TERRACE – Avanti Mining Inc. and the Nisga’a Nation have announced an agreement for the latter to receive economic and other benefits from the company’s planned molybdenum mine at Kitsault on the north coast. “The agreement will address a number of outstanding Nisga’a concerns in respect of environmental protection, provide economic benefits to the Nisga’a Nation (including a net smelter royalty of up to 2 per cent based on prevailing molybdenum prices), and resolve all outstanding litigation,” states a company release of this morning. The project is located within the Nass Area, in which the Nisga’a Nation has certain treaty rights under the 2000 Nisga’a Final Agreement.

This is the first major economic agreement negotiated by the Nisga’a Lisims Government. Molybdenum is primarily used to strengthen steel. Avanti and the Nisga’a Nation previously had a number of outstanding differences regarding the project and related permitting, but have recently been in direct discussions to resolve those issues and that has proven successful, states the release. “We are pleased to have finally reached an agreement with Avanti that will enable the project to proceed while ensuring that our treaty rights are respected, and our Nation’s environment is protected” said Mitchell Stevens, President of the Nisga’a Nation. “We wish to congratulate

in the release. The company had already received provincial environmental approval and is waiting for similar approval from the federal government. Also expected soon are provincial mining permits. It has already negotiated financial and sales agreements with German and South Korean interests tied to the project and is now pursuing final financing. Construction to reopen the project under a modern day mine plan is expected to start in 2014, subject to receipt of final permits. Total investment in the project will be approximately $1 billion and, when in production, the mine will provide up to 300 fulltime jobs during its anticipated 14-year life.

Protest leader warns of mass civil disobedience By Cameron Orr

KITIMAT - Is Kitimat Council preparing for potential surges in civil disobedience? That’s what Douglas Channel Watch wants to know, ahead of a decision by the federal government on the Enbridge Northern Gateway Pipelines proposal. DCW’s Murray Minchin asked councillors at the May 26 committee of the whole meeting whether the town has planned for protests. “Twenty-thou-

sand people have already pledged to stand shoulder to shoulder with the Yinka Dene Alliance against Enbridge. Those numbers will surely grow if Prime Minister Harper approves this project and if Premier Clark rubber stamps the project’s permits,” he said. Minchin drew parallels to the protests at Clayoquot Sound on west Vancouver Island in the 90s, which drew out thousands of protesters and led to hundreds of arrests. That, said Minchin,

was in the days before Internet even, and is sure the potential is there for even larger protests in the Kitimat area. “Kitimat is uniquely designed to accommodate thousands of tents in the many large green spaces throughout the community,” he said. He said citizens have even begun preparing, with the BC Civil Liberties Association holding a recent “Know Your Rights” tour informing people about their rights in dealing with law enforcement. Watch knows as much as anyone else as far as when the federal government may or may not approve the Gateway project but such a decision is anticipated this month. A few days from the meeting when the Northern Connector asked for response on the presentation, Mayor Joanne Monaghan simply said that any issue around preparation for protests is a police matter. Staff Sergeant Phil Harrison said that it’s an issue, but even so they have no indication so far

as to whether protests on the project will be large scale or smaller ‘mom and pop’ kinds. “We certainly realize, especially in the northwest here...once this Enbridge thing starts up again there’s going to be protests and it’s probably going to go throughout the whole summer,” he said. “But large scale protests? I don’t know how large they’re going to be.” When they do hear more he said they will dialogue with protest leaders to ensure safety.

