The District of Mission is tightening up regulations on where guns can be fired and increasing the penalty for anyone caught violating the rules. Council passed the first three readings of the new firearms bylaw, which classifies all areas of the municipality as one of four zones. The majority of the district is marked as Area A, where shooting is prohibited. Area B covers Matsqui Island and the Silverdale area west of Nelson Street between the CP tracks and the Fraser River, where only shotguns firing pellets are permitted. Area C, described as the Hoover Lake area, allows the use of a shotgun with shot or single projectile. There are two areas described as D – in the West Stave Lake area between logging roads Rockwell and Kearsley (accessed off Florence Lake Forest Service Road); and north of Cannell Lake. Both will allow the use of rifles or shotguns.

Target shooting continues to be prohibited in the district, except at a legal shooting range. The use of firearms is no longer permitted near Sayres Lake, Bear Mountain or the area near the Cannell Lake Community Watershed. After some debate, councillors also voted to ban the use of firearms on Red Mountain, except at the Mission and District Rod and Gun Club on Dewdney Trunk Road, across from Mill Pond. Red Mountain is roughly the area between Dewdney Trunk Road on the east and Shaw Street on the west, and from the Mission landfill to Keystone Avenue. There are 25 kilometres of trails on Red Mountain, said Mayor Ted Adlem, who favoured excluding the area from firearm use. “It’s a recreation area more than, I think, a hunting area.” Adlem said the rod and gun club is a “positive” organization and the intent is not to harm it. Drop-off Options for Spring Clean-up Leftovers

Whom Should I Call?

Spring Clean-up week is over so what do you do with the leftover waste? Hazardous Household Waste Material can be dropped off free of charge on May 10 only from 9:00 a.m. to 1:00 p.m. at the Mission Recycling Depot. TVs, computers, monitors, paint, Áuorescent light tubes, household batteries and car batteries can be also dropped off at the Mission Recycling Depot for free. The depot is located across from the Westcoast Express parking lot (7229 Mershon Street) and is open seven days a week from 8:30 a.m. to 4:30 p.m. except statutory holidays.

Both on and off-rim passenger vehicle and light truck tires, car batteries, scrap metal and appliances, including fridges and freezers, can be dropped off at the Mission LandÀll for free. The landÀll is located just east of the Stave Lake dam (32000 Dewdney Trunk Road) and is open seven days a week from 8:00 a.m. to 5:00 p.m. except statutory holidays. Toilets and construction materials, such as lumber, carpet, windows, rooÀng and countertops can be dropped off at the Mission LandÀll at a charge of $97.00 per tonne. Drywall is accepted

at $148.00 per tonne. Larger landscaping debris, such as brush and branches, can be taken to the landÀll for chipping and composting at a rate of $61.50 per tonne. Please ensure that any leftover items are removed from the roadside promptly. The district will not be proceeding with an external review to examine and evaluate staffing issues and Mission’s operational capabilities. The motion received unanimous support when it was introduced by Coun. Nelson Tilbury at an April 14 committee of the whole meeting, however, most councillors changed their minds Monday night when they were asked to formally adopt the recommendation at a regular council meeting. Tilbury was the only one opposed to reversing the decision. Coun. Jeff Jewell was absent from the meeting. Tilbury said he’s disappointed with the decision, but is satisfied the issue of low staff morale and bullying by council is being recognized and addressed. He still believes the district has lost “key people” with major knowledge and expertise about Mission to resignations and retirements in the past two and a half years. Last month, The Record reported that nine senior managers have left the District of Mission since the last election in 2011. Last

week, Mission’s director of long-range planning, Sharon Fletcher, also announced her retirement. “When you lose key people, it makes a difference (to the district’s operational capabilities),” said Tilbury. “I’m disappointed we’re going backwards on this … but at the

Tony Luck and Tilbury would retract their statements they made about staff departures being an “alarming trend.” “It’s not a trend,” said Hensman. “It’s simply an ebb and flow.” Both councillors stood by their statements. “At the time I saw things I was worried about,” said Luck. “We’re not just talking about numbers here, we’re looking at people’s emotion as well and the way they’ve been treated … there was an alarming trend.” Discussions behind closed doors didn’t solve anything, and it “finally got to a point it had to come out in public,” Luck continued. “If we keep things behind closed doors, people think they can get away with things.” Luck agreed things have changed for the better. “It’s pleasant around here again.”

