Cranbrook has officially set the date for the referendum on whether to cease fluoridation of the municipal water supply as Nov. 15. Council passed the
bylaw at the May 12 council meeting. The referendum will be part of the municipal election. Council also approved the wording for the referendum question: “Are you in favour
of Council adopting City of Cranbrook Cease Fluoridation Bylaw No. 3799, 2014, which authorizes stopping the addition of fluoride to the municipal water supply effective January 1, 2015?”
Mayor Wayne Stetski asked whether the referendum question could have a more neutral stance, with the answers being more in line with “continue” or “stopping” to add fluoride. “In other words, can
you put a checkmark by continuing or a checkmark by stopping, or does it have to be yes or no?” Stetski asked. He said he’s worried that if someone is in favour of fluoridation, the question could be seen

Council has approved the development of a new Canadian Tire store on the north side of Cranbrook. On May 12, council gave the go-ahead for a Highway Corridor Commercial Development Permit which will enable the construction of a retail building on McPhee Road. The applicant proposes to build a 6,668 sq. metres com-
mercial retail building, which will include a retail floor area, mezzanine areas for office and warehouse space, an auto service centre and a garden centre. The garden centre will be a 929 sq. metres outdoor compound. Coun. Diana J. Scott was impressed the applicants have agreed to contribute to the installation of traffic lights for the intersection of McPhee Road and Theatre Road to help with
traffic issues. “I just really give kudos to the business for considering that because it’s going to change the traffic flow,” Scott said. “It’s good corporate responsibility when someone comes forward to do this. So that’s much appreciated.” City staff indicated that since the proposal was for a development more than 4,500 sq. metres located within 800 metres of the highway, it was
circulated to the Ministry of Transportation and Infrastructure, which expressed no concerns. City Staff further said that the building finishes, architectural details, an efficient parking layout and the site landscaping would create an esthetically pleasing commercial development that integrates into its surroundings.

CAO Wayne Staudt said referendum questions are meant to be as simple as possible and should be the opposite of whatever the original bylaw states. “We lifted a good portion of this question from other fluoride referendum bylaws, so we didn’t invent this question,” Staudt said. City staff estimate the referendum will cost $1,600 for the services of the Chief Elections Officer and $1,000 for the ballots. Council authorized $10,000 for the creation of “position neutral” information on the benefits and risks of fluoridation of the municipal water supply, as well as the importance of resi-
dents’ participation in the referendum. The city first began injecting fluoride into the water in 1966. City staff noted that since the decision to inject fluoride came initially through a bylaw which received the assent of electors through referendum, the city had two options to change the practice of fluoridation. It could hold the referendum, or apply for Ministerial approval to stop the practice and agree to any terms set forth by the Ministry of Health. Council choose to go to referendum. If the Nov. 15 referendum is voted down, then the city will continue the practice of fluoridation.

One year after its creation, the Cranbrook Community Tennis Association is working to grow the sport in town. Now the group is working to build on the past year’s success, with an open house scheduled for Sunday, May 25, at the Mount Baker Tennis Courts. The Tennis Association’s formation coincided with the refurbishing of the courts by Mount Baker School last year. “We got a pretty good base for the first year,” said Assocation member Neil Murphy. “We have a core group, and that’s what we were after.” So now the Association is calling for Cranbrook residents to “give tennis a shot,” and is inviting people of all ages — including seniors, children and beginners

Just rallying back and forth is easy to get the hang of. The weather forecast may not agree, but the May long weekend often signals the start of summer, and with it the many pleasures the season brings. But be aware if you are out enjoying the great outdoors this weekend that various enforcement officers will be patrolling East Kootenay recreation areas. The B.C. government said Wednesday that natural resource officers, conservation officers and the RCMP will be patrolling Crown land, waterways and recreation sites throughout the summer, stepping up those patrols this weekend. Park rangers will patrol B.C. parks to enforce park, conservancy and recreation area rules, and conservation officers will be out to enforce fish, wildlife and environmental regulations. To find out which B.C. parks are open this weekend, visit www.env.gov.bc.ca/ bcparks/. For information about trails, lakes and other recreation sites, go to www. siteandtrailsbc.ca. Here is a reminder of B.C. regulations related to recreation. Camping • Many campgrounds have specified rules and guidelines. Visitors are asked to comply with the posted