Nisga’a chief to receive Order of BC honour in November By Margaret Speirs

TERRACE - A Nisga’a hereditary chief will be honoured with the Order of BC later this year. Chief Chester Moore, a hereditary chief from the Nisga’a community of Gingolx in the Nass Valley, is one of 25 people who will receive the award in a ceremony this November as announced by lieutenantgovernor Judith Guichon, chancellor of the order, May 28. Moore and the other receive the award for their contribution “to the province in extraordinary ways.” Moore, whose Nisga’a name is Sim’oogit Hay’maas, is dedicat-

ed to the preservation of traditional arts in carving, cultural feasts, and dance groups, said the release. He was privileged to have a traditional upbringing because he was one of the few not sent to a residential school. The late Dr. Frank Calder called him a “Nisga’a walking encyclopedia.” Moore has been actively composing songs, choreographing dance groups and drum-drills, teaching carving and cultural practices since the early 1970s. He has assisted in the formation of cultural dance groups in the communities of Gitwinksihlkw, Laxgalts’ap, and Gingolx, and has

taught cultural dancing in Terrace, Prince Rupert, and Vancouver. He is proactive in adopting new media to support retention and promotion of culture, reflected by his incorporation of multimedia technology and utilizing this medium to preserve and share Nisga’a culture. He was an advisor and researcher for development of a website (Gingolx.ca) that allows visitors to revisit the oldest villages of the Nisga’a, study their totem poles, and understand the cultural practices and ways of life that sustained this Northwest Coast people since time immemorial. Moore has inspired others to

learn about Nisga’a culture. He has shared with his people, his guests, and his neighbouring nations and has done so in a humble and respectful manner. His enthusiasm and support for cultural survival of the Nisga’a is reflected in the many totem poles he has carved, murals he has painted, drums he has made, cradles he has constructed, songs he has composed, and drum drills he has choreographed. His previous achievement was as a successful logger. In 1978, he started Zaul Zap Industry, a Gitwinksihlkw Village logging company, after working in the industry

for 14 years. In three years of logging, the company exported four shipments of cottonwood to China and one shipment of spruce to Japan. With the profits, Chief Moore built a regulation-size gymnasium valued at $1.3 million and a new church at a cost of $340,000 for the Village of Gitwinksihlkw, which consisted of 15 houses. He then retired from logging in 1989. The Order of British Columbia investiture ceremony will be held for recipients and invited guests at Government House in Victoria on Nov. 6, 2014. Introduced in 1989, 370 people have been appointed.

PRINCE RUPERT - For WCC LNG, it’s Prince Rupert or bust. WCC LNG is in discussions with the city to see if it is feasible to locate a terminal on the harbour front. The company, a partnership between Imperial Oil and ExxonMobil, had filed its export licence application with the National Energy Board for a terminal “in the vicinity of either Kitimat or Prince Rupert”, but plans to locate in Kitimat are no longer on the radar. “Our current focus is on assessing the suitability of the site at Tuck Inlet,” explained Imperial Oil media relations advisor Leanne Dohy. While the zoning still needs to be approved by the city, Dohy said the company still has much work to do as well. “We continue to make progress on the various elements that would be needed for an LNG project, including pipeline provider proposals, permitting and facility design, as well as assessing the site,”

she said, noting the time frame to ship LNG is still a long way off. “A final investment decision will be made following government and regulatory approvals and will be based on a range of factors, including fiscal and economic competitiveness, future market conditions and LNG sales agreements. If developed, the first export of LNG is anticipated to be in the 20212023 time-frame depending on the pace of regulatory approvals and a final investment decision.” Dohy said Imperial Oil is looking forwarded to progressing the terminal in the years ahead. “We are very pleased to have signed this agreement with the City of Prince Rupert and look forward to working with local and regional governments, First Nations and other community stakeholders,” she said. The WCC LNG project, which has already received an export licence for 30 million tonnes of LNG per year, brings the number of terminals proposed to the North Coast to five with Pacific NorthWest LNG,