Fire victim a caring, lonely man Carol Aun MISSION RECORD

Bill Murphy was a quiet person who kept to himself most of the time. According to his neighbours at the mobile home community in the 32300 block of Lougheed Highway, 86-year-old Murphy was a “good guy” and “very pleasant.” He died last week in a deliberately set fire that consumed his trailer, and neighbours and friends are still in disbelief. The retired ironworker was originally from Prince Edward Island, and had a half-brother and nephew who lived close by. “Everyone was friendly with him,” said Sylvia Cruickshanks, who lived across the driveway from Murphy. “You couldn’t find a nicer person,” added Herman Spanell, who

moved to the park four years ago. Murphy was already living there at the time. He had trouble walking and other health problems, said Spanell. “Bill was lonely,” shared Brent White, who visited his friend several times a week, but didn’t live at the park. “He used to call me three times a day every day and we’d just talk. He never had many friends.” White met Murphy 23 years ago when they lived across from one another on Cherry Avenue. White is from Nova Scotia and the Maritimers developed an instant bond. Even after Murphy moved away from his Cherry Avenue home more than 10 years ago, the two friends continued to see each other regularly. “He didn’t have fam-

ily,” explained White. “I was more family to him than anyone else.” As Murphy’s health deteriorated over the past couple of years, White visited more often. He drove him to the grocery store, the bank, doctor’s appointments, and anywhere else Murphy needed. At one point, White jokingly told his friend he wasn’t his personal taxi driver. Murphy loved to make people laugh, recalled White, who chuckled every time Murphy told the same jokes and stories. “It would make his day if he made you laugh.” Murphy was also a very caring man, said White. “He’s the nicest guy in the world. He never said anything bad about anyone. He had a heart of gold … I can’t imagine anyone who

would want to hurt him.” Homicide investigators continue to probe the cause of a fatal fire that occurred around 5 a.m. on April 30. The RCMP’s Integrated Homicide Investigation Team (IHIT) was called in after local police and fire officials determined the blaze was intentionally set.

City Watch bags a break-in suspect

A hit and a miss for council

Mission’s new firearms bylaw is nearly locked and loaded. It will ban target shooting throughout the district, except at a bonafide range, and also restrict certain areas to shotgun use only. It’s a sound, reasonable piece of legislation that will address a number of ongoing concerns about use of firearms in the district, particularly the Stave Lake area, while still allowing hunters and recreational shooters to enjoy their sports. The district approached the initiative in the right way as well. Rather than make arbitrary decisions based on purely a council perspective, a task force was formed, involving key stakeholders. What resulted is a bylaw that saw the first three readings pass on Monday night without public concern. No doubt there will be some who don’t like the fact they aren’t free to take their guns into the bush and shoot at random. Yet as the situation at Stave Lake made abundantly clear, such uncontrolled shooting makes for a destructive, dangerous situation. When the bylaw receives official status, the message should be driven home in the Stave area – if you’re caught illegally target shooting, you’ll be paying a $500 fine, no excuses or second chances. This was a well-executed initiative. The same cannot be said, however, in regard

to recent concerns over a staffing exodus from the district hall. To date, 10 senior managers have left in the past two and half years, with another announcement of an early retirement just last week. Noting the “alarming trend” of departures of district employees with deep experience and skills, allegedly due in part to micromanaging at senior levels and bullying by council, Coun. Nelson Tilbury received full support in his call for an external review of the situation, and council agreed. On Monday, however, that decision was reversed, with councillors now apparently content that the issue is being addressed. It is unclear what exactly has changed. It is even less obvious why what can only be viewed as a disturbingly high number of departures is no longer of acute concern. How does the public know that the situation has been adequately addressed, or for that matter, fully understood? An external review would have cast light on those questions, and brought a level of transparency and accountability to the issue. As it now stands, the public is being told “trust council, trust staff.” Trust is a word that should be used with the utmost of discretion in politics.

