Teachers start rotating strikes

Teachers across the province will begin rotating strikes on Monday as part of stage two of job action. Local teachers will man the picket lines in front of schools on May 28. “Last week, teachers were hopeful when they saw the government and BCPSEA (B.C. Public School Employee’s Association, the bargaining agent for the government) put out an olive branch by backing off the unrealistic 10-year term,” said B.C. Teachers’ Federation (BCTF) president Jim Iker in a press release. “But the next day, hope that this government would start negotiating in good faith faded when the employer announced a series of threats around wage rollbacks, lockouts and attempt to divide teachers, parents and students.” School District 51 (SD51) issued a press release on their website stating: During a Rotating Strike Day in SD51; schools will be closed, buses will not run and parents are asked to keep their children at home. In the event of increased or changed strike activity, including a full strike, further information will be provided through the school district website, sd51.bc.ca, and on the district Facebook page.Your

There were a number of folks who got into their Sunday best for the Greenwood Museum Old Fashioned Tea, Bake Sale and Raffle last Wednesday, May 14. With young ladies from Greenwood Elementary School serving tea and treats, it was the best deal for $5 in town that week. There were a number of prizes that were raffled off, including a beautiful carving done by museum volunteer Al Wright. The afternoon was a great opportunity for friends and neigh-

bours to reconnect with each other as they sat among the various displays in the museum. There is a core group of about eight volunteers who work hard preparing the museum with fresh exhibits and displays each year. New displays this year are the Modiste Dress Shop and a hotel lobby that you actually walk through. The adjoining bar that has been reproduced from a photograph of the former Algoma Hotel in Deadwood. Sitting at the card table is a mannequin dressed as John Jarrett. Jarrett rode with the James-Younger Gang in his

Another display new this year is an immaculate Canadian military uniform donated by Greenwood resident Len Fehr. The museum also serves as an official Visitor Centre and will be open seven days a week from 10 a.m. to 4 p.m. until the end of the tourist season. They offer Internet access. Regular admission during the season is $3 for adults, $1 for students and children under six get in free. Memberships are available for $5 per year.

Norm Sabourin, president of the Boundary District Teachers’ Association, said the rotating strikes are part of the plan which the BCTF voted on at the end of January. “Our number one priority is to come up with a negotiated agreement at the table,” he said. “Barring progress at the table this job action plan would be put into place.” The rotating strikes are on the heels of a month of limited job action in stage one. “We hoped that would put enough pressure on the bargaining table to achieve a deal at the table and it didn’t,” he said. “Finally last Thursday the minister came out and said they’d back off from 10 years to six years (for contract length).” Sabourin said the government hasn’t dealt with any class size or composition issues or other concessions. The government also offered a $1,200 signing bonus if teachers were to sign by the end of June. “There’s very little money on the table,” he said. “Six and a half per cent over six years isn’t even

equal to what the other public sector unions got.” Sabourin said the BCTF was contemplating the next step to take when, on Friday, the government, “swung the big stick.” “Instead of going after the BCTF to cover the employer benefit costs, the minister decided he would go after individual teachers at 5-10 per cent of their salary if a deal isn’t signed,” said Sabourin. “It’s really, really unreasonable. It doesn’t sound like they’re bargaining in good faith. It seems like they’re trying to provoke a strike like they did two years ago.” Sabourin said it looks like B.C. teachers would continue with rotating strikes through the rest of the year unless a deal is made or real progress was being made toward making a deal.

Survey has much potential The Phoenix Foundation of the Boundary Communities is updating the Vital Signs report. The short survey they are going to be putting out ought to be placed on the meeting agenda of every organization in the Boundary. From municipal councils to minor hockey and PAC groups—every group stands to benefit by taking the time to have input into the updated report. The information has a local focus, something often lacking in our 200 channel digital universe. Eleven interest areas are considered: transportation, health, arts, gap between rich and poor, safety, food security, work, education, housing, belonging and leadership, and environment. Each of the eleven sections of the report purposefully included a section called youth voice. This is a rare and welcome opportunity for communication between the different age groups. One often hears that we must find ways to make it attractive for families with children to make the Boundary their home. Thanks to the Vital Signs report we now have an indication of what we can do to make the area more attractive for youth. After all—why would parents choose the Boundary if the needs of their children would be better met elsewhere? The report also has the potential for us to see if things are improving or not. The 2009 report pointed out that in 2005, 24 per cent of Grand Forks children (17 and younger) were living in poverty. Greenwood was at 10 per cent. Five years ago the report stated that “the percentage of children living in poverty has since likely increased across the Boundary due to the economic downturn.” The two-page survey takes only minutes to complete, but has the potential to add much to the selfknowledge of our communities.

Schools in the Boundary area will not have to make any major cuts to programs or staff next year after receiving a balanced budget from Jeanette Hanlon, secretary-treasurer for School District 51(SD51). At the May 13 regular meeting of the board of education, the board approved the budget for the 2014-15 school year. The budget does have a deficit of $441,000 but that money will come out of the surplus funding from the previous year, said Hanlon. “We’ve been very conservative over the last number of years knowing our funding is not keeping pace with the pressures we face,” said Teresa Rezansoff, chair of the board. “We’ve been as conservative as we can so that as those pressures mount we have the funds to meet our obligations. So we’re using funds we’ve been saving so we don’t have to make cuts in the classroom; we’re keeping our staffing levels pretty much the same; our class sizes are very small; and we’re providing opportunities for our kids. So that’s positive.” Hanlon’s report to the board stated that staying within the legislation for class size, the number of divisions at the elementary schools will remain the same, even though enrolment is down. The board has added blocks at GFSS to facilitate a new Grade 8 rotation with a pairing of competencies that will allow students to have more consistent teaching staff throughout the year. Hanlon said she thinks the board will be okay next year with the budget but “things change because there are cost pressures we won’t know about. “We feel like we’ve invested in this next year,” she said. “Hopefully, we’ll be able to build and take care of some of the challenges and opportunities we see in the next few years. We don’t want to be making any huge cuts in any one

particular year.” Hanlon said the board is hoping for more money from the government “because our surplus isn’t going to last forever.” “There aren’t many more cuts we can do because there are all these cost pressures,” she said. “We want to try to make sure we’re able to meet the needs of the kids today.” Hanlon reported that the board is anticipating that more elementary schools will be facing the challenges of three grade-blended classrooms. “We have budgeted support for teachers to visit three grade blends within our district and in surrounding districts to prepare for these upcoming challenges,” she said. Other additions to the budget include monies for training for the implementation of the new student database MyEducationBC.

The total enrolment for SD51 on March 31, 2014 was 1,276. That number dropped to 1,274 on April 30. (Enrollment was 1,284 in Sept. 30, 2013. There were 1,484 students in Sept. 1, 2009.) Police put call out for information RCMP seek the public’s assistance in locating a white crew cab truck that may have been involved in a hit and run in Greenwood. On Tuesday, May 13 at around 9:22 p.m. Midway RCMP responded to the hit and run report. The suspect vehicle skidded down Gold Street and struck an enclosed trailer and another truck. The suspect vehicle also

struck the stop sign at Highway 3 and Motherlode Road. The suspect vehicle departed the area and was not located by patrolling members in Grand Forks or Midway.