PRINCE RUPERT - Two Prince Rupert residents told council they hope to see one person’s loss become a benefit to others. Jo Scott and Lothar Schliese are requesting the city forgo their policy of destroying and recycling bicycles found in the community in favour of making them available to the less fortunate in the community. After speaking to staff previously, the two took their idea directly to council on May 26. “I did some research in Kitimat and Terrace. In Kitimat, the city gives the bicycles to KUTE [Kitimat Understanding the Environment] and they turn around and sell the bicycles for $10 each ... in Terrace, they also give the bicycles to needy people,” said Scott, who noted bicycles currently have their tires slashed and the frame cut up before being recycled. “We have found a non-profit in this town, the off-road cycling society, who would very much appreciate, rather

than the bicycles going into recycling, they be made available to the public at large ... that is group is signed up for the Farmers Market and they will be there for the whole season. They will repair bicycles like they did last Saturday and make them available to the public.” Schliese added that the group currently has space available for storage of the bikes before they can be fixed and said there are certainly uses for those that aren’t immediately picked up by the public. “When we have people come in off the boats, they go to the Seafarer’s Mission and we could give some bikes to them so people coming off the boats could get some exercise and go around town,” he said. Scott said the group’s efforts to provide bicycles does go beyond simply making the machines available. “We want to try to fundraise ... to help people get helmets at cost. We not only want to cover the bikes, but we want to make sure people are safe on the bikes,” she said.

Seafest will have “Children’s Day in the Park” on Friday afternoon with the Kerplunk’s entertainment and fun and games for the kids and families, and also the Seniors Tea, the Dunk Tank, the Children’s Bullhead Derby, the Memorial Sunset Service, plus many more fun events. The parade route is literally a sea of people showing their community pride. And you will want to catch the entertainment on the weekend, as this year we are pleased to present Music at Mariners in the outdoor bandshell on Saturday evening, hosting The Undecideds, Dylan Rystaad and the Rain Dogs and Windborn. There will also be two bandstands on Saturday and Sunday, so what a terrific weekend of musical talent! District targeting invasive plants By Cameron Orr

KITIMAT - The District of Kitimat is joining the Northwest Invasive Plant Council (NWIPC) for a third year to eradicate the area’s invasive plant species. Municipal and Crown lands identified as having invasive species will be treated, and the local invasive plant contractor will work with private land owners if it’s known plants are growing on private lands too. The six plant species being

targeted in Kitimat are Scotch Brooms, Japanese Knotweed, Burdock, Himalayan Balsam, Mountain Bluet and Common Comfrey. Two herbicides will be used in Kitimat one called Milestone (aminopyralid) and Vantage XRT (glyphosate). Those with a green thumb will be able to pitch in the weeding effort too. Up to July 15 people can register for the 2014 Community Weed Pull on August 16. That event will set volunteers to remove Himalayan Balsam from

the drainage ditches near Kildala Elementary. It’s a three hour event. Director of Leisure Services Martin Gould said the District of Kitimat contributes $10,000 annually to the plan and it has been fairly successful since it began. “The only spot that is always a battle is people don’t realize they have them growing in their own garden as a plant,” he said. People can visit www.kitimat. ca to see a list of the plants being targeted.

TERRACE - Fabric lovers traded their old fabric stashes in March for 50 per cent off new fabric during the Fabricland Fabric Trade-In Sale. One woman’s junk is another woman’s treasure! The sale was a collaborative effort by a couple of volunteers from the Terrace Hospice Society and the staff of Fabricland. Fabricland staff have been rolling the fabric trade-ins into sellable bundles since March, and piling them in the store’s front window. “We stopped counting after 1300 meters,” said Fabricland owner Lori Straw, with the largest trade-in coming from Darlene Cooper. She donated an inheritance of 431 meters. There were some good bargains to be had, with fabric ranging from vintage fortrel to the odd piece of silk. All proceeds from the sale went to the Terrace Hospice Society. The Hospice Society is staffed mostly by volunteers. Only the coordinator, Penny Dobbin, takes a salary. There are about 40 volunteers in total who contribute in different ways, from visiting a dying person, to helping in the office, commented Penny. Many volunteers help with fundraising, like Fiona Robertson. She is a music teacher who

ciety and Northern Health, there are three palliative care beds at the Terrace Lodge. They are available to anyone who qualifies for the Palliative Care Program, that is, anyone who is considered likely to die within the next six months. Aside from the Hospice’s basic service, which is to provide support to dying indi-

viduals and their families, by visiting them in their home, at the hospital, or at the Terrace Lodge, the Society also coordinates a 10 week grief support group facilitated by Susan Viverios, a counsellor with Northwest Counselling. The fabric sale, which took place on one Saturday in March, raised $1,285.10.

