Murray’s sister, Donna, had been diagnosed with amyotrophic lateral sclerosis (ALS), more commonly known as Lou Gehrig’s disease and doctors gave her three to five years to live. Despite the devastating news, it gave Murray a glimmer of hope. It wasn’t cancer, the disease that took both her mother and father, she thought to herself. ‘There might be time, there might be hope.’ One morning

She was seemingly a healthy active energetic person,” Murray said. “She was a dear friend and so full of life. Metchosin zoning bylaws may soon allow for the production of medical marijuana. At a public hearing Monday, council heard final input on a proposed bylaw change that could see such facilities allowed on industrial land, of which there are only three in the municipality. The amendment would also prevent facilities licensed by the federal government for the production of marijuana or marijuana products for medicinal purposes from operating on agricultural land. The council vote on the matter could happen as early as June 2, but if that meeting is cancelled, it would likely take place June 16. Of the three potential locations: 4050 Happy Valley Rd., 3740 Sooke Rd. and 661 Lombard Dr., only two of the landowners made submissions to the hearing. Some of their neighbours spoke out against the plan. Common concerns cited included potential for limited setbacks, privacy issues, lighting and security and the potential noise and pollution created by a manufacturing and shipping outlet. alim@vicnews.com

Field trip woes fallout from lockout Dunsmuir students, parents disappointed with supervisor’s pullout Arnold Lim News staff

Days ago, Sandra Alexander’s grandson was preparing for a field trip to Oregon. By the middle of this week, he and the other 21 Dunsmuir middle school students scheduled to spend the weekend in Eugene, Ore., were left wondering what went wrong when the trip was abruptly cancelled. The trip, to a track and field event, was a casualty of the fractured labour situation between B.C. teachers and the province. The Sooke Teachers Association advised the supervising teacher it was not in his best interest to take the students on the road trip. “(My grandson) is pretty bummed out, he is pretty disappointed,” Alexander said. “He is not making any political statements. He just knows the trip is not going to happen and he is bummed.” Alexander didn’t want to name her grandson out of respect for him so he isn’t singled out. The former teacher calls the labour scenario a “bad marriage” and understands the difficulty in resolving a situation without having some impact on the public. She held out hope for a better outcome, not for the parents, but for the students. “I don’t mind parents being upset. They are grown up, (they) can take

Parents had already plunked down $500 per student for travel and accommodation and tickets to the weekend event. As of Wednesday, Alexander said, parents were scrambling to find a way to salvage the trip as a parentled field trip. With time running out, the likelihood of parents dropping all plans for the weekend to make the trip were slim and refunds for the event tickets may not be available. Ian Johnson, president of the Sooke Teachers Association, blamed the partial lockout of teachers for the interruption of services such as this field trip. Despite the asser-

tions of Education Minister Peter Fassbender that teachers would be covered by the Workers Compensation Board (WCB) for such overnight trips, Johnson isn’t so sure. “People want to give the impression it is the (teachers) union making demands on employes to withdraw from extracurricular … (But) we are locked out. We are not allowed to work outside those windows (of time),” Johnson said. “We are telling (teachers) it is legal limbo with WCB and whether you are indemnified – because we don’t know your status, we don’t want you to put yourself at risk.” He recalled instances where teachers injured during lunch breaks in the past were not covered. With the partial lockout in place 45 minutes before the first class begins, dur-

ing lunch breaks and 45 minutes after the last class ends, the issue is still very much a grey area, Johnson said. “The children … are caught in the middle of something, that is absolutely true and immeasurably regretful. We don’t enjoy this. It is very, very stressful for our members,” he said. “I can guarantee you whatever stress felt by a parent (of students who) can’t go on a field trip, the stress of the teacher who was offering the opportunity and now can’t, is greater. I have teachers crying about this lockout. I am erring on the side of caution.” Johnson said he feels for the students and parents and said the teachers are stressed as much or more than anyone about any potential disruption in school activities. “It is unfortunate it came to this but we didn’t lock ourselves out.” Alexander, the interested grandmother, said the two sides need to get back to the bargaining table and get the issues resolved. “I hope both parties approach the table in a reasonable, proactive way and get this resolved fast and that it does not happen again,” she said. “The way the relationship deteriorated started so long ago it is a really difficult relationship now. Region’s ‘living wage’ rate increases slightly Greater Victoria workers need to make nearly $19 hourly just to get by and support basic services for their family, according to the Community Social Planning Council. The quality of life watchdog pegs the living wage for 2014 at $18.93, up from $18.73 last year. Childcare and Medical Service

Plan payments are the two most significant cost increases. Child care costs rose by $39 monthly (a 3.5-percent increase), while MSP premiums rose by 4.1 per cent. Other family budget increases were clothing and footwear, education and non-MSP health-care expenses.