‘Vocational school’ back in style Tom Fletcher

B.C. Views The B.C. government has rolled out its ambitious overhaul of the public education system, from kindergarten to graduate school, much to the horror of its left-wing establishment. The formal title is B.C.’s Skills For Jobs Blueprint: Re-engineering Education and Training. It’s designed to dovetail with the Harper regime’s Canada Job Grant that requires employers to co-sponsor training spaces so they will hire the students at the end. Elementary and middle school curriculum is being revised to increase emphasis on handson experience. High school and post-secondary skilled trades programs are getting more money, but it’s going to be shifted from under-performing programs that don’t lead to jobs. Premier Christy Clark took another swipe at the bias of B.C.’s system before heading to Malaysia, Singapore and Hong Kong on another

liquefied natural gas sales trip. She noted that 20 per cent of B.C. students, and nearly half of aboriginal students, don’t finish high school. “Not only are there kids who don’t graduate, there are kids who graduate, go out and get one or two credentials before they finally find their way into a skills training program,” said Clark, who had her own wander through university campuses before going into politics. A couple of weeks ago, Simon Fraser University president Andrew Petter downplayed the “relatively small” skilled trades shortage for B.C. industry. “We should not be engaged in a zero-sum kind of battle for dollars,” Petter protested. That’s exactly what he and other university executives are looking at, and it will be based on the latest graduate employment data and labour demand forecasts. One of the key architects of this sweeping plan is Jessica McDonald, who shook up the public service while serving as Gordon Campbell’s deputy minister. Her report on trades training confirms what Campbell’s critics in the labour movement have long said: the government’s 10-year experiment with the Industry Training Authority is a rudderless mess.

“Certain partners, particularly organized labour, feel marginalized,” McDonald wrote. “Others, particularly employers and employers’ associations, do not feel heard within the

Over the recent past, several new directions have been introduced such as de-regulation of trades and modular training that have caused strain because they were not fully inclusive during development, were seen to benefit single interests, and they impacted the whole system.” The ITA board is being replaced, with union representation restored, and advisory councils from industrial employers will update their hiring needs. The B.C. Federation of Labour and the construction unions have all but abandoned the NDP after Adrian Dix’s disastrous pitch for urban anti-industry votes last year. B.C. Fed president Jim Sinclair was an early advocate for

rescuing skilled trades from the second-class status they received in a culture fixated on university for two generations. That culture has created glaring problems. There are too many institutions offering the same courses. As with health care, block funding is handed out without any serious effort to measure the results. For many students, university has become an extension of adolescence, finding one’s self through philosophy or film studies. Employers get their share of blame from McDonald. Not only did they chop up trades training to make it cheaper to obtain, their preferred source of skilled workers has been to poach from other employers who paid to train them. Skills-based employment data will be made public for students to make career choices. Finally, students coming out of high school will have a way to assess what they can expect after $50,000 or more is spent on higher education. It’s about time. Putting children at risk The Ultimate Dish I’m a mother of three children attending West Heights Community School. I need to express my anger and outrage at the way people are disrespecting and abusing the building and grounds of our school.

For days I have been picking up shards of glass spread throughout the school yard. Whether the glass is from vandals smashing windows or throwing bottles, I’m sick and tired of having to worry about my child’s safety

at their own school. We have to dodge speeders on the road on our walk to school, avoid being cut by glass, and look at boarded windows. I don’t understand what is wrong with people. How can any-

Council should look in mirror Misdirection is a ploy used to direct your attention at some irrelevant distraction instead of what’s happening right in front of you. Mr. Trustham’s response to my earlier letter is full of misdirection. His personal attack on me is intended to direct attention away from the fiasco happening right in front of us at city hall. His opinion of me, my 35-year award-winning career, and my so-called legacy is completely irrelevant to the problem at hand. Mr. Trustham sees

“fog.” My observation of a crisis of leadership and management at the district is clear. The serious and expensive staff exodus due to bullying and micromanaging by the mayor, council and the CAO is clear. The collapse of staff morale and the resulting loss of dedication and productivity is clear. The fact that a majority of councillors adopted a vote of non-confidence in the mayor is clear. My concern regarding a dysfunctional council behaving worse than children is clear.

