Man and women alleged to have stolen items from Abbotsford to Squamish
Surrey pair accused in 55 break-ins by Monique Tamminga
A 19-YEAR-OLD man and 23-yearold woman from Surrey are facing dozens of charges, accused of keeping a hotel room and storage locker filled with stolen goods taken in a possible 55 different break-ins from Abbotsford to Squamish. On April 23, the Integrated Municipal Provincial Auto Crime Team (IMPACT) Enforcement Team observed an unoccupied Ford F350 pickup truck in Surrey and determined it had been stolen in Maple Ridge Insp. Peter Jadis on April 10. The vehicle was associated to a break in at a house in Langley on April 19. On April 23, a male and female drove away in the Ford F350 and were arrested a short distance away. A search of the vehicle and a hotel room in Surrey used by the pair revealed items that had been reported stolen from vehicles and homes during the last four weeks from Squamish to Abbotsford. Surrey RCMP were called to a house on Thursday (May 1) in the 13600-block of 111A Avenue at about 6:15 p.m. where they discovered the women, who have since been identified as Kathleen Maximuik, 61, and her mother Anne Shouchuk, 81 Police say Maximuik was Shouchuk’s daughter. Danica Baldwin, 15, lives two doors away and knew the pair of women. “They’d come out once in a while when I delivered the paper,” Baldwin said. “They were really friendly. They were really nice
ladies.” Baldwin thought they were on vacation, because she hadn’t seen them in a few weeks. She said a man came to the home on Thursday night and knocked on the door. She believes he was a relative. Police also say it was a relative who found the pair of women and called the police. Area residents describe the neighbourhood as extremely quiet, and a great place to raise a family. Baldwin said it’s frightening to have a killing so close to home. “It’s scary, I live right here,” she said. See RCMP / Page 4

The good news for Newton was that robbery was down 18 per cent, theft over $5,000 dropped 65 per cent and arson fell by 50 per cent. All those offenses dropped by similar magnitudes city-wide. In addition, the number of people caught with cocaine dropped by 47 per cent in that community. However, drug offences in Newton jumped by 22 per cent this year. It was the only community that saw an increase. Police enforcement increased in Newton since the tragic murder of hockey mom, Julie Paskall on Dec. 29 last year. More members have been added, along with bike patrols and private security around the Newton bus exchange. Despite the best efforts, total violent crime was up 10 per cent in Newton in the first quarter of this year, compared to the

Vision to be tested
E
ven before Surrey Mayor Dianne Watts went public last weekend with her decision not to seek a fourth term, much had been made of her popularity with voters. According to major-media pundits, for three terms Surrey residents have been nothing but entranced with the mayor and her vision of the city as an urban centre, rather than a suburban bedroom community. But her announcement, coinciding as it did with the official opening of the city’s new “$97-million” city hall, only reinforces an impression, locally, that the end of an era has been reached. The paint hadn’t dried on this jewel of Surrey’s new city centre when some began sniping at the potential cost to taxpayers – as high as $150 million – particularly in light of other pressing needs, such as an improved RCMP presence and repairs to badly pot-holed roads. And while some were thrilled with Watts’ apparent about-face last year on the now-dead South Surrey casino project, others wondered why she let it go so far without criticism, and still more were wondering whether her deciding vote was misplaced. Cracks have already appeared, of course, in the unified front of Watts’ “non-party” Surrey First, with last month’s departure of Coun. Barinder Rasode to sit as an independent. Some of Rasode’s departing complaints have to do with transparency – that too much of the business of Surrey has been run out of the mayor’s office, rather than debated openly in council chambers. There have been others who have expressed disenchantment during Watts’ reign with what they have seen as a pro-development agenda, saying that the rampant building-out of areas have mocked Surrey’s theoretic commitment to green space. This isn’t to say Watts hadn’t had an incredibly successful run as mayor. She has, both as judged by many residents and business people, as well as by the abovementioned pundits, who have given her that elusive elongated honeymoon period. But whoever follows in Watts’ footsteps should be forewarned: As planned phases of development begin to come to fruition, there is every indication the current approach to urbanization will be increasingly tested, as ordinary residents observe more rural land being swallowed by cookie-cutter subdivisions.