With temperatures rising across the province, the SPCA is reminding pet owners to protect their animals against the dangers of heat exhaustion and heatstroke. “When the days get warmer we get hundreds of emergency calls to rescue dogs whose lives are endangered because they are left in hot cars by their guardians,” said Lorie Chortyk, general manager of community relations for the BCSPCA. “Many well-meaning guardians leave their dogs unattended in parked cars while they run errands. Tragically, this can lead to serious heatstroke and even death for their pets.” The temperature in a parked car, even in the shade with windows partly open, can rapidly reach a level that will seriously harm or even kill a pet. In just minutes, the temperature in a parked car can climb to well over 38 C. Dogs have no sweat glands, so they cool themselves by panting and by releasing heat through their paws. On summer days the hot air and upholstery in a vehicle can make it impossible for pets to cool themselves. Pet owners should be alert to heatstroke symptoms, which include: exaggerated panting (or the sudden stopping of panting), rapid or erratic pulse, salivation, anxious or staring expression, weakness and muscle tremors, lack of co-ordination, convulsions or vomiting and collapse. If your dog shows symptoms of heatstroke, you should do the following: • Immediately move the animal to a cool, shady place • Wet the dog with cool water • Fan vigorously to promote evaporation. This will cool the blood, which reduces the animal’s core temperature. • Do not apply ice. This constricts blood flow, which will inhibit cooling. • Allow the dog to drink some cool water (or to lick ice cream if no water is available) • Take the dog to a veterinarian as soon as possible for further treatment. “If you’re used to letting your dog accompany you on errands, you might feel guilty leaving him behind on hot days. But your dog will be much happier – and safer -- at home, with shade and plenty of fresh cool water,” Chortyk said. editor@goldstreamgazette.com

The motor neuron disease causes muscle atrophy leading to difficulty speaking, swallowing and eating, and eventually difficulty breathing. There is no known cure. “Her body was changing and what she could do one day, she couldn’t necessarily do the next day,” Murray said. “At the beginning it was things like getting dressed,” the Oak Bay resident said. “Imagine what it is like not to be able to use your hands and what that entails, I think we take for granted what we are able to do.” ALS continued to atrophy her sister’s muscles, stealing music from her when her hands became so weak she could no longer strum her guitar. Her love of biking was eroded as her arms gave out and she could no longer support her own weight. Eventually her love of the outdoors was taken away, when her muscles were so weak she was in a constant state of exhaustion and even being driven to the park was too much. Over time, her lungs lost the strength to push the carbon dioxide out of her body, and one morning Donna didn’t wake up. It is in her memory Murray climbs on her bike three days a week with the ALS Cycle of

The team of 12 cyclists plan to ride more than 500 kilometres from Kamloops to Keremeos between Aug. 6 and 13, raising funds and awareness for a disease many, including team member Heather MacFayden of Langford, say still flies under the radar. “The more I learned more about ALS, the more I realize how unknown it is,” MacFadyen said. “It is not a high-profile disease yet, it is very cruel. It needs to have some awareness and people need to know about it. I have heard recently through different interviews that the research has made strides … It is really encouraging and that makes all of what we are doing really worthwhile.” Now in its third year, the ride has expanded to 12 riders from five in 2012 and gone from raising $5,000 to $42,000 in year 2. The goal this year is