Any “fog” about all of this is caused only by a lack of insight. Mr. Trustham clearly supports these archaic, stone-age management practices. I do not. I expect most people would agree that staff deserve to be treated with respect and dignity, just as they would like to be. I expect most people would agree that the loss of such extensive knowledge and experience is a bad thing, not a good thing. I do not know on what Mr. Trustham bases his

views. I base mine on my observations, and many conversations with the people who have suffered through this misadventure. It is shameful treatment that should not be tolerated. Council is now engaging an expensive consultant to discover how to “repair relationships with staff.” I suggest that a quick glance in any mirror will reveal both the problem and the solution. Don’t blame workers Police not targeting 4x4’ers

Re: Mounties step up patrols at Stave Lake, April 25 edition. I am writing in regards to your story about the police stepping up patrols in the West Stave Lake area as your headline is over the picture of a four-wheel drive vehicle. This makes a direct implication that police are cracking down on people who engage in 4x4 recreation in the West Stave area. This isn’t the case. It becomes evident as you read through the article. The crackdown is directly related to “widespread illegal gun activity, vandalism and garbage dumping.” There is also mention of an unlicensed motorcycle. None of this is related to the four-wheel drive vehicle pictured. Police are not cracking down on this activity.

What also isn’t mentioned is that the Four Wheel Drive Association of BC hosts cleanups of this very forest service road system to address the garbage dumping, and we have been doing it for the last 12 years. During this time, our volunteers have removed more than 120,000 kg of garbage and steel. That is 120 tonnes of garbage removed by nearly 5,000 volunteer hours over those years. The Four Wheel Drive Association of BC is working directly with the District of Mission and the representatives from other important proponents of the Interpretive Forest initiative to secure 4x4 access for the residents of Mission and all British Columbians to this public land. In response to Bob Trustham’s letter on May 2, as a proud union member, I take it very personal that he places all of the district’s poor financial accountability on the backs of the CUPE members here in Mission. I find it very offensive and disrespectful to once again read a letter blaming the workers for any of this. It is this type of right-wing thinking that has gotten municipalities and other governments in financial trouble. It is their right-wing agenda and policies that have created this mess. Stop blaming the working middle class. We did not create these problems. Good-paying jobs, not only in the public sector, are good for the local economy. Our elected politicians need to follow this simple guideline: Tax fairly, spend wisely and regulate to protect the people. Make your politicians accountable, at all levels of government.

Maintaining sobriety after struggling through years of addiction is no small feat, but if anything can motivate, it’s a mother-child bond. Mona, 47, of Mission, is no stranger to these difficulties. She entered alcohol and drug recovery for the first time at Union Gospel Mission’s Lydia Home in 2005. Despite having deepseated addictions for decades, she has stayed clean and sober for nine years without a relapse. A motivating factor in Mona’s life is building a healthy relationship with her 14-yearold daughter Catalina. By focusing on Catalina, Mona is giving her daughter the childhood she never had herself. Mona started drinking at age seven, when she would sneak alcohol from her mother, who herself was struggling with alcoholism. Mona was kicked out at age nine. Homeless on the streets of Chilliwack, she had to steal food, clothes, and other essentials for survival. Due to her theft, Mona spent

time in youth detention, and was subsequently tossed between group homes. Mona lived in many cities in her adulthood across North America before ending up back in Mission, when she became pregnant. With the help from Catalina’s grandparents, Mona was able to raise her child, but she was too deep in her addictions to reach her full potential as a mother. After years of this difficult lifestyle, Mona finally was ready to get clean and attempt to build a relationship with her daughter. A group of loyal friends helped her enter into the program at Lydia Home. “I could not have made it without the staff,” Mona explained. Once she completed her three-month stay, she had a five-year-old daughter waiting for her. “When I left recovery I was totally scared. What do you do with a kid? For the first time in my life I acknowledged my little girl.” Despite her fears, Mona successfully navigated parenthood and

built a strong connection with her daughter. As Catalina remembers, “she was actually there trying to cook for me and talk to me. It felt really different… I was happy.” To this day, Mona is actively working on her parenting skills. She takes weekly parenting classes where she learns how to communicate with teenagers. “I want to listen to my daughter,” says Mona. “I want it to be different for her than it was for me. I want her to have what I didn’t have – an education and a mother.” Mother’s Day is particularly meaningful for Catalina and Mona. It’s not just a chance to spend time together, but a benchmark of the extremely positive strides Mona has made. Every Hatzic Secondary School (HSS) student who partic-

ipated in the Worldstrides Heritag e Music Festival in Seattle last weekend helped bring home a medal. The Affirmation Vocal Jazz Choir won gold, the Chamber Choir and the Jazz Band each took home

a silver, and the Concert Band earned a bronze. Grade 12 student Lauren Berg was also named top vocalist at the festival. A total of 59 students made the trip. â€œI knew they all did really well, but I was still surprised,â€? said

