School staffing levels remain same Staffing levels will remain the same as last year, the board of School District 51 was told at their regular monthly meeting held April 15 at Boundary Learning Centre in Midway. “There are a few high school initiatives that we were able to support so we actually see an increase in staffing at those schools,” said Secretary-Treasurer Jeanette Hanlon. But she said no schools are losing positions. Hanlon reported that in March she

received the funding announcement for 2014-2015. “We will receive $15,021,087, which is 98.5 per cent of last year’s funding. The decrease in funding is $228,748. Once again we will receive additional monies as a supplement for the Education Plan in the amount of $25,253. This money is to be used to strengthen reading and skill training. Special Purpose changes included an increase to the Learning Improvement Fund of $49,176.

“Approximately $300,000 in deficit at this point, but we still need to add to the budget for staffing because of the configuration and some composition and course selection.” This will leave approximately $1 million in the district’s surplus. It was reported that only a couple of parents came out for either the West Boundary or the Grand Forks public budget meeting that was held the week before. Those who attended were told that enrolment continues to decline; it is down 38 per cent since the 2001-2002 school year. Projected enrolment for the 2014-2015 year is 1,263, which is a further decline of

29 students. The biggest drop projected for next year is in kindergarten enrolment, which is projected to drop by 14 students across the district. Hanlon reported the budget is divided into four categories, with transportation accounting for four per cent of expenditures, district administration five per cent, operation and maintenance 14 per cent, and instruction costing 77 per cent of the $15 million budget. Staffing averages one teacher for every 20 students at GFSS and one teacher for every 16 students at BCSS. Teacher staffing at the elementary levels are based on class configurations.

MLA meets with young women MLA Linda Larson stopped in at Rumours in Grand Forks to share lunch with local young women who are working through 2014 to identify barriers and challenges that keep women from participating more fully in government. Grand Forks is one of only six communities across Canada selected to participate in the Federation of Canadian Municipalities (FCM) Head Start For Young Women. Larson shared her experiences as a municipal and now provincial elected official with the young women. It is the goal of the program to increase women’s participation in government positions to 30 per cent by 2026. According to local project coor-

Investment Planning Counsel Who Can Open a Tax-Free Savings Account (TFSA)? Any person who is 18 years of age or older and has a valid SIN in Canada is able to open a TFSA account. There is an age restriction, however, so you cannot open a TFSA or contribute to one until you are 18 years old. When you turn 18, you will be able to contribute up to the full TFSA dollar limit for that particular year. For example, if you turn 18 in 2014, you are eligible to contribute the full 2014 TFSA dollar limit. How to find your TFSA contribution room The surest way to confirm your TFSA contribution room is to contact the Canadian Revenue Agency (CRA) by going to their website, www.cra.gc.ca, and setting up “My Account” or contacting them by phone to get the information for your own account. You have to make sure you know your exact limit before you contribute to a TFSA. If you are over the allowable limit the penalties are severe, so make sure you are informed before making that contribution. Some clients wish to have a mixture of fixed income and equity components inside their TFSAs and this type of account facilitates mixing things up so as not to only hold one type of investment with just one institution. The Boundary Women in Business held their monthly luncheon meeting at the Pacific Grill in Greenwood this month. This was the first one held in the West Boundary and hopefully not the last. Organizer Shannon Profili commented that she was very pleased with the turn out. The purpose of the networking luncheons is to provide a comfortable atmosphere where women in business can get together, bring their questions and support each other with solutions that have worked.

Emily Parker Emily Parker admits to being a little scared when she first came to BCSS because it is a big school. “But as I went through the grades I became more mature, I got to know the teachers better.” Straight off the top in her grad transitions exit interview with Counsellor Pamela Storie, Emily came across as a young woman who knows where she wants to go over the next few years. Liberals grabbing any scheme Last week up in Fort St. John a meeting between First Nations, industry and the provincial government quickly turned into a meeting First Nations alone after first the provincial officials and then the company reps were asked to leave the room. At issue was the unexpected announcement that Victoria had issued an Order in Council removing requirements for environmental review processes in cases of sweet gas drilling or resort ski hill developments. According to one radio news report this meeting was the first many of those in attendance had heard of this change and they were not imapressed with the lack of consultation. Getting tossed from the room must have been a bit embarrassing for the provincial minions who had to get on the phone to the Premier’s office to let her know that her dreams of Liquid Natural Gas funding the future prosperity of the province weren’t going anywhere for a while. The NDP jumped right in with the observation that, “The chaotic approach to environmental assessment changes creates an atmosphere of distrust and uncertainty for communities, First Nations and industry.” This isn’t an isolated incident. The Liberal government just passed a bill weakening protections for our parks, and they are trying to make it easier to develop farmland as well. In both cases the government failed to consult First Nations and the broader public about the changes. Corky Evans may have been right last month when he told a Grand Forks meeting about proposed changes to the ALR that, because the BC Liberals didn’t expect to win last May, they simply got into power without a platform. Consequently they appear to be grabbing any scheme they can find off the shelves at the Fraser Institute and are trying to paint it as a mandate.