to raise $50,000 towards ALS research and the provision of a mechanical wheelchair for local patients. MacFadyen watched a friend gradually lose her father to the disease. “Losing someone in such a devastating way as ALS, where they get stripped of their dignity and lose everything, and seeing (my friend) go through that, was heart wrenching,” she said. “You want to make everything better for them and you can only do what you can do – be their advocate and their voice after the fact.” And so both MacFayden and Murray ride, raising awareness and funds along the way. That starts with the Oodles of Noodles dinner/dance and silent auction June 7 at the Edelweiss Club in Victoria, and continues with a community ride on Fathers Day June 15. “I feel Donna would be riding with us if she could have been,” Murray said. “She is the reason that I am doing it. I think of her every time I get on a bike. Royal Colwood Golf Club history was made this week, but the writing was done on a course in Vancouver. The club’s professional and director of golf, Jason Giesbrecht, teamed up with 2013 men’s club champion, Kevin Carrigan, to post a gross bestball round of 9-under 63 Monday to capture Colwood’s firstever PGA of B.C. Tournament of Champions title by two strokes. “I’ve played in it 11 times with our club champion here,” Giesbrecht said. “We’ve been close a bunch of times, but this is our first win.” The pair played nearly bogeyfree golf at the University Golf Club, their only blemish coming on the 10th hole. Under a format that used the lower of the two scores each hole, they went 6-under over the first nine holes, recording four birdies and an eagle at the fifth hole. Part of their front nine success came in attacking the four par-5s, which are relatively short. After the bogey on 10, they quickly got back on track, posting two more birdies and an eagle on 13. Lightning midgets lead charge in Langford C division fastball team looks to build on Alberni tournament win Some might have viewed the splitting up of a provincial silver medallist fastball team as a major challenge to overcome the following season. But Dave Saunders, who helped coach the Langford Lighting midget C girls to a B.C. runner-up finish last summer, sees the Softball B.C. mandated dismantling of the team as a good way to grow the sport in an age group that traditionally sees a significant dropoff. “The competition is really good at midget C, because most of the players who have played B ball in Bantam and Pee Wee can’t put in the time due to work and other commitments,” said Saunders, whose team won gold at the Midget Magic tournament earlier this month in Port Alberni. “The ball is absolutely phenomenal.” Softball B.C. rules state that teams which medal at the Midget C provincials can only retain six players

The award-winning Balkan Babes, a ninepiece choir, explore a repertoire of traditional music from the Ukraine, Bulgaria, Croatia, and even non-Balkan regions including Georgia and the Czech Republic. They sing songs in native tongues, despite the fact none of the choristers know them as a first language. “The sounds, the tonality of the original languages, is quite important to the production of the tone of the music that is written and we like to respect that,” said Kristen Scott, a Babe since 2000. “To translate it would be something quite different.” The group mine their musical choices from recommendations and discover some of the songs from research, friends and family. Mastering a single song can take up to a year before it is ready for the public. “Interpreting the songs … is something we really enjoy. A chief curator with more than two decades’ experience, a dedicated instructor of plein air and studio art and a noted gallery owner are the panel jurors for the 28th Annual Sooke Fine Arts Show. The panel is composed of Toronto native Michelle Jacques, newly appointed chief curator at the Art Gallery of Greater Victoria; Salt Spring Island gallery owner Celia Duthie, and artist and painting instructor at the Vancouver Island School of Art and Design, Jeremy Herndl. The three were selected by the Sooke Fine Arts Society’s adjudication committee for their complement of experience and expertise in Canadian historical and contemporary fine art. The show features nearly 400 pieces of juried original fine art. Artists on Vancouver Island and other coastal islands have until June 9 to submit works for adjudication. “What the (adjudication) committee tries to achieve each year in selecting jurors is ultimately to ensure works submitted across seven different categories – everything from paintings to jewelry – receive the attention to detail and understanding of the medium each deserves,” says the show’s executive director Catherine Keogan. The panel will review high resolution images of works submitted online over four consecutive days in June.