Joseph Heslip, one of three music teachers who trained the students, ranging from Grades 8 to 12. â€œItâ€™s a fairly prestigious festival and it was one of the largest ones (Seattle) had â€” there were two awards dinners.â€?

Participants from across the USA and Canada competed. Heslip said Bergâ€™s honour came as a surprise to the Hatzic group because they did not know about the award. Berg had impressed judges with her rendition of Frank Sinatraâ€™s Come Fly With Me during a solo performance with the Vocal Jazz Choir. â€œShe did really good,â€? said Heslip. â€œIâ€™m sure itâ€™s the first of many awards for her. She will go on to do great things.â€? Hatzic students compete in a music festival every year. Last year the Vocal Jazz Choir also won gold at an event in Whistler, but this yearâ€™s accomplishments have raised the bar, added Heslip. â€œIâ€™ve had the pleasure of working with great groups (of students) in the past, but the chemistry and desire was strong this year,â€? he said. â€œThe kids loved it and they worked hard at it.â€? Fraser Health urges more moms to donate breast milk for others ‘Gift of health’ improves outlook for premature babies Jeff Nagel BLACK PRESS

Lactating mothers are urged to consider donating some of their milk to help others who aren’t able to breastfeed their own babies. Fraser Health has opened 10 new human milk donation depots at public health units in Hope, Agassiz, Mission, Langley, Cloverdale, Guildford, North Surrey, New Westminster, Port Moody and Burnaby, in addition to existing ones in Chilliwack, Abbotsford and Maple Ridge. Women who have been screened can collect breast milk at home, freeze it and donate it at those locations. It’s transported to the provincial milk bank at BC Women’s Hospital where it’s pooled, processed and pasteurized.

Most of the donated milk goes to feed premature and sick babies in neonatal intensive care units (NICUs) who are at high risk of illness and infection. “With Mother’s Day just around the corner, we are asking all breastfeeding moms to consider giving the gift of health to our most fragile patients by donating their breastmilk,” said Fraser Health project development nurse Sidney Harper. A devastating bowel disease called necrotizing enterocolitis is much more common in premature babies that are fed formula instead of human breast milk. Mothers in some cases struggle to provide milk or aren’t permitted to as a result of illness or medications they use. Fraser Health plans

Dining on Mother’s Day Mother’s Day is right around the corner, and this special holiday serves to honour all those women who devote so much time and effort to their families. While gifts and other trinkets are certainly part of the celebration, a vast majority of children opt to treat Mom to a night out on the town. BC Hydro customers who refuse to part with their mechanical power meters will continue to pay $32.40 a month for manual meter readings, with a refund on the balance of the $35 they’ve been paying since December. The B.C. Utilities Commission ruled on BC Hydro’s smart meter opt-out fees Friday, after an order from the B.C. government required the regulator to approve fees covering all of BC Hydro’s costs. A $20 a month charge will continue for BC Hydro customers who accept a digital meter with the radio transmission function turned off. The commission cut the one-time fee for disabling the meter radio to $22.60, far below BC Hydro’s proposed $100. Most of BC Hydro’s nearly two million customers now have fully functioning smart meters, which send daily readings to a collection network and signal when power goes out and comes back on. A few customers maintain the meters present a health hazard, but commissioners rejected testimony from smart meter opponents, noting that their spokesmen were unqualified and in most cases repeating false or exaggerated claims in order to sell solutions to the purported hazards. BC Hydro spent nearly $1 billion to upgrade its grid, forecasting savings from automatic meter reading to faster detection of outages and elimination of power theft from meter bypasses. The commission also reduced fees for customers who move and request a radio-off meter at their new address. To switch from a mechanical meter to a radio-off meter will cost $77.60, reduced from the BC Hydro’s proposed $100. Going from one radiooff meter to another will cost $132.60, down from the proposed $155 that includes activating the meter in the former residence.

