Matthew Geng has the moves. With his second consecutive victory at the B.C. Youth Chess Championships in Vancouver earlier this month, the Grade 7 student’s ascent up the local chess ladder booked him another ticket to the Canadian Youth Chess Championships, this time in Montreal where the 12-year-old hopes to push the limits of the game he loves. “I think it’s really fun to play chess because it challenges my brain. I think it’s important for me to get higher and higher,” Matthew said. “It is a good thing to challenge your brain and a lot of people should do it.” The Oak Bay resident took third in his age category in last year’s Canadian Chess Challenge in Ottawa and hopes another year of experience, culminating in a recent first-place finish in his category at the Grand Pacific Chess Championships in April where he beat out a field of more than 100 local players, help him improve on his 2013 third-place finish. His 20-year-old brother Tiantian, also a former B.C. Youth Chess Championship title holder, believes he will. “I think he can go a long ways. As long as he keeps up his work ethic, he can go as far or maybe even a grand master title,” Tiantian said. “Even when he is in a losing position he doesn’t give up. … I think for his age he is very skilled.” Matthew reads his chess tactics book every day, playing five to six games a week, preparing for the July tournament with players much older and more experienced than he, including World Youth Chess Champion Jason Cao, his brother Tiantian and father Li, who is also an avid chess

With her wispy, blonde hair, ocean blue eyes and long, black, body-hugging dress, it’s perhaps fitting that Oak Bay’s Laura Jayne Earnshaw’s headlining gig at the David Foster Theatre is called “SENSEational.” SENSEational B.C.: Eh musical journey!, is the name of Earnshaw’s live dinner theatre show, hitting the stage every Thursday from May 22 to Sept. 11. The evening starts with a five-course dinner, showcasing Canadian ingredients before moving into the 90-minute theatre show, where Earnshaw will perform a number of songs by well-known Canadian artists such as Celine Dion, Leonard Cohen, Sarah McLachlan, Michael Buble and David Foster. Shared efficiencies should be a priority It’s comforting to recently learn that the Oak Bay Fire Department is extending mutual assistance and cooperating with neighbouring departments – surely the minimum expectation for multiple fire departments in the same urban area. Can the same mutual assistance be extended to other things, such as our numerous fire chiefs, for example? In 2011, Greater Victoria municipalities spent $1.5 million for the salaries of 13 fire chiefs to serve a mere 335,000 population. Compare that with Surrey (pop. 468,000), which spent less than $200,000, or Burnaby (pop. 223,000), which spent $170,000 for their fire chief. Overall our costs are seven to eight times higher for the same service. Greater Victoria municipalities spent $1.7 million on salaries for all the directors of engineering. Surrey (remember, a population 40 per cent higher than Greater Victoria) spent $234,000. In total, chief administrative officers (city managers) in Greater Victoria were paid more than $1.9 million. Surrey paid their CAO $326,000, while Burnaby paid $237,000. Why? Because they each need only one CAO. We have 13. Extend the same basic comparison to the costs of multiple police chiefs, deputy fire chiefs, senior financial officers, and the many other senior management staff in each municipality in the CRD. It amounts to millions of dollars squandered annually on inane redundancies. It’s easy to tally up more than $10 million on the back of a napkin, just for salaries alone. Don’t believe a politician who maintains that costs are well managed in your municipality. If Greater Victoria mayors and councillors truly had the best financial and economic interests of their communities in mind, the opportunities for mutual assistance at the senior management level would be vigorously pursued, at a bare minimum. Some municipal councils have so far refused to receive their residents’ views on studying potential efficiencies via a non-binding referendum question on the November municipal ballot. Until then, it’s time to consider supporting those bold, brave, confident municipal candidates who have a transforming vision for Greater Victoria. Candidates who are committed to using limited resources more effectively and who can take our community of neighbourhoods to the next great level. Lesley Ewing Oak Bay

