelman, president and founder of the Children’s Defence Fund wrote, “The future which we hold in trust for our own children will be shaped by our fairness to other people’s children.” Thus the oft quoted phrase, ‘It takes a village to raise a child” would perhaps be more accurate if it stated, “It takes a village to raise a child well.” And we all—students, parents, teachers and all other school employees—have done well. Congratulations to the Class of 2014.

She taught in the elementary grades before moving to BCSS as an arts and social studies teacher in the late ’80s. Massage isn’t just for horses
Stacy Elliot is perhaps best known locally as the owner of Wild Horse Power, specializing in horse massage and chiropractics. But she took that nine years of experience and went back to school to be certified to offer health kinesiology and certified deep massage to humans as well. She uses a combination of Shiatsu massage and a Hawaiian massage known as Lomilomi. She works on Thursdays from the Rock Creek Clinic with a table and is now offering a chair massage, often at the Saturday Rock Creek Market. The chair is a special mobile unit that allows her to go to people’s houses or to set up for a group such as at a senior’s centre. She recently took the chair to Mariposa Gardens in Osoyoos. “You are sitting,” she explains. “It is easy to get in and out of. You don’t need to take your shirt off or anything; it is done on top of the clothing, which is a little more comfortable for people who are new to massage as well.” She uses the deep massage and the mobile chair to aug-
ment her Wild Horse Power business income from the last nine years. Those years of experience have also given her knowledge in human massage. Since horses can’t tell you where the sore spot is, her years of working with horses have given her a proficiency at identifying which muscles are tense and stressed— and that ability translates to people as well. “I don’t think I would have jumped into working with people so quickly if I didn’t have that experience with the sense of touch that I gained working with the horses,” she said. When treating horses Elliot covers a big territory, all the way from Grand Forks to Summerland. But she hopes to stay more local to the Osoyoos and Boundary area with the human massage business. Rates for her chair massages are $35 for half an hour or 15 minutes for $20. “If I travel I don’t charge a huge amount of fee on top; it depends on how many people I can do in one area.” Deep tissue massage on the
table at the clinic costs $75 for an hour. “From my experience doing chiropractics on horses, I find working with massage takes a little bit longer, you don’t just come for a quick treatment but the results are very rewarding and usually takes less treatments with longer lasting results.” When you are tight and locked up in areas, massage helps you loosen up, she said. Benefits of massage include better circulation, relief of tension, increased mobility and it helps with chronic pain also. “The muscles are attached to your vertebrae or your skeleton and when the muscles are tight and tense they will actually pull bones out of line. So if you are restricted in those areas, if you can loosen up the muscle that has been knotted up you can actually realign your vertebrae.” Elliot is a local: she grew up in Beaverdell/ Carmi. “ M y grand-
mother lived in Rock Creek so I spent most of my time between here and there,” she said. “I love the Boundary area and am very excited to have my business here! I have always been into horses. I never really imagined I would be working on people doing massage but now that I have fallen into it I am really enjoying it. It works well and you can see the success of it and I usually don’t have to worry about getting kicked at when working with people!” She is available on Thursdays at the Rock Creek Clinic—phone for an appointment 250-446-2235 or 250-5280177. ➤ Positioning Grand Forks CPR Station – “The rather startling news comes from Grand Forks that Mr. Wilgress, right-of-way agent for the Canadian Pacific Railway, is not a happy man…He has been trying to secure a right-of -way through the beautiful city on Grand Prairie …There are two Grand Forkses, the old town is the conception of the Manlies, and Upper Grand Forks is the home of the McCallums and the Hays. Between the good Christian people of these towns a rather bitter feeling has been engendered. Mr. Wilgress is an impartial man. He lives above the bickering and jealousies of rival townsites and he proceeded to give them a lesson. He fixed the railway station on a beautiful bench midway between the two towns.” ➤ Cowbells and Horses – “Horses
decorated with huge cowbells have become an unbearable nuisance in the city. Those who endeavor to get a night’s sleep shower execrations upon these horses but they never seem to get offended. Indeed, they show a still greater friendship by coming nearer one’s residence and allowing the disturbed sleeper the full benefit of the ceaseless tintinnabulations of that tuneful bell. “They even invite their neighboring horses to come over and serenade the other side of the residence. The man who decorates a horse with a cowbell and allows that horse to come within one mile of the city limits ought to receive life imprisonment.” ➤ Laborers Needed – “There is a great demand for men on the Columbia & Western Railway. The rail-line now being constructed from Robson west can use 2,000 men in addition to the 1,000 now working. Additional men are being placed at work on the road and in the rock cuts as rapidly as they apply for employment.”
➤ Post Office News – “The Post Office Department has granted a post office for Greenwood Camp, calling it Greenwood Camp Post Office. “This name is not satisfactory as it is likely to conflict with Greenwood Post Office. The department has been requested to change the name to Knob Hill or Phoenix.” ➤ Telephone Service – “The telephone line will be built to Greenwood before the end of August. Coils of wire have been distributed along the road from Grand Forks to Greenwood and the poles are erected for seven miles on this side of Grand Forks. From reports, no extensive conversations can be engaged in other than by the rich. A Grand Forks businessman who spoke with Rossland for one minute paid 80 cents for the privilege.” ➤ The Man Knows How to Make a Dollar – “Mr. F.S. Barnard has made a proposition to the city council for the sale of city debentures. He wants a year’s option on the debentures and in the meantime will advance the city $20,000 at 10% per annum. Mr. Barnard is a philanthropist.” (editor—he built the Windsor Hotel on Copper Street and became B.C.’s Lieutenant-Governor in 1914)