Anti-Spam Legislation: How to E-Market after July 1, 2014 Information Provided by Constant Contact

Let’s face it we all hate those emails that pile up in our inbox, squeeze our data and end up in filling our deleted box. Whether for Viagra, contests, or a lost relative in Ghana, they have spammed us to the point of government legislation. On July 1 the federal government is enacting the CASL (Canadian Anti-Spam Legislation). According to the CRTC it “will better protect Canadians while ensuring that businesses can continue to compete in the global marketplace.” CASL requires the sender of a commercial electronic email obtain permission BEFORE they are allowed to send to the email recipient. In addition, the law mandates commercial emails contains truthful header and non misleading header information, proper identification of the sending party and time limit. According to the Canadian government, any email sent to/from a Canadian computer, mailbox or network falls under jurisdiction of CASL. While this law will not stop spam, it does make most spam illegal and ultimately less attractive to spammers. The law is specific about requirements to send commercial email and empowers the federal government to enforce the law. The penalties can include a substantive fine and/or imprisonment for up to 5 years. Though it seems onerous, there are simple steps organizations can take to make sure they are compliant with the new law. First you need to know if CASL applies to your e-marketing. If these statements apply then it does: • Is the message “commercial?” CASL applies to any message where the intent is to encourage the recipient to participate in a commercial activity. • Is the message sent to an electronic address? This includes email accounts, telephone accounts, instant messaging

accounts, or any other similar account. (Live and recorded voice as well as fax messages are excluded from CASL.) CONSENT IS A KEY PIECE OF THIS LAW. As a marketer you need to know the difference between Implied and Express consent. IMPLIED – you may only have implied consent if the following apply: • An existing relationship is in place – with a business or non-business (e.g., volunteer relationship). • The recipient: 1) publicly displayed electronic information (email, SMS, social handle, etc.) or 2) disclosed his/ her electronic information to sender; and didn’t ask not to receive messaging; and the message is related to the recipient’s business. EXPRESS – exists if the following conditions apply: • Clear notice was provided to the recipient that they were giving consent. • That notice described the purpose of the messages the recipient will receive. • The sender provided the CASL prescribed information. You need to confirm or obtain consent. Confirm that you have either express or implied consent to send your messages. If you didn’t explicitly ask for permission or do not have implied consent to mail a contact, you will have to reconfirm their consent. Email addresses obtained with implied permission must be removed after 2 years unless explicit permission to email them has been received. SECONDLY, IDENTIFY – you need to be truthful and straightforward in your subject line. Make sure that your email campaign's "Subject" line is straightforward, not mis-

leading. A marketer cannot advertise "Everything 50% off" in the subject and then only offer 25% off in the message below. This is enticing the recipient to open the message under false pretenses and against the CASL law. Moreover, you must clearly and simply identify yourselves and anyone else on whose behalf the message is sent. That includes a postal address in your email campaigns. Constant Contact for example requires that you add a physical address before you can schedule a campaign: make sure that this address is a valid physical postal address for your organization. Additionally, in every message you send, you must provide a way for recipients to unsubscribe from receiving messages in the future. If you aren't already doing so, any unsubscribe requests that come to you via a reply to your email must be honored immediately. Unsubscribe requests never expire. You must honor all opt-out requests indefinitely, regardless of future mailing platforms, unless you receive a new explicit opt-in request for that address. The Mission Regional Chamber of Commerce, together with the BC Chamber of Commerce and its member Lower Mainland chambers, is calling on the provincial government to reject proposed Bylaw 280. “This bylaw is basically a tool to ensure fuel for an unnecessary incinerator – and taxpayers and businesses are getting the bill,” said John Winter, president and CEO of the BC Chamber. The bylaw sets the stage for tipping fee hikes on businesses that could amount to up to 100% or more within a few years in order to fund operating and capital costs such as a new waste-to-energy incinerator. There is strong concern with the bylaw