he B.C. government has rolled out its ambitious overhaul of the public education system, from kindergarten to graduate school, much to the horror of its left-wing establishment. The formal title is B.C.’s Skills For Jobs Blueprint: Re-engineering Education and Training. It’s designed to dovetail with the Harper regime’s Canada Job Grant that requires employers to co-sponsor training spaces so they will hire the students at the end. Elementary and middle school curriculum is being revised to increase emphasis on hands-on experience. High school and postsecondary skilled trades programs are getting more money, but it’s going to be shifted from under-performing programs that don’t lead to jobs. Premier Christy Clark took another swipe at the bias of B.C.’s system before heading to Malaysia, Singapore and Hong Kong on another liquefied natural gas sales trip. She noted that 20% of B.C. students, and nearly half of aboriginal students, don’t finish high school. “Not only are there kids who don’t gradu-

advocate for rescuing skilled trades from the second-class status they received in a culture fixated on university for two generations. That culture has created glaring problems. There are too many institutions offering the same courses. As with health care, block funding is handed out without any serious effort to measure the results. For many students, university has become an extension of adolescence, finding one’s self through philosophy or film studies. Employers get their share of blame from McDonald. Not only did they chop up trades training to make it cheaper to obtain, their preferred source of skilled workers has been to poach from other employers who paid to train them. Skills-based employment data will be made public for students to make career choices. Finally, students coming out of high school will have a way to assess what they can expect after $50,000 or more is spent on higher education. It’s about time. Fine drivers, not pedestrians
RE: “POLICE HIGHLIGHT jaywalking dangers” (The Leader, April 24). The assumption in this article is that all the fatal accidents involving pedestrians happened because of jaywalking. In fact the majority occur in marked intersections. In Newton, two of the most dangerous places to cross the road are at intersections. As a pedestrian, when the crosswalk turns green, I have to notice cars going through the intersection at me, cars turning right into me and cars turning left
into me. Half a block away I only have to look left to cross to the median then look right to cross to the other side. I have heard of two seniors crossing at what is a relatively safe spot and receiving a $75 ticket (two weeks grocery money). Let’s fine the bad drivers not the poor, fearful pedestrians. Terry Brown

Two ambulances responded, a cardiac care unit arrived and my vitals were

Vancouver residents and businesses are still chucking unwanted electronics in the trash despite them being banned from landfills. Electronic waste made up 35 per cent of all recyclable materi-
als that were found to have been improperly put in the garbage last year, up from 20 per cent in 2010, according to a Metro Vancouver report. Computers, TVs and related electronics were banned from disposal by the regional district a year after depots
began collecting them in 2007 for verified recycling, and the e-waste recycling system expanded further to include virtually any item with a battery or a power cord by mid2012. Metro contracts seven independent inspectors to check