We asked: What do you think makes a Great Teacher? Experience with grade school teachers is something virtually all of us have in common. We’ve had good ones, and if we’re really lucky, some great ones who have really clicked with us, inspired us, and maybe even motivated us to dig deeper and work harder. In this week’s installment of our series on outstanding educators, part of Black Press and Branson Staples’ Great Teachers initiative, supported by Thrifty Foods, we went to the streets to hear what you think makes a great teacher. When asked what makes a good teacher, Oak Bay resident Jim Branson said “I think someone willing to invest in the well being of their students.” Chelsea Murray, 24, from Victoria said “Somebody who can figure out how to make it relevant to you in a way that you care to understand it.” Tammy Giuseppini, 34, from SaaGiuseppini nich said “Someone with understanding, who listens, and some-

body who is receptive to everybody’s differences.” Mike Vardy, from Fernwood in Victoria said “Somebody who engages the students on a one to one basis, and uses technology to help them with Moyes that engagement, as opposed to replacing that engagement.” Alicia Moyes from Brentwood Bay said ”I think a great teacher is someone who is outgoing and adaptable. A person who has the ability to communicate with different types of learners and connect with students on a professional and personal level. Those are the types of teachers I still think about almost 10 years after finishing grade school.” Sam Zieman, who works in the West Shore and lives in Sooke, said Zieman “Caring about your teaching. Taking pride in what you teach, not just doing it for the money. There are not too many places you can swim and enjoy a picnic,” says Oak Bay Tea Room volunteer Wanda Walker. “My thoughts, as I stand looking out, is that we are the luckiest people in Victoria. We have the nicest view and location in the city.”

Oak Bay Tea Party One of the most popular dates on the Greater Victoria calendar belongs to the first weekend of June, the home of the Oak Bay Tea Party. The long-standing annual event marries the traditional amusement rides and midway fare, with the traditions of Oak Bay including the Ladies Nail Driving Contest and the Mayor’s Floating Tea Cup Challenge Race for an experience that is uniquely Oak Bay. The two-day family-friendly event, jam packed with a wide swath of activities for people of all ages, started in 1956 as an event for the mayor to host local dignitaries to mark and celebrate Oak Bay’s Golden Jubilee, before being transformed by the Oak Bay Board of Trade in 1963 to the bigger more festive event it is today. It now features a skydiving air show, musical entertainment and bathtub races among many other activities, all kicked off by the Oak Bay High school marching band leading the Tea Party Parade through the streets of Oak Bay for the event (June 7 and 8, 2014). Cattle Point Cattle Point is one of few places in the world that’s as beautiful at night, as it is during the day. Deriving its name in the 1850s when cattle were shipped and dropped off the sides of boats to scamper ashore to graze among the Garry Oak trees, the seaside destination has evolved into one of the finest scenic viewpoints on Vancouver Island. “Cattle point is one of the legendary landmarks in Oak Bay,” says local historian John Adams. “It’s also one of the beautiful natural shorelines around Victoria where we have access to the water and enjoy a panoramic view of the Olympic Mountains, Mount Baker and the surrounding islands.” Used today as a boat launch, picnic spot and local hangout, the waterfront was remarkably once considered an undesirable plot of land because the uneven rocky bluffs made it challenging farm terrain and it was ultimately given to the municipality of Oak Bay in lieu of taxes. When the sun dips over the horizon of Cattle Point, visitors don’t stop coming, in fact for

some, the real beauty begins when the stars come out. “It’s a beautiful spot no matter what, at any time, but it is really nice for star gazers and amateur astronomers to have a dark spot in an urban setting,” says Royal Victoria Astronomical Society vice president Sherry Buttnor. Officially designated in 2013 as one of only two Urban Star Parks in Canada, Buttnor says scenery and science meet when darkness hits the skies off Cattle Point. “It’s hard to put into just a few words, it has been 32 years now and I (still) can’t describe it,” Buttnor continues. “It’s a connection that a lot of us feel to the night sky, it is not just the physical beauty of looking at the galaxy or a planet, it’s the science itself as well.” DID YOU KNOW: The Camas blooms covering much of the point and surrounding areas are also a reminder that it was an important area for First Nations. Chinese Cemetery at Harling Point More than a century of history is buried in Canada’s oldest Chinese Cemetery. 100 years after its inception, the natural beauty of the site, chosen for its natural harmony with the elements, still features the original incinerator towers and platforms languishing on the backdrop of the Olympic Mountains along the waterfront of Harling Point. “I think it’s a mystical, spiritual place,” says Oak Bay archivist Jean Sparks. “The Chinese chose it for its principals in Feng Shui and it exemplifies that it’s a wonderful place to go and contemplate the world’s wonders.” Founded in 1903, the National Historic Site was purchased by the Chinese Consolidated Benevolent Association as to place to bury their dead when the Chinese portion of Ross Bay Cemetery began to erode and expose graves. “The preservation of historic connections to Victoria’s

early Chinese community is of value to us in the present and for future generations,” says Sparks. “The restoration of the cemetery started in a confrontational manner but grew to be a wonderful example of community involvement and cultural understanding.” Harling Point also houses Harpooner rock, or Sahsima, to the Lekwungen First Nations, falling on the meeting point of two geological plates, a symbol of more than just the beauty of nature Sparks says. “I think if you go there during low tide one is grey, the other side is green. It’s just evidence of prehistoric beginnings of the world. It signifies meetings and the joining of cultures in a very symbolic and spiritual way.”

