Each parent in a family of four needs to make $17.02 an hour in order to obtain basic needs and “maintain a decent standard of living,” says a local group. Living Wage Fraser Valley (LWFV), hosted by Vibrant Abbotsford, has calculated the “living wage” for the area from Abbotsford to Hope/Boston Bar, including Mission. The figure was released yesterday. A living wage is calculated based on a budget for a family of four with two children aged four and seven, and each parent working 35 hours a week for 52 weeks. It takes into account basic expenses such as food, housing, childcare, clothing and transportation, once government taxes, credits, deductions and subsidies have been factored in. The living wage does not consider home ownership, debt, holidays, saving for retirement or a child’s education, or caring for a disabled, ill or elderly family member. This year’s calculation is up four per cent from the 2013 figure of $16.37. Vibrant Abbotsford coordinator Alison Homer said the hike takes into account inflation, increased child care rates, and higher tuition fees and Medical Service Plan costs. Homer said the calculation is released yearly to demonstrate how the real costs of living are changing in communities. “This year, the trend continues that costs of living are rising faster than inflation, and that wages are not following suit,” she said.

Homer said it’s important for communities to support a living wage because it results in citizens having to rely less on social programs and having more disposable income to invest locally. Employers benefit by higher employee loyalty and productivity, and decreased turnover and training/hiring costs, she said. Abbotsford’s fire chief submitted a report to council Monday, identifying risk levels and mitigation related to the transport of dangerous goods by rail. Chief Don Beer said much of maintenance and regulation for railways falls outside of the city’s jurisdiction, but the plan does prepare both Abbotsford and Mission’s first responders for a transportation incident. Teamsters poised for job action School support staff strike notice could impact teachers

Abbotsford schools remained open on Monday and Tuesday, despite 72hour strike notice issued last Friday by Teamsters Local 31. As of press deadline on Tuesday afternoon, it was not known whether and how the Teamsters would begin job action in the school district. The Teamsters in Abbotsford consist of 800 school support staff such as clerical workers, educational assistants, bus drivers, custodians and maintenance workers. It is anticipated that any pickets established by the Teamsters would be honoured by Abbotsford teachers, who are members of the B.C. Teachers’ Federation, which is currently in the first phase of
their own job action. This consists of teacher not performing duties that have been declared non-essential by the Labour Relations Board and is separate from any job action conducted by the Teamsters. School superintendent Kevin Godden said parents would be advised of any school disruptions as soon as possible, through formal notices sent home and on the school district website (sd34.bc.ca). Godden said, as of yesterday, the district had not received any details about “the nature, location or specific time” of Teamsters’ job action. Local 31 is the only one in the province that has not yet reached a settlement. Negotiations between the two sides reached an impasse on April 10, when the Teamsters rejected the school district’s last proposal and requested the with-
drawal of the mediator appointed by the Labour Relations Board. Representatives of Local 31 say support staff in Abbotsford are the lowest paid in the province, earning $5 less an hour, for some jobs, than their counterparts in other districts. They are seeking a wage increase of four per cent over two years, as well as a four per cent increase in their health and welfare premiums in the same period. The Abbotsford school district is proposing a seven-year term with total wage hikes of nine per cent (3.5 per cent in the first two years and 5.5 per cent for the remaining five). Education and awareness are needed to stop human trafficking in our communities, a crowd of more than 100 Abbotsford residents and service providers heard Saturday morning. “We need to be lifting the veils from our eyes,” Abbotsford Police Department Chief Bob Rich said during his opening remarks at a breakfast meeting at Garden Park Towers organized to discuss human trafficking. The stories of abused children and adults took their toll on the officer, and Smith said her son’s hair turned grey, “literally overnight.” Smith began to ask more questions and felt compelled to lead the charge against what is also called modern-day slavery. “Education is the greatest weapon,” she told the crowd of about 110 people. The
people who groom young children “come on as friends, and give the kids whatever they want.” Once they gain that trust, they exploit it and force their victims into the sex trade, and other illicit activities. A human trafficker will seize a victim’s identification, which is often destroyed to ensure compliance. People have to learn how perpetrators operate, said the MP from Kildonan-St. Paul, who was a math and science teacher prior to entering politics. Parents need to be aware of their children’s online activities, she urged. While social media is generally a positive part of society, a high degree of human trafficking is initiated via the Internet. “We’ve never taught kids how to protect themselves from perpetrators,” said Smith. “Kids have to be schooled.” This education includes tips such as never “sexting” – sending nude or suggestive photos via text – and to never assume they know someone after only meeting and conversing with them on the Internet. Smith said “human trafficking is not something police can solve on their own,” and the community must step up and expose the fact that this crime happens everywhere. MacDonald said the teen was driving the same Chrysler 300 when he and five other drivers between the ages of 17 and 21 had their vehicles impounded on April 14. MacDonald said, on that day, the drivers were travelling west along South Fraser Way at about Ware Street when other motorists first reported them driving erratically. Witnesses reported that two of the vehicles were holding back and blocking traffic while
the other four cars were travelling at speeds of 80 to 100 km/h in speed zones of 50 to 60 km/h. The drivers were also reported to be weaving in and out of traffic, MacDonald said. Police stopped them at Maclure and Old Yale roads, and they were each issued tickets for driving without due care, as well as seven-day impounds of the vehicles. In addition to the Chrysler 300, there were two Infiniti G37’s, a Ford Mustang, a Mercedes and an Audi. Only
one of the six vehicles was registered to the driver; the rest were owned by family members. MacDonald said the 17-yearold whose family car was impounded for the second time could face further consequences through the Office of the Superintendent of Motor Vehicles. The office can issue further driving penalties – such as an extended impound or licence revocation – at any time, upon review of a driver’s record.