Public opinion wins on sewage Directors and staff at the Capital Regional District are left with their heads spinning this week after B.C. Environment Minister Mary Polak officially refused to force the construction of a wastewater treatment plant at McLoughlin Point in Esquimalt. Polak’s choice was relatively straightforward: side with the autonomy of a local government or face a backlash of exasperated Capital Region residents. The CRD wasted no time after Polak’s announcement to wave the white flag, conceding it would abandon all hope of developing the site and suggesting the near two-thirds funding from the province and federal government is now at risk. Indeed, the future of the Seaterra program itself is now in question, and its fate could be decided at a June 11 CRD board meeting. But the tipping point has been a long time coming. Greater Victoria residents are upset for good reason: the necessity of community buy-in for this project continues to be little more than an afterthought. Of course, directors and staff wasted no time establishing an appointed commission and program director to implement the $788-million program, citing a need to move quickly to avoid cost overruns. Yet it’s exactly this sort of frantic pace that compelled the CRD to sink $17 million into an industrial site on Viewfield Road, only to be left as hesitant landlord, when nearby residents understandably felt duped at the prospect of a biosolids plant in their backyard. The panic to push through rezoning at McLoughlin Point now means hundreds of staff hours were wasted, and we’ve yet to see what fines could be levelled against the CRD when the successful bidder reads the fine print on their contract. Perhaps the elation felt by many from the meaningful outcome of their participation in public hearings will lapse into cynicism by next week. But as Esquimalt Mayor Barb Desjardins said, at least for today, many in the Capital Region are breathing a collective sigh of relief for a project they thought was long past their influence. I would like readers to be more informed about the kidnapping in Nigeria. On April 16 the Boko Haram group kidnapped 250 to 300 teenage school girls who were writing exams. As the Nigerian government waits, more girls are being kidnapped. On May 4, eight more girls were kidnapped. In 2013, 44 male students and teachers from Gujba College were killed, but nothing was reported in the newspaper. It took for 250 to 300 (to be taken) to make it to the news. We should be informed and feel safe to live in a place where we know what is happening around the world. On May 1, I heard about the missing Nigerian girls who were kidnapped on April 16 by Boko Haram. Being a 14-year-old girl myself, I felt obligated to write this letter. These girls are the same age as me and I hope they get home safely. They have been missing for a month now. I feel for their families and friends. I’m so grateful Canada sent troops to assist the Nigerian government. I’m still shocked about how long it took for the Canadian media to report on this, so I urge you to please keep informing the public of this tragedy.

While very affordable, the Micra isn’t “cheap” in execution. Even the knobs on the roll down windows have a soft touch to them. And there are metallic accents to break up the otherwise bland black interior. I certainly wasn’t disappointed when captaining the Micra. Even though that might sound like a backhanded compliment, it’s not. As far as small cars go, it’s functional, funky and has great value. Whether you’re looking for a vehicle that gets you from point A to B – minus all the options – or said vehicle with a few extras, the 2015 Micra might be the car for you. Taking the stress out of towing a trailer Camping season is almost upon us and it will soon be time to take that trailer out for some fun times. But is it fun for the driver? Towing a trailer may be one of the most stressful driving situations for many truck owners. For one thing, it is not easy to manouevre around corners and change lanes with that extra length behind your truck. Backing up can also be challenging and towing up a steep hill can be tough on your truck. Whether you tow a boat, car, snowmobiles, or motorcycles, custom truck accessories can make towing less nerve-wracking. Don’t tow too much weight Pulling too much weight can be very dangerous. Check your owner’s manual to find your vehicle’s towing capacity, including the maximum gross trailer weight and tongue weight it can handle. Tongue weight is the downward force exerted on the hitch ball by the trailer coupler. In most cases, it is about 10 to 15 per cent of gross trailer weight. Tongue weight of up to 300 pounds can be

measured on a household scale by resting the trailer coupler on the scale and placing the scale on a box so that the coupler is at its normal towing height. The trailer must be fully loaded and level. Use the right hitch and other equipment Just as each vehicle has a maximum towing capacity so too does each trailer hitch, hitch ball, ball mount and safety chain. To tow safely, you need to make sure every component you use is ready to handle the

weight of your fully loaded trailer. Remember, your towing capacity is equal to the capacity of the weakest link in the system. Choosing a trailer hitch All trailer hitches feature a class rating, as well as a weight rating, so be sure the hitch can accommodate the loaded trailer. For

instance, Reese Class 2 ($159) hitches have a maximum rated capacity of 350 pounds tongue weight and 3,500 pounds gross trailer weight. Class IV ($175) receiver-style hitches have a maximum capacity of 1,200 pounds tongue weight and 12,000 pounds gross trailer weight.