Oak Bay Sign In a city where history is revered, the Oak Bay sign is iconic. The architecture and fabric of the Oak Bay community is built in part, on the preservation of history and the sign standing watch above the current Starbucks coffee shop on Oak Bay Avenue stands as one of the best examples. The grey knight, atop the shield-shaped blue-and-white crest once stood guard over The Oak Bay, a movie theatre built in 1936 that welcomed film lovers to A Midsummer Night’s Dream starring James Cagney and Mickey Rooney for a dime on opening day. “It was a nice place to go, you would just walk to the theatre you didn’t have to go downtown,” says Oak Bay archivist Jean Sparks, who once frequented The Oak Bay to watch the films that frequented the theatre. Cowboy movies including The Lone Ranger, sing-a-long cartoons (an early form of childrens’ karaoke) and Yo-Yo contests, drew families and children to the theatre for decades until it closed in 1986. More than 70 years later, with the sign refurbished but retaining its original colour and design, it stands vigil over the Oak Bay Village overhanging the former theatre, next to office buildings that were once the Goblin Cafe and Oak Bay’s only cabaret, Club Tango. “The sign is (now) the only memory of the theatre that was,” Sparks continues. “It marks the village, you come in and that is the sign you see.”

Despite being a little wetter for their efforts, they reach into a bag and reward the seal with herring their parents have just purchased from the shop upstairs. The seal’s home, the Oak Bay Marina, with its beautiful seaside restaurant, marina and lavish views, stands in place of the old Boathouse, a business that moved to the marina’s current location on Turkey Head in 1914 and stood for almost 60 years. Despite the many lavish amenities today’s marina offers, they may forever be known as much for the playful seals meandering their docks and entertaining the visitors, as their high-end services – and for many locals and tourists who visit the scenic marina, they wouldn’t have it any other way. The all-new, third generation 2014 Toyota Highlander Hybrid Limited AWD tips the scale at 2,200 kg. It’s not a svelte vehicle. This Highlander can carry up to seven passengers. It’s not a cramped vehicle. And behind the third row of seats, there’s a cargo capacity of 385L. It’s an accommodating vehicle. So when I knew that I’d be logging more than 1,000 kilometres in a week, perhaps you’d think I’m a little crazy taking this (relatively) heavy and large SUV along for the ride. Normally, I would too. But there’s a word in its name that made me want to take this beauty of a beast for the long haul – hybrid. It has eco mode, a feature that lessens the throttle response in an effort to save fuel. You can still do all your normal daily driving duties, it just helps you keep money in your wallet, and fuel in the tank. Granted, in eco mode it doesn’t give you the peppy acceleration. Then again, if prompt acceleration is what you’re after, skip the eco mode. The Highlander has a smoothness to it that makes me love being behind the wheel. It cruises effortlessly and makes the driver and passengers feel at ease. I even had one passenger say, “If we were in here any longer, I could’ve fallen asleep. It’s so comfortable.” The suspension is composed of front Macpherson struts and a rear double wishbone type, trailing arms set up. Toyota gets an A+ for ride comfort and it’s arguably one of the best in its class. Aiding in establishing a serene setting is a host of creature comforts like heated front seats, a heated steering wheel, second-row