The project consists of two four-storey woodframe buildings – called McCargar and McMath – with 32 furnished studio units each. The project replaces a former development on Lynn Avenue which was built in the 1950s to supply housing for veterans. As the years passed, other seniors were welcomed into the homes. However, the aging buildings required significant repairs, and Lynnhaven announced plans in 2011 for the new development, trading ownership of the Lynn Avenue property for the new site. Residents of the older buildings had the option to move into the new micro suites or seek other options. Smith was among the former tenants who made the decision to move into one of the new affordable rental units. His rent is $650, which is subsidized by $170 each month through the B.C. gov-
ernment’s Shelter Aid for Elderly Renters program. “I thought (the new development) was just so totally ideal, especially when you’re on a limited income as a pensioner,” he said. Some initial concerns from opponents to the project included its location off McCallum Road in the downtown area, which is known for criminal activity. Smith said he has not noticed any such activity since moving to the neighbourhood, and said he would recommend the housing option to others “without even blinking.” Funding for the project consists of a $20,000 seed grant and proposal development funding of $50,000 from the federal government; $47,000 from the B.C. government, which also arranged approximately $4 million in long-term financing; $320,000 in equity from the City of Abbotsford; and land valued at more than $2.7 million from the Lynnhaven Society.

Revoke teen’s driver’s licence
B.C. has some reasonably tough fines and penalties in effect for excessive speeding and driving without due care and attention. However, for a local 17-year-old and some of his pals, those laws are obviously not near harsh enough. This particular young man was caught doing 133 km/h in a 60 km/h zone on Maclure last Sunday afternoon. He got a ticket for excessive speeding, which ranges between $368 and $483. His ride – the family’s Chrysler 300 – was also impounded for seven days. For most young drivers, those penalties – in addition to whatever was handed out by the parents – would deliver enough sting to alter behaviour behind the wheel. For others, however, the effect is apparently minimal. This teen would be proof of that, considering that two weeks earlier, he was part of a jackass performance in which two drivers held back other motorists to clear the way for four buddies, who were travelling errati-
cally at speeds of 80 to 100 km/h in 50 to 60 km/h zones. Police stopped them and they were each issued tickets for driving without due care and attention, which carries a fine of $368. Between the ages of 17 to 21, all had their cars impounded, including the individual nabbed roaring along Maclure last Sunday. The gall of this young man is jaw-dropping, to say nothing of the danger he posed to innocent lives. The fact that he was given another sevenday impoundment just a week after getting the car back is equally stunning. One wonders what admonishment he received at home, if any. The Office of the Superintendent of Motor Vehicles can issue further driving penalties – such as an extended impound or licence revocation upon review of a driver’s record. This teen’s record begs for such a review, resulting in licence revocation. Three months sounds appropriate. For that matter, how about six?