rules. • Gates in provincial parks and some recreation sites are closed at 11 p.m., unless otherwise stated. Only registered campers are allowed in campsites after 11 p.m. • Excessive noise is not permitted. Please remember that sound can travel far in the open air, especially music and loud talking. • Liquor consumption is prohibited in parks, with the exception of your own campsite. • Barbecues must be used on the ground unless barbecue attachments are provided on picnic tables. • To avoid problems with bears, lock your food in your vehicle at night. Use the garbage containers provided and maintain a clean campsite. Never feed or approach bears. • Designated swimming areas within marker buoys are intended to protect swimmers. All watercraft and water-skiers must stay outside the markers. Lifeguards are not on duty in BC Parks or recreation sites. • Visitors can use trails to safely travel through the most interesting and beautiful parts of BC Parks and recreation sites, without damaging sensitive plant and wildlife habitats. Please stay on the trails.
Campfire safety • Always check the Wildfire Management Branch website at www.bcwildfire. ca before heading into the backcountry to find out if any open burning prohibitions are in effect. • If campfires are allowed in your area, bring a shovel or keep at least eight litres of water nearby to properly extinguish your campfire. • Make sure the campfire is completely extinguished and the ashes are cold to the touch before leaving it unattended for any period of time. Ensure that cigarette butts are properly extinguished in an ashtray and are not tossed away carelessly. • Campfires cannot be larger than 0.5 metres in height and 0.5 metres in diameter (roughly 1 1/2 feet by 1 1/2 feet). • You must maintain a one-metre fireguard around the campfire. A fireguard is a fuel-free area where all flammable materials (grass, kindling, etc.) have been removed. • You may be held accountable for damages and fire suppression costs if your negligence results in a wildfire. • Members of the public can report wildfires or unattended campfires by calling

It’s the time of year when baby Western Painted Turtles are emerging from the sands of Elizabeth Lake. To celebrate the emerging miniature reptilian babies, the Fish and Wildlife Compensation Program, along with support from Rocky Mountain Naturalists, held the first ever Turtle Day at Elizabeth Lake. “What we’re trying to get across is the whole message about their amazing lifecycle,” explained Angus Glass, from the Fish and Wildlife Compensation Program. He said the Cranbrook population is on the northern edge of the population of Western Painted Turtles. Glass said that the turtles actually come out of their eggs in the fall, but because there is no food they stay there until the spring. So part of the work that the groups do besides protecting the area is helping the turtles to the surface by uncovering the sand. Only a few weeks later the older female turtles
will be back to lay more eggs. Curious turtle seekers got a glimpse of that as Art Gruenig, from the Rocky Mountain Naturalists, took groups down to the turtles’ nesting grounds. There he dug up some of the nests, sometimes uncovering turtle hatchlings. Some of the spots came up with just eggshells of hatched turtles. There were four freshly hatched turtles that Gruenig showed to the groups, all four in a seemingly comatose state, until they are left alone for an extended amount fo time. The turtles’ bellies are already covered with the distinct and unique markings that distinguish them from other turtles. There were also baby turtles on display at booths set up, these ones much more lively. Children’s faces lit up as they held the small turtles, which walked across their hands. Representatives from Fish and Wildlife Compensation Program and the Rocky Mountain Naturalists were happy to talk about the turtles and the ecosystem they live in.