Welcome touch Greenwood Museum volunteer Wendy Higashi joined other die-hard museum supporters on Saturday for a work bee to clean up the second floor of City Hall so that tours could be offered to museum visitors. She commented that they used a lot more wooden mouldings back in the day.

Day-long fun! Students from Greenwood Elementary were bussed to West Boundary Elementary in Rock Creek last week to take part in the annual track meet on Wednesday, June 4. The fun started at nine a.m. and went for the entire day. Events included the long jump, high jump, shot put, sprinting and long distance races.
And the river can go from above 20 per cent down to 5 per cent in a matter of a few weeks—not a lot of time for water restrictions to kick in. Five per cent of MAD is less than five cubic meters per second— less water than could fill a small cargo van. Scientists from the provincial government have looked at flows and habitat around the Kettle and Granby Rivers, and are studying changes to fisheries and water regulations to help protect the trout and other needs of the river. The Kettle River Watershed Management Plan is examining these options to give advice on the best ways for the government, for our communities, and for fishers and people along the river to help. So what might Maddy’s advice be to us? “Don’t cut down trees near the shore, plant them back instead (cottonwood, rose, native willow all suit me fine). Fix eroding slopes that choke my summer home with sediment. Put logs and boulders in just the right places to deepen holes where they have filled in. Use much less water, especially in summer—those lawns will grow green again in fall! Keep your trash and trucks and pollution well away from me. Know the fishing and water regulations and report poachers and polluters (1-877-952-RAPP). “And stop with all the hooks when the flows are lower and the water’s warm— even if you catch me and let me go, I might not make it to when the waters become cool once more.” ---Graham Watt is coordinator of the Kettle River Watershed Management Plan for the Regional District of Kootenay Boundary. The May monthly meeting of the Midway Seniors’ Branch #117 was also the occasion the official announcement of a $24,432 grant from the Government of Canada, New Horizons for Seniors Program that has gone far to upgrade the facility. “We, the members of the Midway Senior’s Branch #117, are grateful for these funds, which have made the enhancement of our centre a reality,” said President Lorrie Bradford. Bradford reports the local senior’s group membership stands at 58 at last count—an admirable number. The grant paid for a number of upgrades to the seniors’ centre. to the West Boundary will remain a goal for her. “We will need to find who can do outreach in the fall,” she said. “Someone who can be on-the-ground, looking around, coordinating the pieces and looking for partnerships as they work with me.” Though she cautioned she had only a tiny budget for the job. Dobie then led the group through a review of the four goals of the District Literacy Plan: Financial Literacy, Health Literacy, Building on Community Connections and Building on Collaborative Programs. Dobie reported that course curriculum for financial literacy workshops are now available and both the Kettle River Seniors and the Greenwood Library mentioned interest in partnering with CBAL to make the material available in the West Boundary. Other opportunities were discussed, such as the possibility of hosting health talks with local physicians or pharmacists to advance health literacy; and a list was drawn up of new potential partners who might assist in the delivery of local literacy programing. “I am always so impressed and humbled by this kind of process where we bring a few people together. These meetings always add value,” said Dobie as the meeting wrapped up. the digital age. To help with fitness levels they have purchased a Second World War game and recumbent bike. There is also a new PA system, coffee machine and fridge amoung other items. The Midway Seniors’ Centre is open on Thursdays for quilters and other crafters at 9:30 a.m. Come for coffee and bring your needle project to work on. On Fridays they meet for coffee from 9:30 – 11 a.m. They have a regular monthly business meeting on the second Wednesday of each month at 2 p.m., and a birthday tea on the third Wednesday of each month at 2 p.m. They also enjoy a potluck supper on the last Wednesday of every month, gathering at 5 p.m. with supper served at about 5:30.