Other Hand On one of those bad weather days last week, keeping me from yard work, it was decided that an upstairs closet needed a “spring cleaning.” It was determined, thanks to a shoebox full of stuff, the last cleaning was perhaps many springs ago since the last addition to that box was dated 2001. Among the receipts, kept for no good reason it seems, were some quite remarkable items – a picture of me at not yet three playing with a train set, other long forgotten photos, assorted keys and so on. There was even an un-cashed cheque for $25 dated 1998, given to me for reasons long forgotten. Due to an accumulation of close to $2 in pennies, it was apparent that the box contents formerly reposed in a
drawer that was the subject of a prior cleaning order more than a dozen years ago. Also scattered among the treasures and the junk were a number of business cards – some from MLAs and constituency assistants long gone, others representing businesses and acquaintances of more than a decade ago. One of those cards stood out, not for what it represented back in the late 1990s, but for whose name was on it. For a number of years in that decade I spent time in Victoria, and one of the youngsters I briefly worked with was Todd Stone. I assume that sometime between his departure and mine from the Legislature precincts we must have again crossed paths, and thus the business card declaring Todd G. Stone, Principal, Titan Information Solutions. I don’t know if the business is still active, couldn’t find it through Google, but Todd certainly is, having now returned to the Legislature as B.C.’s Minister of Transportation. One of his first decisions as a new minister was to consider raising the
speed limits on our rural highways – something I support and wrote about a number of columns ago. Our highways are, for the most part, built to standards that can accommodate much greater speed, particularly those designated “freeway” or the less

Of course, raising the limits doesn’t necessarily mean that all drivers are competent to handle them, and a “survival of the fittest” attitude is not something that needs to emerge. Certainly driving the freeway between Abbotsford and Vancouver demonstrates that 90 per cent of drivers consider 100 km/h as slow. That said, there are those who, once you get to the HOV lanes, don’t quite get it. The HOV lanes are there to essentially speed traffic, especially during congested times, so long as you have two or more people in the vehicle. What gets me are those drivers who seem to think that just because there are two of them in the car, they are entitled to use the HOV regardless of speed, dawdling along at 75 or 80 km/h when all other traffic is zipping by. So minister, while you are contemplating increased speed limits, you might also consider posting signs on the HOV lanes that simply state “Maintain posted speed, or move over!” If nothing else, they might diminish the development of road rage, and/or the frequency of one-fingered waves.

letters Homeless: Seek the help you need I have been continually reading of the homeless in Abbotsford, and after this last incident have found that I can no longer stay quiet. The incident I am referring to is the latest one involving a knifewielding man and the disposal of his belongings while he is in hospital. Ward Draper was concerned about how this man’s possessions were disposed of incorrectly after several parties had discussed possibilities through an email chain. Wait! Are we serious? Measles outbreak ends

Two days later, the agency reported that a student at BCIT in Burnaby had been exposed to the measles, and a number of cases were found at Abbotsford’s University of the Fraser Valley campus.

The measles outbreak in Fraser East is over, according to the health authority. Fraser Health made the declaration Monday morning, after a fourweek period that saw 400 cases occur, with some patients requiring hospitalization. Dr. Paul Van Buynder, FHA’s chief medical health officer, said the number of transmissions and new cases has vastly been reduced, and while occasional cases may still be seen, the outbreak response is ending. “The size of, and speed at which, this outbreak spread resulted in more cases of measles than the province has seen in the past 15 years, and was the largest outbreak in almost 30 years,” said Van Buynder. “National Immunization