Open House and Invitation to Comment Prince Rupert Gas Transmission Ltd. (Proponent), a wholly owned subsidiary of TransCanada PipeLines Limited, is proposing the Prince Rupert Gas Transmission Project (proposed Project), an approximately 900 km natural gas pipeline from near the District of Hudson’s Hope to the proposed Pacific NorthWest LNG liquefied natural gas export facility on Lelu Island, within the District of Port Edward. The proposed Project would involve the construction and operation of a 48-inch (1,219 mm) diameter pipeline, metering facility, and three compressor stations, with provision for up to an additional five compressor stations to allow for future expansion. The proposed Project will have an initial capacity of approximately 2.0 billion cubic feet (bcf/day) with potential for expansion to approximately 3.6 bcf/day. The proposed Project is subject to review under British Columbia’s Environmental Assessment Act. The Proponent has now submitted its application (Application) to obtain an environmental assessment certificate, which is required before any work can be undertaken on the proposed Project. Park Boundary Adjustment Application Prince Rupert Gas Transmission Ltd. is preparing a Park Boundary Adjustment application for Anhluut’ukwsim Laxmihl Angwinga’asanskwhl Nisga’a, the Nisga’a Memorial Lava Bed Park. As part of this process, BC Parks requires Prince Rupert Gas Transmission to undertake public consultation, including open houses. A distance of 12.1 kilometres of the proposed natural gas transmission line is proposed to follow Highway 113 through Nisga’a Memorial Lava Bed Park. An adjustment to the park boundary will be required if the project is to proceed along the proposed route. As part of the open houses, information on the proposed boundary adjustment will be available. This year’s fair was held at the North Pacific Cannery as part of the national historic site’s 125th anniversary year. The cannery welcomed more than 50 students from around the region for the event. Five Pineridge Elementary projects were selected for Stellar Achievement awards, with the six students who created them going to the Heritage Fair in Kamloops from June 30 to July 4. The winners consist of Marcus Carney for his project “Legend of Gold”, Ashley Innes with “The Great First Nations of the Northwest Coast”, Kade Jones and Simon Bellis with their project “Roe on Kelp”, Samuel Costa with “The Amazing Soda Pop: Canada Dry Ginger Ale” and Grant Slocombe with “A Success Story 100 years in the making”. Other students from the school also took home awards, including Kaedyn Bond who won the Historic Places award for her project “Fish in a Can”. Two Pineridge learners were selected for Canada’s History awards, which recognizes outstanding projects telling a story through the combination of writing and artistic skills. The winners were Joshua Mayeda and Lisa Neilsen for “Alexander Graham Bell”, as well as Japneet Sandhu with “The Canadian National Railway”. Pineridge’s Jacob Gordon received the BC Magazine History award for “Skeena through the Years”, given to a project surrounding a historical figure or a significant event in B.C.’s history. Annunciation School students were also awarded for their efforts, with student Chloe McMeekin receiving the BC Hydro Power Pioneer award for “McMeekin Family History”, a category for projects researching a pioneer in B.C., and Ruby Ferlaino getting the Lieutenant Governor Literacy award for “Journey to Prince Rupert”, an award that recognizes a project that’s central component is a written story showing imagination and a historical inquiry. Additionally, Port Edward Community School students Daylyn Brown and Tyson Leask earned the North Pacific Cannery award for “Ben Spencer and Cannery Work”, which researched the cannery’s history.