captain’s chairs, easy access to the third row, keyless entry, navigation, an eightinch touchscreen and more. While it fits up to seven, it doesn’t feel that big to drive. Sure, you need to make sure you watch its width but thanks to its rack and pinion-type, electric power steering, you can move it around graciously. Though this is not the first hybrid SUV I’ve tested, I am always excited to see how well these machines perform in fuel economy. After all, there’s a 3.5L, V6 engine under the hood, matched with an electric motor, a Sealed Nickel-Metal Hydride battery and an Electronically Controlled Continuously Variable Transmission. The result is a net 280 hp. There’s also a 1,587kg towing capacity. Looking at the estimated fuel results, it’s rated at 6.8L/100km in the city and 7.2L/100km on the highway. Keep in mind the aforementioned stats about its size and weight and those numbers are really impressive. My real world numbers? A combined average of 8.9L/100km. Not bad. Not bad at all. Most of my driving was done on the highway so the hybrid system doesn’t have a chance to run off electricity alone at those speeds. Oh, and it’s all-wheel drive. Sun or snow, this SUV is ready for it all. With fuel prices hovering around the $1.40/litre mark, the more kilometres I can get out of a tank, the better. And the Highlander Hybrid made me a happy gal. My conclusion is the 2014 Toyota Highlander Hybrid Limited AWD is competent, potent and a fabulous vehicle, even in eco mode. This Impala is a handsome beast PACIFIC Canadians love smaller vehicles. The best selling passenger vehicles are compact cars and compact SUVs. As much as we like to keep things sensible, there is always a place for larger vehicles. Full-size sedans are not big sellers but some buyers prefer them for long distance cruising and the road-hugging stance that a sedan provides. There are some very good choices out there and the latest is this all-new Chevrolet Impala. The previous Impala was a favourite for company sales fleets or rental car companies, with a minority of buyers choosing them for personal transportation. Looks This is a very handsome car. I can clearly remember seeing it for the first time over a year ago at the New York Auto Show and it was the standout of that event. This new design is striking on several levels. The front design has the signature Chevrolet split grille that was so warmly received on this car that they borrowed it and graphed it into the smaller Malibu. The side has sweeping front windshield and rear window with a high rear deck that provides a sleek silhouette. Prices start at just over $28,000 and the 2LT is fitted with the V6 engine and starts at almost $33,000. Inside It looks and works well, showcasing what GM is doing right. The mixture of materials shapes and colours really makes this cabin pop. The seats can be covered in cloth on the base car, and faux suede seats or leather on the top-

models. The dash is covered in soft-touch materials; I especially like the textured aluminum look around the window buttons and cup holders. The MyLink infotainment system is easy to use, the graphics look good and the screen pops up for access to the hidden storage area with a USB jack. Standard features include tilt and telescopic steering wheel, Bluetooth connectivity, USB, eight-way power driver’s seat and more. But the back seat might be the best part of this car. The legroom has limo-like dimensions and the space side-to-side and headroom is ample. The trunk is also huge with a fold-down rear seat, providing more space than many small SUVs. Drive The Impala is now offered with a 4-cylinder or V6. The base engine is a 2.5L with direct injection unit and 195hp. My test Impala didn’t have this engine but I have used this new engine in the Malibu and I was very impressed with it then; it’s one of the best new

engines I have used. The V6 engine is a 3.6L direct injection unit with a potent 305hp. Both are matched to a 6-speed automatic that can be shifted manually but the shifter is on top of the knob, which is not the best place. The big car platform and independent suspension make for a sure-footed ride with almost a luxury car feel. The road feel is there, but never intrusive. This big sedan can actually handle rather well. This vehicle is not the choice for backcountry road excursions, but it provides a stable and secure feeling. Verdict Consumer Reports recently rated this one of the best cars they had ever tested, right behind the Tesla Model S and BMW 135i. This

new Impala does everything a big car buyer is looking for: it cruises with ease, has more than enough room for five adults, and the interior is quiet and refined. I would suggest that buyers of more expensive Luxury brands like Buick or Lexus give this car a shot, it has all the same comfort but with a lower price point. One main criticism of this new car is the lack of an all-wheel drive system. The Buick LaCrosse offers it, as does the Cadillac – the major difference between these products. Mid-size sedan buyers should also have a look at the Impala offers for just slightly more money. Hopefully this new Impala will not be relegated to fleet sales and rental lots.

We are sad to announce the passing of John David Kragen on May 10th, 2014. He leaves behind his wife Linda Lessard, his children Sadie Watson and Gabriel and Celeste Lessard-Kragen, his two brothers Robert and William and his sister Patricia as well as many friends. John was born in New York City, where he attended Columbia College. He then moved to British Columbia where he resided on Denman Island, in the Kooteneys, and on Vancouver Island before finally settling on Quadra Island in 1991. John was a silviculturist who had a passion for the forests in all the places he lived in. He contributed massively to the reforestation of parts of the interior of British Columbia as well as many areas on Vancouver Island. In the past ten years John developed Huntingtonâ€™s Disease; although his cognitive and physical abilities were diminished, he remained an optimistic, compassionate man who touched all those he met. He will be remembered as a talented, caring, and generous man who loved his family, wood working, skiing, the outdoors, and playing music with friends. We will miss him.