Two arts and culture organizations serving Abbotsford have been awarded more than $25,000 in B.C. Arts Council grants. The Matsqui-Sumas-Abbotsford Museum Society has been given $15,000 and the Abbotsford Arts Council received $11,522. Both organizations will use the money to cover operating costs. The funding comes from a record-high $24 million the B.C. Arts Council received from the provincial government to support artists, arts activities and culture in the 2013-14 fiscal year, said Darryl Plecas, Abbotsford South MLA. Established in 1995, the B.C. Arts Council consults with the arts and culture community to develop policies, programs and strategic priorities for the sector. Last year, the council approved more than 1,000 grants in over 200 communities in every region of the province. Supporting people with Parkinson’s

Group meets monthly in Abbotsford April is Parkinson’s Awareness Month and Abbotsford residents Betty Giesbrecht and Carolyn Krahn are committed to ensuring comfort is available for people with Parkinson’s. They are proud members of the Abbotsford Parkinson’s support group. Giesbrecht, former secretary of the group, has been a member for 20 years. She has Parkinson’s and understands how important it is to feel supported with a disease that can be unforgiving. “The Abbotsford group wants to make sure no one feels alone with Parkinson’s,” Giesbrecht says. “There is strength in being informed, and our members have so much to share.” The group has 100 active members, including people with Parkinson’s and their caregivers. The meetings are held the first Monday of each month at 2 p.m. at the Matsqui Recreation Centre and anyone affected by Parkinson’s is welcome to attend. The group has a wide range of members, from the recently diagnosed to those who have struggled for years. Krahn, a member for two years, has taken over Giesbrecht’s role and is the current secretary of the group. “I enjoy hearing the stories that others have to share, the encouragement to keep moving ahead and learning of new research,” she says. “As people with Parkinson’s, we’re all looking forward to a cure in the future. A new program in Abbotsford is filled with surprises every two weeks. That’s when people who signed up for the Abbotsford Harvest Box pick up their 10-pound boxes of produce and discover what’s inside. Recently, the cartons were filled

Abbotsford Harvest Box began last summer to make nutritious food ore affordable. Although the focus is on low-income families and individuals, anyone is welcome to participate. The program involves pre-ordering and paying the $8 fee per box either online at vibrantabbotsford.ca/harvestbox or in person at the Vibrant Abbotsford office (33355 Bevan Ave.) by the deadline. Box pickup days are the second and last Thursdays of each month, with the ordering deadline one week prior. Participants select one of three pickup sites – the Community Living building at 2539 Montvue Ave., Eugene Reimer Middle School at 3433 Firhill Dr. and University of the Fraser Valley’s student union office. The next ordering deadline is May 1, with pickup on May 8. There is no limit to how much or how often people order, and there is no membership fee or club signup. Homer said the program continues to grow in popularity, drawing people from all socioeconomic backgrounds. “We wanted to have a program that was open to everybody,” she said. The initiative is an offshoot of the Harvest Box program that began 15 years ago and has
been running from Vancouver to Aldergrove. Vibrant Abbotsford, an organization aimed at reducing poverty, wanted to make the program more accessible to Abbotsford residents. A total of $30,000 in grants was obtained from the Vancouver Foundation, Vancity and First West Foundation. The produce is purchased in bulk – using locally grown products as much as possible – by the main Harvest Box program, which also packs the boxes and delivers them to Abbotsford. A total of 961 boxes were delivered in Abbotsford last year from July 25 to Dec. 12, saving clients 31 per cent of their produce expenses, according to Homer. Vibrant Abbotsford is now expanding on the non-profit program’s popularity by introducing the Abbotsford Bulk Buying Club, enabling people to purchase non-perishable items – such as flour, cereal, pasta and rice – as well as household items such as toilet paper and soap at savings as high as 63 per cent off the supermarket prices. Ordering procedures/deadlines and pickups are the same as for the Harvest Box. Art needed for anonymous art show fundraiser