If you need more towing capacity than the traditional receiver-style weight distributing hitch, then you need to step up to a fifthwheel or gooseneck hitch. Prices start at $650. Choosing a hitch ball If you have a drawbar style hitch, the hitch ball usually is built right in. But if you

have a receiver-style hitch, you’ll need to choose your own hitch ball. Like vehicles and trailer hitches, hitch balls also are assigned a maximum tongue weight and gross trailer weight rating. Hitch balls are made from a variety of materials, and some are available in a

choice of finishes, including chrome. They cost $12 to $14. The hitch ball diameter must be the same diameter as the trailer coupler (1 7/8 inches, 2 inches or 2 5/16 inches). The shank diameter of the hitch ball should be the same as the hole diameter in the ball mount. The shank length should be long enough to allow at least two threads to be visible when the hitch ball is installed and the nut completely tightened. Load your trailer properly Rule of thumb is roughly two-thirds (60 to 66 per cent) of the gross load weight should be positioned toward the front half of the trailer. Place large or heavy objects on the trailer first. Tie these objects down securely and from several angles to ensure they do not shift. Pack remaining items in a manner that maintains balance of the trailer. Once the trailer is loaded, double-check the stability of the cargo. Better safe than sorry. ian.harwood@drivewaybc.ca

Two thirds of B.C. residents say gas price increases have caused hardship in their household, according to a new Black Press/Insights West poll. And 55 per cent of those polled say they now drive less than usual due to high gas prices. Gas taxes are too high, say 85 per cent, and 77 per cent claim they are unfair. A whopping 91 per cent assert drivers are gouged at the pump before long weekends. Those comments were the results of a scientifically conducted poll, but they remarkably reflect many sentiments expressed in response to our unscientific Question of the Week, which we posed before the long weekend. We asked if high gas prices would stall planned driving vacation plans and a massive 560 of you were moved to answer online. Specifically, we asked “Would a 10 cents per litre increase in the price of gas at the pump cause you to cancel a driving vacation?” A categorical ‘no’ was the response from 131 readers, a similar number said ‘yes’ but most wavered, saying the increase would have to be more substantial or they might consider shortening their route or holiday’s duration. Shawn, of Maple Ridge, set the tone for those undeterred by the assault on their wallet: “Money isn’t the main focus when it is a well-deserved vacation.” Kay, of Coquitlam, warned: “I would not cancel . . . however I may change plans and go to the USA instead of

Canada.” Renay, of Richmond, said: “I would still take the vacation and just have to re-adjust the budget to include the increase.” Alyssa, from Mission, remarked: “I have two young children and my husband and I are all about making wonderful memories for them. It would also be hard to tell a child that a vacation away has been cancelled due to the cost of gas.” Raylene, of West Kelowna, would take the wheel: “My husband has got a heavy foot. I would still go but my driving would be at the speed limit. I might get better gas mileage if I go slower and not brake as much.” Murray, in Vancouver, has some good advice: “I would minimize fuel consumption by keeping the car

maintained, keep tire pressure at the optimum level, pack all luggage inside the car to reduce air drag, and not drive aggressively. The time to scrimp is during day-to-day use: don’t drive when you could walk or cycle.” Debbie, in Abbotsford, claimed: “It’s cheaper now to fly to Vegas or California, than to drive.” BC tourism’s loss is the United States’ gain; with many saying cheaper gas in down south made it a more economical drive vacation destination, even with the current inferior exchange rate. Sandi, of Vancouver, said: “We cancelled our Christmas trip and will not be travelling this summer. . . . groceries are my first priority.” Chris, in Aldergrove, stood alone with his comment: “I think we have some of the lowest gas prices in the world.” Steve, of Port Alberni, pulled out his calculator: “A 1,000-km trip uses less than 100 litres (with an increase of 10 cents per litre) that’s $10 more. I would not tell my family we are cancelling for that amount!” Rodney, of Vernon, also did some math: “A good modern vehicle can get a fuel economy of about 10L/100km (about 28MPG, for us old folks). So a 3,000-km driving vacation would cost $417 in gas at a price of $1.39, and the same trip would cost $447 in gas at $1.49.” keith.morgan@drivewaybc.ca