Q: HOW DO I APPEAL A VALUATION FROM ASSESSMENT BC? From Assessment BC’s deputy assessor, Greg Wood Typically, less than two per cent of assessments are appealed. This year it was just under one per cent. If a property owner isn’t satisfied with the assessment of their property, mailed out every January, they can call Assessment BC and speak with an appraiser. Step 2, the property owner may request an independent review, conducted in front of the property assessment review panel. Should the review prove unsatisfying, the property owner may then put the matter before the property assessment review board. There’s not many people who go to that level. Amanda Mills doesn’t work from home – not hers, anyway. The owner of Mills Appraisal Group in Saanich spends her days visiting homes, along with a range of residential and commercial properties around the Capital Region, to determine the value. Mills is a real estate appraiser and while seasoned home-buyers might have a solid understanding of her profession, the average person, she says, doesn’t necessarily know the value of determining a value. “In the course of your lifetime, you will have various issues to deal with, for example, appraisals for probate purposes,” Mills says. “If you’re the executor of an estate, upon the death of a parent, you have to arrange to get the estate in order and have an appraisal done to establish the value of a property. Not a lot of people realize that.” The list of needs for an appraiser – an arm’s length assessor of value, independent of government and a realtor – is lengthy. Appraisals are used for: mortgage financing and re-financing; marketing; setting an independent probable sale price; estate-planning in terms of inheritances or allocations; insurance; purchasing, such as when a buyer is seeking an independent opinion for a property they intend to make an offer on – perhaps an out of town buyer not familiar with the local market; tax purposes, such as when a primary residence ceases to be the primary and the last lived-in value needs to be determined; legal settlement, such as divorce; new construction, such as when banks determine

the value at the various stages of construction, in progress advance reports; subdivision development projects; and strata corporations, now obligated to provide a newlylegislated depreciation report. Mills begins the appraisal process with a visit to the property – one in which few discretionary notes are made. Mills or her business associate take note of the basics: the layout of the home, its square footage, the condition of the property, what amount of updating has been completed, what deficiencies may exist in terms of electrical or plumbing systems and building envelope. The bulk of the work then begins back at the office, when the property is compared to similar properties via the Multiple Listings Service (MLS). Condition of the property is one area where owners can expect the greatest return on their investment, with a fix as simple as a fresh coat of interior paint an easy first step to take. “If a house is not in good condition, people are going to come in and look at it and though it might only cost $3,000 to paint it (they might see) only the effort of doing it. With the added factor of doing it, they might see more than the bare cost,” Mills says. “These days houses are presented in a very good fashion. Sellers and realtors are very savvy about staging a house for sale, so that if a house is not in good condition paint-wise, that’s quite a negative against it.” Building envelope and kitchen and bathroom renos also make Mills’ shortlist of greatest returns on investment pre-appraisal, the latter a home-selling stereotype to which Guy Crozier, president-elect of the Victoria Real Estate Board can attest. On a functional level, swapping out an avocado toilet clearly isn’t as necessary as maintaining a

I would say that on average, kitchens and bathrooms can increase the value – on the money you’re spending – probably by 50 to 70 per cent automatically. The rest you’re doing for your own enjoyment.” The most valuable resource for new home buyers to take advantage of when assessing value,

according to Crozier? Their own two feet. Get outside and see as many properties as possible. “Sometimes, a first-time homebuyer, buying the first or second home that they see can be detrimental. I think they need to see a good variety of homes in a couple of different areas in their price range so they can really start to assess. “And – ask their realtor: ‘What homes have sold in this area?’ So it’s almost like doing their own appraisal.” nnorth@saanichnews.com

The night sky in May brings great views of Saturn and Mars all night long, and possibly a new meteor shower. Mars dims and shrinks quite a bit this month, but it is easy to spot high in the southern sky towards Port Angeles. There is a new comet this month – Comet PanSTARRS. It is visible with binoculars below the Big Dipper looking north from Cattle Point Urban Star Park. A second comet, 209P/LINEAR makes a close pass by earth on May 29 in the north sky under the Big Dipper. At midnight on May 23 and 24, watch as Earth passes through this comet’s dust trail from previous orbits. If this does happen we just might see a new meteor shower with as many as 1,000 meteors per hour. The shower’s radiant point in the sky is near the North Star, Polaris.