for effectively shutting private industry out of providing cheaper, greener solutions to Metro Vancouver’s waste management needs, such as mixed-waste material recovery facilities (MRFs). “Private industry is ready and willing to put its money on the table, and take on all the financial risk, to help Metro exceed its waste reduction target before more tax dollars are invested in disposal options,” Winter said. “Metro Vancouver needs to take a good hard look at those opportunities, rather than barrelling forward with a plan that leaves taxpayers and businesses on the hook for a $500 million incinerator that we simply don’t need.” The BC Chamber and the Chamber

network across the region stands opposed to both proposed Bylaw 280 and the broader incinerator plan. Among other things, the Chamber network has voiced concerns with the incinerator project’s business plan, which is premised on securing funding from two tiers of government plus achieving BC Hydro preferential rates for electricity produced. The plan to achieve ‘green’ rates from BC Hydro for incinerator-generated power has been revealed as a non-starter. “Thus far, all viable options have not been on the table,” Winter said. “And we’re convinced that our region can, and must, do better.”

Silver Creek: Quality of life in your backyard Another phase is developing at the Silver Creek Industrial Park on the west side of Mission. The newest phase will be located on Fraser View, a cul-de-sac to the west side of the existing buildings. Buying the right motorcycle for the right price By Alexandra Straub

You’ve got your licence, you’ve got your proper gear, now all you need is your motorcycle. Here are a few things to consider before signing on the dotted line. Budget Establishing a budget is probably the most important thing to outline when it comes to your new ride. If you’re buying used, this is particularly important. You might be tempted to spend an extra couple of thousand on the bike of your dreams. But if the dream bike just happens to be a nightmare and costs you an unanticipated fortune on repairs, you might find yourself in a pickle. New or Used? There are differing benefits to buying new or used. New bikes have warranties, but a used bike that might not be too old could still have one. Is buying either way better than the other? Not

necessarily. Buying used you could get a more upscale model for your budget. Private Sale or from a Dealership? Speaking from experience, buying through a private sale can be a good way to go, especially on a budget. I found my bike on Craigslist. But if you can’t pay cash up front, dealers generally have financing or payment plan options. Private sales don’t. Dealers also have most likely done a tune-up or some service in preparing the bike for the sale. Check the VIN through ICBC or a trusted database It might cost you a few extra dollars, but it can save you multiple headaches in the end. It will show if the bike has been in

any reported accidents and detail the damage. It’ll also show if there is money owing on the bike or if it was reported stolen. Keep in mind, if the bike is from out of the country, the record likely won’t show. When I went to buy my first bike, I had my heart set on a beautiful Yamaha R6. It looked brand new and perfect. The seller said it had never been in any accidents and had all original parts. I left thinking

that the next day I’d be riding this beauty home. However, I paid my $20 (at the time) and found out the bike had been in two accidents with damage costs of more than $3,000. If you’re buying through a dealership, they might even have the bike’s history on hand for you. It never hurts to double check. The Myth of Displacements continued on page 30

Many new riders like to set a cap on the cc displacement they’re willing to get for their first bike. I had a reader write me asking what he should get. He’s 6’2”, 220 pounds and had long limbs. He didn’t want anything higher than a 250cc though. I asked him why. He said he wanted something manageable for his first bike. With long arms and legs, a 250cc bike wasn’t going to fit him! Or vice versa. I told him to look at cruisers, like the Harley-Davidson Sportster, Honda Shadow, Suzuki Boulevard S40, Yamaha Bolt. They might have a higher displacement but they’re going to be easy to manage and work much better with his body. What did he buy? A used 2006 Honda Shadow 750cc. And he loves it. I recommend buying a bike that you are comfortable on, both physically and mentally. Test Rides Private sellers won’t generally let you test ride, but ask. Dealers are more open to this, especially with newer models because they have demo fleets. Mechanical Inspection If you’re buying used, and you are this close to making the decision, before you go to the bank and give up your savings, spend an extra $100-$200 to get a motorcycle mechanic to look at your potential purchase. Private sellers will generally ride the bike down to a location of your choice and let the mechanic work their magic. The mechanic will then let you know what things might need to be worked on in the near or distant future. If the seller thinks it’s too much work, then it’s your call if you want to continue to work with them. I wouldn’t buy a bike without knowing what I’m getting into. alexandra.straub@drivewaybc.ca