Wet weekend expected; more spring flooding possible, City says

A rain filled long weekend is expected, according to the latest forecast from Environment Canada. The City of Cranbrook and the East Kootenay region overall could possibly see between 40 to 50 millimetres of rainfall in some areas into Sunday evening. As a result, the City is again reminding its residents and property owners who have historically been affected by spring flooding, especially in low lying areas of the City, plan ahead and take any necessary precautions should any flooding occur. Staff from Public Works continues to monitor Joseph Creek and although water levels are still high, it is not considered to be in any danger of overflowing its banks at this point. Sharon Cross did have a concern about the parking lot. “Now we have two very large commercial areas with paved surfaces and they’re not impervious,” Cross said. “I’m just wondering about impacts to storm water runoff.” Curtis Penson, a municipal engineer, said he has had discussions with Canadian Tire’s consultants, who were looking at putting dry wells on the site to help with the storm surges.
Mayor Wayne Stetski noted that with the rise of the new building, the fate of the old one on Victoria Avenue is up in the air. “I guess we’ll have to wait and see what happens to the old Canadian Tire site,” Stetski said. Stetski also said the city is looking for a location for the Rotary Trail connector. “There is potential for the bike trail to go there,” he said. CAO Wayne Staudt said they are still trying to figure out where
the property boundary is. “I can’t say whether that’s city property or Canada Tire property,” Staudt said. “That hasn’t been determined at this time – whether their property carries right out to the roadway or whether there is enough room for (the bike route).” Canadian Tire’s representatives will likely come forward with a development agreement in the near future for council consideration, city staff noted in the report.

VICTORIA – The B.C. government has presented a formal apology for its historic anti-Chinese policies that accompanied a federal “head tax” to discourage immigrants. “Today we express our sorrow and regret for historical provincial government practices that were once considered appropriate,” says the apology, presented in the B.C. legislature Thursday by Premier Christy Clark. “We believe this formal apology is required to ensure that closure can be reached on this dark period period in our province’s history. “The entire legislative assembly acknowledges the perseverance of Chinese Canadians that was demonstrated with grace and dignity throughout our history while being oppressed by unfair and discrimi-
natory historical laws.” The apology ends with the vow: “We will ensure that this never happens again.” Research has identified more than 100 B.C. laws and policies that explicitly discriminated against Chinese people in the early years of B.C. They restricted employment, banned voting and property ownership and imposed provincial taxes and fees based on Chinese origin. (Research is compiled at www.EmbraceBC.ca) The federal government apologized in 2006 and offered compensation of $20,000 to survivors or spouses of those who paid the federal “head tax” that was in place from 1885 to 1923. After raising the tax to $500, Ottawa blocked most Chinese immigrants from entering Canada from 1923 to 1947. Clark said consulta-
tions with B.C.’s Chinese community led by International Trade Minister Teresa Wat confirmed the desire for a formal apology, but not individual compensation. “The community feedback that Minister Wat got didn’t generally favour compensation,” Clark said. “There is a group that do, but I think overall there wasn’t as big an appetite for that as there was for a genuine apology addressing the long list of wrongs that governments over the last century have done to the Chinese community.” The government is allocating $1 million for legacy initiatives from the existing multiculturalism budget. Monuments or plaques commemorating the contribution of Chinese Canadians to B.C. are being considered for locations that may include Greater Vancouver, Barkerville, Nanaimo and Ka-
mloops. The government had planned to present the apology before the May 2013 provincial election,
but that was derailed when a leaked document revealed it was being planned to maximize political benefit for
the B.C. Liberals. A staff member resigned and the apology was postponed. Clark said the gov-
ernment has worked with the NDP and independent MLAs to make sure the apology is sincere and non-partisan.

Hoffman admitted he was out of his depth, and partnered with the rare book dealer who had helped him so far. The book dealer offered it to the Library of the Congress for $1.5 million, which he would then split evenly with Hoffman. For such a huge sum, the Library of Congress asked for one more thing: provenance. Finding it at the Argosy wasn’t good enough. Before they handed over $1.5 million of tax-payers’ money, the library wanted to know where the Argosy got it, and who owned it before them. Unlike works of art, provenance in the book world isn’t used to guard against forgery. It is used to protect against bad title. The last thing an institution wants to do is purchase an item from someone who doesn’t legally own it. Unfortunately, no provenance would be forthcoming. On October 16, 1985, a car bomb went off in Hoffman’s car. Two car bombs had gone off the day before, killing two prominent Utah business owners. Hoffman was the third victim. Although alive, he remained in critical condition at a hospital in Salt Lake City. Unbelievably, the killings were indeed related to the true owner of the ‘Oath of a Freeman.’ But that is for next week. Mike Selby is reference librarian at Cranbrook Public Library.