hort product cycles have made new car buying more of a challenge than ever before. Consumers cannot keep up on all the new technology. Carmakers are struggling as well. Ford Motor Company’s ‘disappointing’ first quarter profits translating into a market value $2-billion under expectations are directly linked to an adjustment of $400 million set aside to fix vehicles still under warranty. It turns out, as a Reuters’ report put it, “the proliferation of systems and features including multiple airbags, traction control and touch-screen dashboards can create as many inconveniences as … comforts.” The same report went on to note “hybrid engines and other innovations such as … the new allaluminum-bodied F-150 pickup, for example, layer on further engineering risks.” Complex computerized systems can be tetchy—as almost everyone knows—and in connection with other systems and new materials can produce unintended consequences. The dynamic relationship between cell phones and cars may be one of the best examples of this. In a short two decades, making a phone call on the road has gone from stopping at a phone booth to in-car, hands-free calling utilizing blue-tooth technology linking the driver’s cell to the voicecontrolled car-phone utility. Short of this, however, is the ever-tempting ease of direct cell phone usage to talk or text while driving, a now normal-when-not-driving behaviour that,
while driving, is as risky as drunk driving. Such behaviour is now illegal, and drivers are constantly reminded not to do it. But nothing works quite as effectively as an automatic ‘off ’ switch and so, no surprise, one has appeared. On April 22, 2014, the U.S. Patent and Trademark Office awarded Apple a patent for “Driver handheld computing device lock-out,” technology that intelligently determines whether a device user is driving and, if so, partially disables all of the distracting phone functions for the driving period. The patent describes two main methods for blocking select iPhone features. The first method requires no input from the car. The iPhone’s accelerometer, cameras, light sensors, GPS receivers and other sensing components determine when a user is driving and, if so, trigger a lock-out mechanism. In the second method, the car itself transmits blocking signals to the driver’s iPhone that effectively disable it from receiving and sending texts and performing other Smartphone functions while driving is underway. The technology is also designed to distinguish between drivers and passengers and thereby allow a phone to be used in a car by a passenger. (What a relief!) The patent application reportedly notes that such a mechanism would be “a significant selling point in the eyes of concerned parents, and it could lead to legislation that would require all handheld computing devices to disable texting while driving.” It also notes that the application was first filed for in 2008 and credits John Greer Elias as its inventor. incoming loads of waste at its transfer stations for banned materials. They issued more than 5,800 violation surcharges against waste haulers who arrived with too high a proportion of recyclables last year. Metro solid waste manager Paul Henderson said he’s not surprised that e-waste has now passed cardboard as the top category of material drawing the most violations. “Our inspectors are now looking for more types of electronics than they were previously,” Henderson said. “That category has gotten broader and broader over time.” The rate of illegal dumping violations climbed from 3.2 per cent of loads checked in 2012 to 3.7 per cent in 2013. A staff report to Metro’s zero waste committee shows cardboard has declined from 30 per cent of material violations in 2010 to 18 per cent in 2013. Inspectors also report declining amounts of banned paper and yard waste – also subject to wellestablished bans. Officials say that indicates the overall success of the material ban program in encouraging waste diversion. Paint containers were also banned from the dump in 2011 and have climbed from six to 11 per cent of violations, in part because Metro ordered tougher enforcement on that category. Incoming loads are allowed to contain a maximum of five per cent banned materials. A total of $453,800 in disposal ban surcharges were levied in 2013. According to the report, commercial haulers were to blame for most of last year’s violations – they collectively had an 8.9 per cent rate of violations. Waste haulers are supposed to watch for banned materials and The violation rate was 3.4 per cent of loads collected by municipal garbage trucks, and 0.6 per cent for residents who dropped off waste at transfer stations themselves.