MINTY William Alexander 1920 ~ 2014 William Alexander (Bill) Minty passed away peacefully in his sleep on April 23, 2014 at his home in Red Deer, Alberta. He had just celebrated his 94th birthday. Bill, a long time resident of Abbotsford, BC, spent his last few years in Red Deer, AB where he could be closer to his children. While in Abbotsford, Bill was active in the old time country music scene, playing his button accordion or the drums at dances, concerts, competitions and seniors lodges. He and his music will be greatly missed until we meet again. Bill is survived by his son Ken (Denelda) Minty of Cold Lake, AB; daughters Jane (Bart) Jensen of Red Deer, AB and Sydna (Jean) Ascione of Raymond, AB as well as 9 grandchildren and 14 great grandchildren. At Bill’s request, cremation has taken place. A memorial service will be held at the Church of Jesus Christ of Latter Day Saints (Bower Chapel), 3002 - 47 Ave., Red Deer, AB on Saturday, May 24, 2014 at 2:00 pm. Al Giesbrecht late of Abbotsford, BC passed away on Tuesday, May 6, 2014 at the age of 78. He is survived by his 3 daughters; Sharon (Dale) Stewart, Barb Sweeney and Yvonne Loewen, 7 grandchildren, 4 great-grandchildren, 2 brothers, Dan (Grace) Giesbrecht, John (Virginia) Giesbrecht and 1 sister, Irene (Ken) Duncalfe. He was predeceased by his wife Selma in 2010. Al was born in Steinbach, Manitoba on September 15, 1935 and came to live in BC in the late 1940’s. There he met the love of his life, Selma Klassen and married her on August 17, 1956. Trucking was in his blood. He started out driving a concrete mixer and then went on to long distance hauling with Vedder Transport where he worked for 20 years. He loved the road and went by the CB handle of the Blue Goose. Sadly in 2010 Selma passed away and the last few years were lonely for Al. So now he’s gone to be with the love of his life. Blue Goose, over and out. A visitation will be held on Wednesday, May 14, 2014 from 7 - 9 pm at Henderson’s Fraser Valley Funeral Home. Funeral Service will be held on Thursday, May 15, 2014 at 11:00 am at Henderson’s Fraser Valley Funeral Home, 34537 Marshall Road, Abbotsford, BC, with Major Lynda Richardson officiating. WELFORD Patricia (Pat) Feb. 12, 1935 ~ May 3, 2014

Pat passed away peacefully at home surrounded by her family. The love that was present in that room at Pat’s passing was a tribute to the woman who had lived a life that fulfilled the great commandment of “love one another”. Despite the ravages of ALS Pat never gave up her role of wife, mother, sister, grandmother and great-grandmother. She is survived by her husband Peter and a marriage that lasted a wonderful fiftynine years. Pat and Pete emigrated from England to Canada in 1975, they settled in BC and raised four great kids - Gary, Mark, Shelley and Patrick. They were the apple of Pat’s eye and woe betide you if you made any less than complimentary remarks about her brood! Pat is survived by her daughters-in-law Lori, Pat, Kathy and son-in-law Rick. Over the years Pat and Pete were thrilled to welcome into the family home grandchildren Adam, (Melissa), Kent, Danielle (Daniel), Lauren, Hailey (Mark) Megan, Emily. Kelsey (Brody), Miles and finally Kimberley. To round off the family the arrival of a great-granddaughter little Lily, she completed the Welford brood. Pat was thrilled to have so many to love and dote on. Others that will so miss our Pat are brother Pete (Christine) from California, sister Linda (Tony), and sisterin-law Peggy, who reside in England. All have been blessed by the seventy-nine years that the Lord gave Pat, she left an indelible mark on all the lives that she touched, she will be forever missed. A celebration of Pat’s life will be held at Henderson’s Fraser Valley Funeral Home 34537 Marshall Road, Abbotsford on Saturday, May 17th at 3:00 pm. VUKSAN, Milan (Mikey) May 3, 1980 - April 28, 2014 On the early morning of Monday April 28th 2014 Milan (Mikey) Vuksan passed away at Abbotsford Hospital surrounded by his close family and friends.