The Abbotsford Arts Council has announced a call for art for the first annual Abbotsford Anonymous Art Show Fundraiser, to be held June 27 to July 22 at the Kariton Art Gallery at 2387 Ware Street. The show will feature artwork of many diverse styles, subject matters and mediums of Lower Mainland artists of all ages and skill levels; however, each piece featured in the show will be on an unframed canvas of the same size (12”x12”), and the artists of the featured work will remain anonymous until after their piece is purchased. Each piece will be $100, with 50 per cent of the proceeds going to the artist, and 50 per cent going to support the Abbotsford Arts Council. Purchasers of the featured work will be able to take it home immediately upon purchase; a sold tag will remain in its place revealing the previously anonymous artist’s name. The Abbotsford Arts Council will announce each participating artist on Twitter (@abbyartscouncil) as their work is sold. In partnership with the Abbotsford Arts Council in support of the participating artists, the House of Fine Art on West Railway Street will give each person who purchases the required 12”x12” pre-stretched canvas at their store a $9.95 coupon to use towards their next purchase. Applications are available at abbotsfordartscouncil.org or at the gallery and will be accepted, along with the artwork to be featured, from May 21 to May 30. Funding needed for SafeRide Home program Service has been operating since 1992 ed to buy out the lease and retain the vehicle. The first SRH van is getting older and will need to be replaced in the future. The program’s primary partners, the Abbotsford Heat and the Heat Foundation, are leaving town with their financial support, following the recent announcement of the
city ending their contract with the hockey team. Doug McKellan of Youth Unlimited (YU) said an additional challenge is that many community grants are not accessible to faithbased organizations, although YU continues to apply for them. He said the agency appreciates the sup-

A program that provides safe rides home to youth in Abbotsford, Mission and Aldergrove is in danger of being scrapped if more funds don’t become available. SafeRide Home (SRH) has been operated by Youth Unlimited, a faith-based organization, since 1992, providing free rides home for young people who might be impaired, bullied, beaten, lost, abandoned or need to get home safely. More than 20,000 youths have used the service since it began. An average of 50 teens use the service every weekend, and the average age is 16. Al McLean began the program to prevent deaths resulting from teenage drinking and driving after three teens he knew died in impaired-driving accidents. For the first 10 years, McClean used his own vehicle. In 2002, funds became available for the purchase of the first SRH van. By 2008, SRH had a three-hour wait list for kids needing a ride. In 2010, an Abbotsford businessman leased a second van for the program, which considerably reduced the wait list. McLean passed away in 2011, but staff and volunteers have kept the program going. They are now facing financial challenges. The lease of their second van ends this August, and an additional $16,000 is need-

Taylor makes the cut in Texas

It was a relatively quiet week for Abbotsford golfers on the Web.com Tour. At the WNB Golf Classic in Midland, Tex., Nick Taylor made the cut, finishing tied for 51st for a modest $1,631 payday. He carded rounds of 69, 70 and 73 to end up at four under par – Sunday’s final round was cancelled due to high winds. Adam Hadwin, meanwhile, missed the cut for the first time in seven events this season. He had the early lead on Thursday with four birdies on the front nine, but cooled off on the back nine with three bogeys against one birdie. Then on Friday, a two-over 74 put him on the wrong side of the cut line by a single stroke. The Abby golfers are both in the top 50 on the money list. Hadwin slipped from third to fourth (earnings of $173,289), while Taylor is 48th ($29,890).

For the second time in three years, the Abbotsford Senior Panthers are B.C. high school girls rugby sevens champions. At the provincial tourney at UBC on the weekend, the Panthers started relatively slowly – their 2-1 record during Friday’s pool play included a 34-7 loss to Shawnigan Lake. But on Saturday, they rolled to the gold – they beat Elgin Park 20-7 in the quarter-finals, knocked off crosstown rival Robert Bateman 19-5 in the semis, and then avenged their earlier loss to Shawnigan Lake with a dominant 33-5 triumph in the final. “As the tournament progressed, our girls got better and better at playing sevens,” said Peter Cannon, who coaches the Panthers along with Stephanie Doan and Matt Myers. “How they started on the first day and how they finished on the second was night and day.” Amara Lownie and Nakisa Levale notched two tries apiece in the final, while Gurpreet Dhaliwal scored one try and Tausani Levale booted four converts. Abbotsford schools occupied three of the top five spots – the Bateman T-Wolves finished fourth after falling 20-7 to G.P. Vanier in the bronze medal game, while the Yale Lions topped Elgin Park 26-15 in the plate final (fifth/sixth placing). Q On the boys’ side of the draw, Bateman secured the second provincial sevens medal in program history, winning bronze. The T-Wolves fell 35-7 in the semis to Lord Byng, but bounced back to beat West Vancouver 33-12 to clinch third place. The T-Wolves also notched a big win last Thursday in Fraser Valley AAA Elite 15s play, as they edged crosstown rival Yale 36-27. The game was played in muddy conditions at Yale Secondary, and the lead changed hands three times in the last 12 minutes.