NEW HAZELTON RCMP responded to 88 calls May 22-28. On May 25 at 12:35 am, police responded to a single vehicle ATV collision on 14 Ave. in New Hazelton. The driver and passenger were transported to the hospital to be treated for injuries. Alcohol was a factor and charges are pending. May 25 at 8:31 am, police were called to Hwy 37 where a pickup truck had entered the ditch and sustained substantial damage. Thedriver was not on the scene but did return and and admitted to falling asleep. No injuries were sustained and the vehicle was destroyed.

Jessie Victoria Collins July 25, 1923 - May 27, 2014 It is with great sadness that we announce the passing of Jessie Collins (Llewelyn) of Prince Rupert. She passed away peacefully and quietly at the Prince Rupert Regional Hospital with her loving family at her side. Jessie was predeceased by her husband William Charles Collins and leaving to cherish her memory: two loving sons, Shane (Carolyn) and Brady (Yvonne), grandchildren Leon (Martina), Lindsay (David), Brandon (Linh), Josh (Koyahni) and Shayna (Jeff ), and great grandchildren Riley, Ferryn, Ashton, Jake, and Coco, along with many extended family and friends. We would like to thank Jessie’s doctor, Dr. Croft, for his kindness, care and support, the nurses for their gentle care and attention, the home support staff and Assisted Living. Arnalda Blair April 6, 1964 to May 28, 2014

Arnalda was born on April 6, 1964 in Sao Miguel, Azores. She moved with her family to Canada in 1973 where she delightfully discovered snow for the first time. Not only did the move to Terrace bring about surprising weather changes, it was also the place she met the love of her life Bill Blair. Arnalda and Bill met at the Sandman where they both worked and quickly became quite fond of each other. They married in 1986 and started their marriage in Merritt, BC. They retured to Terrace in 1990 and later moved to Kitimat in 1992 where they created a home and raised their two children, Gregory and Jessica. Arnalda was a devoted mother and wife who loved her family dearly. Arnalda loved going for coffee with her sisters, playing soccer, spending time with her best girlfriends over dinner, playing cards and great conversation. Arnalda was predeceased by her brother Frank and her son Linden. Arnalda leaves behind her husband Bill and her children Gregory and Jessica.

Beatrice Hardy (nee Ritchie) February 15, 1927 - May 29, 2014 It is with great sadness that we announce Bea’s passing in Prince Rupert at Acropolis Manor. Predeceased by her husband Bill in 1985. She is survived by her son Bill (Linda); daughters Anita Miele (Vince) and Irene Eisbrenner (Al); grandchildren Denise (Darren), David (Jean), Michael (Chrissy), Richard, Melissa (Greg); great grandchildren Emily, Evelynn, Logan, Miah, Hope, Talan, Meadow, Josh, Douglas, William, Beckett, baby Sherwood; her sister Edith and many nieces and nephews. Born in Rupert and a member of the Prince Rupert “75 Year Club”, Mom enjoyed her years of bowling, curling and “bonspieling”. Mom worked at the pulp mill on Watson Island for 34 years with a true dedication of loyalty to her job, the people and the site. Retirement left her with time for traveling which included British Isles, Russia, Africa and Japan among some of her holidays. We would like to extend our sincere appreciation to all the staff at the Manor who helped us in every possible way. Special thanks to Shelly, Gail, Brenda, Marilyn and Amanda for your support of Mom and us. In lieu of flowers donations in Bea’s memory may be made to a charity of one’s choice. Anna Pomponio July 27, 1957 - June 1, 2014 Anna Pomponio, a former resident of Prince Rupert, passed away in San Biagio Italy, Sunday June 1, 2014 at the age of 56 after a lengthy illness which she bravely fought. Born in Italy July 27, 1957 to Antonia and Pierino Pomponio, the family immigrated to Canada and made Prince Rupert their home in 1962. Anna attended school and graduated from Prince Rupert Senior Secondary School with the class of 1975. Those who knew Anna will remember her from work which included positions at the Hudson Bay Company, Canada Safeway and Quadra Travel. Returning permanently to Italy in 1987, she married Enzo Tamburrini in 1989. Together they raised four beautiful children who were her pride and joy. A loving and caring woman, she will be greatly missed by her family and many friends. Anna is survived by her husband Enzo; beloved children Stefano, Lia, Andrea and Melissa; brothers Angelo (Antonietta), Gaetano (Giselle) and sister Mary, along with many loving nieces and nephews. Funeral services were held on June 3, 2014 in San Biagio, Italy.