The Long Arm of the Law: Part I What’s Up? JANUS: Cranbrook Then & Now
Jim Cameron The incorporation of Cranbrook as a city in November, 1905, was a big undertaking involving the rapid creation of a complete municipal infrastructure. The initial council meeting involved the necessary establishment of priorities, and among them was that of a city police force. Previously the town was patrolled by two provincial constables with occasional assistance from the CP Railway Police. The new city police force required not only a chief and a constable but a jailer and a police magistrate under a police commission consisting of two aldermen and the mayor. Amidst some disagreement city council decided to hire R.S. Baron as Chief of Police and Duncan McLean as Constable, at salaries of $85 and $70 respectively per month. The magistrate, R.A. Anderson, received $40 and the jailer $35. The next step was to consider the courthouse and jail, and that was a bit of a stickler. Built in October, 1898, near the Royal Hotel (the present day Byng), the seat of justice was a sad affair by all accounts. Chief Baron suggested converting the court room to something resembling a parallelogram by incorporating part of the jail office. Wire lattice could be put on the cell windows to prevent the passing of weapons and liquor from the outside and suitable lighting added to the rear of the building. He further pointed out that a prisoner’s dock was required, the interior walls in dire need of repair and more wood was required to keep prisoners from freezing, all of which gives some indication as to the state of the place at the time. Still, it was what it was and what it was would have to do. For the prisoners the most pressing problem was food and, so saying, they went on strike for better fare in April, 1906. At the time the city allotted a 50 cent food allowance per prisoner per day (somewhere around $15-20 by today’s standards) to feed prisoners often required to do heavy manual labour around the town in return. The food matter was referred to the police commission. The first official police report of January, 1899, showed court revenue of $10 and expenses of $312.35. Not good. The report for April showed greatly increased revenue of $363.30, much of it garnered from fines imposed upon the local girls of the red light dis-

trict. Catch as catch can, as they say. The city jailer was appointed as the town pound-keeper, not primarily for dogs as might be imagined, but for cattle running loose within city boundaries. The council also turned down a request for an additional constable, thus paving the way for an ongoing underfunding of local city police. Further, it appears the police magistrate was unhappy with the courthouse now being used as a cook house for the prisoners. District law enforcement was on the rise, however. In September, 1899, Cranbrook police joined the district Chief Constable Association recently formed in Nelson for the purpose of ensuring co-operation between neighbouring forces in apprehending criminals, the results of which proved beneficial. Police-wise, things progressed rather well until March, 1907, when the local paper published comments allegedly spoken during a sermon given in Toronto by Rev. Kilpatrick, a recent visitor to the city, describing Cranbrook as “the Seat of Satan” and the “the Sodom of the West.” Rev. Kilpatrick denied all
charges in a letter to the citizens of Cranbrook, expressing “admiration for a beautiful city.” He did, however, disagree with “segregation of a certain form of vice.” The local council worked itself into a minor frenzy, finally choosing gambling as the main vice in question followed by sales of tobacco to minors — prostitution, liquor and drugs did not seem to figure — and decided changes were needed. It is not known whether Chief Baron left of his own accord or not but the call went out for a new police chief and, within a month, Cory Dow was duly sworn in, having been the only ratepayer to apply for the job. Constable McLean retained his position as he would for many years to come. Both men received a salary increase with two suits of clothes per year thrown into the bargain. A. A. Ward, a provincial constable from Marysville, took the job as jailer/pound keeper which now included caretaking of the fire hall, the council and town clerk’s chambers (such as they were) and miscellaneous policing duties. He resigned six months later. G. Moore took over his position and resigned six months later. Overwork and underpayment may have been a factor.
Jailer’s duties aside, the town experienced very little serious crime in the first years of Chief Dow’s reign. In 1908, city council considered the construction of an addition to the jail to allow the prisoners to cook their own food. No decisive action appears to have been taken. Charges levied in 1909 by anonymous sources in a local moral reform publication “The Searchlight” accused Chief Dow of extorting fines from would-be law-breakers which he in turn pocketed himself. During a one-day trial he was completely exonerated. It was but a brief blip on the city’s law enforcement radar. As far as the local jail went, in June, 1910, a prisoner made his escape by simply pulling a wooden plank off the cell ceiling and using it to knock out the bars in the window. It spelled doom for the old lock-up. The city jail/courthouse was torn down in November, 1910, and temporary quarters set up in the new courthouse at the east end of Baker Street. By this time the present day city hall was under construction, the design of which included a number of jail cells in the basement, cells that would remain in use for decades to come. janusthenandnow@shaw.ca