Used Jetta buyers should also benefit by getting to choose from a larger pool of previously owned Jetta models on the market. On the downside, this generation Jetta has lost some of its Germanic-built prestige, in the eyes of VW purists. The redesigned 2011 Jetta’s longer wheelbase allows extra passenger space inside a cabin that boasts best-in-class rear seat legroom, plus its 440-litre trunk is larger than both Honda Civic and Mazda3. Even a base Trendline edition comes with power windows and door locks, 60/40 split folding rear seats, six-way manually adjustable front seats, a height-adjustable telescopic steering wheel, anti-lock brakes and an electronic stability control system. The entry engine is a 2.0-litre, four-cylinder, that can produce 114 horsepower and mated to either a five-speed manual or an optional six-speed (Tiptronic) automatic transmission. Fuel economy is rated at 9.1 L/100km in the city and 6.0 L/100km on the highway. The other trim levels are Comfortline, Sportline

The TDI edition is a popular choice with Jetta buyers. It’s powered by a 2.0-litre turbo-diesel engine and came in Comfortline and Highline trim levels. Like all diesel engines the torque and fuel economy figures are impressive. It’s rated at 236 ft-lb at 1,750 rpm and can sip diesel fuel at a rate of 6.7L/100km in the city and 4.6 L/100km on the highway. Jetta’s big news story for the 2012 model year was the introduction of a highperformance GLI edition. Subtle exterior styling changes wrap a package of go-faster mechanical goodies that includes a

turbocharged (200 hp) 2.0-litre TSFI engine and a fully-independent multi-link rear suspension. Notable standard features in GLI include its dualzone automatic climate control, keyless entry and push-button start/stop and a unique flat-bottomed three-spoke leatherwrapped steering wheel. Surprisingly, the GLI is more fuel frugal (8.8/6.1 L/100 km city/highway) than the other gas engine versions of Jetta. However, it likes premium fuel. The 2013 model year brought numerous minor trim changes to Jetta, but a new Hybrid edition was the big introduction. Jetta Hybrid is powered by a full-hybrid system that can run in a pure electric mode. Its E-driving range is limited to about two km, but if used wisely, such as stop-and-go traffic, it’s a terrific fuel saver. Jetta Hybrid’s city/highway fuel rating is 4.6/4.2 L/100km respectively. Although the 2011 and 2012 model years of Jetta received “top safety pick” ratings from the Insurance Institute for Highway Safety, it got a “marginal” rating in a new small overlap frontal crash test introduced by the Institute for 2013 model year vehicles. This crash test is designed to replicate an offset collision with another vehicle or an object like a tree or a utility pole. egardless of whether your camper will be away for three hours or three weeks, a few basics will go a long way to ensuring a positive camp experience. For day camps, be sure to send a nutritious lunch and snacks to keep them fuelled for the day’s adventures and plenty of water to keep them hydrated. High SPF sunscreen and a hat are essential – a sunburn is not only dangerous but can also prevent kids from enjoying the activities they want to do. Don’t forget to show kids how to apply sunscreen properly – face sticks and sprays can make it easier. For overnight camps, check for policies on things like food and personal electronics; it may be a good idea to leave these at home. Do a double-check for swimsuits and footwear, and be sure to bring enough clothing to accommodate weather changes. Finally, remember a positive attitude and a bright smile – the most important ingredients for summer fun!

Parents do homework for camp

ummer camp isn’t what it used to be. Browse through the City of Victoria’s 2014 Active Living Guide and you’ll find horseback riding, robot-building classes, Spanish immersion and even a week-long surf camp in Tofino. “People like to have options,” says Ryan Lance, child and youth recreation programmer at Crystal Pool. “We want to cater to what parents are looking for, and reassure them that we incorporate a real variety of activities into every camp so it’s not just free time at a park.” For nine weeks every summer, Lance and his team run dozens of summer camps for kids ages four through 14. Similar programs are offered in Saanich, Oak Bay and throughout the Peninsula and West Shore. The quickest camp to fill up at the preschool level (ages four to six) is always Bea-

con Hill Explorers, says Lance, where kids get their first taste of the summer camping experience with a healthy dose of arts and crafts and outdoor play. “Each week of that camp has a different theme – pirates, astronauts, wizards – and they coincide with some of the children’s concerts at the Cameron Bandshell,” he says. Other popular camps include the Swim and Splash camp and Camouflage camp, where geeks reign supreme with active strategy games. Parents should do their homework to find good summer camps, adds Lance, offering tips to help parents assess a new program. “Look for structured activities and group games,” he says. “The things we focus on are the personability and the professionalism of our leaders. Parents should note: are leaders greeting your child when you first

show up for sign-in? Are they giving you feedback as a parent at the end of the day, whether positive or negative? It just shows that the leaders are fully engaged and taking the time with the kids.” Recommendations from other parents also go a long way to the popularity of a summer camp, he says. Always ask about the ratio of camp leaders to campers, especially when considering an out-of-town, overnight camp. Participation doesn’t need to stop at 14 either, Lance says. Once kids “graduate” from the camp programs, they can move into training roles to become camp leaders themselves. “We also do internships where you can volunteer and learn the ins and outs of what we do,” he says. “It’s a very busy nine weeks every summer, but we love it.”