FAST BOSWELL Lori May 9, 1960 ~ April 14, 2014
After a brave and valiant battle with cancer Lori passed away April 14, 2014 with her family by her side. Lori is lovingly remembered and will be greatly missed by her two children Lukas and Lauren, as well as Ken, Joel, her faithful canine companion Lona, her mother Hepka, sister Leslie and her incredible friends, neighbors & co-workers at the City of Abbotsford. Her witty sense of humor and her compassionate, altruistic nature touched many people. She was an incredibly loving mom and a dedicated friend and we will forever cherish the memories we had with her. She had a tremendous respect for the beauty of nature which was reflected in her love of gardening and animals. She was famous for her baking and always kept her family and friends well fed. The family would like to extend their heartfelt appreciation and thanks to everyone at the Christine Morrison Hospice for all their kind care and attention. They would also like to thank Dr. Galbraith and the wonderful general daycare nurses at the Abbotsford Regional Hospital. In lieu of flowers, donations in Lori’s memory will be graciously accepted by Christine Morrison Hospice in Mission. He was predeceased by two sisters, Jane Eburne and Laura Thomson and leaves seven sisters, Martha Munn, of Victoria, Dorothy Scudder and Juanita Thomson (Jack), Mission, Margaret Edge and Betty Bodnar, O.K. KAMPS George George Kamps, 84, passed away peacefully on Thursday, April 24, 2014 after a valiant battle with cancer. He was a man of faith in the Lord Jesus Christ, confident of his salvation. He will be lovingly remembered by Linda, his wife of four years, daughter Elizabeth (Doug) Hillson, son Richard, son Ron (Carla), daughter (Annette) Giesbrecht as well as grandchildren, Sarah (Nu), Susan (Dave), Holly, Jamie, Carly, Kristen, Adam and Ashley. His eight great grandchildren are Lesina, Julia, Mekaia, Sammy, Matalena, Mercy, Logan and Tomasi. He was predeceased by his first wife Annie, his brother Hank in Holland, sister Anna in Holland and sister Bette in Ontario. Surviving are his brother, Albert in Ontario, sister, Lucille in Ontario and Geertje in Holland. George emigrated to Canada in 1949 at the age of 19. He married Annie Swaan in 1953. Known as a strong, hard worker, George found employment in a variety of industries such as logging and mill work before going into trucking which he did for many years. He loved listening to gospel music and entertained many with his harmonica playing. In his retirement years he was active in his church and was much appreciated for his tireless visitation of the sick and elderly. George spent several winters at Sky Valley, California, where he enjoyed the sun and fellowship with other Christian snowbirds. A memorial service will be held at New Testament Baptist Church located at 5525 Gladwin Road, in Abbotsford on Thursday, May 1 at 2:00 pm. The family wishes to thank the fine staff at the palliative care unit of the Abbotsford Regional Hospital for the care given to George the past three weeks.

Phyllis is survived by her three children; Bonnie Green, Ronald Flatman, and Larry Flatman, plus several grand children, great - grandchildren, nieces, and nephews. During the war Phyllis spent 2 years in the Canadian Territorial Service and 2 years in C.W.A.C. She was a member of the Royal Canadian Legion for 40 years. Phyllis will be missed by her many friends in the Abbotsford/Mission area. A Celebration of Life will be held May 10, 2014 at Christian Life Community Church in Abbotsford. No flowers by request.