Kermode Kids Tri it out TERRACE - The annual Kermode Kids’ Triathlon saw 23 kids between the ages of eight and 15 turn out to swim, bike, and run their way to the finish line. Starting with a swim at the Terrace Aquatic Centre, the young competitors then headed to Northwest Community College for the bike and run portion of the May 25 event. KITIMAT - Kitimat put up a valiant effort against a talented Smithers golf team at the regional zones in early May. The Mount Elizabeth Middle Secondary School team of Dylan Kerbrat, Kyle Vales, Joel DeMelo, Darren Cordeiro and Justin Vales represented Kitimat at the Skeena Valley Golf Club in Terrace. It was only Smithers and Kitimat competing in the local zones this time. Smithers took a 39 stroke lead on the Friday, and the day two total had Smithers 83 strokes ahead as well.

It was an unprecedented lead, but Kitimat coach Susan Dobbin says that Smithers will have a great chance to win the BC High School Golf Provincials this year. Kitimat golfers were all scoring in the 80s with a couple in the 90s. The lowest rounds were shot by Kyle Vales with an 82 and Joel DeMelo with an 83. Kitimat had three grade 9s, a grade 10 and a grade 12 on the team this year and Smithers has four grade 10s and a grade 12. Smither’s golfer Kaleb Gorbahn shot a 75 and 71 with the lowest scores of the tournament with a supporting cast mostly all shooting in the 70s.

Rioux cracks top 15 at track and field provincials By Kevin Campbell THE NORTHERN CONNECTOR

PRINCE RUPERT - Kevin Rioux reached 12th place in two of his three jumping events at the B.C. High School Track and Field Championships held in Langley, and if it wasn’t for a heel injury he probably could have a third top15 score. The lone Charles Hays representative to reach provincials this year, Rioux and coach Dighton Haynes returned on Saturday night, bringing with them a very respectable showing even if it wasn’t Rioux’s personal best scores. Out of 30 competitors in high jump, long jump and triple jump, Rioux finished 12th in long and triple, and 23rd in high jump. “His heel was really affecting his jump,” said Haynes after the meet. “Too much soccer, basketball and track all at the same time.” Rioux, who visited the Lower

Mainland as part of the Rainmakers’ senior basketball team that finished second in the province earlier this year, didn’t let the injury stop him from having a good time though. “He’s got a good attitude, he takes it in stride,” said the coach. “He’s an excellent jumper.” The pair visited the therapist on site and she remedied the foot a little, but Rioux will need to see a doctor upon returning home, said Haynes. “All these athletes who have been training all year long have made some great progress and we’re seeing that with the ones who are going to the Summer Games (Cody Schaeffer, Isobel Leblanc, Emily Cavin and Cody Deschamps),” he said. “Some of them peaked out maybe a week early ... that’s something we’re trying to figure out; how to get each of the athletes to peak as they go to zones and two weeks later in provin-

cials.” Rioux reached 1.6 m in high jump (his best being around 1.75), 5.62 m in long jump (10 cm lower than his best) and 11.18 m in triple jump, which is close to his personal best. As for next year, Haynes is looking forward to having a solid crop of returnees from this year’s team. “There’s a good number of Grade 8s coming up ... some of the athletes came out expecting the program to fold and they weren’t as committed to it thinking it was going to fold [this year, like it has in the past] so the students now know who I am and what I’m expecting and hopefully we’ll build from there,” said Haynes. Schaeffer, Deschamps, Leblanc and Cavin will participate in the upcoming Summer Games taking place on July 17-20 in Nanaimo. Deschamps and Cavin are listed as alternates.