Fraser Health halts fecal transplants Doctors insist therapy is a life saver by Jeff Nagel FRASER HEALTH has
halted plans for an unusual treatment of implanting feces into patients threatened by potentially deadly infections after the federal government objected. Fecal transplants are thought to be a way to introduce healthy gut bacteria that can crowd out and replace dangerous bacteria such as C. difficile. Stool from healthy patients can be added via enema or a tube down the throat. Doctors at Burnaby and Ridge Meadows hospitals were to provide the therapy to patients whose recurring C. difficile infections haven’t been cured by antibiotics and have battled chronic diarrhea. The physicians have argued fecal transplants are effective and could have saved the lives of multiple patients who died of C. difficile infections at Lower Mainland hospitals in recent years. Health Canada, which considers the treatment investigational, recently stated it can only be performed within clinical trials, which it has authorized in other provinces but not in B.C. Dr. Elizabeth Brodkin, medical director of infection prevention and control at Fraser Health, said Fraser has put the pilot project on hold in response but she still strongly supports the concept. “We are fully committed ... we know it can save lives,” Brodkin said. Fraser Health didn’t believe fecal transplants would be considered an experimental drug limited to clinical trials until it got notification from Ottawa. “We aren’t considering a clinical trial for this procedure, as we feel there have been sufficient clinical trials to show that this treatment is safe and effective,” Brodkin said. She said the health authority first confirmed that the College of Physicians and Surgeons of B.C. had no objection to physicians using the treatment. Brodkin points to a European trial that was halted early after it cured 94 per cent of C. difficile diarrhea sufferers compared to 27 per cent for the powerful antibiotic vancomycin. The findings, reported in early
2013 in the New England Journal of Medicine, concluded it was significantly more effective than antibiotics – three to four times more likely to cure the infection. Fraser Health’s first fecal transplant was performed in 2010 at Burnaby Hospital by Dr. Jeanne Keegan-Henry. season-best outing last Thursday at Mackie Park in North Delta, ending their seven-game losing streak with a 13-2 victory over the North Delta Blue Jays. The Chiefs exploded for seven runs in the top of the first inning, taking advantage of four hits, two walks and a pair of Blue Jays errors. A double by Max Williams brought in three runs while a wild pitch and a dropped third strike allowed to other Chiefs base runners to score. Colton Wright’s two-run single was the highlight of a three-run third inning for Whalley, and a two-run double from Jacob Robazza was the key to three more runs scoring in the fourth. “I hope this will be a confidence-builder,” said Chiefs general manager Paul Hargreaves. “Winning, like losing, is contagious.”
The Blue Jays scored their two runs in the bottom of the fifth inning on a sacrifice fly from Matt Gillen that scored Mike Smith and a fielder’s choice that allowed Curtis Hildebrandt to cross the plate.

Rasmussen picked by the Americans Michael Rasmussen of Surrey was a first round selection in last week’s Western Hockey League Bantam Draft. The 15-year-old was claimed seventh overall by the Tri-City Americans. Currently playing and training at the Okanagan Hockey Academy (OHA) in Penticton, Rasmussen is a 6’2” 180 lbs. centre. In 59 games with the OHA’s Bantam team, Rasmussen scored 41 goals and 87 points in 59 games played with 123 penalty minutes. Prior to joining OHA, Rasmussen played seven seasons with the Semiahmoo Minor Hockey Association.

Selects claimed the U13 Girls A Coastal Cup last month, blanking the Port Coquitlam Castilians 2-0 in the final. The Selects didn’t concede a goal in the Coastal Cup tournament, winning three games by a 6-0 aggregate. They were one of eight local teams to win a Coastal Cup final. All Coastal Cup finalists have qualified for provincial championships in July. “This club dug down deep all season and played with determination and consistency. Their focus and perseverance was amazing,” said head coach Gordon McGahey. The Coastal Cup finals in 22 age groups and categories were played April 26-27 in Richmond. The win was one of two by the Delta Coastal club, which draws players from Surrey and Delta. The Delta Coastal Selects also won a Coastal Cup in the U14
Boys A group, edging the upper Vancouver Island Riptide 2-1. The Delta Coastal Sting fell 1-0 to Surrey FC Pegasus in the U15 Girls A final, one of three Coastal Cup titles for the Surrey FC club. Surrey FC Pegasus also won the U15 Boys A Coastal Cup final with a 2-0 win over Coquitlam Metro Ford United, while the Surrey FC Rangers edged KLM United 2-1 in the U14 Boys B Cup final. The Surrey FC Ravens fell 1-0 to the South Burnaby Metro Strikers in the U15 Boys B Cup. Surrey United also claimed three Coastal Cup championships. Surrey Guildford United edged Surrey FC Pegasus 5-4 in the U18 Boys A Cup, Surrey Guildford United got past the Burnaby Selects 3-2 in the U13 Boys A Cup final, and the Surrey United Elite claimed the U18 Girls B Cup title with a 2-1 win over Cliff Avenue United Picolo.