BOIL WATER NOTICE In accordance with Interior Health’s Water Quality Notification Program the City of Kimberley has issued a BOIL WATER NOTICE for ALL USERS. Recent testing shows that current water quality is poor due to increased turbidity (cloudiness) in the water. Interior Health recommends that all customers drink boiled water or a safe alternative until further notice. Water intended for drinking, washing fruits and vegetables, making juice or ice, or brushing teeth should be boiled for one minute. Water should then be cooled and stored in a clean, covered container in the fridge. Customers may also choose to use bottled or distilled water, or water that has been filtered through a well-maintained treatment device. Health risks increase as turbidity rises, particularly for at-risk populations such as newborns, the elderly and people with weakened immune systems. Contaminants such as viruses, bacteria and parasites can attach themselves to the suspended particles in turbid water. These particles can then interfere with disinfection, limiting chlorine’s ability to remove or inactivate the contaminants. Current turbidity levels exceed the 1 NTU standard recommended in the Guidelines for Canadian Drinking Water Quality. Owners of public facilities must post Boil Water Notices at all sinks or drinking water fountains accessible to the public (alternatively, public fountains and taps may be turned off ). As opportunities arise, they must also advise their clientele verbally of the Boil Water Notice. The City of Kimberley is taking additional measures to reduce risk. ROME - Canada’s Milos Raonic defeated Jo-Wilfried Tsonga 7-6 (5), 6-4 on Thursday to reach the Italian Open quarter-finals. Raonic, the No. 8 seed from Thornhill, Ont., won five of the last six points in the first-set tiebreaker. He picked up a break in the second set en route to his first career victory over the 11th-seeded Frenchman. Tsonga outlasted Raonic in a marathon match at the London

Prehistoric girl’s bones in underwater cave helps link ancient and native Americans Malcolm Rit ter Associated Press
NEW YORK — Thousands of years ago, a teenage girl toppled into a deep hole in a Mexican cave and died. Now, her skeleton and her DNA are helping scientists study the origins of the first Americans. Their research bolsters the idea that those pioneers arrived from Asia by way of a land bridge that has long since disappeared, according to an analysis released Thursday by the journal Science. The girl’s nearly complete skeleton was discovered by chance in 2007 by expert divers who were mapping water-filled caves north of the city of Tulum, in the eastern part of the Yucatan Peninsula. One day, they came across a huge chamber deep underground. “The moment we entered inside, we knew it was an incredible place,’’ one of the divers, Alberto Nava, told reporters. “The floor disappeared under us and we could not see across to the other side.’’ They named it Hoyo Negro, or black hole. Months later, they returned and reached the floor of the 30-metre tall chamber, which was littered with animal
bones. They came across the girl’s skull on a ledge, lying upside down “with a perfect set of teeth and dark eye sockets looking back at us,’’ Nava said. The divers named the skeleton Naia, after a water nymph of Greek mythology, and joined up with a team of scientists to research the find. The girl was 15 or 16 when she met her fate in a cave, which at that time was dry, researchers said. She may have been looking for water when she tumbled into the chamber some 12,000 or 13,000 years ago, said lead study author James Chatters of Applied Paleoscience, a consulting firm in Bothell, Washington. Her pelvis was broken, suggesting she had fallen a long distance, he said. The analysis of her remains, reported by scientists in the United States, Canada, Mexico and Denmark, addresses a puzzle about the settling of the Americas. Most scientists say the first Americans came from Siberian ancestors who lived on an ancient land bridge, now submerged, that connected Asia to Alaska across the Bering Strait.
They are thought to have entered the Americas sometime after 17,000 years ago from that land mass, called Beringia. And genetic evidence indicates that today’s native peoples of the Americas are related to these pioneers. But the oldest skeletons from the Americas — including Naia’s — have skulls that look much different from those of today’s native
peoples. To some researchers, that suggests the first Americans came from a different place. Naia provides a crucial link. DNA recovered from a molar contains a distinctive marker found in today’s native peoples, especially those in Chile and Argentina. The genetic signature is thought to have arisen among people
living in Beringia, researchers said. That suggests that the early Americans and contemporary native populations both came from the same ancestral roots in Beringia — not different places, the researchers concluded. The anatomical differences apparently reflect evolution over time in Beringia or the Americas, they said.