ooking for something different to enrol your child in for a week of summer fun? Some quirky camps are available through municipal recreation centres. Saanich Parks and Recreation has a variation on the popular Tough Mudder races that see competitors crawl through the mud as part of their challenges. The Tuff Kidder camp offered at Gordon Head (age 7 to 11) and Pearkes (age 10 to 14) recreation centres in July and August sees campers train before taking on an obstacle course that, yes, includes some mud and getting dirty. As the course description says, fun and perseverance are the key lessons, not who wins. The Gordon Head session includes an afternoon swim in the pool. Also put on by Saanich Parks and Rec is Pirate Camp, where kids aged five-and-a-half to seven can to tap into their inner marauder at Royal Oak middle school through hands-on activities and stories of pirate folklore. String Figures, Storytelling and More is a week of sessions led by international performer and teacher Anne Glover, who works with campers aged six to 12 to make string figures, tell stories, play games and invent their own versions of each at the Cedar Hill Arts Centre. Nearly one-third of all residential properties in B.C. are strata-titled. That number can be even higher in urban areas such as Greater Victoria. The sheer number of properties makes them a significant segment of the real estate market, one that comes with its own subtleties and considerations. It’s important that people looking at purchasing a strata-titled properties such as condominiums – the most common – townhomes or duplexes learn ahead of time how the rules apply for that particular complex or building and how they might affect their lifestyle. Sandy Wagner, president of the Vancouver Island Strata Owners Association and strata council secretary for the 94-unit building in which she lives in Saanich, says even existing residents have questions on how the strata bylaws relate to their unit. “The truth is, they have to follow the bylaws,” she says, noting that sometimes people try to bend the rules. “They’re not cast in stone, they can be changed by (an agreement between) the owners. But sometimes (owners) don’t understand they have to live by the community’s rules.” With the help of a real estate agent, and by doing some research,

They also help maintain shared amenities, such as a swimming pool or fitness facility. “The affordability factor is what attracts buyers. You get a lot more for your dollar when you’re not paying for the yard and the roof and all that individually,” Wagner says. The level of strata fees can also be an indication of whether a strata

is putting away enough money for future major repairs, says Tim Ayres, president of the Victoria Real Estate Board. A knowledgeable agent can help buyers understand what expenses they might be looking at down the road, he says. “If (fees are) too low, it’s not a good thing, because you’re just putting off maintenance,” Ayres says. While some buyers might be attracted to low strata fees, especially if they’re not viewing a condo as a long-term housing solution, people with a longer-term approach find the presence of a strong financial plan more important, he says. A related development came last year, when new B.C. legislation mandated that depreciation reports be filed every few years by strata coun-

cils on their buildings. While some complexes have been slow to get the report done, she says, the document contains information critical to people on both ends of the sales transaction. The intent is to make very clear the long-term financial implications to owners. “It outlines what the building owns, what the condition is and when they plan to replace it,” Wagner says. “The second part (explains) how they intend to fund it.” Ayres, who looks at the report as a good tool, says many lenders are rejecting financing for purchasers looking at properties that don’t yet have a depreciation report done. “It raises a red flag,” he says. In his experience, the majority of larger property-managed complexes have already undertaken the task, but there are still some smaller, selfmanaged stratas out there that are holding off. On the surface, purchasing a strata may seem more complicated than buying a detached home. But many agents in Greater Victoria are well-versed in this aspect of the market, Ayres says. “When a Realtor has been selling mostly condos, they’ll probably know of any problems (a building has) had, be able to tell you the retail value and if it’s a good place for pets and children,” he says. “It’s extremely important if you’re going to sell condos that you know about the processes and be able to spot things when you’re working with a buyer.