ANNIE’S MAILBOX by Kathy Mitchell and Marcy Sugar Dear Annie: I recently remarried and became a stepmom to my husband’s three daughters. My concern is his oldest, “Kallie,” who is 14. A few months ago, her father picked her up for our weekend, and she was terribly sad. When he asked what was wrong, her younger sister piped up with, “Her girlfriend broke up with her.” Kallie thought her dad would be upset, because her mother berated her and said that being gay is wrong. Kallie’s current school district is more wellto-do than her previous one, and she is having a harder time fitting in. However, she has had two boyfriends. I asked her whether she still wants to be with girls, and she replied that she likes everyone and considers herself pansexual. She recently chopped off her long hair and has taken to gender-neutral clothes. She also has an “everyone hates me because of how I look” attitude. A few weekends ago, Kallie posted online that she feels we are forcing her to go to church. Her father told her attending church allows us to spend time together but she does not have to go if it makes her uncomfortable. She then told us that her mother and the people at her church berate her for her beliefs. When she comes here, she only wants to sit in her room, read or play on her phone. When we say we miss her, she will come out and watch TV with us, but soon returns to her room. I worry that Kallie may be depressed or suicidal. I want her to see that our home is a safe place. Her mother won’t let us have her for any time beyond what the courts allow, which means counseling isn’t going to happen. I’m sure we could notify the school of our concerns, but we fear it would make things worse. Any ideas? -- Worried Stepmom Dear Worried: Kallie knows that your home is a safe place, which is terrific for her. But she lives primarily with her mother. Could your husband speak to his ex-wife about Kallie? Could they discuss better ways to handle her issues? Would the ex consider giving primary custody to Dad? Meanwhile, be supportive of Kallie in other ways, exclusive of her gender issues. That should not become your main focus. Let her know you value her as she is, because surely she has many wonderful qualities. If she feels secure, the other problems will work themselves out. And please contact PFLAG (pflag.org) for information and resources. Dear Annie: I patronize a restaurant where a small group of older men sit around and drink coffee. They are very loud and often rude and seem to enjoy gossiping. For instance, should an overweight person walk in, these men think nothing of pointing it out. These men aren’t exactly small themselves. I find their behavior despicable. Am I wrong to want nothing to do with them? -Somewhere in the USA Dear USA: These men are rude, but they also could be hard of hearing and don’t realize their remarks are audible to everyone. They also may not care. Yes, steer clear if you cannot get them to keep their opinions to themselves. Dear Annie: I read the letter from “Fed Up in Wisconsin,” whose 21-year-old boyfriend chews with his mouth open, smacks his lips and speaks with his mouth full. My niece had the same problem. I could barely stomach sitting at the same table with her. Constant attempts to correct her were fruitless until I got the idea to secretly videotape a meal. When she saw the tape, she said, “That’s disgusting!” and asked for help in changing her habits. -- Louisville, Ky. Ten Reasons to Advertise on a Newspaper Website 1. Frequency: The online newspaper Web site user accesses the Internet almost twice as much as the general user. 2. Credibility: The credibility of the newspaper brand
extends to the advertiser. Fifty-nine percent of Web users agree that online advertising is more believable from a trusted Web site. Online, newspaper Web sites are the dominant local media site in most markets.
3. Targeted: If you want to focus on a particular backyard, advertising in an online newspaper is more personal, and more relevant because it is local. Newspapers also publish a plethora of niche sites (youth, women, movie fans, seniors, are illustrative) for virtually any demographic advertisers could possibly hope to reach. 4. Purchasing power: Sixty-two percent of newspaper
Web site users purchase online compared with 49 percent of general users. Thirty-nine percent of online newspaper users have incomes higher than $75,000; 65 percent own their homes. Fifty percent of online newspaper users have spent more than $500 online in the last six months, and 63 percent of online newspaper users prefer to find out about new products through the Internet.

Reinforcement: Seventy-six percent of online newspaper users also read the newspaper in the past seven days, and repetition increases awareness.
